Impeachment inquiry for make a similar request behind closed doors. If it were me, i would recommend that they start an investigation into the bidens. Reporter today, trump finally telling reporters what he wanted the president of ukraine to do about the bidens, after he refused to answer the question wednesday. We have the president of finland. Ask him a question. I have one for him. I wanted to follow up on the one that i asked you. Did you hear me . Did you hear me . Reporter his brazen call for china to investigate joe bidens son and his business dealings, echoing a request he made during the 2016 campaign. Russia, if youre listening. Reporter though trump said he hadnt brought it up with chinas president yet. Certainly something we could start thinking about. Reporter moments before, he told reporters the chinese trade delegation will be in the u. S. For another round of talks next week. But if they dont do what we want, we have tremendous power. Reporter as trump spoke, Vice President mike pence was in arizona, defending him, and attacking biden. The American People have a right to know whether or not the Vice President of the United States or his family profited from his position. Reporter there have been questions about pences own role in the scandal after he was sent to poland where he sat down with the ukrainian leader but denied that biden came up. On the first question, the answer is no. Reporter National Security adviser was on that july call between trump and the president of ukraine though aides insist pence was unaware of the push for damaging information on biden. Asking if its appropriate to ask Foreign Governments to investigate political rivals, pence said this today. Clearly in this case there are legitimate questions that ought to be asked. Reporter jake, we should note that despite those comments, no authorities in the United States have accused the bidens of any wrongdoing overseas. Of course, we should note as we talk about how the president said russia, if youre listening, find Hillary Clintons emails. After that, aides later said the president was joking. They have not offered up a similar defense for his comments about china this morning. Kaitlan collins at the white house. Thanks so much. Jen psaki, president now openly calling for two Foreign Governments, ukraine and the autocratic regime of china to investigate his dom eveng political rivals. It seems fairly unprecedented to me. I think thats safe to say. This is an exact transcript, we can say, not even notes from a transcript. Theres a couple of things in common here. Kaitlan touched on some of this. The main thing is there are ongoing negotiations. Ukraine had wanted military assistance from the United States for years. There had been ongoing discussions about that. Holding that over their head, thats the quid pro quo right there. With china, theres negotiations that are ongoing. Theyre coming here next week. Trade negotiations . Trade negotiations, exactly. Those have been ongoing. President trump has put significant tariffs on to chinese goods. Foreign leaders, they watch what the pez says. Even when i was the state department spokesperson, they would watch what i would say in a briefing to give an indication of where negotiations are going. So, theyre looking at what hes saying and the chinese are probably saying, what does that mean . Obviously theyre watching the news. Yes, this is unprecedented. He did, in clear daylight, what he is under an investigation in impeachment for with another country. What would the reaction be among republican lawmakers, do you think, hypothetically, if barack obama had openly called on iran and russia, just to pick two other countries, to openly investigate mitt romney . I have to say there is a principle that goes far beyond partisan politics. We all know the answer from that and can see the hypocrisy from the clinton days. How many people on the right said impeachment is the only way and how many on the left said impeachment is way too strong of a thing to do over this. This is what tribalism is, what partisanship is. Of course, they complained when barack obama wore a tan suit. Calling iran to investigate mitt romney would have been seen as a nono. Do you get the impression that people in the white house understand that this behavior is, a, not helping matters when it comes to impeachment . Hes basically making the case that the transcript is, as the whistleblower said even more so than the transcript did, but that its not correct, its just not right. The Founding Fathers did not want Foreign Governments to play any role in our elections. I think thats clear from certainly there are people inside the white house and there are certainly republican lawmakers on capitol hill who are feeling that nervousness. Going back to your earlier point, granted were not hearing a lot from them right now. Most lawmakers arent back from recess. This might not have been the best time, congressional recess for some time. I asked about what is the strategy here . Youre clearly going to have to do something. And aside from some of the big kind of you know, bulldog defenders of the president weve seen speak out in favor of the president , in defending him, a lot of republicans just dont know what to do. Theyre not getting a lot of guidance from the white house. Theyre getting talking points that are accidentally sent. Theyre asking for messaging, for tone, for guidance. Hes all over the place and also very angry. Thats not exactly a playbook that republicans want to follow here. Theres a lot of nervousness, confusion. Once lawmakers return the next couple of weeks, well get a better sense of where, how they feel. Theyre certainly being very quiet today. We should just point out, this Foreign Government should not interfere in u. S. Elections, this is not just something that the Founding Fathers said 200 years ago. This was said in 2016 by an obscure governor. Im not sure if you ever heard of him. Lets play that. You all need to know out there, this is basic stuff. Foreign donors and certainly Foreign Governments cannot participate in the american political process. Well, its good that that obscure governor has laid out such a clear, important preseptembpresepcept of the constitution and federalist papers. Whats he up to now . He seems like an upstanding fellow who would not be involved in an administration that is constantly engaged in its funny, you wonder what hes up to. Ill show you what hes up to. This is Vice President pence today. The president made it very clear that he believes he believes our other nations around the world should look into it as well. When you hold the Second Highest Office in the land it comes with responsibilities, not just to be above impropriety but the appearance of impropriety. In this case there are legitimate questions. Look, mike pence owes his political survival to donald trump. He knows that. Without donald trump, he would be a former governor who just lost his reelection campaign. I think that was pretty clearly the trajectory. He has learned, to date, he can play this role of pretending he didnt know, as he did with michael flynn, or being quiet, as he did with charlottesville, not echoing it, but not saying its bad either. His staff, as weve seen, has indicated pretty clearly he is going to be traveling and on the road and on the road often. That will work for only so long. I think this case is different. As we know with the timeline, not only was his National Security adviser on that call in july that weve all seen the call notes from, but he had a meeting with the president of ukraine in september. So the notion that he had no idea or didnt know is absurd. Obviously, he has changed his point of view. With this, its hard for him to wriggle his way completely out of this. Im just remembering earlier this year when biden got in trouble with the left for saying that pence was a decent guy. And they got all mad with him. Im sure hes really regretting that now. Coming up, the first witness in the impeachment inquiry has been testifying on the hill. Hes still talking to several congressional committees. What we know about his testimony, next. Witness named in the whistleblower complaint still behind closed doors, that hearing, kurt volker was a special envoy to ukraine. He resigned last friday amidst the scandal. Rudy giuliani said he was the one who arranged his meetings with ukrainian president ial aides. Members have been trickling out of that meeting, sharing their characterize characterizations of volkers testimony. Reporter thats right. Theyre not offering much substance of what was said, the content of what kurt volker is saying nor those pages and pages of documents that were delivered to capitol hill on his behalf were. We are seeing, though, similar republican line really being revealed from lawmakers who are speaking about what they heard in the room, largely from republicans on these three committees, basically saying there is nothing that they see or heard in there that advances the democrats impeachment inquiry. Here are two republicans on those committees, who just spoke moments ago. The administration is in an Even Stronger place today than they were this morning as a product of ambassador volker coming to testify. Not one thing he has said comports with anything in the democrats impeachment narrative, not one thing. Reporter a source with knowledge of volkers thinking offered some explanation of the allegations of his appearance in the whistleblowers complaint saying he was trying to get the Biden Giuliani issue essentially off the table, given it was a political effort and certainly not in line with his role in the state department. So, jake, well certainly see and hopefully hope to learn whether lawmakers heard a similar argument there from him in the room and notably this is a very lengthy briefing still going on behind closed doors, almost reaching the sevenhour mark. Sunlen serfaty on capitol hill. Respectable director of the mccain institute, former ambassador to nato gets caught up in this. Rudy giuliani seemed to have been trying to suggest that everything he was doing was with kurt volker and the state departments blessing. John and i were talking about this earlier. Whats coming out from the hearings right now is hes not providing a lot to either side, i think. But we have these encrypted Text Messages that were starting to hear about, which shows that at least within their own ranks, they were concerned that the withholding of aids with a quid pro quo and others were like no, this is about corruption. Back in july there was this concern within the highest levels of the state department and the government, i think, is a conversation well be hearing a lot more about in the next day. What we need to remember is that this question of what constitutes a quid pro quo. Yes, its a legal term, but there doesnt need to be an explicit transfer of funds or specific offer. Sure. It would be a shame if something happened to that nice restaurant of yours. Nice restaurant, shame if the windows blew out. They are stepping toward serious misconduct, getting hung up on was the criminal statute met was not the inquiry. Thats not what impeachment is. Its political. There is a lot we can learn from seven hours of him testifying here. Who directed him to host these meetings or set up these meetings . It seems so unlikely to me he was doing this of his own accord. Giuliani . No, im sorry, volker. Thats what the accusation has been. He is a longtime diplomat, a savvy operator. He is very well connected in washington. He ran the mccain institute. He knows what hes doing. He probably was not kind of, you know, pulled into something that he didnt understand. So, i would love to know kind hoff directed him, who knew . What did pompeo know . What did other people at the state department know, who are political appointees, what did the white house know . Did he know what giuliani was going to be pushing and asking for . The answers to those questions, i think, are going to tell us a lot. I think whats difficult here, too, is that this is all being done behind private doors, closed doors. The parts that are dripping out, it allows democrats and republicans to create their own narrative so jim jordan can go out there and say theres nothing weve heard in the past five hours, however long weve been there, that implicates the president in any way. Democrats can Say Something completely different. I think whats really important, what youre not hearing right now are some of these key voices on these committees of moderate republicans who may be more open minded and more willing to kind of not suddenly go to their partisan corner. People like will hurd who are both moderate republicans, both on the republican committee. I would be interested to hear from them on the future, what their takeaway is. As a congressional matter, those closeddoor depositions are immensely valuable. You can kind of, in private, without the lights on, get information. In a political process, though, people can come out and say whatever they want. Theyre dripping it out. While volker has been behind closed doors, filling this twitter feed, giuliani claims that volker reached out to him. I dont know if that suggests that giuliani is nervous about what volker is saying or not. Apparently ive seen the Washington Post reported that volker was showing all the text message chains not just little excerpts of it. When i was talking to republican sources earlier this week about their strategy, one said to me one of our goals is to try to get rudy off air a little bit. Its not working. This is not helping. Some of the more reasonable they know this is not helping their case, to have rudy on air. He wirudy is going to talk a that later tonight. Everyone stick around. Welcome back to a special edition of the lead white house in crisis. His wife George Conway is evicerating President Trump and his fitness for the white house. Why he thinks President Trump is a narcissistic and should be removed from office. He said you dont have to be a Mental Health professional to agree. 400word piece, George Conway declares President Trump, quote, to be unfit for office. You dont need to be a weatherman to know which way the wind blows, conway writes, and you dont need to be a Mental Health professional to see that something is seriously off with trump, after watching his behavior three years in the white house. The president clearly meets the criteria for Narcissistic Personality Disorder as defined in the diagnostic and statistic manual of mental disorders. Conway then asks the reader, does the president exhibit traits typical of narcissism . Specifically does the president , quote, exaggerate achievements and talents and believe that he or she is special and unique . Im an extremely stable genius. Nobody knows this stuff better than me. Does he have a, quote, sense of entitlement or demonstrate, quote, arrogant, hauty behaviors. When youre a star, they let you do it. You can do anything. Anything you want. I could stand in the middle of fifth avenue and shoot somebody and wouldnt lose any voter. Conway points to these comments from trump on september 11th, 2001. It was actually the second tallest building in Downtown Manhattan and it was actually before the World Trade Center was the tallest. When they built the World Trade Center, became known as the second tallest, now is the tallest. After a man fell off his maralago stage. Beautiful marble color. It changes colors. Clean that up. Its disgusting. I forgot to call to say is he okay. He was okay. Yeah. Its just not my thing. Conway finds other recent examples of trump. After the synagogue in pittsburgh to honor the victims killed in a horrific antisemitic shooting, his first tweet read, quote, small protest was not seen by us, staged far away. Fake news was just the opposite. Conway writes what kind of human being, let alone politician, would engage in such unempathetic, self centered behavior while memorializing such horrible tragedies . Only the most narcissistic person imaginable. At his resort in dorale, florida. We have a series of magnificent buildings, we call them bungalows. They each hold from 50 to 70, very luxurious rooms. He ties this also to other abhorrent behaviors, including the current ukraine scandal. I would recommend they start an investigation into the bide ans. And so, he argues, trumps mental state should be held into account as this impeachment inquiry begins. He writes the president , quote, place places his interests over everyone elses, including those of the nation whose laws he swore to faithfully execute, thats not consistent with the duties of the president , whether considered from the standpoint of constitutional law or psychology. Social science for npr and host of hidden frame, let me start with you. George conways basic argument is you dont have to be a psychologist, as you are. Right. To make these diagnoses, to see this obvious behavior. Does he have a point . I think he has a point about the behavior. We can all sort of observe this behavior and be troubled by this behavior and speculate on how it makes him unfit to be president. I think when we get into the idea of a diagnostic label, thats when theres some concern. Because i still maintain that even as clinicians, we cant do this from an arm chair. We would have to have a full diagnostic history in order to actually think about a diagnostic label. But i would almost argue that thats a separate issue. Being unfit to be president may be a totally separate issue than being psychologically healthy. The fact that this discourse in the country has come to this, that people are now writing major stories about being mentally unfit look, we wouldnt normally do this we havent talked about the president s psychological state on the show before beyond just observations of his behaviors, as dr. Bonior points out. But this is George Conway in a major magazine and he makes a case. You think this is reflective of where we are in society right now . I think so. You look at the history of how Mental Illness has often been used in context where youre basically going after someone whom you dont like. For example, during times of slavery, slaves who left their masters were seen as having a Mental Illness or gay people once considered to have a Mental Illness. Tot totalitary regimes, Mental Illness is being used to explain those who are dissident. How rankerous things have become between us, how tribal our partisanship has become. George conway talks about how Mental Illness shouldnt have a stig stigma, how abraham lincoln, based on historians, in all likelihood suffered from depression but still was able to do his job. Thats exactly right. I think we can weaponize labeling people in a way that actually harms folks who have true psychological disorders. There are lots of people, i may say, with psychological disorders who, nonetheless, could function quite well as president of the United States. I almost see it as separate issues. I think its a dangerous slope for us to start throwing Mental Health labels around when what were really talking about is whether somebody has actually got the eth beingal and moral constitution to be able to be president. This is early in the president ial race, we should point out. Its not even 2020 yet. Its probably going to get much, much worse. It is going to get much worse, jake. Here is a simple test on whether you should be using the lens of Mental Illness to think about someone. Are you using it to basically help them or are you using it to help yourself . Its a simple test. If youre basically employing, thinking about it with a lens of compassion, a parent who calls 911 or calls a doctor and says im worried about my child, that person is using the lens of Mental Illness to say how do i help this person. When we use the terms of Mental Illness or diagnosis of Mental Illness to go after our opponents were not using it from a standpoint of compassion but to score political points and history shows us thats extremely dangerous to do. Two respectful disagreements with George Conway writing this story if i can interpret what youre saying. He had great points but we have to be more careful than he lets on. Thank you both. Oh, one final point. People use Mental Illness in other ways as well. After the shootings in el paso, trump described the shooters of having Mental Illness. We can use it to defend people in our groups as we use it to go after our opponents and both are misuse of science. Interesting. Appreciate it. Reporter are you still just as happy with him . No comment. Reporter some of the president s supporters on the fence but most we spoke to see impeachment as little more than politics. I think its a lot of just people dont like you, they want him out of office, the left and the media. Reporter john scants voted for trump in 2016 and had concerns early on. Six months ago he thought joe biden might be an option. Now the push for impeachment, he says, has him supporting the president more than ever. They say if the economy stays strong, they think he will be fine and have another term, but they are worried if it turns sour, it will get tougher and tougher. Jake . Miguel marquez, thank you so much. Appreciate it. Joining me now to discuss all of this, president ial candidate Kamala Harris, senator from california. I want to get your reaction from the president publicly from the south lawn of the white house calling on another Foreign Government, china, to investigate the bidens. Jake, clearly the guy hasnt figured out that when you solicit the help of a Foreign Government to interfere in the election of the president of the United States, you may be impeached. It is extraordinary. And i will tell you, im calling on the white house to actually release whatever transcripts, whatever recordings, whatever notes there are about Donald Trumps previous conversations with xi because we need to know what he has now said in private conversations because we obviously know what hes saying in public. And, clearly, he doesnt get it, which is that the commander in chief of the United States, the president of the United States should not be in the business of working with foreign leaders against our democracy. It is a violation of the oath. It is a violation of all that should be the responsibility of the president of the United States to uphold our democracy and the constitution of the United States. Youre on the Senate Judiciary committee. Youre a former state attorney general, former district attorney. I know that you consider this behavior to be an abuse of power and impeachable. Is it also illegal . Is there a criminal statute that the president is violating by calling on foreign powers, ukraine and now china, to investigate his political opponents . Well, well see as the impeachment process proceeds, but i will say, jake, it is a classic case in terms of what he has been doing as it relates to the whistleblower, in an attempt to suppress evidence and intimidate a witness, which is why ive also called on Donald Trumps twitter privileges to be revoked, because he has even as many other members of congress have indicated, he seems to be eliciting fear and threatening a witness to what could be a crime against america, our democracy and try to suppress that evidence. That is a classic example of a crime. I guess the question about i know you wrote to twitter and the ceo, jack dorsey, and asked him to take away the president s twitter handle. Yeah. His account. How is that not a violation of free speech . I mean, the president has the same rights that you have, that i have. How would that not be a slippery slope where they have to ban half the people on twitter . Ive heard that argument, but here is the thing, jake. First of all, a corporation, which is what twitter is, does not have the has obligations. In this case, twitter has terms of use policy. And their terms of use dictate who receives the prifl of speak i ing on that platform and who does not and donald trump has clearly violated the terms of use. Not to mention he has used his platform, president of the United States, in a way thats been about inciting fear and potentially inciting harm against a witness to what might be a crime against our country and our democracy. And for that reason, i do believe that its clear that he has violated the terms of use. And im asking that twitter does what it has done in previous locations, which is to revoke someones privilege because theyve not lived up to the advantages of the privilege. There is a new poll out in california, your home state, showing your approval, your support numbers have dropped from 19 in july to just 8 now in terms of your president ial race. Are you concerned at all if youre in Single Digits in your home state how do you expect to get the numbers you need nationally . No. Listen, jake, ill tell you, i am not going to ride that roller coaster. I dont ride the polls when theyre high. I dont ride them when theyre low. We are steady. Its about earning the right to get the support, and earning the votes. And so thats why i am working up and down the state of california, nevada, new hampshire, iowa, south carolina. We are organizing on the ground and we are putting the resources into earning the support. This is not a new experience for me in california or any office ive run for, and won, by the way. The polls will sometimes monitor the support were receiving and sometimes they dont. Frankly, the only poll that matters is on election night. Senator Kamala Harris, thank you so much. Appreciate it. That is the bias. The ig acknowledged the bias in his statement that said didnt change the facts of the whistleblower complaint. The attorney for the whistleblower declined to give us a comment. More breaking news, the Washington Post is reporting new details on another whistleblower, this one a career official from the irs. Cnns lauren fox joins me now live. What can you tell us about this Washington Post report . The Washington Post reporting an irs official filed a complaint, arguing there had been improper influence in the president ial Audit Program by at least one political appointee over at the irs. I just want to flag that earlier this summer in july, the house ways and means chair did receive a complaint from this person, arguing there had been improper influence over the president ial Audit Program. The administration has dismissed this claim, arguing that this was hearsay, that this person didnt have any direct knowledge. We learned about the individual filing with the house ways and Means Committee because richard neil, chairman of that committee, wrote a letter to treasury secretary steve mnuchin. If you remember the president ial Audit Program is at the center of that lawsuit that house ways and means chairman richard neil filed for the president s tax returns. Basically hes arguing that he needs the president s tax returns because he needs to understand if there are safeguards in place over that president ial Audit Program. If the whistleblower is coming forward, that a political employee is influencing that program thats very significant. What does that mean, lauren, for democrats trying to get their hands on the president s tax returns . Democrats are saying all along if there was credibility to this, that that would add more hechlt ft to their case. Theyre saying look, if theres a way for a political appointee to influence this, that would be very significant and it would mean we need to change the countrys laws. Its a tradition, when a new president and Vice President comes in their taxes are audited.
