Breaking news, secretary of state mike pompeo has just been subpoenaed by three house committees as part of the impeachment inquiry. Lets go to senior Congressional Correspondent manu raju. This has to do with President Trump, his lawyer Rudy Guiliani, and ukraine, is that right . Reporter thats right. Three house committees subpoenaed the secretary of state to turn over records to the committees investigation into the ukraine matter, particularly the role the state department may have played in facilitating discussions that Rudy Guiliani had with ukrainian officials. These committees, house foreign affairs, Intelligence Committee thats leading the impeachment inquiry and House Oversight committee had been demanding for weeks that pompeo turn over records. They set a deadline for thursday for pompeo to turn over the information. He did not provide the information. So these committees just now issued a subpoena. In this letter thats written by the house chairman, it says your failure, refusal to comply with the subpoena shall constitute evidence of obstruction of the house impeachment in court. Theyre saying give us the information as part of the probe into the ukraine matter as they consider i mpeaching the president. If they dont, it could be obstruction. So this is the first escalation we have seen from the democrats since theyve announced formal impeachment inquiry. Well see how the administration ultimately responds, giving them a matter of days to provide the records. And lets talk about this. Theres an interesting i dont want to call it a sub plot, but an interesting story about Rudy Guiliani, his role in reaching out to the ukrainians, and sometimes he says he is acting on behalf of his client, the president , other times says he is operating on behalf of the state department, sometimes he is holding up a phone or ipad to show Text Messages from somebody at the state department. And it seems that he is trying to suggest that the state department is involved in this and that he wasnt this rogue operator. Yeah. First of all, two things. The first thing is reporting this is a subpoena from the house impeachment investigation thats not authorized by the house, it is important to keep in mind the politics of this. Nancy pelosi doesnt want to make all members of the Democratic Caucus vulnerable to lose because theyre in seats that are open. Theyre issuing subpoenas without authorizing it, which the rules and law requires. It is interesting how they enforce a subpoena for something not authorized and doesnt have a budget to pay for it. In terms of Rudy Guiliani, i think the democrats are in a very interesting position when it comes to hypocrisy. He is essentially the Sidney Blumenthal person. He is a private lawyer. Some of what he is saying he conducted as a private lawyer, and also doing things as friend of the president. Sidney blumenthal which many defended, was involved in the steele dossier, when Hillary Clinton was secretary of state, he was known to be an extracurricular outside spy bringing things back to her. That gets murky for democrats politically to criticize that. I look at it from the political perspective, creates murky political things, why they dont have a house floor vote on impeachment. Obviously Rudy Guiliani says look, i did this on behalf of the state department, i wasnt just trying to help President Trump in the election, this is official business. I think it is fascinating to see how this is all quickly unraveling. It seems to only be the tip of the iceberg, talking about the politics of it, it seems to be that secretary of state pompeo may have to watch for his own legacy, he served in the house, in the intelligence community, understands whats at stake. Everybody is pointing different fingers at this point. This has not been a disciplined white house response to impeachment inquiry or other documents and conversations around it, particularly when it comes to engaging outside counsel who is clearly involved in a government coverup of the president trying to use Government Resources to go after a political opponent. At the end of the day thats a National Security risk that goes above and beyond anything weve seen before. We should note that you signed on to a letter by 300 National Security officials that served democratic and republican administrations supporting the impeachment inquiry. We do not wish to prejudge the totality of facts, congress delivered a process. Theres no escaping that what we know is enough to merit impeachment proceedings. Nothing should dictate how Congress Holds the president to account. With that, it seems to be a pattern of behavior. This is the only one we know of. Yeah, i think thats pretty much what he said, and he clearly means it, right . Hes meant it all along in terms of feeling like he can be kind of a freelance secretary of state. The job he sort of initially wanted but folks didnt think he could pass muster in terms of getting out of the senate and confirmed. What ambassador volcker was doing is he was putting Rudy Guiliani in touch with one of zelenskys top aides, so the state department has acknowledged that. They havent acknowledged that volcker went any further. What Rudy Guiliani has are Text Messages that show that volcker was actually willing to hop on the call with that zelensky aid and with Rudy Guiliani. He wasnt just connecting them, he was talking to them. Now, there are five other as you said, jake, state Department Officials that are also subpoenaed. All of them were mentioned in the whistleblower complaint by name. Clearly, the house committees, everyone on the hill is wondering what exactly their role was here. One of them is the counselor at the state department, he is very close with pompeo personally. They attended west point together. He is in charge of personnel at the state department. The state Department Said she was recalled for normal reasons, it was just normal protocol, but people on the hill said it was actually politically motivated and that the Trump Administration did not want her there for political reasons. Theres an impeachment inquiry that hasnt been voted on, so the committees are sort of very quickly just the fact that theyre issuing subpoenas, keep in mind, impeachment is a political decision, it is not a legal decision, it is a political decision. So theyre trying to politically create an atmosphere that oh, my gosh, this is going to happen. That hurts a lot of vulnerable House Democrats and puts the white house in a place where they go maybe we just dont comply and not going to listen to you because politically the people are with us. Until you resolve that aspect of this, this entire conversation is political. What i heard from Speaker Pelosis team is there isnt much of a precedent, there have only been three impeachments before, censure of jackson, impeachment of johnson, impeachment of nixon not voted on because he resigned before it could be, impeachment of clinton. There isnt like one set of rules. But shes saying that because she doesnt republicans are trying to force a vote. Youre right. Youre saying pelosi is trying to protect vulnerable members. She has been fighting against impeachment for years as aoc and the leftwing were trying, you can talk about health care and things to run on. And the whistleblower came forward. Im sure democrats are going to have questions for him when he comes before the committees. As they should. This is somebody thats taken an outsized role in the rule of law in the united states, personal attorney for the president , and states the attorney general is now acting like the president s attorney inside government, so the question becomes who is watching out for rule of law. When it becomes a question whether or not a subpoena will be complied with, and thats a matter of course now, thats a dramatic change of norms and standards of how we feel about american democracy and part of hopefully what the inquiry will get back on track. She was unexpectedly recalled from her post in may, and trump people thought she was a clinton person, not sufficiently aleej and the to the trump principles. Thats a full statement that we cant do oversight and impeachment inquiry without full house vote, thats not the case. We are authorized. We have six committees of jurisdiction. Is there any resolution on the time line, some want to have subpoenas, some were issued today, it is starting now. Other committees will offer articles of impeachment to judiciary, but the focus is to get as much of the ukraine matter in front of us, evidence, facts as we possibly can. I want to commend the whistleblower. I am sure you read the complaint. It is one of the most well written complaints i have seen, people more steeped in this than i note the thoroughness, the lack of editorializing, the factualness and basing it in the statute in the whistleblower statute. I look forward to intel getting as much as they can from the whistleblower and supporting folks that are part of the complaint. But it absolutely corroborates what the president admitted to, a phone call with the president. Just because i am confused here, one last quick question if i can.
