Shooter failed his gun background check, and with washington missing from the gun debate or the senate at least, walmart is stepping in. Could a company with a complicated history with guns actually be blazing a trail . Welcome to the lead. Im jake tapper. We start with breaking news. Hurricane dorians destruction in the bahamas and what that might mean as the storm makes its way up the east coast of the United States. New images in today show the catastrophe in the bahamas, what were family homes and quaint resort towns pulverized, pummelled. The u. S. Coast guard and customs and Border Protection have joined the bahamian rescue mission searching by air and by land for any signs of life. The death toll now stands at seven, but officials expect that number to rise. As dorian moves north florida beaches are getting pelted. Dorian could slam port cities such as charleston, South Carolina, bracing for near record storm surge. Lets start with what dorian has done. Cnn got a look at the utter destruction at a key airport in the bahamas. Reporter we are on the runway at the freeport airport. It has been inaccessible for days. There was a river between the rest of the city and this airport. It was completely under water. It looked like the waves were crashing waves were crashing against this airport. Look how destroyed it is right now. Just about every side eight feet to ten feet up has been leveled, ripped in, torn in. Look at it now. I dont recognize this. Theres not a wall standing. You think about the need this island has right now for a functioning airport to get injured people out, to get supplies in, and this airport right now is completely destroyed. Ive never seen anything like it in my life. This is complete and utter devastation like ive never seen. Jose is going to point the camera over here. Look at this, thats a wheel. This is the underside of a plane. This is whats left of the wing. You think of the force required to throw a plane from the runway into a terminal. If anybody was here, i dont know how they would have survived. Ive seen a lot of damage on this island. This is the absolute, most devastated area ive seen so far. It will be impossible for anybody who was injured or just wants to get off the island to leave from here. Aid will not be able to come in to this airport at all because its just a debris field now. So, if help is going to come, its going to have to come through some other way, boats, another airfield, but this is really the only this is the only airfield for this island and it is in utter ruins. Patrick is at the freeport airport which is in grand bahamas. Lets turn to dorians threat to United States. The threat seems to be more along the carolina coast than to florida. Youre exactly right. It pretty much paralleled the coast of florida. Florida was playing with fire for a couple of days. It could have gotten just a little bit closer and we would have seen much bigger impacts across florida. Luckily it did just parallel the coast. Of course we are looking at South Carolina, North Carolina now. I think thats where the biggest threat lies. This storm still has 105 mile per hour winds, gusts of 125, a category 2, moving at nine miles per hour, much faster than it was in the bahamas. Theres the center of the storm off the coast of jacksonville and as it continues northward well continue to see the rain bands as well as the winds start to pick up in places like savannah and charleston. Thats really where were going to be concerned the most but we are getting rain bands pushing on shore in florida as well. Its going to pull away from there, make its journey to the north and eventually the east. The concern with charleston, its very vulnerable, low lying and any surge of water that comes in which theyll get quite a bit of storm surge, can flood charleston very easily. Well be talking about a category 2 in this area throughout the midday range tomorrow and then by the evening pulling away, but we could be looking at record or near record tides for the charleston area, second to just hugo, and thats huge. If people lived in charleston during hugo, they remember. Cape hatteras, we are looking at a category 2 there by the end of the week, so jake, this is far from over. I know weve been talking about this storm for a long time and some people have fatigue with this storm but it is still very serious and folks need to take it seriously. Thank you so much. She was talking about charleston there. Lets go to cnns brian todd who made his way to charleston, South Carolina. As you heard Jennifer Gray just say, thats the low country, lowlying city at sea level and thats the big problem as dorian approaches. Reporter absolutely right, jake. Were going to show you an illustration of that. This city vulnerable because of how low it is to sea level. This is a road right next to the ashley river but right also next to downtown. Just a short time ago we got a short burst of rain. The outer edges of the storm and a little bit of high tide, and this whole area was washed over with water. This isnt technically flooding. This is just standing water, but look how vulnerable this lowlying area is. Were going to avoid the cars and show you. Over here is the ashley river. Look at where that river comes up where the marsh hit and it comes pretty much to the road here and that is what makes this area to vulnerable. They say that the storm is going were going to be feeling the effects in the next 24 to 36 hours. Theyve had 360,000plus people evacuate from the coastal areas of South Carolina, jake. Almost half of them have evacuated from the charleston area. You talk to local officials who who say that what really speaks to the mindset of people here is that experience with hurricane hugo. 30 years ago this month it came up to the Charleston Harbor as a cat 4, hit north of charleston and it was utter devastation for weeks they said, National Guard troops were on the streets for weeks, Power Outages for weeks. One official told me a short time ago he was here during that period. He left and when he came back he said i didnt talk to one person who didnt regret staying through that storm. So hurricane hugo speaks to the mindset of these people and why they want to leave charleston. Its a little bit unlike the people in florida who many say i can ride this out. In South Carolina, in charleston, theyve had so many experiences with bad hurricanes. Also in recent years. This is going to be basically the third punishing hurricane to hit this place in three years and theyre wondering how much more they can take here. Brian todd in charleston, South Carolina, thanks so much. I want to go back to the bahamas to Patrick Ottman whos live in freeport. Its hard to get a signal right now out from there, so were crossing our fingers here. Tell us more about the destruction you saw today. Reporter well, first we tried to go out to the area where we were, you may remember yesterday, where they were doing the boat rescues in jet skis and boats. Amazingly enough, the water has receded. We saw boats that were thrown up on peoples lawns. There are still rescues going on on the far east end of this island. Its still under water. Its absolutely impossible for us to get there either by boat or car. We saw coast guard helicopters flying overhead and lots of people coming to this area where there are hundreds of homes to survey the damage, to see if their neighbors, family, or just their friends are in those homes, essentially seeing whos still alive, jake. A lot of people, when they came and saw their homes that were completely gutted and every home here was under water, people had tears in their eyes. What can you say. Then we heard that the airport was even worse than previously had been advertised, and we went out to the airport and saw i know you played some of that material. Just total destruction. Whole planes, cessnas and pipers, thrown around like little toys. There was a wing with wheels still connected that had gone into one of the terminals at the airport. The International Terminal we couldnt get into because we were told its too dangerous to go into. Its Still Standing but like the airport its under water. Were starting to get a better picture, if not a complete picture of the destruction here and its worse than we had thought. Great reporting. Stay safe, my friend. Appreciate it. As the storm is barrelling down on the United States, President Trump used an altered map of Hurricane Dorians path while in the oval office today to show that alabama might have been hit, as he had said, and been mocked online for saying it. Cnns White House CorrespondentKaitlan Collins joins me right now. People have now actually died from this storm and President Trump is still focused on proving that his tweet was correct . And remember the president is in charge of overseeing the federal response to a storm like this so thats why its incredibly important what a president says in a time like this. This goes back to this hurricane briefing the president was receiving where he pulled out a dated map, a map that he received during a briefing last week that showed the projection of hurricane doria and it had the cone of uncertainty on it, thats the potential where it storm could go but experts arent exactly because of course it turned. Today this black sharpie line had been drawn on top of that projections cone. This after President Trump tweeted that alabama could be hit by the storm, something he insisted later on at the fema headquarters, even though the National Weather service came out in a tweet and said alabama was not going to be impacted in any way by Hurricane Dorian. Still, since those tweets came out, since the president was criticized for saying they could be impacted when they were likely not to be, according to the experts, the president has insisted, yes, alabama was in the projected path of this storm as he did today with this doctored map, which of course there are questions now about who it is that altered it. The president said he doesnt know. We know hes famous for using sharpies to write letters to people. Dhs said they did not provide the president with this map. Noaa which handles a lot of this said they dont know and theyre referring us back to the white house on this. Okay. People are dead from this storm and others might also be killed and hes focused on proving something that he said that was apparently wrong is actually right . I mean, thats bizarre. Thank you so much, Kaitlan Collins. Stick around. Well keep you on the show today. Hurricane dorian leaving behind a path of destruction but the monster storm may not be the best example of the Climate Crisis our planet is facing. Well explain why next. In our world lead, utter devastation from Hurricane Dorian stretching for miles across the bahamas as americans brace for the storm to strike the u. S. Dorian is a historically harsh storm, the strongest to ever hit the bahamas, as far as we know, one of the slowest moving hurricane on record, second strongest winds in the Atlantic Basin ever. While scientists cannot definitively say the Climate Crisis is making these hurricanes stronger, there is evidence that warming Ocean Temperatures are contributing to their intensity. Its part of our earth matters series. Joining me, professor veky. Thank you for joining us. I know you cant draw a specific link but what, if any, links can be drawn between our change in climate, Global Warming, and the amount in severity of the storms and weather events that were seeing . So, what were seeing and what we think we should be seeing due to Global Warming is an increased probability of storms becoming severely intense, like dorian has, and doing so in a very rapid way, a process that we call rapid intensification in the field. So, the way to think about it isnt whether Global Warming caused or did not cause dorian. Thats a question that is impossible to answer, but rather, thinking about the odds of dorian and how earths changed by Global Warming. An analogy that i find useful in this is imagine a baseball player that early in their career hit a lot of home runs, later takes some performance enhancing drugs and hits even more home runs. We know that the extra home runs were enhanced by the steroids, but we dont know which particular home runs were the ones that were enhanced. So what we can talk about is that the odds of home runs were changed. That is the odds of extreme hurricanes are changed, but we cannot specifically say this hurricane or that hurricane was made more intense. Interesting. When it comes to Severe Weather we should point out that hurricanes are not the most glaring example of how Climate Change is contributing to extreme weather. There are other, much more stark extreme weather examples. Exactly. Things like extreme rainfall events, heat waves or even the more gradual Sea Level Rise and how it makes coastal communities more vulnerable to certain weather hazards by bringing the ocean closer to people. Tonight cnn is going to host an unprecedented town hall on the Climate Crisis with ten of the democratic president ial candidates. Ill be looking for plans that recognize the reality of the Climate Change as us scientists understand it and also to try to find Creative Solutions that recognize the multiple raelealt or the multiple factors, economic, political, and come up with Realistic Solutions to slow the rate of Greenhouse Gas concentrations in the atmosphere emissions and also that include adaptation measures, ways for us to deal with the Climate Change that we are going to have to live with. Were back with our politics lead now and the ever changing explanations by Vice President mike pence and his aids about why he stayed at President Trumps golf resort in ireland which was more than 180 miles away from dublin where the Vice President s meetings were taking place. This controversy just the latest example of the Trump Administration spending millions of your tax dollars at trumps properties. Again, thats the president putting your money into his own pocket as cnn pamelas brown reports. Reporter as he leaves iceland thank you for the warm welcome. Reporter and heads for london, Vice President mike pence still playing cleanup on aisle ireland. Today, pences Office Offering a third explanation for booking the vps entire entourage, including the secret service, at President Trumps irish golf resort 180 miles from his official meetings in dublin. First, the Vice President s chief of staff said trump himself suggested pence stay there. Mark short saying, i dont think it was a request like a command. I think it was a suggestion. Then, pence dodged the question, saying it had to do with his family ties to the area and the resorts ability to accommodate the large group. They say youre enriching the president. Whats your response to that criticism . Its wonderful to be back in ireland for many reasons. Ireland is so important to the United States of america as a trading partner. The opportunity to stay at trump national, to accommodate the unique footprint that comes with our security detail and other personnel made it logical. Announcer cnn has learned President Trump was irked he was blamed for the controversy, so after the white house denied the president had any involvement, pences Office Released this explanation overnight. At no time did the president direct our office to stay at his do you knowbeg report and any reporting to the contrary is false. Even though trump has suggested in the past cabinet officials and advisers stay at his property and he himself has spent 289 days of his presidency at Trump Properties. Here at the white house today President Trump was emphatic again that he had no involvement with Vice President pence staying at his property. He said he didnt even suggest it, so directly contradicting what the Vice President s chief of staff said. And he also advertised his property essentially. He said the only involvement i have is that i own it. Its a great place, beautiful and wonderful. Thanks so much. And you have new reporting on how this all played out and the frankly bizarre series of explanations. People knew this wasnt a good idea. The president has made these suggestions, recommendations, whatever you would like to call them before that cabinet officials, advisers should stay at one of his properties when theres somewhere there was one. They typically ignored it because they knew it would ignite a firestorm. Now this is playing out where mark short is now being essentially targeted, the president saying, no, i did not say what my Vice President s chief of staff is saying that i said. Im told the president was furious after he learned that mark short said he had suggested it, putting the credit on the president for why they picked that location to stay in this tiny town that we should note is less than 1,000 people. The president was so furious about it that that third statement came out about 3 30 in the morning in ireland, of course not typically when most people are awake issuing statements after short has already spoken and the Vice President has already appeared on camera over it. But why would the president want to deny this given the fact that he has publicly said that all of the people in his administration should stay at his resorts and properties . He even a week or so ago suggested that the next g7 take place at one of his properties. The idea is not a secret. Right. It wasnt a surprising revolution that he potentially suggested this to pence because as you just said he has been advocating for everyone to stay at doral so im not sure why the president became so agitated about it other than just that there was well documented New York Times reporting about the expensive of this trip and, well, this makes it easier for the secret service if pence stays at this resort because trump has been there before even though actually that doesnt really make sense because then the trip would be longer across the island. Its 180 miles away. Thats like and dublin is a big city where there are multiple hotels that the president and the Vice President could pick to stay in. Its the negative coverage thats bothering the president. Dont you think he wants people to think that people just want to naturally stay there . Not that hes ordering them to. By all accounts, businesses down at Trump Properties since hes become president because a lot of people are unhappy with the way hes running his presidency. So to make it seem more organic like people just love my hotels because theyre so amazing, it seems like hes trying to constantly sell this idea of trying to get people to go to his hotels. Bill, the left leaning group crew said its impossible to imagine that theres no place cheaper in all of ireland. We should point out that when president obama went to belfast and dublin, he stayed at hotels near belfast and dublin, and when Vice President biden went there, he stayed at the ambassadors residence in dublin, so this is ridiculous. Interesting. Mark short is the Vice President s chief of staff and the first year of the administration was the direct ter of legislative afierce ffai the president. Hes very well respected and savvy and used to dealing with the media and very well plugged in. Some are out the outs occasionally but short is mark gave an amazingly detailed account, actually very rare. Maybe he should have said im not going to talk about conversations between the president and the Vice President but he gave an account that sounds like he was in the room. There was a meeting about the trip and they were going through the stops and the president said, hey, you should stay at my place. Its just a suggestion, it wasnt a command. Not a direction. Not a direction, which i think actually legally it probably was important i think short thought he was doing his best to take the president off the hook of actually ordering the Vice President to channel an awful lot of taxpayer money to the president s pockets. Short thought he was doing a good deed for the president but it didnt play well. Now theyve turned on mark short. Again, mark short you know this better than i do but he is a senior and well respected, well liked person in the white house. Also the larger not by the president right now but the larger point was this trip was supposed to be did diplomacy. The Vice President is making multiple stops in several countries. Hes dealing with Boris Johnson whos got this problem of his own going on. Those things arent happening right now. The only focus is where he decided to stay in a hotel because not only have they made the decision to stay there and assumed they were not going to get questions about staying at one of the president s properties but also the fallout. Its nuts. If you go to a foreign country and visit the president of that country which is what pence was doing on an official state visit, you stay in the capital. You stay in a nice hotel in the capitol, not 180 miles away at your bosss country club because you have an alleged connection which you can stop at on the way out. The idea that youre not staying in dublin is kind of an insult. The secretary of defense, mark es per, has authorized the use of 3. 6 billion in military Construction Funds that will be diverted and used for wall project advertis on the border mexico. 127 military Construction Projects will be put on hold in order to use that money for the wall. Yeah, and states across the country so this is another example. They took from fema about a week or so ago. Theyre taking from the pentagon this week. Its all a part of the effort by trump to really rush to try to say that he created some semblance of a border wall when its actually just reinforcing and making certain existing structures stronger. That way he can use that on the campaign trail heeding into 2020. Because they failed to get that money through the normal process and now theyre playing fast and loose. Sources tell cnn that the odessa, Texas Shooter failed a background check in 2014 when he tried to buy a gun because he had previously been adjudicated as, quote, a mental defective. Thats the legal term. And he had been committed to an institution. The shooter later bought his gun through a private sale. Private sales do not require background checks which gun reform advocates are trying to change. Despite public pressure and three Mass Shootings since the beginning of august, Senate Majority leader Mitch Mcconnell is once again signaling he will take no action to tighten restrictions on gun ownership or firearms purchases but as cnns tom foreman reports, walmart is taking action. Reporter the slaughter that left 22 dead in a Texas Walmart along with other recent shootings spurred the mega retailer to action. Walmart has been slowly pulling back from the gun market since the 1990s, eliminating sales of hand begguns and assault style weapons. Now the chain will stop selling ammunition for such guns too and is asking customers to not openly carry their weapons into walmart stores. Its clear to us that the status quo is unacceptable, the ceo said in a memo. The stores will keep selling shotguns and long barrelled rifles, but he added, we encourage our nations leaders to move forward and strengthen background checks and to remove weapons from those who have been determined to pose an imminent danger. We have not had reasonable gun safety laws. Reporter democratic president ial candidates who favor tighter gun controls called the walmart move a step in the right direction and the right thing, but on the republican side the trend is moving the other way. Less than a month ago President Trump seemed ready for stronger limits on gun sales. We need meaningful background checks so that sick people dont get guns. Reporter then he talked to the head of the National Rifle association, and trumps emphasis shifted to mental health. Its not the gun that pulls the trigger, its the person that pulls the trigger. Reporter now, the white house is preparing a socalled buffet of about 15 policy proposals, according to sources, none expected to pass. Its talking about the Death Penalty for mass shooters. It all stands in stark contrast to walmarts pointed call for real change which had been taken up by Companies Like kroger and dicks sporting goods. Still, Republican Leadership in the senate says nothing will move until trump says so. If the president is in favor of a number of things that he has discussed openly and publicly, ill put it on the floor. Reporter so why isnt trump making his position clear . Thats the only reason you would do that and the reasoning behind it seems to be they think hes going to do better in states that have more norwhite voters because he has a lot of support among black voters primarily because of his association with barack obama. So they may be looking at it and saying these arent going to be our voters. Do you think this was anything more ominous . Hes still a frontrunner by a lot, but i think people think he has a glass saw. Well see. People have thought that for a while and so far it hasnt manifested itself too much. Im waiting for South Carolina where my voters show up. If you dont win one of the first two primaries, if youre the former Vice President of the United States who served with barack obama who has been ahead in the polls and suddenly youre beaten in iowa and New Hampshire youre in deep trouble i think. I want to bring the topic back to gun control because former congressman beto orourke spoke to cnn this afternoon. He has a mandatory buyback plan for semiassault weapons. Take a listen. We talk about mandatory buy backs of ak47s, too often used against us. 22 People Killed by an ak47. A racist white supremacist terrorist in el paso on august 3rd. The only way to make a dent in violence and fear is to buy them back. Congress cant even pass universal background checks. Thats a story ive literally been covering for 20 years, the idea of closing the socalled gun show loophole. I remember talking to john mccain in 1999. Can a Gun Buyback Program be discussed . This is a noticeable and significant evolution for orourke and his campaign which is attempting to come back, claw back into the lead. He, during his senate run, supported no more sales of assault weapons but he said, oh, well have a voluntary buyback if anyone wants to sell the Government Back their gun. Well do that but i will not do a mandatory. Now hes taking, since el paso, a very sharp line to go in a different direction and say that this is where im going to try to forge ahead of other democrats by saying that it needs to be mandatory. Beyond beto orourkes yolo address to this that hes just going to do anything, there has been some real conservative backlash to this proposal. Take a listen to we talked about john mccain a second ago. Listen to Meghan Mccain this week. He wants to have a mandatory gun biback. The government didnt own the guns to begin with. How do you think youre going to come to somebodys house and what are you going to pay. If youre going to be a gun grabber, you dont get my vote. We have to have a different conversation. What do you think . We talk so much about how republicans arent sure where to go on this, what to do. Theres reasons like this, because they have constituents who fear that when people Start Talking about strengthening background checks, red flag laws, that the next step are things like what beto orourke is proposing and these are people that do abide by the law and thats why you see that pushback and thats why it allows the white House Republicans to kind of languish after there are so many shootings about where theyre going to go next and thats what youre seeing right now. The president has not settled on a concrete proposal, even though congress is coming back to washington from recess next week which is when they said they were going to make a proposal on this and essentially its because lawmakers are waiting to see what the president would support and he has not made that clear. One other thing that has to do with the Inspector General for the department of health and human services. Put out a report today and found that Migrant Children separated from their parents at the border last year experienced extreme anxiety, feelings of loss, quote, separated children exhibit more fear, feelings of abandonment and posttraumatic stress than children who are not separated and quote, acute grief that caused them to cry inconsolab inconsolably. This is one of the lowest moments of the trump presidency. Im glad they did a report on it but you dont need a report to know that if you take children away from their parents theyre going to be traumatized. To treat children this way at their most vulnerable, their most impressionable, the things that happen to you when youre at that age take a lifetime to get over. To take them away from their parents and obviously the parents were traumatized as well but youre traumatizing children and its utterly shameful for the United States government to behave this way. It is embarrassing on behalf of americans. Thanks one and all for being here. A fight to the political death with at least one insult i promise youve never heard before. Stay with us. Every day, invesco combines ideas with technology, data with inspiration, investors with solutions. Because the possibilities of life and investing are greater when we come together. Chaos, confusion, name calling, finger pointing and a lot of yelling, the disarray unfolding in london today over what analysts are calling a fight to the death, the political death that is, over brexit. Heres just a small glimpse of some of the turmoil. Hes desperate, absolutely desperate to avoid scrutiny. You great big girls blouse. Ive never heard that insult before. Cnn is live in london outside parliament. Explain for us what exactly unfolded today. Reporter its hard to know where to begin, jake. In fact, it really begins yesterday which was Boris Johnsons first vote that he ever faced as Prime Minister and it came as a crushing defeat. Hes faced four votes, all of them defeat, owing in no small part to members of his own party rebelling against him and then fighting against the government in order to take control of the parliamentry agenda. Usually thats something that the government of today controls but not anymore. Parliament took control of business from 3 00 p. M. Today in order to block Boris Johnson from his brexit strategy. They wanted to remove the option of him leaving the eu without a deal. So far, theyve been successful in that. In response, Boris Johnson said that he wants to call for a snap election. He tried to do that and he failed. Now were looking at a Prime Minister that not only lost his only one majority mp yesterday but then managed to lose four votes in the space of two days and then now cannot carry through any of his key legislation or even call an election. Truly unprecedented political climate. President trump said today no one should worry about Boris Johnson because johnson knows, quote, how to win. What does this all mean for Boris Johnsons future . The reason he was pushing for an election is because it was his least worst option. He had tried an exhausted everything else. The only thing he had left to do was to try and change up the numbers in the house of commons so that he would have a better chance of getting his key legislation through. But now parliament have thwarted him in doing that. Its likely because of the level of confusion that there will be a general election in the United Kingdom at some point over the next weeks and months but the question is would he even win that election. Yes, hes a lot more charismatic than theresa may, but the polls dont indicate that he would get a resounding majority. President trump might be a little premature to make that assessment.
