As a boat goes up in flames off the coast of california, but how did it happen . Plus, minutes ago, new details revealed on the possible motive behind the latest gun massacre in america as we learn more about the victims and a 17monthold survivor. Hurricane dorian now catastrophic and a category 4 storm battering the bahamas. Dorian devastating the islands as it spins, movie ining at jus mile per hour at times. This is the strongest storm ever to hit the bahamas, the minister posting a picture of his own home and says his windows are about 20 feet off the ground and barely holding back the waves outside. As dorian inches toward florida, evacuations are under way. The governor says that includes more than 70 Nursing Homes in addition to some hospitals. Cnn has teams positioned along the florida coast as well as in the bahamas where the storm is hitting right now. Lets go to cnns patrick o oppma oppmann. Hes in freeport, bahamas. And, patrick, what is it like where you are . Reporter we still have these bands of rain coming in. Youd think this storm is over and then it comes back, and it shows you that after 40 hours of beating the hell out of the bahamas, this thing will just not end. Dorian has been hovering over us since early this morning in grand bahama. It destroyed abaco island yesterday. You would think even though it was done with the bahamas, you hear the sound of the rain picking up again and again. Over too my right, there are trees that are broken. Behind me there are some enormous waves and storm surge coming in. So all over this island, weve seen video of people who have lost their home, who had to escape from their homes because the water rose too har. Peoples cars are under water. And there are reports of people who are missing, it has caused, i think we can say at this point, more damage to the bahamas than any other storm. Its been the most powerful storm to ever hit the bahamas, and it is not done with us yet. So many people say that after 24 hours of hearing the screaming wind, that it is just almost too much for them to bear any longer, even if they are in a safe shelter, to watch the weather constantly hitting us again and again and to look and see that dorian is really not moving very far from the bahamas. People are simply exhausted, and yet we still dont know the full extent of the damage to these islands. Brianna . You really cant know until it passes by. Theres so much to learn coming out of the bahamas. What we do know, patrick, is this is deadly. There was a little boy who drowned. Tell us about this. Reporter tragic. An 8yearold boy on the island of abaco where the storm came to shore with deadly force. His grandmother told us the boy got separated from his family and drowned. Even worse on top of such a horrible tragedy, this little boys sister is also missing. Were hearing reports of dead bodies in the streets of abaco, people missing in freeport. As the light comes up tomorrow, as the storm moves awa i from us, hopefully well have some clarity, but this is a deadly storm, and i think, again, we dont know that much yet about how deadly this storm actually has been. All right. Patrick oppmann, thank you so much, reporting from freeport, bahamas. I want to bring in cnn meteorologist tom sater. Tom, these outer bands have begun to hit florida. Could these be anything like the bahamas hitting florida. To be honest, brianna, the door is not completely shut yet for the storm making landfall. Things aring looking better that it could stay offshore, but these storms could wobble. Even 20 miles means everything right now. Since man has walked the earth, brianna, there have been very few humans who have experienced what they experienced last night and yesterday over the bahamas. The International Runway was submerged by five feet. Once its done, lets pray they can get planes in and out or at least resources. Sometimes it traps a little heat. It underwent what we call an eye wall replacement cycle. A slight weakening. But i want everybody to please understand when we talk about a category 5 to a category 4, you wouldnt be able to tell the difference. This is still a high end category 4. Keep in mind florida has had a wet year. Theyve had an exesively wet august, so the ground is saturated. All of this rain and to the north that continues to fall with these outer bands, were seeing rainfall in the carolinas right now. A all of that is falling on saturated ground and the core still has to move upward. So additional rainfall in the days ahead. Right now the Current Center of donor is 104 miles from west palm. At its closest approach not tomorrow morning, wednesday morning is going to be about 35 miles from cape canaveral. Thats important because the hurricaneforce winds extend outward 45. That means a get ten miles inland, hurricaneforce winds. Now 104 miles out, hurricaneforce winds. Thats going to put power out. Now, still a good agreement on most of the models. Could it make landfall in the carolinas . Absolutely. So were not out of the woods with this just yet. Every hour is critical. We know in the latest advisory its still moving at 1 mile per hour, and until it makes that move to the north, we still dont know just yet. Remember n the carolinas too. Were not out of the woods yet. Thats point. Tom sater, thank you very much. I want to get to brian todd. This area that youre in is prone to flooding. So whats the plan to get people out of harms way there. Reporter well, brianna, they have issued mandatory Evacuation Orders to get people out of lowlying areas right now. This is a part of stuart, florida. You can see the tide hitting against the seawall right here. Its pretty low lying and you have a storm surge threatening at this hour. Part of the problem is were at the confluence of two major rivers that come right in through that inlet. Thats the stuart inlet. The two rivers, the indian river over here and st. Liucieucie rio my right, the waves come up and wash over this place, threatening a lot of the houses around here. Thats why theyre evacuating these areas now. That island behind me, thats hutchinson island. Thats one of Barrier Islands that goes up and down barriers coast. That place is ordered to be evacuated along with Jupiter Island just to the south. The problem is a lot of these people have elected to stay and ride out the storm. We talked to Emergency Management who say because the bridges may close, they cant get to them over the bridge during and right after the storm. Some people right there may be cut off for a few days, brianna. You can see the storm surge here behind me getting worse. Its only going to get worse overnight and into tomorrow and a lot of these people on Barrier Islands could find themselves cut off. All right, brian todd, thank you very much. For the most part we are saying that for were expecting worse for the best is a Tropical Storm, for your the worse, a category 3 or 4 storm. Weve been preparing, coordinating with the county and local agencies to make sure the Recovery Efforts are put together. Weve been proactive in our stormwater to make sure that theyre clean and at lower levels so we can deal with a sturridge of all this storm thats going to come in for the next 24 hours. This is unique about the storm. You were referencing matthew. It got through quick. This storm is crawling like a turtle. So thats what really makes it frightening, because youre talking a category 3, 4 storm. At worst, it would stay around for almost a day. Thats very frightening. Yeah, its a lot of water, and weve seen the storm track has shifted dramatically here over the last few days. You say youve been telling people what the worst case and bestcase scenarios are. Neither one is good. But do you worry people are taking this less seriously because the track has changed, even if this is moving slow and threatening to pour water on top of water in your community . For the most part, our community has been through quie a few hurricanes, frances, jeanne, charlie, Tropical Storm faye. Were accustomed to this type of thing, so our community is prepared for the most part. Shelters opened yesterday at 5 00 p. M. So people are taking precautions. I see a lot of people boarding up, lastminute shopping. I was at walmart earlier, and i saw some constituents. They were asking me the question, mayor, whats going to happen. Rescue efforts are under way right now in parts of the bahamas devastated by category 5 Hurricane Dorian. Wind gusts over 200 miles of hour at times. Feet of water taking over cars and homes. I want to talk to you about that, sam, because i know youre concerned about your efforts there. But how bad has the storm been so far and what are your gravest concerns at this point in time as you wait for the storm to pass and you can survey the dama dama damage . My gravest concern is the people of bahamas. Weve got two stories of concrete, hurricane windows, and were on the south side of the island, but weve been getting reports and videos of friendings and neighbors across the island who are fleeing on their rooftops in some cases and having water come up to the second story. Its going to be devastating to see when the storm passes and help people get back on their feet because theres never been anything like this before. Youre hearing that they are on their roofs waiting for rescue . What are you hearing . In some cases weve heard reports of people fleeing to their attics. Obviously they can get trapped. So then theyve been forced to go up on their roofs. Some are waiting for the eye of the storm to come so they can retrieve people and get people by jet skees and police cars, whatever can be done. In some cases the storm gusts i mean at our house weve had gusts of about 120 miles an hour. Were sort of in the fortunate zone, i guess you could say. Youre still very much in the middle of it as you say youre on the side of the island where its good to be at this time. You work conserving coral across the bahamas. Are you worried about what youre going to find after the storm is gone . Yeah. Hurricanes have a track record of really ripping apart coral reefs, and thats obviously tragic from an ecological standpoint. A quarter of the marine life dependis on the coral reef. They can act like seawalls. 80 of the reefs here are dead in the bahamas and the caribbean. I started a company to regrow coral and restore dying reef. People are going to have to go back out to help rebuild the reef. Theyre not only to protect it for their own life but to provide jobs and security. There was an official Evacuation Order given yesterday afternoon in this area. Most people have gotten out of dodge. If you take a look its hard for me to look, but if you pan down that way, you can see the buildings and the beach are pretty empty. Those are hotels and condominiums. Theres really nobody on the beach down there except for a couple of random folks. And then if you take a look at the ocean here, you can see how business those waves are. The sea is angry today, really. Thats the best way to describe it. Thats not usually how you see the water on singer island. Its usually crystal blue and a lot of great snorkeling here. This really looks more like the pacific ocean. Its quite a day hear on singer island. The palm Beach Airport is closed up. It is still a mystery as to exactly what happened to a scuba diving boat that burst into flames off the california coast as dozens of people onboard slept. The mayday calls came in. 34 passengers are still unaccounted for. As cnns nick watt reports, five crew members including captain jumped off the boat and were rescued by good samaritans. Reporter a mayday call just before 3 30 a. M. Mayday, mayday, mayday what is your position and number of persons onboard, over . I cant hear you. Reporter 30 miles from the mainland just north of los angeles, First Responders beaten back by the inferno. It keeps being extinguished and reflashing possibly due to the amount of fuel onboard. Im unsure why. Five crew members escaped. The crew was awake. They jumped overboard. One brought ashore rushed to the hospital, one limped, an injured ankle. Two shoeless. 34 others below deck still unaccounted for. Were told there are numerous fatalities. Listen to the dispatcher on that mayday call asking questions. Are they locked inside that boat . Roger, can you get back onboard and unlock the doors so they can get off . Reporter we cannot hear the answers and the coast guard has said the boat was in compliance. Bears repeating. 34 still missing. Were combing the shoreline. We have vessels, two vessels from the coast guard station. We have coast guard Helicopter Air crews. So were using everything we have to search for these missing 34 people. Reporter the boat sank 64 feet of water just 20 yards from the shore of santa cruz island. The dive boat seen on a previous video had left Santa Barbara saturday morning. The cause of the fire that destroyed her still unknown. The ntsb is en route and the coast guard is working with the vessels owner, but the priority right now, the fight with hope fading to find any more survivors. And that mayday call came in more than ten hours ago. Now, that boat burned down to the waterline. These, brianna, are not good signs. No, theyre not. Nick watt, thanks so much from the california coast. Joining me now is a special fbi agent. There are five survivors, josh, at this point. What are investigators trying to learn from them right now . Yeah, brianna. Theyre all witnesses to what occurred here. There will be questions. Authorities want to know what took place in the immediate preceding this incident. They want to know if there were any issues they knew about, perhaps electrical issues and the like. Were told the bow was in compliance. But they want to know what took place before this incident occur. That will be part of this investigation going on right now. Talk about what authorities are doing right now to search or to recover the missing . Again, were talking numerous fatalities theyre expecting. So what are they doing here . The first goal is always the protection of life. This incident occurred 30 naught cal miles from the mainland. There in oxnard, you have a number of resources. You have Ventura County fire rescue, but still it takes time to get there. At this point we know the area has been surrounded by resources, and, again, as nick just mentioned, its looking more bleak as time passes, but we know a dive team will be going down since the boat did sink to determine if there were survivors. Its not as though this ship was out under way. A lot of resources there in place, again, going down to try to figure out if theres anyone still alive. Theyre at a depth where they can certainly dive and get answers hopefully very quickly. I do wonder what it tells you that all of these passengers unaccounted for, they were apparently sleeping, and the crew which was on deck, on the bridge, had to jump off the boat this all happened so quickly. Yeah. It tells me that the fire spread very quickly. We know the crew members were on top of the ship, and the passengers were down below. Policemen confirming the gunman had been fired from his job that morning, and we now know he called the fbi tip line with a rambling diatribe just 15 minutes before being pulled over by police and opening fire. It sounds like the gunman could have made as many as four phone calls on saturday. Two 911 calls during the shooting rampage itself, which offers tantalizing includes about how all of this unfolded. 15 minutes before 36yearold seth ator engaged in a deadly shooting spree, he called an fbi National Tip Line with a rambling incoherent series of complaints. The gunman had been fired from a Truck Driving job earlier in the day and also called 911 but left the office before police arrived. Even before being fired Law Enforcement said he was starting to spiral. He showed up to work in a very distressed mental state. So its not because he got fired, right . This did not happen because he was fired, which other active shooters have occurred. When he showed up to work, he was already enraged. Reporter there are also troubling questions about where the gunman obtained the assaultstyle rifle he used to randomly murder seven people and wound 23 others in odessa, texas. Investigators say he failed a gun background check but still was able to obtain the guns. Fbi and all the other federal lcal agencies are following up on the source of the supply for this. Reporter a local Law Enforcement source tells cnn ator was fired from his job as a truck driver before he went on the shooting rampage. He shot and killed u. S. Postal carrier Mary Granados before taking her mail truck and continuing the shooting spree through the city. Mary was on the phone with her twin sister when the shooting erupted. She was screaming, so i i mean i was hoping that it could have been a just a dog bite, you know, but it wasnt. It was something worse. Reporter the call then went silent. She just laid there. I wanted to run to her and hug her, you know, kiss her. Did you . I didnt. I didnt get to. They wouldnt let me get close to her. Reporter rosie said she ran to the scene and saw her sisters laichless body on the street. Cnn sat down for a oneonone interview with special fbi agent christopher combs who says hes seen too many Mass Shootings up close and that these atrocities are happening every two weeks. He gets emotional trying to talk about how this should be a wakeup call to the country. The phone rings yesterday, you get the call about this, and whatevers going through your mind makes you tear up, which is not something that we normally see from an fbi agent. I cant. Im sorrying man. Theres no way. Reporter the realities of another mass shooting that has left a veteran Law Enforcement agent struggling to find the right words. Fbi agent combs said fbi had been searching the suspects apartment over the course of the last day and a half or so, said what they found in there was very reflective of the gun mans state at this point in time. Brianna. Ed lavandera, thank you so much, from odessa, texas. I want to hear the reaction to the president. Heres what he said. Were looking at a lot of didnt bills, ideas, concepts. Its been going on for a long while. Background checks. I will say for the most part sadly if you look at the last four or five going back even five or six or seven years, for the most part, as strong as you make your background checks, tey would not have stopped any of it. So its a big problem. You know, linda, whether youre talking about this particular shooting or more prodly youre just talking about this issue that were seeing on this recent spate of attacks, this one specifically, there e seven people dead, a 17monthold shot in the face. Is this the right tone to be talking about what should have been done or shouldnt have been done to stop it or what can be done as a clear issue. A normal president would, in fact, be doing that. He would be offering solace and he would also be offering solutions. But this particular president whenever he does put his toe hthe water to suggest that, well, maybe we do need to look at changes to gun laws, then the nra calls him up or he calls the nra up, and he changes his mind. You know, there hes no one single solution. Background checks isnt going to solve it. There are a host of different issues, background checks, eliminating these weapons of war from our streets. Nobody has the right to have an ar15 gun. Thats a weapon that was created to be used in wartime. What do you think . Listening to the president and also just to what seems to be this accumulation now . Do youly is a point where americans say enough, or are they becoming immune, or are they starting to reach their limit . What do you think . We are seeing people are not in line with the public or the president is out of line with the public. Universal background checks are popular. At the same time when you have that many People Killed by gun violence, we are getting numb to it. Were not seeing the leadership we want from either the president or congress of the United States. We see states have passed background checks, red flag laws have reductions in gun violence, so there are correlations and emotion that were looking at behind the gun laws. When you look at universal background checks, the numbers are staggering, right . Youre talking nine or ten americans who want to see this and yet theres no movement on it. The senate is going to come back next week. Majority leader Mitch Mcconnell has made it clear hes not going to tackle these issues when it comes to gun laws and addressing that issue. Is there anything that would push him as we enter this election year, jeremy, to do that . He wants a clear signal from the white house, but were not seeing a clear signal. I had asked the president during one of these white house departures a few weeks ago whether he was going to show the leadership some republicans might need in order to get onboard with some of these marshes like the background checks. The president s answer was, i dont think we need to do that. He doesnt feel the. Ed to lead on this issue, take republicans further than theyre comfortable. We heard him talk about supporting background checks and now hes walked away from it. The reason is the white house is looking at this from an extremely political lens and they dont see any benefit to going further than the president s base is demanding that he go. And certainly the president s base on guns doesnt want him to necessarily take any action to further restrict the sale of weapons some of the white house doesnt see this as a political benefit. So what were seeing is discussing Mental Health and other issues. Then theres another proposal were seeing from republican matt schaefer. He wrote on facebook after the shooting about a growing call for reform. He says no to red flag, no to bans on ar15s, no to mandatory buybacks. What can we do . Yes, to praying for victims, yes to praying for protection, yes to praying that god would transform the hearts of people with evil intent. Ray, are americans powerful .
