All before the president s highly anticipated meeting in helsinki, finland, with russian president Vladimir Putin. Traditional adversary of the u. S. And accused of interfering in the 2016 president ial election, invading ukraine, murdering journalists and critics and much, much more. Yet that meeting seems to be the one that President Trump is most looking forward to. So i have nato. I have the uk which is in somewhat turmoil. And i have putin. Frankly, putin may be the easiest of them all. Cnns Kaitlan Collins is live for us in brussels, site of the nato summit. Republican senators have been very clear that they see putin as no friend of the u. S. , yet President Trump obviously thinks that he can forge a strong relationship. Reporter thats right, jake. A lot of people wouldnt hesitate to call Vladimir Putin a foe but when President Trump was directly asked today whether or not he sees him as a friend or a foe, he said he couldnt answer noting that he views him as a competitor and saving his toughest language for some of americas closest allies. President trump taking fresh aim at nato. In claiming the meeting with russian president Vladimir Putin might be easier than sitting down with americas closest friends. I have nato. Yes, there will be some open and frank discussions but when it comes to such things, nato is delivering and nato is delivering that u. S. , canada and europe working more closely together. As far as im concerned, a competitor. A competitor. I think that getting along with russia, getting along with china, getting along with others is a good thing. Not a bad thing. Maggie, lets start with you. Theres nervous folks not on capitol hill and the Trump Administration business President Trump will be meeting with putin one on one. I want you to take a listen to bob corker, republican senator of tennessee, also the chairman of the Senate Foreign relations committee. Well, yeah. You know, i hope there are people present during the meeting. Why do you say that . I just do. I just i just hope there are people around him, pompeo. Big sign of concern about that one on one meeting. What are people like bob corker concerned about . I think theyre afraid the president has a tendency to say all kinds of things that he any other president probably wouldnt say in the meetings. For instance, we had a story at the times last year about how he had a meeting in the oval office with the Russian Foreign minister and he just disclosed all kinds of things, criticized james comey, a nut job. The white house argued nothing wrong with that. True trump said that publicly and sets a different tone saying in it a one on one meeting and i think the concern is going to be at minimum that the president is going to be led into saying something or voluntarily Say Something that he might not do if someone else were present and then theres the concern of Vladimir Putin to portray this meeting and how he then turns around and says what he was told by the u. S. President , whether its grounded in fact or not. It is hard to combat it when you dont have a witness on your side. Arms control, ukraine, syria and, of course, 2016 election meddling and the future elections, as well. If President Trump actually pushes on any of those topics, how could that meeting be easier . The reality is none of these meetings are easy but you know where Vladimir Putin stands and i would tell the president theyre not our friends. Expect them to lie. They lie to everybody. And expect them as maggie said to portray the meeting in a way to put them in the best light no matter what happens in the room. Im not nervous. I hope the president goes in, he said he viewed putin as a competitor and an interesting businessmanlike jargon. These are not friendly competitors. Theyre cut throat competitors and the president ought to recognize that bringing up the topics. Literally. Not just figuratively. Kirsten, in washington post, an opinion says that trump seeing him as a friend. Putin came of age as a secret Police Officer in the soviet union and approaches the lens through the tradition of authoritarian power politics and doesnt accommodate the notion of a bromance. Russia wants us to be an enabler. Trump may be incapable of understanding this. Is too much being made of this, do you think . No. I think that thats exactly right. I dont think that putin is somebody to succumb to that and see through what trump is doing and i dont think trump appreciates how sophisticated he is maybe. I think he is more like a kim jongun type person who maybe would listen to the flattery. Looking at how that wept, theres buildup to that meeting and the wonderful stuff going to come of it and really nothing did and pompeo with a disastrous meeting over there in the foe lowup. This doesnt really produced anything yet. You know President Trump well. He does have a very confident sense of his own ability to negotiate that maybe is merited in new york real estate. I dont know. As of now untested on the international stage. Look. I mean, the negative case of donald trump is the reputation as a dealmaker vastly overstated, the deal that hes best at is presenting himself and selling himself and selling his image and got him very far, obviously. That is not translatable to a world stage and not translatable to a meeting as high level as this because to your point, putins set of interests and goals so vastly different than what the u. S. s are and what the president s are. I think the other thing the white house is concerned about is not take away everything lets pretend that nothing gets said and lets pretend they all agree on what took place in the meeting. You will have big ifs. Im just saying for instance. Right. It could happen. If Everything Else is equal, youve got the nato meeting which will be contentious. The arrival in the uk contentious and he said will be contentious. The juxtaposition of those images of allies to warmer, smiling pictures with putin. It again becomes a prop that putin can use and not something the white house want it is see continued and even people that think that the media is unfair to him and unnecessary focus on russia and overdemonization of russia in terms of the 2016 context, they just know this is not going to play well for him an theyre worried about this. Theres also just i just would love someone to explain why he thinks its so much easier to be with a putin type than to be with the nato allies. What are the allies doing thats so harmful . I think that trump has a valid complaint. They need to spend more money on their own defense. No question about. Right to take a hard line with them and i dont understand what theyre doing thats so much worse than, say, you know, getting involved in an american election. You know . Its so odd listening to secretary mattis talk about nato and President Trump talk about nato. Its almost as if they work for a different administration. Thats why i think its so important to show the strength, show the unity. I think the discord is music to putins ears. Scott, how do you explain the fact that Kay Bailey Hutchison is criticizing President Trump in a way . Criticizing the discord. He is a main people causing the discord . Secretary and general mattis have to deal with nato as we work through our logistical mutual defense pact. President trump is on the negotiating side because it is true the allies with the few exceptions not meeting the obligations and the secretarygeneral of nato today gave a speech and thanked donald trump for pushing the rest of the allies to spend more and i think what trump is doing is trying to get more money into the Nato Alliance while mattis and hutchison trying to keep it as cooperative as possible. Do you think its that simple . No. Its bigger world view that donald trump has and doesnt like Democratic Institutions so he attacks the Democratic Institutions in this country, whether its the Intelligence Community or its the press. And he doesnt like he talked about pulling out of the wto and something the United States helped to establish to help the United States. And i think that he doesnt probably like nato either. This is something thats a world view among very nationalistic people and see the one world order and want it torn down and i dont think hes just a negotiator and something as the ambassador said that he has in common with putden. Maggie, President Trump recently said that nato is as bad as nafta. Right. Whatever that means. Right. Do you think that if he could he would withdraw from nato . Is this something to take seriously . I think it is. I dont think that it is something that he is likely to do and i dont know that i agree with either of you about where he is coming from. I think at the end of the day i dont think its that well thought out and a tactical negotiating skill but a proportion issue with him and tends to view it as zero sum and exists to rip him off and sees himself as the u. S. And therefore theyre ripping me off. And nothing is ever sort of distinct and nuance doesnt exist and nato is like nafta as you said. Whatever this means. It is just an acronym he doesnt like at that given moment. I think it is unlikely to pull out because he doesnt hes not he comes close to touching the hot stoves and then doesnt usually do it. Right . One time he really did it, paris accord, one. Another one is firing james comey. Some of these have not worked out the way he wanted them to. I dont think he ultimately would do it and talk as loudly as possible with little nuance as possible about it. I think it is true, though, that since starting the push for more spending we have seen i think last year four or five countries meeting this obligations. This year they estimate eight countries to meet the obligations. If the net result of this is that all of the nato allies spend more money on the mutual defense pact, against the soviet union, you know, original form, now again, the global war on terror, thiss a good thing and so if thats where we end up, more money in nato defense, great. There is something to that. The problem with that is that it ignores the discussion about article 5 and youre right about a war on terror and all of these countries were supporting the u. S. After 9 11 and that is never something that he talks about. Article 5, yeah. An attack on one is an attack on all. Invoked without hesitation after september 11th, 2001. And its never a part of the equation that you hear him discuss. Let me ask you. If latvia or estonia attacked or invaded the way crimea was, what do you think President Trump would do . I dont know. I mean, i could see a situation where he wouldnt. Definitely. I mean, i think that i do think he has a i do think that he is more aligned with putin than we have ever seen any american president. And that he definitely has for some reason wants to always side with russia and wants to even parroted russias talking points in the past. You know, about crimea and how they speak russian and these kinds of things. Its hard to say. I could definitely see him not doing what the typical u. S. President does. We have more. Hes facing fierce protest of several Top Democrats and those who vow to fight the nomination no matter what. Cnn asks will any of this be enough to derail kavanaughs momentum . Reporter Senate Democratic leaders vowing a fight to block the nomination. His views are outside the mainstream and every reason to believe he would overturn roe. Reporter bolstered by new energy of democrats, special counsel probe in mind keying on a 2009 minnesota law review article and kavanaugh wrote, quote, Congress Might consider a law exempting a president while in office from criminal investigation, including from questioning by criminal prosecutors or defense counsel. This even as the math and the political reality facing several senators in the Democratic Party underscores the uphill climb they have ahead. Three democrats from states trump won by double digits in 2016 up for reelection and considered prime targets by republicans. Abortion rights and health care. Republican senator Susan Collins and lisa murkowski. As with any nominee to the Supreme Court, i am going to apply a very rigorous test. He certainly has the qualifications. But i know that there will be further process. Reporter to fight driven by the Democratic Partys agitated and activated base. The stakes posed by a right shift on the highest court in the land. The ramifications of this battle will last a generation and more. Im going to fight this nomination with everything ive got. Reporter jake, that fight not just coming from democrats on the hill and outside groups, as well, on both sides. Im told tens of millions of dollars likely to be spent to bolster or shut down this nomination in the weeks ahead by those outside groups but a key thing to remember here, obviously Brett Kavanaugh with two meetings on capitol hill today. This is the start of a process, a process likely taking two and a half months. Those behind the scenes meetings are crucial. Those will be the opportunities for senators, senators like collins, murkowski, the democrats, to get a true sense of where the nominee is and the reality is we probably wont know where the votes are until not just after the meetings but the confirmation meeting and the vote. A lot of time left to go. Republicans feel like they near a good place right now and no question about it. Democrats whether they can win this or not are absolutely going to fight in the weeks ahead, jake. And the white house pushing for a vote by october 1st. Phil mattingly, thank you. Take a listen to the Democratic Senators today making their case against judge Brett Kavanaugh. Kavanaugh has made his purpose clear. He told us that when he was on that list of 25. He has told us that in every decision hes made on the issue of choice. I think the president looks at the independent court like he does the Justice Department. He thinks the courts as well as the Justice Department should be an arm of the white house. There are millions of people in our country who have preexisting conditions. I am one of them. And we should be very concerned that this nominee has been vetted. How much of this is about stopping Brett Kavanaugh where the math is very difficult for them and how much of this is about revving up the Democratic Base for the midterms . I think they have to whether for the midterms or there were no mid terms, they have to do this because the Democratic Base would be upset without seeing resistance, even if its unlikely to stop him. You have to put forward an effort and then i guess theyre hoping something comes out in the hearing. Seems very unlikely and the ultimate question is who would they replace him with . Even if they were able to stop him, the idea that donald trump chooses somebody who isnt hostile to roe v. Wade at a minimum. A lot of republicans are saying it wont get overturned. I dont necessarily agree with that. We know at a minimum it would have to be somebody extremely hostile to roe v. Wade. You worked with Brett Kavanaugh, both at the bush white house. He is being portrayed as a mainstream conservative by his supporters. A lot of democrats say this guy is a wolf in sheeps clothing and very, very conservative. Hes a member of the federalist society, et cetera. They say this about every republican Supreme Court nominee. Every time we put somebody forward, look at kennedy all those years ago. They do the same playbook every time. Chuck schumer says hell fight it. He has a slingshot and a pocketful of drier lint. He has nothing. Its a mainstream conservative choice. Donald trump has put the red state democrats in a real box. They can either go home and vote what the constituents want which is this guy on the court or bow to the left and gone nuts in the last 12 hours. I want to bring in laura coats. Chuck schumer pressed kavanaugh for a personal opinion about roe versus wade. Take a listen. If confirmed to the d. C. Circuit, i would follow roe v. Wade faithfully and fully. Its decided by the Supreme Court. You have talked about the issues in the past to other people, im sure. The Supreme Court has held repeatedly, senator, and i dont think it would be appropriate for me to give a personal not going to answer the question. Laura, Jeffrey Toobin as you know, chief legal analyst said repeatedly he thinks whoever President Trump picks and will ultimately vote to overturn roe versus wade. Doesnt sound like it based on that testimony. The lower court aspect of it, jake, where all of the rubber will meet the road. Think about it. The reason that somebodys in an Appellate Court to the lower court is abide by the superior, the Supreme Court. And so, if you think about why he would follow the precedent shl value of roe v. Wade, it is not a vested interest but because of where he stands on the court totem pole. If hes a Supreme Court justice, he is not beholden to the level of deference there required if you are an inferior court to the Supreme Court of the United States. Not a lot of comfort and solace in that statement because its actually appealing to where he stands in the superiority part of the courts. I want to bring in Andrew Leopold who worked with kavanaugh. He worked on the ken starr legal team. In 2009, much later, Brett Kavanaugh wrote he didnt believe president s should be able to be indicted and thought he thought congress should write a law to prevent it. Chuck schumer suggested that thats why President Trump picked him. He is worried. That mr. Mueller will go to the court and ask that the president be subpoenaed. And ask to do other things necessary to move the investigation forward and President Trump knows that kavanaugh will be a barrier to preventing that investigation from going there. Whats your reaction, andrew . I think theres two things to keep in mind. One is on the question of indictment. Judge kavanaugh took this position in 1998, that sitting president s shouldnt be indicted in some writing he did. Different question is whether or not the president can be investigated and thats while he is in office and thats what the 2009 article thats getting so much attention now was thats the new ground it broke. I dont know. Its hard to see the connection between a law that Congress Might pass that might exempt the president from being subject to investigations while in office which is what judge kavanaugh was proposing in that law review article and his role on the Supreme Court. Its a pretty windy path to get to the point where judge kavanaugh if confirmed could end up having an influence over the president s future. You know, if i may, i dont think that the path is as windy as you lead us to believe because a premise of the law review article to cripple the federal government to have a president of the United States, the head of the executive branch, have to endure the burdens he called it of the ordinary citizenship. Part of that does include the investigative role of the fbi, doj and subpoenas issued and i dont think its that far of a leap to say that he would harbor some ill will to the premise that he cannot or you can actually put a sitting president through the rigor of abide by an investigation. I think its pretty clear path in what he is saying. Andrew, you want to respond . Well, except yeah. Thats not exactly what he said in the article. What he said was that it would cripple the executive branch if the president were to be indicted and tried while in office. And he said, President Donald Trump or whoever sits whoever the president is, can be indicted and tried after they leave office but impeachment is the exclusive remedy. Im not sure i agree with that permly. But thats the position he took. But you raise an interesting point about the burdens on the office. A far greater likelihood of how the investigation of the president could end up in front of the Supreme Court is on the question of the subpoena power. Can the president be subpoenaed to appear, for example, before a grand jury . Thats something thats could end up under rule 17 of the rules of procedure in front of the Supreme Court about whether or not the president has to appear or not. That seems to me the more likely path but i think the minnesota law review article is a little bit of a red herring. All right. Everyone, stick around. Thank you so much. Government officials are checking parents backgrounds, claiming if they dont then we would be putting them in the care of a rapist, a kidnapper, a child abuser and someone whos charged with murder in their own nation. Now, the government here clearly did not meet the deadline but the judge saying that he is satisfied with the reasonable efforts of the government made to meet this deadline. The next hearing is scheduled for friday. At that point in time, the aclu can make a suggestions and set a new deadline and the governments feet to the fire held here in regards to the separation of these children and the reunification with their parents. Come like other people do. Come legally. That seems to go at what originally the policy was, what the suggestion that this was meant as a deterrent. Right. So, its not illegal to come to the country seeking asylum and most of the people are doing. A lot of republicans saying it is illegal unless youre a port of entry. That is not true. Section 208 of the ina says to come anywhere. It specifically says you dont have to come to a port of entry. These people dont know where a port of entry is. Theyre brought by coyotes mostly and not doing anything illegal to start with. Its legal. The lack of empathy. Why am i surprised . I dont know. The lack of empathy of what would donald trump do if someone taken his little ivanka from him, what anybody would do, the way he talks about them, dont come to our children or well take them away from you and you dont know where they are . Utterly inhumane and he thinks that they deserve it seeking asylum. I hate to see the stories. I hate to see that these families are still not separated and love to see the president hold the government accountable. Look, when people in the government have disappointed him before hes made hay of it and expected better. I wish he would do that in this case. I want to see the families reunited. We want to see the cases adjudicat adjudicated as soon as possible. For those that need to be sent back to the country of origin, do that. The polling is clear. Keep the families united. Get them back together and go wherever theyre supposed to be as quickly as possible. Having it lay out there does not help the presidency. Listen to the White House Deputy president elect talking about why the delay is happening. One thing to run up against is vet and ensure that the people claiming to be parents are actually parents. We have had examples in the last administration that was an Inspector General report in which children were given to people who came with them across the illegally, not their parents. These children were abused. Now, thats true. That did happen. I asked the former department of homeland secretary about it, jeh johnson. But is that really whats going on here or using that as an excuse . Well, i guess it is in a way whats happening but its a problem they created. So now theyre right. You cant hand a child over to anybody whos young and you dont have any way to verify who they are and should have been some basic competency going to do this to know which parent goes with which child. You wouldnt just put them on an airplane and send them to another state never mind they never needed to be separated in the first place. They have created a problem and now acting like theyre big humanitarians and so understanding and its like, look. You created this rob. You shouldnt have taken the kids away and you should have known who their parents were and they could contact them. I think raj raises a valid point. Americans expect the government to know who they are and are they here under a false reasons, here for bad reasons . Thats all completely legitimate. Doesnt absolve them of getting the families reunified. Ill say politically the democrats on the other end of this completely overreached. This thing set off a raft of abolish i. C. E. Rallies. If the democrats take the issue and should have been a clearout winner for them on the Trump Administration mistake and overplay and turn it into an abolish i. C. E. We know that the first group of boys coming out on sunday, those four, they were able to see their parents at a distance on monday night through and behind a glass plate because theyre so concerned about the boys immune systems being compromised. Theyre hearing to keep them in the isolation ward or at least under observation five to seven days and imagine how anxious the relatives, the parents are, the boys are themselves to just be able to hug each other after everything that they have been through and thats going to be a moment that so many of us, whether we know the children directly or not are really looking forward to.
