A 16year conflict the top general there warned in february has reached a critical juncture. In your overall commanders assessment, are we winning or losing . Mr. Chairman, i believe were in a stalemate . Reporter something james mattis echoed in june. The president addressing the nation in prime time after months of deliberations wrapped up this weekend in camp david at which he was presented a range of strategies. From a long withdrawal to pulling up 4,000 more soldiers, in addition to the 8,000 soldiers already there. Those additional troops would allow americans to train and assist afghan forces, much like theyre doing in the fight of isis in iraq. Troop levels would be at odds with mr. Trumps own statements on the campaign trail. Theyre going to be there for the next 200 years. At some point, whats going on . Its going to be a long time and we made a terrible mistake getting involved there in the first place. Wasted, 6 trillion on wars in the mideast. Reporter and even before he was a candidate going back years. Saying in 2012, its time to get out of afghanistan. Coming as the president tries to steady his administration after tumult leading to the departure of several top aides, the latest steve bannon, who opposed sending troops to afghanistan. All of this as the president struggles in the polls in the wake of the demonstration in charlottesville, virginia. A new survey by n brbc showing Approval Ratings below 40 . Jake, one more thing about the afghanistan strategy. The president faces a challenge tonight in trying to convince people that more soldiers is the right move. Jake . Thousands of u. S. Servicemembers in afghanistan. Americas longest war has been left in limbo since President Trump took office, at least in temperatures of a new direction. So what are the options for the way forward . We took a deeper look at the potential strategies presented to the commander in chief. Look at afghanistan. What a mess. Reporter some 8400 Service Members are currently in afghanistan. And President Trump is likely to commit at many as 4,000 more. Its a very big decision for me. I took over a mess. Reporter a troop increase is not the president s only option, of course. On thursday defense secretary mattis said all possibilities remained on the table, including greater use of private contractors and even withdrawal from afghanistan. If it were members on the ground, he would send more military advisers. Thats according to a senior military official adding that those advisers will need protection as well. That means advising teams are only 75 as effective as they could be, the pentagon says. On my orders, the United States military have begun strikes. Reporter since the war in afghanistan began in 2001, more than 2,250 american uniforms, men and women, have been killed in that mission. And that number continues to rise. Its our longest war in history, 17 years. Thats unacceptable. Reporter regardless, the top u. S. Commander in afghanistan, general john nicholson, says more americans are needed there. Let me be clear. We will not relent in our mission to fight against our afghan comrades to destroy isis in 2017. Reporter whether they are committed to general nicholson is another matter. General nicholson is not going to be able to win in afghanistan. The rules would have to change. Reporter the administration has every confidence in mi nicholson, however, they would be willing to outsource at least half of the flight. Bannon has been skeptical of changing positions on the ground in afghanistan long term. And the continued involvement is in u. S. Security interests. The head of the Blackwater Security Company suggests letting private contractors assist the military in more permanent afghanbased positions. This can operate there, operate effectively and create the rampup for the rest to leave. I disagree with any thought that we should have a mercenary army paid for by u. S. Tax dollars. The secretary of state works with diplomacy so hopefully we wont have to have more soldiers in afghanistan. I personally believe that this effort that were undertaking there is protecting the homeland and preventing the terrorists to bring a fight to our doorstep. I think the most important thing right now that he has to do is lay out exactly what the end state is going to look like, in other words, what is success in afghanistan going to look like . I think the next thing he has to address is how is he going to bring the entire u. S. Government to bear against that problem . And general hayden, implicitly the president is going to be asking americans to trust him on this new afghanistan strategy, trust him with the most Precious Resource there is, american lives, for a u. S. President. In the latest cnn poll, 60 of americans say they did not consider the president to be honest and trustworthy. Will that have an effect on his announcement tonight . It will have an effect, jake, and there are certainly trust issues out there. But the good news is the decision the president is going to announce tonight is the product of what i would call regular order. This isnt a tweet in the middle of the night, this is a result of long deliberations within the National Security council, discussions with the president , a decision by the president and now the president is going to lay out the decision in a fullfledged speech so that he can put it into a broader context. So thats the good news with regard to whats happening tonight. General, you said president obamas plan to bring all but a few u. S. Troops home from afghanistan, which he said before could make afghanistan look like iraq, is that happening right now . Is afghanistan becoming iraq . No, its not. Now, there is some negative trend lines that you saw general nicholson and general mattis comment on a few minutes ago. So now were adding to our forces there to stabilize the situation and perhaps turn the battlefield physics in our direction, plussing both our train and equipment portion and our autonomous counterterrorism mission. Probably this is the decision that president obama would have made, harvesting the lessons for his 2011 decision in iraq, but he delayed it. He deferred to the Incoming Administration for what i think are quite legitimate reasons. But now we have President Trump who quite often campaigned with a completely different tone, embracing what i think the Previous Administration would have done. Colonel, for years President Trump called for a complete withdrawal of u. S. Troops from afghanistan. He called the war a waste of lives, a waste of money. He put that in tweets. What is the winning strategy, do you think . There are currently 8,000 forces there. Is there a number with which the u. S. Can win, or is this whole war at this point, is there a question about whether or not it can be, quote, unquote, won . The war has been expensive in terms of money and in terms of the lives of american Service Members. Theres no question about that. But what we must also consider is the alternative could well be worse. Remember why we originally went to afghanistan, because that nation had become a safe haven for terrorists and those who would do us harm. That problem hasnt completely gone away yet, so i think the alternative is much worse. There is value to us committing to stabilizing afghanistan. Gentlemen, thank you so much. Cnn has obtained an advanced copy of a statement expected to be released by the chief of Naval Operations at john richardson, and he said, quote, i have directed fleet commanders to conduct an operational pause with commands and leaders across the fleet, to ensure we are taking all appropriate immediate measures to enhance the navys safe and effective operation around the world, end quote. Tell us what this operational pause will do. Over the next two weeks, commanders will be given discretion to pick a day, and it could be more than a day, to basically stop normal operations and review everything from safety procedures and watch standing to material readiness, the sensors up, the radar, the images. Everything is in good working order. And they will also give a chance its a little bit of a listening opportunity, jake. Its a chance to talk to sailors about their working conditions and about their watch standing conditions, and about things theyre seeing on a daytoday basis. You can get amazing insight just to listen to sailors about how theyre manning the ship that day and what they think might be better. You never know where a great safety tip is going to come from. Thats what this operational pause is going to do, to give the navy a chance to take a breath and try to review what happened and how to prevent it and also to work on lessons learned. General hayden, this is the fourth naval accident this year alone. How troubling is it given this is happening in some of the worlds busiest waters . Jake, of course its troubling because youve got young men and women out there who are suffering, who have died or been hurt because of these incidents. Let me agree with admiral kirby here. U. S. Forces are having introspection after an occurrence like this. Were going to figure out if its bad luck or a systemic issue. What could be the systemic issue . It could be the byproduct of 16 years of unrelenting opposite tempo for all u. S. Forces. So the order could be the smartest move. Do you think this should have been done after the u. S. S. Fitzgerald . They blame the u. S. Navy for the collision that claimed the lives of seven u. S. Sailors. General mattis did do something about that, a little less than today, but he did order an Asia Pacificwide review of Police Training methods as well. Now hes elevated that in the wake of what happened to mccain to the entire fleet. I think thats wise. If you listen to him, he did not just apply this to the surface navy, to destroyers and recruiters, but the entire navy now will be taking a wider look at how they disgust safe navigation on a daily basis. He did take that seriously and broaden the scope out some. And general in the u. S. S. Mccain, in addition to quality of life, it could obviously counter any action. That could be an added concern. Oh, it is. These types of ships have been used to patrol the sea of japan to make sure the north koreans know were serious, to spar with the Republican Guard and navy. Back to the opposite tempo question. Were putting a lot of demands on the system and on these young sailors. Admiral, speaking of north korea, the 10day war games between the u. S. And north korea have begun. North korea not happy. Theyre warning the drills could lead to, quote, a temporary phase. Should the u. S. Do this due to the fact there are escalating tensions. Remember when they had one before, he replayed the context behind the exercise, that they are purely defensive in nature and theyre required to keep up readiness inside the alliance. Plus, jake, this was a very Important Message to the south korean people, the people who are depending on us to try to help defend them and meet their security requirements. I think they have taken it seriously. It was the right thing to do, to move forward with the exercise, and i think it really was the right thing to do to put context over why that was happening. We reached out to the white house asking for a response to this secret service not being paid, and they said they are committed to the secret service and all of those protecting our country have all the resources they need. Were going to continue to work with congress on this important issue which requires their actions. Yes, every president deserves a vacation, but the reason this is being highlighted is because, as you said earlier, the president largely criticized president obama whenever he took a trip that was funded by taxpayers. Our politics lead now, lets bring in the Political Panel to discuss the days news. Scott jennings, let me start with you. Travel spending under President Trump, higher than president obama. Hes traveling more. Is this fair game for people to bring up after President Trump criticized obama for every vacation he took . Sure, its fair game to bring up, but i dont think it will have much political impact on the president. As the secret Service Director says, this has been going on for years. I think the american citizens wa wants its president and its family protected. I dont expect this to have any longterm impact on the president s standing. Susan page . I dont think its something with i think americans do expect the president to be protected. Now, it is possible that some of these trips that tiffany, for instance, took to hungary or the big price tags that some of the secret Service Agents have had to pay at trumpowned hotels, maybe thats something the trump family or the Trump Organization could kind of break on. But there are so many things to be concerned on in our country at this point that i think this is one of those things that can get lots of attention during a day but doesnt have longstanding principal. The president is going to talk about his vision for the way forward in afghanistan. He might be finding, as president obama did before him, that you can talk about drawing down easily when youre a candidate, but it can be a different and difficult scenario when youre commander in chief and generals are pleading with you otherwise. What do you think . Yeah, and in so many ways this has been the story of the Trump Administration where the Campaign Rhetoric and the reality of being president are not the same thing. They have not aligned very easily for him. One of the reasons this decision has taken so long to come to is because the president really wants to find a way to win. The reality is that afghanistan has been a place that not just the United States but countries before it have gone there and struggled and found themselves in essentially a quagmire of political conflict. I think this moment today, trump is going to be really laying out i thiou out, i think, a very important principle for his organization, how hes going to go forward, how hes going to frame what the United States wants to do in that region. And how he can campaign the rhetoric. I think it will be an important moment for him to frame that for the American People, and its one hes been very reluctant to get to at this point. It doesnt seem very much like were poised to pull everything out like he said he wants to do and reinvest in home. Steve bannon was a very strong voice against u. S. Interventionism, i suppose, is what he would call it. I dont know if there is another voice as strong representing that point of view within the circle of his top advisers. Do you think that could hurt him with the base . No, i dont, because i think what the base wants to see is that a process was followed here to get to a good decision.
