He talked about his public humiliation to push out attorney general Jeff Sessions. Im very disappointed in the attorney general, but well see what happens. Time will tell. Time will tell. The president once again said sessions should not have recused himself in the russia investigation. Since early march, the president has been upset with sessions, one of his earliest key supporters after the attorney general bided by department of justice protocols and recused himself from overseeing the russia investigation. That was an action that came out that he had not disclosed meetings with russias ambassador during his confirmation hearing. President trump made it very clear that sessions would not be in that job had the president known he would recuse himself from any part of the Russian Investigation now led by special counsel bob mueller. He now made it clear he would like barriers on the scope of his job. Sessions loyalty to his job rather than the president. President trump tweeted, attorney general Jeff Sessions has taken a very weak position on Hillary Clinton crimes. The president s message seemed very clear. Its clear the president wants him gone, right, anthony . I have an enormous amount of respect for the attorney general, but i do know the president pretty well, and if theres this level of tension in the relationship thats public, youre probably right, but i dont want to speak for the president on that. Scaramucci addeadded, quote, president wants his cabinet secretaries to have his back. Having the president s back is not the job of the attorney general. The chief Law Enforcement officer of the land. Looking out for the president s personal and political interests and launching investigations into his rivals such as Hillary Clinton, thats not the attorney generals job. We should note that sessions was willing to go along with the decision to fire fbi director james comey, a decision made during the russia investigation. Even that has not been enough for President Trump who seems to feel as though sessions loyalty is lacking. President trump even seemed to allude to this last night, speaking to the boy Scout Jamboree. As the skcout law says, a scout is trustworthy, loyal we could use more loyalty, i will tell you that. Republican loyalty to the president is indeed being tested. The president s allies on capitol hill fear that he might fire bob mueller. They worry about his assertion that he has complete power to pardon after the Washington Post reported that the president had asked aides about whether he could pardon his family members or even himself. The temptation might be to look at this sessions story as a bit of human drama. The person deriding a longtime loyalist, how long will the president suffer these tweets and eye rolls and comments of the president , but the story here is that President Trump will want someone at the Justice Department who will exert tighter reins, if not a scythe, when it comes to the russia investigations. Policy aside, the president wants him gone. The house and Senate Continue their investigations as well, of course. Today the Senate Judiciary committee subpoenaed former chairman Paul Manafort to testify tomorrow while Jared Kushner and donald trump jr. Spoke with House Committee members this morning. Jeff toobin joins us. Jeff, the president taking the position today on criticizing the sessions recusal. Reporter he did just a few minutes ago in the rose garden under the blistering sun, he took aim at Jeff Sessions for his recusal. Hes shaming him, hes humiliating him, but hes not saying if he intends to fire him. There is a bit of mystery at the white house about how long this will go on. It is creating a Chilling Effect to a lot of supporters of the president. But they were all watching very carefully when he said this today about his attorney general. I am disappointed in the attorney general. He should not have recused himself almost immediately after he took office, and if he was going to recuse himself, he should have told me prior to taking office, and i would have quite simply picked somebody else. So i think thats a bad thing not for the president but for the presidency. I think its unfair to the presidency, and thats the way i feel. Thank you. Now, jake, it should have come as no surprise to the president or anyone else that the attorney general did recuse himself, because thats exactly what he said he would do in his january confirmation hearing. He was asked that specifically by chairman chuck grassley, a republican, if he would become involved in any type of investigation, and he said, no, he does not think its appropriate. He was too close to the Campaign Last year, so he shouldnt be investigating the clinton campaign. Now, jake, the end point of all this is unclear. But what is clear, the president blames the attorney general for setting into motion a series of events that has left this investigation actually where it is here. But there are republicans coming to the defense of the attorney general, senators from all corners are saying, look, the attorney general should stay in his job, they believe hes doing the right thing here. So jake, the unusual thing about this, the president has picked fights with a lot of people. He has seldom picked fights with someone the conservative base actually supports and likes. Some would say that hes setting the stage for Jeff Sessions to be fired or to resign, and for the president to make some other kind of appointment, maybe a recess appointment, and that person will fire mueller. And that would be disastrous for this country. Lets turn to the Russian Investigation. Your committee today subpoenaed Paul Manafort to testify publicly tomorrow . Yes. What will happen if he does not comply . So far hes not complying, so theres some pretty tense negotiations going on. I was talking with Ranking MemberDiane Feinstein and she showed me what manaforts people have countered with and it is totally unacceptable. They only want us to ask certain kinds of questions only about one meeting, so the parameters are so narrow this is not going to happen in this fashion. I mean, we do know that white house adviser Jared Kushner cooperated with the house and Senate Intelligence committees over the last two days. I know that Jared Kushner said he did not collude, but that is his conclusion, and whether mueller would come to the same conclusion remains to be seen. There is a lot more to happen with the investigation, and that needs to proceed. Let me ask you about health care, if i could. Senator john mccain just returned, obviously. He is battling cancer. First of all, you also have a health issue. How are you doing . Im doing okay, but you know what, both john mccain and i are really the poster people for the proposition that all of us are only one diagnosis away from major illness, and i just got my diagnosis about three months ago, and truly, i am now in the ranks of all the millions of people in our country who have preexisting conditions. So the vote today was very critical. It set the stage for repealing the Affordable Care act, and whatever the republicans come up with to take the place of the Affordable Care act will toss millions and millions of people off of health care, and it will certainly hurt the poorest, the sickest and the oldest in our communities. And if this is what the republicans want to stand for, i am hopeful that the American People will hold them responsible. In fact, i just came from a rally where there are all these highly engaged, motivated people saying, dont take away our health care, because health care is personal. I certainly know that. And we obviously hope for the best for you. Thank you. Senator mccain today calling for bipartisanship in this speech. Are there any compromises that could bring democrats to the table . Are there any ways for democrats and republicans in the senate to come together to fix obamacare, to make improvements . If we can fix the Affordable Care act, then im on that page because there are certain things we can do, such as put forward a public option so that there is more competition, people have access to a provider, or we can talk about decreasing the Prescription Drug costs. But it is a nonstarter to start with talking about we should eliminate the Affordable Care act that literally has provided health care for 20 to 30 Million People in our country who otherwise wouldnt have health care. The Senate Republicans just moved to pass a motion that begins debate now on the house plan to repeal and replace obamacare in the senate. After months of wrangling the math never added up on the Senate Version to move forward, and that was almost the case today after Vice President pence cast the tiebreaking vote for it to move forward. They got every single vote except for two. They needed even that vote of senator john mccain who there you see him receiving a standing ovation. He was just diagnosed with an aggressive form of brain cancer less than a week ago. His return to washington is a sign of gop determination to end obamacare, a system they say is in a death spiral even though many experts say thats not true. Lets go to Cnns Phil Mattingly on capitol hill. Phil, im not exactly sure what theyre voting on here. They voted on the house bill. What happened to the senate bill . Is there a cbo score . There are no hearings. Whats going on . Its very complicated. One of the things the senator said after the vote was were not spiking a football. What they voted on was simply to start the debate. Any senator can offer a jermaine amendment within the bills which means we have a lengthy process for senators ahead. We already know they dont have the support for a bill. Another amendment would come up. 100 billion would be add nd that for regulations for concerned senators. The ted cruz bill would be add nd as well. What youre seeing, jake, is heres why people voted yes, but we dont know where this is going to end up and thats a pretty precarious position for any senator to be in. After the vote, senator mccain gave a speech on the floor, not giving any other information except for court justice. He said the body simply doesnt apply. Critics on both sides denounce us for timidity, for our failure to triumph. I hope we can rely on hue millty, our need to trust each other, learn how to trust each other again, and by doing so, serve the people who elected us. I saw him at a cocktail party, and it was very sad because the hottest people in new york were at this party. In his address, and i use that word loosely, to the annual boy Scout Jamboree. I said, who the hell wants to speak aboutitics when im in front of the boy scouts, right . Who the hell wants to speak about politics in front of the boy scouts . I think i know someone who does. But do you remember that incredible night with the maps and the republicans are red and the democrats are blue, and that map was so red it was unbelievable and they didnt know what to say. Thats right. Breaking with precedents set by Franklin Roosevelt in 1935 and respected until last night, ignoring scout regulations that, quote, the boy scouts of america must not involve scouting and political matters, President Trump ran right for partisan politics last night. He trashed obamacare. He assailed the nations capitol. We ought to change it from the word swamp to the word cesspool or perhaps the word sewer. He attacked the free press. Fake video, fake news. He went after Hillary Clinton. My opponent didnt do our card there because she was told he also told the children this long story about a tycoon that included this curious section. He went out and bought a big yacht, and he had a very interesting life. I wont go any more than that because youre boy scouts, so im not going to tell you what he did. Should i tell you . The president thanked the audience of 12 to 18yearolds for voting for him. The scout oath incidentally is that, quote, on my honor i will do my best to do my duty to god and my country and to obey the scout law, to help people at all times, to keep myself physically strong, mentally awake and morally straight. Lets bring in the panel now, cnn political commentator andre bower, angela rye. Im going to start with you, angela, because i think you enjoyed it the most. President trump gives us all a front row seat about why its important to teach civics in school. I think he missed all of the classes, and unfortunately for the boy scouts, they didnt learn anything from our commander in chief. Its interesting, you go back and look at the speeches given by george w. Bush and others. Theyre about serving your country and yourself. Stick to the oath and the law. I have two proud boy scouts that barely made t but they did make it. Its not hard. Give a nice speech to the young people and move on. But that is not what we were doing. Andre, your thoughts . These young people get to see that you dont have to be a career politician to be president of the United States. You dont have been to the most polished person. He talked about loyalty and trustworthiness, he talked about do what you love, work hard, never give up. He gave an inspirational speech. The left has been trying to destroy the boy scouts for years, i cant believe theyre concerned about them now. They want to bring girls into boy scouts, its the craziest thing i ever heard. The last president didnt come once in eight years, so now were condemning this guy because he said something that doesnt fit with the political mold that we put up with for so long . It was probably refreshing to these guys. Andre, the only thing i would say to you is there is still something called human decency, and regardless of your political leanings, regardless of what party you vote and again, these are not voting people, to jakes point in his rundown of this particular speech this was inappropriate. I think the first rule in public speaking is to know your audience, and i think either hes delusional or he just doesnt care, but this was not an appropriate speech. Normally you i know i say, oh, andre, because normally i can trust you to come through with one good policy moment, and is i think you have to be honest and say this is not okay. Andre, would you give that speech . What would you do if you were asked to address a bunch of boy scouts if you were former Lieutenant Governor of South Carolina . Ive addressed a group of boy scouts. Not a big group but i addressed them in South Carolina and i gave them somewhat of a nonnormal speech as well, probably not what donald trump did, but i gave them something they werent used to having. Theyve heard these political speeches before. Lots of politicians visit the boy scouts. Number one, he pointed out people in his administration who had achieved Great Success that they, too, had been boy scouts, so it gave them something to relate to, that people had been through the same process they had been through, had achieved Great Success. I think that gifrz these boy scouts i think if you go back and ask them several years from now, were they excited and do they remember the president of the United States speaking to them . Absolutely. Was he motivational . Absolutely. Thats what you take away from this. We can criticize anybody. He made the deal as president of the United States to go talk to these young people, and i guarantee theyre better off because of it. Its definitely memorable. Let me turn to an interesting segue that i can make here which is he did bring some members of the cabinet who were former boy scouts. Ryan sinke. An eagle scout in his legislation that was not invited last night was attorney general Jeff Sessions who was alluded to, i think, in the section where President Trump talked about loyalty, how they need more loyalty. What is going on with this drama . Obviously the president wants the Russian Investigation to end, but why is he not just firing him . Let me briefly say to andres point, it is something to watch a bunch of young people have vapors over an institution like the boy scouts who moments ago people thought it was a travesty of a group in our nation, but it doesnt make the speech great. This is something that continues to bother me about trump. Whether you like people in the administration, whether its comey or sessions, i think these people deserve a facetoface conversation and somebody should be straight about whether he should be in the administration or not. We have not seen that happen. If he wants to fire the guy, he can fire the geiuy, but this so of standoff will become extremely awkward as we move forward. It already is. You see the donald trump who was the bully on the campaign trail like fully committed to making this man feel very uncomfortable in this role. I thought it would be impossible for me to ever feel bad for Jeff Sessions. I almost feel bad for Jeff Sessions. Not just yet. Not just yet, but almost. Youre watching this play out. O. This is someone who has dedicated his life to public service. Whether i think its good service or not is not to be debated, but its really something to watch. He talks about loyalty and wanting someone to pledge allegiance to him in some way, and hes not loyal at all. Hes willing to throw the baby, the bathwater and the tub out the window. Why not just fire him . He wishes Jeff Sessions were not the attorney general. Why not just fire him . This is somewhere where i actually differ with the president. Im a big loyalty person, too. Jeff sessions is a class act. He is a good man who has given a lot of his years to this country, and i really wish they would do this behind closed doors. This is one area where i would ask the president to handle it differently. I understand why hes disappointed and disagrees with him, but i do wish they would do it out of the oval office. Chris christie never got anything, Jeff Sessions is now hanging on. There are some Trump Supporters who do like things that sessions has been working on. He has the power to fire them if he wants to. How many of you think this is just a prelude to getting mueller fired . That is definitely on the table. We know hes asking for Jeff Sessions to limit the investigation, which, of course, he cant do. I think donald trump going back to basic physics doesnt understand that the department of justice reports to the American People. They have an obligation to congress thats responsible for the oversight of the department. Not to the president. Of course he can pick his cabinet but thats it. I think its a huge issue thats on the table and it continues to make him look very compromised. All his team is lawyered up, including him, on the examination. Do you think this could cost President Trump support among the people who like Jeff Sessions, whatever you would call them, nationalists, people who want strong line integration policies. Could they actually side with sessions over President Trump politically . They could. I dont see them going anywhere, though. Theyre not going to go to the other side. The other side is not coming to the middle. Theyre not trying to work with anybody. It seems like they get further and further away, so the modera moderate. Thats what we call stories that we dont think are getting enough attention. Despite so Much Division in the nations capitol these days, rand paul and harris in california are figuring out how people are often punished for crimes. It often targets those with low incomes. The bill would offer states a 10 billion grant where its said bail is depending on each individual based on Risk Assessments of each individual. I went to capitol hill earlier today to talk with the u. S. Senators about their Work Together. Its interesting that were doing this today, talking about a bill that you guys have come together on, because this is a big day for different legislation that you probably could not be farther apart on, health care legislation. Correct. Does that make the relationship on Justice Reform and bail reform tougher . There are just certain issues that are not bipartisan or nonpartisan. And on the issue of what we need to do to correct the bail issues in this country, i think its a nonpartisan issue and im very proud and pleased to work with senator paul about it. We do seem to be at each others threats, and sometimes i think the media overdoes how much we are at each others throats. But were good friends. She is new to washington. We recently started to talk about Justice Reform. You were attorney general when you knew how difficult this could be. What do you say about people in the senate who say if a person is accused of a crime, we should want them behind bars as long as possible . What we have to understand about criminal Justice Policy is crime is not a monolith. We cannot have a one size fits all approach to criminal Justice Policy. And so on the issue of bail reform and the work that rand and i are doing together, its about recognizing that for some of the lowest level offens nonviolent offenses, the only difference between someone being in jail pretrial or being out is if they can afford to write a check. Thats just not fair, its not right and its not reflective of the system of justice that is supposed to be blind to who you are in terms of your wealth. A wealthy person should not have freedom while a working person cant just because they cant pay for it for the same crime. One of the things that affected me more than anything was the story of cleef rider who was accused of stealing a backpack. He was put in bail with 3,000 bail. He tried to commit suicide, he was beaten in prison. It was awful, and he eventually did commit suicide. That shouldnt happen in this country. What happens is the bail says, im going to look at the bail schedule. Lets say its 20,000. Who has 20,000 just sitting around in cash in their home . Most working people do not. But if this were to pass, some instance where somebody gets out on bail because of this legislation or similar legislation and then does something horrible. The odds are it will happen. What do you say to critics who say, look what you did, senator paul, look what you did, senator harris . I think it needs to be individualized. Im not telling judge they cannot have bail, i think there should be people in jail with no bail. But it needs to be individualized, they need to look at each individual situation. If there is a chance to someone could make bail and go kill someone, i dont want them out on bail at all. In our bill, what we are suggesting is better public policy. When that person appears before the judge where the judge has to make a determination, let the person out or stay in pending trial, instead of basing it on whether they can afford to write a check, base it on an assessment of the risk they pose to their community if theyre released.
