Police racing to New York Farm country. Witnesses divide edd, the teens at a pool party were mostly black. Cnn learning this cop had already once been sued for Racial Discrimination but that suit had been dismisses. Welcome to the lead im jake tapper. Minutes ago, correspondents and reporters were evacuated from the White House Briefing room. Josh ernest was in the middle of answering a question in the middle of the briefing when shortly after 2 00 p. M. A secret Service Officer interrupted him shouting all press come with me please everyone then was rushed out of the room we now know it was a bomb threat called in over the phone, that prompted officers to tell journalists to high tail it out of the Briefing Room. That was the second major threat targeting washington, d. C. , just today. Congressman, staffers reporters alike, rushed out of a hearing earlier today. Police clearing the third floor of the Dirkson SenateOffice Building. Lets get to michelle kosinski. Correspondents rushed out, the cameras were covered, but then one big question it doesnt appear that president obama in the west wing just feet away from the Briefing Room was moved. Right, there are a lot of questions still here. Many were referred to the press secretary he referred them to the secret service. We know the president was in the complex somewhere, we dont know exactly where. But we know he was not moved. He was just left alone. The press secretary was moved, but he was moved to his office which again is only feet away from the Briefing Room. And other staffers that were there, were told to goo into his office and they werent told to shelter in place, or take any precautions. Just to stay there in the office. Were talking about a room that is feet away from the room that the threat was directed at. Two questions are, if this were a serious bomb threat. As we think it was. I mean doesnt it raise questions in their minds they were told to stay feet away from this and if this was the kind of threat where the bomb could have been brought in on someones person in that Briefing Room everyone in the Briefing Room was led well away from the white house and kept together in a small group, in a small space, that doesnt feel great for us. Where were you taken . Well, what was interesting about this usually the most serious threats here there will be a lockdown. We cant leave the building and nobody can come in. Usually if its a fence jumper. Or something thrown over the fence. Thats a serious situation, it could be a bomb. Even in those cases, what we generally see is a lockdown. Nobody can get in nobody can get out. We stay in the building it doesnt feel great. You dont know what the threat is at in a point, youre given very little information. We were moved out of the building, and then moved off the premises in a series of steps, and then moved into the building that is right across the street from the white house, kind of in an outdoor hallway kind of area it was a series of steps, moving further away from the white house. And if the nature of the threat were such that this bomb could have been brought in by someone that was in that group. I dont want to be kept in a small space. I want to run away. Its very strange. The secret service didnt want anyone to see what was going on. They covered the cameras. Which is odd, ive never seen that either. That is odd. I would think that would be understandable if everyone is required to leave, why would the cameras be allowed to stick around and show everyone the sensitive parts of the investigation. I dont find that really surprising but its weird. Its unusual. And then they didnt want us to see what was going on on the north lawn with the investigation. If it was serious enough to take this very unusual steps, and you know i was here for four years, none of that happened when i was here ever. If it was serious enough to take those unusual steps, why wouldnt they move president obama and his staff feet away. Very strange. Lets bring in evan perez, hes our justice correspondent. Evan youve been working the phones. What are you hearing . Well you know jake as michelle has said this has been a strange one, because, you know these threats are quite common. Have you a lot of phone threats that are made into capitol hill. Into the senate and house Office Buildings. The caller who called in to the who made the bomb threat this morning, said that they had placed the device in the offices of the Senate Homeland security committee. This is right next door to the hearing, which is a picture we were showing a minute ago, the tsa hearing that was interrupted this morning. The specificity of that threat is what made the Capitol Police say were going to take this one seriously. Most of the building was left alone. It was just the third floor that was cleared out in that area specifically. At the white house, were told that the threat actually came in to the metropolitan police which then sent that over to that information over to the secret service. The metropolitan police bomb squad, also responded to make sure everything was safe. They had some inclination that this was a hoax out of an abundance of caution, they had to clear the buildings. We should also ad weve had a series of these in the last couple weeks. A lot of threats against airlines in particular. Now were checking the investigators are checking whether or not theres a connection between all of those, simply because there does appear to be these types of threats and because of the Media Attention it generates, Authorities Say it almost seems to feed on itself and encourages more of these threats to be made. Is there any indication that the two threats today were linked in anyway . Its not clear yet, that is something obviously, because of the fact that they happened hours apart, they are checking these things are not easy to solve quickly. Thats among the things the fbi, the secret service, everyone is checking on to that. Thank you so much. Im joined on the phone by joe johns on capitol hill. Tell us about the threat this morning at the tsa hearing in the senate. Right. Let me give you some sense. This is based mostly on the chronology that comes from the u. S. Capitol police and their emails, around 12 34 eastern time this afternoon, the Capitol Police got a suspicious package report and cleared the third floor hearing room of Homeland Security committee. Multiple floors were reported cleared, it was pretty cleared, you heard evan speaking multiple corridors apparently on the third floor were cleared, along with some additional elevator security around 12 50 we got more information from u. S. Capitol police. They said this was as a result of a bomb threat that had been phoned in at that time they brought in the bomb sniffing dogs which you can see on the third floor of the dirkson building. The interesting thing about this and what doesnt happen on capitol hill all the time is the amount of time it took for the all clear sign to come. That didnt come until 1 21 eastern time. So the authorities were apparently checking out very carefully. In the midst of all of this adding to the confusion, i think. There was a report of an unattended lunch cooler of all things discovered in the courtyard of the russell Senate Office building which is right next door to dirkson where all the excitement was. Officially there is no known connection between what happened here on capitol hill and the white house, but its clear that this is a question authorities need to check out as you heard from evan theyre also a bunch of things happening at least right now, jay. Joe johns thanks. Lets bring in dan bongino. He was stationed at the white house for five years. Dan, you were here for half a decade how uncommon is this a full evacuation in the middle of a press briefing of the press corps. Its extremely uncommon jake. The reason being. All the glory, you see the secret Service Getting in the movie, its not just a security operation, theyre also very cognizant of the optics. It doesnt look good to evacuate the pressroom especially in the middle of a press conference. Not that that would override a significant security decision. I can tell you from experience that to get to that decision to evacuate the pressroom in the middle of a Live Press Conference probably involved someone at the upper executive level of the secret service, which said to me it was a very serious and credible threat. Can you think of any reason why that evacuation would take place . But the white house staffers and the president mere yards away from the White House PressBriefing Room would not be evacuated . Well i can tell you with regard to the staff that that part of it is not uncommon. Ive been to a number of situations in the white house, and out of town with the president , where we get a kredible threat maybe not this serious, but the staff stays behind to make sure the paperwork is gathered nothing top secret is left out. I dont find that part uncommon. The president its custom i hate to speculate, i dont think i dont think the president was left in his office that nobody did anything. Im sure theyre trying to be very delicate here not give the impression that they hustled the president out of his office during his birthday. Knowing the secret service, and knowing how the system works, they probably made it to their highest level of threat during this this bomb threat incident. I cant imagine the president was left undisturbed. I think theyre probably being delicate with the story. Thank you so much for your time. Our other Big National Story of the day, a police race to a small new york town after two escaped killers might have been spotted there, a witness says the men were walking in the rain last night and took off when approached. Police for the first time appear to have a real lead. The new York State Police essex county sheriffs and officers deploying helicopters to search from above, while painstakingly combing the corn fields on the ground. After someone spotted two people who looked out of place, two people authorities hope are richard matt and david sweat. Wellsboro is a bit more than 30 miles away from the federal prison they escaped many the Law Enforcement has to cast a wider and wider net the longer they are on the loose. The prospect that these cease yo paths could be anywhere remains frightening, because of how dangerous they truly are. Especially the older of the two killers, richard matt when he went on trial in 2008 for bludgeoning his boss to death before cutting off his bosss head arms and legs with a hacksaw. Authorities lined his suit with elect electrodes so they could shock him into submission right there in the court. I want to start with jason carroll, who just arrived in well willsbor. A source familiar with the manhunt said these men are likely on foot right now. What else can you tell us . There are a number of Law Enforcements who are out here in this heavy wooded area. We actually spoke to residents in this densely wooded area. He said about 10 30 this morning. Thats when 50 Law Enforcement officers showed up on his property. His property bordered on one side by train tracks on the other side by a river. They began searching the property. A barn next door and then proceeded into the wooded area where they remain even now. Also jake i had a brief opportunity to speak to a woman who worked not so far from where im standing in town. She works at a local meat shop. Investigators showed up at her business there. They wanted to look at her security cameras, they viewed her security cameras, she said they did not find anything on them. And then they also went to her sons home looked at trail cameras, anyone who knows the country knows what those trail cameras are theyre placed out in the woods so they can take pictures of wildlife. Theyre in the process of taking a look at cameras as well. We have a number of Law Enforcement still out in this woody area here. Good lord jason, thats got to be terrifying living there, trying to operate a business there, in willsboro with these two mad men out and about. What is the mood among residents . You can imagine nervousness. Nervousness among a number of people. Theyre taking precautions, locking doors, leaving lights on outside and being on the lookout for anything that might be suspicious or out of the ordinary. You described both of these men as sociopath ss they are extremely dangerous and have proven themselves to be extremely violent. Lets go right now to paul sandoval. Hes in new york. The more evidence investigators are able to piece together about this prison break. The more meticulous the plot appears. You get to speak to some of the people who live in the shadow of the clinton correctional facility. There seems to be a consensus that they had some form of help. Really that lingering question remains. How on earth were they able to execute such an escape. At least two of the people who can answer that are still on the run. A female prison employee who worked directly with both prisoners has been questioned by authorities. Described as being somewhat cooperative after being interviewed. Authorities trying to determine if she provided cell phones money or tools to the inmates. So far, police havent said if she played any role in the escape. What we do know is that the prisoners were allowed extra freedoms for Good Behavior included being part of an honor block, where inmates are allowed to go outside every day and congregate together inside in the evenings. It was an orchestrated plan. Sometimes in the honor units, we overlook certain things. Okay you get the tool back to me later, whatever. A man claims to have seen the fugitives in his backyard the night of the escape. As soon as i came across they ran out of my yard. One of the escapees supported a buzz cut and carried what appeared to be a guitar case over his shoulder. 35yearold david sweat serving life without parole for killing a Police Officer in 2002 his accomplice 49yearold richard matt serving 29 years to life for beating, killing and dismembering his boss. The inmates gained access to power tools and cut a hole in their cell. They cut through a 24 inch thick brick wall 24 inch steel pipe and gained access to the city sewer where they encountered a manhole and escaped to freedom. Authorities continue with the very aggressive search particularly 30 miles south of here. Looking into reports of suspicious individuals, authorities continue to offer that 1,000 reward leading to the capture of these two dangerous individuals. Thats putting it lightly. Thanks so much. Lets bring in lenny depaula, hes the regional commander for the Group Heading up the manhunt right now, and mary ellen otoole, thanks for joining me. Let me start with you. The leads here how good do you think they are . Do you think that Law Enforcement is closing in on these guys . It certainly appears that way. Were hoping theyre credible. Ive been in touch with a few of the guys on the ground there, they set up a pretty decent perimeter, they have aviation support, canine checkpoints and what not, they have to take it serious. All indications are that these two convicts are on foot. And that they are still together. Does that surprise you . It doesnt surprise me until it gets to the point where the younger escapee will pose a problem or a threat to richard matt who probably is the one thats an actual psychopath. Because psychopaths have no loyalty to one another. Not family friends. So at a point where theres a problem, richard matt will cut ties even end up killing or harming his co escapee. Theres no loyalty between the two. Why do you think that he is worse than the other escaped convict . Theyre both extremely violent. No question about it this may come down to a matter of labels but a point of view regarding two psychopaths. Matt really has a much more violent criminal past. He also has escapes in the background. And we know anecdotally in a prison psychopaths get bored, because one of their traits is they are thrillseekers and they tend to get very bored. One of the things that they do is esz cape from prison. And also psychopaths dont pair up with other psychopaths. Theyre very narcissistic and they want to be the top one in the relationship. With the Staggering Number of tips and reported sightings beak reported to authorities. How does Law Enforcement filter through whats legit or whats not. Do they have to check out everything . They have to check out everything. Theres been tips coming in as ridiculous as these guys running on the beach on south beach at 3 00 this morning. Its funny, but its not. My biggest concern with respect to both of these guys is whats their mindset at this point . Is it suicide by cop, did they get their hands on any weaponry do they have a weapon . Thats my biggest concern. If they got these guys in their sights in willsboro, that it goes down without incidents and nobody gets hurt. So much of this initial investigation focused on one woman who works at the jail. Shes been questioned in connection to the escape plot. Her son very vociferously defending his mother saying she had nothing to do with the escape. What do you make of Police Questioning her . Well i think police have to question her, when you have a case like this whoever helped these escapees get out. Theyve thrown away their life. Theres only three reasons in my experience where i had seen this happen its loyalty. If youre a jewel thief, maybe you could throw a few diamonds the way of the person that helps you. The most likely scenario that weve seen in other cases is love. A woman gets wrapped up with a male inmate and gets deluded into thinking this is someone that is going to be the love of her life and unfortunately, too often when this laps shes basically thrown her life away whether its this woman or some other female working in that facility. All right, we should point out again, that the son has said his mother had nothing to do with it dr. Mary ellen owe teal. Thank you so much. In our politicians lead today, Dennis Hastert mopped outside court as he faced a judge for the first time. What did he have to say outside the courtroom. We have some breaking news in our politics today. Dennis hastert pleaded not guilty in federal court to charges he lied to the fbi and tried to hide 3. 5 million that federal prosecutors say was compensation and hush money. Sources telling cnn that misconduct was sexual in nature. Hastert was a teacher and wrestling coach at a high school in illinois before he went to congress. What was hasterts demeanor in court today. He was polite and quiet during a brief court appearance. When asked if he understood the charges against him, he said, yes, sir, it was a far different scene outside when he arrived at the courthouse alone, not accompanied by his wife children or family as he prepares to fight these charges. After 12 days in hiding Dennis Hastert arrived at federal court in chicago to a spectacle. What do you have to say to people he fought his way through the biggest crush of cameras, since his time as the longest serving republican speaker of the house. Hes accused of paying millions of dollars in hush money to keep secret allegations of Sexual Misconduct from his time as a High School Wrestling coach. He pleaded not guilty and was ordered to surrender his passport all firearms and give a dna sample. Hes retained a highpowered defense attorney who has represented high profile clients dating back to watergate. Since he was indicted late last month. Yorkville, illinois has been rocked by the sensational charges. The allegations arent from his time as one of the most powerful men in washington but from four decades earlier. The pages of this 1968 yearbook show hastert as a popular teacher who enjoys athletics and working with young people. The name of the person receiving hush money has not been disclosed. But the sister of another former student has accused hastert of sexually abusing her brother, an equipment manager on the wrestlingwrestle ing team. I asked him, when was your first same sex experience . He looked at me and said it was with Dennis Hastert, and i just i know i was stunned. I said why didnt you ever tell anybody, stevie . He just looked at me and said who is ever going to believe me in this town, who is ever going to believe me. The house will come to order. Hastert is not charged with Sexual Misconduct the statute of limitations on any such allegations would have long expired. He faces these two counts. Illegally structuring Bank Withdrawals in payments made to a person the indictment refers to as individual a, and lying to the fbi about it hastert allegedly said he was setting aside cash because he didnt trust the banking system. Each charge carries a penalty of up to 5 clears in prison and a 250,000 dtz fine. Paul butler says he expects hastert will ultimately plead guilty to avoid a messy trial. This is like going after al capone nor tax evasion. The arent department is bringing charges against a 73yearold politician whos out of office has everything to do with the underlying allegations. Now, hastert left the courthouse without saying a word his attorney also did not talk to reporters after the proceedings. The judge ordered hastert to have no contact with any witnesses in this case he was released on 4500 bond. The judge told him he must stay in the united states. Thank you so much. The world lead now, the tools of terror used by isis new u. S. Intelligence is exposing some of their tactics, its not just what the terror group is using, but also whom. The women of isis they play a very large role in the operation. That story next. Here at td ameritrade, they love innovating. And apparently, they also love stickers. Whats up with these things, victor . We decided to give ourselves stickers for each feature we release. We read about 10,000 suggestions a week to create features that as traders wed want to use, like social signals, a tool that uses social media to help with research. 10,000 suggestions. Who reads all those . He does. For all the confidence you need. Td ameritrade. You got this. Welcome back to the lead. Im jake tapper. Isis wives, playing a more prominent operational role. New intelligence gathered in last months Delta Force Raid in syria, suggests that the terrorist Group Believes the u. S. Pays less attention to female wouldbe jihadists. This comes as isis tack stickal capability is becoming more sophisticated by the day. What are your sources saying about how the coalition will try to adjust its strategy to defeat isis on the battlefield. Right now, it looks like the white house is looking at an option to send up to 1,000 Additional Forces to iraq mainly as trainers. Training to get those iraqi troops into the fight. In iraq in syria, the bombs are getting bigger much bigger and the u. S. Is trying to figure out what to do about the growing number of improvised explosive devices or ieds right from the first bomb making step. Some in congress are calling for the u. S. To do more to keep the explosive material itself from flooding into the battlefield. You dont want ammonium nitrate, you dont want other elements of process of the ied to be developed, because we havent shut down the smuggling net, woulds. As iraqi troops now struggled to retake ground u. S. Military intelligence Officials Say the mega ieds are changing the battlefield. Bulldozers and humvees packed with explosives helped isis grab control in ramadi leaving iraqi forces to flee. Below ground isis operatives dig tunnels in multiple locations and pack them with explosives. Cnn has learned the pentagon is looking at highly classified sensors that could patrol overhead. Sniffing out explosives looking for indications of radio frequency or magnetic triggers. The idea would detonate the ied before it gets near iraqi troops. It comes as another isis tactic using women as operatives or curriers is getting growing attention. The u. S. Special representative on Sexual Violence and conflict described female slave markets where women are stripped, bought and sold. He used her for a while, and he got tired. He uses them as slaves. She says theyre also used to lure more foreign fighters. U. S. Intelligence is also looking at the possibility that some women who have joined isis may be more important than first thought. Some may be working as curriers or involved in operations. The u. S. Trying to still catch up with isis ever changing tactics, one top priority is to help the iraqis get trained up and get the weapons to be able to deal with those mega ieds, jake . Thank you so much barbara starr. Lets bring in congressman Adam Kinzinger from illinois. Thanks for being here. Yesterday at the g7 summit president obama said in a moment of candor that the u. S. Lacks a complete strategy for training Iraqi Security forces at the current time. With all due respect, sir, weve been training Iraqi Security forces for 10 years, i dont need to tell you, you were in iraq fighting it doesnt seem like enough iraqi forces walk to fight. Well yeah thats part of it. The need to fight is there. Part of what happened after we left iraq in 2011 the Prime Minister basically made the decision to make the iraqi army a political army. He put his friends as officers. And what you get then is an epic whack of leadership when you had this rapid on slaught of isis you saw leadership melt away ill tell you, theres no military in the world that if they see their leaders melt away you wouldnt have the ground soldier melt away. I think the iraqi will to fight is still there, we have to strengthen the leadership of it theres no doubt that this is not a great scenario to be in. Every day it goes by it makes the inevitable fight that has to happen even harder. I want you to take a listen to what your fellow republican had to say on the senate floor yesterday, responding to president obamas comments. One has to wonder whether this president just wants to wait out the next year and a half and basically do nothing to stop this again side bloodletting horrible things that are happening throughout the middle east. Do you agree with that that president obama is just kicking the can down the road to the next administration because he doesnt want to send more significantly more u. S. Troops. I think the president could wave a wand and this be gone the problem is hes not doing it. This is going to take some tough decisions. For instance its taking military intervention. We know that its probably going to end up taking more. You say no boots on the ground. Youre saying the existence of american boots is the existence of isis. I think he could make a huge difference to the American People to his popularity and his war effort if he would do an address from the oval office telling the American People who isis is why they pose a threat to us. Why stability in the middle east matters and how our young men and women are going to destroy this threat that poses a threat to our homeland. Whats the answer to the question that the American People would probably say in response to president obama, where are the egyptians, where are the turks, where are the saudis where are the amaradis. Isis poses a threat to them in the region before us. Well they do. And i think its important to note we have arab participation in this think about it this way. Jordan for instance i hear people say, well just let jordan handle it as an example. Jordan has 6 million people, thats the size of illinois without the city of chicago in it. To say illinois without chicago should take out isis is unrealistic. I think they should do it in conjunction with us but we have to recognize that with everything weve invested. An 18 18 trillion economy and protecting our shipping lanes. We bring a unique capacity to bear whether thats technologically militarily or the ability to bring people that dont always see eye to eye together to come up with a common goal. Thats where the president can have a strong position of leadership. As long as i have you here and as long as you bring up your home state of illinois. I would love to know your reaction as a fellow republican from illinois to the charges against former speaker hastert. Its very devastating, we dont have the details of everything besides what we read in the indictment. Theres no doubt, somebody from illinois and somebody that knows the former speaker, this is sad, and hopefully, we get answers and justice either way. You never heard any rumors along these lines, being from politics in illinois . Never, and nobody in illinois that ive talked to has heard that either. Its really it took us by as much surprise as anybody. Congressman, thank you so much. Appreciate your time as always many. He shoved a girl to the ground and pulled a gun on others neighborhood debates, if race prompted these actions from a texas cop. He has heard this charge before. Welcome back we are learning much more about a texas Police Officer who pushed a teenaged girl in a bikini to the ground and pulled a gun and chased other unarmed teens. A supervisor among the ranks near dallas. Also in his background a racially charged lawsuit. We should point out, that was dismissed. No one disputes a pool party got out of hand. Some teens jumped the fence to get inside. There was also this fight. Racist comments prompted this scuffle. On the question of whether race motivated the Police Officers response to the scene, that depends on the person you ask, and answers do not break down along racial lines. Lets go to cnns nick valencia. You just learned that the family of one of the teens is now going to file a formal complaint. 16yearold zach is one of the young men you see in that video, hes one of the first teens that the officer gets physical with. Pushing the young mans head to the ground as hes sitting on the curb. He showed up at the Mckinney Police department with his mother to file a formal complain the. They want to see him gone or resign. We have been digging more into the background of this officer, back in 2008 he was accused of racial profiling. Failure to render aid and Sexual Assault in a civil lawsuit that was dismissed by a judge. We have new information about what he does here. Hes a supervisor a corporal. He also back in 2008 was a one time officer of the year as a matter of fact i stepped inside that Police Department and his name is on a placard thats shining bright on their wall of honor. Members of the community there in that subdivision are standing by him, saying hes justified for unholstering his weapon he was fearing for his life some have received death threats. Others teens at the party, thats not what they saw, they say, of course this all started because of a fight weve been reporting about. Its unclear what led to that fight. Depends on who you ask. Some say there were racial slurs being thrown at those teenagers, others say those teens got out of control. Once interesting is that the witnesses that youve interviewed and ive seen in other press accounts. It doesnt break along racial lines. There are whites who saw what happened the policeman was completely out of line he wouldnt have done that if it was a bunch of white teenagers, in fact the Police Ignored the white teenagers at the party. They say the police had every right to do what they were doing . One of the most vocal supporters is an africanamerican man in his 40s who was very vocal when we showed up on the scene early yesterday saying that this isnt about race this was about teens who were not respecting authority, who got out of control, of course as weve been reporting, these teens, they dont see it that way, they feel they were targeted the black teens were separated from the white teens and they were unfairly treated by this officer whose resignation that they are now demanding. Jake . Thanks so much. Appreciate it coming up you think you know everything about the 1970s . Or maybe its just a blur to you or you werent born yet.
