Looks like one of them is behind you there in the city hall area. Whats the mood on the ground in baltimore right now . Reporter its without a doubt tense, as you would imagine. Its different in a lot of different communities. As you have said we have seen peaceful protests today, we have seen standoffs with the police. We have seen arrests in some cases. Were starting to see the Police Strategy now that we have more police from different areas as well as National Guard here in the city. Were seeing the evolutionary of tactics as you saw when you were on the ground in ferguson jake. The police maintaining their lines and identifying one or two individuals who they believe are causing trouble or throwing things at police. They will then move into the crowd, aggressively arrest that person and then go back to their lines. Weve seen that throughout the day as well. Weve also as you said scene a lot of people bringing out brooms bringing out shovels, bringing out whatever they can to help now clean up their communities and wu saw that from the Early Morning hours here in baltimore. People who locked themselves in their homes last night watching their neighborhoods erupt into sporadic violence came out this morning unlocking their doors to try to clean up what others had done. And we heard a lot of frustration and anger, not only toward the police but ainge about the destruction in these communities, the cvs, the stores, the mom and pop stores which were looted which were destroyed. Theres a lot of rebuilding to be done and of course the big question is what is going to happen tonight as night comes. Weve seen businesses boarding up as well. A number of businesses already in the city have remained closed throughout the day. Schools were closed as well. Miguel marquez has been at the center of the riots since they touched off yesterday around this time. I want to bring miguel in. Miguel are police and city officials, what are they goingdoing to make sure that the images that we saw from last night do not look like that tonight. Reporter this is what they wanted to avoid. Theyre applying much greater pressure across the city. This is as bad as it was. You can see the police line here holding the line here at north avenue. Just a block away is mount street, another block down is where freddie gray was arrested. And then later died. I want to show you what the people are doing here. Look at this. This is the line. So individuals here have their backs up to the Police Officers and theyre holding the line against other protesters. It is heated down there. There are moments of great tension down here. But it is organized. They have a loud speaker that they allow people to address the police with and theyre trying to vent their anger that way. It is extraordinarily personal to the people in this neighborhood what is happening here. Every rock that was thrown every bottle they feel was for their uncle were their brother, was for their cousin. Everyday will tell you in this neighborhood that theyve had a specific problem with the police. Overnight 235 arrests of individuals, mostly between 18 and 30 years old. 15 Police Officers injured. Some of them very badly. Three firefighters were injured. The cvs that was burning is right across the street here as firefighters moved in there trying to turn out the fire. They were being stoned by the protesters here as well. Any sign of the government or the Police People here are extraordinarily distrustful of. Even talking to people about the Beautiful Service for freddie gray yesterday before all of this broke out, people said they saw that and they saw it as just politicians coming together to talk and not really do anything in the city. Simply using them as a pawn basically and they want real change. Will it come . That is the big question. The lockdown is on now. The cleanup in this area is on now. Anger engulfed so much of baltimore last night. But map out for us how and where these riots seem to have started. Two things set the map on fire. Concern from the police early in the day that they were being targeted by violent criminal gangs. Second the social media call for young people for a purge or violent action at a local mall. The mall that were talking about is really north of where freddie gray was arrested and his funeral was held. That is indeed where at 3 00 this started 0 to get returned way. Kids ran in ransacking businesses stealing some things. A couple of Police Officers responded trying to contain it. But by 3 45 that was clear that would not be the case because it had spilled into the street where there was rock throwing brick throwing and response with tear gas and pepper spray. It was still largely in this area. But look what happened. By 4 00 everyone was on the run. Basically what seemed to be happening in retrospect is that the rioters were moving more quickly than the police were changing streets, changing directions and the police could not respond quickly enough. Some officers wound up isolated. Some had to abandon their equipment. And by h 4 30 we had scenes like this police cars being trashed and set on fire ap then it seemed to be on the verge of breaking out pi by 4 45 thats when we saw the cvs being hit. Were less than two hours away from when this started and already you have businesses starting to be hit, ran sked and robbed of everything and eventually set on fire. By 6 20 thats when we started hearing calls from Major League Baseball saying all of the events are happening here all the way down here at cam den yards, thats where they were stepping up security and they eventually postponed that game. And from then on by 7 00 we had a state of emergency as incidents spread throughout the city. We dont know if all of these were connected to the initial trouble there. But you see how it simply populated everywhere. And the final tally that of course you cannot deny. In the end more than 200 people arrested 144 vehicle fires, 19 structure fires and 15 Police Officers injured. And right now a city full of officials and residents looking at the map and saying how do they make sure that this doesnt just keep going on for another night. Jake . Tom foreman, thank you. Lets go to the streets of baltimore right now with cnns rye on ryan young is. No class today for the city students. Youve been out in the thick of it. You were just feet away when Police Arrested a protester as everyone else around him was calling for calm. What are the protesters in the streets with whom youve been speaking what are they telling you . Reporter i can honestly tell you, if it wasnt for the protesters who were here who were self policing with that situation could have been a whole lot worse. When that young man decided to throw his bottle toward the police over there, everyone sort of rushed toward the police. What we were told by several people he tried to throw something three times and was stopped by the police. But then they came and arrested him open then hen he was actually pepper sprayed. That pepper spray incident really took out half the crowd around this area. Everyone started running. My photographer and i were also hit by the pepper spray. You can see the cvs here. You can see the crowd has taken over the intersection. It has remained mostly peaceful. In the last 40 minutes or so there have been some young men on motorcycles who have been coming up and down the street. But the crowd has self policed by maintaining a distance between them and the Police Officers and its the coordination that weve seen from them has stopped this from escalating. Ly tell you everybody is worried about nightfall. This is the real concern here. Teachers have been out here in force because they wanted to talk to their students to make sure that if young men were out here they heard a voice and someone theyve heard from before to talk them off the ledge to make sure nothing happened. The crowd is still talking, very upset about the pepper spray moment. Theyre trying to show the world that baltimore is not about what happened last night. Perhaps some of the most shocking scenes from last nights violence were the looters smashing windows and taking seemingly whatever they could carry away. They came out very early this morning in a lot of different neighborhoods to try to fix what got broken last night and to tray to do what they could. There were a lot of people who were upset. The cvs in their community has been destroyed. Thats an important business in their community. Thats where a lot of people get their supplies and medication. There are a lot of people today wondering who happens next and are these businesses going to rebuild. Are they going to be able to rebuild. Its not just the big chains. You saw a lot of mom and pop stores being looted and destroyed. Thats the big question will they have the capital and be able to get the investment to be able to rebuild. I want to bring in joe jones. Youve been seeing and talking to people who are concerned about what happens now. Very concerned. And if you talk the 30,000 foot view the Macro Economic effect on this community could be enormous. Its not just the buildings and the fires that were set, but then you lock at the secondary impact things like professional baseball games being canceled krnsd about conventions and tourism. All of those are going to be factored into this. But on the ma kra level right down on the streets, you find out thaw the impact of all of this financially and economically is pretty harsh on some of the people who live in the communities. You talked to a woman today who had a real question. Where do i go get diapers. Absolutely. Last night, baltimore, looting an the liquor store here the Beauty Supply store completely trashed. On the other side of the street two men from the neighborhood, one with a baseball batting out for trouble. When the sun came up many businesses on the same block were shuttered, leaving more than one woman on the street pushing a stroller with kids looking for a place to buy pampers. Im trying to find some pampers. I cant find no pampers nowhere. Reporter did they tear up the store . They looted everything. Corner stores are closed. No pampers. I have to go to the county to shop. Theres nothing open up here. Reporter this is the reality of what happens when unrest hits neighborhoods. Its the moms and Senior Citizens who live there who suffer because the closest store that caters to their needs went up in flames. And the question is whether that store come back if ever. Im quite sure it will come back but no time soon. This neighborhood is destroyed for a while, you know. And its sad. Thank you. Reporter the Hardware Store on the corner was spared. Its been here 25 years. A lot of businesses were affected out here but they passed you by. Is that because you have a great relationship with them . Correct. Well they attempted to break the door and the gries in the community stated that they reporter but the asian owned liquor store wasnt so lucky. If young john johnny had a problem with mr. Yank last near this was his time to show mr. Yang that he was very displeased with him. Reporter regardless of who owned these stores if someone damaged them or looted them its a problem for the neighborhood as a whole. So what are the activists say about the unrest that occurred in all of the damage a in the communities . They say these communities never had much to start with they were in need of more investment before the riots began and theyre going to be in need of any and much more now. To see the Senior Center last night burning to the ground, thats something that the Baptist Church had been working on for years, more than six years to try to get that built. They were months away from actually opening up. That was another huge tragedy. The question is again, though they are optimistic will they be able to rebuild the Senior Center. Jack theres a lot of questions tonight. And as we talked about at the top of the broadcast, people are very concerned about what happens in the coming hours. Is the Police Presence the National Guard presence is it enough to stop from what we saw last night from happening again. And a lot of other questions as well jake. All right. Anderson, stay there. Were going to talk and get some answers about the Law Enforcement presence right now. The National Guard, of course moved into baltimore early this morning. The governor of maryland calling the decision a quote last resort but a necessary one to restore order. These are some of the images of the maryland National Guard, suited up fatigued armed, braced prepared for the worst. So far thankfully the protests have been pae peaceful today. Maryland National Guards spokesman colonel john koehler joins us on the phone. You now have 1,000 guards men and women on the streets of baltimore. What has the response to their presence been like . Well the response has been very positive. The citizens are glad to see us. Some are concerned that it does heighten the awareness of whats happening. But mostly the feedback were getting is very positive. Theres also a question when the National Guard is called in about making the streets of baltimore or ferguson or wherever looking like a war zone because obviously these are soldiers. Have you heard anyone expressing chagrin at the necessity that the National Guards men and women are there . Yeah. I mean theres obviously yes. Weve had people that are concerned obviously about it. But were really working alongside and with the state police and Baltimore City police who have been doing a really good job in trying to use restraint and stuff they can try to control the situation. Things have been pretty peaceful today in baltimore thankfully. How concerned have you that that might change once the sun goes down even though there is this curfew in place . Well its always a concern. Anytime, as you saw yesterday, the situation can change dramatically in an instant. You know we feel that with the curfew in place hoping that there wont be as many people out on the streets. Well have our presence out there along with the state police. We should be very visible and well be able to respond quickly if anything does happen. We realize that it is a very difficult situation. Baltimore is a very big city. We have our people strategically located throughout the city to ensure and minimize any type of incident that may occur. Colonel, what are you told the National Guards men and women under your command about what their response should be if there is violence this evening . Well as any situation that were involved in they want to use the minimal amount of force necessary to control the situation. Thats really what we do in anything. Were trying to minimize any type of you know, level of force that well use to try and control it. So theyll being told the use the minimum amount of force nest. Minimum amount of force necessary to control the situation. Obviously they have to protect themselves as well. Right. The National Guard of course supposed to provide backup for Baltimore Police for maryland state troopers. Could that role change if the situation escalates . Yes, it could change. But that would be you know a very extreme situation. I think the general made it very clear last night during the press conference that we want to reiterate that the military is not taking over. We are in a support role. What were doing is making sure that the police are able to do their jobs and were hoping to facilitate you know from a logistic standpoint and provide additional personnel to make sure they can do their job, which is enforcing the laws of this city and state. Have you or any of the National Guards men and women under your command been stationed in iraq or afghanistan . Oh yeah. I mean i have. Many of us have served overseas. We have a lot of experience in various missions. And i want to say, you know like myself most of these missions that many of our soldiers have done have been peacekeeping missions just to reiterate that. Weve served here in maryland many of us including myself served in louisiana for hurricane katrina. These domestic type missions are not new to us. Overseas missions are not new to us. We have a variety of skills that we can bring to the table to ensure and help bring the situation under control. The mayor received criticism over what some described as the flat footed response to the violence. Questions are being raised about why the city did not have more officers on the ground. Anderson, as we discussed yesterday on this show its not just the response to yesterdays violence that has people upset. Its also some of the comments that the mayor made over the weekend. Reporter yeah thats right. The mayor, stephanie rawlingsblake she had already raised eyebrows over some of the comments he she made this weekend. She made this comment shortly after we got our first glimpse that the protests were taking a turn over the weekend. Heres what she said. While we tried to make sure that they were protected from the cars and the other things that were going on we also gave those who wished to destroy space to do that as well. Reporter now the mayor said those comments were taken out of context, they were twisted. That she wasnt saying she was giving space to people to destroyed property and businesses. She was saying that unfortunately the space they had given to Peaceful Protesters she meant was used by people some people for violent purposes. Nevertheless people lost businesses who are left wondering why Law Enforcement officials didnt do more earlier, jake. Theres a lot of people who are starting to doubt this mayor here on the ground. Thats right. Even if you talk what the mayor said on face value as to what she says she intended theres a big question about the policing. Anderson stay with us. I want to bring in cnn legal analyst sonny hostin and jeff my toobin. Sunny, i know you have a close personal relationship with mayor rawlingsblake. Now, sonny, she says her words were twisted. As her friend do you understand why people took her words the way they did . Reporter you know i dont actually understand. Because anyone that knows this mayor, anyone that knows stephanie rawlingsblake they understand shes a daughter of baltimore. They understand that her father was a very wellknown legislator. They understand that she is a lawyer. She is measured. She is a critical thinker. They understand she still lives in the same home shes lived in for 20 years in not the greatest neighborhood in baltimore, that her brother was almost killed on her doorstep. Yet she still remains in this city. She loves this city dearly. And to suggest that she intentionally allowed people that were less than peaceful to destroy or city is certainly a mischaracterization not only of her words but of this mayor. I dont understand that. I do understand though some of the criticism that shes getting in terms of this flat fooded response. But jake i have to say, weve seen in ferguson i think, this militarization of police. And there are two schools of thought. You can do it that way and some people will say that that is excessive and that that leads to the sort of destruction that weve seen here in baltimore or you can have this measured response that this playermayor had. I think its too soon to tell whether or not either process works. I dont know if something in the middle is pos possible when youre dealing with a fluid situation and dealing with anger in this community. The problem is jeff i want to bring you in the criticism of the mayor for those comments the idea that she was giving space to people to be violent, people saw Police Officers standing back while people were looting and not moving in on them which does sort of validate those who believe thats what she actually intended was giving space to people. Do you believe she deserves the criticism shes been getting . I dont know what she meant over the weekend. And frankly im not sure how important it is. I think whats far more important was the shockingly incompetent and inept performance of the city of baltimore and the Baltimore Police yesterday letting people loot for hours at a time. That is not how police should behave. That is not how a city should be managed. Of course the principle responsibility belongs to the criminals who were destroying their own neighborhoods. However, the shopkeepers, the people who live in these neighborhoods, who work in these stores who shop in these stores they have the right to be protected, too. And i think the city of baltimore is going to pay a price not for years but for decades for what went on yesterday. Sunny i want to play a clip from a press conference last night. There is a difference between what we saw over the past week with the peaceful protests. The difference between those protests and the thugs who only want to incite violence and destroy our city. Both mayor rawlingsblake and president obama today using the word thugs. Sunny, you take issue with that. Reporter i do. Its not a word certainly that i am comfortable. Its not a word that i use. I think we can all agree that that word that term has been racialized and i think what i saw during the riots was i saw a lot of crimes being committed, i saw assault, i saw theft and arson. Those are crimes. Should we call them criminals . Yes. Thugs . Im not comfortable with that. Theres not a place for name calling, especially racialized name calling. What about the governor. He seemed to go out of his way in the press conference last night to point out that he couldnt act until the mayor called him. He said the mayor did finally call him. 30 seconds later he said there was a state of emergency and the National Guard were being called in. What do you make of his response at the state level . Its a pretty unseemly spectacle to have a governor and the mayor blaming each other than their joint failure regarding the people of the biggest city in their state. You know as far as i understand it, governor hogans phone has a dial or buttons on it where he could have called her and said what the hell are you doing . Why dont you bring in the National Guard. Im ready to act. So you know his behavior that oh you know i was just waiting around. s not a governors job simply to wait around. Were going to be talking about for a long time how the government broadly defined of baltimore failed. But lets be clear. It failed and somebody and maybe a lot more than one person are going to be responsible and you know who it was precisely is hard for me to know. And just quickly, i should point out, i think the governor said he had attempted to reach her and had been unable to. But we need to learn more obviously about the timeline of all of that. Right now a city on edge baltimore, fueled by the death of the 25yearold freddie gray all ignited by cell phone video. The images showing officers pulling freddie gray into a police van. Gray ended up in a coma that day. He died a week later from a severed spinal cord. Police are yet to speculate how he may have became so badly hurt. Cnn justice reporter evan perez joins me live from baltimore. Baltimore police said they would wrap their investigation by this friday. But believe it or not, were being told that the findings may not be made public that day. Why, evan . Reporter thats right. The problem is they say that the investigation is going to continue for some time. They say its not over. However theyre going to stick with their original deadline of friday to turn over an investigative report to the state attorneys office. These are the prosecutors who are going to decide whether or not to bring charges. I think people on the streets are expecting charges on friday so thats going to be a problem. And you also have some new information into the fires that we all witnessed during the riots last night. What have you learned about those . Reporter thats right, jake. The atf is sending its arson investigators here and theyre planning to bring federal charges in these fires. They already have some promising leads, particularly in one that destroyed a Senior Housing center in baltimore. They say theyre going to plan to bring a federal prosecution of these fires. And the first step is to step out here and do it. Trying to polish baltimores reputation after mondays riots left it badly tarnished. This is called a love line. But i think a lot will just depend on what happens in the hours ahead. But i think what you said in that piece is so important, focus on the people and the is individuals that you focused on is so important. That was critical last night. We saw the nation of islam out on the streets very actively trying to stop people from throwing things at the police, trying to cord den off the areas. I think youre going to see large numbers of those same people coming out tonight, the robert valentines coming out to try to do what they can to save their communities and to keep the focus on freddie gray which is most of the protesters the people who have been peacefully protesting over the last week or more that is what they want the focus should be on freddie gray.
