Startling new report reveals that soon all terrorists will need say laptop and wifi connection to possibly take control of a commercial plane. Good afternoon, everyone. Wellcome to the lead and im jake tapper. The first were hearing from Hillary Clinton at her First Official campaign stop. Talking to voters about why she wants your vote. She did so in this new modest Campaign Style taking the eye out of iowa as it were hitting the Hawkeye State not with a raucous rally to lay out her 2016 agenda but with a more intimate gathering with teachers and students in month sell low. A lot of people have asked me well, you know why do you want to do this and what motivates you and ive thought a lot about it and i guess the short answer is ive been fighting for children and families my entire adult life. Before the roundtable clinton engaged in what you might call a little coffee talk at a quaint family owned business in leclair iowa population, 4,000. And just in case you didnt get the memo the clinton was learning from the mistakes of her last campaign she pulled a page from her former democratic rivals fundraising playbook much like then senator barack obama in 2008 she is initially asking for small donations from her supporters as little as 5. The hope is that this new approach will help her build a broader base of grassroots support. Lets go live to cnn senior Political Correspondent brianna keilar. Iowan iowans as you know can be a tough crowd. Did she connect with them. Reporter she connected very much with the folks inside of this event. There is i will tell you one protester, he appears to have found our live shot but there were three students and three faculty that she spoke with. You said she took the i out of iowa. She did and said about her rationale for running she doesnt want to walk away from the challenges that the u. S. Faces. But at the same time most of the question as side from three loan questions about education and family were questions that Hillary Clinton posed herself to those in the roundtable. How are you . Reporter Hillary Clinton is back on the campaign trail. Her first public stop a small coffee shop in leclair iowa with fewer than 4,000 residents. From there on to a roundtable conversation at a satellite campus of kirkwood. Im going to work hard to meet as many people and rolling out ideas and policies about what i think will work. But i want it to be informed by whats actually working. And to build on what works. Reporter its a far cry from the look and feel of her campaign eight years ago marked by big rallies filled with thousands of cheering supporters. Im in it to win it. [ cheers and applause ] reporter and travel around the Hawkeye State in what the campaign dubbed the hillicopter. Iowa democrats ultimately dealt her president ial hopes a serious blow by sending her to a third place finish in the caulks. Well were going to take this enthusiasm and go right to New Hampshire tonight. Reporter now shes looking for a second chance. Im back reporter and going for a more personal touch putting the focus on who she is calling everyday americans. Im running for president because i think that americans and their families need a champion and i want to be that champion. I want to stand up and fight for people so that they cannot just get by but they can get ahead and they can stay ahead. Reporter ive talked today with some democratic operatives here in iowa and overall they really like this lowkey rollout but there was an interesting note some telling cnn privately that her appearance in ohio on the way here jake this is the chipotle appearance where she stopped in joliet to get a bite to eat, they look at that and they see this appearance where she didnt really seem to schmooz schmooze much and thats not going to fly here. Not just in the primary but general election where you would expect it would really matter for Hillary Clinton if shes going to clinch the nomination as so many expect she will. Brianna keilar thank you very much. Beyond chowing down at chipotle as we just saw and showcasing her knowledge of middle americas vast interstate highway system just what message is clinton trying to relay to voters on these first few days of her campaign . Lets go now to Communications Director for the Clinton Campaign jennifer palmieri. Good to see you. Thank you very much for coming on the show. Happy to be with you, jake. So we just heard secretary clinton say in that meeting that quote, theres something wrong when ceos make 300 times more than the typical worker. Okay. Thats a good sound bite. What does clinton propose to do about it and did she try to do anything about it during her time in the senate . Well i think, you know what she what she is doing on this tour and you saw a lot of it in this roundtable that she did where she was there for about 90 minutes she said a lot about the challenges that are before the country, you know what she thinks we would need to do in order to the middle class could get ahead and has a lot of policy ideas but she wants to come out into the country and talk to people oneonone individually to see what you know what are they trying to get out of their lives. What are the obstacles standing in their way. What are their ideas and what will actually work so you saw her today. She, you know offered up a couple of ideas that shes thinking about. And you will see a lot more coming in the we have about 570 days 570 plus days so she is i think youll see her shes got some ideas about issues shes pushing on that she will be talking go but this next part the next four or five weeks she really wants to hear from people get their ideas and, you know i think along this time well be rolling out policy proposals but see more as the campaign progresses. Okay i understand its a first few days she doesnt have a big document of policies shes going to present yet. But as you know there are a lot of people a lot of voters on the Progressive Left either urging a more liberal candidate like Elizabeth Warren to run or urging secretary clinton to be bold and not just Pay Lip Service to the populist wing of the democratic party. Can she credibly offer a plan that will do something about income and equality . Were hearing all the candidates from ted cruz all the way over to Bernie Sanders talk about income inequality. Does she have a plan that she will present to voters that will do something about it. So think youd be hardpressed to find someone who a more committed progressive thats achieved more than Hillary Clinton. So this is someone who going back for decades has been fighting for kids and families and she has i dont think people think Hillary Clinton is short on any policy ideas. Its something she spent many months thinking about but doesnt want to come out two days after having announced and say these are the answers. She wants to talk to people and hear their ideas and find out other things working in the country so i promise you and there is no doubt that she believes we need really bold ideas to help sell the problems that were facing. But she wants to talk to other people before we before she gets to the point where shes saying im convinced this is the right solution for the country. All right, this is your first appearance and her physical day so rain check you on that palmieri but you have 500 and 500 and something days if she gets the nomination i just might put that out there but in any case all right. Youre right. Marco rubio yesterday cast secretary clinton as the candidate of yesterday from yesterday. Whats your counter to that . What is her large bore vision for the future . Her large bore vision for the future is she wants the middle class to get ahead and stay ahead something that has come a long way and the big, the obvious big, huge problem still facing our country. That is her idea. She you know i know theres a lot of attention on the other side about Hillary Clinton. Shes focused on people in iowa and focused on people she met in her drive along the way. Shes having a great time doing that and thinking about the future so, you know i know some people think the election is about her. She is not one of them. Dont stop thinking about tomorrow. Jennifer palmieri thanks so much. Appreciate it. In just a few minutes my live interview with marco rubio. That is coming up on the show but first to some breaking political news. The white house says that cuba should no longer be considered a state sponsor of terror. The president made this announcement just seconds ago. An alarming government watchdog report exposed flaws in newer airliners. Computer systems on board could be hacked causing a major system failure or potentially even a crash. Cnn aviation correspondent renee marsh joins me now. I have to say this sounds rather terrifying. Reporter it certainly does. This report here and its a whole 56 pages long its by the gao and essentially what they are Say Something there is a serious cybersecurity concern that the faa really needs to address, one of the vulnerabilities that they point out here are the ultima modern aircraft. Were talking about aircrafts that are highly automated and the issue that they find here is that someone with just a laptop could possibly hack the aircraft from either onboard or on the ground. Again, all you would need according to this report is a laptop and a wifi connection. Now, its a little counterintuitive. What about the older planes . Are they as vulnerable . When we talk about the modern planes they are more connected to the internet so makes them more vulnerable and spoke to cybersecurity experts and aviation experts and said when you have such highly Automated Systems on an aircraft its like a flying router. We all know, you know, hackers can get into your personal computer so if an aircraft is made up of nothing but computers its just going to make it that much more vulnerable. Anything from getting around the fire wall to possibly some of these modern aircraft you have a usb plugin you may even be able to get access that way. What makes the feds so sure that a hacker could compromise an aircraft system on the ground or on board . What are they basing their analysis on . Well again, they are saying that they are talking to theyre talking to aviation experts, cybersecurity experts, however, they made very clear that they havent done any actual testing or mockups of these scenarios but heres what these experts say could essentially happen. Using a laptop someone could take control of the aircraft put a virus onto the airplanes Computer Systems or take control of the planes computers and lastly they say they could take over the Warning Systems and the navigational systems and we all know those are extremely critical. Renee, appreciate it. The money lead if that scared you this one might infuriate you. Watch what happens to some checked luggage in this mustsee hidden camera video from Miami International airport. You can see baggage hammers going through suitcase after suitcase stealing valuable items. It is a problem in airports nationwide. Senior investigative correspondent drew griffin shows us how they pull it off and which airports are the riskiest for your valuables. These are airport baggage handlers. Thieves. Inside the belly of a plane rivaling through passengers bags. What are they looking for . The valuables that you packed that you thought would be safe. But in never before seen video obtained by cnn, undercover cameras and the police are catching the baggage handlers in the act. Stealing on planes and in supposedly secure areas of the airport. The video even caught a Security Guard apparently in on the act. My reaction to seeing those videos is thats really disgusting. Its pretty incredible isnt it . Reporter the video comes ss from a sting set up by police to stop a rash of thefts. 31 have been arrested since 2012 caught on camera redhanded. And when you catch them catch them in the act like you did on these videos whats the response . A lot of times there is no response. Other than shock that they were caught. And thats okay with us as many of them that we can take away off the airfield the better it is for everybody that travels through Miami International airport. Reporter but its certainly not just happening in miami. A cnn Analysis Finds over the past five years, nearly 31,000 passenger claims of items missing from luggage filed with the tsa. About 25,000 of those claims alleged valuables missing from checked bags. The rest they disappeared from a tsa checkpoint. 513 tsa officers have been fired for theft since 2002. Including one who hit stolen items in this secret compartment. It adds up to 2. 5 million worth of passenger belongings gone. These petty thefts are a big deal to Police Chiefs like pat gannon at Los Angeles International airport. I believe there is a connection between baggage thefts and potential terrorism. Reporter gannon and others believe stealing an ipad rivaling through bags is a potential First Step Towards something much worse. I think that that is a breakdown in their moral fiber and thats why we take it very seriously here that if we dont may attention to the small things that happen around here that it will lead to a much larger much larger things. Reporter the top airport for items reported missing, jfk in new york. So many insider baggage thefts were going on here the Airline El Al set up its own cameras founding them stealing money out of wallets. Seven baggage handlers were arrested for stealing iphone ipad watches, ring camera. In los angeles, police last year raided homes of baggage handlers and it led to a major reduction in missing items from luggage. We caught thefts in those two terminals by 60 because of doing that aggressive investigative work. Insider threat is very scary for us in Law Enforcement and certainly taking somebodys cell phone, ipad computer you know whats next . Reporter the traveler the concerns can be eliminated with one simple tip, dont pack anything of value inside a checked bag. And in that lastminute push to check bags at the gate make sure you remove anything that a common thief would find appealing because those thieves are everywhere even in the belly of an airplane. Drew griffin, cnn, miami. Coming up a horrific story out of florida. A young woman raped on the beach while hundreds of people stood just a few feet away. In other National News its an act so audacious, so deplorable its almost impossible to actually believe. A young woman possibly drugged and then gang raped on a crowded Florida Beach during spring break. This all happened in the middle of the day and not only was it caught on camera but people who saw what was happening apparently did nothing to stop it. The incident took place last month in Panama City Beach, florida. Had is the only portion of the video that we can show you on television. Investigators say two of the four men involved in the assault are now in custody. Theyre both students at Troy University in alabama. Joining me now by phone is Panama City Beach florida mayor gail oberst. Thanks for joining us. How did this come to light . I really dont know because it happened the sheriff is handling it with bay county and, of course we have our own Police Department within the city. So the sheriff of bay county said this is not the first time Something Like this has happened and that hes asked for help and changes for the past two years. Who has he been asking for help . Why has nothing changed . Well the city council last year did take some pretty stringent action and made some changes and we are meeting with the county commission at this point and we are drafting some even more stringent requirements and laws for next spring break. An ordinance put in place prohibited them from drinking on the beach during the most popular time. I dont think that ordinance is being enforced mayor. Well it was actually not put in place in the city until after an incident and it will it will sunset on april the 18th and were looking then at will we put that back in place next year at the beginning of march . I want to play a sound bite from Something Else that the sheriff said. Take a listen. This is disgusting. We have got to get control of our beaches. It is not safe for our children to be out there on the beaches when these animals are out there. Mayor oberst who do you blame for things getting so out of control. Are the bars overserving. Are the Liquor Stores selling to underage kids . Are the police not serveing . I think its a combination and weve been a spring break destination for 40 years and over the last five years it has continually degenerated and i think its a combination of all of those things and were to the point where we have to take control of whats going on on our beaches. Its a shocking and horrific story. Mayor oberst we wish you the best of luck in getting ahold of i. He jumped into the president ial race and already jogging the memories of some who say that senator marco rubio reminds them a lot of another freshman senator so how can the Florida Republican plan to fend off critics who say the country simply cant afford to put another inexperienced oneterm senator in the white house. Marco rubio republican of florida says he is the president ial candidate for the future unlike Hillary Clinton. Many pundits are finding it difficult to refrain from comparing the senator to someone else from recent elections past. A certain other 40 something first term senator new to the stage with a lovely family and soaring oratory. I would never make that mistake but here was senator marco rubio last night. So my father stood behind a small portable bar in the back of a room for all those years so that tonight i could stand behind this podium in front of this room and this nation. That journey from behind that bar to behind this podium thats the essence of the american dream. And here now newly declared republican president ial candidate senator marco rubio. Thanks for being here. Good to have you here. Glad to be here. You came up to washington today to participate in the Senate ForeignRelations Committee hearing on iran specifically a bill to get some sort of congressional oversight. Right. When your colleague senator tom cotton to the mullahs letter you signed he said strikes against sites would be preferable to the deal. Do you agree. I think military action should only be taken when its the best option available and hope there would be leadership shift in iran at some point that would make them realize that either youre going to have an economy, a modern economy or have a Nuclear Weapon but you cant have both and at that point if they dont realize that certainly military strikes are on the table. You would go for greater sanctions than i think the sanctions are what allow us brought us to this point and not only are the sanctions important in terms of preventing the Nuclear Capable it also has an impact on their ability to sponsor terrorism all over the world. Military action may be necessary because anything is preferable to them having a Nuclear Capability akin to what you have in north korea. Its not something we would announce but it is an option available to us. Lets talk about your president ial candidacy. What do you say to people out there, Republican Voters shopping around who say i like him but i really think we need a president with executive experience. A couple of points. Die have a record that extends before i even got here to washington. Ive been here now almost 4 1 2 years but before that i was a state legislateor for nine years and being speaker of the house where i ran the Florida House both as an institution and from a policy perspective and served in local government so i have the unique experience of having been a local, state and federal office holder. Ive also dedicated significant amount of time on Foreign Policy and on the Intelligence Committee issues that we just today spent an hour reading Intelligence Briefings on catching up on since we havent been in d. C. For a week and havent had access to that. There are real distinctions between others that have run in the past who are senator answer where i am today. Since being ee wleked to the senate in 2010 youve been the primary sponsor on 219 item bill amendment, resolution none of them have been signed into law. How can uyou convince American VotersRepublican Voters that you can govern effectively given that legislative record. You could say that about almost any senator that served over the last four years. When harry reid was leader we virtually did nothing. And the point being that harry reid basically brought the senate to a standstill. You couldnt even get amendment s run on. Its begun to change under senator mcconnell. I would point out the fact that for example, the veterans accountability act that allows the vshths a. To fire Senior Executives in the v. A. That werent doing their job that was a standalone bill that we got worked into as part of being on the conference that negotiated the final deal and got that put in. Thats an example of what happened and was signed by the president but as part of a larger bill but it was a bill we filed along with jeff miller of florida. One bill you are very well known for is a bill that passed the senate but did not become law because it didnt get you house, comprehensive immigration reform. You dont think it should be comprehensive in the future it should be piecemeal and convince voters i dont think it can pass as a comprehensive piece. Thats the issue. We have evidence and i tried it. I warned during that time as that process was ongoing if we didnt do more on the security part i thought there would be no chance of passage. Now i think weve proven and learned that in fact a massive piece of legislation especially on Something Like immigration just really has no realistic chance of passing. There are a lot of conservative republicans out there who when i asked on twitter what should i ask him they said does he still support amnesty and that is something youll hear when you go into iowa and New Hampshire, south carolina. Well heres the process i support and ive outlined this in my book i think the first thing we have to do before anything else because its the only way you can is prove not tell to the American People that future ilLegal Immigration is under control. That means securing that one sector in the border that remains insecure. That means an entry exit tracking system to prevent visa overstays and verify system. If we did those i believe we have the support to do very important things first modernize our Legal Immigration system make it a merit based system as opposed to a family based system and then we have to deal with the fact we have 12 Million People in this country who are here illegally here longer than a decade or more and ive outlined the process for dealing with that and i think its well established. They come forward, pay a fine and start paying fracks and get a work permit and all they can have for a substantial period of time and after they completed this probationary period they would be allowed to apply for permanent residency. A lot say thats amnesty. Its amnesty in their mind if the law is not being enforced. What peoples plain complaint about this is youll legalize 10 or 12 Million People. But theyre never going to do the enforcement and have another 10 or 12 people people here in another ten years. Thats a legitimate concern given whats happened with the migratory crisis last summer. I want to ask you about you are casting yourself as a candidate of a new generation. There is an issue where you are very out of step with Younger Voters even younger Republican Voters according to a pew poll 61 of Republican Voters under the age of 30 i believe support samesex marriage. On that issue, samesex marriage senator, youre the candidate of yesterday. A couple of point, number one, that is an issue that will largely be determined at the state level since marriage laws have always been defined by the states. Im not, for example, ever supported a federal constitutional amendment to define it because states do and in fact people feel that way as that poll says then they can petition their state legislature to change the law. The second point, i think theres still a significant number of americans that believe that the definition of marriage should be that of one man and one woman as it has been for thousands of years. That continues. They are a minority. A large minority. In essence still parts of this country that believe that way but irrespective were in a republic. Go to your state legislature and get it changed. I dont believe the court system is the appropriate way or washington and the Supreme Court is the appropriate way to do that. Beyond it i would say when i talk about the future what im really pointing to is not those issues necessarily but the fact we are living through a massive transition into a postindustrial era where millions are being left behind because america is who longer globally competitive as it once was and because they do not have the skills required to succeed in the 21st century and we have political leaders in this town and across the country, theyre still whetted to an outdated 20st century Higher Education model that lo longer works. I want to ask about a man whos been described as your mentor. Jeb bush. A fair description . Yeah. You have said youre not running against him. He a friend but competing for the same job. Im wondering what that means in practical terms. Does that mean that your campaign wont do Opposition Research on jeb bush that you wont run any negative ads against jeb bush . Whats the difference between that and running against a rand paul. What it means there are six or seven other people in this race who i believe have a legitimate chance to be a nominee as well. Were blessed as republicans to have six or seven people running that will be credible candidates the democrats can barely come up with one. And were going to have a robust competition in which voters in the republican primary will be able to hear from all of us and decide who they want not just to lead our party but lead our country. Nothing thats going to happen over these next few mieptsuew months will change my feelings about jeb bush. I just honestly believe that i have a vision for americas future and a plan to get us there and i think that i can serve this country at this moment in history better than anyone else running. I dont get president ial candidates on my set very often. What im going to do if its okay with me. Well do impromptu changing of the show quick break, pay some bills and come back with more of senator marco rubio. Istory is the history of the scary thing being the exact thing we have to do. Cross that ocean. Walk on that moon. Fly. None of this makes rational sense. It only makes american sense. Here, the hard things show us who we are. Leaving your job to start your own thing. Having a kid, when you still feel like a kid. Signing a 30year mortgage on a home. Scary sure, but no match for our colossal self belief. Were supposed to do scary. Without scary, we dont get to be brave. Most of the products we all buy are transported on container ships. Before a truck delivers it to your store, a container ship delivered it to that truck. Back with senator marco rubio who announced just yesterday his bid to seek this nations highest office. Senator, thanks for going overtime with us. You mentioned when i talked about the candidate of tomorrow you mentioned that you meant that more in terms of Economic Issues than you did in terms of social issues. Do you think its a mistake, do you think its a trap by people in the media to ask republicans about social issues. No, these are important issues. Theyre important issue foss a lot of people in this country and recognize were a country that has people on both sides of these issues that feel strongly. I will tell you where i tan but ultimately im not saying these arent important issues to opine on or give i want them to be more prosperous and leave their children off better off than themselves and have businesses successful. I want america to be globally competitive so were big enough and free enough to debate these issues and work through them as we have done as a society but we still have to grow economically and be secure militarily. Youre a man that has two daughters. I have a daughter myself and know that having a daughter opened my eyes to a lot of things that probably i never would have realized if i didnt have a daughter. Hillary clinton, her historical candidacy, the historical nature of it is going to be compelling for a lot of women. Right. Republican women too. Who like the idea of well 43 men have been president , now one woman. Do you think that thats going to make it more difficult for you to win the womens vote and do you think that the Republican Party should have a woman on the ticket no matter what. I think ultimately when it comes to being president , Vice President or anything else you want the best people there. Thats going to have an impact on the future of our country remember respective of your gender gender. I would never assume every hispanic in america has to vote for me because my last name is rubio. That may intrigue them but i have to prove im the right person for the job and the same is true for her. We live in a country so vibrant that in fact you have a diverse field that includes a very legitimate candidate for president whos a woman. You have two latinos running. Dr. Carson gets in an africanamerican gets this to run, it is true to our heritage is a nation where people from of with can achieve extraordinary things.
