States of emergency up and down the east coast. 55 Million People shivering through wind chills so cold, they can actually kill. Good afternoon. Welcome to the lead. Im jake tapper. We begin today with our world lead. The isis war against the west. Spreading even more as egypt now volunteering its pilots and jets to help wipe these terrorists off the map. Today, that countrys military said its war planes staged two waves of air strikes targeting isis terrorists inside libya, libya, the newest front line in this war. Egyptian fighters honed in on weapons caches and terrorist training grounds. Egypts president warning the terrorists this is only the beginning and the raids are part of his nations right of retaliation. Vengeance, they say, for another set of sickening killings recorded and posted for the world to see. In the video uploaded to jihadi web sites, isis terrorists robed in black parading egyptian christians with their hands ziptied behind their backs in single file. They are forced to kneel. A masked eded l, nunatic in camo fatigue delivering another invective. Afterwards the hostages are beheaded. It is brutal it is stomachchurning but unlike the other videos this snuff film was not set in the warshredded hills of syria or the deserts of iraq but on the mediterranean coast of libya. Lets go to Cnn International correspondent ian lee live in cairo. What can you tell us about egypts response to this gruesome video and anything we might know about the men who were killed . Reporter there has been a lot of pressure here inside egypt against the president to respond. We saw him do that Early Morning hours here. As night falls again, we are expecting the air strikes to continue using the cover of darkness. We know that the egyptian foreign minister is now in the United States. He is going to go to the u. N. Security council to push them to increase their support for the Egyptian Government in this operation. What egypt ultimately wants to see is that coalition thats operating in iraq and syria to expand to libya as well. These men, these 21 christian men, we know they came from the southern part of egypt, a very christian dominated area. These were just laborers. Egypts have thousands before the revolution in 2011 millions of laborers in that country. A lot of them christian, a lot of them are trying to flee the country right now, trying to save their lives. Ian lee, thank you so much. In this latest taped butchering of innocent men, isis delivering a familiar message. The west is not safe. Sadly, of course we have become used to in a sick way seeing the terrorists with the london accent, nicknamed jihadi john wave his knife at the camera. This time the englishspeaking messenger is not jihadi john. He is unfamiliar. Lets get to Barbara Starr live at the pentagon. Barbara, what are u. S. Officials doing to try to figure out just who this new character in isis is this executioner . Reporter well jake right now, if they know who he is, they are not saying. But they are saying they are looking at every frame, every single frame of this videotape to learn whatever clues they can. Some of the isis hostages cry out, oh, god, oh, jesus, as they are pushed to their knees. A fiveminute isis execution video with slick production multiple camera angles and utter brutality on a beach in libya. 21 men, egyptian christians who came to libya looking for work killed. The video shows at least a dozen beheaded. One masked jihadi in wellspoken english. Recently you have seen us on the hills. Reporter his english raising questions about who he is and where hes from. In egypt, christians in mourning. Egyptians president responding with air strikes inside libya against what egypt says are isis training camps. Isis however, achieving one of its goals using violence to get attention. Terrorism is political theater and they know how to sort of create spectacle to get into the media. Thats why were really talking about it today. Reporter the video raising concern that isis capabilities are now spreading across the region. Isis is clearly in communication with others who have taken on the isis name and the isis brand. Not just in libya but elsewhere in the islamic world as well. Reporter not just in libya but also in egypts sinai peninsula, yemen, afghanistan and pakistan far from strongholds in syria and iraq. But for the u. S. Iraq remains the top priority right now, where still fragile Iraqi Security forces are struggling to hold on. One iraqi tribal leader telling cnn that isis is gaining ground in Anbar Province west of baghdad and predicting a collapse there of Iraqi Army Units if tribal forces withdraw. Exactly what the white house doesnt want just as its asking congress for new authority to fight the militants. Our coalition is on the offensive. Isil is on the defensive and isil is going to lose. Reporter but even if the u. S. Can push isis back out of iraq the big question mark in my mind is syria and just exactly how long is it going to take us to be able to confront isis in syria, because if they have a safe haven there, they may continue to be trouble for a long time. Reporter but there is one very Interesting Development now, as you mentioned right at the top. Egypt has responded with these two waves of air strikes. We saw the same thing in jordan when their pilot was killed by isis. The jordanian military taking to the air. Its exactly what the pentagon wants to see. It wants to see some of these Arab Military forces in the region step out in front and challenge isis. Jake . Barbara starr, thank you. Cnns Jomana Karadsheh is live in amman, jordan. Isis has been making a play into libya for some time now. Do you think this video, evidence that the terror group has firmly established itself in the country, do you think it shows that it is entrenched in libya . Reporter absolutely. As you mentioned, for years we have seen extremist groups really tightening their hold in libya and gaining more ground there. With isis over the past few months we have seen groups there pledging allegiance to isis to its leader, aabu Bakr Baghdadi. Hundreds of libyan fighters, jihadis jihadis, joined the fight in syria, and also there have been reports over the past year of them returning to libya but there has been no real clear line until now. When we are seeing this video you are looking at those same kind of for the same production, the slick kind of video we have seen produced by isis in syria and iraq in the past. And also the way we heard about this video, a few days ago in that english language propaganda magazine isis promoted this video before it came out and published some still photographs of the video that we are now seeing. So the message is really clear. This is isis in libya saying confirming we are here and they are so close to the shores of europe. You are in amman, jordan now but for our viewers who dont recall you were in tripoli, libya. You were held by gadhafi loyalists at the beginning of the end for him when he lost control of the country. In the three years plus since then obviously libya has been ruled by chaos. Do you think whats left of the Libyan Military is capable in any way of stopping isis from taking over that country . Reporter it is such a chaotic situation, jake. You are looking at a country that is so divided. Two governments, two parliaments. You dont really have a military in the country. Its militants that are divided along so many lines that have been fighting over the past few years since the fall of gadhafi, for power, for control of the country. That is the chaos, a vacuum that has really allowed extremist groups gain ground in libya. So it looks very difficult right now at this point. We have seen some militia groups especially in the eastern part of libya with elements from the former military trying to fight back extremist groups and jihadi groups in the east but this is really the kind of chaos we have seen allowing this situation to happen and allowing groups like isis there to emerge and gain a foothold. So its a very difficult situation. Very hard to see how libyans can deal with this on their own. And speaking to libyans in recent months there has been this feeling that the International Community, that four years ago helped the libyans overthrow the gadhafi regime did not really do enough to try and build a military build a state, try to demobilize and disarm the militias in the aftermath of the libyan revolution, and many feel that the International Community really has neglected libya since. Jomana karadsheh in amman, thank you so much. Back here in the United States americans are losing faith in president obamas handling of isis. Im jake tapper. Breaking news in our world lead. Brand new poll numbers about the United States fight to beat back isis, a group whose savagery has the public more and more convinced this may be the time to send in troops, but when it comes to how the president plans to defeat isis more americans doubt that just bombing the terrorists is the way to get the job done. Lets go to Michelle Kosinski at the white house. These new numbers suggest americans could be warming, i dont want to overstate it but could be warming to the idea of putting troops on the front lines in the middle east. Reporter thats one of the things it shows. This is interesting. What we are seeing is a country pretty much split down the middle on whether or not people trust president obama as commander in chief. Also this growing discontent over how hes handling the biggest security and Foreign Policy issues, especially isis. Isis medieval in its brutality, shocks the world almost daily now with its executions of muslims, christians jews, including americans. Americans in this latest cnn orc poll are now increasingly disapproving of how the president is handling the fight against isis. 58 now feel it is going poorly up from 49 just in october. Even among democrats, nearly half are not happy. Despite the Coalition Response thats been lauded by the administration. We are taking out their commanders their fighters and their leaders. Reporter and maybe because most americans feel it is actually not going well now theres less opposition to the u. S. Potentially sending Ground Troops to battle isis. Today, almost equally split on whether that would be a good idea. 47 of americans would like to send troops up from 43 in november. But thats something the president has been against from the beginning. Last week asking congress to approve a new authorization for military force more tailored to isis. The United States should not get dragged back into another prolonged ground war in the middle east. Thats not in our National Security interests and its not necessary for us to defeat isil. Local forces on the ground who know their countries best are best positioned to take the ground fight to isil and thats what theyre doing. Reporter what the vast majority of americans, nearly 8 in 10 do agree on is that congress should vote on what the longterm fight against isis will look like. More bad news for the white house. According to this poll 57 of americans disapprove of the way president obama is handling Foreign Affairs in general. 54 disapprove of his handling of terrorism and 60 disapprove of his handling of cybersecurity. Jake . Some bad numbers for the president. Michelle thank you so much. I want to bring in cnn terror analyst paul cruickshank, who is in studio here in new york and cnn counterterrorism analyst phil mudd. I want to check in with you on these numbers. 58 of the American People say the war against isis has gone poorly and while 50 still oppose boots on the ground to fight isis 47 which is a number thats increased from 40 , now support it. The countrys basically split on whether or not the u. S. Should send troops on the ground to fight isis. Whats your take . Are the American People right that the war against isis is going poorly and what do you think about sending troops on the ground . Boy, i hate to say this on National News but i think the American People are dead wrong on this. That is because we dont understand from a western optic whats going on throughout the middle east. If you look at the transition after the arab spring what happens from transition to power brokers like gadhafi or like mubarak in egypt is you get a power vacuum. The transition to democracy means people start to say if i dont win the election im going to create my own militia or start staging terror attacks to oust this new government. So you look at places that have undergone transition. Yemen, tunisia, egypt, syria, even afghanistan, 14 years ago, except for tunisia in every one of these circumstances, and throw libya in there as well we are seeing a power vacuum that the United States has limited capability to affect. So unless you want to try to ease this transition this ugly transition to democracy across the arab world and into south asia you better say theres not much we can do here beyond helping some of these people from the outside. Paul cruickshank, one of the reasons why the American People likely feel like the war is not going well is because of how good isis is at propaganda. Its disgusting and vile propaganda but it is effective nonetheless. In this latest video it again shows the murder of christians making threats against the west but this one purportedly filmed in libya. How much of a cause for alarm is that that this is one that is in another country, not just iraq or syria but in a different country, one not far from europe . Theres a lot of concern because isis have made a big push into libya. This is very deliberate. The isis leader abu al Bakr Baghdadi sent a top deputy last year to lead the charge and 300 returning isis libyan veterans came back they are able to take control of derna in the east a town of 100,000 people and spread their operations along the coast and to tripoli, where they carried out that deadly attack killing an american last month at the corinthia hotel. A lot of concern they are expanding, taking advantage of this simmering civil war in libya. Phil we have seen al qaeda attempt to expand before in yemen and elsewhere. Is isis trying to copy the al qaeda model or is this different and perhaps even more dangerous in some ways . I think this is different in the short term more dangerous. Im not sure its more dangerous in the long term. Simple reason why. Believe it or not, al qaeda when they started transition to what we call franchises was pretty conservative allowing people to publicly say that they were going to become members of the al qaeda organization. In my world theres a famous story, a back and forth between the somali group that wanted to be al qaeda and the core guys in pakistan. The core guys unlike isis kept saying no no were not ready for this. I think what isis is doing is saying we will take geography over a perfect alignment of leadership. In other words, isis leadership is saying if you want to fly the flag even if we dont have a close connectivity between the franchises and the isis core in syria and iraq go for it. So very quick geographic expansion unlike al qaeda. What that means on the flipside is isis doesnt control these guys. I think long term thats a disadvantage for isis. Paul quickly, the big fear obviously is that libya with such a power vacuum with no one really controlling huge swaths of the country, could become another syria with isis taking control of it. Except a syria much much closer to europe. How serious a concern is that . Theres a lot of concern because this town they have taken charge of is just 200 miles away from the southern shore of crete. A couple obstacles for isis in libya. One is there are a lot of other armed militias. The other one is theres not the sunni shia sectarian card they can play. A lot of concern about their expansion into libya given the proximity to europe right on europes doorstep. Thank you both so much. Coming up who is this gunman behind two deadly terrorist attacks in denmark . Was he working for isis . Was he working for al qaeda . New details on the suspect coming in right now. And two men arrested in connection with the attacks. Plus israeli Prime MinisterBenjamin Netanyahu urging jewish europeans to leave their countries and move to israel. Whats the reaction in europe . Welcome back to the lead. Im jake tapper. Another western nation and u. S. Ally gripped by terror today. Police in denmark are now questioning two men charged with helping the gunman in the deadly attacks in copenhagen. Tonight, 42,000 people came out in a show of solidarity and support and to pay tribute to the victims of yet another senseless terrorist killing spree. It is a rampage with eerie similarities to the Charlie Hebdo attacks in paris. The gunman was apparently an islamic extremist radicalized in prison. He targeted policemen and jews and an artist who had drawn a provocative picture of muhammed and the shooter was no stranger to law enforcement. Cnn justice correspondent pamela brown has new details for us. Pamela . Reporter well jake we just spoke to a former classmate of the suspect and he says that he used to espouse alarming antiwest views in class. This as we learned just moments before the shooting spree this past weekend on the suspects apparent Facebook Page he pledged fidelity to isis. Why do we still say but [ gun shots ] reporter a hail of gunfire at a free speech event in copenhagen just after 3 30 saturday. Audio obtained by the bbc captures the horrifying scene. More than 20 shots can be heard. A film maker is killed, three Police Officers injured. Cnn cannot authenticate the recording. The shooting suspect identified by media as 22yearold Omar Abdel Al hussain was apparently targeting controversial artist lars vilks. Authorities say the suspect was known to them. He was known by the police for several criminal acts including severe violence and he was also known to be linked to a criminal gang in copenhagen. Reporter 12 45 a. M. T shooter opens fire at a Jewish Synagogue killing a 37yearold security guard, dan uzon and wounding two more officers before evading police. I went into the other room and said everyone to the basement. Reporter she was inside the synagogue celebrating her daughter hannahs bats mitzvah. If not for uzon it might have been much worse. Then once i learned what had happened, im sorry. All i could think about was of course dan and his family and how are we going to show our gratitude. Reporter finally, around 5 00 a. M. Authorities confront the suspect outside these copenhagen apartments killing him after they say he opened fire. Danish police later arrested two men they believe may have helped hide the shooter, seen here in video from 2013. On what appears to be the suspects facebook account, he declares allegiance to isis leader al baghdadi. His former schoolmate says al hussain would express extremist views in class. I didnt think that he would do it but then again. Reporter then again youre not surprised . Im not surprised. I dont think that many in my classroom are. Reporter today, the danish Prime Minister says its believed the suspect is linked to a terror cell. Whats interesting is they point out he was known more for his links in Violent Crime and Gang Activity than terrorism. Speaking to people on the ground they say there is a growing trend of jihadists trying to recruit people like this suspect involved in Violent Crime. Pamela thank you so much. Lets stay in copenhagen right now. Joining me is a bartender at the cafe where this rampage began. Sir, thank you so much for joining us. First of all, of course our thoughts are with you and the people of denmark at this terrible time. Can you describe for us the scene when this terrorist, this gunman, walked into the cafe . Yeah. He didnt walk in at first. Suddenly i see this guy jumping up on the corner at the side of the building and pulling a rifle towards me and the security in the room, and then opened fire. And keep going. Im sorry. And then only one thing i could think about was go to safety with my colleagues so i ran and grabbed her and we went to the floor behind the bar. Then the shooting proceeded for numerous seconds. So it was immediately that you realized something wasnt right, it was as soon as you noticed the shooter, it wasnt that he hadnt been milling about, you hadnt noticed him before then . No. It was very what you call it direct, like he came like out of the blue. There was a forum obviously going on inside the cafe at the time people talking about free speech people talking about blasphemy. Law enforcement believe the likely target was a swedish artist who is on an al qaeda hit list. Were there any concerns before the cafe agreed to host this about Something Like this happening . I am only a bartender at this place and i wasnt briefed what was going on when i got at work. I was just aware of it when i came to work that there was a lot of police at the cafe. I asked my boss what it was and he told me about the meeting and asked if i wanted to go home or stay and i stayed and one hour later, the gunman appears. So i wasnt aware of what was going to happen at my job. Well jesper we are so glad that youre okay. Thank you so much for talking to us today. Youre welcome. After yet another round of violence targeting jews in europe israeli Prime MinisterBenjamin Netanyahu has said that jews in europe should come quote, home to israel. Cnn Global Affairs correspondent elise labott is live in jerusalem. Whats the reaction in israel to this terrorist attack whats the reaction to netanyahus comments . Reporter well jake the reaction is pretty bad everywhere from israel to europe. These comments yesterday by Prime Minister netanyahu telling jews that its not safe in europe and they need to come to israel have really caused a lot of fire. Take a listen. Israel is your home. We are preparing and calling for the absorption of Mass Immigration from europe. We call on the absorption of Mass Immigration from europe and i would like to tell all the European Jews and all jews wherever they are, israel is the home of every jew. Reporter he said israel will be welcoming of them with open arms jake. The Israeli Government is now working on a package of measures to help jews emigrate to israel and everyone from former president peres saying this is not the way they want jews to come to israel out of fear out of terror. They want jews to come because of their faith, of their love for israel. Thats not what israel wants to be known for. In europe as you saw, the reaction also very bad, saying jews are an integral part of the fabric of society whether in copenhagen, whether in france where president hollande had very negative comments about the Prime Ministers remarks. What they really want israel to do is support the jewish diaspora around the world which helps societies flourish instead of using politics. If you remember Prime Minister netanyahu running for reelection in about a month, so they feel hes really playing politics with these horrible terrorist attacks. Elise, thank you so much. In other world news a ceasefire agreement went into effect in Eastern Ukraine over the weekend but since the time that the ceasefire went into effect Ukrainian DefenseOfficials Say five of their Security Forces have already been killed and another 25 injured fighting separatists. Both sides continue to blame each other for the violations. How long will this supposed truce even last . Joining me now from kiev is the ambassador. Thank you so much for joining us. First, immediately five yu ukrainian soldiers have been killed and another 25 wounded since this ceasefire allegedly took hold. Isnt this a violation . Hasnt the ceasefire already been broken . Jake we are very concerned about the stresses that are being placed on the ceasefire and the minsk agreements that underlie it. As you know at least five Ukrainian Military casualties so far. Seen reports of heavy combat to the north of donetsk and also fighting cnn has been reporting around mariupol. Just to be clear, does the United States believe that if putin wanted these prorussian rebels or whatever you want to call them to stop fighting they would have stopped fighting . No question jake. Its our judgment that these groups are acting as proxies of the kremlin. More importantly, we also believe that regular Russian Military units are now involved in the fight. As you know on friday we noted the presence of regular Russian Military and some of the shelling that was going on. After the signature of the minsk agreement, as part of the effort by the separatists and their russian supporters to seize the region well outside the line that was established by the september 19th agreement and which russia has pledged to respect. Just to be clear, is the United States asserting that Vladimir Putin was already violated the minsk agreement and the ceasefire . We believe, jake that russias actions so far have not been sufficient to be in conform conformance with the obligations russia undertook as part of the agreement. Yes, thats the case. Now that reporters are able to get in the region and maybe even some observers, what are they seeing as far as the humanitarian condition in Eastern Ukraine . Well jake they are seeing the kind of pictures that we havent seen in europe for decades. Families living in basements, houses that are burned out, bodies frozen in the street. Its a true disaster from a humanitarian standpoint which is why we are so interested in seeing the enforcement of a ceasefire so that humanitarian workers can do their good work and so that the innocent victims of this violence that russia and its proxies have brought on the region so that they can get back to something approaching a more normal life. A ceasefire thats not an agreement and an agreement that does not seem to be abided by. Ambassador, thank you. Appreciate it. Coming up icecold temperatures so low they can literally kill you. About 3800 of these trucks in Northern Virginia 14,000 across the entire commonwealth. The governor here has declared a weather state of emergency. Theres good news and bad news for people in the Washington Area which is sometimes starcrossed with weather like this. On the one hand this is the end of a Holiday Weekend so that means a lighter than usual traffic pattern, as you can see right out here on the beltway. On the other hand, there is a bit of a problem because there are still a lot of people on the roads. The other issue is the temperatures. Normally the salt that they put down along with liquid magnesium actually doesnt work very well unless its above 20 degrees. Right now, about 16 degrees. Going to throw it to Martin Savidge in nashville. Hows it looking there, marty . Actually i think we are having problems there he is. Okay. Go ahead, marty. Reporter jake i was just going to say, its good news and bad news for nashville. The good news is the winter storm warning has been canceled. Im sure you know that George Washington was the first president and you probably know that Abraham Lincoln freed the slaves but whalest else do you remember about the president s . I will be playing for homes for our troops a group that buildings specially designed mortgagefree homes for the most severely disabled troops from iraq and afghanistan. Maybe to you, it doesnt sound all that fun to spend weeks boning up on Martin Van Buren and or Millard Filmore but the truth is amid all the refreshers theres a lot of nasty ugly sleazy history about our president s that was kind of fun to relearn. More than two centuries and 44 presidencies it was a hefty study topic. With upchucks downfalls, and yes, some snoozers. Mr. President , have you looked at your pension . I dont look at my pension. Its not as big as yours. Doesnt take as long. Let me give you some advice. I dont check it that often. Reporter what struck me from all this studying is as much as modern day candidates bicker and wallow in mud, their tactics do not hold a candle to previous president s and politicians. The brutal president ial campaign in 1800 Thomas Jeffersons hired pamphleteer wrote that president john adams was a hideous hermaphroditical character. Later, Andrew Jackson and their allies were even less gentlemanly. During that 1828 campaign adams was accused of pimping while jacksons wife and mother were labeled a convicted adulteress and common prostitute, respectively. Then of course there are the first affairs. I did not have sexual relations with that woman. Reporter miss lewinski was far from the first woman to catch a president s eye. I think i could love you, sally hemmings. Youre the boss. Reporter the relationship between Thomas Jefferson and his slave, sally hemmings, was one of the most hotly rumored in history. What time do you get off work . Never. Reporter all saturday night live skits aside, dna tests finally confirmed in 1998 that jefferson was father to at least one of hemmings children. Warren g. Harding was a ladys man with a mistress nan britton. According to her tellall book, he remans he romanced her in a closet at the white house. He was endorsed because he was considered handsome and it was thought he would appeal to women, the nations newest voters. Perhaps my favorite story has to do with journalism. President John Quincy Adams reportedly liked to skinny dip in the potomac river. Then an enterprising reporter stole his clothes until he granted her an interview. Heres to hoping i wont have to use that tactic any time soon. You can see what happened when cnn anchors are put to the test.
