An American Family clinging to hope that their daughter held by isis may still be alive. They make a personal plea to those brutal terrorists. Good afternoon. Welcome to the lead. I am jake tapper. We start with the National Lead. The desperate situation in the northeast of the United States as even more snow falls. As we speak, as of today, boston has broken this record according to the National Weather service. Boston has seen more snow in the past 30 days than at any other point in the citys history. Before today is done boston alone could get up to ten more inches. Add that to more than six feet already on the ground and the weight of all that snow piling up on roofs. Many have collapsed, others could fall in on homes. The snow piled so high on sidewalks, people are walking in streets right in the path of traffic. Dump trucks pushed a lot of the snow to what are called snow farms but now many of those are reaching their limits frankly. These constant winter storms are wiping out city budgets and costing the travel industry millions of dollars. We have a team of reporters standing by to show you the impact of this latest winter storm. Lets start with cnns miguel marquez, who is driving and miguel you have been driving in this mess all day. A ton of snow hazardous conditions. Tell us what its like. Reporter it is hazardous and miserable out. I can tell you, it is amazing how they can keep this city going despite the fact that it is hobbled, it is not crippled. From the lowly snow shovel to backhoes to hundreds if not thousands of plows we have seen out there, boston keeps going and this snow is slowing it but not stopping it. For three mondays now, mountains of snow slamming the northeast. Everybodys just fed up. Reporter massachusetts, boston and surrounding cities again and again bearing the brunt. Its only been 14 days folks. Weve gotten 70 to 80 inches of snow around the commonwealth. This is pretty much unprecedented. Reporter across the region schools closed once again. Its good because like we get to go outside more but its like the wind is so hard so it makes it worse. Reporter transportation stopped cold. At bostons logan airport, most flights canceled. Authorities urging drivers, stay off the road but emergency workers have no choice. Every call gets a little more difficult. If someone doesnt have their sidewalk dug out or their stairs dug out yet, we either have to try to carry them through deep snow we can put them on these plastic type sleds. Reporter for some, all this white is green. How much do you make per sidewalk . 30 bucks, 40 bucks. Reporter how much you made so far . 350. Reporter just today so far in the last how many hours . Since 5 30 this morning. Reporter snow days for court as well. The boston bomber and former patriots star Aaron Hernandez both well publicized trials both snowed out. More wind more snow higher snow banks. You couldnt even see the beach. It was just white. Reporter in maine, the storm, gorgeous but a heavy burden. I snapped a shovel this morning. I got to get another one. Theres clearly more snow coming. Reporter in connecticut, piles of snow dwarf equipment struggling to remove it. This is ridiculous. Its freezing. Im ready for the summertime. Im tired of it honestly. Reporter the massive snowfall weighing down roofs with collapse possible. Crews have a treacherous new job, climbing ladders to shovel them off. If we get any kind of wet snow on top of this snow thats going to become a weight issue. Reporter this is one of the few times that we havent had snow today but this is what theyre looking at here. Five six feet of snow everywhere. Along these roads, the plows have pushed it up to six, seven, eight feet above the roads. They are running out of places here places like where we are now north of boston the south shore in this one storm got over 24 inches of snow. We are headed there next. Jake . Miguel marquez, travel safe. Crews are dumping mountains of snow off into remote areas nicknamed snow farms, but now the piles are frankly just too large and are taking up too much space. Workers are now trying to find creative ways to get rid of all the snow. Cnns chris welch joins me with that story. Chris, if you cant move it, melt it. Reporter right. Why not. Theyre starting to get very creative. Take a look behind me. This is what theyre calling the snow melter. These front end loaders have been going back and forth for hours, really for days now into this snow melter. In the last 24 hours alone, jake this machine has melted 6,000 truckloads of snow that have come in here from off the streets of the city of boston. Take a look at that as that snow goes in there, it just turns this into water and this basically has become sort of a pond here in this parking lot, and really a pond out on the street as well. As you take a look over to the right, you see why they are doing this. These mountains of snow at these snow farms that are around the city are, as you alluded to starting to reach capacity. The city starting to get creative. Obviously we have the snow melter the city actually has two of these snow melters, but the city is also considering dumping some of this snow into the harbor. In fact, all they really need to do to get that process under way is notify the state department of Environmental Protection and then they can do that. The mayor said they are considering that. Thats not something they would be doing today. But we also know we spoke to the department of Environmental Protection earlier today. We know that handful, about five cities already in the eastern portion of massachusetts, are notifying, have notified i should say, and will be starting to dump snow into rivers and into the ocean and into the harbor. Meteorologist tom sater joins me from the cnn Severe Weather center. This next one i guess could put those snow totals well above the current records. Yeah. In fact we cracked the top ten. This is the tenth snowiest season now in boston has tore. The latest snowstorm still coming down in boston 19. 7 inches. There is more on the way. If you look at the top five seasons, believe it or not, we are at 73. 9. 73. 9. We are number ten now. It wont take much to get five four and three and most likely that will happen. The next storm system on its way. We still have snow showers, 21 degrees in providence not bad. Boston 20. That will seem balmy. Coldest air of the season is moving in for thursday back behind our next storm system into friday. New york you have been fine along i95 still some whiteout conditions and periodic snowfall into boston. There are dry patches to the north. Of course, where we had some of our reports. Tonight and overnight, we will still see the possibility two to four. Boston maybe four to six to add to the total. But heres the bad news. After this system leaves another clipper coming out of canada will move across the great lakes and transfer its energy to a possible noreaster. We are watching it closely but if this thing strengthens like we think it will we are looking at accumulations that could be easily a foot or more in the same bulls eye area of all the states including boston providence, hartford that have seen record numbers. Back behind this the coldest air of the season. They have got to get this snow off the streets before it freezes. Zero in buffalo sunday morning. New york city four. Boston, one. Behind that another blast of cold air that will trump this cold. We could be talking about water pipes bursting. This is going to be a mess in the days ahead. We are watching it closely. Lets bring in cnn aviation correspondent rene marsh. How many cancellations are we talking about just from this storm . More than 2,000 and you know we are talking about two storms that have slammed the northeast in the past two weeks and now, we are talking about a third. Of course that means more cancellations and more delays. I want to take a live look right now at flight awares misery map. This essentially tells you what the situation is in real time at various airports. If you take a look at chicago, for example, this just goes to show when you have cancellations and delays at major airports like this we talk about the Ripple Effect this is the Ripple Effect. All those orange markings that you see there, those are cancellations and delays essentially problems for airports as far as san francisco. Of course the same goes for new york city. This is boston. You can see about, you know 65 of the traffic there canceled or delayed. Speaking of boston i want to take a live look over boston logan airport. You can see what is it four or five airplanes in the sky there. Compare that to what it looks on an average day and this is usually what it looks like. A lot more activity. So the situation doesnt look very good for boston. We know that many cancellations will be under way because of all the snow they are getting there. In fact one company, mass flight says that the number of cancellations this year already surpassed what we saw around the same time last year. Rene, these cancellations are not just costly for airlines of course. The passengers take a hit. Whats the Economic Impact of all these winter storms . If we take a look at exactly what we are talking about as far as cancellations go we know that so far, all winter with all of the storms that we saw, we have seen more than 19,000 cancellations. As it relates to how much it costs people passengers its cost them roughly 693 million. As far as the Airlines Cost them a pretty penny as well. Talking about 60 million. Of course those figures according to mass flight. Rene marsh, thank you so much. One of the biggest concerns right now for Emergency Personnel in the boston area specifically helping residents who could be in serious danger. Several roofs have already collapsed from the weight of the tons of piling snow. In some areas, fire hydrants completely covered. With more snow coming, it may only get worse. That is next. As of today, boston got 73. 9 inches of snow this season. 73. 9. That makes this the tenth snowiest winter ever for that city. Every time new englanders dig out a path more snow just covers that up. The snow is now blocking roads, weighing down roofs. Its even causing problems for people who are just trying to walk down the street. Cnns rosa flores joins us now from Boston Common if you can recognize it. This snow is keeping emergency crews very busy. Reporter its keeping everybody very busy including homeowners, because this what is they have to do every single day. Theyve got to shovel their sidewalks. Officials recommend that you shovel for your elderly neighbors as well because they might not be able to do that. The other thing thats very important is that you clear out these fire hydrants for obvious reasons. In the case of an emergency you want to make sure the Fire Department has plenty of access. And the city has already issued about 1500 citations for people who dont clear their sidewalks or decide to shovel out on the street which is not recommended. Now, this snow doesnt only just pack on the street. Where else does it end up . Take a look. Thats right, on rooftops. You can see how dangerous it can be when all of that weight weighs on a structure. I want you to take a look at this video because my crew and i were actually just on a roof with a Contracting Company that gave us a brief demonstration of what they deal with. Its very dangerous, they have to work very slowly and officials and contractors alike will tell you that you dont want to do it by yourself. You want to have a professional. Take a listen. I have been doing this for over 30 years. I have seen a lot of storms. Were supposed to by osha rules be in the safest position. You should be up on the roof with a hook ladder adequate crew. Dont move too fast. Just you know, go at it from the top down. Reporter one of the other hazards, simply pedestrians walking down sidewalks. In this area they are lucky enough to have a sidewalk. In other areas that we have been folks are forced on to the streets when they are pedestrians just because there is no other way. The other thing i want you to take a look at is how narrow this street looks. Imagine driving through here . Not only is it very narrow but visibility is also very loechltw. Of course there are plows everywhere. One of the things the mayor is recommending is if you have headphones and are you used to walking down the street with them, dont use them. Mr. Judge, thanks for joining us. Just minutes ago the subway system announced its suspending service after 7 00 this evening. What are the dangers of the snow once the sun goes down tonight . Well the sun goes down you know we will see a lot of freezing on the roads that have been plowed so certainly driving is going to be a problem. The mbta is going to have issues relative to dealing with ice on the third rail on a lot of the transportation problems so you know theres a lot of stuff well have to deal with this evening and again, as rosa just said folks, pedestrians who cant walk on the sidewalk walk out in the street and streets not wide enough for the cars let alone pedestrians as well. How dangerous has it been for people in boston in the last or massachusetts, more largely, in the last couple weeks . Have there been fatalities have roofs caved in and actually hurt anybody . Knock on wood there have been only a few fatalities in the original storm. There were a few folks who had heart attacks following shoveling of the major storm. As far as roof collapses, the ones that we have had, we only had a handful, have taken place in sort of Industrial Storage facilities warehouses those types of things. There have been a couple of homes that folks have been asked to evacuate because the integrity of the structure looked like potentially coming down but fortunately, considering what we have been through over the last three weeks, very lucky as far as the lack of serious injuries or certainly deaths. Peter, i keep hearing about the fact that hydrants are buried in the snow as a major concern. Why . Well as we saw with a couple of fires earlier in the week crew shows up fire engine shows up and theres no hydrant because its somewhere buried and theyve got to waste precious time to dig them out. First of all, locate them, then dig them out. Repeated its something folks have repeatedly had to do and literally, they dig them out and the plow comes down the street and throws some more snow on it and they disappear again. Brutality europe has not seen in 20 years. Powerful explosion at a weapons depot rocked the city of donetsk last night. The Ukrainian Government says at least two dozen soldiers and civilians have been killed in the past 36 hours at the hands of proputin rebels and perhaps even russian soldiers. More than 5,000 people have died since the violence began ten months ago. Cnn Senior International correspondent nick patonwalsh is in donetsk and joins us live. You have been near mortar fire all day today. Reporter we went towards a town taken bicep ray separatists in the past week. Very little left after the fighting. One house torn simply in two by shelling. Another, a huge apartment block of nine floors emptied out of people but now peppered with shelling. Those who emerged from underground spent their days there frankly sheltering from the violence. You are hearing there and seeing pictures of an explosion too that rocked the city where im standing donetsk, last night. That massive blast shook the building im standing in. We thought perhaps it was shelling landing near where im standing but in fact according to one european diplomat it was an arms depot potentially hit by Ukrainian Military artillery. That caused the enormous explosion. But civilians caught in the middle of this increasingly terrified. We are hearing now, too, that the separatists claim they have taken a key part of a road which effectively encircles, in their opinion, a town which is a strategic hub. Both sides want it keenly. There could be thousands of ukrainian troops trapped inside it. Ukraine denies it is encircled but admits one key access road is under attack. A volatile situation here. Far from the backdrop of peace talks. You have been telling us for months about the ukrainians and Ukrainian Military desperately pleading for lethal aid, weapons from the u. S. From the west. But when president obama and the german chancellor Angela Merkel spoke today from the white house, they kept talking about a diplomatic solution. How was that received in ukraine . Im jake tapper. In world news today, a slick and sick new propaganda video released by the terrorist group isis today features a kidnapped british journalist slamming the u. S. And britain for failing to negotiate with isis for hostages the way other countries have in the past. This comes as the parents of american isis hostage Kayla Mueller wait for word on whether an emotional appeal to the Barbaric Terror Group will help bring their daughter home. Isis still has not offered any proof to back up their claim that mueller was killed in a Jordanian Air strike last week. The uncertainty has understandably left muellers parents grappling with a range of emotions from hope to utter and complete despair. Im joined by cnns pamela brown. Do we know if the family has heard anything back at all . Thats the question. So far we dont really know, jake. The family spokesperson hasnt said that they have heard anything back yet but we do know intelligence analysts have been working around the clock to figure out Kayla Muellers fate. So far, we are being told there has been no conclusive evidence in that regard. This as another western hostage sent an ominous message through one of the most recent propaganda videos from isis. Hello. Reporter it may look like british journalist john cantley is just doing his job. But this 12minute video is actually the latest attempt by isis to use one of its last known western hostages as propaganda and what he says is the final film of a series. That could be his signoff moment saying hey, this is my last film and now my fate is into isis hands. Reporter new intelligence shows isis based around the syrian city of roqqa has been developing plans to kidnap more western and International Hostages in neighboring countries, including lebanon and jordan according to a middle east security source. Its a very plausible scenario that isis could move to the refugee camps on the turkish Syrian Border and jordanian Syrian Border and target and isolate a western aid worker or even reporter and try to conduct a kidnapping and pull them into syria. Reporter the fate of 26yearold american aid worker and isis hostage Kayla Mueller remains unknown. Isis claims mueller died in a Jordanian Air strike but has only made public these images of a dilapidated building as proof. I am in solidarity with the syrian people. Reporter muellers family is holding out hope and sending it directly to isis. We have sent you a private message and ask that you respond to us privately, the family said in a statement. You told us you treated kayla as your guest and as your guest, her safety and wellbeing remains your responsibility. It has been a living hell for the family and it is today. But kaylas out there. Reporter meanwhile, following the gruesome murder of a jordanian pilot, Coalition Forces are continuing strikes against isis targets in syria and iraq. The United Arab Emirates has also rejoined the fight, sending a squadron of f16s to jordan to fly alongside jordanian fighter jets. Right now, the u. S. Military is trying to gather as much intelligence as it can about isis defenses in mosul, according to a Central Command official so that a key decision can be made about whether the u. S. Should step up involvement in u. S. Troops in the fight to retake iraqs second largest city. Thank you so much. The war against isis in iraq has reached a critical point with Kurdish Forces now confident they are on the brink of driving isis fighters out of the countrys second largest city. Cnn International Correspondent phil black is live near mosul. How big of a role are air strikes playing in helping the kurds as they try to gain ground in mosul . Reporter jake those kurdish fighters will tell you those air strikes have played a huge role. When youre standing at those front line positions looking out into what remains of isis controlled territory, you can see that the ability for isis to operate, to move around in that territory, has really been impacted significantly. They cant move around during the day time really. Certainly cant move around in big numbers. So the kurdish fighters tell us they believe they together with their International Air power havent just stopped isis from advancing, they believe they have pretty much taken away its ability to surge forward, to advance and take New Territory which is very different to what it was like last summer when isis was first rampaging across this region and it seemed very much an unstoppable force. But that is only part of the job done. The remaining territory still needs to be cleared. That includes the city of mosul. Air power alone wont do it. The peshmerga, the kurds alone wont do it because it is not a kurdish town. It is an arab town so it falls to the iraq army. That same military force which melted away before isis last summer is currently being rebuilt, retrained with just such an operation in mind. That is obviously a significant task. Congressman, thanks so much for being with us. I want to play some remarks made by the mother of journalist james foley, who of course was unfortunately murdered by isis in august of last year. Take a listen. Kayla, along with our son and others were held for nearly two years and there were many opportunities along the way, and yet nothing was done to save our young americans. We still dont know for certain the status of Kayla Mueller, the american aid worker. Meanwhile, the white house has said they are reevaluating the hostage negotiation policy. She has been very critical of it saying that the white house basically kept her from trying to negotiate a ransom for her son. What do you think the position should be of the United States . Should the u. S. Be willing to pay ransom . Should we allow families to do so . Jake first, let me just say my heart goes out to those families. I dont know what i would do if i were in their position. In fact i guess you would do anything to try to get your son or daughter back. Having said that i think it is very bad National Policy to either ransom or allow relatives from the country to try to pay ransom because all that would do is encourage more kidnappings, it would give them funding they would use to kill innocent people but also worse than that it would just encourage more kidnappings. You cannot appease people like this. Its a harsh thing to say but again, a National Leader the president has to look at it from the perspective of the country and i would say that we should not in any way engage in ransom at all with isis or any other terrorist organization. James foleys mother also said in that interview on abc, talking about the failed rescue mission, that the intelligence obviously was poor. It has to be asked, is the intel about isis so bad that the u. S. Military should not even at this point be attempting any rescue missions . No we still have to be attempting whatever we can and trying to get the best intelligence. I think one of the problems with the intelligence is that when we withdrew all of our troops in iraq that made it much harder for us to have intelligence on the ground it made it harder to get intelligence sources. Thats one of the prices you pay. The same thing will happen in afghanistan if we pull out all our proops. We need to bring down the number of troops. But that made it much more difficult for us to get any type of intelligence assets on the ground and also we have virtually nothing in syria. So yes, it is more difficult to get intelligence. Having said that we should never give up. Again, the raid that was unsuccessful would have been successful 72 hours earlier. So they did find out a lot. They just didnt find it out in time. No we should not give up but i understand the frustration of the family absolutely. Retired marine general john allen, the president ial envoy for the Global Coalition against isis says that isis is an entirely different enemy than al qaeda, that isis is better organized, isis command and control structure is superior. Do you think isis is the biggest threat in your estimation, to the United States . I would think its the biggest strategic threat because it controls its almost a nation state. We never had that before with a terrorist organization being its own country. Thats almost what isis has formed in syria and iraq the way its surging through the middle east. The centers for Disease Control and prevention released new numbers today putting the number of cases of the highly contagious disease at 121 with more than 100 of them directly linked to that outbreak that started at disneyland in california. Lets bring in a doctor from New York UniversityMedical Center contributing medical editor for health magazine. What do you make of this new uptick in measles cases . Its alarming. If we think about last year as being one of the highest measle cases we have had in recent history, over 600 cases, we are well on pace to exceed that number. Its only the first week of february and we are over 100. So this is frustrating. As a physician, we know that measles was all but eradicated several years ago due to vaccinations and now we are seeing a resurgence because people are not vaccinating their children appropriately. If you are an adult and you had a vaccine as a child, are you still covered . For the most part you should be. No vaccine is 100 effective and for the measles vaccine, about 5 of people may not get full immunity. Also after several years, now there have been people vaccinated over 40 years ago, you will have some decrease in immunity but you still should have some. As adults we wouldnt have to worry if kids were being vaccinated. Recommendations for the mmr, which includes measles vaccine, are that it happens for babies after the age of 1. Right. But if you are, for instance if you are one of those babies who is in the Day Care Center where there was this outbreak or even if you are six months old and are traveling abroad there are recommendations that you can get a vaccine even if you are as young as six months old. Thats right. Why arent all babies vaccinated at six months for measles . The 12 month age was chosen because thats when the vaccine is most effective so while it is safe at six months, you may not get the full immunity than you would at 1. Thats why if you are traveling with a small child who is six months or older its worth it to give them some protection but they probably wont get as much of an accidenteffect as if they were 12 months of age. If you have been exposed to an outbreak speak to your doctor about checking your immunity what you should do about your child and remember measles can live on a surface even after the infected person has left the room so proper hand hygiene is important.
