Jordans foreign minister says it will not happen until isis gives them evidence that al al kasasibah, that Fighter Pilot, is still alive. Today, jordans foreign minister told Cnns Christiane Amanpour that his government has been working for weeks through back channels to try to get that pilot back alive. He says he hopes the surviving japanese hostage held by the group, kenji goto would be part of any swap but that the pilot is the priority for jordan. The question of course would a deal encourage more hostage taking and would it cause more innocent people to be killed. After all, isis wants the jordanian government to turn over this woman sajida al rishawi. Barbara starr is live at the pentagon. Jordan says they have not received any proof of life and will not move forward with the swap until that happens. Still, are u. S. Officials surprised at all that jordan seems willing to play ball with these terrorists . Reporter not really surprised. U. S. Im not sure that jordan can go ahead without an assurance they are going to get their pilot back. The war effort is controversial in jordan. This puts the king of jordan in a very difficult position. Did a similar move last year trading five Guantanamo Bay detainees for bo bergdahl. But negotiating with isis . Every country has the ability and the right to make decisions. Reporter whatever happens, there are concerns isis will use it as propaganda in its social Media Campaign and claim victory. It puts them on a new tier. Instead of just being a criminal organization a terrorist group, they are now making arrangements with a sovereign government. That in and of itself shows their followers that they have power. Now, a source close to all of this tells cnn one of the reasons jordan is willing to let this female prisoner go is she did not directly engage in killing in those 2005 hotel attacks. In all their statements today, the jordanian government seemed solely focused on getting back their pilot and that goto is not their priority. Have we heard from gotos family members since these developments . The last public update we got from the japanese government here in tokyo was shortly after midnight local time. The chief cabinet secretary gave a brief statement where he said there is no news to report he reiterated the severity of the situation and of course said japans number one priority is getting the journalist kenji goto back home safely. We knew it was going to be a very tricky and difficult negotiation from the beginning, especially considering the fact that the latest isis propaganda video where there is an image of kenji goto holding a photo of that jordanian pilot, muadh sak yusuf al al kasasibah, goto relays the message it is his life in exchange for the iraqi terrorist in jail in jordan sajida al rishawi. It seems to be a lot of people feel very unlikely that isis would be willing to compromise in this situation and of course now that this deadline is hours passed there is very grave concern about how this could end for both the pilot and for kenji goto. We have not yet heard from his family since the deadline has passed. We did hear from his mother earlier in the day, where she talked about the urgency of the situation. She talked about the exhaustion in her sons face the look in his eyes of desperation that he knew that time was running out, and there is growing fear here that the news will not be good as the sun comes up here in tokyo. Do you think this exchange is going to happen . Well jake i never believed it was going to happen in the beginning. I think it caught a little bit off guard the isis socalled negotiators. I dont believe they thought it was going to happen. We have seen no proof of life of the pilot so thats still of concern, and the original deal talked about only the japanese hostage which still gives some doubt that the pilot is still alive. It seems in some way a nowin situation for jordan. If they hand over the terrorist is isis gets a propaganda victory. If they dont cooperate with isis isis will behead one of their pilots on video. Unfortunately, they are already winning. They are dealing with two nation states now. They are dealing with japan, they are dealing with jordan. Now theyve got an International Debate about should they or shouldnt they be dealing with isis in parliaments all across the world. In their mind, they have already won this circumstance. Their p. R. Some more shocking news as another country descends into chaos as isis claims it has expanded its Terror Campaign into libya and that they are behind an attack that left an american dead. It started Tuesday Morning in tripoli when a car bomb sent shrapnel flying in all directions outside a fivestar hotel, popular with westerners and government officials. Then gunmen shot their way inside. The sum total of the carnage, ten dead five libyans, five foreigners. Isis libya branch says they organized the attack. What information are you hearing . Is that credible . Reporter well u. S. Intelligence hasnt made an official determination but they do consider the claim plausible because it comes from fighters on the ground who have declared their allegiance to isis and it is believed they have a capability there. There are a lot of places that isis claims to be but libya is a place that intelligence officials have told me multiple times where there are believed to be isis loyalists. This is a credible claim. Since the u. S. Helped oust moammar gadhafi, libya has been ruled by chaos. The u. S. Embassy in tripoli has been vacant since the summer. Theres a travel advisory in effect. The fbi says they will try to open an investigation into this but what can they really do without assets on the ground there . Reporter its a great question because its exactly the same dilemma that the u. S. Is facing in yemen now, with events there, you want to make a safety judgment for your personnel. The trouble is in yemen as in libya, you have terror groups that you want to keep an eye on particularly in yemen but also in a growing way in libya. For instance you have the Drone Campaign in yemen. If you dont have those relationships on the ground with the local government intelligence sharing makes it a lot tougher job to keep a lid on those groups and its particularly a question in the postbenghazi world because obviously now, the trigger fingers going to be a little bit more sensitive to pull people out because you dont want a repeat of that situation, but you cant say you dont lose something by not having people on the ground, not taking that risk. Take the coastal town of marshfield massachusetts. This storm damaged 11 homes there and even tore down a seawall. Cnns brian todd was there just a few hours ago. Nearly 34 inches of snow on the ground now, a record for that city. Brian, how are people dealing with all that snow . Reporter well they are telling us this is the most snow they have ever had and they are not quite sure how to deal with it. City officials are coping pretty well. Take a look at this. This is kind of a typical illustration of the logistical and safety challenges that worcester, massachusetts, facing. This snow pile is 12 1 2 feet high. There are snow piles like this all over worcester and it is presenting a logistical and safety challenge. I will tell you why. They are basically running out of places to put all this snow. Plows, snow crews, everybody is fanning out over the city trying to find places to put it but they are running out of places to put it and there may be some more snow on the way. I will talk about that in a second. You see piles of snow like this this is near city hall. You mentioned they dumped 34 inches of snow. The storm dumped 34 inches of snow on this city. It is the most they have ever had since they started keeping records in the early 1900s. What city officials just told us is they are telling people look just be careful where youre walking because they have run out of places where people can walk the sidewalks are often filled with snow as they try to figure out places to put this. Theres no place to park your car on the side of the road. Thats an issue, too. That is creating some safety challenges here. So those are some of the things they are going through. We mentioned the forecast. This place is not out of the woods yet. Forecasters are now calling for another snowstorm to hit this area around here thursday night into friday. Those storms are not expected to be as bad as the one we just had but when youre dealing with this volume of snow it doesnt make it easier for First Responders utility crews, plowers and shovellers to clear this stuff. Many people on the massachusetts island are practically stranded. At one point the entire island had no power. You can only get to nantucket by ferry or by plane. Evacuations are under way right now in the israelicontrolled region of the Golan Heights after the militant terrorist group, according to the u. S. State department hezbollah, claimed responsibility for a missile attack on a u. S. Military convoy near the area of the lebanon syria border killing two Israeli Soldiers and injuring seven others. A u. N. Peace keeper also killed in fighting. Its unclear how as of now. This was in apparent retaliation for an air strike that killed six hezbollah fighters in syria earlier this month. It is the deadliest hezbollah attack against Israeli Forces since the two sides went to war in 2006. Overnight, israel fired back and delivered a warning to hezbollah, syria and even iran. Cnn Senior Global Affairs correspondent elise labott is near the border. Reporter well theres a tense calm over the area right now. Military sources say they hope things have calmed down that there wont be an escalation but as you know from covering the region that one wrong move on either side whether its an israeli soldier or hezbollah fighter on the other side things can easily spiral out of control. Israeli Prime Minister today coming out warning hezbollah and also iran and syria that israel will not accept a new front on its Northern Frontier along syria, along the lebanese border. Very concerned as you mentioned in these recent days after that israeli strike which they have never really copped to by the way, killing those hezbollah commanders and that Senior Iranian commander as well general. Today, netanyahu warned iran saying that it is basically responsible for deploying hezbollah to open up this new front and said iran or whoever did this attack today will pay the price. The middle east always seems like a combustible place but with everything going on right now in syria, with isis and so much land controlled by who knows who, how combustible is it today with this tension between hezbollah based in both lebanon and syria, and israel . Its definitely more combustible, to state the obvious, but logic would say that neither israel nor hezbollah, their interests would be served by an escalation. Hezbollahs focused on lebanon on syria, sorry, and saving the assad regime and the israelis are not really interested in new conflagration on the northern border but its the middle east and logic doesnt always prevail. Its an israeli election period. The opponents of netanyahu are talking about being tough up there. He too, is talking about being tough, although he has shown himself to be quite cautious in these situations. And hezbollah has a history of provoking actions and even wars on the eve of israeli elections. That was certainly true back in a previous time when netanyahu was contesting election with peres in 1996 and you had a fullscale war there that israel deliberately provoked. Mr. Ambassador do you think the u. S. Has a role here or is that even possible these days given the very strong tensions between Prime Minister netanyahu and president obama . Well i dont think that notwithstanding the really strong tensions that you refer to that the United States wants to see another war in the region. The United States and president obama remains steadfastly committed to israels security and so i would expect that the administration is doing everything it can to calm things down here get both sides to exercise restraint. Doesnt have much influence on hezbollah, but that clearly is a strong American Interest so i would expect the administration would be on the one hand strongly supporting israels right to defend itself and on the other, trying to prevent yet another conflagration from breaking out. If you were still advising president obama in an official capacity would you tell him he should talk publicly about this soon or is it better for him to do this all behind closed doors . Well i think that the normal way to handle it is in this stage, at least, to call publicly for restraint. Im sure the state department is doing that. State has etc. Its own channel to the Iranian Foreign minister because of the negotiations that are going on and i suspect we have a way of communicating the importance of them exercising restraint. They of course have very Strong Influence on hezbollah. Then of course theres the lebanese government although its not very strong it certainly doesnt want to see and would suffer greatly from an outbreak of war between hezbollah and israel. So i think we could work quietly and i would expect we are already with all of them to try to calm things down. Before you go i do want to get your take on this debate right now about the appropriateness of netanyahu speaking to congress against obamas position on sanctions, against iran for its nuclear program. I would think that what happened today with hezbollah might only embolden netanyahu given the close relationship between iran and hezbollah, but whats your take on this general debate . I do think that Prime Minister netanyahu sees iran as a primary, even extentistential threat so he doesnt need any reason to be emboldened in that regard in terms of taking a stand. I do think he wrongfooted himself by going behind the president s back to do this deal with Speaker Boehner to come here especially right on the eve of his own elections which makes it look like its a political ploy for internal domestic purposes. I think we would all be better off given the stakes in the region at the moment if that hadnt happened and if the Prime Minister didnt use the congress as a way of expressing his understandable concern about Irans Nuclear program. I want to go back to william pittman, the police chief for nantucket, the island where things remain dire and people are still practically stranded. Sir, thanks for getting back on the phone with us. You just met with the governor charlie baker. How was that meeting, do you have all the resources you need . Yeah we do. The meeting was very productive. Director schwartz from massachusetts Emergency Management and the governor came here and offered a lot of reassurances to the emergency and First Responders that have been working for the past 72 hours, almost and they pledged to work with us on the Recovery Efforts for some of the damage that was done to town infrastructure. What is your biggest concern right now . Is everybody on the island accounted for . Well, we dont know that. We still have a couple of areas that we have yet to be able to get into because of the drifting snow. Now, they are areas where we dont believe there are residents living right now. Mostly theyre summer homes. But you never know what might be out there. But we did a flyover with the coast guard earlier this afternoon. Couple of our staff went up and checked out these areas from the air and they found nothing that would indicate there is any problems in those areas. We also got a better view of how much damage we sustained to our town pier and infrastructure downtown as a result of what we discovered to be a breach in the harbor on the Atlantic Ocean side. Emergency officials [ inaudible ]. How many people are using this space . Thats kind of wrong there, little bit. Okay. Right now we had the shelter is almost empty of people that were sheltered from the storm. We are systematically returning them to their homes as power is restored. We have a half dozen or eight or so who are essentially displaced because of damage to their homes that we are working to find them a place. But the emergency equipment we had brought here was to essentially house the emergency Power Company staff who has come here to help put the island back together. They brought i think the number is close to 100, 100 plus people here to help get all the power back to these houses. Right now the fbi is trying to track down whomever is behind a series of bomb threats targeting commercial airliners in this country. Just yesterday, a tweet went out threatening an American Airlines flight from los angeles to chicago. The plane ended up landing safely of course. Another tweet took aim at a united flight from newark to miami, although that flight had already been canceled because of the northeast blizzard. There have been literally dozens of social media threats in recent weeks and whether this is just goofy if malicious pranksters wreaking havoc from their moms basement or something more sinister Law Enforcement officials are not taking any chances. They really cant. Lets go live to cnn aviation correspondent rene marsh live from laguardia in new york. Reporter you know this is a relatively new threat. Its gone from happening once in awhile to an everyday occurrence sometimes multiple times a day. A u. S. Official tells me that this uptick in this particular sort of online threat started just this month. Planes diverted passengers evacuated, Law Enforcement and bomb sniffing dogs close in. All because of fake bomb threats on social media. We didnt know until we landed. Reporter its happening more and more. A u. S. Official tells cnn online threats increased after a bomb scare on a flight from atlanta to raleigh january 17th. 50 similar incidents followed. In new york this flight swept for explosives. Military jets scrambled after a tweet said bombs were on board two planes bound for atlanta. And a tweet claiming to be from the terrorist group isis targeted a flight from san diego to dallas. Reporter these threats tax Law Enforcement, airport and military resources. Its also costly for airlines and passengers. Every time a threat comes in it has to be taken seriously. Aircraft have to be turned around or landed at the nearest location. Airports stop what theyre doing to assist with the search and the vetting of passengers and thousands of dollars are lost every minute that that plane is unexpectedly delayed. Reporter the way this all works is once an airline receives a threat they automatically report it to Law Enforcement. Then its between the pilot on board the airline and Law Enforcement to assess how credible is this threat and make the decision are they going to divert this plane. The bottom line is they believe that this is a copycat situation in which one person sees one incident and another person follows. Many Law Enforcement officials as well as the airlines say they believe the publicity is whats contributing to the uptick. That being said look this is a federal crime. The Company Behind a drone that crashed near the white house this week raising some pretty serious safety and security questions, is now making Software Tweaks that would ban its drones from flying throughout much of washington, d. C. This news comes as we learn more about the man who was the apparent pilot when that drone went down. He just so happens to work for a Spy SatelliteGovernment Agency and he told the secret service he had been drinking at a nearby apartment when this all happened. Lets go live to cnn senior White House Correspondent jim acosta. Jim, this raises very serious safety and security questions. What can you tell us . Reporter absolutely. We were able to reach that drone operator today over the phone. While he isnt saying much about what happened at the moment his crash landing at the white house has served as a wakeup call to the rest of washington. Cnn has learned the man who crashed a small drone at the white house earlier this week lives just blocks away from 1600 pennsylvania avenue. That means the tiny quadcopter only had to fly less than ten blocks a straight shot from the mans apartment to reach the white house. One possible explanation experts say is the drone signal lost contact with the operator and ran into trees while trying to return home. The operator identified as a man who works for the top secret National GeospatialIntelligence Agency declined to comment on reports that he was intoxicated while flying the drone. In a brief phone call with cnn, he said i cant really speak right now, i hope you understand. U. S. Secret Service Officials have said it appears the man was using the drone for Recreational Purposes and that there was never any threat to the president or first lady who are traveling overseas at the time. Asked about the incident aides to the president insisted the white house is safe from drones. This technology is not new to the secret service. This is something they have been working through for some time. This drone that landed at the White House Reporter in an interview, president obama argued the rapid expansion of civilian drone use warrants new regulations.
