Issued its first new terror warning since the Bombing Campaign in syria began earlier this week in fear of payback for air strikes targeting isis and other terrorist groups tied to al qaeda and as militants loyal to isis claim to have beheaded another western hostage in a new video that appears to show a french tourist who had been kidnapped over the weekend in algeria. We have an allstar team of correspondents and analysts standing by in the United States plus all of the days developments at the United Nations. Earlier today in his speech, president obama addressing the u. N. Saying the fight against extremism is not americas fight alone. Already over 40 nations have offered to join this coalition. Today i ask the world to join in this effort. Those who have joined isil should leave the battlefield while they can. Those who continue to fight for a hateful cause will find theyre increasingly alone for we will not succumb to threats and we will demonstrate that the future belongs to those who build, not those who destroy. Obama wrote much of the General Assembly speech himself, but it was hard to hear the echoes of past war on terrorism speeches even as the president tried to connect to hearts and minds in the muslim world. President obama arrived at the United Nations not to make pe e peace, but to expand his new war on terrorism. Chairing a session of the u. N. Security council, the president called on other nations to stop the flow of western foreign fighters into the ranks of isis and other terror groups. They may try to return to their home countries to carry out deadly attacks. And he told new iraqi Prime Minister Haider Al Abadi to brace himself for a long battle. This is not something that is going to be easy and it is not going to happen overnight. No god condones this terror. Reporter in a toughtalking speech to the u. N. General assembly the president urged the world to join forces to destroy isis, as he warned the terror Group Soldiers to clear off the battlefield. The only language understood by killers like this is the language of force. So the United States of america will work with a Broad Coalition to dismantle this network of death. Reporter that network of death line drew comparisons to a term used by his predecessor. States like these and their terrorist allies constitute an axis of evil, arming to threaten the peace of the world. Reporter but mr. Obama also took aim at the root causes of violent extremism with a candid message to muslims everywhere. It is time for the world, especially in muslim communities, to explicitly, forcefully and consistently reject the ideology of organizations like al qaeda and isis. No external power can bring about a transformation of hearts and minds. Reporter aides say the president added a mention of the riots in perring son, missouri, to acknowledge the u. S. Isnt perfect. So, yes, we have our own racial and ethnic tensions. Reporter still, the president didnt win over after he slammed russia for its actions in ukraine, moscows delegation was caught on camera laughing. And syrias ambassador to the u. N. Accused the u. S. Of siding with arab partners that support terrorism. You cannot be a terrorist while fighting terrorism. Thats why the usa needs reliable partners such as syria, iraq and the other secular governments in the area. Meantime, isis targets were hit in syria and iraq for a second straight day. Centcom said u. S. Military forces launched five strikes overnight and five in iraq and one in syria. More possibly on the way and we see the fireballs on the sky in grainy black and white video from the pentagon. We are getting eyewitness reports from the ground of air strikes in raqqa, syria. The center of the isis power base and besides the rubble, it was the emptiness that was so striking. Arwa damon joins us live from just over the Syrian Border in turkey. You had spoken to someone just back from raqqa and said there were no isis fighters to be found well . Reporter he said that was the case right after those initial air strikes took place and he was describing how amazing it was to be able to just stand and not be fearful that someone would come up to him and just because he looked suspicious detain him and throw him into an isis prison. Upon this had is an individual who is actually uponed by isis, but that did not last for very long, jake, because by nightfall the isis fighters were back, yes, in significantly lesser numbers than before, but they were still in the streets and setting up their checkpoints and heres what he said was most worrisome of all is that isis in the last two to three weeks had evacuated a lot of their headquarters and were actually embedding themselves amongst the civilian population, living inside homes. For the residents of raqqa, a lot of mixed emotions. On the one hand, happy that someone is finally coming to rescue them from this terrorist organization under whose rule theyve been living for so long, but fear of what the civilian toll might potentially be, jake. That is horrific for the people who live there, the idea that these terrorists would be embedding within them. Which is one of the reasons why the pentagon says this campaign might go on for years, but speaking of civil yarngs arwa, is there anything you can tell me about any possible civilian casualties caused by these Coalition Strikes . Reporter we have been hearing of civilian casualties, jake, from a number of different opposition activists, as well as opposition groups like the local coordination committees, the syrian observatory for human rights saying in the air strikes that took place in aleppo and the provinces which were not against isis, but rather other Islamist Groups that the u. S. Designates a terrorist organization and the opposition does not view as being such did cause civilian casualties and in those particular two provinces people are incredibly upset because they dont understand why the u. S. Is going after these other organizations especially because it did cause the civilian casualties and we are hearing if this campaign does go forward and the u. S. Allies continue to go after nonisis targets, the civilian toll could potentially rise significantly and people are expressing their fear that that could cause yet another flood, another wave of refugees. Were hearing a lot of warnings, jake, from a lot of moderate opposition activists we have been talking to that have been telling us that america and its allies need to be very careful about who they strike and where. Bill, i just want to talk to you, right off the bat, one of the things that struck me about the president s speech in the u. N. General assembly. Hes condemned terrorism many times and ive never heard him so starkly talk about the extremism and the ideology that fuels terrorism. He basically said that that extremist ideology and sectarianism could prevent progress for the entire world, could be the imp eed im. I think its nice that he said that. Its true. Its a pretty long way, i was back looking at some of his earlier u. N. Speeches and his 2009 speech to the u. N. And his cairo speech, very different tone and to some degree now, hes addressing it. Jay, you just heard arwa damon talk about the concerns that the the easy targets have already been hit over the last couple of days and now comes the difficult stuff with civilian casualties and the isis embedding within the population. This will be a long, tough slog and its probably i hope not, but it will probably get very ugly. Especially in syria, because the fact that there are more there is more than one enemy in syria, and more than one terrorist group, al nusra as well as isis with the opposition to assad is fractured and some of its moderate, but the most potent groups are extremist and theyre linked to al qaeda. This is, i think, reenforces the fact that the United States needs to prioritize what theyre doing in syria. I think we need to on prioritize going after isis first and then al nusra. Intelligence officials tell cnn a few hundred individuals are on their radar as potential homegrown violent extremists in addition to the handful of foreign fighters who have returned to the u. S. The bulletin lays out potential red flags and changes in appearance and behavior, weapons training using religion to sanction violence and frequenting extremist websites. The youths who are inspired by Something Like isis ideology can transition from thinking about an act of violence to really moving on their ideological inspiration in a matter of days or weeks. Its those radicalized individuals operating under the radar with detailed bomb making instructions just a click away that have u. S. Officials so concerned. Because theyre emotionally inspired they dont know that much about the ideology, theyre not that educated in isis and that can cemotion can switch on quickly, so the timeframe might be a matter of weeks. Jake, i reached out to Law Enforcement sources and they tell me they have no knowledge of any credible, planned attack taking place in the u. S. This bulletin was just sent out as a precaution to keep Law Enforcement on high alert. Pamela brown, thank you so much. Lets any now live to the United Nations Security Council where british Prime Minister David Cameron just decried the beheading of the french citizen. Its about isil. Its about al shabab and boko haram and al qaeda. Everywhere there is conflict and everywhere there is islamic extremism has taken hold, but i believe there are three things that we can do. First, we must reinforce our Counter Terrorist efforts to prevent attacks and hunt those those planning them. For our part in the United Kingdom were introducing new powers to seize passports and stop suspects from traveling, to allow us from temporarily preventing british nationals to get back into the country, to ensure that airlines comply with our nofly lists and security screening arrangements and to enable our police and Security Services to apply for stronger, locational constraints on those remaining in the ushg k, but who pose a risk. The second, and i believe crucially, we must defeat the poisonous ideology of extremism that is the root cause of this terrorist threat. Yes, there are the websites and the preachers of violence and violent extremism and of course, those must be taken down, but as the evidence emerges about the backgrounds of those convicted of terrorist offenses, it is clear that many of them were initially influenced by preachers who claim not to encourage violence, but whose world view can be used as a justification for it, and we know what this world view is. The peddling of lies that 9 11 was a jewish plot or the 7 7 london attacks were staged. The ideas that muslims are persecuted all over the world is a deliberate act of western policy. The concept of inevitable clash of civilization. We must be clear that to defeat the ideology of extremism we need to deal with all forms of extremism, not just violent extremism. That means banning preachers of hate from coming to our countries. It means prescribing organizations against people at home and abroad, it means stopping extremists whether violent or nonviolent from ensighting hatred and intolerance in our schools, our universities and even sometimes in our prisons. In other words, firm, Decisive Action to protect and uphold the values of our free and democratic societies. As has been said we need to provide an alternative, narrative particularly for these young people. I was particularly struck by what you said, secretarygeneral, missiles can kill terrorists and governance can kill terrorism. This has nothing on do with with the religion of islam, the religion of peace and we need Muslim Country after Muslim Country, and muslim leader after muslim leader to speak out as the king of jordan did so clearly today at condemning these people that say they speak in the name of islam when they do no such thing. Third and finally, as well as the action we each take individually in our own countries, we must do much more working together to defeat this threat. The defeat of isil will only come about if we use all of the weapons at our disposal. Yes, sanctions against isil and al nusra, and i believe we shall do more, and we must use our diplomacy and political settlements to strengthen the countries of the region and we need governments that represent all of our people and, yes, deal with their grievances. The United Kingdom is committed to meeting this challenge. Only a coherent, coordinated response can tackle what is truly a global and indiscriminate threat. It must be one part of a comprehensive strategy we have to dismantle and destroy isil. Our strategy must work in tandem with arab states. Lets bring in Fran Townsend a former Bush Administration adviser and senior follow for the foundation of defense of democracy. Fran, lets start with you, very interesting to hear the british Prime Minister say that a lot of these lone wolf terrorists or otherwise whatever they are, whatever kind of terrorist they are initially initiated into extremist islam not by preachers who preach violence, but by preachers who preach hatred without violence. That seems like a very big problem for western powers to try to combat. How do you do that . Its very difficult, jake, but what he said was very important and that is its not just that were combatting violent extremism. We have to chit ourselves to combatting extremism in all its forms. Look, it is a challenge, and i think thats why its very important to have public, private partnerships. This week, ambassador mark wallace, formerly with the u. N. During the Bush Administration and i announced the counter extremism project. The idea is to provide that counter narrative, to create a Public Private partnership with where nongovernmental organizations can actually help. In the uk there is an organization of young, british muslims, not in my name. The project for the promotion of peace in muslim societies led by a sheikh, a muslim sheikh. You need all of these groups and voices to come together and work collaboratively with the government effort because governments cant do it alone. It is very difficult for governments to attack this problem. David, let me ask you, i saw criticism online of one of the individuals. It may have been the sheikh that fran was just talking about for having belonged to an organization of islamic scholars that years ago supported a fatwa allowing muslims to fight against the americans in iraq. At one point this year the state Department Counterterrorism division, tweeted a link to this sheikhs website and after it was criticized because of positions the sheikh had taken they deleted the tweet and said they shouldnt have tweeted it. Its not always easy finding pure individuals to represent this cause of moderation, i suppose. Yeah. Thats absolutely rue, and its difficult to, number one, make sure the people who are representing a moderate cause have a good track record, but number two, conversely make sure that they have credibility with the audience that youre trying to reach. This creates a dilemma which is what exactly is the audience . Is it young people at risk of succumbing to extremist ideology . If someone who has a perfect track record is a moderate might be seen as not speaking to their particular world view, but conversely, as you pointed out, are people that are too edgy or perhaps arent moderate at all that obviously presents its own dilemma . Fran, americans have felt like targets for terrorists for a long time, but of course, weve seen in the past few weeks british citizens, a horrific video today of a french citizen. Are are our eyes opening in this country that other westerners are just as much victims of this kind of terrorism or, indeed, are they becoming more and more targets along with americans . I think for sure what youre seeing is that isis and groups like it are expanding their target set. What theyre trying to do is this is an incredibly virulent form of political islam, right . What theyre trying to do is use the beheadings as an attempt to influence the foreign policies of not only the United States and western allies. Theyll fail at this for the most part. Im not sure, i think weve got to understand why a country like turkey isnt doing more, isnt more active partner in the alliance because if they if isis and groups like it get the sense that they can really intimidate and influence Government Policies theyll do more of this and thats dangerous for everybody, and so the president s effort at the u. N. This week is very important, but more important than the speech will be outcomes. This time income year will those same countries who voted unanimously this afternoon on the resolution be will willing to stand up and say what have they actually done and what have they actually accomplished . The thing that should be reassuring is this is not a fly by night operation. Theyve been around for a while and even though the beheading is absolutely gruesome its not very strategic because frankly, the french would have probably paid them a lot of money to let him go, number one. Number two, this means theyll be at the very top of the algerian counterterrorism radar. The french divided for paying those ransoms. Stay with us, if. You would. Walk us through what we know about the targets so far. Look at all of the areas that have been hit in just the past few days. The strike against khorasan is over here and the rest has all been aimed at isis and despite a talk about a coaling, almost all of this is the work of the u. S. Military. One out of every ten bombs is coming from Coalition Planes and those modest efforts all focused over here on the eastern side of the country where the Syrian Military is weak to nonexistent. In terms of the overall effort, look at this, isis has been pounded. This shows the frequency of bombings since early august and as you can see, hardly a day has passed that u. S. Missiles have not fall own targets out there, jake. So if we know how many bombs have been dropped, where and we know where theyve been hit, but reality check, whats been accomplished with these bombings . Have they been successful . Lets look at this other set of maps to get some perspective on this. Back in late july, if you take a look at this, this red land in here is what isis controlled. The yellow is where they had great influence. Since then, buildings have been attacked, equipment destroyed, isis fighters killed, but theyre a flexible mighting force embedded in the civilian population and i want you to look closely at this map today as i change it to where we stand right now. This is it before. This is it now. Virtually nothing changes, jake. A couple of little lines move here and there. Thats the difficulty. Tom, how is that possible in the military is the most advanced in the world using some of the most advanced weaponry. Why isnt that having more of an impact . Thats absolutely true. Not only that, but when you look at these weapons the pentagon says somewhere around 96 of everything being drop frommed tomahawk cruise missiles and the f22 raptor and all of these planes and everything being dropped out there is a precisionguided munition meant to bring a lot of stateoftheart power to bear on the enemy, but military analysts point out air power can only go so far when you go into a whole country like this and youre trying to root out, as i said, a flexible fighting force on isis especially if the middle of a civilian population and add to that the complexity of operating in hostile airspace where the Syrian Military could decide to weigh in at any point and you have the formula for that long, slow campaign the white house keeps talking about, jake. Tom foreman, thank you so much. Breaking news now, air strikes have resumed. Lets bring in cnn pentagon correspondent Barbara Starr. What do you know . An official is confirming to cnn that warplanes are back in theary over Eastern Syria and this time theyre attacking in a very remote area, and theyre attacking isis Oil Installations. What we are told is there are a number of small, modular, if you will, oil refinery installations that isis uses to refine the oil. Smuggles the money. It it earns itself about 2 million a day. U. S. And Coalition Warplanes now are attacking a number of sites, about a dozen targets were told with precision weapons. I ask the question why arent we seeing the oil fires and i am told we will see oil fires. The facilities are small. They do not believe there are civilians in the area because it is so remote, but this should become more visible in the coming hours. This from a Senior Administration official. The Pentagon Press secretary rear admiral john cuskirby who all know so well, has put out a very brief, nondescript statement saying, quote, i can confirm that military and u. N. Partner forces are undertaking additional strikes today against isil terrorists in syria. Those operation are ongoing so we will not provide Additional Details at this time. The pentagon expects to provide Additional Details in the coming hours and we have confirmed with a senior official, these attacks under way right now are against isis and Oil Installations and obviously, theyre trying to cut off isis supply of cash. I want to bring in cnns chief National Security correspondent. One of the reasons why u. S. Officials and other western officials have been so concerned about isis is because of this tremendous influx of money that they get through many means, corruption, ransoms, but also 2 million estimated a day from oilfields in northern and mid west iraq as well as is Eastern Syria. If what were hearing now is true that the u. S. Is striking and the coalition is striking at some of these plants that is clearly intended to put a dent in their finances. No question. One of the groups greatest strengths is that it has so many sources of funding from inside the country selling oil and also from inside the country and as you mentioned ransom and coming from outside the country, as well. Groups masquerading as charities that are funding that are sending both funding and fighters to isis and other terror groups in the region. So in effect d you see the Obama Administration going after two sources of isis funding. One now those Oil Installations with the air strikes and two, when you saw the president before the u. N. Security council, this new, legally binding resolution requiring all of the u. N. s member nations and more than 193 of them to act and stop fighting and fighters getting to isis and its a legally binding resolution. As you know, jake, there are a lot of countries involved here and some of who are punitive allies of the u. S. And qatar included who have been accused of allowing that money to go to isis directly or indirectly turning a blind eye. The president calling on those nations now to stop that. You see in effect going after it from both sides, isis from both sides today, from the air attacking those Oil Installations here at the u. N. , legally from the country, stopping the many groups that get funding to it from other countries. Lets go to tom foreman right now who is at the magic board and can give us an idea of the geography of this. Tom, my understanding is that right now isis controls about 60 of syrias Oil Production because of the oilfields in the east and of course, you have 25,000 barrels a day coming from the iraqi fields that isis controls in the north and midwest. Show us exactly what were talking about. Over here, this is the border down here between iraq and syria. This is the eastern area that they have to be talking about right now. I do want to note something. If you any into this area, you get to the town of raqqa which is a quarter Million People and here, you can see there are real oil facilities, big ones there and we have to understand that this area is under the control of isis you have to ask whether or not this which appears to be an oil facility from above, an oil refinery from above and whether or not this is involved in the long game here and they move to bigger facilities like this as opposed to out there in the open countryside where as barbara described, you might be talking about some sort of portable or smaller refinery facilities, jake. Barbara starr, i want to ask you if you were getting any more specificity about where these are taking place and how big a campaign this is to go after these oil targets, whether its fields and refineries and whether its all of the above. At this hour, what we are told is this remote area in Eastern Syria. There is a place called marqata where there are a number of these very small Oil Refineries that the u. S. And the coalition are hitting right now. A very well known to be an oil area in Eastern Syria. I think the u. S. Is being very careful at this point to hit these smaller refineries. There is no interest, in causing an environmental disaster here. That would be very difficult for the u. S. To decide to do, but what you are seeing, jake, is the u. S. Military and the Coalition Hitting a very unique target set, a terrorist target set, hitting these Oil Installations to cut off their cash flow. The other day, hitting buildings, but only a Communications Array to cut off their xuncaticommunications so cant talk amongst themselves and they cant pass orders back and forth and hitting staging areas and not where isis operations are, but hitting areas where they gather trucks, vehicles and personnel so they can get them before they cross the border into iraq and try and gain more territory. Its this goal of the coalition to cut off isis ability to fund itself, to weaponize and get its people out in the field moving around. At least in iraq they say isis is already going to ground and well see how fast they do that on the syria side and how the u. S. Will be able to continue to chase them down, but you know, keep in mind, against al qaeda in iraq and the taliban in afghanistan, we didnt see these kind of economic targets. This is something very different to cut off their cash flow. Lets go to the Homeland Security adviser. Fran, you are getting new information. What are you hearing . You know, jake, its interesting. We know there was a number of Coalition Partners that have participated in the initial air strikes. Among those in the arab world is the United Arab Emirates. We are hearing and sources are starting to confirm although i must say the emirates has not yet confirmed this that one of the pilots that participated in the first night of air strikes was a female pilot. The crown prince of the united air ak emirates has been a huge supporter of womens rights and womens participation in the military. It would be very significant that the uae chose quite intentionally to include a female pilot against an Islamic Extremist Group like isis that treats women so badly that uses rape as a weapon of war, very significant especially in the muslim world. Joining us now, cnn military analyst lieutenant rick francona, woot your reaction to hearing about these targets, these apparently economic targets by going after oilfields that isis has been controlling and is getting reportedly up to 2 million a day for controlling this oil. This is a smart thing to do for several reasons. It does hurt their economics and it follows what they hit on the first night, they hit their finance center and following up on that, they hit these Oil Refineries that provide a lot of this elicit oil. These installations are not in cities and theyre out in the desert and usually remote. The likelihood of Collateral Damage and civilian casualties is minimized and given the hour, thats probably a good thing. So i think these are good targets to hit, safer targets to hit and it will probably have a pretty Immediate Impact on this. All of those Oil Installations in syria generally sit between raqqa and qaa im and this is a good target set to go after. Jim sciutto, cnn security correspondent outside the u. N. Now. This really shows, this strike going after isis oil targets, jim, this really shows the breadth of this terrorist group. Why it is so feared even if wo months ago nobody in the United States public had really heard of isis or isil, why the u. S. Government has been taking it so seriously especially of late. Thats right. This group, isis is a group that has advantages and strengths that no other terror group has ever had in our experience. It is Holding Territory like an army and were seeing that in both iraq and syria and it has its own Funding Sources and not just funding coming from outside of the country and usual suspects and false charity, et cetera, it runs like a business. Thats another advantage. So as you see, these air strikes play out. The target set as the military calls it will be much broader than a typical campaign and they cant just go after machine guns mounted on the back of pickup trucks, et cetera. They have to go after their Funding Sources, Oil Installations in effect, jake, youre watching an attack on the country here and not just a terror group. Its the way you see an air campaign in the broader war against the country. You go after its economic assets as well as its military assets and think world war ii Bombing Campaigns. You cant any just after their Training Centers and command and control, et cetera. You have to go after their economy. They have their own economy. It it really shows the breadth that the strength of this group. Joining me now senator Saxby Chambliss of georgia, the ranking republican on the intelligence committee. Thanks for coming on today. I want to get your thoughts on going after isis and possible refineries and oilfields, as well. These targets have been identified over the last several weeks. Weve been flying isr surveillance. Yes. Targets that would cause the least amount of Collateral Damage, but yet seek to real dou do damage to the infrastructure of isil. The attacks at the pentagon is confirming were against these portable refineries or these movable refineries that are small in nature and still pretty significant and again, its smart to keep them in their pocketbook where theyve been successful thus far, and i suspect thats what the pentagon will ultimately confirm and i think thats the right thing to do. Senator, what in addition to the money that isis has been able to bring in, reportedly 2 million a day from controlling these oilfields and also several will millions from ransoms and kidnappings. What are the other reasons why the world is so terrified and why leaders are so concerned about isis. What makes them different from any other terrorist group . Well, theyre an offshoot of al qaeda, but frankly, the leader baghdadi was actually kicked out of al qaeda because he was too extreme for the leadership in al qaeda. So weve seen the viciousness of the group and we heard, as fran talked earlier, the way they rye to intimidate individuals, groups as well as leadership of countries and they will continue to do that. We dont react in the right way. Isil is a terrorist group just like al qaeda, al shabab and boko haram and all of these groups being talked about, but they operate r under a different m. O. Than any of those groups and that m. O. Is were going to be the nastiest guys around and dont get in our way. Thats why i think its important that we take them headon, we hit their infrastructure and we hit their Logistic Centers and hit dee pos and the kinds that i know have been identified over the last few weeks and well continue to go after. Senator, stay with us for one second. I am told Barbara Starr at the pentagon has new information. What can you tell us . Jake, were getting a few more details here. What were looking at is u. S. And Coalition Aircraft including aircraft from the United Arab Emirates hittinging about a dozen targets in Eastern Syria in a very remote area. We are told these remote targets and these Oil Refineries, if you will, are east and south of raqqa. Raq raqqa, of course, being the strong hold of the isis leadership. These are small, modular refineries, we are told, way out in the desert and not near civilian populations. The calculation that we talked about a minute ago that isis is earning itself about 2 million a day from this illegal and criminal Oil Smuggling operation, theyre refining, we are told about 300 to 500 barrels a day. Relatively speaking in the oil market, that is a very small amount, of course. It it doesnt Impact Oil Prices on the market as you and i would know it around the world, but it is impacting the oil business in that area and a lot of people out there have been very, very upset about isis, aside from their criminal enterprise and terrorist activity, their economic activity. Basically, this is money stolen from legitimate oil business in the region. What we are getting to is the u. S. And the coalition and the arab nations and many of them Oil Producers and oil refiners in their own rights. Now really prosecuting the campaign against isis economic targets and against their oil business and this is really the next step. The u. S. Knew about these targets and i want to point that out. They didnt get to them in the very first round. Its not be that they just discovered them. This was known to be out there and this is a set ever targets that the u. S. And the coalition wanted to get to. They couldnt get to everything on the first fight, but theyve gotten to it now. Joining us on the phone is Lieutenant General mark kirkland, tell us what you think the significance is of the coalition going after these apparently portable Oil Refineries that isis has been using as part of their influx of millions of dollars . Jake, a couple of things. I compliment both barbara colonel francona because they were on target. It was an emphasis for us because al qaeda at the time was stealing oil from the repinery and init tim dating Truck Drivers and using the stolen oil to fund their operations. When you are talking about a group like isis in syria having their own refineries, you would see this is a va teeningic air campaign. You not only have to sop this money flow which is significant as barbara just pointed out, but its also them attempting to establish part of their infrastructure. So thats really the objective of isis is to establish their own state in the areas of syria and iraq and any time you hit the infrastructure that prevent them from doing that, its a good thing. The economy piece of this is a significant part and theyre using that money not only to fund their operations, but to pay their fighters and to pay the jihadis and in turkey, in syria and places theyre coming into. So this is part of the overall campaign, the strategic objective to stopping the economy of this state. I want to bring back senator Saxby Chambliss, ranking republican on the Senate Intelligence committee. Senator, one thing im wondering as were sitting here watching these strikes. Some of the oil targets that are controlled by isis, but certainly there are many more, how long do you think this war is going to go on . You have access to topsecret, classified information. You have an idea of how strong isis truly is. Do you think that were going to be covering these air strikes and air strikes like this in months, in years . How long . Well, air strikes can do a significant amount of damage. Were all very aware of that, but air strikes are not going to win this conflict. Ultimately, theyre going to have to be boots on the ground and if you notice the president danced around that very carefully today. He said from the beginning that there will be no u. S. Boots on the ground, but the fact of the matter is weve got about 1700 boots on the ground in iraq right now in an advisory capacity. But the one thing he didnt say is who is going on provide those boots . And thats, frankly, i think, the next step. Im very confident that the administration is having success in talking to our arab friends who have joined this fight. I think its amazing that the administration has been able on get the coordination they have from the standpoint of the air strikes. Now the next move is we have to have those arab neighbors join in by providing boots on the ground to root these folks out and who knows, jake . This thing could last months and months, conceivably it could last years, but this is not anything to be an easy fight. Senator Saxby Chambliss of georgia. Lets bring back jay carney and kristol as this breaking news has erupted. Jay, you heard senator chambliss say there need to be boots on the ground and hopefully arab allies and i spoke to the Jordanian Foreign minister and he said there is no appetite among the allies to have any boots on the ground. Marco rubio, republican senator from florida, the president is going have to tell the American People we need u. S. Boots on the ground, u. S. Combat troops on the ground. I think the fact that our Arab Coalition allies are reluctant to put boots on the ground is true. I think if you had surveyed them a few weeks ago they were reluctant to engage in air vibings which they are now doing under u. S. Leadership and thats a positive development as the senator was saying. I think that the president s careful language today was a good thing. I think that we need to be a little more clear about what u. S. Troop presence were talking about, advisers, special operators and its not zero boots on the ground. What he has conveyed and what he means is were not anything to invade and occupy either iraq or syria, but i think its absolutely the case that that doesnt mean there wont be any americans on the ground. Bill some. Two months ago we couldnt get involved in iraq ever. One month ago, we certainly cant get involved in syria, now were bombing at least some isis assets if syria. It may degrade isis a little and they control raqqa and syria, and we need to destroy this organization, i think and that will mean a real war not just some air war against oil. Im happy hes doing what hes doing. You wont see a land invasion again in iraq and a massive occupation under this president. Ult hatly, the army that was rained up by the United States military, by general petraeus and others has to do that job. With advisers embedded. I dont i dont i dont disagree with that at all. Thats what everyones calling for. But thats different from the idea of an invasion and occupation for sustained on on. Hes going to get dragged into eventually sending in the 20,000 troops to destroy isis. What is true is the iraqi army is more capable than we saw earlier this year.
