I understand there were some commanded aboard flying to dubai. The iranians contacted the pilots to say this is an out of date flight plan. And it ordered to return back to afghanistan. But the pilot said they didnt have enough fuel. The iranians said well then land, or youll be intercepted. We understand it was escorted down by iranian fighter jets. Officials tell us theyre trying to get clearance to leave but we understand that flight is still on the ground in bandar abbas, iran. Thank you so much. Were going to stay on top of the story. Turning now to our other world news lead, after enduring withering criticism that hes been not forceful enough when it comes to confronting isis, president obama delivered Closing Remarks at the nato summit, seemingly designed to end any questions about his resolve to wipe the terrorist group out. Isis of course, the Islamist Group that has taken over chunks of iraq and syria. Theyve already beheaded two innocent americans among their many, many atrocities. Now more than a week after the president admitted to not having a strategy yet to deal with isis in syria and two days after causing a flap with his remark about making isis a manageable problem, he now says hes got countries lining up to help take isis out. It seems like the president knew this was a chance, a good chance tons articulate something forceful after several days of what seemed to be conflicting signals. His message on isis was tougher, and he did predict, as you mentioned he will have a coalition to defeat the terror network. For president obama, this time, there were no mixed messages. Were going to achieve our goal. We are going to degrade and ultimately defeat isil, the same way that we have gone after al qaeda. At a News Conference at the end of a crucial nato summit, the president insisted he now has a plan for taking out isis. Gone was any reference of simply reducing the isis threat. To the point where it is a manageable problem. As he had put it just days earlier. Instead you cant contain an organization that is running roughshod through that much territory causing that much havoc, displacing that many people, killing that many innocents, enslaving that many women, the goal has to be to dismantle them. The Obama Administration is now counting ten countries as part of an international antiisis coalition. Partners the president is confidence arab partners will follow. He told one with session, contrary to what you heard in the politics of our country, the president is totally committed. There is a strategy that is clear. On russian aggression in ukraine, nato flexed some alliance muscle. All for one, one for all. Nato formal little unveiled a Rapid Response unit to meet russian threats to eastern europe, pledged nonlethal military aid and training for ukraines Defense Forces and started plans to assist georgia and moldova on russias doorstep. Russia is ripping the rule book with its annexation of crimea and its troops on Sovereign Oil in ukraine into the Foreign Ministry had a statement. The ukrainian president announced a deal at the summit. Now it is very important that it this ceasefire last long and during the ceasefire, we continue the political dialogue. Can you trust vladimir putin. President obama was hardly convinced moscow would allow the ceasefire to hold. Obviously, we are hopeful but based on past experience also skeptical. So it has to be tested. Now, secretary of state john kerry and other Top Administration officials will be heading to the middle east in the coming days to line up some arab partners for an antiisis mission. As always, i want to get your reaction to president obama who earlier today spoking about a Core Coalition formed on the sidelines of the nato summit. He said that would take on isis. What would you expect other countries to contribute . Well, jake, i applaud the president putting together a coalition on the sidelines of the nato summit. I think a coalition is necessary to fight isis. And it would seem to me that that coalition needs to bring to bear the same resources we have brought to bear so far, both in air power as well as other military, you know, equipment and abilities. And so if you want to destroy isil, youre going to have to do it in a comprehensive way. I hope that theyll be part of drying up isils money. Theyre probably the best funded terrorist organization in the world right now. Thats critically important. And so a comprehensive approach to, you know, ultimately make sure that isil cannot be a threat to the United States or to the west. We still havent heard, of course, not yet anyway, a comprehensive strategy from the president to take on the threat. Do you think the members of the Obama Administration, secretary of state kerry, defense secretary hagel, are others, should testify before your committee, the Senate ForeignRelations Committee to talk about the strategy . And what would you want to hear from them in order to authorize continued action against isis in iraq and or strikes on isis in syria . Well, jake, we have already called for before the latest developments a hearing in the Senate ForeignRelations Committee in the second week of this month when we return. And we have a commitment from secretary kerry. I do hope that secretary hagel will join us because understanding the military dimensions of such a strategy is incredibly important in addition to the political and diplomatic efforts. I think members are going to want to hear exactly how are we going to go about degrading and ultimately defeating isis and what will that entail. Who join us. What will they do in the process, and how do you envision this campaign taking place. Because if its obviously more than what we have done in iraq to date, as it relates to protecting Embassy Personnel and other u. S. Personnel, then it may very well need the authorization for the use of force and, of course, the Senate ForeignRelations Committee has jurisdiction over that issue as we did when we gave authorization to the use of force a year ago to the president when syria was using chemical weapons against its people. Your fellow democratic senator bill nelson has a bill that would give the president Clear Authority to order u. S. Air strikes against isis in syria. Doesnt that bypass the authority of your committee . Well, any member can introduce their view of what that authorization for use of force should mean. Ultimately, it would have to come to the committee for its consideration. Lets turn to ukraine. You have clearly and decisively used the worth invasion to describe the Russian Troops entering the country, but the Obama Administration is reluctant to use that word. Why do you use it, and why do you think others refrain from using it . Well, having just come back two days ago from ukraine, i can tell you that if you have thousands of russian soldiers, columns of thanks, surfacetosurface missiles armed artillery and a host of other sophisticated weaponry crossing from the russia border into ukrainian territory and fighting against ukrainian troops, i dont know what anybody else calls it or what euphemism they want to use. To me thats an invasion of one country against another sovereign country in a totally unprovoked way. I use it because i think its important for europe and for the United States to understand that this is a watershed moment and that we have to decide are we going to work to uphold the International Order that russia has so clearly violated. An International Order that says you just dont simply by force invade another country, take territory without serious consequences to those actions. Otherwise, the global message we send is going to be really consciousal. Youve called for the u. S. To provide lethal aid, not just nonlethal aid to the Ukrainian Army in that goal. A source tells cnn they have some identifiable information on every american they know of in syria and iraq, but experts say in some cases theres not enough intel to prevent a jihadist from coming back to the u. S. Eric holder tried to tamp down concerns on thursday. How confident are you that the u. S. Knows the identities of the americans who have made it over there and those who have come back to the u. S. . I think we have a pretty good handle on who is there and also a pretty good handle on who potentially might want to go there. We have brought a number of prosecutions, we have a number of on going investigations in that regard. Officials say it can be very challenging to arrest american jihadist who have returned to the u. S. Youre always balancing let me not move too fast because i want to map the conspiracy, let me not move too slowly because this guys a ticking time bomb. Its the smaller less sophisticated attacks by returning jihadists that keep u. S. Intelligence officials on edge. Its the once you dont know the who show up on the radar and explode a bomb in someplace like new york or boston. If youre 98 confident you have everyone, its the 2 i would be worried about. How do we find the ones we dont know the . And part of it also makes this so challenging that not everyone who goes into turkey and syria goes to fight in terrorist groups. Some of them have family and want to join humantarian or aid groups. Theres a pretty high bar to put someone on a no fly list. The pamela, thank you so much. Today president obama laid out a partial playbook for weakening isis and diminishing the groups global appeal. You systematically degrade their capabilities. You narrow their scope of action. You slowly shrink the space the territory that they may control. You take out their leadership. And over time, they are not able to conduct the same kinds of terrorist attacks as they once could. But even if the u. S. Or its allies manage to take out a top terrorist leader, isnt there just always someone in line ready and willing to step in and pick up where the previous mastermind left off . Lets discuss that with david ross, the director of the center for the study of terrorist radicalization. Lets get a better idea who the enemy is. Start with abu al baghdadi, the head of isis. What exactly do we knew about him . He was at one point in u. S. Custody in iraq. He was in the prison, born in 1971. Is he believed to have received his ph. D. In islamic studies in baghdad. He was part of the insurgency originally part of the small insurgent organization before joining isiss predecessor. Its gone through a number of different names. His Insurgent Group folded into it. He joined its Sharia Committee before being elevated in rank and took over leadership of the isis in 2010. He had to rebuild the organization after it was devastated by u. S. Forces and the awakening. Somebody on National Public rao discussed the number two, al show shani, a chechen native. This expert said that when he was in chechnya, he had been trained by the United States in counterterrorism. What can you tell us about him . Hes chechen. Origin but he was born in georgia and fought for the georgian military. He was involved in 2008 when russia invaded georgia. Its its certainly possible that he got u. S. Training at some point. I couldnt substantiate that but he was part of that military. Ultimately he had some health problems, left and then cropped up in some major battles in syria and now in iraq. Its not clear that hes quite as extreme as ba baghdadi. Baghdadi has been encouraging forces to undertake atrocities and he is not known to fall into that extraordinarily extreme camp into tell us the guy from al she bob that the u. S. Did kill earlier this week. Who is he . Godane had been a very contentious leader within, al s that bob. One prom squabble was against another she bobs leader. Very recently even late august, you had a high level leader win shah bob publicly accusing him of being a western intelligence agent. When he was in somalia for the meeting, it was looking specifically at the impact of an African Union offensive trying to take back territory in Southern Somalia from shah bob. Its not clear who all died but it could be both isis and al shabaab are more prone to being fractured by losing leadership. In other unsettling world news, there is no apparent end in sight for the worst Ebola Outbreak in history. The World Health Organization putting the death toll in west africa at more than 2,000. Here at home another infected american with ebola is back in the u. S. For treatment. Hes said to be in stable condition in the nebraska eb medical center. He was not working directly with ebola patients. It is still unclear how he contracted the disease. Joining me now from atlanta, dr. Beth bell, an Infectious Disease director. Dr. Bell, thanks for joining us. Weve been told not to worry about americans being infected who are now back here in the u. S. But the two previous patients we now how they were infected working with ebola patients. We dont know how this third patient, this third doctor was infected. Shouldnt we be worried about him being here, given that there is this is mystery about him . Well, im not sure that i would call it exactly a in is industry. Youre right, right now, we dont know the exactly how he got infected but that doesnt mean that the way he got infected is anything unusual. May just be that we need to do a little bit more investigating to find out exactly the cause. You know, we really the situation in africa in west africa is very serious. Its very dire. And it can be very frightening for people. But how ebola is transmitted is not mysterious. We now its its transmitted. The way were seeing cases, people becoming inif he canned in africa is primarily in households in close contact with people that have ebola and handling corpses and in in Health Care Facilities where Health Care Workers are not using appropriate infection control. So we do know how ebola is spread and know how to stop it. And were all working together as a Global Community to do that in west africa. Dr. Saccra will not get the zmapp serum because of a very limited supply, the zmapp serum what the other two american who have recovered from are the virus were given. What will dr. Saccras treatment look like . I cant really comment on this particular individual, this will be between him and his family and his doctors. We all would hope that we would have more in the way of treatments for ebola. As you say, there are very, very limited treatments available. Theyre all completely investigational. And they havent really been used widely in people. Were certainly working very hard to speed up testing and availability of these treatments. But theyre not going to really be available certainly over the near term of the next three to six months. Having said that, however, there is a lot that can be done to improve the survival of ebola patients. Things that we call Supportive Care, keeping them well hydrated, treating infections if they have infections, making sure their Blood Pressure is normal and that they have good nutrition, all things as i say that we call Supportive Care that can make a very big difference in terms of improving survival for ebola patients. Dr. Bell, today the United Nations set a goal for stopping ebola transmission within six to nine months. How would this be done, and is it even possible to stop ebola transmission . Yes, it is possible to stop ebola transmission. We know how ebola is transmitted and know what we need to do to stop transition. Having said that, there is certainly a big challenge before us. But we know what we need to do. We need to increase the treatment facilities. We need to increase Clinical Management with good infection control. We need trained staff to staff the treatment units. We need additional logistic support. We need better practices in terms of contact tracing. These are all areas where cdc is working very hard. We have over 500 people working here in atlanta, over 70 people in the field. Were working to support these efforts to stop ebola transmission. Helping to build Emergency Operations units to do surveillance, to track cases, to help with contact tracing. And doing a lot of training in many, many areas in these countries in west africa. We have brand new cnn polling for you out of one of cnns five key races to watch this Midterm Election season. It is now a dead heat in the Arkansas Senate race where republican congressman tom cotton now has a razor thin lead, just a twopoint advantage over democratic senator and incumbent mark pryor. Well within the margin of error. Every seat counts in the fight for the control of the senate. Joe johns has this story. The political mischief of halloween is weeks away but arkansass incumbent democratic senator mark pryor and his republican challenger tom cotton are running hard and already into some pretty scary stuff, fighting over who voted to support the ebola virus or at least pandemic prevention. I voted for preparedness. He opposed it. I asked cotton about that. He first voted no, later voting yes when he got a second chance. It goes to show that mark pryor cannot be trusted when hes calling me pro ebola. Pryor is a cancer survivor now in his second term. Cotton is a freshman and a lawyer, a veteran who earned the armys bronze star in afghanistan. Its a bitter battle over their voting records. Frankly, less about the plague and more about the president. Cotton linking the man in the white house unpopular here to arkansass only remaining democrat in congress, 16 million in spending so far, the airwaves saturated with ads. What pryor doesnt say is that law was obamacare. In a fiveminute speech, cotton uttered the name obama 11 times mentioning pryor almost in the same breath. We need a senator who stand up to barack obama and put arkansas first and on issue of an issue, mark pryor is a local supporter of barack obama. Thats the biggest bunch of hogwash ive heard in my life. The senator and allies hope cottons voting record is his keys chooels on things like a popular Childrens Hospital here, money for veterans, even against the farm bill in a state that depends on agriculture. It should be called a food stamp bill. Its 80 food stamp spending in a program that doesnt have adequate reforms. These two candidates could not be more different. Pryor is political royalty in arkansas which opens him up to the charge hes a creature of washington. His father was also a United States senator. His dad david was arkansass governor. He remembers mark as a kid who didnt like it when things got ugly, a little ironic for whats happening in this race for reelection. Once we found a snake in our backyard and he refused to kill it. He just said no, i dont think we should kill that snake. Cotton is an upstart newcomer, harvard educated a new face in congress with plenty of energy, but will it make up for what he lacks in experience. How you all doing . Hes also a lawyer. In the army he served tours in both iraq and afghanistan, growing up a high school and college jv College Basketball player. We talked to one of his old coaches. He was a good athlete. He was very focused you know educationwise. Cotton still has a lot of running to do. In a red state in a wreer where republicans are running strong nationwide, its a dead heat in arkansas. Joe johns, cnn, little rock. Lets bring in our panel, cohost of crossfire, stephanie cut ter and republican strategist kevin madden. Stephanie, this tom cotton supports ebola ad was mocked by no less than jon stewart yesterday. Is this way that will mark pryor can keep his seat is by being so negative . I think mark is running a pretty good campaign. This is a very, very red state in a year where basically every single fundamental is working against democrats. But mark pryor has a dead even race. I think hes running a great campaign. I think the votes tom cotton takes matter. And theres nothing wrong with letting voters in arkansas know about them. The problem i think for pryor is like joe johns said in his package, is he practically political royalty down there, somebody with his name i. D. To only be at 45 as an incumbent, that is a very, very dangerous place to be. So i think if cotton goes out there and continues to draw the contrasts with obama, remind voters he would be a vote to be a check against the obama agenda which is very unpopular. Obama is at 60 in a place like arkansas disapproval. This is a prime pickup opportunity for us in november. Does it suggest the fact that cotton is attacking pryor by attacking obama, does that suggest that there isnt much about mark pryor that he can go of an as much as about pryor supporting obama and trying to change the subject. That is where pryors biggest vulnerability is. His agenda is aligned with president obamas agenda which is very unpopular in the state. I want to move on to 2016 to ticks if i could. Governor Chris Christie on a trip to mexico city said he will not take a position on Immigration Reform unless he runs for president. Take a listen. I have no role in the immigration debate except for how it may affect the individual citizens of new jersey which ill deal with as governor. I wont have anything to say on immigration until and unless i become a candidate for president of the United States. If that happens, i will articulate a full position on it and you guys can pick it apart and praise it or damn it however you like. Where is the candor . Where is the bluntness and the Straight Talk . That is a big problem here. Not commenting on immigration, which is an important issue to the people of new jersey. And its an important economic condition affecting the people ef new jersey and their economy. Not commenting on it in such a combative way really does run counter to that brand that that profile hes built up to this point that hes this no nonsense trait talking guy. My bodys burning like a lava from a welcome back to the lead. In national news, there are weather alerts and then there are the alerts that say there is molten lava heading for your house. People in hawaii are being warned that lava from the kilauea col vein know is only about a mile away and could be on a path straight to their living rooms. Jennifer grey is watching this closely. Jennifer. Thats right. About a mile away, but this lava is moving so slowly, less than about 1,000 feet per day. It could take up to a week to get there. Residents in this Little Village have been warned so they can start making preparations. You can see not very populated but nevertheless, these residents are concerned and the main concern too is that some of these roads are going to be impassable over the next four or five days. Whats been happening . This particular volcano has been erupting constantly since 1983. The lava has been flowing south right into the ocean. But on june 27th, a new vent popped up. In in particular vent is causing it to flow to the north starting to impact some of these plays that are occupied. Thats the concern right now. We are seeing incredible pictures coming out of the big island. Its smoldering. The lava just as you were showing before. Residents definitely need to be on the lookout for this as in the next week or so. Their homes could be impacted, jake. What kind of safety and precautious measures can be taken . Just fleeing . Is there any structure one could build to stop lava . People are just trying to secure their homes opens at this point. They only have five to seven days. It would be just as people would prepare for these wildfires in california, i would assume, just grab their belongings, the things they need and yeah, eventually they may have to flee their homes. You said this has been going on off and on since 83, you the new vent came up june 27th. Did they know it would get to the homes . Not initially. Once it started flowing, they saw which direction it was going and quickly saw the homes would be impacted. Its been erupting constantly since 83 flowing south right into the ocean.
