One hour is supposedly left in the ceasefire with hamas. Does that squash any remaining crumb of hope of extending this truce . And the varied lead, the daughter of an american tourist was actually trying to lose her suitcase because, police say, she had her moms body stuffed inside. Good afternoon, everyone. Welcome to the lead. Im jake tapper. Well begin with the world lead. 129 more of what the u. S. Military calls advisers have arrived in iraq to assess options for rescuing tens of thousands of yazidis and other refugees who have been trapped for days on end on top of mount sinjar by isis jihadists below. Isis say they killed a large number of yazidi men when they stormed the city below and theyre holding 100 yazidi women and children captive in mosul. Military advisers may be how the white house refers to it, the personnel they ordered into iraq, though arc suredly these advisers are not armed with mere memo pads. I suppose you can call them advisers. You can call them camouflaged enthusiasts if you want, but what they really are are american troops. More of them in iraq right now. Theyre not in a state of combat role as the white house is quick to remind you, but now the real question is will president obama order u. S. Troops and those there and others to carry out a mission to rescue the yazidis and other refugees. 10 to 20,000 of them are stuck on a mountain according to kurdish officials and this is view of an aid drop from a helicopter. If the yazidis and other refugees come down from the mountain they would a you are suredly be walking into a genocide at the hands of isis. If the president green lights an american role in the rescue, what form will that take . Cnn reported that air evacuation is being considered and today the Deputy National security adviser admitted that the white house is considering, considering Ground Troops to help. Growth fund troops, not combat troops, the white house says, but if Ground Troops, combat troopses, american troops once there are then forced to engage isis fighters on the ground as seems quite possible, isnt that the definition of combat . Lets bring in our pentagon correspondent barbara starr. Barbara, what are the ryazidi, evacuations here . Whether you do it by land or by air, the question is how deeply president obama wants to get involved in iraq. Iraqi helicopters continue to drop aid and rescue at least some people. Amid the blistering heat, thousands more desperate every day. The u. S. Military now working on a plan to get them out. There may be as many as 20,000 yazidi iraqis still here. Initial options could be ready for the president to consider within 48 hours according to one defense official, but no one can yet say how soon a rescue operation could begin. The president s one limiting factor that hes communicated repeatedly in public and to the military is we dont want to be reintroducing u. S. Forces into a combat role on the ground. Reporter there are two basic military options, rescue by land or air. An escape over land would involve a long, dangerous drive to the Syrian Border or other areas in Northern Iraq. Security could be a nightmare. Many of the yazidis may not be Strong Enough to make the journey. A u. S. Official says the initial focus is on an air evacuation. It may be the quickest and the u. S. Has enough v22s and helicopters to do the job, though it could take weeks. But either option has crucial obstacles. The u. S. Will have to continue air strikes against nearby isis targets to keep them at bay. The u. S. Will also have to provide security all of the way from the mountaintop to any refugee camp location willing to take the yazidis and that, u. S. Officials say, will mean u. S. Troops will be on the the ground, but the military insists those troops will only be in a humanitarian role. The president s been very clear. There will not be boots on the ground in a combat role. Thats very, very clear direction, but what he also told us to do was to help alleviate the humanitarian crisis there in Northern Iraq and on and around mount sinjar. Now anything will require, of course, president obamas approval and the u. S. Has made it clear it wants other countries to join in, it wants the iraqis and the peshmerga fighters to join in on any rescue mission and if theyre going do this it seems the u. S. Presence will only grow. Jake . Barbara starr at the pentagon, thank you so much. Thousands of yazidis have been rescued and any safety theyll find is all relative. Where are they supposed to go . Isis is hunting them, running the yazidis out of their homes and out of their villages and our Senior Correspondent ivan watson is in iraq. Bring this down to us from a personal level. What are these individual yazidis facing . Reporter im hearing anecdotally of a litany of alleged atrocities carried out of isis militants. First when they swept into the town of sinjar which had a significant yazidi population. Its impossible to confirm these accusations, but the survivors i talked to one of them described seeing his neighbors head chopped off with a knife. Others describe isis gunmen opening fire on civilians as they were fleeing and many, many people have described the yazidis and allied arab tribesmen gathering up large numbers of civilians, taking them hostage and taking them away as far as the city of mosul to a prison there, a large number of captives missing. The subsequent steps of human suffering that have been imposed on these people are also horrifying. As people fled up to mount sinjar, there, one by one, families have told about seeing people die as a result of dehydration and lack of food and exposure to the elements and what is continuing to claim lives is the long march that they have to make those who choose to escape the mountain on foot to neighboring syria, walking ten to 15 hours. Thats truly heartbreaking because you hear about people who talk about how they had to leave their loved ones behind either because they died on the long march or because they couldnt walk any further and the rest of the family had to continue moving on so they would leave a loved one, perhaps in a spot of shade and then keep going toward the Syrian Border to safety. So were still trying to wrap our heads around the scale of suffering and death caused by the isis, ethnic and sectarian cleansing of parts of Northern Iraq, jack. Ivan watson, its so horrific. Thank you so much. Stay safe. Lets bring in ali kaderi, a contributor to Politico Magazine who served as assistant to five american ambassadors to iraq. He is part of the dragoman partners. Youve written this open letter to president obama about a lot of advice about his middle eastern policy, but getting more specific, what should president obama be doing right here right now about isis . First, were assuming that a National Unity government will be formed in baghdad under Prime Minister a bushing adi and that has yet to be determined and the the second thing that needs to happen is after abadi forms a cabinet, he needs a new way of doing business in iraq, and we as the United States government have to be very clear with the iraqis with not only new faces, but a new basis that the sunni insurgence will continue and that isis will get stronger and stronger. The root solution of iraqs problems and of isis creation is grounded in politics and its groubdzed in the failure of both malikis government in baghdad and assads Genocidal Campaign in syria. That is what has created isis and an entity that did not exist three years ago. Why is the arab league not other than the kurdish fighters and Iraqi Military . Its a great question and the answer is extremely sensitive. The issue is that for our regional arab allies and our turkish allies, if they were to send boots on the ground into iraq, what that would mean is that it is the start of a regional war, and if you start a regional war you never know where its going to end and so while the iranians, for example, have already sent in for years now some of their Senior Officers to wage a Covert Campaign against the United States military and iraqi forces. In fact, iran killed about as Many Americans as al qaeda did in iraq, if the arab countries send in forces now you could see a destabilization in the entire region. Ali, one of the things you write in your politico oped is that there needs to be a middle east czar to take on headon the threat of transnational jihad. Do you think the Obama Administration doesnt take the threat of islamists seriously enough . I know they dont take the threat of transnational seriously enough as demonstrated by president obamas assessment of isis only a few months ago calling them the jv team when in reality isis represents the most virulent form of transnational jihad the government has ever seen. These folks are not muslims. They are animals, frankly. They are a group that is so vicious and so blood thirsty and such a death cult that even core al qaeda leadership, bin ladens successors, namely have disavowed them. And so by referring to them as the jv team, by sitting back and watching them rise over three years despite the genocide in syria, by watching malikis sectarian policies where isis could again come into iraq and by doing nothing about it for months now, despite repeated warnings for the american intelligence community, whats happened now is the cancer has met aft sized and we have a major problem on our hands, a problem that threatens regional stability and thus threatens global stability and thats why im calling for a modernday geral Dwight Eisenhower as generalizen hower was the supreme allied commander in europe after hitler made a mess of europe, im calling for a modernday ike to prevent the middle east from descending into chaos and for frankly, potentially creating a third world war i not because of the countrys invasion of its neighbors and because transnational jihad has become a global problem thats an exist earn threat as we know it. Im telling you right now, jake, i obviously dont anymore being outside of govern am, but you dont need access to cia and nsa products to know that they are coming and that another 9 11 is imminent unless we act decisively and quickly and do it right now with our allies both in the region and around the world. Israel claiming that militants in palestine or rather in the palestinian territory of gaza broke the ceasefire just two hours before it was set to expire. Two hours. The Israel Defense forces say one rocket landed in an area of hof ashkelon with no injuries and they tweeted out what looks like a readymade graphic, we cease, hamas fires. A text to cnn denies that the group itself launched any rockets toward israel. They accuse israel of firing on fishermen near the gaza border. We were expecting the delegation to hold a press conference a short time ago, but that has been delayed. The big question is this latest round of quiet over and if so, for how long. Frank plightkin is in gaza city and john voss is in jerusalem. Lets start with fred. Any air strikes, explosions and any retaliation from israel . Reporter hi, jake. Its certainly a fluid and tense situation in gaza right now. I can tell you that about an hour and a half to two hours from now as you described we were here at our location in central gaza when we did hear what sounded like an outgoing rocket and it was two hours later that the israeli Defense Forces said that yes, indeed a rocket landed on their territory. There have been conflicting reports as to how many rockets fired. Some were saying two to three. However, the Israel Defense force confirming one rocket had been fired to us at this point it seems there has been any reit will ator strike by the israelis yet. There were possible explosions in northern gaza. The Israel Defense forces saying they have no reports of that nor would they confirm that there are military operations going on. Nevertheless, the people here are bracing for what might come next. Only about two and a half hours ago, the streets down here in gaza city were absolutely bustling with life. There were people around. There were cars in the street and there were people Walking Around with their children. Right now the streets down there are dead. Of course, in part would have to do with the fact that the ceasefire expires in about 45 minutes anyway, however, it doesnt seem as though people here are very hopeful that the ceasefire might hold, that there might be some sort of extension of the truce. Certainly its looking quite bleak for them at this point in time as to what the next couple of hours will bring. Will there be additional rockets fired from gaza or could there be some sort of retaliatory action from the israelis . It seems at this point in time there is a fairly quiet atmosphere here, but as i said its very, very tense and you can feel people are brace for example what might come, jake. John in jerusalem. What are you hearing . Any more sirens . Whats going on there . Reporter all very quiet after this initial burst of sirens and warnings around the southern part of israel. Its important to note the idea that one rocket has been fired. A source in israel says there is no statement coming from the israeli side before the ceasefire is officially set to end in 40 minutes from now and were also waiting for that israeli response. Theyre keeping a close eye on gaza as to what happens next and when i asked was it one rocket is it a deal breaker . One rocket is probably something that we can live with and adding it doesnt make sense right now. The situation were in is if there is further rocket fire coming out of gaza then expect something from the israelis trading that theres no more rockets and the israelis will hold their fire, if you like and were now in the situation that, yes, the ceasefire has been violated it doesnt necessarily mean that it has collapsed, jake. What are the israelis saying, john, about the possibility of that egyptian proposal where the crossings would be opened and there be more fishing permitted, but other than that, no one else would get their demands and no demille tarization and no other lifting of the block cade . Reporter the israelis have been unusually silent on anything happening in cairo and they loosened up the border crossings a little bit, but there was an egyptian proposal accepting an extension of the current ceasefire and maybe in a couple of weeks everyone comes back and talked about the much more difficult issues. All of that now seems to be on hold depending on what happens over the next couple of hourses. One thing to note, though, you were here last week when the last ceasefire ended and at 8 01 local time the palestinians started firing rockets accusing israelis of violating the ceasefire because of the hard position which they maintained in cairo essentially saying they werent negotiating in good faith. Well have to wait another 40 minutes to find out. John vause in jerusalem and frank fligpleitgen. Hillary clinton was asked about president obama and what did she say theyll be doing . Clinton just told reporters she, quote, abbe salusolutely looks to hugging it out with the president hosted by vernon jordan. Hug it out, a phrase made famous by ari gold on on hbos entourage. Were in it together . You want to hug it out. . No. Not really. Lets hug it out. This anticipated clintonobama embrace is somehow one of the biggest stories in politics. Why does anyone care about the pat on the back between two selfdescribed pals . Well, because just a few days ago she used the word failure in her summation of the president s Foreign Policy in syria, though now clinton describes the disagreements as, quote, the same that any partners and friends might have. Of course, the presumed 2016 candidate, clinton, is still attempting a difficult political feat, embracing the president from whom she worked while distancing herself from some of the less successful policy decisions. Hate the sin, love the sinner. Lets check in with maggie haberman, senior political analyst and former editor from politico. Maggie, you say making peace is one thing, but keeping that peace will be another. What are senior democrats youre talking to telling you about this rift . Basically, this was inevitable. You sort of knew this was going to happen. It had to happen. Hillary clinton had to get some political independence from barack obama whose numbers are not great. I do think if his poll numbers were better this would be in a different situation, but she is also much more hawkish than he is. This was part of the president ial primary andy he was seen as much more dovish and this was a difference in their world views, but most democrats do not believe that this happy medium can continue forever. She will have other spots where she will want to separate from him. She did back away from not the meat of what she said and not the substance of what she said, but she made clear i dont want this to be seen as a fight and i think she will stick to that as long as she can. She made a phone call yesterday to her exboss, president obama to attempt to patch things up, at least thats what were told by her aides who alerted those of us in the media emphasizing that the in her interview with the atlantics jeffrey goldberg, nothing she said was an attempt to attack him, his policies or his leadership. Maggie, obviously, she was attacks his leadership. She certainly was being critical. And beyond the syria point where she described the decision not to intervene early to aid rebels early on in the conflict there as a failure which was very pointed and we knew she disagreed with him on syria and we never heard her use that language before and she was asked what white house aides repeatedly described as president obama sort of core Foreign Policy doctrine which is dont do stupid stuff, quote, unquote and sometimes said and she said that is not an organizing principles. Dont do stupid stuff is not an organizing principle and she was asked what hers was, peace, progress and prosperity. Three ps, very different than his and yes, that is a criticism. They do have philosophical differences. For someone who needs to be seen as authentic this time around this presents a real challenge. Josh rogan for the daily beast came on the show yesterday and he reported that obama has been outraged by the criticism referring toing ises that he could have done something differently, backing moderate Syrian Rebels and, thus, stemming the tide of isis. He called it horse hockey, whatever you want to call it and his former senior aid David Axelrod tweeted, just to clarify dont do stupid stuff means stuff like occupying iraq in the first place which is tragically bad decision. A tragically bad decision made by president obama and also voted by secretary of state Hillary Clinton. And i saw you noted that on twitter and i think as you know, i read that tweet from axelrod exactly the way you did and David Axelrod is a professional communicator and understands very well how twitter works and hes a frequent user of it and i think he was stirring the pot. I think he wanted to make clear that clinton and her people and what was interesting is at the same time the white house was actually not trying to directly inflame this. They were not directly addressing this on the record and axelrod went and did it anyway and they want to make clear there will be repercussions if they come to obama in a certain way. And others who voted for that war include the Vice President , but we dont have to go there right now. Maggie haberman, thank you so much. Thanks. Welcome back to the lead. In the days since an unarmed teenager was shot and killed by police we have seen chaos erupt in the streets of ferguson, missouri, and weve heard witnesses step forward claiming the teen was surrendering at the time he was killed. His hands were up, but in the midst of the controversy weve heard very little about the officer involved. Until now. The police chief is refusing to name who shot 18yearold Michael Brown citing concerns for the officers safety. Just moments ago he revealed that his officers are being trained to help heal some of the wounds between cops and members of the community. The chief also said browns body has been released by his family and hes being forthcoming about what lead to the deadly altercation. Cnn correspondent Jason Carroll is live in ferguson, missouri. What can you tell us . Just a few more details about that officer. The Ferguson Police chief telling me that that officer actually had an injury to his face, jake, and also that the officer is still emotionally rattled about what happened that day. New details emerging about the moments before an officer shot and killed this unarmed teenager. The police chief in ferguson, missouri, telling me the officer sustained an injury in an altercation before the shooting. The officer was taken to the hospital and treated for swollen face. Thats pretty much all i know. Police said Michael Brown attacked the officer in his car and then tried to take his gun. The officer, they say, then opened fire. Its a devastating thing to to take a life under any circumstances, and so hes going to have to deal with that. Hes very shaken about what happened that day, and the aftermath. Dorian johnson was with Michael Brown on that day and he says his friend was unarmed and his hands were in the air when he was shot. At no point in time did they struggle over the weapon because the weapon was already drawn on us. So we were more trying to get out of the way of the angle or aim of the weapon besides going towards the weapon because it was drawn at us already. Tensions are running high since 18yearold brown was shot while he and johnson walked home from a store. Johnson says the officer is white. There are calls for the officers name to be released, but officials arent naming the officer involved in the shooting. There was also concern for the officers life. There have been Death Threats to many of our officers, hackers have tried to find personal information and display it online in social media asking people to target myself, council members, our police chief, the county polices own home was put on instagram and asked to go over there. The officers name should be released. That doesnt give the community confidence. That doesnt make it transparent and remember, we have a long way to go before this Community Starts to believe that the police are going to give them all of the answers and not try to sweep it under the rug. Reporter protests have erupted in the st. Louis suburb since the shooting on saturday. Overnight police fired tear gas at demonstrators who threw bottles at them. The latest protest follows clashes with police and looting on sunday and monday. Michael brown, senior, the teens father renewed calls for people to steer clear of violence and says he just wants justice for his son. I need all of us to come together ask do this right, the right way. The right way so we can get something done about this. The family wants more transparency, more information released about the investigation, but the police chief tells me theyre being very reluctant to do that and the reason for that, jake, is there are still more witnesses out there that they have to interview and they dont want a lot of information out there in the media that might unduly influence the people they still have to speak with. Jake . Jason carroll, thank you so much. This case has attracted National Attention with civil rights leaders calling for a fullscale investigation into the Ferguson Police department and joining us now live from birmingham is the reverend jesse jackson. Good to see you. You wrote an oped that appeared in usa today entitled there is a ferguson near you. What do you mean by that . Right across the country you have the urban alienation where you have high level of mortality and unemployment and lack of trade skill training, first class jail, secondclass schools and tremendous alienation and low urban plan of policy reconstruction and an incident can spark an explosion. You may recall back during the in the 60s in the report, poverty created a rebellion and some combination of these repressive tactics by police and vast alienation created the crisis. Of course, the Ferguson Police disagree. They say the officer was being assaulted to a degree. He was reaching for his gun. There are very little there is very little that we know for sure about what happened, right . Wouldnt you agree with that . Right, but you know, you have a town of africanamerican Police Forces like 53 heights and three africanamericans is not representative. I mean, the department of justice should be looking to make of that in the Police Department since they receive federal funds and you will see it will be more balanced in the Police Department and it clearly is a case of alienation and distrust. I would hope that the selfdestructive violence would end and to hear the voice of those unemployed and to keep the police name concealed sounds like sounds so much like weve heard trayvon. Weve heard what zimmerman had to say. Weve not heard what the gun has to say, and they cant find his weapon. In the same oped you also write, quote, Michael Brown has joined a long line of blacks, especially plaque males who have been killed by white men and or white police officers, and chicago has experienced a rash of young blacks in gangs killing each other over territory or in retaliation so its not just whites killing young black males. Blacks are in the zone. If a white kills a black its rebellion town. Its plaqblack kills a white it nobody has the right to kill anybody. What makes the trip in chicago so tragic is you close Public Stores and 50 drugstores and 75 Grocery Stores and 80,000 and unemployment, that is a dry chip and a spark to trigger it and i hope that does not happen unless there is some plan for reconstruction and urban policy. Right now, it does not exist. Weve seen Peaceful Demonstrations in ferguson since Michael Browns death and weve also seen violent confrontations with police, vandalism, looting, you have condemned the violence as recently as a few seconds ago and obviously, we still dont have all of the information about what happened in this case. What do you think it will take to stop these kinds of incidents im talking about the shooting of Michael Brown, from happening. We focus on the the incident of violence, but the violence is these people that bought homes and banks and use subprime lending to take homes and ground them into a hole, guns in, we bail out the banks and then locking and lending in reinvestment. Alienation is the profile of youth and lock them up and the Police Community retention is much too high. Thats why Police Forces should be more representative. I for the life of me cannot understand the Police Department, 53 whites and three blacks. It just is not good police composition. Reverend jackson, thank you so much, as always. Perhaps the fears that the ceasefire between israel and hamas have been shattered, a member of the palestinian negotiating the ceasefire which was supposed to expire at the end of this hour in just ten minutes has been extended for another five days. This despite the israelis accusing quote, gaza are terrorists of firing a rocket into israel before the expiration. Well continue to monitor events on the ground as they happen. The buried lead now. It began as a familiar scene outside a posh resort in bali. A young couple waving off help from the driver and then the driver says the couple walked back into the hotel and they didnt come back outside again and thats when the driver realized that the heavy silver suitcase they loaded into the back of the taxi was covered in plaid. Our pam brown has the horrifying details in this weird story. I just got off the phone with a family friend who actually knew this victim for around 30 years and he says the woman was a warm, thoughtful, privileged she came from a privileged background and she was an academic who was a former aide to senator kennedy. The 62yearold victim had a tumultuous relationship with her daughter, but the family friend said had several runins with police and the daughter now in Police Custody in bali in connection with her mothers death. Found inside this bloody suitcase the badly beaten booed of a chicago woman, left inside a taxi trunk in the upscale st. Regis hotel in bali. The body of of sheila von weise mack was bundled into a sheet and stufred in a suitcase. There were signs of a struggle. From the existing wound we found the victim was hit by a blunt object to her face and head, the doctor says. Her 19yearold daughter heather and Tommy Schaefer were taken into custody in connection with the grisly crime. So far they havent been charged. Police say the young couple hailed a cab at the st. Regis hotel. When it arrived the cab driver told police they put the suitcase in the trunk and then went back inside the hotel and disappeared. The driver became suspicious and contacted hotel employees. When they opened the trunk they saw blood on the luggage and drove it to a Police Station and thats where police made the gruesome discovery. Two smaller suitcases containing bloodied hotel tower were later found in the st. Regis garden seen here in this promotional video.
