This National Disgrace . And the recalls, more in just three weeks, some so many in such a short time span . Good afternoon, everybody, im jake tapper, we have breaking news right now, cnn learn that had about 80 troops are deployed to the african country of chad to help find the Nigerian School girls who were kidnapped by the radical islamist terrorist group, boko haram. President obama said these troops will support the operation of intelligence, surveillance and reconnaissance surveillance around nigeria and the surrounding area. The force will remain in chad until the force resolving the situation is no longer required. Joining me is rear admiral kirby, thank you for joining us. Explain exactly what the forces will be doing, how will it work . Well, jake, thank you for having me. These folks will be there mainly to support the aircraft that will be flown out of chad to conduct these reconnaissance flights out of nigeria and chad. These are folks to maintain the aircraft, and the data and imagery that comes off the aircraft. But theyre support personnel. Because they have to be armed for their own security that called on the president to help. Why chad and nigeria, not cameroon . Well, we have a great relationship with them. Chad is a great location in the area in which were going to be looking in. Roughly about the area of west virginia. And it doesnt just include nigeria but other countries. And so just geographically, chad is a great location to do this from. How long do we expect the forces to stay and help in the search . And do we have any idea when this mission will start . They have already started deploying to chad. They are already there. All 80 are there, sir . Well, i dont know about all 80. You know, were just working our way through this, jake, so ill have to get to you on the exact numbers that are already there. But it is about 80 total. And they will be there until they are no longer required. The president has made this a priority. He has made it clear that well do this, consistent with that direction. And does the pentagon have any idea where the girls were . Last time we spoke they had no idea. Well, jake i wish i could tell you better news, we have no idea where they are, we still believe they have been broken up into smaller groups and dispersed. And some of them have moved again, unfortunately. And that is again another reason why were putting these extra personnel in chad and will continue to work with them. I want to show you what the general said just a short time ago. The search for the kidnapped girls is ongoing. The nigerians are in the lead. Were continuing to lend our unique assets and capability to assist in the search. She said this before the announcement from president obama to congress that these troops had been deployed. Is she referring to this aid . These individuals helping with the drones or is she referring to even more beyond that . Well, i think right now, you know, i wouldnt speak for jen, but i think were talking about these 80. Were talking about the dozen or so that we did deploy as part of an Interagency Team down to the ba embassy there, nabujah, and that is just these folks. As always with these things, you said in troops to deploy some drones and some troops to protect them. And then two years later you have five army bases and 100,000 soldiers deployed. How is the pentagon guarding against Something Like that happening . Well, it is not about guarding against that happening. We follow orders. We execute the decisions that are made by the leaders that we report to. And the mission right now is really centered on two things, jake. One is doing a gap analysis, what we call in the pentagon a gap analysis. Helping the nigerians figure out what requirements they might need. And that is what the small team which is working in the embassy, which is what the smaller team in the agency is all about. The second track, the second focus is isr, surveillance and reconnaissance flights to try to help the nigerians find these girls. And that is the track that is supportive of the 80 folks that are going into chad. And i would also add, just to remind your viewers, these 80 folks going to chad are maintenance personnel. They operate the aircraft, to keep it flying, theyre security personnel to protect the aircraft and the personnel that are there and other support personnel. These are not combat infantry troops, these are troops there to support the reconnaissance mission. Lastly, admiral kirby, given the Drone Operators out of new mexico and place like that operating drones on the other side of the world, why is it necessary to deploy 40 u. S. Troops and 40 support personnel to chad. Why cant this be done remotely . Well, because the aircraft. Yes, youre right, these things are often remotely piloted from as far away as back in the United States. That is actually true. The actual operators of the aircraft. The aircraft itself, this is expensive gear and equipment. We want to make sure we protect it and maintain it. It is still a piece of machinery that is going to need support. Reporter hey, jake, boko haram is a terrorist agency that really became militant in 2009 when their leader, Yousef Mohammed was killed by the police. In the last several years they have killed thousands in nigeria. Mostly in the northeast, but they struck here in the capital, and in the central town of jost just yesterday, they have hacked people to death, burned people alive in their homes. This group has attacked mosqus,s churches, police barracks, just in the last month alone theyre responsible for 1500 deaths. There were twin blast s leaving 118 people dead, and the attack bears the hallmarks of boko haram. How are the people on the ground dealing with this crisis . Well, this attack sort of highlights the reign of terror that people in nigeria have been living under. The people of nigeria are trying to get the government to stop the flow of violence. We report on these attacks nearly every week. Bombings, fire bombs of peoples homes. School attacks, as you know, jake, this horrific attack where on april 18th, the boko haram kidnapped 276 girls and six weeks later were still unable to find these girls which is why i think you see the United States starting to step in along with other countries. And that any nominee who rubber stamps and grants such power to a president is not worthy of being placed one step away from the supreme court. Now senator pauls stance demands some contacts, in 2011, a handful of American Drones handled by pilots thousands of miles away crossed into yemen, one of the People Killed in the raid was Anwar Alawlaki. He defied the attempt of the underwear bomber, he was also an american citizen, born in new mexico. And his death at the hands of the u. S. Government without permission from a judge or congress has been deeply controversial ever since. Senator rand paul joins me now. Senator paul, thank you for joining us. You stood today specifically against the appointment of david barren to the u. S. Court of appeals. Answer me this, how was Anwar Alawlaki anything but an enemy of the United States. I am not arguing that he was not an enemy. I am arguing, though, that there was a difference between an accusation and a conviction. And in our country, even if you are a terrible person, if you are a rapist, you are accused, then given a chance to confront your accusers. The burden is on the government. There has to be a burden of proving beyond a reasonable doubt. These are very important points, you get a lawyer, your day in court. These are the most back fundamental things that we grant to the most despicable of people and crimes. So i think it is a dangerous and slippery slope to allow american s overseas to not allow a trial, just to have an accusation. Well, the american government, just to play devils advocate, they would argue they have the right to kill. Someone who has its sworn purpose of killing the people of the United States is basically doing the same thing. And this would be true if he were holding arms and shooting at our soldiers. He would get due process, and i have no problems of anybody killing him in a field of battle. But that is really not the circumstances. He may have been a plotter, probably in all likelihood who was a plotter. But i would do for people who commit treason, is try them for treason. If they dont return home, provide them with a lawyer. And i think we would have much better justification to say this is part of the american tradition if we have a trial, a lawyer and a judgment from a jury and not so much a secret judgment by one branch of government. Due process involves having a lawyer. It involves a trial. And you cant really say that you have given due process or that youre really you know, giving due deference to a lot of the things that really are what america standing for. Do you have any doubt that Anwar Alawlaki was part of the team that would have set the underwear bomber on that flight to kill as Many Americans as possible . I think the evidence looks pretty convincing. So im not holding him up as a great paragon. But what i would say is in a trial, what would happen is you would be able to contest your accusers. Confront your accusers. This is a fundamental tradition that came out of maybe a thousand years of jurisprudence, to have a lawyer and have your day in court. So when we decide in secret by the government one branch, based on one group, that is not consistent with the bill of rights. The bill says you have to have presentment of an indictment and shall get due process, no one shall have their life, liberty or freedom taken away from them without a trial. So this does go against our tradition. We should be careful because of our fear or hatred often justifiably, what were fighting so much for is for the bill of rights. If we give up our bill of rights in our pursuit of terrorists i think really we will have mistaken what we have fought for. Thank you so much, senator rand paul. And the deputy will visit the facility and interview the actual director of the hospital. Sharon helman was placed on leave after cnns reporting. Cnn learned just last month she got a bonus, 8500, just as the scandal was breaking, yes, heck of a job. But just moments ago we learned that the secretary shinseki sc shinseki took back the bonus, but of course this is bigger than just one persons bonus. The president called shinseki and others to the white house before making his remarks. But anybody who is waiting for shinseki to get the boot, well, like our veterans, have to keep waiting. I will not stand for it, not as commander in chief but also not as an american. Reporter earlier today president obama pledged to take action against any wrongdoing at the v. A. The president stopped short of firing the v. A. Secretary, retired general eric or rick shinseki, although he did seem to dangle a shinseki exit as a possible. If he does not believe he can do a good job or this or if he has let our veterans down then i am sure he will not continue as secretary. Shinseki has come under fire after not only wait times for veterans but accusations of back log coverups. Improving care for veterans was a campaign focus for then senator obama, and shinseki was a decorated war veteran picked as a truthteller to get the job done. It breaks my heart, and i think shinseki will be the exact right person to make sure we honor our troops when they come home. He is the man who lost his job in the Bush Administration because he said we would need more troops in iraq than director rumsfeld thought we would need. But is he the man for this job . The president has combatted homelessness for veterans, but in 2008, and 2010, he was sent to the v. A. Warning about treatment for Veterans Issues raising questions today, an issue that exploded onto the National Scene after the whistleblower sam foote told cnn that veterans had died while waiting for treatment in the phoenix hospital. If these allegations are true, it is dishonorable. It is disgraceful and i will not tolerate it, period. But critics argue the president sure tolerates a lot for messups on his team. Whether it is Kathleen Sebelius or the rollout, or director of National Intelligence James Clapper giving untrue testimony to congress but surveillance. He should have been more careful about how he responded. Today, privately, even democratic allies are concerned. I will not stand for it, not as commanderinchief but also not as an american. Earlier today, president obama pledged to take action against any wrongdoing at the v. A. He stopped short of firing the secretary, on improving the v. A. System. Were going to fix what is wrong. On the other hand, that bar is just the promise he made veterans seven years ago. So did the president go far enough to satisfy veterans with his comments which did not include a call for the v. A. Secretary shinseki to resign . Lets bring in two veterans, democratic congresswoman with the mission. And congresswoman, let me start with you, the democratic colleagues of you have now began to call for secretary shinsekis resignation. I know you said you dont agree with that. Why shouldnt he resign . Shouldnt there be accountability . What i am focused on is to see what action should be taken to find the systemic problems within the v. A. And how we can actually make progress so that the veterans are getting the kind of care and treatment they deserve. I think what well see with these investigations and the deep audit that has gone on in phoenix and across the country will make the answer to that question more clear. What we have to be careful about is not calling for a symbolic change just to make people feel better but actually look at saying okay, what needs to be done. Who needs to lead this charge forward whether that is secretary shinseki or somebody else. That is where we need to be able to answer that question. That is the policy, congresswoman, let me ask you a crude political question, dont you think republicans are going to use this against democrats in what is going to be an already tough midyear election . I talked to one spokesperson who said it could cost the senate if shinseki is still in office. They may or may not. You can ask adam about that after you talk to me. What im really concerned about is the veterans in arms, the brothers and sisters who face challenges getting the basic care and benefits that they deserve. So i think both parties would be best served if we actually focus on a productive solution to this rather than talking politics. This is not a political game. Congressman kinsinger, what is your response to congresswoman gabbard . She says just firing somebody is not necessarily the best course of action. Shinseki has been there for at least six years, you could argue that it would take a year or two for somebody new to get their sea legs and there is nobody else who can get the job done . Well, i agree with my colleague here, for the last year i have resisted calling for his resignation because i dont like to jump on resignation bandwagons, i think it is sometimes cheap politics. But when i heard not only do we have a bandwagon, where it is now going to criminal, not necessarily incompetent. But he is a great american, at some point you have to say okay who is going to head up the v. A. To be able to really come in and make a difference . Maybe it is a ceo of some hospital, Something Like that. It doesnt necessarily have to be a military general but somebody to come in and say this is completely unacceptable. And what really gets to me is the president has consistently taken every decision to not look like he is taking any kind of leadership decision. And the press Conference Today was really more of the same. I dont know what i got out of it. Congresswoman gabbard, what did you get out of it . Well, i think, who is the best person to lead but that is what i dont understand. Why wouldnt that be shinseki . He has been there for six years. Just to play devils advocate here, there are some serious problems. What makes you think that the next two or three years will be better . Im not necessarily saying it has to be shinseki, i am saying over the next two years after the audits are completed, looking very seriously at what happened in phoenix, which is tragic, unacceptable and criminal then we can begin to answer that question. Is it general shinseki or is it someone else who can take us for the next couple of years in a way that will actually make real substantive change and quality care for our veterans. I want to take you back to somebody that congressman obama said regarding the veterans when he was running. We need to cut through the red tape. We need to make sure the v. A. Is Strong Enough to treat every veteran who depends on it. And that is what i will do as the president of the United States. Is that what he did . Did he keep the promise . Look, there is clearly more that needs to be done. There is still a back log, there are still veterans who are living without homes on the street. Veterans who are still unemployed, facing health challenges. Those who say it is because of the huge influx of returning veterans from the iraq and afghanistan conflicts. We have been in conflict for the last 12 years. This is something that should have been foreseen and planned for it. And really there is no skies where we are today. Congressman kinsinger, these problems are not new. In some cases they have been going on for decades. But certainly since the renewed wars of this century, in iraq and afghanistan, a lot of people out here and veterans, too, may be saying yeah, the republicans are mad about this now. But where were they when all of these problems were going on in the bush years . Well, look, bloated bureaucratic issues, the bureaucracy behind it has led to people who are more interested in keeping their bonuses and paycheck than they are in keeping the people alive and who defended the country. Has it happened under the Bush Administration . Sure, the administration said they saw the problems coming. President bush has been out for quite a while. General shinseki knows about these problems. And again, a great american, im not saying he is a bad person but i dont think he is the right guy for this job anymore. You need to bring somebody else in, again, a ceo, somebody else, shake things up, prosecute people who created fake waiting lists and get them prosecuted in a local court or federal court. Lets get right to our meteorologist chad myers in the cnn weather center. Great pictures right there. Very large hail now falling in the airport and on the south side of the airport. But what were more concerned with is the tornado on the ground right here. The airport runways will be right here, and south of the runway and just north of i70 moving just to the east there, almost going right over where the radar dome is here into denver. This is the velocity signature, the red right there, moving away, the green moving toward the tornado, that is where the tornado is right now. One thing i can show you moving very close to the radar site well lose a little bit of the ability to see it when it is so close you cant really get a great idea of what it is doing at this hour. But we do know we had pictures right here on one of our affiliates and by the National Weather service that the tornado is on the ground south of dia airport, moving about 20 miles an hour. This is our affiliate, kmgh. And they have had really great video here. These are the same pictures i can show you right here. But they had video on the ground of a rotation and reports of a fairly significant tornado, although this time at least jake, this is not a hugely populated area. This back out here is denver. The storm is well to the northeast. The farther you go to the northeast the less populated you get. Chad myers in the cnn weather center. Who will now face grimes, who gave a fiery speech last night and let mcconnell know she is a challenge. I am not an empty dress, a rubber stamp or a cheerleader. I am a strong kentucky woman. Lets talk about the kentucky race and all the big winners and losings with our National Political correspondent, john, i want to put something up i thought was important. This was the first photo i saw of grimes back in 2013, made me think that mitch may have to work. Look at that picture of her. A real kentucky woman looking like she knows how to handle a gun there. Is there an authentic challenge that mitch faces as he has been in washington for so long . She contends he forget his roots, obviously, the president is not very popular in kentucky. To me, what is fascinating about this race, though, is can democrats take advantage of mcconnells basement popularity. His numbers are under water. He is far more unpopular there than he is popular. But he is a devastating campaigner. But he has been in the senate for 30 years. Not because he is beloved but because he can be a ruthless campaigner. Look, the difference between Mitch Mcconnell and somebody next year, Lamar Alexander is loved in that state. Mcconnell has never created a positive image for himself in the minds of many in kentucky. And that will be a challenge for him this fall. But keep in mind, jake, kentucky has not elected a democratic senator since 1992. So it has been a long time there. Given the fact this is an off year and president obama is in the white house it will be a tough drag on grimes. I want to talk about the mississippi race that is so ugly over the incumbent senator facing a challenge. This is ugly with all sorts of allegations. Cochran has a wife who suffers from dementia, and this blogger has been charged with taking a picture of her inappropriately. It is midsignature gothic, look, thad cochran has the most severe challenge here. His opponent has raised some money. He has the most financially potent group. And cochran will have challenges. This is offering the incumbent some sympathy, nobody likes to see this in the context of any campaign or any context, for that matter. Jake, im going to put this in perspective for people who dont live in the state of colorado or have never been there. That is it, the big square. There is the one cell we have been watching all day in denver. Lets get closer, well zoom in again. It is the only game in town, it is a super cell thunderstorm. And that means it is using all the energy it can. It is not sharing the energy or bumping into other storms. And so this is a very large tornado on the ground. There is the Denver International airport. There is the storm but it is moving away. It is moving in this direction away just to the north, there is i70. Just to the north of i70 there is a large tornado wrapped inhale, wrapped in rain. I dont want you to go out and look at it. But the good news is, we take a look at what the farmland looks like here. There is not much here, there is denver, the population, there is where youre talking. So if you zoom in here to the east of watkins, there is the airport south of there but if you keep looking there is not much there. Now theyre all small towns here, well keep watching the small towns. But this is not an emergency for denver proper but this is a very big tornado on the ground east of denver moving away from the city. That doesnt mean it is the only storm all night.
