Getting his kicks on his trip overseas. Get it . Is that the focus when ukraine is accused russia of a civil war in ukraine . Good afternoon, everyone. Welcome to the lead. Were enter rg the seventh week with 239 people on board. The robo sub has reached the last 10 of its search. So far, the navy has nothing to show for it. First, i want to talk about the people who deserve answers more than anyone. The relatives on board the plane. These families are already upset about the handling of the investigation. They are fush furious that the malaysia government released their report. He has to answer to the Prime Minister, a man who a month ago said that flight 370 ended in the indian ocean while only offering circumstantial proof. Our own Richard Quest sat down with the malaysian Prime Minister in an interview a short while ago. He joins me now to talk about it. Richard, you pressed the Prime Minister on what happened to the plane the night it disappeared. What did he tell you . Jake, because what happened when the plane did its turn and flew back across peninsula of malaysia is really the single biggest issue. The elephant in the room, if youd like. We do not know. Everything else is stuff. All of the other criticisms. But what happened on that night after the turn at around 1 20 is core. And for the first time, the malaysian Prime Minister told us. The military radar, the primary radar has some capability. It tracked an aircraft, which did a turn back but they were not sure, exactly sure whether it was mh370. What they were sure of is that the aircraft was not deemed to be hostile. No planes were sent up on the night to investigate . No. Because simply because is it was deemed not to be hostile. Dont you find that troubling, that a civil aircraft can turn back, fly across the country and nobody thinks to go up and have a look . Because one of two things i understand the threat level and i understand either the planes in trouble and needs help or its nefarious and you really want to know what someone is going up there to do. So as Prime Minister, dont you find that troubling . You see, im coming back to my earlier statement. Is that they were not sure whether it was mh370. Even more reason to go up there and check. But it behaved like a commercial airline. Did you have any doubts when inmarsat said and your advisers said we believe now the plane flew for seven hours or so, 6 1 2 hours or so and this is where it went, did you you must have had quite a shocked reaction . To be honest, i found it hard to believe to begin with. Because how could a plane that was supposed to be heading towards beijing, they could decide that the plane halfway towards antarctica, its a bizarre scenario which none of us could have contemplated. Therefore, when i met the team and mind you, these are the experts in aviation industry, they are the real experts, as you know. You know, they come from the United States, they come from the uk, they were there. I asked them, are you sure . I asked them again and again, are you sure . And their answer to me was, we are as sure as we can possibly be. Are you prepared now to say the plane and its passengers have been lost . On the balance of the evidence, it would be hard to imagine otherwise. But the significance is, until malaysia says that the plane has been lost, the Montreal Convention cant go ahead. So i ask you again, Prime Minister, are you prepared to say that the plane and its passengers are lost . At some point in time i would be. But not now . Right now i think i need to take into account the feelings of the next of kin and some of them have said publicly that they are not willing to accept it until they find hard evidence. Now, it is these difficulties of fact, these seemingly inconsistent arrivals and departures that took place, all of which led to the impression that malaysia somehow was either hiding something, was incompetent, or had bungled the investigation in the early days. I asked the Prime Minister how he felt about the fact that his country had been effectively kicked around the world. The country has had a real kicking over the perspective and perception over the way it handled those early days. I think the phrase used in those days was malaysia bungled it. I have to be quite frank with you. First of all, i have to start from the premise that it was unprecedented. We all agree, it was unprecedented. It was the most technically challenging, the most complex issue that malaysia or any country, for that matter, and even an advanced country, you know, would have great difficulty handling such an issue. Some of the things we did well. We were very focused on searching for the plane. We didnt get our communications right. Absolutely right to begin with. But i think towards later part we got we got our act together. So im prepared to say that there are things we did well, things that we didnt do too well but we prepared to we prepared to look into it and we prepared for this Investigation Team to do its objective assessment. In the last 24 hours weve had a very good example of what the critics are saying, the preliminary report. Now, not only did malaysia not announce that you submitted the preliminary report, its Still Deciding whether or not to tell us we had it and release it. Even though its got a safety recommendation within it. Now, ive covered enough air crashes to know that almost always is the preliminary report published. So what we have here, Prime Minister, is an investigation or a minister who speaks the language of transparency but the practicalities are the opposite. I hear the voices out there, richard. So i have directed an investigation, internal Investigation Team of experts to look at the report. And theres a likelihood that next week we could release the report. Why not release it now, Prime Minister . Is there something in it that is embarrassing to malaysia . No, i dont think so. But i just want it to be i want this team to go through it. But in the name of transparency, we will release the report next week. Reporter you will . We will release it. And i think, jake, what youre seeing is a Prime Minister who believes that this information should be released, is slightly shocked that it hasnt, and is certainly worried that the 21st century perception of his country is one that things are being hidden on an issue as important of that and thats why this will be released and i suspect and i believe other documents will be, too. Richard quest in kuala lumpur, thank you so much. Coming up, its a small area thats perhaps the best hope for finding flight 370 but only with a sliver left to search, will teams come up empty again . Plus, he picked up his gun when told that he was breaking the law and he was made a celebrity because of it. Should they use the search area . Perhaps they should bring in other underwater devices that the bluefin21 may have missed. Pamela brown is here. Have officials announced what the next step will be . They have not announced what the next step will be or what it will look like. But well likely see a shift in the search efforts very soon. Today, potentially the final day of searching a part of the ocean investigators thought was their best hope. Its a place they had to look. They had the pings and inmarsat data. Everything pointed to this area. Reporter crews have covered 90 of a sixmile radius area of the bluefin looking for the missing malaysian plane with no luck. Nearly three weeks ago, the towed pinger thought to be from the planes black boxes and the second ping was the highest quality and thats why they launched the bluefin in this small area first. The bluefin is being pushed to its limits, diving deeper than it is designed, using side scan sonar and then resurfaces so data can be analyzed. Its something familiar to david gallo, who was part of the search for flight air france 447. Its a matter of sitting in a room with a white board and there was a long period, months before we came up with the next plan of what to do. Reporter it took 75 days and over two years to find that wreckage. In this investigation, the subsea search area could be shifted or expanded and perhaps to include the other three pings and using other vehicles to scan the ocean floor. This remus 6000 was used in the search for air france 447 and can go deeper than the bluefin. The orion can scan large areas under the water. But gallo expects this part of the ocean to be the final target. I dont know how you can leave this area to see where we are completely. The surface ship being used in the subsea search efforts cannot be refueled at sea so it will eventually have to return to port and, of course, that could take a few days. Theres a lot of decisions about the underwater search. Theres been two parts. The underwater and the air search. The air search was called off the last few days because of bad weather. We heard Angus Houston say last week that they were going to scale back the air search and in fact end the air search. It appears to be still ongoing. We dont know if its going to be continuing tomorrow but it seems as though it will be. Theres a lost questions about that and it makes you wonder if they were going to end it why it is ongoing and the biggest reason they said it was going to be ongoing is because the likelihood of noting material from the plane. You want to make sure if they are privy to other data or information. Although some of our experts dispute that. Coming up, he was hailed as a hero by bigname republicans for taking an armed stand against the federal government. For a fleeting moment, bigname politicians and certain anchors at a conservative newschannel were saying that a broad rancher from nevada, a man who for two decades illegally grazed his cattle on public lands that he claims were his and chased off the feds when he tried to stop them, and they ran faster than the pony express as the views came to light in this story. Dana bash has the real story. Dana . That is right. This is a story of somebody who galvanized the conservative community and now they cant get away fast enough. For nearly a month, hes been battling public authorities over his lands. The government is trying to steal my cattle. Reporter he was turned into a conservative hero. A recurring guest of sean hannity. Reporter when harry reid called bundy a domestic terrorist, now its not bundys rant getting attention, its wednesdays racist remarks. I want to tell you one more thing i know about the negros. They abort their young children, put tear young men in jail because they never learned how to pick cotton. And ive often wondered, are they better off as slaves and doing family things . Before that comment, bundy drew praise. A cow eating is so an egregio egregious front to the United States. Private property is at the base of it. It really is government gone amuck. Reporter and now some have jumped on the bandwagon and are running the other way. Rand paul tweeted his remarks on race are offensive and i wholeheartedly disagree with him and senator heller completely disagrees with mr. Bundys appalling and racist statements and condemns them in the most strenuous way. Sean hannity was blunt, condemning bundys comments. For people who saw this as government overreach are branded because of the ignorant, racist, repug nant and dispick kabl comments of cliven bundy. Dana bash is joining us. Here he is on a radio show today. I said im wondering if they are better off under government subsidy and young women are having abortions and their young men are in jail and their older women and children are sitting out on the cement porch without nothing to do. You know, im wondering, are they happier now under this government subsidy system than they were when they were slaves and they was able to have a Family Structure together . Well, that clears it up. So i guess the big question, dana and brian, ill start with you dana. How significant is this story to the 2014 midterms to politics . He wilwell, the fact that th people who were jumping on the bandwagon as a perfect example of a way to get at the government are distancing themselves fast. It speaks to a question about the split of the party. Lets just face it, ive spoke with some conservatives, maybe mother Establishment Republicans saying, you know what, this is what happens when you jump to be this kind of you jump to this kind of atmospheric and it can come back to bite you. Brian, we just heard sean hannity distance himself from the comments. He also said that this is the media standard. Somebody like clive bundy does it and we distance ourselves. But we dont do that with democrats. Is that true . I cant think of any parallel to this case. I cant think of msnbc taking an equivalent story on the left and spending weeks covering it the way fox news has and sean hannity chief among them, host on fox news. There was a way for sean hannity and others who took up this cause and that was to avoiding to find out more about this man. These comments happened days ago but we didnt hear about them until the New York Times wrote about them last night and in this mornings paper that we saw people like rand paul have to distance themselves from bundy. Dana, you know who is making a big deal, harry reid of nevada had this to stay. To advance his extreme and hateful views, bundy has endangered the children. This is not a game. Its hateful and dangerous and extremist by publicly condemning bundy. They are. Most established republicans kept away. Thats right. They did. Those who are thinking about Republican Voters in the base, those who want to potentially be president in 2016 and need to win a republican primary, those are the kind of these are the kinds of story lines that they want to embrace. I talked to Lindsey Graham who is running for reelection in south carolina. He has a primary. Hes got a lot of tea partybacked candidates opposing him and he said that he, in south carolina, who got many questions about clive bundy because it was being driven by fox news and conservative media. The conservative media that these Republican Voters are taking and consuming, they are turning it around and asking all of these politicians. So this is the kind of thing that spreads like wildfire and it is very hard for politicians in the Republican Party who dont want to go down this road to stay away from it. By the way, the media has already moved on. Were seeing lots of coverage of a land grab possibly in texas instead. They will move on to this broader topic of government overreach and on from clive bundy. Those who were making this a big story, an example of Big Government violating the rights of the little guy, did they move on or do you have to do what sean hannity did and completely condemn the statements. It will be of little news but fox news has talked very little of this today. We saw greta right away this morning on her blog say that she completely disagrees with his comments. Well see a little more than that and then the narrative will move, as it has to find other cases to focus on and forget about clive bundy. He did not move off of this topic of land grabs. He was very clear in saying he actually said people from the New York Times, people from the social media, i know that youre listening to hear what im going to say about clive bundy and he did that after he strongly condemned the racist comments. In world news, one country is taking land from another and president obama declared this on his trips to overseas but he wasnt talking about russia snatching ukraine from the crimea. He was talking about the japanese not allowing china to take the senkaku islands. Our own jim acosta asked the president whether he was backing himself into a corner while he was at the guest statehouse in tokyo. How does that draw another red line that you would have to enforce . The treaty between the United States and japan preceded by birth. So obviously this is not a red line that im drawing. It is the standard interpretation over multiple administrations of the terms of the alliance. President obama has long held plans to pivot his Foreign Policy focus to malaysia and the old world preceps of europe. Of course, no tour of asia is complete without the president fielding a penalty kick from a robot while in japan. Some critics, such as dana milbank, is taking options of these critics. The photoop contributes to a perception that obamas asian policy and his Foreign Policy in general is similarly itinerant. While the president is in asia for a whole week, this is what ukraine looks like now. A road block in flames. Ukrainian forces killing five militants and clashes at prorussias strong hold while russia announces yet another round of military exercises. This video was captured near ukraines video, convoy of russian vehicles on the move. Ukraine has issued a 48hour deadline for russia to explain the purpose of the new drills or else, well, or else isnt really clear. The ukrainian crisis pulled some attention away from his trip to japan. We continue to see militias and armed men taking over buildings, harassing folks who are disagreeing with them and destabilizing the region and we havent seen russia step up and discourage that. So is this trip really all sushi and no substance . Lets bring in jeff, a columnist from bloomberg. Does milbank have a point . This trip at this sense, does it make sense . I would differ a little bit on him with this question. One of the things that the president has to do and people have been saying for a while is go around the world and talk to our key allies and make sure that they understand that we are with them. Unfortunately, maybe the timing is not perfect but south korea, japan, those are important allies in the world, not just in asia. They are happy that the president is coming to them and expressing his solidarity with them. They are all involved in conflicts and weve come to give them. So i dont think its a bad thing. Julia, we should note that Vice President biden was in ukraine and kiev earlier this week as the cease fire was spiralling out of control. Interesting tweet today from russia today. They just this woman, margarita tweeted ukraine r. I. P. , rest in peace. What could she possibly know that we dont . I think she knows what weve all seen happening. This is one of the reasons that it doesnt make sense for president obama to postpone a trip to asia because this was been a slow moving crisis for months and shows no signs of speeding up or slowing down. Theres an occasional squirmish here and there but this is really just the kremlin very slowly biting off chunk after chunk of ukraine. Weve suspected for a long time that the end game of the kremlin was to take eastern and southern ukraine and they veiled it in all of this talk of humanitarian aid and protecting russian speakers and a longtime kremlin attack dog comes out and says exactly what theyve been thinking or saying behind closed doors, which is that they dont see ukraine, a, as a real country and, b, even if it is, half of it has been bitten off. Twitter is the key to the soul. Richard, you were recently in maldova. A place that needs reassurance. Among the countries he should be visiting, south korea and japan among them, he makes the tour of our friends in that part of the world that are in the russian orbit of influence who are feeling left alone. Maldova is a small version of ukraine. Its in russias sights. And i spoke to the Prime Minister of moldova last week and he was practically visiting for a visit from the president. Just a touch down . Just a touch down and tell them why looking west matters, why freedom and democracy matters. He said it would do wonders for his country. Maybe hes overly hopeful but people all over the world believe in america and believe that a friendship with america is good for them and its good for freedom. Julia, you want to weigh in here, i can tell. You know, president obama is showing up in moldova doesnt mean that much. If he showed up in the square of donetsk doesnt mean that much. Everyone knows that the u. S. Is not going to go into war over that. President obama and the American People are very warweary and hes not willing to send u. S. Troop to defend ukraine. Obviously theres two different categories. A nato relationship and those who are not. Especially because and this is the problem for these countries, those countries havent shown themselves to be very competent in defending themselves and we see that. There have been other western countries that have gone to war with russia thinking it would be a quick in and out onemonth operation and their names are germany and france and you can ask them how that worked out. I dont believe very well. Julie ioffe and jeff goldberg, thank you very much. This american pediatrician is dead and his alleged killer is supposed to be one of the good guys. A pediatrician who just wanted to help children in need was among three americans killed at a hospital in afghanistan today allegedly by someone who was supposed to protect him. Police say an afghan guard opened fire just outside the gates. Dr. Jerry iminos was killed along with a father and son that was visiting the facility. The guard shot himself but survived. The doctor worked in inner city chicago before moving to afghanistan in 2005. He said he felt called to go there to treat children and help train medical personnel. This loss is a great loss for his family, for those of us that he worked with as well as for the people of afghanistan. He was a loving and caring physician who served his patients with commitment. A photo journalist was killed and its a reminder of the threat against americans and others posed by Afghan Forces themselves. The socalled green on blue attacks are carried out by coalition troops. Back in february, two u. S. Troops were killed by men wearing afghan army uniforms. Turning to our buried lead, when it comes to stemming the tides of genocide, president obama promised in 2008, for example, that he would use the g word when he talked about the slaughter of armenians even if u. S. Ally turkey objected. There was a genocide that took place against the armenian people and its a situation where weve seen a constant denial on the part of the turkish government that this occurred. Samantha power said in a Campaign Video what president obamas boldness signified. Hes willing as president to commemorate it and certainly to call a spade a spade and to speak truth about it. Today, Armenian Genocide day, and president obama deferred to turkey and said i have consistently stated my own view of what occurred in 1915 and my view has not changed. President obama called the Armenian Genocide undeniable to the armenianamerican community. Wolf, ukraine issued a 48hour deadline for russia to explain its military drills. Its one of americas greatest cities and one of its most violent. Over the past few weeks, cnn has tried to delve deeper into the problems plaguing inner city chicago and what is being done to solve them in the eightpart series chicagoland. We catch up with a High School Principal who has been trying to track down a young student who disappeared after graduation, frankly, because he feared for his life. What do you think about going away to college or a trade school. Im n would love going away. Meet up with me. You know how i am. I dont want to be hearing that something bad happened to you. I dont want to be going to your funeral. That young man saga is a reality. While many in the Police Department have been stepping up their efforts to curb crime, they admit its a problem they cannot tackle on their own. Joining me now is chicagos supplies superintendent gary mccarthy. Thanks for being here. I appreciate it. According to your latest crime static, chicagos crime rate is down significantly since it was a year ago. In fact, its the lowest that it has been since 1965. What has happened to stem some of the violence . Well, jake, we spend a lot of time focusing our resources on the active conflicts that we have generally on the south and west side. Its generally gangrelated violence and weve got so many strategies and tactics that we use but at the end of the day, were running this department more like a business perhaps more than other departments in the country. When i speak to business people, they ask what are we doing right . I tell them, were pushing down the resources, were pushing down the authority and accountability to the right level and putting people in those seats and holding them accountable for what is happening. Our commanders and men and women of this department are doing an exceptional job. I want to get your reaction to a recent chicago magazine report which essentially accuses the chicago Police Department of reclassifying homicides in a way to skew the numbers, to make it look as though Violent Crime is dropping. What is your reaction to that story . Its nonsense. Its absolute nonsense. We wrote a 26. 12 page response to that magazine article, which has been completely dismissed by the editorinchief and just probably the most significant, easiest thing i could point out is that there is all Anonymous Sources in there and somebody says that i changed the policy on how we record murders that occur on the highways and in the city of chicago. And its patently false. I can show you the policy change that was created in 1985 when i was a Police Officer of new york city. So that just really speaks to the credibility of it. Im dismissing it. I hope everybody else dismisses it because im confident that were going to stand up to any institu scrutiny. Ultimately, we have a National Standard that every Police Department in the country uses and its not maleable. We comply with it. Lets talk about your participation in the cnn series chicagoland. Do you think the series has helped expose some of the problems that attribute to the gun violence in chicago . Yeah. But i just want to point out, its not just the proliferation of gun violence in chicago. Its the same issue in detroit, its the same issue in philadelphia, its the same issue in any urban center across this country. Its called comfort for people when we have a week like we had last week where there was a lot of gun violence and its a reminder of something that we say all the time. This is progress, not success. Gary mccarthy, thank you so much. Thanks, jake. If you want to read more about the article and check out the inspector generals audit, go to cnn. Com thelead. The Series Finale is tonight. Follow me on twitter and facebook. I now turn you over to wolf blitzer. He is next door in the situation room. Mr. Blizer. Jake, thanks very much. The Prime Minister of malaysia talks to cnn about the controversy and investigation into flight 370. His own silence and the family of the passengers of fligplane.
