Well bring it to you live. So many questions swirling around this man today, specialist ivan lopez, a 34yearold husband and father of a little girl. We know he was a truck driver for a few months in iraq but saw no actual combat. We do know that the army says that he is the man who opened fire inside ft. Hood killing three soldiers and wounding 16 others before putting the. 45 smith wesson to his head. We cant help but flashback to one of the more infamous moments at ft. Hood, 2009, which left 13 dead. Our George Howell is at ft. Hood. Hes been there all day. Once again, the enemy came from within. Reporter bill, you put it best. This community has gone through this again. Some five years ago major nidal hasan opening fire. People were told to stay inside, to stay safe. The sirens were blaring. It happened again. This community went through the tragedy of loss. As ft. Hood struggles to find out why ivan lopez went on a shooting rampage, new details are emerging about what happened. Three people are dead, plus the shooter himself and at least 16 others were hurt. Three remain in Critical Condition and some of the injured will be released today. Theres a tremendous amount of work to be done for these patients. I would say that in terms of lifethreatening events right now, i feel pretty good for our patients. Reporter lopez served four months in 2011 as a truck driver in iraq but was never in combat. He was transferred to ft. Hood from ft. Bliss just two months ago. The 34yearold Army Specialist claimed he was suffering from ptsd and was being evaluated but had not been definitively diagnosed. He was being treated for anxiety, depression, and on a variety of medications, including ambien. Lopez passed a background check when he recently bought a. 45 caliber handgun smith wesson near the post. Five years ago in 2009, major nidal hasan killed 13 people and wounded many more. The latest shooting has some in town wondering how a gun got through the post security checks but killeens mayor says hes not surprised. The truth is, you cant make sure that Something Like this doesnt happen again. Its impossible to search these tens and thousands of vehicles to ensure that nobody is bringing a handgun on post. You couldnt possibly do that and still have an effective workforce. Reporter and bill, we know since that 2009 shooting there are some new security measures in place. For instance, on post theres more of a Community Watch atmosphere, people looking out for each other. Also, commanders have been given training to look for Workplace Violence and dispatchers to pinpoint the source, location of cell phone calls when they are dealing with a system like this. All of those systems were in play, bill. This is still a place that houses and employs over 50,000 people. Its like a city there. Reporter absolutely. Its a big city. Yeah. George, thank you so much. As george did mention that shooter was being treated for depression and anxiety but Army Officials say, quote, had he a clean record when it came to his behavior. Speciali specialist lopez said he underwent a psychiatric evaluation but showed no sign that he would harm anyone. Youre learning more about the weapon involved. What can you tell us . Reporter yeah. Look, not only was his long career in the military not marred by any major transgressions, but even in the hours leading up to this shooting, at noon his neighbor saw him wave goodbye to him. He was friendly. He went over to the leasing office, paid his rent at 12 30. Just hours later, he was shooting people dead. The gun that he purchased was at a local place called guns galore. In addition to him buying that gun there, nidal purchased a weapon there for his 2009 rampage at ft. Hood and there was a copycat that got caught before he was able to kill anyone. Jason who also purchased ammunition and gun power at guns galore but there was a sting set newspaper that operation and they were able to stop him before he carried out any acts. This guy was basically completely normal to everyone around him but under the surface, his own concern about ptsd, anxiety, depression that he was being treated for were right there. Bill . All right. Miguel marquez from outside the post. Nine of those shooting victims are being treated at scott white Memorial Hospital in temple, texas. Three in Critical Condition but they are expected to survive. Still, doctors have warned that they are not out of the woods ge yet. Doctor, thank you for being with us. Weve followed your updates and appreciate them throughout the day. What can you tell us about the ages, the conditions of those folks hospitalized right now . Thanks for having me on, bill. I appreciate the opportunity to be on today. As you know, we had nine patients brought to scott white last evening. At that time, three of them were critical and the remainder of them were in fair condition. Im happy to report that weve been able to upgrade conditions on multiple of those patients, essentially all of them. The three in Critical Condition are now in serious condition. Theyve been stable during the overnight period. They still require more work and have significant issues that we have to address but overall they are doing fairly well. Of the remaining six, four have been discharged home today following a visit from some of the senior commanders at ft. Hood to make sure that they are okay and have their needs met. The other two are in good spirits and have been gracious, as usual, for the ft. Hood soldiers. Now, did they give you any sense or can you, as a doctor, give us any sense of what happened to them, how it went down, how they were hit . I didnt get a lot of those details. Im sure that will be coming out in the coming days with the military during their investigation. What i can tell you is that it seemed unexpected. It was a sudden thing. Most of them felt shock and it was a surreal moment, as it would be for anybody in those circumstances. Do the nature of the wounds tell you anything whether they were trying to run from the shooter or defend themselves in any way . I think when youre in a situation like that with multiple gunshots being fired and people trying to flee or hide, the trajectory of the bullet can be kifl difficult to understand. We Pay Attention to where the Bullet Wounds are located and what particular vital organs can be impacted. Thats the most important thing for us. I think i saw you say earlier today that their ages there are eight men and one woman hospitalized in their early 20s to mid40s or so. What about their hopes for rehabilitation . Do you think these nine will be able to continue their service . Yeah. I think that of the three that im mentioned before, there are a couple who i dont know how longterm effects are going to be. There may be lingering potential disabilities from that. Its too early to definitively say that but there is some concern there. There will be extensive rehab on the three that were in critical and now serious condition. The others seem to have less severe physical wounds. I think that the thing that were cognizant of at this point is that they will all have emotional wounds as we go forward. Let me ask you a personal question. You seem like the kind of sort of professional that wed all want in an emergency but this must affect you. What was it like seeing all of those victims come in, one after another and then seeing some of them reunited with their families . You know, i think that the first feeling, whenever i found out about the potential of this, you know, the news began to trickle in, was a little bit of disbelief. How could this possibly happen again type feeling. Very quickly you move to resolve and determination to make sure you have your systems in place to care for these patients appropriately. We set up our command center and got going. Really, through years of training, not just myself but the doctors at darnall, the doctors here at scott white and the nurses. A lot of our training goes to understanding how to, in those moments, be able to key in on saving someones life. You certainly experience those emotions but we have a way to kind of put them away for a minute and take care of that. Ill say that over the course of today its been humbling to watch their reaction dr. Davis, i need to interrupt you. Lets go now to the commander general mark milley. Again, condolences to the families of the fallen. Our passion and condolences for all of those injured in this affair for all of the families and were working closely with all of them at this time. Id like to provide you an update. I wont repeat the information that i provided yesterday or last night but an update, a short update on the shooting incident that happened yesterday. First, i want to announce that we have positively identified and we are able to release as next of kin have been notified the alleged shooter specialist ivan a. Lopez. Hes 34 years old, originally from puerto rico, specialist lopez was assigned to the 49th Transportation Movement control battalion of the 13th sustainment brigade. Again, his next of kin notification has been complete. We will be publishing later on this afternoon and this evening specialist lopezs releasable Service Record and you can find that on ft. Hood presssector. Com. In regards to specialist lopezs medical status, out of respect, as you can understand for his family, and the integrity of the ongoing investigation, i will not say anything further than the comments that i made yesterday. As for the criminal investigation, division of the United StatesArmy Continues as the lead investigating agency and they are right now synchronizing all of the investigative work of the federal, state, local, and Army Agencies throughout ft. Hood in the surrounding area and they are interviewing witnesses and that is an ongoing and active investigation. I would ask that everyone avoid speculation about the incident and let the investigation and the investigators take their course. Many of those are also many of those soldiers are also witnesses and i would ask the media for respect of the investigation to try to stay clear of soldiers who may have been witnesses. And as i stated last night, at this point we have not yet ruled out anything whatsoever. We are committed to letting the investigation run its course but we have, again, no indications at this time of any links to terrorist organizations of any type, either national or international. I just returned from scott white and visited with our Wounded Soldiers down there and id like to thank publicly the great professional support that weve gotten from the entire medical staff at scott white. Tremendous effort by all of them. The medevac pilots and also the great professional medical effort that was done here on ft. Hood at darnall. There are casualties still at darnall and casualties being treated at scott white and they are getting world class medical care and we appreciate all of that. Currently we have 16 Wounded Soldiers and as we said yesterday, four killed. The shooter and three victims. Of the 16 soldiers, nine of them are at scott white currently. And three are at darnall. Four of the soldiers have already been released. Were planning a Memorial Ceremony early next week and well keep you advised of when that is to honor our fallen. Id also like to thank the outpouring of support from the central part of texas and entire state of texas and National Leadership within the military and our civilian leadership at the national level. Everyone is chipping in to try to assist in any way that they can and i would recommend that any individual wanting to donate support in any way shape or form to contact on the facebook page. A variety of organizations from the uso, red cross and a wide variety of organizations are providing assistance right now and we deeply appreciate their support as well. With that, ill take questions after i turn this over to senat senator corbin. I ask that you keep the families of the wounded and killed in your thoughts. General milley, thank you for your strong and leadership in assignment abroad from where we last met. Im here at ft. Hood for the second time in about 4 1 2 years and what i see is a community that has come together in a time of crisis and heartbreak and is pulling together. But this community is no stranger to hardship and challenges and they have risen and met the test each and every time and i know that they will do that again. Im here today to offer my support to my constituents and certainly the military leadership as they conduct their investigations in a very deliberate and careful sort of way, not jumping to conclusions but seeing this thing through to the very end, as i know they will and we will. But i look forward, not only to the briefing that i just had with general milley, but also having a chance to meet with the first responders, the people who showed up and confronted this crisis and dealt with it as professionals and then i look forward to having a chance with general milley to visit some of the wounded and perhaps to help comfort some of the families of those who were fallen. So with that, id be happy to take a few questions. Sir . Is there any [in inaudible ] . Ill wait until the investigation is over but i have nothing to confirm that. Yes, sir . [ inaudible ]. No. He was transferred to ft. Hood from ft. Bliss. He was assigned to ft. Hood and while at ft. Bliss he was an infantryman and came to ft. Hood under that m. O. S. He was not being transferred here to be assigned to the wtu. [inaudible][inaudible]. No, that was not the reason he was transferred. Were looking into that right now. There are reporting of that, trying to confirm or deny that exactly. Specialist lopez in puerto rico said he was only given 24 hours to attend his mothers funeral. What exactly were the terms of his leave for that funeral . Yeah, i dont have the details on that right now. Are you aware of him purchasing a gun around that same time . Say that again, please. The unit mission was complete at four months. I do not know. [ inaudible ]. At this time, theres no change in the d. O. D. Policy that im aware of. Do you feel like youre any closer than you were last night in understanding why he did this . We have very strong evidence that he this a medical history that indicates unstable psychiatric or psychological condition. Going through all of the records to ensure that that is in fact correct but we believe that to be the fundamental underlying causal factor. Is there anybody at ft. Bliss that you can speak to . No specific incidents, thats correct, that im aware of. Im sorry . Was there a complaint filed . Not that im aware of. [ inaudible ]. Sir, are you referring to records that are within his career in the military . Thats correct. It was mentioned yesterday there may have been a verbal altercation that there were soldiers or soldiers and its a strong possibility that that, in fact, immediately preceded this shooting. We do not have that definitively at this point but we have strong indications of that. [ inaudible []. Im not sure i understand the question. There was not a weapon registered on ft. Hood. Thats correct. [ inaudible ]. As you know, ft. Hood is a big installation. Weve got about 70 or 80,000 folks here that work on a daytoday basis. Theres other family members. We have a population well over 100,000 here. It would not be realistic to do a patdown search of an employee at ft. Hood and fire a weapon on a daily basis. That would be unrealistic. Thank you. There were several instances of clear heroism. I would cite that female mp. Were not going to release her name yet. Shes germain to the investigation. But there were others. There were folks inside some of these buildings who performed heroic acts in saving others. Theres at least one chaplain that im aware of that shielded and saved other soldiers, broke some windows, got them to safety. I think the performance of the medical staff, the initial performance of medical staff at darnall was exceptional and ive seen a lot of medical staff perform in combat and the performance at darnall and performance at scott white. Theres an awful lot of heroism out there. Yes, he did fire a weapon. Go ahead. What is the impact of. [ inaudible ] . Theres an installation that is strong and resilient and were professional soldiers. A very High Percentage of combat veterans here so the morale of soldiers is serious, professional, and were going about our duties to take care of this and move on and take care of the families. Go ahead. [ inaudible ]. At this point, no indication that he targeted any specific people. Ill await the investigation. Somebody had a yeah, go ahead. [ inaudible ]. Well, general milleys job is to carry out the department of defense but im competent that there will be a thorough review of the policy and the military will make the best judgment of what needs to happen in order to protect people on base. So i respect general milleys position. I respect the importance of doing that thorough review to see if there are any gaps or any things that need to be corrected in the future policy. You mentioned the soldiers mental condition. Are you confident that this soldier may not have gotten the psychological help that were going to do a thorough investigation of all of the systems to include medical. Ive asked for external investigators to come in and help us with that, to ensure that theres no gaps or seams. He was in the system and he was being looked at. Was there concern that you might not have gotten enough psychological i think thats too early to tell. Ill let the professional medical investigators tell me whether there is gaps in that system. [ inaudible ]. I do not know that. I do not know. Well wait until the official investigation comes out to determine whether its premeditated or not. Im sorry. Go ahead. [ inaudible ]. Yeah, she responded to the scene. Let me back up. At 16 16 hours yesterday is the first 911 call. That call was made by two Wounded Soldiers who themselves demonstrated heroism and presence of mind to make a 911 call. I spoke to them down at scott white. The shooting began just a few minutes prior to that and they were able to get that call. She arrived with her vehicle at 16 20 hours. She arrived four minutes after that 911 call and began working the scene with other Law Enforcement that began to show up. A short time later, the shooter showed up, approached her at approximately 20 feet and, as i described yesterday, put his hands up, went down and underneath his jacket he pulled out the. 45 caliber smith wesson and determined that was a threat and then engaged in a small arms fire in which time the shooter did a selfinflicted gunshot wound. [ inaudible ]. I doubt it, based on her rank. But i dont know the answer to that. The army chaplain, what is his status . Did he survive . Yes. Im sorry . How close was it . Close. Close. [ inaudible ]. Im sorry . [ inaudible ]. No. At this point id like to not shed any light on that because its being fully developed. Its part of the investigation. Let me go over on this side here. [ inaudible ]. That would be real speculation and im not going to engage in that. We are looking at all of the factors that you would suspect were looking at, everything from finance to medical, personal relationships, marital issues, Family Health issues, all of those things. Im sorry. Did she strike him . Did she strike him with her i dont have the full autopsy report at this time. I do not know if the other wounds or not, other than the selfinflicted gunshot wound to the head. [ inaudible ]. I dont have all of those rules. [ inaudible ]. He did what i said he did. He broke a window and got them out to safety. Yes, maam . [ inaudible ]. I couldnt hear the question. Say that again. Can you tell me more about the reasons why it happened and what happened . I dont know all of the facts on that report of a leave request yet. Thats being developed by the investigators. So i dont want to comment on that until i get Accurate Information on it. Go ahead. He went into the 49th transportation headquarters building. Yes, maam . Have you confirmed that he purchased the gun from guns galore . He purchased the gun from guns galore on 1 march. When did he buy that . 1 march. [ inaudible ]. Well, Mental Health issues are the most vexing in terms of how do we identify those who have problems that they need to be helped with and i think at the same time we have to be very careful and not paint with too broad of a brush and assume because someone has been in combat that they necessarily have those issues. We shouldnt stigmatize Healthy People who are resilient and able to deal with those stresses. We ought to identify those people the best we can who do need help and get them the help that they need. And this remains, to me, one of the most vexing but also one of the most urgent issues, not just with regard to the military but the mass shooting incidents that weve seen, not only on military installations but in our country, period. Senator, did you well take two more questions. [ inaudible ]. Well, the debate about and discussion about how to appropriately deal with veterans and active duty military Mental Health issues is one that has been ongoing for at least the last 13 years with the special intensity because of afghanistan and iraq. But its not going to abate. My sense is that its going to accelerate the scrutiny and investigation will need to heighten and well need to deal more extensively with it. This is a very challenging issue but one we cant shrink from and we wont. Take one more question from over here. Go ahead. One more question from over here. [ inaudible ]. Theres no indication at this time that he was targeting soldiers. [ inaudible ]. We do. But im not prepared to release that at this time. Thank you. Appreciate that. Well do this again tomorrow. His commission is to, quote, prepare soldiers for combat and take care of soldiers, families, and civilians at the post known as the great place. Those words take care looming larger than others. And some bit of crumbs of information there, including the moments of the shooting just after 4 00 central time when two Wounded Soldiers called 911 and within four months, a female Mp Military Police at ft. Hood, unidentified, even her rank not confirmed yet she confronted specialist lopez there, pulled her firearm, he pulled his gun out of his waistband, that. 45 smith wesson. She fired her weapon. That was a new fact that i hadnt heard before and thats when specialist lopez took his own life. Unlike nidal hasan that in hindsight should have warned what he was capable of, he considered him a soldier of jihad. There was no signs, according to general milley, no links to terror. They will shift the investigation into his sole phone records, into his internet habits and conversations and marital stress, all of the like. Lets go to barbara starr, our pentagon cropped. They say, barbara, he is looking for a trigger event. Lep me out on this. Weve been reporting that specialist lopez passed his last psych exam but he was in the system, under treatment. Well, some pretty stunning words from general milley there because i think what really jumps out is the general said and im quoting him pretty close here, that there was strong evidence na that this soldier had an unstable and psychiatric condition, strong evidence of mental instability. So the question that and he was undergoing psychiatric treatment. So hes in the system but clearly this is someone the army now can identify as having very serious Mental Health issues. Far beyond some sort of posttraumatic stress or traumatic brain injury. Unstable psychiatric conditions. We know also that he was taking multiple prescription medications, including ambien. So these are all of the medical factors that will be looked at. But what is on the table here, unspoken, is the military regulations and laws about all of this. If someone is undergoing military Mental Health counseling and treatment, their Mental Health provider perhaps missed something here because they are required to ask the person, are you a harm to yourself or others, are you planning to buy a weapon . Do you have a weapon . We know that he bought a weapon on march 1st. We know that he passed a psychiatric evaluation. What we do not know is what the course of events were. Did he see a military Mental Health provider after he bought that weapon . We just dont know and thats the real maybe one of the real unanswered questions, how did all of this get missed. It detected something thursday. But it was a false alarm. After nearly a month, the several zone continues to shift. There is a very difficult search, the most difficult in human history. The Prime Ministers of both australia and malaysia standing sidebyside in perth, the center of the search operations, both vowing to keep looking. But a distinct shift in australias tone suggests that hope that the plane will be found may be evaporating. We cannot be certain of the success of flight 370 but we can be certain that we will spare no effort, that we will not rest until we have done everything we humanly can. Its unclear how long the search can go on without finding wreckage. But there is a deadline. The pingers on the planes recorders are required to last 30 days, designed to last 35. Key equipment to find them is arriving on board australias ship the ocean shield but it wont be used until debris is found. The pinger manufacture says that it was due for an overhaul but never returned for the fix. That could mean three things. Malaysia airlines got brandnew pingers or may have had maintenance done someplace else or the airline had outdated pingers. That latter would be problematic if they are outdated. That would mean that they were not working at all. Weve reached out to Malaysia Airlines just yesterday and havent received a response as to what the situation is with the pingers. By the time it arrives, the batteries in the pingers will nearly be out of power, if there is anything left at all. Lets talk about this with miles obrien and jeff wise. What can you tell us about what that means . Its to go out and to listen essentially for these pings. Ideally, what youd want to do first is work backwards against known currents and winds and have a place to look for it that you would be more likely to hold the remains. But having not found anything on the surface, it sounds like they are going to go out and have a go because time is running out and if they dont use these assets now, there is not going to be any point. Does that sound right to you, miles . They are just sort of crossing their fingers . I know they had one i dont know if this was on the hms echo but there was a false alarm. It could have been another ship or a whale. It could have been anything. This is the technical equipment of a hail mary pass. As far as the weather goes and no place to search but the asset is in place, you might as well get them at least in the ballpark of where you think, based on some really big guesses where you think it might be, you might get lucky. I think youd probably have a better shot at winning powerball but its worth trying. Its so vast. Theres so much space out there. Im not sure which of the australian search supervisors announced that. But after 28 days of facts, what do you think this could be . Well, you know, it could be anything really at this point weve gone through such an emotional roller coaster. Based on past searches, we would have expected to have found something by now and we started this search with high hopes that the australian Prime Minister did a lot to encourage and gradually weve seen a deflation of optimism. It might just be something more like they are going to change the search area. I would still love to find a break in this case but i think my expectations have become tempered like everyone elses. At this point we wouldnt be surprised if they switched oceans. Miles, school us on black box pingers and i heard people say they last 30 days, the batteries maybe less. Its like the batteries that you buy and put in your devices. They can go a little longer and they can come up short. Weve had reports that these batteries might not have been handled properly. They might have been stored in a hot Storage Facility which might have reduced their life. Rene marsh had a report that raised questions about exactly what kind of batteries were in those pingers. Again, we dont have the actual information from investigators on this. Lets assume for a moment that its 30 days. Were just about at that point. And you still have to be within a mile and they are at a depth of maybe below that. Its not like youre going to just hear it from the surface. You have to drag something underneath and get closer to it and even then its not an exact science. You may recall with air France Flight 447, they dragged the hydrophone over the black boxes and didnt find it until two years later. Well, its orange. At some point that will be the only hope.
