Im concerned about the impact on the Medicaid Program, which has been on the books for more than 50 years and provides health care to our most vulnerable citizens including disabled children and low income seniors, im concerned about the impact on cults and coverage. We already have a problem under the Affordable Care act with the cost of premiums and deductibles, and finally, im very concerned about the erosion of protections for people with preexisting conditions like asthma, arthritis, cancer, diabetes and what it would mean to them. It youve been on the phone with other concerned senators is like Lisa Murkowski and also with the white house, how have those conversations been going . I have had a number of conversations over the weekend with a number of my colleagues on both sides of the aisle and i had a very lengthy conversation with the Vice President yesterday. As always, with the Vice President , he was very cord natur cordial, he made the case, he asked me to think more thoroughly about some issues, i told him about the various analysises of the impacts that concern me, he told me he would get me more numbers on the impact of the state of things on the nation. You find it difficult to envision any scenario you would vote for Graham Cassidy, is that a no, then . What i am doing is as is my general practice, is i would like to see the constitutional Budget Office analysis, which is expected to come out tomorrow morning. And i am worried about whether cbos been given enough time to thorough lly analyze this bill, which has been a moving target, and even over the weekend, i was receiving emails saying that the sponsors of the bill are still changing the formula. So it may be difficult for cbo to do the kind of indepth analysis it usually does, but thats what i would like to see before making a final decision, but it may be that cbo is going to say that this is impossible because the parameters of the bill keep changing. You say you want to see a cbo score, as you know, theres been other studies of the impact of Graham Cassidy. 21 million fewer americans covered. States losing 215 billion, 31 states losing money, thats from kaiser. As you know, the cbo score, even if you get it in time for the vote, its probably only going to look at the impact on the deficit and not look at the impact on the issues you talk about, medicaid, the total number of uninsured, what information could the cbo possibly provide you that might make you support the Graham Cassidy bill. I actually expect that cbo is either going to reinforce some of those studies you just mentioned all of which i have digested over the past couple of weeks or that cbo is going to say simply that they dont have the time to do a thorough analysis, but you remember when the krscbo did the analysis of first senate bill and the house bill, it was very thorough in stating the number of people that would lose insurance, the impacted of changing the Medicaid Program and we would be making these huge changing to medicaid, without the benefit of extensive hearings and thats what we would need, so i dont know if the cbo analysis will have new information that would change where im inclined to head, but it is normally the way we proceed is to look at the cbo analysis. Im going to know tomorrow morning whether or not cbo reenforces the concerns and reservations that i already have, based on the studies that you have cited or whether c brrbo is going to say they cant come up with the same kind of analysis as the agency usually does, or maybe there will be a surprise in there, i dont anticipate that, but i want to wait, just a few more hours to wait to see that important study. So it sounds like a no with an asterisk unless the cbo announces that it has changed. He had a private meeting with jim comey, after he told two other people to leave the reem and told him essentially to lay off investigating Michael Flynn and he talked to Jeff Sessions and suggested is there something we can do to back off on the sheriff in arizona, joe arrest p joe arpiao. And based on what happened with these other two gentlemen, jim comey and Jeff Sessions that at some point i believe he would have asked me to do something inappropriate. The nfl has all different types of rules, you cant have stickers on your helmet, you have to have your uniforms tucked in, what the president is saying, i think the owners should meet and they should veelt on a rule. This is about respect for our military, this is about respect for our first responders, this is not about republicans or democrats, players have the right to free speech on the field, and players need to have respect for lots of people. But when the Dallas Cowboys wanted to put stickers on their helmets for people there, they couldnt do it. And no the nfl players should be able to decide what they want to do and disrespect the United States flag. First of all these players dont think theyre disrespecting the United States flag, theyre engaging in a peaceful protest for what they see as racial inequities and a whole host of team owners, including robert craft whos a friend of President Trump are supporting their prayers right to do this and criticizing the president s and robert craft specifically criticizing the president s tone, why is this a fight the president wants to have . I dont think this is a fight the president wants to have, he thinks this is about respect for the military and so many people who preside who put their lives at risk. And the owners should decide on a rule the way they decide on other rules. If people want to talk politics off the field when theyre not working for the nfl, they have the absolute right to do that. There are some other big pressing issues, lets talk about health care, three republican senators have expressed strong disapproval of the graham kcassidy bill. What the president has decided is that obama care is broken, the taxes are going to start hitting people, the penalties are going to start hitting people, the premiums are going up, the republicans have qualm pa campaigned on repeal and replace. I think the president s always willing to work on bipartisan basis, as you know, r i know we have a meeting on taxes at the white house on tuesday with republicans and democrats from the ways and means part. Republicans on health care have put in very high demand, many aspects of obamacare. But if they want to come to the table and fix it, were about fixing obamacare. Its broken and its requiring people to do a lot of things that they just shouldnt be forced to do. The president is expected to roll out a tax plan on wednesday and actually reporting that the plan would cut the tax rate for the wealthest american from 45 when you were selected as treasury secretary, you made a very specific problem, it was very quickly dubbed the mnuchin rule. Any reductions we have in income taxes will be justify set by less deductions so there will be no absolute tax cut from the upper class. Can you reaffirm that there will be no upper class tax cuts . It was never a promise and it was never a pledge, what it was and what it is still, it is what the president s objective was, we have been working with the bipartisan leadership, we look forward to releasing the plan this week, i think whats important about this plan is that it creates a middle income tax cuts, it makes businesses competitive and it creates jobs and thats what this is all about. As it relates to the high end, theres lots of changes, were getting rid of deductions and i can tell you that the current plan for many, many people, it will not reduce taxes on the high end. You said on friday that new sanctions on north korea are not directed specifically at china, but given that china is north koreas biggest trading partner, President Trump has said that chandl china should do more . Shouldnt the sanctions be directed at china . It gives the treasury more authority than we have ever had before, it allows us to block any transactions with anybody that does trade with north korea. But they have a constitutional right to two all of this, and owners have a constitutional right to discipline them, and thats what trump was saying, i think that donald trump talks around the water cooler, the way that people will do on monday, did you see those players take the knee . Thats exactly what trump taps into all the time and a lot of people cant figure it out but hes talking to a lot more people than some of us give him credit for. Owners have a right to chastise black men who predominantly choose to exercise their First Amendment rights . The constitution applies to the power of government. Employers cannot rescind your speech. The government cannot rescind your speech, you dont have the right of free speech at your place of employment to say i think im going to recite the gettysberg address tomorrow. Your employer can say no, you cant. Is it only when black players try to shine a spotlight on the bigotry in this country . It does seem that the majority of the American People actually disapprove of Colin Kaepernicks protest. So it might be that President Trump is on the more popular side of that issue, whether or not hes acting in a way that will get that kind of support. Technically for the moment, or for the last year or so, but what this is really bringing to the surface is a lot of the debates about race inequality have been around the informal a nfl and our country for many years. And i dont think we should make this about what nfl owners are allowed to two according to the law. The president typically should be a force for good, who is bringing about debates but encouraging them in a productive manner. So, sure, i think polling from six months ago, or four months ago when there was only one or two from a team who were taking a knee, is very different from what were seeing now and this is bringing about activism and people speaking in the nfl and others who are speaking to racial oppression thats happening in communities, but the nfl is one of the most Public Places in which this is happening . I wish the president would have spent more time talking about health care, talking about the success that they have had in dealing with the hurricanes and the tremendous job that Governor Abbott and Governor Scott have done. President trump can be a water cooler guy, but hes taking his eye off the ball things he can actually impact and change. Were one or two votes away from passing a repeal and replace of oba obamacare and if i was the president i would be spending all my time pubically and privately working on health care for the American People. The thing thats interesting when he picks this fight, i have a feeling youre right, this is going to drive people to kaepernicks side, we saw it this morning when they werent even there. I mean i dont its possible that a majority of the country will side with him, but hes probably going to beef up the support, i think youre a browns fan, iblg not sure. You dont think it an accident that hes talking about looking at his audience, its no accident. Mr. Trump doesnt do anything by accident. And this kind of brew up is right up his ally, he loves all this chaos and confusion, it feeds his agenda. The whole notion of systemic racism and what we need to do to recognize the deficiencies in this country, there was just a study that came out that said that africanamericans still are not keeping pace with the same wages as some white folks in this country, even still, so we have some systemic pressures that we really have to deal with as a community, as a country. At the same time we have sisters and brothers in the rural part as well, and the president is doing a disservice to continue along this track. I should mention that youre a patriots fans. Patriots .
