That could put some serious distance between himself and ted cruz and john kasich, wolf, if donald trump is looking for leverage with the rnc, he may have it with the next contests coming up. A Cruz Campaign official telling me that they predict donald trump will do very well in his home state of new york tomorrow. Their goal is just to be able to pick off a few delegates from him. Today, senator cruz was not campaigning outright in new york, holding no official Campaign Event opting for tv interviews, no lastminute campaign rallies. Instead, hes here in maryland. This is a state that votes next tuesday, april 26th, and a state where senator cruz believes he can pick up a few delegates Going Forward and he spoke to this crowd earlier today. Now, maryland votes just over a week from now. Maryland is a battleground. Maryland is going to have an outsized voice as the nation is looking to maryland to decide, do we nominate donald trump and hand the election to Hillary Clinton . No or do we unite behind the Cruz Campaign and beat Hillary Clinton . And thats such a key part of the Cruz Campaign strategy not looking for outright wins in any poll states but rather, according to Cruz Campaign areas in these specific states where they can really target and turn out key republican votes and pick off delegates where they can. A Cruz Campaign official saying not only are they focusing here but in connecticut, rhode island and indiana. Senator cruz will not be new york. Youre waiting to pick up your mind . Yes. Are you going to be looking at all three at some point . I tell you, i have a hard time ever getting a yes on donald trump. So hes out of it. Hes out. What about cruz . Look, cruz, theres been disagreements with cruz over the past but mainly over tactics, not principle. I could be okay with him and obviously kasich i would really like to see. Its a tough path through a contested convention. All things being equal, first choice kasich and second choice cruz and never trump . Yes. Is the process rigged . No. If the process was rigged, you wouldnt have ted cruz and donald trump as the frontrunns of the party. No, its not rigged. Its just the rules. Each state chooses to do it differently. Its a state. We believe in federalism, the strength of the state. The state can choose the state parties can choose how they want to do nominations. We do a primary. Some places do caucuses. Its the rules. Donald trump basically and all he brags about being able to bring people together and make deals and all of this kind of stuff, hes unable to run for president. Trump says some states do primaries, some states do caucuses and other states do a convention where relatively small percentage of the people, republicans out there, get to make that decision. He says thats rigged because the overwhelming amount of republicans dont have a chance to vote. Its amazing the whining that comes from him when hes not getting his way. He could have gone out and competed in colorado and wyoming. He didnt have a Strong Enough team in place to know what needed to be done. Hes running a strong campaign. Hes the frontrunner for the Republican Party. Im not going to take that away from him but dont whine when you could have gone on the internet. If he wins big in new york and thats what the polls suggest, they could be wrong, next week he wins big in pennsylvania and maryland, connecticut, some of these other states along the midatlantic states, northeast, could that propel them to get that nomination on the first round . Yes, very possibly. I think it will definitely put him in a better position. You see this is a game about momentum. When ted cruz won wisconsin, he had momentum and now it shifts to donald trump after this. The question is, does he get to the magical number . Cruz is going to be competitive in california, be able to peel off some delegates and indiana is going to be a firewall for ted cruz. 1237, thats the magic number. Thats right. 1237 is the magic number he needs in that first round. If hes the republican nominee, i assume you would prefer him over Hillary Clinton or Bernie Sanders . Donald trump . Yes. Yeah, i would prefer them over him. I have a hard time seeing how i get to trump ever. Even if hes a nominee . Im not a never trump guy but when i hear him talk about his Foreign Policy and kneejerk reaction is to say no nato and other things, i put my country above my party. Ill do that any day of the week. Cruz says if trump is the nominee, there will be an elector bloodbath of Walter Mondale proportions. A lot of republicans are fearful the Republican Party could really be damaged. Yeah. And thats the thing. Donald trump is good at branding. He tries to brand this as people in washington being afraid that they are going to lose control. Thats not it at all. Its that people in washington or folks that are in politics understand that he loses huge to Hillary Clinton. Hes the only one getting crushed by her head to head and that has implications beyond 2016. The entire future of the Supreme Court is up, not just in this disappointment that has to be filled but a number of vacancies. This is a serious issue. Youre up for reelection in november. You think if trump is the leader of the republican ticket, the president ial nominee, it could hurt the donald ballot . Yeah, i definitely dont think it helps. Hes got terrible numbers among women and hispanics. Mitt romney won white men to the proportion that Ronald Reagan did and lost millions of votes. I think what really needs to happen is the president is the determination between zero troops and world war ii level. Somewhere on that spectrum is the amount of force is going to be implemented now. Its really sad to think about that. You served in iraq and afghanistan. I went to iraq. The secretary of defense, ash carter, he goes there for a few hours. Last week, the secretary of state, john kerry, neither one of them can even spend the night in baghdad because apparently too dangerous. They fly in. They dont announce anything. They meet some troops and some folks, they fly right out. They go to abu dhabi or whatever because its not safe. All of these years later, a defense secretary or secretary of state are not even able to spend the night in baghdad. Its well said. It hurts. When i left iraq in 2009 as a military guy, we had the war basically won. Al qaeda, iraq was almost decimated and iraq was a fairly safe place. We can revisit what went wrong after that. But you know, it is sad to see. Im still hopeful that in the long run, after isis is defeated, when the political situation is figured out, that iraq is seen as a success story. Thats my hope and i think the sacrifices will the Iraqi Military, you served a long side of them. The u. S. Spent billions and billions of dollars training the Iraqi Military and for now, two years, they cant even retake the second largest city in iraq, mosul, a city where a lot of u. S. Troops fought and died to take that city and all and isis is still in control. I used to land my plane into mosul just to refuel. Felt totally safe doing it. And, yeah, its sad. One of the problems we saw with the Iraqi Military is you had basically a melting away of good officers. As with any military, you have to have good leaders and that didnt happen. It became, in essence, secularized or segregated into a different kind of whatever you believe. And so that became a problem and the military melted away and its almost like having to rebuild. You have the infrastructure in place but you dont have the leadership in place and thats the hope, to get the leadership in place so that the vast fighting can be you know iraq well. You served there. Theres the shiite leadership, very closely aligned with the iranian shiite leadership over there and then the sunnis dont trust the shiites and then the kurds have their own autonomous area and maybe eventually will have their own state. Can iraq ever really be a unified democratic place that the u. S. Invested to help create after Saddam Hussein . I think eventually. To imagine that somehow they are going to hold hands and unified as the United States is probably not realistic anytime soon. Im sure the kurds will have some level of autonomy in the future and theres going to be a power agreement between the shiites and the sunnis. Iraq looked unified when we left. Its when all of this cancer came in and reignited these tensions and its something that we can eventually see success in. The one thing we have to be very careful of is there are people dividing iraq into three Different Countries and leaving. That will start basically a fire throughout the middle east of everybody wanting to be their own independent nation and keep in mind there are shiites in sunni territories and everything else. Theres a fire in middle east right now. There is a fire. Even without that. Very quickly on russia right now, these Close Encounters that weve seen between the russian planes and u. S. Warships, the president spoke with putin today. Anything positive going to come out of that conversation . Well, its fine when the president speaks to putin. Fine. I guess he didnt even bring up these issues of these aircraft. He said its happened a lot in the past. Look, this is a serious problem. Donald trump meeting with his diversity coalition. Hes got minority support, africanamerican support, hispanic support. Hes trying to show that he can bring the country together. Hows he doing . Hes not doing so well in terms of bringing mine north into his campaign. He has seen the same numbers that weve all seen and have been talking about for the last month. Basically, this spring, his numbers with nonwhite voters completely collapsed. Front page news. Every poll has shown him with 60, 70, 80 disapproval among most major nonwhite groups, africanamericans, hispanics. So if he is the nominee and he is going to go into the general election as it has been pointed out many times as the most unpopular Major Party Nominee in the history of polling, he has to do quite a bit to turn that around. Hes got these two wars on his hand. He has to completely turn around those disapproval numbers. Ana, he keeps saying the numbers are corrupt and rigged and he has better toys to entice some of those delegates, 14 delegates in wyoming. He doesnt want to do that. Hes above that. But hes doing really well. Hes ahead in the delegates and has a 2 million margin ahead in the actual popular vote. I think he keeps talking about the rigged system and keeps complaining and whining about this because hes laying out a narrative now that he may need come july during the convention. He wants to make sure that he can apply a lot of pressure on those delegates, he can apply a lot of pressure on the rnc and build the narrative and tell the story that this nomination is being taken away from his hands. If he comes close to the number of 1237 delegates but doesnt quite get there, is he laying out the conditions so as to create raucous and be able to create pressure and leverage at that convention. Hes going to have to fight and play by the rules no matter what happens. Peter, if trump hes suggested already that hes the frontrunner, hes the all but sure nominee, if you will. Lets say he doesnt reach that magic number of 1237 delegates. Does he have a precedent for that argument that he should get the nomination on the first round even if he doesnt exactly get that number . Yeah, he does. Because in recent memory, thats always the way its been. Its always been the case of the person with the most delegates and votes has gotten the nomination because theyve gotten to that majority number that they need. I think a lot will depend on how close he gets. If hes very close, i think it becomes harder to deny him the nomination. But i think at the very least the Republican Party, if he doesnt get the nomination, would try to do everything it could to try to apiece him somehow so he doesnt cause utter chaos. But given that its donald trump, i think the chances of being able to do that are probably pretty slim. He also says the convention in cleveland in july should have a showbiz atmosphere and the last one four years ago was sort of boring. What do you think that will look like . I think you dont have to worry about showbiz. The one thing we can be sure about is the convention in cleveland will not be boring. It may be dangerous and frightening and all of those things but its not going to be boring given the fact that youre going to have donald trump there facing off against the Republican Party. So i think if all the things they need to worry about, boring is not the problem. If he does get the nomination, hes the leader of the Republican Party and said in that Washington Post interview he may not keep Reince Priebus on the chairman of the Republican National committee. Its pretty extraordinary to have the rift between the frontrunner of the Republican Party and the chairman of the Republican Party. It would be completely unprecedented because usually once the nominee is decided, theres a great deal of deference given to the nominee and hes the head of the Republican Party and he usually is allowed to choose his own staff at the rnc. Hes usually allowed in a sort of friendly way to replace the rnc chairman if he wants. This is an unprecedented situation. But my understanding is, when you want to change the rnc chairman, you cant just unilaterally do it. Theres a process. Theres the rnc members that have to decide that. In previous years, they may decide it as a deference to the nominee and go with someone else. It doesnt sound like Reince Priebus is going to hand over his chairmanship if trump is the nominee. And the rnc does a lot more than just help elect a president ial nominee. They have a down ballot obligation that they have to fulfill and i think a lot of people in congress and the senate are very happy with the way that Reince Priebus is behaving and are going to be worried about who is going to have judiciary duty or obligation over their account and the money thats been raised for those races. They are being very careful, very deliberate with their wording. They are saying that this was indeed an attack and there was an explosion on the back of one of the buses that detonated whether its a terror attack, that remains part of the investigation. Police have not ruled out the possibility that that happened and this afternoon it was indeed a criminal attack. He will be the chairman until 2017. And nobody, theres nothing that anybody can do that wont make that continue. He is the chairman. He will continue the chairman, thats it. Secondly, more importantly, he has probably been the most successful chairman in history. We have the best equipped, best resourced rnc in political history. Any nominee worth their salt will want to embrace the rnc and run toward it, were the only organization looking toward the general election, ensuring we have all of the field staff out there preparing, making voter contact, prepping the field, building the Opposition Research on Hillary Clinton and Bernie Sanders, making sure that data and digital operation is top notch. Shawn, when you read that article in the Washington Post, the article clearly says trump demured when asked if he with would retain chairman Reince Priebus and other officials, i dont know. No, they become the nominee. They are a leader in the party, they become the nominee of our party, and of course the most important republican on the ballot but they dont take over the party. The rnc has been running fantast fantastically, raising historic money, putting the best Field Operation on the ground. I think it is quite the opposite. What people should be asking is are you excited the rnc is as well trained and well equipped as they are. This is saving grace. When you go through the primary to know the rnc unlike the dnc thats bankrupt, doesnt have staff, isnt as equipped, for their nominee, you saw stories about the Hillary Clinton team coming to washington because theyre disappointed with the dnc. Quite the opposite with the Republican National committee. What gives our candidates great makes them put at ease, they know while they duke it out with its eye on the prize, rnc focused on the general election, raising record money. That are positive. After the meeting in washington, he put out nice words about his meeting with the rnc and Reince Priebus. A few days later said Reince Priebus should be ashamed of himself. You heard that, too, right . I did. Again, we can go back and forth about how many times he said something nice and not. I think it is quite the opposite. When you look at theres a walk through a couple weeks ago, over 600 members of the media came. The interest is phenomenal. I think it is quite the opposite. I read a report the Host Committee is on track to have 54 million of the 60 something they need. It is a historic number of what theyve raised. It is quite the opposite. I know what i think people confuse, where i think a lot of times you see stories, theyll say so and so is not planning on having a party. When it comes to funding of the convention, which is entirely being done with private funds this time, you look at where we are, we are ahead of where we have been historically. They raised a record amount. Were doing just fine, thank you, and frankly the democrats are having a big problem when you look at their ability to fund what they did in philadelphia. That comes on the heels of their problems to fund the North Carolina convention. They had to take a big loan from a bank because they couldnt fund it. He needs a big win to help propel him into the following week. We know john kasich cant get on first ballot of 1237. Cruz mathematically could, but looking increasingly unlikely, right . It is unlikely, and has a further ways to go, as mark said, he has a string of states, pennsylvania, new york, delaware, connecticut, maryland that all favor trump heavily in polls. I think what cruz needs to do is survive. Continue to play the inside game well, then hope that voters, conservative voters stick with him when it gets to i wanted to go back to what trump said, the introduction to this about conventions being boring. He is completely right. These conventions havent changed since the 1940s. It is a bunch of white men for the most part standing at a clumsy podium talking at people for four days. Thats boring, and hes right. I remember the last Republican Convention when Clint Eastwood surprised us all by talking to an empty chair. Remember that . That wasnt boring. That was an actual moment, right . It was an actual real moment which the romney people hadnt planned for, which hardly ever occurs, right . Right. I think that underlines part of his appeal here, that he is not whetted to all the boring traditions of politics, that he is calling out the emperors new clothes. Mark, if theres nobody that gets the nomination on first ballot, it goes to round two, three, four, thats hardly boring. Hardly boring. Hardly boring the weeks leading into the convention when we dont know if theres a nominee if he doesnt get to 1237. If you look at the numbers, he needs to win, he being donald trump needs to win 62 of the remaining delegates. Ted cruz, 89 . Cruzs strategy is to take it to contested convention. And frankly, when you have people argue on the floor in cleveland about who the nominee should be, god knows whats going on outside the building, it is not going to be very boring. You ask about the importance of new york. After tomorrow night if trump wins overwhelmingly, which a lot of people, including myself expect him to do, if the only game cruz has is contested convention, it is nearly mathematically impossible for him to win any other way, would be like 98 . He would need to win 98 of remaining delegates. Thats his only game. Trump at least has a narrow path to get to 1237 or close to it before the convention. And trump had a couple of bad weeks, late march and april but may have happened too soon for cruz. Trump has a chance to win states, clean up his act and cruz has to fight through that to get to convention. See what happens tomorrow. Supreme court in washington is taking up a high profile case with huge implications for president obama and undocumented People Living in the United States. Justice correspondent pamela brown has details. Pamela, this is over the president s executive actions on immigration . Reporter thats right. Wolf, the justices seem closely divided on the immigration issue. If it ends up being a 44 split following the death of scalia, that will be bad news for the president and millions of undocumented immigrants in the u. S. Because the president s programs would remain blocked. Even before the justices heard the first argument today, the debate over immigration played out on the steps of the Supreme Court. Hundreds of protesters facing off over one of president obamas signature decisions, executive action to shield more than 4 million undocumented immigrants from deportation. A case brought by texas and 25 other states, most republican, test the president s authority to make such a sweeping decision without congressional input, to grant workers the right to receive benefits like Social Security and medicare. The case is a watershed moment. One of the most controversial to be heard by the courts now eight justices, split evenlily by ideology, 44, after the death of scalia. In court, that became more obvious as they questioned on both sides. Seeming to side with the states suing the administration for what they consider to be executive overreach. Justice Anthony Kennedy says it is as if the president is setting policy and congress is executing it. Thats upside down. Absent meant the solicitor general agreed with. I think the executive, president has the power to do that, that should trouble every american. Jeffrey, whats at stake from the Obama Administration in this case . Well, and for the almost 5 Million People this order would effect, even more than the president , what is at stake here is whether the president can leave as his legacy relative certainty that these 5 Million People will not be deported. Thats really what this case is about. If he wins, this process will begin where the 5 Million People, most of whom have american citizen children, and they will go through a background check, they will pay a certain amount of money, then they will get in effect legal status. If he loses this case, if the Obama Administration loses, those four or five Million People are in limbo. If a republican like donald trump or ted cruz is elected, they have promised to try to deport all 11 million of those people from this country. Ana, if the president s executive actions are deemed constitutional, what will be the impact on the undocumented community . Huge impact. It means that almost 5 Million People wont be able to stay here, young people that will be able to study, they will be out of the shadows, they will be part of the system. This is so frustrating. We should never be where we are now. We should not be in front of the Supreme Court with this issue. This is an issue that the president should have followed up and just been able to he gave his word to the hispaniola community in 2008 that he would do Immigration Reform the first two years. He did not keep that promise. And congress did not do its job of passing Immigration Reform. I think if we are seeing anything today, it is that the immigration problem is not going away. You cant sweep it under the rug, an executive action is nothing but a bandaid. It needs to be legislated, needs to be compromise, needs to be pragmatic Immigration Reform that includes both sides of the aisle. Until that happens, we will continue to see so many people suffering and so many people with lives in limbo and these heated, controversial arguments. They tried it several times. The latest incident, a russian jet that came do you think rousely close to a plane over the baltic sea. Jim asciutto is with us now. Russia is denying its planes are doing anything wrong. Whats the latest . The u. S. Navy has a different point of view. These close flybys have been happening with increasing frequency for months and now russian pilots getting even closer, even more aggressive as they intercept both u. S. Aircraft and ships. And as they do, the Close Encounters are getting even more dangerous. Increasing the risk u. S. Commanders say of misunderstanding or possibly even confrontation. The latest provocation came thursday when a russian jet barrel rolled a u. S. Reconnaissance plane over the baltic sea. Performing, quote, erratic and aggressive maneuvers. Its a second time this month the russians have played cat and mouse with the u. S. Over international waters. And the Russian Defense ministry is defending its actions. The Russian Embassy in washington tweeting to cnn and others, keep calm when russian jets are around. These aces know how to fly. Along with a link to a series of videos showing russian fighter jets performing aerial stunts. Just last week, two russian fighter jets sped by the uss donald cook in the baltic sea within yards of the destroyers bridge, ignoring, the pentagon says repeated radio calls from the cook in english and russian. Commander of u. S. Naval forces in europe told cnn, the incident was unprecedented. The behavior we saw from the pilots engaged in this operation was very different in its aggressiveness, lack of communication and proximity to the ship. Reporter so close, that secretary of state john kerry warned publicly that the cook could have shot the russian jet down. It is reckless. It is provocative. It is dangerous. It is unprofessional. And under the rules of engagement, that could have been a shootdown. Reporter the flybys follow increased tension over the conflicts in ukraine and syria. And it is not the first. In june, a russian su24 jet flew within about 1,600 feet of a u. S. Guided missile destroyer in the black sea. That was followed by similar flybys of u. S. Aircraft carriers and jets. In all, there have been hundreds of intercepts between russian and u. S. Aircraft in the past couple of years. In the case of the cook, u. S. Navy officials tell cnn, commanders on board quickly determined the russian jets were not a threat. The ships instruments indicating they were not armed, and did not employ targeting radar to lock on or light up the ship. Those ships are very sophisticated. We can make decisions about whether they live or die from great distances with great speed. But we dont want to do that unless its absolutely necessary. I asked the u. S. Navy if its rules of engagement allow u. S. Ships to shoot down russian aircraft in incidents like this, and a Navy Official told me while the rules of engagement are classified, every ships commander is empowered to act to defend the ship and its crew. In the case of the cook, the navy says the captain determined that the flights they were unsafe, unprofessional, but not a threat to the ships safety. Jim sciutto, thanks for that report.
