Donald trump insisting hes antiabortion, telling an interviewer that if abortion ever is banned, quote, there has to be some form of punishment, end quote, for a woman who has an abortion if it were to become illegal. Trumps statement brought immediate and furious reaction from his rivals, including Hillary Clinton and senator Bernie Sanders. Trump has just put out a written statement attempting to clarify what he meant. This huge new controversy is erupting just as new polls show ted cruz surging ahead of trump in wisconsin. Its showdown primary is next tuesday. Just a day after trump shattered his pledge to back the eventual republican nominee if he doesnt win of the our correspondents, analysts and guests are all standing by with full coverage of the days top stories. Lets go to Cnns Jim Acosta in appleton, wisconsin, right now where trump wrapped up a Campaign Rally just a little while ago. Jim, tell us more about trumps very controversial remarks about punishing women who have abortions if the procedure were to become illegal in the United States. Reporter thats right, wolf. Just as one controversy was swirling around his Campaign Manager, donald trump ignited another firestorm over the issue of abortion. Democrats, like Hillary Clinton, quickly seized on those comments just as trumps rivals are saying they may never support him as their nominee. Donald trump revealed a new hard line position on abortion, saying if the procedure is banned, women who undergo it should be punished. Do you believe in do you believe in punishment for abortion, yes or no, as a principle . The answer is that there has to be some form of punishment. For the woman . Yeah, there has to be some form. Ten years, what . That i dont know. I dont know. You take positions on Everything Else. I do take positions on Everything Else. Its a very complicated position. Reporter within minutes trumps potential democratic opponent, Hillary Clinton, pounced, tweeting just when you thought it couldnt get worse, horrific and telling. Trumps abortion comments come as hes Standing Firm on another controversy, the conduct of his Campaign Manager. Did anybody think it was a horrible thing that happened . I dont get it. Reporter today he asked for a show of hands to findut if they had seen the video of Corey Lewandowski grabbing reporter Michelle Fields, an Incident Police said amounted to simple battery. Listen to this, this young woman, reporter, who shouldnt have been where she was, and she grabbed me twice. She said i was jolted backwards. She wasnt. Someone had grabbed me tightly by the arm and yanked me down. Did she go down . Did she even go a little down . Reporter but ted cruz, who held an event focused on women today and john kasich appeared to have had enough. At a cnn town hall they all but buried a Republican Party pledge to support the gop nominee. If donald trump is the gop nominee, would you support him . Let me tell you my solution to that. Donald is not going to be the gop nominee. Were going to beat him. Youre not standing by that pledge. Ive got to see what happens. If the nominee is somebody that i think is really hurting the country and divide get country, i cant stand behind them. Reporter trumps response, if thats how they want it, same goes for him. You made a pledge, whoever the republican nominee is. No, i dont anymore. I dont want to make people uncomfortable. I dont need their support. Reporter dismissing Lewandowski Cruz and cakasich s is a nobrainer. Would you ask him to resign . It shouldnt be complicated that members of the Campaign Staff should not be physically assaulting the press. I havent seen the video, but if the video is real, of course i would. Reporter but trump is pushing back on suggestions of an apology. He said his sense of loyalty is a president ial asset. Folks, as your president , you need somebody thats going to be loyal to the country and to yourselves. You need somebody thats going to fight. Reporter now, as for Donald Trumps statements earlier today on abortion, we should point out in just the last several minutes his campaign has issued a brand new statement regarding his position on abortion. We can put it up on screen. It says if congress were to pass legislation making abortion illegal and the federal courts upheld this legislation or any state were permitted to ban abortion under state and federal law, the doctor or any other person performing this illegal act upon a woman would be held legally responsible, not the woman. The woman is a victim in this case, trump goes on to say, as is the life in her womb. My position has not changed. Like Ronald Reagan, i am prolife with exceptions. You go back to 1999 when donald trump called himself prochoice, this is yet another evolution on the position of abortion for donald trump. Wolf. But it seems like a significant shift in what he just said a little while earlier in that interview with msnbc when he said a woman should be punished if she were to have an abortion if it were illegal. Here in this new statement hes saying not the woman, the woman is a victim in this case as is the life in her womb. Total 180. Total reversal of his earlier position that he just spelled out. Thats right, wolf. We have not seen this happen very much during the course of this campaign. Usually when donald trump takes a position, no matter how controversial, he sticks to it. But on this position and keep in mind, there were prolife groups, antiabortion Rights Groups coming out and saying donald trump does not understand what it means to be antiabortion. He would not be saying that the woman should be punished if that were the case. I think donald trump had no choice at this point, especially in a state like wisconsin where catholic republicans are going to be very key in this primary on tuesday. He had no choice but to walk back that position he outlined earlier today, wolf. But he didnt issue a subsequent statement saying he misspoke earlier, maybe he didnt understand the question. Theres nothing along those lines, it was just a new statement that was released, right . Thats right. He is not saying i didnt understand the question or i misspoke, he is just reversing himself on this, obviously understanding that this was a position that was not going to work with anybody. You have proabortion Rights Groups who came out and seized on these comments and condemned them. Hillary clinton and Bernie Sanders on the democratic side. Even his republican rivals, john kasich and ted cruz were saying a woman should not be punished if she undergoes an abortion, so this was just a nowin position for donald trump. I think its not really a surprise that he changed this position so quickly, wolf, even though we dont see this happen very much from donald trump. Good point. Jim acosta reporting. Reporter no, senator cruz hasnt responded to this yet, but his spokesman has and made it very clear that they are distancing the Cruz Campaign from any of these comments made by donald trump. His spokesman saying today that senator cruz shares the views of the prolife movement, which is focused on punishing those who perform abortions, not the women that have them. Interesting from the Cruz Campaign really picking up that they intend to make this comment a larger issue about what this reveals about Donald Trumps conservative kcredentials. Today they called this just the latest misstep, the latest fumble, because they say donald trump has no anchor in conservative principles. And we really saw an early telegraph of this new line that they have been trying to make for some time, but i guess you could say they added, doubling down on this line today, the first tweet coming from the Cruz Campaign reacting to this by Brian Phillips saying, quote, dont overthink it. Donald trump doesnt understand the prolife position because hes not prolife. So making it very clear that they intend to kind of make this case of what this reveals about Donald Trumps conservative credentials. I suspect well see senator cruz argue that sometime on the campaign trail very soon, wolf. Take a look at the latest polls that just came out today. Ted cruz doing well. This is a Marquette University law school poll. Cruz is at 40 , trump at 30 , kasich at 21 , sampling error of 5. 8 . So whats behind cruzs rise in wisconsin . This really does seem that senator cruz and john kasich seem to be benefitting from a smaller field once this field has been winnowing down. If you look below those top line numbers, you see not only that kroou has jumped significantly in the last month, more than 20 points, but hes drawing support from those who did support marco rubio and ben carson and certainly john kasich seems to be benefitting from that as well. If you look at Donald Trumps numbers, he has not moved at all in the last month, he has stayed exactly the same. Cruz responding says he thinks he has momentum in wisconsin. He has called it a battlefield. Of course he needs to win here in wisconsin. Sunlen, thank you very much. I was at another rally and it transpired without me being there so i dont know all the specifics. I know mr. Trump loves women, treats women well, wants the best for women. For all i know talking about pun shamt, the social punishment and the mental anguish, i really dont know, i havent spoke to mr. Trump about this so i cant speculate what he was thinking or where chris was going with the question. I just i dont have any knowledge on that subject. What are his views on abortion rights for women, snine roe versus wade abortion has been legal, its been settled law. He wants to change that. Tell us what his position is. Mr. Trump has been prolife since ive known him. Ive known him for 11 years. Hes always talked about being prolife. I dont know if you know, but hes always at the rallies talking about how happy he is to be a grandfather and talking about ivankas new baby and how hes so thrilled about the new child that was just born. I know how much he loves children, how much he loves his family. Hes always been prolife since ive known him so ive never known there to be a shift in mr. Trumps views of abortion. He was pro abortion rights back in the late 1990s, even though he said he didnt like abortion, he thought women should have that right. Hes acknowledged that his position has changed over these years, but he does say there should be caveats, there should be exceptions as far as abortion rights are concerned. What are those exceptions . Rape, incest, and those are the only two that i know. What about life of the mother . Life of the mother, yes, thats another one, yes. And as far as life of the mother is concerned, would he support even a lateterm abortion if it were to save the life of a mother . I do not know that. What do you think donald trump needs to do in the coming days to regain more support in wisconsin in order to win next tuesday . Well, he just got here, wolf. Hes done a lot of rallies and they have been very well received. Ive been at all of these. The crowds have been ginormous and theres been no protesting. Its been very, very nice. I think just doing what hes doing, being here and talking to the wisconsin voters. Very excited because we have an open primary so well get the democrats, the independents, and thats what really mr. Trump attracts those demographics so im thinking that the numbers will go up and i feel pretty confident about wisconsin. Theyre excited and they want jobs. Thats the big thing i keep hearing here in wisconsin is donald trump is the only one that will bring jobs back here and we all need jobs. So hes the only one talking about that. And that poll does have a sampling error of nearly 6 . Donald trump also says hes sticking by his Campaign Manager, Corey Lewandowski. I want you to listen to what the White House Press secretary, josh earnest, had to say about that earlier today. I am confident that neither president obama nor president bush would tolerate someone on their staff being accused of physically assaulting a reporter, lying about it and then blaming the victim. That is completely unacceptable behavior, and im confident that i know for a fact thats not something president obama would tolerate, and i feel confident in telling you that thats not something that president bush would tolerate. Im also confident in telling you that nobody is particularly surprised that thats behavior that mr. Trump doesnt seem only to tolerate, he seems to encourage. Very strong words, your reaction. Encourage . Ive been on the campaign since he came down the escalator and ive never been involved in any sort of violence. There has not been violence around me. Ive worked with corey since day one. Hes been a professional to me, very respectful. Weve never had any problems whatsoever. Its been all on the up and up. So theres been no encouragement of violence during the Trump Campaign since ive been a staff member, so what does he know . Hes not here, hes not working on the team and thats fine. Im sure president obama wouldnt and thats great if he wouldnt, but theres a lot of things that he does that donald trump wouldnt ever do either. I think what hes referring to is some of the comments that donald trump has made at those rallies like saying he would pay the legal bills of someone who punched, lets say, one of the protesters or go ahead and slug them, if you will, stuff like that that he said on a few occasions. Youre familiar with those controversial comments . Well, ive been at these rallies and heres the deal, wolf. I mean mr. Trump is the only one that is doing anything for the veterans. I personally hand delivered two 100,000 checks. Mr. Trump raised over 6 million for the veterans. You got 50 maybe not, maybe 40 of the audience are veterans. And then theres going to be a protester . Let me tell you what, these veterans dont play. If somebody wants to cause a ruckus at his rally, a veteran will take ofim. Mr. Trump isnt saying, hey, go take care of that person, him or her. These are people that are getting paid off of a craigslist ad to come here and cause a scene. Mr. Trump may say get em out of here with a little more vigor than the average joe but people love and respect that. I personally love a person thats tough, especially a man thats tough thats not going to tolerate giving us the crumbs that weve been given by president obama. But you dont want violence to occur, even if theres a protester screaming out negative words about donald trump, you dont want people in the audience, veterans or others, to go ahead and slug that protester, do you . Absolutely not. Absolute low nly not, and ive seen that happen at the rallies ive been to. I saw the one where somebody sucker punched him. That was not a staff member. That was not someone mr. Trump asked to go take care of. Thats a dude thats saying, hey, guess what, youre going to cause a scene here, im going to club you. Were not in favor of that. But thats what happened. Mr. Trump isnt in favor of that and i have never witnessed that at any of our rallies ever. And ive been on the trail for a long time. You notice that new campaign ad that Hillary Clinton released in new york today, she has an image of that guy sucker punching the individual at that trump rally. Lets talk a little bit about the socalled loyalty pledge. As you know, donald trump says hes no longer sticking by the loyalty pledge. Two other republican candidates, cruz and kasich, are no longer sticking boy that as well. Heres the question for you. If he doesnt get the nomination. Lets say he doesnt get 1237, the magic number of delegates and someone else winds up getting the nomination, do you think he might leave the Republican Party and run as a Third Party Candidate . I dont know, wolf, because im an optimist and i am staying completely confident and positive that we are going to get that number. Mr. Trump has got a great following. Millions of people are voting for him. And i just believe that heres going to get to 1237 and we arent going to have to have this discussion. Fingers crossed, thats what i want to happen and thats what i pray that we can make happen. We just have to trust that the process will go smoothly and well be completely ethical along the way and just hoping for the best. I think Chris Matthews has a very aggressive interviewing style. He was getting peppered with questions and he blurted something out without thinking about it. We know donald trump has changed his position on abortion many times before. He has evolved on it, to use his term. I think what you saw today is a person who really hasnt thought out the policy, blurt out an answer and then realize that he had made a grave, grave mistake. This idea of judging women just does not fly, does not sell in the United States of america. Abortion is not illegal right now. There are some people who wish it were, but the reality right now is that it is not illegal and, therefore, this idea of punishing women, we dont know how. What was he talking about . Tarring and feather them . Are we going to flog them in the Public Square . Are we going to fine them . You know, it just was an absurd, absurd answer. I am glad that he realized it and that he rectified it and clarified it so quickly. Just a few moments ago we got a statement from senator ted cruz on this issue. Ill read it to you, rebecca. Once again donald trump has demonstrated that he hasnt seriously thought through the issues. Hell say anything just to get attention. On the important issue of the sanctity of life, whats far too often neglected is being prolife is not simply about the unborn child. Its also about the mother and creating a culture that respects her and embraces life. Of course we shouldnt be talking about punishing women, we should affirm their dignity and the incredible gift they have to bring life into the world. So hes getting hes getting hit, trump, obviously from his republican president ial rivals but also from the left. Right. And so the subtext of that statement from ted cruz is that donald trump doesnt understand the prolife movement, that hes come by this position very recently for political gain but doesnt actually understand what true prolife republicans and conservatives believe. I would agree with you a little bit, ana, that trump just blurted out what he said because you could tell that he was thinking about this maybe in a logical way. If something is banned, if something is illegal, of course you would punish the person who committed this offense. But this is not how prolifers think about it at all. They think that the woman is not culpable for this, that it is the abortion provider. Now we see trump recognizing that in his new statement. But i think well see ted cruz continue to emphasize that he thinks at least that he thinks donald trump doesnt understand what prolife republicans believe. The point is youre absolutely right on that side of the abortion issue, the doctors, the nurses, the others who perform the abortion, they should be punished if it were to become illegal, not the mother in that particular case. Hows this going to play out do you think in the short term . Next tuesday is the wisconsin primary . I dont think its going to have a huge impact long term, wolf. It might give cruz a little more momentum. Its very close in the polls in wisconsin right now. This is the kind of thing that happens to the best of politicians. President obama other the course of two president ial campaigns double flipflopped on gay marriage. Donald trump sort of did a flipflop within a flipflaop. Several years ago he was prochoice but now he said he was prolife and wanted to punish the woman. Why not simply say, you know what, let me be specific, i misspoke. Here is what my position is. Why cant he say that . Its not his brand. He always charges forward. Its like with the situation weve talked about so much about his Campaign Manager, Corey Lewandowski. Instead of saying, oh, we didnt see the tape or maybe Michelle Fields exaggerated, they charge ahead saying that she essentially lied about the whole situation. Thats his brand. I dont think its going to affect how his core supporters see him but it might hurt him if he were to get the republican nomination, would you would this whole issue of abortion rights play out in a general election, lets say against Hillary Clinton. Wolf, i think its just one more spot on the leopard at this point. Youve got polls showing that hes got 74 disapproval from women in a general election. How much lower can he possibly go . So i think he does have a core group of women in the Republican Base who are with him and who will stay with him no matter what he says, no matter what he does. They are very enthusiastic about donald trump. But i think that the vast majority of women, at this point its now almost threequarters of american women, find him offensive in some way or another. He has done enough things and said enough things already right now, even without this last episode, where i think a lot of women would find it very, very difficult to vote for him because of his temperament. Take a look at the new poll that just came out in wisconsin, rebecca. This is the Marquette University law school poll. Right now cruz is at 40 , trump at 30 , kasich 21 . Cruz is up 19 since february, kasich is up 8 since february, trump has remained even. He was at 30 in february, still 30 right now. Six days to go until this primary in wisconsin, 42 delegates at stake. Obviously with a 5. 8 sampling error, things could change. What do you see . Its certainly going to be very close and anything can happen. Whats so interesting about these latest numbers is exactly what you mentioned. A month ago donald trump was at 30 , but this is when many more candidates were in the race. That previous poll 31 went to other candidates who are no longer in the race and we see in this poll that 31 has gone entirely to john kasich and ted cruz. So we see the nontrump vote coalescing. If i were a betting man i would place a small wager on cruz in wisconsin but we cant say that with any certainty. Some of the stories of the last week has trump off his message of im a winner, i will defeat isis, im better than everyone else. With fewer candidates, its harder to spread that message around. I am a gambler and i am going to put a bet on ted cruz in wisconsin. Okay, how much. A hundred bucks and dinner. Ill take that. No, we dont say 10,000 anymore. Stand by, guys. The series of missed clues and missed opportunities by belgian authorities raising the question, could the bombings have been prevented . New information about two terrorist brothers who blew themselves up in the attacks last week. Were told before the attacks the brothers were hiding in plain sight and belgian authorities couldnt find them. Also tonight, there are new concerns that future attacks could be in the works based on evidence recovered from one of the brussels terrorists. The belgian capital reeling from the devastation of last weeks terror attacks and tonight bracing for another possible strike. A source close to the investigation tells cnn photographs and plans for a number of belgian government buildings were found on a computer belonging to Ibrahim El Bakraoui who is believed to have blown himss up at the brussels airport. The computer discovered in a garbage can outside their bomb factory in brussels. The buildings on the computer suggest at one point this was a larger plot. They recovered photos and plans of the Prime Minister of belgiums office in brussels suggesting that that was targeted potentially by the cell they were looking to target in an attack. Reporter security at the Belgian Parliament building also stepped up tonight over information it could be the next target. And tonight, new questions about clues belgian authorities missed before the bombings last week. Cnn has learned the belgians had been looking for ibrahim and Khalid El Bakraoui, the brothers who blew themselves up at the train station and airport months before the brussels attacks. Belgian Officials Say in december this red notice from interpol went out seeking the arrest of quaedly el bakraoui on terrorism charges. They were looking for his brother on suspicions of criminal activity. Where belgian authorities failed, they simply couldnt find the brothers. They were hiding in plain sight in prufl in the schaerbeek district where the bombs were made. The belgians clearly did not know this. Reporter another last clue, last Summer Turkey deported el bakraoui. The belgians asked the turks if ibrahim was involved in terrorism. They were told he was known for criminal activity but its not clear how much more information the turks gave the belgians. It turns out he was a hardcore jihadist. The fact they arent sharing the exact information and how the laws to actually put these guys into jail suggests theres a huge miscommunication between intelligence agencies, between law enforcement. Reporter and another major clue seems to be eluding belgian authorities tonight. Cnn is told belgian officials do not know where this man, the third terrorist at the brussels airport, where he is. Were also told the belgians dont know who he is and theres major concern this man and more than a half dozen other suspects from the same cell still at large could be planning another attack. Wolf . Sunlen, thanks. Lets get more from inside the Trump Campaign on the front runners comments on abortion. Jim acosta is covering trump out there on the campaign trail. What else are you hearing from the trump cam right now, jim . Wolf, earlier today the trump spokesperson tried to put out this fire. She tried to put out a statement clarifying all of this. That didnt work. Thats why you got that second statement from donald trump. And the Trump Campaign is not saying the candidate misspoke or didnt understand the question. This is something we dont see very often from donald trump. Its a total reversal. Hes walking back something he said hours earlier. He did not only unite Hillary Clinton, Bernie Sanders, ted cruz and john kasich about these remarks. He somehow manages to unite both the pro and antiabortion forces on whats arguably the most sensitive issue in american politics and did that while competing for the wisconsin primary where conservative catholics are going to be a crucial voting bloc. The other problem for trump is this is yet another twist and turn in his evolution on the issue of abortion. He once described himself as very pro choice back in 1999. As trump and his campaign have said, hes just evolved on this issue just as Ronald Reagan did. But, wolf, its hard to imagine the gipper having a difficult day like this that donald trump is having on this issue. This was just a major gaffe on a critical policy issue. It has, meanwhile, changed the focus away from his Campaign Manager Cory Lewendowski. This is not how you want to manage the narrative out there on the campaign trail. Clearly a reversal within a span of a couple of hours or so. Jim accost athanks. Lets bring in gloria borger, niamalika henderson and david axelrod, a former Senior Adviser to president obama. Gloria, your take on this little reversal, shall we call it. It took him just a short time to completely do a reversal. The irony here, wolf is that donald trump was clearly trying to appeal to prolife voters. And what he didnt understand is the position of prolife voters, visavis women and abortion. And even somebody like Mike Huckabee has said in the past, and nobody is more socially to the right than Mike Huckabee. Hes said that should abortion become illegal, it would be the doctors that you would try and prosecute, not the women. So in attempting to pander to prolife people, it would clear that donald trump didnt really understand their position on this. He certainly understands whats going on right now. The other thing that got him into trouble with some women, and i saw the reaction online, is originally in the msnbc interview he said women should be punished some form of punishment but then what about the man who impregnated the woman, should he be punished . He said no. He said no. Again, this is an example of what cruz has been trying to say all along which is that donald trump isnt a warrior in terms of these conservative issues. He hasnt been there as long as ted cruz has been there. Thats been the ted cruz argument. It gives fuel to that argument. Why youve seen him come out so vehemently on the prochoice and prolife sides of this. It also comes at a terrible time for trump because weve spent this last week or so talking about Michelle Fields and the Cory Lewendowski and heidi cruz thing. Now were in a situation with donald trump where weve got this big contest going up and polls are showing that hes losing to ted cruz so far. Well have to see what happens on tuesday. The question has always been, is this the end of donald trump . Weve been asked that question so many times. This certainly seems to be smfg a turning point. What did you think of the way he handled this, david axelrod, the original statement that some form of punishment for the woman should go forward and now clarifying in other statements saying the doctor or any other person performing this illegal act upon a woman would be held responsible, not the woman, illegally responsible. The woman is a victim in this case, as is the life in her womb. How would you have advised him to deal with this . Well, you know, obviously he would have sent him into that town hall a little bit better prepared for a question like that. Youd think at this stage in the campaign, hed have a more sophisticated grasp of that. But what is interesting is what jim acosta said which is that it is very rare for donald trump to back up. You can see how he handled the incident with his Campaign Manager. Hes giving no corner on that issue. But on this one, 180degree reversal. Why . If you look at the polling over the last couple of months, hes had a steady decline among women. Thats been his real achilles heel in these races. This can only accelerate that movement, and they recognized it and felt they had to reverse it and reverse it quickly. Is this reversal enough . I dont know. I dont think Donald Trumps appeal was largely to the prolife community. Gloria said that he was pandering to that group. Hes solidly in the ted cruz corner, but for those moderate voters with whom hes done well, i think particularly among women, this will be a cause for concern. Certainly would be a cause for concern in a general election if he were to get the republican nominee in a contest against Hillary Clinton. Im sure this would be an issue. In the wisconsin primary, which is next tuesday, this new poll that just came out, Marquette Law School poll, cruz at 40 , trump at 30 , kasich at 21 . But cruz has really gone up since a month ago. He has gone up 19 points. Kasich has gone up eight. Trump has remained the same at 30 . And to davids point in this same poll if you look at the gender numbers, cruz beats donald trump by 15 points. So far in exit poll after exit poll weve looked at after these primaries, trump has done well with republican women. Better than cruz. So this, you know, the question that i have and we dont know the answer to it is, is this the beginning of something among republican women . Or not . Because this is the first time weve really seen cruz do better than trump with women. I agree with david that they really had to stop the bleeding here. With women nationally, thats democrats and republicans, trump has a 74 unfavorable rating. To say it is high is an understatement. Kasich is now 21 . Theres a sampling error of 5 . Hes a player there. Just nine points behind. Weve had this never trump movement. Its warked in fits and starts but mostly not worked. This gives it new urgency and well have to see how they play this. But i think a state like wisconsin is tailor made for a kasich. Hes been framing himself as the compassionate conservative. I think for donald trump, it gets him off of that economic message. Hes been so good about making everything, even Foreign Policy, an economic issue. And here hes injecting social issues into this race in a way we hadnt seen. The controversy involving his reversal on punishing women if they were to have an abortion if if were to be made illegal coming on the heels of Corey Lewandowski. Is this simply a distraction or will it significantly hurt his campaign . Well, obviously, tuesday will give us some indication of that. I think the aggregation of all of these things clearly has slowed him down. And one thing we should point out about wisconsin is the entire republican establishment has lined up against donald there, including the top radio conservative talk radio culture there which is very, very strong in republican primary politics. And theres been almost 2 million of negative ads run against him there. Hes got a lot of stuff coming at him there and he just added to his problems today. Everybody stand by. What are you learning about the situation on the ground . Wolf, tonight the u. S. Military is targeting very crucial, very specific areas around raqqah and mosul. But as the old saying goes, its getting complicated. On the battlefields of iraq and syria, isis is losing key ground, suffering crucial setbacks. In recent weeks, Coalition Forces have severed the main artery between isis Power Centers in rauc assyria and isil in northern iraq. And begun the early stages to collapse isils control over mosul. Reporter the u. S. Exploitsing what advantages it can like the daring killing of the finance chief mustafa al qaduli. U. S. Special Operations Forces on helicopters flew at a very low altitude in front of qadulis car firing warning shots to stop. When an occupant leaned out to fire with an ak47 back at the helico helicopters, the u. S. Team quickly obliterated the car. The pressure we put on isil has degraded their capabilities and reduced their resources. Reporter but there are still huge problems to resolve. In iraq we have a partner but the relationship is complicated by the political landscape, sectarianism and iranian influence. Reporter iraqi forces are fighting to retake villages west of the key city of moqmur. But there are isolated incidents of iraqi troops running when they come under fire. They are sending president obama recommendations for possibly hundreds of additional u. S. Troops to help train and advise iraqi forces for that fight. The number of iraqi units it will take to get into mosul, in secure it, to surround it and then to dig out isis, youre talking about between 12 and 16 iraqi army brigades. Reporter it could mean more than 25,000 iraqi forces are needed, trained and willing to fight. In syria, after bloody fighting and with russian help, forces loyal to president Bashar Al Assad retook the area around the ancient city of palmyra. Those Regime Forces are now moving north. The u. S. Watching to see if they fight all the way to raqqah, the isis stronghold the u. S. Wants local forces to capture. Now the fight ahead in syria is getting very complex. A defense official tells me tonight that the russians have stopped their withdrawal from syria. That there are still dozens of russian aircraft there. Tanks, artillery and russian fighters on the ground. Wolf . Barbara starr at the pentagon, thanks for that report. Joining us, president obamas special envoy joining us from the state department. Brett, thanks for joining us. I want to get to the war against isis. As you know, there were these reports out there that the isis leader Abu Bakr Al Baghdadi may have been arrested, may have been picked up. What, if anything, can you tell us about that . We have nothing on these particular reports but Abu Bakr Al Baghdadis days are numbered. We just targeted one of his key deputies. Haji imam. Were after this every single day, but i have nothing on those specific reports. These unconfirms reports suggest that syrian troops backed by the russians may have grabbed him or picked him up. No official confirmation from the Syrian Regime or from the russians right now. But once again, youve heard those reports. Do they have any credibility at all . Ive seen absolutely nothing to support that. Were getting closer to him every day and were going to stay at it. Our forces are focused on this every moment of the day. Is he in iraq or syria . Hes probably in syria. In raqqah, the capital of the isis caliphate . He used to be in a town in northeastern syria. And we, of course, worked with the coalition of syrian, kurds and arabs. A very inclusive force. They took shidadi from isil. Isil was prepared to defend that town. We thought it would take about three we thought it would take about six weeks. It took about six days. Their leadership is really dispersing. Its not a surprise were able to target and kill the overall military amir, Omar Shishani just south of shidadi. Id suspect one of their strongholds, most likely raqqah. Lets talk about the setbacks isis is suffering on the battlefield in syria and iraq. Some are suggesting they may further step up their terror attacks in europe and maybe even here in the United States. Is that the u. S. Assessment right now that as they lose ground there they may launch new terror strikes in europe, lets say . If you track what baghdadi has said for years. You go back to his writing for many years ooh hes always wanted to attack the west. Thats always been a goal for him. Theyve had external plotsing networks in place. Its a network led by one of baghdadis deputies, muhammad anani. They train operatives in syria to plot and then send them out of syria into europe. We think the paris attackers probably came through that network last summer. So this is something that they have been trying to do for a long time. We believe to get after it, we have to work with our european partners. Just in brussels last week with secretary kerry, not only to pay our condolences, but to talk to the belgian authorities about tightening up some of their networks. I met with the has of interpol about drying up the foreign fighter networks. We have to shut down this territory that they still control in syria. Theres just no substitute for doing that. And that is why were so focused on the heart of this phony caliphate in syria and iraq. Theres a lot of concern and youve seen the reports thats isis may be trying to obtain a dirty bomb. Some sort of radiological dirty bomb that would wind up killing a lot of people, poisoning a lot of people. How concerned are you about that . Its a concern of ours. Its also something were focused on every single day. Particularly around mosul where we know theyve had a chemical weapons network. They have, of course, launched chemical munitions and mustard gas at our colleagues, the peshmerga fighters on the front lines there. Weve done a good job unraveling thats particular network. Its something were focused on every day. President obama is bringing together almost 50 countries here in the Nuclear Security sumit to talk about not only protecting Nuclear Materials all around the world but that very dangerous intersection between chemical weapons, Nuclear Materials and terrorist groups. One of, of course, is isil. Were focused on this on a global scale and particularly in iraq and syria. The more we operate, the more information we get, the more our special operators are out there. The more we learn about the networks and the more were able to unravel them. And one of the networks in addition to the external plotting network is this chemical weapons network isil has, particularly n lly inside near mosul. Were uprooting that network as we speak. Can you destroy that chemical weapons factory . Were very careful about that. Our targeters that do this, i defer to my colleagues in the department of defense. But they look at everything from the way the wind is blowing and Everything Else to make sure were able to destroy those facilities without undue harm to the civilian population. Were being precise about it. We will not allow a terrorist group like isil to experiment with these types of lethal munitions when we find out what they are doing, where they are doing. They found that video of hours of isis terrorists in europe monitoring some Belgian Nuclear scientists, monitoring the Belgian Nuclear reactor. They had to shut it down in belgium out of concern. How close are they to getting their hands on some sort of dirty bomb . I think, look, our colleagues in belgium have really advanced security protocols around those sites. We want to have security protocols that advanced all around the world. We have more than 50 countries here this week in washington and president obama will be leading that important summit meeting. Its an aspiration of isil. Theyre a global terrorist network. They not only want to expand their territory in iraq and syria. They want to attack us at home and attack our partners. Its something theyve talked about for years. If they can get hands on munition like that, they wouldnt hesitate to use it. Thats why weve blts this coalition of more than 60 countries to go at it on a global basis, not only in iraq and syria but the foreign fighter networks, the financing networks. But this intersection of chemical weapons and weapons of mass destruction and terrorism is something, of course, weve been concerned about since 9 11, and were working to make sure groups like al qaeda and isil cannot get their hands on those materials. Thats why so many heads of state are here in washington to focus on that issue. One final question before i let you go. Donald trump says he would fight isis by going after their oil, destroying their oil revenue if you will. Asking saudi arabia to do the fighting on the ground. He also says hed favor going back to using waterboarding against isis terror suspects. Whats your reaction when you hear that kind of talk . Were going after their oil. It takes intelligence. First trump said if abortion became illegal in the United States, women who get those abortions should face some form of punishment. Are they acknowledging this is a reversal of his position within a matter of only a few hours, jim . Well, theyre not putting it that way, wolf. Donald trump carved out a very hard line position on abartion today, only to walk it back hours later. His comments came during an interview with msnbc today when he says women who undergo abortion should be punished if the procedure were ever made illegal. Do you believe if punishment for abortion, as a principle . The answer is that there has to be some form of punishment. For the woman . There has to be. Ten years . I dont know. Why . You take positions on Everything Else. I do take positions on Everything Else. Its a very complicated position. But then trump did a complete 180. His campaign originally tried to put out a statement massaging those comments. Then donald trump released a statement saying it would be the doctors who would be punished, not women. Heres the statement. It says, if congress were to pass legislation make abortion illegal and the federal courts upheld this legislation or any abortion under state and federal law, the doctor or other person performing this illegal act upon a woman would be held legally responsible, not the woman. The woman is a victim in this case, as is the life in her womb. My position has not changed, donald trump goes on to say. Like Ronald Reagan, i am prolife with exceptions. But the damage may already be done. Not only did trumps rivals slam his earlier remarks saying you dont punish women who undergo this procedure. He united both sides of this hotbutton issue. So far, though, gloria, all these controversy that seem to emerge from time to time pretty willingly involving donald trump. They dont have much of an impact. I think the first thing is the reaction to his statement which is, you showed very clearly on tape. And he said something thats completely outrageous to most people here in america. No matter what their positions are on these,s. And thats been the case all the way through. He clearly also, you know, showed, if you look at the videotape, he looked like he was thinking about it on the fly. Hadnt thought about it. Thats the kind of risky approach that mr. Trump takes to a lot of things. His Foreign Policy interview was kind of look, were campaigning hard in new york. I think that created a lot of problems for him. Theyre trying to clean up a mess he made today. Where do you stand on having another debate in new york with Bernie Sanders . Well, i think the candidates agreed to have a series of debates back in march, which weve had. They also agreed that theyll talk about having a debate in april, which were doing. Today most people know both campaigns are in discussions. Whether thats in new york or pennsylvania, but theres discussions about having a debate in april. As you know from moderating some of these and covering these, wolf, these debates are national wherever they are. People are watching them. Theyre interested in this race. Theres a lot of excitement and enthusiasm. Weve been showing that enthusiasm at the polls with roughly 60 of the popular vote thats been cast throughout the democratic primaries. 2. 5 million vote lead over senator sanders in addition to our pledged delegate lead. You saw the new poll today. 6. 3 sampling error. Hes gone up. Shes gone down a little bit. Is that consistent with your internal polling . Our polls have shown this race close. There was a poll a few days ago that showed Hillary Clinton ahead by four or five points. Now you have one with senator sanders. We always said wisconsin would be close. Whatever happens the outcome will not change our lead in delegates. We go to the period between the 19th of april through the 26th when close to 700 pledged delegates will be decided, wolf. These will be decided in states that have the kind of diverse populations that reflect the country that Hillary Clinton has dominated in. Were winning with women by over 30 points, and were winning with africanamericans and latinos across all the primaries we have competed in by almost 3 to 1. What information, paul, are you getting . A source close to the investigation tells me Belgian Police are found on computers left by the bakraoui brothers outside the bomb factory pictures and plans of the belgian Prime Ministers office and other government buildings in brussels, suggesting that the cell wanted to also strike at these belgian government buildings, which may also have included the belgium parliament, which is right next to the belgian Prime Ministers office, wolf. All these buildings literally just around the corner from the u. S. Embassy in brussels. Investigators believe the cell accelerated their plans when Salah Abdeslam was arrested and only launched a more modest attack against the airport and metro. As you know, belgium officials, theyve been hunting the bakraoui brothers since 2015. What are you learning about why they werent able to stop these guys before these terror attacks . Well, what we have now established from officials is that belgian authorities were searching for both of these brothers urgently in late 2015. After the paris attacks, they established that Khalid El Bakraoui was linked to terrorism, but they also wanted to find his brother ibrahim because they wanted to track down khalid. It was the fact that they were not able to find them, wolf, when they were hiding in plain sight in brussels, that was the failure, if there was one, which failed to prevent the brussels attacks. They failed them rather than any miscommunications with the turks because they were already looking for them before the brussels attacks.
