That ballots must arrive by election day. Not postmarked on election day. But they have to arrive by that date. Sooner. Many other states allowed ballots to arrive for days after as long as theray are postmark up until election day. Joining us to talking about is senior medical correspondent dr. Sanjay gupta and dane a bas lets talk about wisconsin first. That is democrats are scrambling to make sure that every single potential voter who is mailing in an absentee ballot has to do it by today. That is the assumption that they have to get in the mailbox by october 27th to get it counted by election day as the Supreme Court ruled. Whether or not this is going to be make a difference and leave a lot of absentee ballots not usable is an open question. More importantly it is an open question whether or not it is going to be a tight enough race for any of that to make a difference. It certainly was four years ago. The president won by like 20,000 votes, barely. I think, more importantly, the question is what it means for the election more broadly and when we get to election day, whether or not the Supreme Court is going to get involved in challenges to results across the battleground states and some of the writings from president s appointed justices, cav a gnaw and gorsuch say they are being kavanaugh says he thinks it makes the political leaders accountable and state legislators not the judges in those states. That is a hint as to where they are going to potentially go. It is a big if whether any of this will matter depending how lop sewed sided the vote is across the country. He explains there is a reason ballots need to be in by the final election day. Not a historical precedent for that so odd to see an originalist make such a claim. We will leave that there. We will see as the ballots come in. I know a big effort to get people to vote as soon as they can in wisconsin. Sanjay, the pandemic. Some people are calling this a third wave. The fact is its a bad, bad wave. 42,000 people now hospitalized. That number clearly on a steep rise. The number of new cases clearly rising. We are now seeing the impact on hospitals across the country. I want to talk to the mayor of el paso coming up. They are having to take major action to treat the patients they can opening up new wards in childrens hospitals that werent open. Talk to us about the strain youre concerned about. In fact, if you look at el paso, they are protectively saying new patients that are coming in, if we can find hospitals outside the region, outside this area at least, we are going to sending patients over there because we anticipate we will start getting filled up. The hospital system, per capita probably fewer icu beds than 10, 20 years ago. This is not a system that is built for significant surge capacity. We typically have flu season, one of the busiest times in terms of overall care in hospitals and general care and icus. But now we are talking about twin demic and flu and coronavirus happening and worsening at the same time. Its a huge concern. It will vary from citytocity, statetostate in terms of what their capabilities are. That is the most worrisome thing. Ive been following lots of different metrics the past several months. Hospitalizations their is the most truest and most consistent and most concerning metric. If hospital directors are going to the elected leaders saying we got no room, no space left, we dont have enough resources, what are you going to do in that situation . They will try to adopt regional approaches but if that starts to break down you may in a situation people dont have enough care available to them. That is what we have to avoid right now. Sanjay, i want to stick with el paso. The mayor there did this twoweek analysis trying to Contact Trace of where people have became exposed. I want to know if it surprises you. Is says what they are found looking at 2400 cases, 37 the mayor believes from this analysis got it from visiting Big Box Stores. 22. 5 from restaurants. I dont know if that is indoors or outdoors. 19 travel to mexico. 10 parties and reunions and 7. 5 gyms and 4 large gatherings. Are you surprised by those findings . I am a little surprised by that. I guess restaurants to sort of be at the top of the list because those are places as you mentioned you might be outdoors but if youre indoors and if youre sitting close to people and you cant wear a mask because youre eating or drinking, that what is you expect to be top of the list. What it means to me people arent Wearing Masks is what it comes down to, regardless of where you are. Indoors, obviously, more concerning than outdoors, smaller spaces, more concerning. Box stores, i guess, if people are not Wearing Masks inside. That is really going to drive this. I was talking to the ceo of the Northwell Health system a couple of months ago up in the northeast. They took care of more Covid Patients than any other system in the country. 70,000 patients they took care of over a couple of months. What was interesting to me was that the incidents of covid among their Health Care Workers was actually lower than the general population. So in that case they are indoors, they are taking care of Covid Patients. There is presumably a lot of virus in the air but lower incident of infection as compared to the general population. Why . Masks. Masks do work. So im surprised by this because i would have thought restaurants would be the place where people arent Wearing Masks but it turns out seemingly from what you just showed they are not Wearing Masks in any of those situations. Im not sure its as surprising as all of that. People i think are looking for ways to get around the rules and permission to do things as opposed to understanding maybe why they shouldnt. Dana, you know who is going around the country upset that people arent Wearing Masks . Deborah birx who used to be a daily household name with amount of influence on the Coronavirus Task force up until about two months ago. She just went to bismarck, north dakota and gave them a talking to and told the people there they are not wearing the masks to the extent they should. She said we were here in your Grocery Stores and hotels and the least use of masks in any establishment we have been in and we find it deeply unfortunate because you dont know if youre infected and you dont know who is infected. She is speaking to the people in bismarck, north dakota but probably a message that needs to be heard within the white house as well. Imagine if the president were to deliver that message around the country. That is what i was thinking. Imagine. In bismarck, north dakota, north dakota is a red state on the president ial level. A lot of people there who really like the president and hang on his words. So imagine if he said what the person who is or had been one of his most trusted medical advisers is trying to tell them . Look. She has been going around the country doing this kind of thing for months and months and months and cnn has reported her frustration that she doesnt have the influence that she once had in the white house and, you know, the president has scott atlas, the president also has an agenda and that is a political agenda which is understandable for any president running for reelection. What is not understandable is why it is he thinks it is acceptable as a president to not communicate basic Health Standards in the middle of a pandemic. It is something that nobody, sanjay gupta, anyone will ever understand. Sanjay, you can comment on that but i also want you to comment with the british study about immunity. They had a large study. In june 6 those who took the took had antibodies. September, only 4. 4 of them did. Three months later the antibodies had gone down that much and why the herd yum muimm is falacy. First, i always agree with dana bash. It was an interesting study. Youre right. They were doing a random sampling of 400,000 people and not testing the same person saying your and bodies have dropped. They were saying here is the percentage had antibodies in the beginning and here is what it was like a few months later. Youre absolutely right. They found the antibody levels dropped along that population and more likely to drop among older versus younger people. I think two major takeaways here. First of all, even if you do get the infection, youre probably still going to need to get vaccinated. In fact, not probably. You still will need to get vaccinated because we know your immunity from the infection doesnt last forever. Having said that i think it is important to point out that we dont know all of the things that make up immunity still with this income ifection. Antibodies do drop but not seeing high reinfection rates either. People who may have been infected ownr exposed to these virus do their we are still learning about that. I think there is some good news here, it is while we have seen reinfections, we are not seeing a ton of them. We are eight months, nine months into this now. We should have started seeing more of this. Definitely everyone will need the vaccine and probably more to this immunity picture than we are fully realizing. Interesting. Why is Vice President biden going two places like georgia and iowa this week, rather than just redoubling his efforts and parking it along that blue wall or in, you know, pennsylvania, wisconsin, those sorts of traditional battleground states . Well, first and foremost, we are focused on getting to 270. Everything that we are doing in what we would call the expansion states like georgia today where the Vice President is going to make a Closing Argument speech at warm springs, georgia, will unity and bringing this nation together. Everything we do is additive. We believe we have an expanded opportunity here because people are looking for change. They are looking for a different kind of leadership. Therapy frustrated with the way that donald trump has mishandled this pandemic, has lied to the American People. They are looking for a president who will tell the truth. So what we are doing in this final week, we are keeping as many paths to 270 open as we possibly can. We are talking to as wide of a swath of voters we can. We believe that there is energy for joe biden and we believe that people are looking for a change so he is going to be outline talking directly. So he is going to be out there hustling for every vote and encouraging people to turn out and make change urt. Youre seeing data he is winning youre seeing data that he stands a chance of winning in these places . Look. We believe that people are looking for a change. We think that voters in georgia are frustrated with Donald Trumps mishandling of this pandemic. We believe they are tired of having a president who lies about once in a Generation Global health crisis. We believe therapy tired of having a president who doesnt say, you know, we should wear masks. You were talking the last segment about how significant the impact is in terms of controlling this virus for people to wear masks. Yet, we have a president who wont say, this is important, wear a mask, and wont show leadership. We think voters in georgia and all over the country are tired of Donald Trumps mishandling of this pandemic and ready for a different kind of leadsership and ready for a new leader. At this date, i spoke with an undecided voter in florida who is a cuban american. He complained his reasons. Listen to this. Its a difficult thing. I guess ill make my decision this week. I think biden since thursday has made it difficult for me to consider him as a candidate. What happened at the debate . Well, at the debate, the way he kind of flipflopped on his entire oil thing and the way he kind of flipflopped on the fracking and you know . Hes made a lot of mistakes. When it comes to dog whistles. Being a cuban american, we have dog whistles that worry us too about communism and socialism. I saw Kamala Harris laughing it up. Its not a joke, man. What do you say to voters who believe that joe biden ultimately wants to eliminate the oil and fracking industries . A simple answer. He does not. He does not. And he did not say that on the debate stage. He talked about eliminating subsidies for big oil. That is a conversation that hes happy to have with donald trump any day. He believes that your taxpayer dollars should go to education and not to exxon. He has been very clear he is not going to eliminate the fossil fuel industry. He is going to eliminate those subsidies. What is he going to do is invest in a climate plan that is also a jobs plan. Its a plan that makes investment and, for example, carbsrbon capture and the way h thinks about this issue you hear him say all the time donald trump thinks about Climate Change and he thinks hoax. I think about Climate Change and i think jobs. That is how he is going to tackle this issue. He is going to move us forward to a cleaner Energy Economy but he is going to maintain and create jobs while he does it. That has been his position from the outside of this campaign. His climate plan i think was the first significant policy we put out from this campaign in the primary almost a year and a half ago. He has talked about it as a jobs plan ever since. So i would reassure anybody who was concerned by that or the voter you were just talking to there and say he has been crystal clear. He not going to end the fossil fuel industry but move us forward in smart and aggressive ways to tackle the Climate Crisis and make sure we are maintaining and creating jobs while we are doing it. What about the second concern there . He didnt like senator harris laughed off a question whether she had a socialist or a Progressive Agenda . She didnt laugh it off. She said its not true. She was saying this is almost an absurd question because its not true. Look at my record and what ive done to fight for Small Businesses, for, woulding families in this country. This is not true. Its a smear that donald trump and the republicans have tried to push for the last 18 months of this race against every democrat in the field because they dont have a record to run on. You know, if youre the president of the United States and youre asking the American People for a second term and all you have is my opponent is a socialist rather than here is my plan to get this virus under control, here is my plan to get the economy going again, that is not a particularly strong case to make to the meamerican peopl. We see them trying to land smears and they have tried to smear joe biden and Kamala Harris like this for months and the American People are not buying for it and they are looking for change and we think they will vote for change on november 3rd. But that voter is buying it. He says its like a dog whistle when he hears that laugh. Obviously, he is one voter but i dont know that you can say no voters are buying these things. She said categorically that is a smear of her campaign. I think we have seen if you look at, for example, as this race has gone on, joe bidens favorability has only gotten hire because people trust him and know he is telling the truth and see in donald trump and in this white house a white house that is willing to lie, that is willing to say one thing to a journalist on tape privately and another to the American People when talking about something as significant as a virus that has killed over 220,000 americans. Yet, they see in joe biden somebody who is willing to tell the truth and speaks his mind and says it straight so across the course of this campaign, these smears that the Trump Campaign has tried to land they havent worked but the only way we can fully reject this kind of smear policy is for people to turn out and vote. Ive heard you say you weare at the end 6 your rope in terms of hospital capacity. What is the Current Situation . Its very tight. I mean, we announced yesterday, 1,390 new yesterday was 1443 and today is 1390. Hospitalizations at 192 are up 67 from yesterday. The governor has sent out care sites. We got four pressurized tents set up at hospitals for overflow and we are looking at an alternate care site at our Convention Center we will set up for 50 beds and could be expanded to a hundred. But its not good. We are air vaccing noncovid19 positive patients if we need to. The hospitals are working together but we have a surge im not sure exactly where its coming from. We did a deep dive the other day and for two weeks from october 6th to the 20th and 37 of positives were coming from Big Box Stores and shopping. 22. 5 were restaurants. And 19 , almost 20 was from travel to mexico. We are trying to get our arms around it. I also think one of the issues is because we have not had that stimulus yet and people are positive and showing up for work because that is their only paycheck. There is a delay in the announcement or acknowledgment to us from private labs to the Public Health department on when they turn positive and when they are notified of being positive. For instance, you can go to a private lab and notify your positive within 24, 48 hours, yet the data goes to the state and comes back to us at our Public Health department before we are confirming it. It may be some of that. I dont know. But we are hoping to get our arms around it. You say stimulus . The senate just went home. They are not getting back until november 9th at the earliest so that money is not coming any time soon and i know that is only cause for greater concern there. I had a chance talk with you under many different circumstances including crises before. You sound frustrated and, to an extent, exhausted in dealing with this. Its a very big thing. You talk about hospital capacity. You talk about the tents that are being created. When do you think youll need to start putting people in these tents . I havent checked today on what the status is. The governor has provided us with whatever resource we need. We have no data to testing materials or ppe whatever they sent us about 800 medical personnel and doctors and respiratory therapists. Those folks are at the front line and they are putting in the 12hour days and they are the ones tired and exhausted and im trying to figure out how to put it altogether. Talk to me about that. County judge who gets to make the decisions in texas has instituted a nighttime curfew. I dont think anyone is talking about shutdowns at this point. One of the situations around the country is very hard to shut down again and youre not talking about that there yet. What are you going to do to try to bring the numbers down . What can you do . We hope we are instituting what we need to do and it takes several days, a week, maybe two to see any movement given what transpired historically. The only individual, the only person who can call for a shutdown in the state of texas is the governor. I think the w. H. O. Last week came out and said shutdowns dont work. I instituted restrictions on the restaurants to close their kitchens at 9 00 p. M. A couple of weeks ago. Our county judge, who does have authority that in the state of texas is the governor of the county, the judge, then the mayor, irrespective of size of city, instituted 10 00 p. M. Curfew but it isnt apply to essential businesses and it doesnt apply to others. My issue on that is im very much in favor of moral persuasion and making sure people understand they need to do this and send a message and do what you can do. But im also concerned about our ability to truly enforce something we are mandating but we will follow his order as directed. We brought in more we were concerned about the restaurants. We have had a number of bars convert to restaurants and we brought in the texas alcohol and Beverage Control people to do inspections because we think they are gaming the system where you walk in in certain cases, buy beer for a daollar and nachs for 15. He knows that if the democrat is able to rebuild that blue wall in the great lakes states it blocks him from getting reelect. Joe biden is in georgia, david. You have a 6monthold. You will learn the im the map song is my favorite. Im the map song is telling the story of where this campaign is right now. Yeah. No democrats won georgia since 1992. It is one of those states that democrats for a decade now, along with arizona and texas have had on this sort of longterm project of trying to take some red states across the sun belt and flip them blue as demographic changes are taking place there. All of the polling we see out of georgia shows a tight race. The fact that the democratic nominee one week before election day is spending his whole day there doing two events there. Busine they are looking to see if they can make it happen there and expand the map. Its basically an insurance policy. Make sure you tend to that to see if it can flip in case that blue wall in the great lakes doesnt get rebuilt. It is a fascinating thing to see the democratic nominee in georgia a week before, john, but note his message today. He is going to be in warm springs, georgia. He is going to clearly evoke fdr and notion of a nation unifying together for a purpose overcoming great challenges, similar what did he in gettysburg, pennsylvania. And prepandemic how joe biden launched this campaign. I think youll see that unifying message that joe biden is trying to sell to the voters in the final week. How about these new numbers we just got moments ago, david . 65. 5 million early votes have been cast. 7 million more than just yesterday. What are we to make of these numbers . I make the notion that this american electorate is showing up like never before and totally engaged in this moment. And its astonishing.
