Kenosha, wisconsin, overnight. Police are searching for a man with a long gun who apparently opened fire on protesters and agitators. Police say two people are dead this morning and one injured after a group of heavily armed vigilantes took it upon themselves to police the streets. Many videos on social media show the chaos as some of these shootings played out. [ gunfire ] [ screaming ] he just shot that guy in the stomach [ bleep ] [ bleep ] [ bleep ] [ bleep ] people are getting shot all around us people are just getting shot everywhere, guys. [ bleep ] its been three days since jacob blake was shot in the back seven times in front of his children. His family says he is paralyzed. Police have still not explained what happened or why they shot him. This morning, we have new video of the moments right before that shooting. Also breaking just moments ago, we just got word that hurricane laura is rapidly gaining strength and is now forecast to become a very powerful category 4 storm today, as it barrels towards the gulf coast. You need to Pay Attention to this. This is a look at the storm from space. Hundreds of thousands of people have been forced to evacuate in texas and louisiana. We will get the latest forecast track in just a moment. More breaking news overnight. The cdc issued new guidelines on coronavirus testing. Guidelines that have left medical expert just dumbfounded and wondering if its actually designed to find fewer cases. And fresh reaction to night two of the Republican Convention, where the president exploited the powers and trappings of government for his campaign in ways that have never been done before, never even close. But what we do know is that the sheriff there has noted the presence of armed counterprotesters, vigilantes, who are on the streets as well. We are not sure if the person who is accused of shooting two people and killing them and wounding others is a part of any sort of militia, but the sheriff using the word vigilantes are in the streets. We should also mention that we have seen more video, social media video of a man holding a long gun, running down the street, as people are chasing after him, after they say he shot someone. And then you see him trip and fall. And then you see him firing off several rounds. And there is definitely someone hit in that scenario. We are as we understand it, there is a manhunt underway, at this hour, for the people that the sheriff had referred to as vigilantes. That happened just down the street from the courthouse here where the protests have been breaking out between police and protesters. But as we understand it, there is definitely a manhunt underway for someone who had a long gun. There is also questions from protesters as to whether there were other people, multiple shooters, who were also firing off. Were trying to get some of the details now. But this is what is breaking at this hour. Overnight, there were more clashes between police and protesters, with protesters throwing water bottles, Police Responding with tear gas. And so that blew up again, but this is new. We now know from the sheriff that there are, as he put it, vigilantes in the streets. He says that theyve been out several nights during these protests, and now two people are dead, several people, as we understand it, were injured. But we are seeing this extremely disturbing video of a man running down the street with a gun. You can hear people, you know, yelling at him and him yelling back, to back up. But very, very, very serious situation here, as there is a manhunt underway for someone accused of shooting and killing two people here in kenosha. And again, we still have no answers for why jacob blake was shot or the incident that proceeded that. That is something, i know, is disturbing to the people in wisconsin, as well. Breaking overnight, hurricane laura rapidly intensifying and it is now forecast to hit the gulf coast as a possible category 4 storm in just a few hours. Look at that. Cnn meteorologist chad myers with this new, intensified forecast and track. Chad . John, this storm here doesnt look anything like when we went to bed last night. Now theres an eye, the storm is breathing, its getting stronger. Its getting lower in pressure and the winds are picking up. And the bubble of storm surge is going up. So now we dont have a 9 to 12 surge, its going to be higher than that. This is what happened to katrina. When katrina was a 5 in the southern gulf, it built that bubble that hit waves in bay st. Louis and over into waveland and biloxi. This is whats happening here. The good news is where this overwash is going to take place as a category 4 or possibly going down to a 3 by landfall, theres not there. Holly beach is going to be there, but just a little bit inland, then you get to lake charles. Thats the problem. Inland from here, this storm isnt going to hit land and die, because the land between holly beach and lake charles is very swampy. Its very wet. Theres water there. Usually we say, oh, theres land, its going to die. The computer models still have the potential for this to be closer to galveston. And in the overnight hours, i think ive seen a little bit of a westward jog, which would be bad news for houston, the closer you get, obviously, the higher the winds would be. We know that the winds are going to approach Tropical Storm force somewhere around 2 00 this afternoon along the coast. So after that, you cant do anything. You cant put boards up, you cant do anything. You need to prep now or get out now, if you are in the zone here from probably the sabine pass and off to the east. Thats really cameron, louisiana, population somewhere between 1 and 3,000, depending on the season. So here you go. The winds are going to be 110 in this entire area, but even if you get up to shreveport, your winds are going to be somewhere in the ballpark of 80 miles per hour. This isnt going to die off anytime soon. Landfall likely takes place somewhere plus or mine two hours from 1 00 a. M. Tonight with a storm surge of 10 to 15 feet. Those barrier islands, alisyn, are not 10 to 15 feet high. The water will go right over the top. You must be gone. Okay. I hope everyone is heeding this warning. Here in Jefferson County in beaumont, texas, the city is on edge if notsodistant memory for residents here would be hurricane harvey, rita, and ike. They know how much destruction and flooding can be brought to this very susceptible city. But of course, the preparations for hurricane laura are completely different, because theyre amongst the backdrop of a global pandemic. Just take a listen to what this individual had to do in order to prepare for a hurricane amongst covid19. Trying to be safe and be prepared for the storm and do the necessary things that need to be done. Im trying to stay covered up. You know, i have medicine if i need some, of that nature. Reporter even though there are mandatory evacuations along the southeast coast of texas, covid19 is complicating peoples decisions. Do they evacuate or do they shelter in place . We heard from the governor of texas, greg abbott yesterday, stating that just because a hurricane is approaching Southeast Texas doesnt mean that covid19 is going away from the state. We know that texas is still a hot spot, even though trends in the cases have gone down over past 14 days, which is, of course, good news. But of course, this is complicating the evacuation efforts here. Talking about the immediate threats to beaumont and the coastal areas of Southeast Texas. We talked about storm surge with chad just a few moments ago. With the potential of that storm surge moving inland as far as 30 miles from the coastline and winds in excess of 110 miles per hour. This is a fastmoving storm. So rainfall threat here is high, but as it muoves on, were only anticipating 5 to 10 inches of rain in this area. When people in a town like committkenosha decide to bring long guns to the streets so they can police the streets and theyre the ones standing in front of businesses and theyre taking it upon themselves to shoot whomever that crosses their path or they get into a fight with, i dont know how police start to tamp all of this down. Well, first of all, wherever you have armed vigilantes show up at one of these events, something bad is ultimately going to happen. You know, its very little you can do. Many of these gun laws do not stand in the way of people showing up, armed, openly, carrying firearms. But when you have a situation like this, i mean, you just cant have this kind of violence taking place when youve got armed vigilantes showing up skbrand just randomly shooting into a crowd. First of all, these are not counterdemonstrators, these are people who are exactly what you just called them, armed vigilantes. And the city will have to get a grip on this very quickly, impose a curfew, perhaps call out the National Guard to shut it down. Because what you dont want to have now are people, demonstrators, feel now they have to be armed and now youve got armed vigilantes and youve got a back and forth. And nothing can come from that other than tragedy. But chief, sorry to interrupt you, but they have that. They have a curfew. They have National Guardsmen on the street. And this still happened last night. Now what . Well, theyve got to beef it up. Theyve got to beef it up. Theyve got to do something. Its a delicate balance when youre trying to deal with a demonstration. Too much presence and police get accused of being heavy handed. Not enough presence, and you have Something Like this take place. But theyve got to increase the presence, theyve got to shut this down. Because if they dont, youre going to have more incidents like this take place, perhaps. I just hope it doesnt spread beyond kenosha. One thing we should make clear this morning is we still dont know very much at all about what happened overnight, whom shot whom. What we have been told by the sheriff there is that there was the presence of these armed vigilantes. He used the word militia. These were his words. We are simply reporting what they are saying. And what we have seen from the video, bakari. This is i have to say, this is deeply troubling on day three after jacob blake, lets not forget where this started, with a 29yearold man being shot in the back nine seven times, at least, and we still dont have answers as to why that happened, bakari. Well, there wont be answers as to why it happened. What we can just assume is that jacob blake, like many other africanamericans, didnt get the benefit of his humanity. But chief ramsey was correct in his analysis of this incident. This is what we have in this new america. This is what we have in this trump america, where you have individuals who are rightfully protesting. And these are not counterprotesters that show up, but these are individuals who want to take their country back, who show up with these long form guns, who want to protect a gas station and then incidents like this occur. And while there are many people who want to tell the protesters or if it turns into a riot where property is destroyed, where they want to tell them to get off the street, i hear you, i understand you. Nobody wants these protests to ever evolve into something that is violent or destroys property. I completely understand that. But theres not a voice who is actively pushing back on these individuals, these militiamen, these vigilantes who show up around the country. In many times, instigate violence and perpetuate more violence. You know, we saw this in michigan. And i have to remind people, weve seen this in michigan and kentucky in state capitals, in response to mask mandates. Weve seen individuals show up, militiamen show up with guns and hang governors in effigy and people just say, oh, lets liberate such and such, this is america. Well, this isnt america. What this is, this is chaos. This is anarchy. This is death and destruction, all because black people in this country want to be free, and want to be able to have the basic tenants of life, liberty, and be able to pursue happiness. Chief, its three days, we still have no explanation from the Kenosha Police department about why they shot jacob blake. We do, however, have new cell phone video from a different angle. Its so disturbing. I mean, i just want to warn everyone, its so disturbing to watch, just the few seconds before this shooting of the neighbors pleading with the police to not escalate this. Little children running out and screaming. But here are a few seconds of this. Mom, get back mom mom you have to get back [ gunfire ] i mean, the neighbors know whats going to happen. Theyve seen it too many times. Theyre screaming get back, they know whats about to happen, and sure enough, it happens. Do you, chief, as a former Police Officer, have any idea why a Police Officer would shoot somebody in the back . What would be the justification . No, i have no idea why the shooting took place here. I mean, when you look at that particular video, clearly, hes trying to take him into custody, hes resisting arrest, but resisting arrest doesnt justify the use of deadly force. When he walks around and opens the door, i have no idea what the officer may have seen or thought he saw mia. Im not aware of any weapon being recovered. Nothing that would justify the use of deadly force in a situation like this. So i dont have an answer for it. But ill tell you this, kenosha needs to come out with some kind of information, whether that information is good or bad, or come up with something, because the longer this goes on, the more its just going to intensify. And so, i dont know what theyre doing, to be honest with you. Bakari, weve got to run here, but what should the message be from a leader this morning . Sorry, bakari. Im sorry. You should ask for calm. You should ask for transparency from the Kenosha Police department. You should ask for justice for jacob blake. You should ask for people who take to the streets, do not tell them to stay home, but take to the streets to do so peacefully. And you should ask those who have come from out of town to spark violence to go back home. We have to do this in memory of jacob blake. And jacob blakes family has told us what they want from him while hes recovering in the hospital. He wants peaceful demonstrations. Theres been a lot of talk throughout this convention about law and order, honesty, and ive just got to say, john, every day i wake up feeling more queasy. Republicans like me, who just cant stomach donald trump have been increasingly worried, how he will abuse his powers as president for personal and political gain throughout his candidacy. And its only getting worse. Just look at the setup last night. And contrast that with the chaos in the streets happening right now, where people on both sides, the militias, the protesters feel like they have so much to lose that they are resorting to violence in the streets. I mean, i am worried for our democracy. I dont care about the Republican Party anymore. I feel that the alarm bells are ringing so loud and that it is only going to get more perilous as we get closer to the election. I hear you, amanda. I think that the juxtapositions of what weve seen at the rnc and then whats happening in out in the world. I mean, theres the mccluskies, who brandished their weapons at Peaceful Protesters and theyre evaluated at the rnc, at the same time that these people, these militiamen, as the sheriff calls them, in kenosha, are showing up with their long guns and shooting people. I mean, this is whats happening on the split screen, but i know that you say that some elements of the rnc have been very effective. So whats your takeaway . Right, well, look, i echo amandas concerns about the abuse of power and sort of exploiting the trappings of the presidency. I think its pretty horrible. But theatrically speaking, i think this convention has been wildly successful, much beyond my expectations. I think that donald trump normally just panders to his base and throws them crazy red meat. And i think that this has been just a much better message in terms of appealing to people who dont wear maga hats, right . The suburban soccer mom, who doesnt follow politics that closely, isnt comfortable with Donald Trumps rhetoric or actions, but also fears the chaos happening out there. And look, we, you know, logically speaking you could say, hey, this is all happening on Donald Trumps watch, blame him. But i feel like, you know, the unrest, the rioting in the streets, is going to redound to Donald Trumps benefit. And i think that they have exploited that. I think this race is going to tighten. And i think, theatrically speaking, this convention for republicans so far has exceeded my expectations, politically. Theatrically speaking, kate bennett, you can weigh in on this. And what we saw, it was more than theatrics from the first lady last night. This is a speech i know you have reported that she didnt share, necessarily, with the white house, the west wing apparatus and the Republican National committee. Tell us about the message she wanted to convey and what you heard. I mean, first of all, john, i would say this. That everyone is sort of expressing surprise and oh, my goodness, she spoke about the coronavirus and race in america. Thats not a heavy lift nor should it be for the first lady of the United States. Lets be honest. Having expressing condolences for millions of americans affected by covid19 shouldnt be something that were taken aback by hearing from her. However, in this white house, she has done her own thing and at times, that has frustrated the west wing, because it is out of step with the messaging of the president. And you know, i think thats probably part of the reason why she didnt vet her speech. She didnt need to get it approved, didnt feel the need to do so. I think she talked a lot about herself last night and the things that shes done as first lady, more so than what her husband has done. I think it was interesting to me that she referred to him as donald many times, something shes never done. Ive covered almost all of her speeches and she usually says, my husband or the president or the president and i. She almost never says donald. So i think she was trying to soften him. But at the same time, i dont think she was saying, and now go vote for him, and now go vote for him at the end of each thing she stated. We have to read into that a little bit, because this is a first lady that we dont hear from all of that often. Amanda, its all so confusing. The message from the first lady is so different. She wants respect for immigrants, she wants no bul bullying. I mean, its all its all in such stark contrast to the very things that her husband stands for. And i mean, i know that you point out that the whole reason they are able to have the optics and the majesty of the white house is because of coronavirus. This was all supposed to be happening in charlotte, which the president , hasnt mentioned, had to be canceled because of his handling of coronavirus. Yeah, the bar is so low. And melania kind of did the basic thing of expressing sympathy, which everybody thought was a big deal. That should have been going all along. And the idea, how fear will play in this election, i think, is pretty big. And donald trump is certainly trying to hype that fear. Melanias trying to make people feel safe. But i think suburban women, and identify just got to say, the whole soccer mom thing is so outdated from the 1990s, suburban women are scared. But who are they more scared of . Donald trump, who is stoking these tensions at every possible turn, or joe biden, a guy who makes Great Lengths to show how sympathetic and caring he is. There is fear. And this is a negative partisanship election. And people will vote against the person they are more scared of. Matt lewis, were lucky to have you here this morning in the sense that youre in one of these rare positions of pissing everyone off. Like, everyone hates you this morning on social media, matt lewis, because youre a republican who has said youre a nevertrumper and that you didnt vote for donald trump before and i dont think you intend on doing it again, although i dont think youve said youll vote for joe biden. And weve got to the point of, theres a question of whats right and what works. In terms of whats right, using the power of the presidency like the president did in this Convention Last night, a naturalization ceremony in the white house, issuing clemency to someone, which you can argue the merits of issuing clemency. You cant argue that it was done during a convention for political purposes. And then mike pompeo, the secretary of state, delivering an address. Secretaries of state dont do that. Theres a reason why they havent done. It it is exploding the lines between politics and government and using the trappings of the presidency for pure Political Campaign purposes. I know you dont think thats right. The question is, does it work . Thats right, john, its an interesting position. I try to look at this as an analyst. Im an orioles fan, but if theyre playing the new york yankees and im objectively looking at it and the orioles do something stupid or the yankees do something good, im going to say it. Thats how i view this from a political standpoint. When im writing about a Convention Like this, i try to check my opinions at the door and the sense of like, i may think what donald trump or melania is saying is bs, but the question is, does it work . Will it resonate . And i think weve really i was surprised by this. I assumed that this would be more like a donald trump rally, where all he does is throw red meat at his base, and instead, weve seen these pretty heartwarming stories about things that donald trump has done. And again, i think its very inappropriate and an abuse of power to have like to pardon somebody as part of the theet at ric theatrics of a convention or to have a naturalization ceremony, but i think it works. I think the production value has been superb. I think this is like a mark burnett, apprenticelike production. And all you knew, if you were a martian who just showed up in america, you know, a couple of days ago, you would think marco rubio or mitt romney was president by, you know, twothirds of the things weve seen at this convention. We can find it despicable, but i think it works. And if the goal is to kind of rebrand donald trump as a kinder, gentler donald trump, someone that if you are i wont say soccer mom, but if youre a suburbanite whos very uncomfortable with Donald Trumps rhetoric and actions, all of a sudden now, you might say, well, hes not so bad after all. Im not going to be embarrassed or ashamed, this is what you might say, to go cast a vote for donald trump. If he can do that, i think this race is going to narrow. It does ask people, though, to forget the last three and a half, four years, which may be a very high bar, given the saturation of trump content that he, himself, insists on providing day in and day out. Major questions this morning about changes the cdc made late yesterday to their testing guidelines. The agency now says that people exposed to coronavirus may not need to be tested. Many in the medical community are saying, what . cnns senior medical correspondent, Elizabeth Cohen joins us now. I dont get it. Why wouldnt people exposed need to be tested, elizabeth . You know, it doesnt make any sense. Im not just going to say what . im going to say, what the and let you fill in the blank. This is ridiculous. The cdc used to say, if youve had close contact with someone with coronavirus, within 6 feet of them for 15 minutes or more, you should get tested. Now theyre saying, you should consider getting tested, or you may not need to unless youre a vulnerable person, or your local doctor or Public Health official says you should. What . people exsupposposed to someone coronavirus should get tested. Doctors will tell you that is the case. Why shouldnt you get tested . And this back and forth with subtle language where you have to click on three different places to figure out what it means is crazy making. It is not Public Health communication. It is clearly pressure from some force in some way. If you want to communicate clearly to the american public, the cdc knows how to do that. They do that for a living. They are not doing it here and there must be a reason for it. And to be clear, the people that this would leave out and the place that this would abandon in terms of the spread of this pandemic is asymptomatic people. W because what its saying is, unless you have symptoms, you dont necessarily need to be tested. But if youve been around someone, you could be that asymptomatic or presymptomatic person that is such a key spreader and it would leave that person out. Exactly. What this change does is it actually encourages the spread of covid. Because its saying, oh, if you dont have symptoms, you dont need to worry about this so much. Obviously, it doesnt say it in those words, but essentially, thats what its saying. If you dont have symptoms, you dont really need to get tested. What theyve done is theyve given permission to that person to just kind of go out there and keep spreading it. This is ridiculous. If i have been within 6 feet of someone for 15 minutes or more, who is now known to have covid, of course im going to get myself tested. Why wouldnt i . What does dr. Redfield saying about this . The director of the cdc . I dont know that weve heard him come out and say anything specifically. This was a change. I mean, we might have, but i havent heard that. This was a change that was made on the website that is so subtle and wasnt alerted, so we sort of had to discover it on our own. Its the kind of thing, again, crazy making. The language is subtly changed, americans arent going to get this. You have to have sort of a team of scholars pore over it, as if it were a biblical passage to figure out what theyre trying to say. This wasnt heralded in any way. I will say, 1,200 people dead in the last 24 hours reported and a policy that may lead to fewer tests and fewer known cases. Ask yourself why .
