Again, thats a bad number, especially bad because until now, the last few days and weeks, weve seen a decline in the number of new cases, so that 56,000 jumps out. Well have to see if that trend continues. The cdc director warned in a new interview, in americans dont adhere to Public Health measures, the u. S. Could see, quote, the worst fall in history. Overnight, the white house issued vague new safety tips for schools, but still not requiring masks. By our count, more than 2,000 students and teachers are now quarantined across the country after returning to reopen schools. The newly minted democratic ticket bound to lead americans out of this pandemic. Making the case for President Trumps failed leadership, and offering a sharply different view for the countrys future. Mr. Trump and republicans launching a grab bag of attacks on Kamala Harris. The race for the white house now in full swing. But theres a reason it has hit america worse than any other advanced nation. Its because of trumps failure to take it seriously from the start. This is what happens when we elect a guy who just isnt up for the job. Our country ends up in tatters. They are vague, to put it mildly. This morning, the florida education associations lawsuit to stop what it calls the governors reckless mandate to reopen schools heads to court. The problem is, is that these recommendations are very vague. For example, it says that students and staff should understand the symptoms of covid19. It encourages social distancing, and it encourages the use of masks, but it does not require them. Now, President Donald Trump praising florida yesterday for its reopening of schools. Here in this state, just this week, 13 School Districts reopened for inperson instruction. Now, one of those School Districts is martin county, and one day after this School District reopened, one classroom and one bus route has been placed under quarantine. This is according to a spokesperson from that School District, after a student displayed symptoms of covid19. Now, Governor Ron Desantis had a live address yesterday on the reopening of schools and he mentioned martin county, but its unclear exactly what he meant. Take a listen. Martin county superintendent laur Laurie Gaylor today told me she said reopening the schools was akin to a navy s. E. A. L. S operation. They would find a way to provide parents with a meaningful choice of inperson instruction or continued distance learning, allin, all the time. Reporter the legal battle over the reopening of schools continues here in the state of florida, between the Teachers Union and Governor Ron Desantis. Theres actually a status hearing today in tallahassee later this morning. This as the state of florida sees a spike in the number of cases yesterday. The Florida Department of Health Reporting more than 8,000 cases. Well, Governor Ron Desantis blames a data dump from a lab here in miami for the spike. Youve got to look at these number of casesper day in the state of florida. And if you do so, they have been going down. But john, you also have to look at the Positivity Rate, because if you do, youll see that its been between 12 and 16 in the past two weeks. And that is very telling. Yeah, the Positivity Rate in florida is high. The Positivity Rate in texas is very high, rising in some cases. And we saw the largest single death toll for a day this summer, rosa. I want to start in your state there in texas, because theres numbers coming out that really leave you scratching your head, and frankly have us all wondering this morning about the data itself. Were seeing a pretty significant drop in the number of tests in texas, but the Positivity Rate, we see the new tests there. The Positivity Rate is skyrocketing. 24. 5 yesterday. It was 24 , almost, on tuesday. Nearly 21 on monday. And hospitalizations, we need to look at, too. Weve always talked about the focus on positivity and hospitalizations as opposed to just the number of tests. But it doesnt seem to be adding up the way it used to. Yeah, thats right. There is a little bit of confusion. The Positivity Rate is alarmingly high and the number of tests have dropped off. One possibility is that its because were focusing testing more on symptomatic individuals, which may which may help promote that. So we dont really quite understand whats going on at this point. Ive been getting calls from a number of journalists. There seem to be some inconsistencies. But the bottom line hasnt really changed. The bottom line is theres still a very aggressive covid epidemic in texas. And even though overall the number of cases has plateaued, its plateaued at a thousand miles an hour, meaning were seeing, for instance, in houston, well over a thousand confirmed cases a day, which we know probably means between 5,000 and 10,000 cases a day. And it still means that we cant have anything resembling a normal life in houston and many other texas areas or even in south texas, where its especially bad. And it means we cant hope schools and do all the things we want to do, until we can fix this. The data is a mess right now. And the testing the fact that the testing has dropped that much, when the level of new cases, we know, is where it is, its not supposed to be that way. Youre supposed to test more to try to control the outbreak, if you can. And clearly were not able to do that right now. And im struck by daily death numbers nationally, dr. Hotez. Were back up to nearly 1500. I know death is a lagging indicator, but when were seeing the case rate plateau, as you said, at nearly 1,000 miles per hour, one has to assume were going to see, perhaps, a death toll like this for some time to come. Every day. Yeah, thats right. And remember, john, this is not really new. Its part of a consistent trend. Remember, we were talking in late june, early july how the number of cases was going up and the president is saying, yeah, but look at the deaths, its no deaths, its all due to testing, and then the next week it went from 500 to 600 deaths per day, then 800 to 900 deaths per day, then a 1,000 deaths per day and 1,100 deaths per day the week after that and 1,200 deaths per day, what do they think is going to happen . Now were at the highest daily death toll. And after this week, were going to reach 170,000 deaths. This is the way its been for most of the summer, that every week, we have another 10,000 deaths. And theres still no interest or ability to want to create that National Program that weve been talking about that we can make a huge difference in the lives of americans if we just had that National Strategy to bring every state down to containment mode and we could do this by october, but we wont. I love that youre still optimistic and holding out for that october 1st date that youve talked so much about it. But to your point about there being a lack of strategy. I mean, we look at these guidelines from the white house that were put outovernig overni calling them vague is almost an understatement. Saying people in school should be able to recognize the symptoms, but not laying out what the symptoms are. Theres no mask mandate there. Try to minimize indoor gatherings. Open the windows. When you see this as the president continues to push for kids to go back to school, as cnn has counted a couple thousand teachers, students, and staff that are now quarantined across the country in schools that are open for inperson learning, i just wonder your reaction about this being the guidance that we are getting from the top. Well, the incredible thing is, they forgot the most important guideline of all, which is you have to bring down Community Transmission if you want to safely open schools. Theres just no way right now where this epidemic is raging across the south in florida and georgia and alabama and mississippi and louisiana and in much of texas, that you can open up schools safely. They will not own the most important piece that has to be done. And this is what theyre doing. Theyre basically implying or even explicitly stating that its the teachers fault, that its the principals fault, that its the School Superintendents fault, they have to fix this when they will not take ownership and do the single most important thing we can do to keep our schools safe, which is bring down Community Transmission. It is beyond infuriating. And here we are, our greatest national treasure, our schoolteachers, and were setting them up to fail. Its it makes me beyond mad. I imagine that the cdc director, robert redfield, will be in some trouble today. Why . Because he has once again painted a dire picture of what could happen in the fall. I want you to listen to what he said. Im asking you to do four simple things. Wear a mask, social distance, wash your hands, and be smart about crowds. If we dont do that, as i said last april, this could be the worst fall from a Public Health perspective weve ever had. The worst fall from a Public Health perspective weve ever had. And he calls on individuals to make it better. Yes, we all have personal responsibility, dr. Hotez. But on the other hand, if youre looking around the country right now, if youre at home looking around the country or even looking around your county or state, you see my schools open, but the one down the street is a hybrid model. The one across the state border is closed. The state Football Conference that plays in my state, thats open for games, but the one in the state next door is closed. Were all over the place. Were all over the place. So what are you supposed to take away from that if youre sitting at home . Yeah, this is this finger pointing, saying its the individuals fault. Its like a parody of a book. This is not how it has to be. If we had that federal strategy, that guidance, that leadership, we could completely fix this. But doing what were doing, first dumping it on the states, and then the states dumping it on the teachers, and now the individuals, its clear it has clearly failed. And the evidence where its failed is weve got 5 million cases of coronavirus, the worst in the world, and we have 170,000 deaths, the worst in the world. At what point do you wake up and say, hey, maybe we should try Something Different and they just wont do that. There was a lot going on yesterday. There was a lot to see, but it was interesting to me how they both, in their own ways, tried to say, no matter what youre seeing here and all the firsts youre seeing here, this election is about a pandemic. A pandemic that is killing americans and affecting you. What do you think about that . Yeah. And what we saw was that this is going to be a referendum on the way that donald trump has been handling and reacting to covid19. When you think about this, you have over 100,000 americans who died. Many of which are black and brown. You have tens of millions of americans that are unemployed. You have an Unemployment Rate thats skyrocketing. And you have people, i mean, im from denmark, South Carolina. Im a big gamecock football fan. Throughout the country, people cant even prepare to go see College Football this year because of the ineptitude of donald trump. So, yes, weill Kamala Harris and joe biden represent the future of this great country, they also want to remind you very tangibly that this president has failed us on all fronts, by simply not taking this virus seriously, first. And second, just pure incompetence. April. The president said he didnt really see much of it, so when a reporter basically summed up for him what Kamala Harris had said about the case that she laid out for his lack of leadership, he didnt even really respond to that. Instead, he just pulled that nasty word out of the bag, which he uses with women on a regular basis, specifically any woman who he feels do not respect him in the way he believes that he deserves. Its interesting thats all hes coming with, right . Hes just going back to the nasty women, and oh, by the way, i need a white suburban housewife, which is also not really adding up. And thats where were at. Personal attacks and race is what this president always falls back on. At the end of the day, this president is limited. They are doing their Opposition Research on senator harris right now. Now the running mate to joe biden on this democratic ticket. But once again, as you said, erica, this president likes to go to the issue of nasty. He called me nasty. Strong, black women. Lets go there. Lets not just say strong women. Senator Kamala Harris is now in that group. Hes going to make more attacks. But when he has nothing to say and when he cant find anything in his limited approach to speak, what he will do is fall back on racism and sexism. So thats what we know. So we cant expect that throughout the rest of this campaign, these next 80plus days until the election. Its interesting to me that the Biden Harris Campaign was ready for that in a way that was a prebuttal from joe biden in his part of the speech, where he said we, meaning democrats, he was saying, have to have Kamala Harris back there. It was part of the to an extent, the emotional range in the speeches we heard from both of them, bakari. And for other, or one of the other truly notable moments came from senator harris, when she was talking about her relationship with the late beau biden, the former attorney general of general, obviously, joe bidens son. Listen to this. And let me just tell you about beau biden. I learned quickly thabo was the kind of guy who inspired people to be a better version of themselves. He really was the best of us. And when i would ask him, whered you get that . Whered this come from . Hed always talk about his dad. And i will tell you the love that they shared was incredible to watch. It was the most beautiful display of the love between a father and a son. You know, completely aside from politics, bakari, i was just watching joe bidens face that whole time, and you can see this is still something thats raw for him. He is still struggling with the loss of his son. Its a deeply emotional thing for him. Yeah, but what you also saw yesterday is not only that Human Connection that both of them have, you know, as analysts, people come on tv and they were talking about, oh, jowho joe bis going to pick for president. And one of the things i kept going back to is, there was great relationship between Kamala Harris and joe biden, one that dated back to his son, beau. And even more importantly, the level of empathy and compassion, the love you saw, the kindness you saw p. I mean, that is something that just purely without the politics is the antithesis to the white house. But those are also traits that are necessary for good leadership. To be able to have empathy during moments of crisis. To be able to have compassion. To be able to have love and kindness. Thats what was represented yesterday, as well as strength. So while the president is a very small person who attempts to project strength, you know, at all times, even if it is a false sense of self. You saw yesterday a more complete package that looked like our country, so i think that voters can be excited, which is why theyre raising so much money. When you talk about that complete package, too. I would say that they are presenting themselves as a package. More so than we have seen, april, from other tickets in the past. This was very clearly biden harris, not oh, joe biden and heres my running mate. Right. The optics i mean, i just watched the whole piece. And just how they were walking in lockstep. How they were speaking in lockstep. This was something that was put together intentionally. Before, you know, as weve seen, other president ial tickets, theyve got to know each other. Of theyve been through the gamut together. And now theyre going to try to save america together. And it was almost it was almost a reminder of how obama and biden walked together. They were in lockstep. They thought as one. And were starting to see that now. Theyre starting off understanding the magnitude, the gravity, of whats happening in this nation now, and theyve got to come at it from a unified force, from the moment they hit the ground. From the moment that joe biden reached out and said, do you want this . Are you ready to work . So they are starting to bring it together to work for the American Public and showing what can be done from day one, from the moment it started. Bakari, can i go back to ask you a followup on something you started before. You brought up College Football. And the president s really leading into the idea of let them play, let them play. I want them to go play. But theres an article in the New York Times today where they went to ohio and talked to ohio state fans and they heard from people right in the middle who are beginning to blame the president for the fact that theyre not playing. So looking forward, how do you think this will play politically . Its a thing. College football is a big deal to a lot of people in swing states. So how do you think this plays . First of all, i thought you were going to ask me about taylor swift, but i digress. So College Football is a thing. Like, im a huge gamecock fan. I like to sit in the cabooses on saturday morning before we go out and watch the game for four hours. 90,000 people in the South Carolina. But if you go through all of these places, but in some of these states like north carolina, georgia, even in florida, some of these states, this is going to be a problem, because now for a long period of time, while youre listening to like a to clay travis, or youre listening to whomever it might be on rightwing radio, it hasnt hit you, because youre not getting the news in a very truthful manner. But now it does, when you realize that you cannot go out on saturday morning and watch. We cant even have clemson play South Carolina this year. Theres no georgia versus georgia tech. Theres no florida versus florida state. Theres no alabama versus auburn, or maybe there will be, because theyre s. E. C. Schools, but theres no rivalry games. This is just taking and ripg pi at the heart and fabric of many of us who enjoy this sport. It will be interesting to see how it plays out and how these other conferences do. The president proposed the most radical change to Social Security in a generation. He called for the complete elimination of the payroll tax, which funds Social Security. And with the payroll tax, well be terminating the payroll tax, after i hopefully get elected. Well be terminating the payroll tax, so that will mean anywhere from 5,000 to even more per family. And also great for businesses and great for jobs. Look, to be clear, this is not a temporary deferral. Not the one he just signed an order on. Hes calling for a complete elimination of the tax, which generates about 1. 25 trillion a year. It funds Social Security and medicare. He says, instead, he wants to fund the program through general revenue, which is running trillions in new deficits. Theres a lot going on here. It also contradicts what the white house adviser larry kudlow claimed, but the president was unambiguous and persistent about this. Hes going to eliminate, he wants to, the payroll tax completely. The white house has to answer for this. They have to explain how it works. This is not a small thing. This is a radical change. Whether you approve of it or not, its a radical change and they have to explain this. They do. Whats interesting, the president keeps using, i think these words, very clearly. He wants to cut it, he wants to eliminate it. Were having officials come out and try to clean up every time and say, no, no, no, thats not really what he means. Hes talking about this deferral, its something else. They keep going back, saying, hes not proposing a permanent cut, but his own words tell us that he is. To your point, john. It is muddy, to put it mildly. Is it possible he doesnt understand what hes saying . Yeah. Its possible, but then, the white house has to explain that, as well. Yeah. A lot of explaining needed.
