This morning, parts of the United States are beginning to shut down again. After an alarming spike in coronavirus cases, the most populated state in the country, california, deciding to again ban indoor dining. It is closing its movie theaters and all of the bars. Much of the state also closing down hair salons, gyms, and churches. Three of the nations Largest School districts los angeles, san diego, and atlanta announcing that students will not be back in their classrooms this fall, despite threats from President Trump, who said he would withhold money. Heres where we are this morning. 37 states reporting increases in new cases, nearly one in every 100 americans has now tested positive for coronavirus. If they can get a test. This morning, there are new, serious delays in testing around the country, so bad that the former chief of staff Mick Mulvaney is calling the testing situation, quote, simply inexcusable. The u. S. Is also facing shortages of protective equipment. A former defense official tells cnn the administration is months behind because it failed to act aggressively enough. And a deeply concerning statistic out of florida this morning. While the recent surge in cases there has been driven by young people, now they are seeing a rise in older patients. The miami herald reports this morning that one of the Major Hospital systems there has seen a nearly 100 increase in the number of patients older than 80 in the last two weeks. We want to begin our coverage in california, though. Cnns Stephanie Elam live in los angeles. Stephanie, oftentimes, california is on the leading edge of national trends, and if thats the case this morning, the rest of the nation may soon face questions about shutting down again. Reporter thats exactly right, john. And just to give you some perspective here, i talked to an epidemiologist from the university of california san francisco, and this is what he said to me. Its simple. You have a choice. You could be locked down as the economy goes to hell, or you can wear a mask, this as californias governor gavin newsom is putting into place some of the most widereaching rollbacks of the opening. This morning, los angeles on high alert and on the verge of a complete shutdown. We have never had as many people infected or infectious. We have never had as many recorded positive cases each day. And weve never had as many people in the hospital. Reporter Los Angeles County reported nearly 2,600 new coronavirus cases monday. As california added more than 8,300 new infections the same day. Governor gavin newsom taking action, closing indoor businesses like dinein restaurants, bars, movie theaters, museums, and zoos statewide. We were able to suppress the spread of this virus. With were able to knock down the growth of this in the beginning. Were going to do that again. Reporter and in 30 of the hardest hit counties, venues like gyms, places of worship, indoor malls, barbershops and hair salons are no longer open. Its the most heartwrenching, because this is our livelihood, and so many hairdressers, they live paycheck to paycheck. Reporter for californias Small Business owners, closing again will be tough, but many, like tyler emery, who owns a gym in burbank, say its necessary to follow the rules. We can adapt, we can improvise, we can come together, and ultimately, thats the only option we all have. Reporter newsoms move, after los angeles and san diego School Districts announce classes will be held online this fall. Meantime, in florida, schools are still scheduled to open next month with the Sunshine State announcing over 12,600 new cases monday, its second highest daily total. Governor ron desantis says parents should decide whether their children go back to the classroom. Im not going to dictate, you know, how everything goes. A lot of School Districts around the state that are going to just go, open up, and thats going to be it, because they havent faced a similar epidemic that youve seen in places like Miamidade County. Reporter in texas, houstons mayor proposing a twoweek shutdown. I think its important to reset. We have to slow down this virus. The only way we can reverse course is that we have to separate and then we have to continue to put on our masks, engage in the social distancing. Reporter and with 37 states seeing new cases rise over the past week, some local leaders fear this is just the beginning of another dangerous spike. In georgia, i hate to say it, but it looks like were going to be even worse than we were in the spring, if this transmission continues at this rate. Reporter now, this news coming out of the los angeles and san diego School Districts obviously goes directly against what President Trump wants to see happen with School Districts opening back up, schools actually bringing the children back in onto campus. He actually said this was the wrong idea, saying, youre losing a lot of lives by keeping things closed. Its not clear what the president meant by that, especially since we know a lot of Health Officials are saying there could be more problems, widespread problems, Health Problems for children and the teachers, if they open up those schools too soon, john. Yeah, very hard to reopen when the cases are rising. Thats whats happening in southern california. Stephanie elam, thank you very much. Thats whats happening in texas. Its whats happening in florida. Its whats happening in georgia. So, in florida, not only are they seeing a rise in some Hospital Systems in older patients now, Miamidade County is reporting record hospitalizations and a Positivity Rate of 28 . Cnns rosa flores live in miami this morning with the very latest. Rosa. Reporter well, john, you know, the big news here is that its not getting better. The state of florida reporting yesterday more than 12,600 cases, and were also learning about a new issue that has been lurking under the radar, and that is the need for medical personnel. We just learned this morning from Jackson Health that 200 of their employees are out with covid19. The Positivity Rate for the employees that they tested is 23 . Heres the reality on the ground in Miamidade County, which is the epicenter of this crisis in the state of florida, accounting for 24 of the more than 280,000 cases. The Positivity Rate is 28 . More than 2,000 patients are in the hospital right now with covid19. And in the past 13 days, here are the increases when it comes to the number of patients. 68 number of icus, 69 , the number of ventilators 109 . There are 200 people right now on ventilators here in Miamidade County. I checked on the number of hospitals, icu hospitals, that are at zero capacity here in florida. Its up to 48 now. Remember yesterday about this hour, we were reporting that seven of those were here in Miamidade County . Well, that number has grown to eight. Look, all of this surge has been leading to frustration and now that frustration is boiling over. I was at a press conference yesterday with Governor Ron Desantis when he was interrupted with this. Take a listen. So, i think the every day and you are doing nothing so i think providing information and you are misleading the public over 4,000 people have died and you are blaming the protesters you guys have no plans and youre doing nothing shame on you reporter now, john, i talked to kennedy after he was escorted out, and he said that he wanted his voice to be heard because he is tired of the failed leadership. John . Wow. 48 new hospitals or 48 hospitals in florida now reporting they are at capacity in their icu units, rosa, that is right . Reporter thats absolutely right. And you remember yesterday, you and i talking about this there were seven in miamidade. Now theres eight this morning. That is the big concern here, is that something has to happen. And you know, i pressed the governor on, are you going to roll back any of these reopening plans, specifically on schools, john. You and i know, weve been reporting about this. The state of florida is still digging in its heels, requiring schools to reopen for inperson instruction starting in just a few weeks. The governor would not give me a straight answer. All right. Dr. Anthony fauci warning that the pandemic is far from over in the United States. California is shutting down again. Its banning indoor dining. Its closing all bars statewide. The majority of the state also closing down hair salons, gyms, and churches. Its neighbor, oregon, is now banning indoor gatherings of more than ten people. Joining us now is dr. Peter hotez, dean of the National School of tropical medicine at Baylor College of medicine at houston and codirector of the Texas Childrens Hospital Center for vaccine development. So, dr. Hotez, here we go again texas is now having to shut down. Im sure this is no surprise to you. Youve been talking about the extreme measures that may have to be taken. Texas may have to follow suit, because your numbers there are so bad. So, shutting down, will that help what were seeing with the hospitals, et cetera . You know, alisyn, this is the problem, that we have to react to these massive surges. This is what florida will eventually do. Texas will do. Californias already done. This is not the way to do it. You know, we are supposed to be anticipatory. We should have known that this was coming and planned ahead of time. And this is the problem, there is no roadmap, no plan for the country, so we just force the governors to make hard decisions when they see these massive surges, and the people start piling into icus and hospitals, and then the deaths start rising. And this is not the way to do it. We can enact a plan for the entire nation to bring us into containment mode by october 1 and then open the nation safely, have schools again, colleges, but we can just get no movement out of the leadership of the nation. And you know, you had the protester, mr. Kennedy, actually said it much more eloquently than i ever could. He said, you guys are doing nothing, you guys have no plans, shame on you. Well, there you are. He summarizes it succinctly. Ill tell you what concerns me, dr. Hotez, its what Jackson Health is saying now in southern florida. Because for the last few weeks, weve been hearing, its younger people driving this surge in new cases, and thats true. It is younger people who are fueling, i think, this surge. However, they say theyve seen a 100 increase double the number of patients 80 years and older, over just the last two weeks. What does that tell you . Well, absolutely everybody in the scientific and Public Health community knew that was coming, except for the people in the oval office. Theres no way youre going to contain an epidemic just among young people. Its just common sense. So, of course youre going to start to see a big increase in older people, and youre going to see that across the southern half of the United States. And again, whats done is this Misinformation Campaign coming from the United States, where theyll cherrypick facts and factoids and string together this false narrative as if everythings okay. When you see this massive surge and now the deaths piling up. And again, i keep on hammering this point home, again the lowincome neighborhoods and the devastation among the africanamerican, hispanic, latinx communities, which is so heartbreaking. Dr. Hotez, it is really astonishing that President Trump has no plan still after all these months. His plan to ignore it away hasnt worked, strangely, and now we hear nothing in terms of a plan. I mean, hes outsourcing it to governors. As you point out, governors are trying to make tough decisions. And now, rosa flores just reported that where she is in florida, the Health Care Workers have a 23 Positivity Rate. So, they, of course, as we saw in new york, are themselves getting terribly sick or having to be treated by their own colleagues. I just dont see how we get out of this. Alisyn, back in february, i remember coming on new day for the first time, and i explained that what we saw in china, what we saw in italy and in spain is this untenable situation of hospital workers getting sick, colleagues taking care of colleagues in the icu, and thats when the death rates go up, and we cannot allow that situation in the u. S. And we allowed it in new york and now were letting it happen again. This was all of this is predicted and predictable, and its happening here in texas as well. And so, its not just the hospital staff capacity hospitals sorry, not just the hospital bed capacity, its the staff. The staff are getting first of all, theyre exhausted. Theyre donning ppe dozens of times a day and theyre getting sick. And thats why do you think the federal government is flying in Hospital Personnel now into places like texas and elsewhere . And this is such a destabilized situation right now, and this is when the mortality rates start to climb. So, there are three phases to the rises in death. One, people piling into icus and dying after a period of time. But then as hospital staff gets exhausted, then the mortality goes up even more. And then, of course, you have the sudden deaths at home. So, this is just more deja vu. But now its happening over a much wider part of the United States. And the countrys going to become entirely destabilized unless we do something right now. Were not going to have a country by the fall unless we take some action. Im glad we showed that hospitalization chart before so peek can see, this is a very steep increase in the number of people who are in the hospital. Rosa flores reporting before from florida, 48 hospital icus now at capacity there, which is a big increase from just yesterday. So, you can see the strain it is putting on the medical system. Dr. Hotez, i want to get your take on a study, or a line of research that a lot of people have questions about, which is that there is Research Showing that the amount of antibodies in your body diminishes very quickly for people who have had coronavirus or been exposed to coronavirus. The antibodies go away over a few months. Theyre seeing less of a presence there. Now, weve all become amateur epidemiologists, so a lot of us think, oh, my god, the antibodies are gone. That means we have no more immunity to coronavirus after a month or two, we can catch it again. What is the science really telling you here . Well, we dont entirely know because this is a new virus pathogen, but extrapolating from other viruses, what we do know is weve seen this with measles as well and others, thaties, antibody tighters can wane, but you can have a type of immuno competent cell in your body, a memory bcell or longlasting plasma cell. And what that means practically speaking is you can still respond faster if youre exposed to the pathogen again. So, i think theres still a degree of antibody, even if theyre waning. And we can see a pretty good boosting effect if we vaccinate those individuals. But i cant say that with 100 confidence by any means because this is a new virus, but i think theres probably still some immunity, even if were seeing declining antibody tighters. Joe biden is wading into texas with his first general election tv ad of this campaign, a spot that will focus on the coronavirus pandemic as that state has seen an uptick in covid19 cases in recent weeks. Now, im told this is part of a midsixfigure buy in television and digital. And while the ad makes no direct mention of President Trump by name, bidens advisers believe that the tone and message of this ad will present a stark contrast with the president s handling of the coronavirus pandemic. Now, here is the very first look of this new ad set to run in the lonestar state. Im thinking of all of you today across texas. And though the rising case numbers is causing fear and apprehension, people are frightened, and theyre especially worried about their parents, their grandparents, loved ones who are most at risk. This virus is tough, but texas is tougher. We can stop the spread, but its up to all of us to do it. We have to step up and do both the simple things and the hard things to keep our families and our neighbors safe. Wear a mask. Wash your hands. Stay home, if you can. I know you dont know much about president ial trivia, but its 1976. Thats right. Its not just where this ad is running, and thats fascinate but its the what of it also. Its that joe biden is focusing on the pandemic in texas, which says a lot. Yeah. I mean, joe biden is focusing on the pandemic everywhere. But as you are right to note, john, in texas as well because of the uptick in cases there. This is when you look at the overlay of the states, especially republicanleaning states, states that we normally see red on Election Night on the map that are now moving into that real battleground category certainly, floridas been a battleground for years but arizona and texas and North Carolina states with uptick in coronavirus cases but also very important to the electoral map, certainly c to reelection. I dont know, john, if you can somehow in your mind game out how donald trump wins the white house without a florida or texas and texas in his column. I cant figure a path for him back to reelection. No, he cant do it. Thats interesting, by the way. Joe biden needs none of those needs none of those states you just mentioned. Donald trump needs, in all likelihood, every single one of them. Yes, without a doubt. I also think just as arlette was saying, the contrast, right . I mean, look at joe biden wearing a mask and saying stay safe and wear a mask, after all those weeks of donald trump refusing to do so until this weekend when he went to walter reed. Reasserting to the American People about washing your hands and maintaining social distance. What i think you see here that the campaign is trying to do is sort of like a Public Service announcement, right . This isnt a Traditional Campaign ad. Its like a psa because they want to present biden as president , what a President Biden would be doing during this pandemic and how he would be communicating with the American Public versus what people see from donald trump every day. By the way, there are a couple shots in there of him hugging people, which, of course, is, you know, bidenesque, except that theyre not Wearing Masks. And i assume thats archival yeah, throwback tuesday, perhaps . Yeah. Thats throwback thursday, but they should put up a little date, 2015, or Something Like that, like they do on talk shows right now. It but the fact that the campaign is spending 15 million right . Is that how much this ad buy was . Right. This is part of a large buy thats across several states digitally, but fact that theyre putting up these midsix figures on television in texas, alisyn, is key. Now listen, im a texas skeptic when it comes to thinking that it is a true battleground. I know that the polling in the last six weeks has shown a competitive race in texas, and it may be that come november, it is still truly competitive. But the amount of resources it would take for joe biden to actually compete there, democrats would have to throw truly a ton of money in there, meaning less money for places like michigan and wisconsin and pennsylvania, that they do need in their corner for joe biden to be elected president , to me is still a pretty big gamble with a finite world of resources. That being said, it has never looked this attractive for democrats to play there, not just at the president ial level, but whats going on in the senate and the house races there as well in decades than it does right now. One note on the pandemic. Criticism from an unlikely source, maybe, david, for the president. Mick mulvaney, former chief of staff, until just a short time ago, wrote an op ed for cnbc, where hes very critical of the testing situation in the United States. He says it is simply inexcusable. He also basically says that youre not going to fix the economy without fixing the pandemic, which is also something that the white house never leans into. How much does this stick in the west wing this morning sdpl. I know, he said its not popular in some republican circles to talk about testing, but its least popular in that oval room in the building in which mulvaney used to work. But i think your second point, john, is really critical. The whole premise of the mulvaney op ed, not just criticizing the testing, but leaning into that the path back economically, the path back to a society that is whole again is through managing and dealing with the pandemic. Thats also, you know, the path back for Donald Trumps political success, but he seems unwilling to accept that reality. Because as alisyn was saying just earlier in the program, his strategy seems to be more of one of wishing it away and ignoring it and hoping that that is the way to deal with it. Mick mulvaney, his former chief of staff, saying quite clearly, no, got to solve these issues in the pandemic, and then other things like the economy will start to repair themselves. Yeah. Of course, he doesnt address it to President Trump. He doesnt say, mr. President , you must do this. He just puts it out there and hopes the message wafts over to the white house somehow, magically. Marines and their family members are under virtual lockdown on a network of u. S. Bases on the japanese island of okinawa, and this is after the outbreak that you just mentioned. Across japan, within the u. S. Military and among dependents, about 99 cases right now, and the outbreak is mostly centered on the island of okinawa. And its dramatic, because for more than two months, all of may and june, okinawa didnt see a single confirmed case of coronavirus, up until july 7th, and then this explosion within the ranks of the u. S. Marines, and that has prompted the governor, the japanese governor of okinawa, to express shock and some real doubts about what he says are u. S. Preventive measures against the spread of the infection. The u. S. Has a large military footprint across asia. Its not just in japan that its struggling with the coronavirus. There were 11 cases involving u. S. Military personnel arriving on july 7th and 8th in korea that are being dealt with. And weve been following this. The u. S. Military is taking this very seriously. On the marine bases in okinawa, a marine spokesman just told me it is all masks all the time. You have to wear those masks all the time. And i spoke last week to the admirals of two, in charge of two Aircraft Carrier strike groups that just conducted joint exercises in the south china sea. They were taking the threat of an outbreak so seriously that they had brought microbiologists aboard their ships, they were spacing out meal times, they were Wearing Masks all the time. They hadnt had an outbreak aboard those ships, but they said they were constantly vigilant about the threat of this virus, and they know firsthand, because last spring, an entire u. S. Aircraft carrier was paralyzed off the coast of guam. More than 1,000 of its crew members came down with the virus. Alisyn . Im feeling a lot better than when i first came in, definitely. What landed you in that hospital bed . I mean, its just so crazy to think about, you know, like being young, its just like, its never going to be me, its never going to happen, and working with covid patients. I mean, everybodys at risk and anybodys at risk. Im not sure exactly where i picked it up, but somewhere i did, and here i am. What were the symptoms . What did you start feeling like . Well, i worked three shifts in a row. So the day after, im normally pretty exhausted, so i just thought, you know, maybe i just need some rest, im just really tired. And progressively throughout that day after those three shifts, i just got worsening body aches and i just started to feel bad. And i checked my temperature. I had a little bit of a fever and i started with a little bit of a cough. And i was like, you know, maybe it will pass, its just something random, who knows . And then it continued for four days after that, the fever and the cough. And you did get tested, at least antibody tested first, and then ultimately diagnostic test, and both initially turned up negative, correct . Correct. But luckily, dr. Verrone, who weve had on this show a number of times, said you know what, somethings fishy here, let me take a look and he took a chest xray. What did he find . He did a ct scan and he immediately called me. Im waiting in my car, waiting for the results. And he immediately called me and said, were going toas just sho i was like, you know, i dont feel that horrible. And he just kept saying, you know, your ct looks way worse than you do. And i was just blown away. I was really surprised. What did he say would have happened to you had you not had that ct scan and been admitted . I mean, he told me worstcase scenario, its possible i could have required intubation if i would have waited a couple days more, which is so crazy to hear as an icu nurse. Youre breathing. You did have some issues with breathing. Tell me what that was like. So, you know, laying down, i didnt have to take so much deep breaths, but whenever i would get up and kind of walk around, it would require me to take deeper breaths. I would just have to cough, like i couldnt walk around and do everything i needed to do throughout the day without coughing and taking deep breaths, and i would get a sharp pain in one area, and thats where they said its mainly localized, in my lungs. So, heres the thing and again, you brought this up in the beginning youre 24. Youre in a hospital bed right now. I thought i know. This wasnt supposed to happen to 24yearolds. What have you learned . I mean, its crazy. I feel like, you know, as a younger person, and everyone thinks were invincible, and im a fairly healthy person. And you just never think its going to happen to you, and you just have to take all of the precautions, everybody, no matter how young or old you are. Its so important. Whats it been like for you prior to getting it yourself, the last few weeks . What has it been like as an icu nurse in the hospital . Its been hard. I mean, you know, i think all the frontline workers out there are getting tired and putting out their best effort to help all the patients that we can. Whats going it slow this down, do you think . Thats a hard question. I just think everybody has to Work Together and really, you know, respect each other and respect that, you know, you may not have symptoms, like my test came back negative, and thats no guarantee that you dont have it. So, i think just taking every precaution, if you have any kind of symptom, just stay home, get checked out, you know. Dont wait until you cant breathe to go get help. Before it happened to you, did you believe it . Did you believe even though youre a nurse, did you really believe it . Oh, i mean, i completely believe in covid. Ive seen it for myself, you know, all of the patients that are so sick and taking so long to recover. I 100 believed it, but i just never thought that i would be here. Have you been in contact with, or has someone been in contact with all of the people in your life that you may have been close to over the last few days or before you were admitted when you might have been symptomatic . Yes. I mean, ive reached out to my health care other people i work with and friends and things and let them know that im here with it. If theres one message you want to send to people like you, people in their 20s, or people in texas or in the country who are watching this, this morning, what is that . You know, no matter how healthy you are, no matter how young you are, you have to be careful. I mean, these are crazy times, and you never think its going to happen to you, but im a perfect example. Just take every precaution. Wear a mask. Dont go out if you dont have to. Its not worth it. It is not worth it. Heather valentine, listen, thanks for being with us this morning. Thank you. Well, its not i mean, its not supposed to happen to somebody in their 20s, where she gets collapsed lungs, as you said, you could see on the xray. And this is whats so mystifying and pernicious about this disease, is that she looks great. Even though shes in her hospital bed, she looks rosycheeked. She looks healthy and she looks great. And only because they saw that xray do they know the havoc that this disease, this virus is wreaking in her lungs. I mean, with who knows how long that damage will last. Thats what is so frightening for so many people. Well, she looks great now. Dr. Verrone said, had they not caught it and got her in the hospital, she could be on a ventilator right now. And i also will say that being in a hospital at all for a 24yearold is a pretty extreme thing. Of course, the more 20yearolds that are in the hospital, these hospitals fill up, it taxes the capacity. And out of florida this morning, even more alarming, theyre saying that the number of older people, the number of seniors has jumped over the last two weeks as well. As they predicted. As they predicted. When 20somethings get sick, then their grandparents do get sick as well. All right. You know what President Trump is watching this morning .
