An alarming record, but likely a fleeting one, because all signs are it will be shattered soon. One top doctor warns were approaching apocalyptic levels in places like texas, florida, and arizona. All states that just reported record cases overnight. Arizona and South Carolina reported record deaths. Several states reporting record hospitalizations. In a new interview, the president says when he look at all of this, how the u. S. Is doing, he thinks were going to be very good. Very good. 37 states, all the states youre seeing in red there, are seeing a rise in new cases. Very good. Nearly half the country is now rolling back plans to reopen businesses. All of this, of course, as doctors are now warning about a perfect storm this Holiday Weekend. With people gathering to celebrate the fourth at beaches and parties and while many cities have canceled their fireworks to keep people from gathering, the white house has plans for a celebration on the national mall, which could attract hundreds of thousands of people. The mayor of d. C. Is worried, but the event is ton federal land so its out of her control. President trump will kick off his Holiday Weekend tomorrow in south dakota with a Fireworks Show at mt. Rushmore. And just a reminder, masks and social distancing wont be enforced there, though for the first time mr. Trump is suggesting he has no problems with mask, and even said he thinks he looks good in one a, t hasnt worn one in public and says its a personal choice. The president is also repeating his claim that the virus will disappear on his own. Lets start with Boris Sanchez in florida where the virus is clearly not disappearing. Reporter thats right, erica. In the month of june, we saw a rise of more than 00,000 coronavirus cases across the country. More than 100,000 of them coming from right here in the Sunshine State of florida. Despite warnings from Health Officials and these surging numbers, President Trump continues to suggest it will all soon simply disappear. As the u. S. Marked a new high, reporting more than 50,000 new coronavirus cases wednesday, President Trump predicted the days of the disease will soon be over. I think were going to be very good with the coronavirus. I think that at some point, thats going to sort of just disappear, i hope. You still believe so . Disappear . I do, i do. Reporter but Health Experts say that is simply not true. This pandemic is not disappearing. This pandemic must be disappeared. And it can be, without a drug, without a vaccine, if you have leadership, governance, and individual responsibility. Reporter new infections increased in at least 37 states over the past week. Dr. Anthony fauci says it is not too late to turn the surge around. It does not have to be 100,000 cases a day. I use that number because i want to jolt people. If you leave the virus to its own devices, it will take off on you. Reporter five states marking their highest daily number of new cases. In response, California Governor Gavin Newsom announcing that he is tightening restrictions, closing indoor businesses, including restaurants, bars, museums, movie theaters, and zoos within 19 counties, making up 72 of californias population. Newsom also asking residents to think twice about having family gatherings this Holiday Weekend. This is about keeping you safe. About keeping them safe. Your friends, neighbors, and family members. Reporter texas adding almost 8,100 new cases. And in houston, the mayor fears hospitals could reach capacity by midjuly, if people dont act soon to change the current trajectory. Unless the behavior changes and people will engage in social distancing and wear their masks and proper hygiene, there could reach a point where they are really at their limit. Despite repeatedly refusing to wear masks in public, President Trump showing signs of pressure from his allies. Im all for masks. I think masks are good. If i were in a group of people and i was close i mean, people have seen me wearing one. Reporter but trump stopping short of endorsing a mask mandate. I dont know if you need mandatory, because you have many places in the country where people stay very long distance. You talk about social distancing. The virus just cant tell from one town to the next city whether they can step over whether the virus can step over that particular jurisdiction. The crisis is everywhere and we need swift action by governor doocy. And because of the surge of cases, miamis Jackson Memorial health system, one of the biggest Hospital Systems in the state, john, is warning that theyre running out of remdesivir, that key antiviral drug, the only one thats been approved by the fda to treat coronavirus. Theyre hoping that the public will heed their warnings come july 4th weekend. On top of that, Vice President mike pence visiting the Sunshine State today. A top Infectious Disease expert says he is very concerned about the surge in coronavirus cases heading into this Holiday Weekend. Its set up a perfect storm. The combination of travel, the combination of opening, reopening, perhaps in some cases, too early. And the combination of people not necessarily following some of these preventative guidelines. I will say that im very concerned, especially given this coming weekend. I want to bring in dr. Ollie khan, dean of the college of Public Health at the university of nebraska, and the former director of Public Health preparedness at the cdc. And William Hazeltine is the chair and president of Access Health international and author of covidfamilyguide. Com. You both, i think, look at the Current Situation with more trained expert eyes than the rest of us. Professor hazeltine, when you see a Record Number of new cases, 50,000 new cases in one day in the United States, five states, including the two most populous states in the country, texas and california hitting a Record Number of new cases, arizona and South Carolina hitting record deaths, when you see all of these statistics, whats the most important thing to you . Well, the most important thing is to stop it. And the good news is people can stop it through their own actions. Its helpful to have great leadership. You need government to have the tools to help us. But ultimately, its up to us to make sure we take care of ourselves, our families, those people around us. And we know how to do that. We wear masks. We keep social distance. We dont mystix in large groups and especially over this weekend when things are so out of control. People say, maybe this will go away. Well, it might go away with over a million americans dead. That is what everybody in Public Health is worried about. Yes, it can go away, but the cost will be so high, nobody wants to pay it. And nobody needs to pay it. Nobody needs to pay it. You talk about the Holiday Weekend, dr. Khan, im wondering if you think in most areas of the country where were seeing these surges people have the will to do just as we heard from professor hazeltine, to really take it upon themselves to look out for both themselves and for those around them. I think thats part of the solution. So when i look at these 50,000 cases a day, i like to remind americans that many countries in europe have all contained their outbreak. New zealand has eliminated the outbreak. They have zero cases. And china is near eliminate, three cases a month, 1. 4 billion people. So its time to go back to first principles. So we need integrated leadership at the local, state, and national level. All of government responds professor hazeltine said, we need community engagement, and thats part of Wearing Masks, social distancing, and hand washing. We need to drop deaths by using dexamethasone, but the primary strategy is getting rid of cases in the community and that is a governmental responsibility to test and trace. So we are forced to shelter in place and wear masks, because government is not doing what its supposed to be doing, which is test and trace and get these cases down. And also, i think, acknowledging the problem. I think acknowledging that the cases are going up. Acknowledging that there are some places where it is near out of control has to be part of leadership. And professor hazeltine, to you. You said, its not going to just go away, or if it does just go away, its going to go away with more than a million deaths. Control room, i want to place s6 here. The president of the United States repeatedly, over months of this pandemic, has gone in with a strategy of, its just going to go away. So listen to this. Looks like by april, you know, in theory, when it gets a little warmer, it miraculously goes away. Just stay calm, its going to go away. Its going to go away. This is going to go away. Eventually its going to be gone. Its going to be gone. Its going to go away. Well, it didnt go away when he said it was just going to go away. It didnt go away in april when he said it was just going to go away. Not in june and now were in july, professor. Its not going to go away by myself. We need, as my colleague said very eloquently, we need individual action, we need government action, at all levels. This is not going to go away. People have to realize that themselves, their children, and everyone they love at this point is in danger. It can be controlled. Thats the good news. It can be controlled. Even today, there are countries that do it. There are counties in california, the barrier has controlled it pretty well. Other places in california have not. If you look at a countybycounty map, its really interesting. Some places do it really well and in the same state, some other people dont do it very well. When we look at what we need, dr. Khan, you just mentioned too the need for testing and tracing. Admiral gerard saying, its critical, but we cant test our way out of the current outbreaks during a briefing on wednesday. He said testing cant do it all. Hes absolutely right. Testing cant do it all. And i think we should no longer be counting the number of tests. The real issue is action on those tests. So what i want to hear every day is how many cases have we isolated . How many days did it take to isolate those cases . I mean, talking about testing, its probably adequate. Yes, we could use more testing in the United States. But talking about testing is so january 2020 at this point. I want to know what Public Health action was taken on the basis of these tests thats getting cases down. And thats not a count of tests. If i ask somebody how my deck is doing and they tell me how many nails they bought. Can i follow up on that really quickly . You want to know which cases are being isolated and how theyre being handled. Weve seen over and over, that thats one of the major issues. There are not enough Contact Tracers. We dont know where they are. And when youre looking at more than 50,000 cases in this country in one day, realistically, can you isolate all of those cases . Can you Contact Trace all of those people, 50,000 people . So you can do the first step, right . You can definitely isolate you can identify those people quickly and get them into isolation. I will be the first to admit its very hard to do Contact Tracing on that many cases. But remember, theres 333 Million People in america, right . And these cases are across the United States. So every city, state, and county should be working on their own cases and getting them into containment, paubecause if they dont get it into containment, they are liable to get this new spike. 90 of americans are still susceptible to this disease. Ali khan and William Hazeltine. As we look at this, the fact that the number of deaths could be 28 , almost 30 higher. Professor, is that surprising to you at all . No, weve known for a long time that were undercounting deaths. The way you measure is that is excess deaths over the previous period last year. And its always been almost 50 higher. Part of that is attributed to people not going for medical care, but part of that has got to be due to the coronavirus. It tracks almost exactly with the death figures, so its not pa surpria surprise. Its disappointing, its sad, but its not a surprise. Professor, the president obviously continues to be hopeful about a vaccine. Pfizer released new information about its vaccine trials, saying in the most recent trial with 45 people, that the people it was tested on, they did develop antibodies after two doses. Whats your take on these results and what it might mean . Well, it would be very disappointing if they didnt develop antibodies, but that doesnt mean protection and it doesnt mean its safe. I want to make a point, though. The questions that people have, like i have, about the safety and efficacy of this vaccine should not redound to other vaccines. Other vaccines that are out there are safe for your children. And one of the things im very worried about is this epidemic, many children arent getting the vaccines they need. They are very important and they are safe and they are effective. Now, what can we do about this disease . People are racing all over the world to find a vaccine. And im pretty sure that there will be one approved by the end of the year. It will be assi effective as we want it to be . And if were going to give it to a billion or 3 billion healthy people, will it be safe . Were not going to know by 2020, but we will know eventually. But there are drugs being developed to act like mini vaccines to treat you if youre exposed and cure you if youre affected. We will have a space between the time we have effective ways like mini vaccines to protect you before we actually have a vaccine that is safe and effective. And there are things, of course, that we know, that we can do every day, all of us. When it comes to what were learning about some of these vaccines, some of the caution that a lot of people have, dr. Khan, is the fact that were sort of learning about them by press release, as people have said, but we havent seen the data. Its not peer reviewed. Just put that into context for us, if you could. How important are those two points when it comes to data and a peer review. Let me put it in bigger t context for you, which is that countries have eliminated this disease without vaccine and the path to an uncertain vaccine is paved in death. Thats the bigger context of these vaccines and, yes, theres not a whole lot of data available. But the honest truth is, this data whats happening in people with their antibody levels is really immaterial. We would have hundreds of vaccines. What really matters is the final data that shows a vaccine saves lives. And thats the only data that really matters. Can i ask both of you as we head into this Holiday Weekend, dr. Khan, ill start with you as youre in nebraska, a lot of great coastline there, how comfortable would you be going to the beach this weekend . John, theres a lot of wonderful things to say about nebraska, including the lovely sand hills. Ill tell you, okay . Chimney rock. Come visit me one day. So, again, i would like to make sure that im not alarmist, okay . So anytime you bring people together, theres pan increased risk of infection. An increased risk of super spreading events. But lets look at what weve seen recently with the black lives matter protests. They were outside with lots of masks, very little evidence of increased disease. So most of these events are problematic inside in bars and in closed spaces. But still, my recommendation to people is, when you have this many cases in a community, please stay home, social distance, and put pressure on your government to get cases down. As john said, you both answered that one, professor hazeltine. Being a connecticut native, i know how beautiful the beaches are there. But again, your advice for this weekend for people . My advice is to do what you can to keep your social distance, to wear your mask, and even if youre having Close Friends over, lets say for a barbecue, keep them outside and even if it starts to pour rain and we have thunderstorms all the time in the late afternoons, dont go inside, because thats where the danger is greatest. So be sensible, with the way you have to assume at this point everybody is infected. You have to assume that for your own protection. Professor, you both said that things can get better, if we do behave this way. As you look across the country and you see the numbers, do you see the evidence that people are doing right now what they need to be doing . No, theyre not. In some places, they are. I was just walking the streets of manhattan and over 80 of people were Wearing Masks and keeping their distance. But that isnt true everywhere, and its particularly difficult for young people who have been cooped up for three months. But you know, we went through the aids epidemic and we understand the need for people to get together. But you have to be careful how you get together. Thats a lesson we all learned during hiv aids. Yes, you can control it, but youve got to control your behavior. And if you have an imperative to get together with somebody, youve got to understand whether theyre infected or not infected. Its really important for young people to get that message. Know who youre going to be with. Professor hazeltine, dr. The trump and Biden Campaigns are stocking up for the election battle ahead and the Presumptive Democratic nominee has now topped the president if fundraising for a second straight month. Cnns Arlette Saenz is live in washington this morning with the numbers. Arlette, good morning. Good morning, erica. Well, june was a recordsetting month for both joe biden and President Trumps campaigns, but it was biden who came out on top in that money race. Lets take a look at the numbers. The Trump Campaign and the rnc announced their fundraising figure for june. First, 131 million, an impressive figure. But hours later, the Biden Campaign and the dnc announced they raised a whopping 141 million. Thats the second straight month that biden has outraised President Trump when it comes to that fundraising campaign. Now, if you take a look at the second quarter, biden also overall came out with more money over President Trump. And President Trump right now has a 295 million war chest heading into that general election. We still dont know what the Biden Campaigns cash on hand numbers are, but Trumps Campaign manager argues that there is this Enthusiasm Gap right now in the campaign, with voters more excited for President Trump, but bidens Campaign Manager says that those fundraising numbers they released last night show that there are real Grassroots Energy for joe biden. 68 of their donors last month were brandnew. And this all comes as the coronavirus pandemic really has transformed the way fundraising has gone on during this campaign. President trump has only held a few inperson fundraising events. Biden is not doing any fundraising events in person at this point. In fact, hes relied on some highprofile, bigmoney events in june, teaming up with president obama for the first event, elizabeth warren, Kamala Harris also bringing in big money for joe biden in the last month. And at the same time, yesterday, we also learned that biden earned this pair of endorsements across the political, really opposite ends of the political spectrum. Moveon, a Progressive Organization announced that they are backing the former Vice President , showing that hes bringing some of those progress i have voters into the fold. And there was also group of george w. Bush alumni who announced they are forming an outside group to support the former Vice President. And that just shows that broad support that they are looking to draw on, heading into the general election. And this all comes as biden is also leading President Trump right now in Many National polls, as we are four months out from november. Arlette saenz with the latest for us. Thank you zp. I want to bring in cnn commentator errol louis to talk about this. Look, the president is not going to run out of money. And its probably unlikely that the president will have less money than joe biden. But to have joe biden outraise you for two months, who is an historically poor fundraiser, it does tell you something about where this race is and why the president may be forced to change some behavior. Well, thats right. And its important to keep in mind, john, that when the Biden Campaign is raising a lot of small donations, the Money Matters less than the fact that you now have somebody locked in, somebody who has a commitment to the campaign and whose cell phone number you now and you can hound them for more money every one of the 123 days between now and election day. It becomes a turnout operation, as well. Its an interesting and efficient way to do it. Its been turbo charged by the fact that we have this lockdown because of the coronavirus, but its always been a sound strategy if Trump Campaign on the other hand was expecting to have a lot of firepower and use traditional media, television, commercials, and so forth to try to define joe biden. Its just really hard to do that when joe biden has been in public life really longer than donald trump has, for decades now. So it becomes very hard to sort of create new impressions. You are exactly right. The Trump Campaign is going to have to find a new strategy. If they were expecting to just outgun joe biden and spend him into defeat, thats not necessarily going to happen. Not clear whether this is part of the new strategy, but we are seeing a slight shift from the president himself, specifically when it comes to masks. Take a listen. Im all for masks. I think masks are good. If i were in a group of people and i was close, people have seen me wearing one. I sort of liked the way i looked. It was okay. It was a dark black mask and i thought i looked okay. I looked like the lone ranger. I think the lone ranger wears his mask up here, but that aside, it is interesting, to hear that shift, especially after weve heard so many republicans come out in the last couple of days, imploring americans to wear masks. The question, of course, is whether there will be any action on the part of the president. I think you are starting to see the beginnings of an evolution. And some of that may be poll driven. About 3,500 likely voters, people who are pretty sure theyre going to go to the polls in november. And when asked to rank the causes of the spread of the coronavirus, they gave trump first position, even above people who arent using their masks, you know . So people are making the connection between the actions coming out of the white house and whats happening as far as hospitalizations and sickness and death. That is an association that the president , as a candidate, simply cannot afford to let stand. Hes going to have to do something about this. And i think were now seeing him create the rationales publicly for what will certainly be, almost certainly be a positional change, sometime in the next few days or weeks, where hell actually turn around and probably say he was the first one to start Wearing Masks at some point. Right. Of course, there are three lost months when he was telling people not to or saying he didnt tell people not to, he questioned the efficacy and he himself didnt wear it. And well have to see if hes going to put one on so we can see it. I hope he wears it over his nose and mouth instead of his eyes like the lone ranger did. Errol, the president continues to claim success on coronavirus. And not really focus on it, by the way. Were not hearing him theres new cnn reporting overnight that theres this internal split in the white house. Should he focus on the economy or should he publicly focus on the pandemic . I cant believe its a discussion. It seems shocking to me that there shouldnt be public focus or its not just assumed that therell be public focus on 50,000 new cases a day and 128,000 deaths in america. But the fact theres the split is interesting. Look, hes made a couple of bets and theyve really gone sour. Its hard to believe that theyll make one more bet in the same direction. But he gambled early on that it will simply fade away. That turned out not to work. He has gambled that people would be more interested in having the economy recover than they would be in taking a lot of Public Health measures that would slow things down. He was wrong on that, too. Hes now gambling that he can sort of make yet another bid for something that is his strength, which is talking about the economy, as opposed to actually dealing with the problem. And this virus has really been relentless. The numbers arent going in his direction. The public sentiment is not going in his direction. The deaths and the hospitalizations and the concern are only going in one direction, and thats up. So hes going to have to, at some point, really sort of abandon the economy as his prime strategy and actually do his job. Actually deal with the greatest Public Health crisis of our lifetime. You know, errol, hes also in many ways been gambling on leaning into hate, right . The problem for the president , this is not one of those obnoxious kind of protests. Things like these things where theres disorder, violence, graffiti, kind of rowdiness that a lot of people could react to, that gives the president something to work with. The way i see it, there are three separate but connected issues here. Number one, what happened . Number two, what did the president know about it and when was he told . And number three, what is he going to do about it . Theyre all interconnected, in a way. The new story of the New York Times gets to what actually happened. Your area of expertise falls into the category of what did the president know about it and when was he told . You know as much or more than anyone on earth about these president ial daily briefings. This information that keeps on coming up, the afghan middle man and the New York Times, the facts that weve seen before, shouldnt the president have been told in your experience . It certainly seems so, because the facts are showing that it does not appear to be a hoax, as the president has said, but there appears to be a real story here. And listen, this is not a casual story. This is a story with grave consequences. Life and death for u. S. Soldiers serving in afghanistan and the lives of our Coalition Partners there. This is exactly the kind of thing that would go into the president s daily brief to ensure that the commander in chief has the best assessment of the Intelligence Community about this development, what is known, what is not known, so he can have conversations with his senior advisers about what to do in response to this. Theres an enormous amount of deflection going on right now in terms of responsibility for who knew what, when, and what theyre doing about it. This was the National Security adviser just yesterday. Listen. The person who decided early on whether the president should be briefed on this in the oval, in the oval intelligence briefing was his senior career Civil Servant cia officer. And she made that decision, because she didnt have confidence in the intelligence that came up. She made that call. And you know what, i think she made the right call. What do you hear when you listen to the National Security adviser say that . Yeah, he does not have credibility with that statement, to be quite blunt, because if she, the briefer hes mentioning, did not have confidence in that, and thus chose not to bring it up in the oral briefing of the president , it would not have appeared in the president s daily brief in the first place. The Intelligence Community is not in the business of putting things into this very special document every day for the president and the small circle of advisers around him that they have no confidence in. So that cant be true. The National Security adviser intern has some questions, because the briefer only gets to see the president once or twice a week, irregularly. And if the National Security adviser knows or suspects that the president is not reading the daily document and that the briefer is only seeing him occasionally, thats part of the National Security advisers job, is to make sure that the president gets the information that he needs. And if the briefer is not going to do that, then its incumbent upon the National Security adviser to make sure that every bit of information commuted to the president in the president s daily brief is actually communicated to him. And then the National Security adviser should have brought that to the president s attention. Its not his job to decide if its credible or not and simply not mention it and then blame the briefer, whom he doesnt get in to see the president often enough. Its frankly embarrassing for the National Security adviser. Our jim sciutto has some reporting, which might point to a motivation about why they were hesitant to give the president this information. Jim reports that theres a reluctance to tell the president anything about russia, because he doesnt want to hear it. He doesnt want to hear that russia is doing things wrong. So sometimes, people who talk to him, who provide intelligence, they bury it. What does that tell you . The job of intelligence is to tell the president what he needs to know, not what he wants to hear. And sometimes those are hard truths. All the president s i interviewed for the president s book of secrets told me they got messages they didnt want to hear, things they would prefer not to know, because it complicated their policy or challenged their preexisting notions. But they said they all valued it, because they would rather know the truth on the ground, as can be assessed as best as possible in Uncertain Times by intelligence officers. If this president has said drekddrekd or his advisers have interpreted that he does not want to get certain types of information so they have stopped giving it to them, that is bad news for all of us. Because National Security threats wont be identified and acted upon as cleanly. Its a dangerous situation if the president does not talk advantage of the intelligence being brought to him. Now, you and i, we havent seen the underlying intelligence. We havent been briefed on what the Intelligence Community thinks is happening or thought was happening in afghanistan. Adam kinzinger, republican congressman from illinois has. He says flatout, this is not a hoax, but he also does say that there are conflicting streams of information here. What does that mean, a conflicting stream of information . That means that its in the realm of intelligence. Conflicting streams of information is par for the course. Often, especially on issues of high threat or issues of high secrecy or duplicity of a foreign government, there often are conflicting streams of information. Vefrg intelligen verifying intelligence is very, very hard. Ive heard that term thrown around in the last few days. Ive never heard that term when i worked in intelligence. The term we used was corroboration. Do you have some other source that can independently confirm part of the story to give you more confidence in the overall assessment . That appears to be happening, simply because of some of the reporting thats being done on the ground, much less intelligence reporting, which presumably would have known some of this earlier. Is there going to be some conflict . Almost always in these situations, are there things that dont quite add up. Thats the business of analysis. Thats the business of creating an assessment of what the analysts think is going on and presenting that to the president. David priess, i have to say, this has been an education. Of i like hearing from you about what goes on behind closed doors and why we should question some of the things were being said out loud by the administration trying to explain this.
