Chief medical correspondent sanjay gupta and dr. Besser. We have had and these discussions with a doctor on the front lines in houston who said that the patients are coming in ten times sicker than he was seeing. With julia kiam, whose job it is to speak to local and city governments, state governments and give them her assessment. She is writing off 2020. The pandemic numbers she says she is seeing indicates to her that we are not winning at this point. Is that a Fair Assessment . Yeah. I mean, i think, you know, sadly that is true. I think there was always concern that there was going to be, you know, initially there was going to the second wave in the fall. That the virus as the weather started to cool, as people were starting to go inside more and then you compound that on top of flu season, that there was going to be the second wave. The problem is as, you know, a lot of people can see when you look at those trends you look at the map is that there was never a lull and it doesnt look like theres going to be a lull here. So its going to be a constant sort of, you know, pace of infection and im really worried now as i have been saying for a couple of weeks and many have as well, i know richard has as well, i dont think theres a part of the country that isnt vulnerable pause we are the United States of america. As a result, you know, even as you see the hot spots around the country, it does impact the country as a whole. If were to use this metaphorically as a human body, previously there may have been some localized disease which you can target more surgically even, but now this is becoming widespread and its going to require aggressive treatment. So dr. Besser, looking at this, what is the treatment at this point . Looking at the transmission that were seeing, looking at the positive rates, the hospitalizations, what do we do . You know, the future isnt written in stone. When you look at the trend lines from europe, that is something that possible in the United States. But the problem we have here is that we have this clash of messages. We have from the Public Health community, a universal message that this is early days, we have to take this seriously. This is a deadly disease and we can really have impact if we wear masks and social distance and stay home when were sick. And ensure that everyone can do the right thing. But on the political side were hearing a mixed message. We are hearing some political leaders say theres nothing to worry about, get back to work and get back to your social life. Thats what happens. There are states that have turned the curve that are seeing declines so its not monolithic across the United States. The states seeing the big increases can learn from the states that are seeing benefits to the lockdown and to the much, much, much slower pace of return to economic activity. Rich, it sounds like your medical prescription to much of the country is get over yourself. I understand people are tired. This is a really grueling thing that people are doing through. And its not universal. All communities are hit, but some groups are being hit really hard. Essential workers, those people who have to go back to work this summer with unemployment supplements going away. And protections on evictions and moratoriums going away. More and more people have to go back to work unless the federal government steps up with more benefits. As that happens people are going to get hurt. If those who are going out and about dont change their behavior, start wearing masks, keep social distancing and understand that what you do can help protect yourself and can help protect those around you. I think the part thats so frustrating for a lot of people sanjay, im going to put you in this category. Because in talking to you and watching to you report on this over the last several months it feels like a broken record, right . You need to be concerned about other people in your community and that message for some reason is really difficult to get across. Yeah, to dr. Bessers point, theres been some whiplash as well. I think flatten the curve became the metric of success and its not hey, lets just red line the hospital. That shouldnt have been the only metric of success. It should have been, hey, we can have actually do what they did in south korea and what they have been able to do in the european union. Once we establish just flatten the curve as the metric of success, once we started to reopen, the prevailing message i think in many places not everywhere, again, to richards point, but in many places, hey, were through this. Were on the other side of this. Its time to go back to normalcy. I get it. Im dealing with that in my own household. I have three teen and preteen girls in my household. How do you not be the bad guy . Nobody likes to see or hear me on Television Anymore because i represent something they dont want to hear. We always want to hear you. One little side note, sanjay. I think people woke up to the news and your email box was overflowing with the new strain of swine flu in china and it has pandemic potential. Whats going on here . Yeah, this is interesting, rich knows swine flu better than anybody. They have been swabbing these pigs over the last several years in china, basically seeing are there any new viruses emerging . Mostly there wasnt but there was a g4 strain which is consistent. Its really persistent in the pigs over the last several years. They then looked at people who are working with pigs, humans, they found that in about 10 of these workers this virus was present there as well. So here is a virus again, this is going to sound like a familiar story made the jump to humans. Thats why people are keeping an eye on it. Thats the bad news. The food news, so far it doesnt appear its not spreading human to human as of yet. So thats the good news. So people are saying dont freak out about this. People keeping an eye on this for sure. But here is another example of what the virus hunters are doing behind the scenes to try and prevent what just happened from happening again. Thank goodness they are. Dr. Besser, do you want to weigh in on at all given your expertise in this area. Well, sanjay hit the critical point. You want to be looking, because this is how pandemics occur when a virus jumps from animals to humans but the last critical piece it has to be able to spread easily from person to person. Thats what made coronavirus this coronavirus 19 so significant because it jumped species and it was easy to spread person to person. But, you know, the overarching point is really important. That were part of a Global Community. What happens around the world matters here. Doing this kind of work, this surveillance requires us to be active participants in the Global Community and working to ensure that wherever a disease arises, were there with our expertise to help contain it there, to wipe it out there, so it doesnt spread around the world. Sanjay, we have 30 seconds left where cases are rising and falling here. One thing people are asking in places like texas and florida and arizona that seem to be worst hit right now, they werent hit as badly before. Is there any sense that the places that were hit badly we have seen a resurgence yet or is this mostly are the outbreaks in somewhat virgin territory . I think probably more the latter, john, but let me say that i think we have to widen the aperture a little bit on the time frame on which we look at these things. Were tending to treat it like the dow jones industrial. The reality is its not going to be perfect. It may spread less in some places initially. We saw Governor Desantis you know a few weeks ago saying youre waxing poetic, florida is totally fine and now we see whats happening in florida. Its not a perfect sort of thing. The reality thing, the one thing we know for sure, the virus is out there, its contagious and it is spreading more rapidly than we realize. I say there is no place that i would not consider vulnerable at this point given how much virus there is in the environment. I think we should be talking about the future, going forward. Theres lot of time for retrospectives but masking we know makes a difference. We may need to go into stay at home mode in several places and frankly with rich besser here i would ask where is the cdc . The cdc is some of the best epidemiology experts in the world and i would say, guys, get us out of this mess, do what you do. We will hear from robert redfield, the director of the cdc, he will testify before the senate later this morning. Dr. Rich besser, thank you for being with us and sanjay, we appreciate you. You got it. California may roll back its reopening plans even further as coronavirus cases continue to soar in that state. Well speak with the california lawmaker next. Alarming new infection rates in california. Health officials there say that one in 140 people are infected. Thats huge increase. It was 1 in 400 people just last week. And that number could reach 1 in 70 people by next week. It comes as governor gavin newsom is threatening to reinstate stay at home orders. Joining us right now is linda sanchez, her district includes parts of los angeles and orange county. Thank you for being with us. I know that the beaches will be closed over the 4th of july weekend in los angeles. I know bars are being closed in certain county. Is that enough . I dont know that theres an increase incases just because bars have been open. Well, its a combination of things. Its the easing and the opening reopening of certain businesses but its also individuals for some reason when they heard that the economy was reopening thought that they were going back to pre covid normal which is not the case. So people have not been wearing face masks, they have not been social distancing. I have been alarmed just running errands to see the number of people that are not taking this seriously. And i dont know why, but for some reason wearing a face mask has become political. To me, wearing a face mask is like wearing sunscreen. Its protection and everybody should be doing it. There is a face mask order in california. People are supposed to wear them in your state. But there is no National Order or mandate. What difference do you think that would make . Yeah. Clearly, the lack of leadership at the National Level from our president has caused confusion and misunderstanding among people. If the president were to wear a face mask and be seen doing that and encourage that, i think that these mixed messages would be less confusing for people. But clearly, the president failed at the National Response to have a coordinated plan, to put pieces in place and to have a consistent message from health officials. You know, the decision should be driven by data and science and the president has stumbled and fallen badly on that. That is what is creating this confusion for folks who think that if the president is not wearing a face mask, why should i have to do it . Whats your opinion on what role the protests that took place three weeks ago 3 1 2 weeks ago, enormous numbers of young people on the streets, what role that may have played in the increase in cases . Well, clearly whenever you have large groups of people gathering you have careful. Many other protests that i saw folks had face masks, they were trying to social distance and yes they were out and gathered but at least they were trying to take the precautions that consider effective. Contrast it to political rallies that the president is doing and people are not wearing face masks its a stark contrast. Personally i think individuals with the lack of a consistent federal message need to just understand covid is still very much with us and we have to protect ourselves. Do you think that california, that Governor Newsom needs to consider a new statewide stay at home order . Well, if hospitalizations start to rise, that may have to happen. That will erase months of folks sacrificing and staying home and doing all of the right things. It only takes a small group of people to ruin it for the rest of the state. And thats what i have been telling people all along. When you wear a mask its not necessarily to protect yourself, but its to protect everyone around you. People who refuse to wear masks are very selfish in that regard. They are contributing to this spread of this disease. The pandemic is having a disproportionate impact on communities of color and minority communities. You yourself have said were all in the same storm, but were not in the same boat. What do you mean by that . Thats correct. Communities of color and low income communities oftentimes have overcrowded living situations. Many of the of black and Brown Workers work as essential workers so they cant work from home. Which is why i have introduced a piece of legislation with the colleague of mine representative cartwright, coronavirus front line worker fair pay act that would compensate them for going out and doing the jobs that are essential. But we didnt have testing sites in those communities quickly enough. We didnt have informational campaigns in languages that were appropriate for some of the communities. The adjectives are one thing, but the assessment is that President Trump has put National Security in danger. Why to they say were at this point . First its not just he endangered the National Security but who came to the conclusion, the closest aides to the president himself in his administration. His former secretary of state, his former chiefs of staff, his former secretary of defense, his former secretary of state and why is that these people are saying he endangered the National Security . In part because in hundreds of phone calls with foreign heads of state, the president of the United States was unable to connect Foreign Relations in a competent way and rather gave in and slavishly in approaching putin of russia. Erdogan of turkey, caved in to their desires rather than the accomplished United States policy on top of which he berated and bullied americas allies particularly women heads of state in such a way that if those people in the congress of the United States im told heard these recordings that existed of his conversations and saw the transcripts of them, that they would be horrified and might result in the president having real trouble remaining in office. And this reporting that you put out last night encompasses four months of work in conversations that you have had, carl, and its rich, as you just described there. Theres a lot of different facets to it. One of the facets and this to an extent is a theme that we have seen play out before our eyes. Is the president being solicitous of strong men around the world. Whats in and i hadnt seen specific reporting on is the strong men knowing this and taking advantage of it. So erdogan of turkey figured out how to game according to your reporting the president. Explain. Well, a lot of the things, he called as often as twice a week and there were Standing Orders from President Trump that erdogans calls should be put through directly to the president , without his briefers around him and often erdogan and the Turkish Security services in washington apparently in the judgment of the white house officials were able to know when the president would be available, like when he might be on the golf course for instance. And by following the president s schedule, getting his daily activities list somehow and erdogan would call and reach the president off and on the golf course and be put right through. But really the substance of those conversations that are so troubling, according to people who are familiar with them and the substance is as one of those sources said that erdogan in those conversations, that he won the store. That trump gave away the store and the biggest example of it is in syria. Trump pull out the troops just as erdogan wanted, just as putin of russia wanted, and the result being leaving the kurds our allies in syria open to slaughter. That probably is the most egregious evidence of all of the tapes not tapes but all of the conversations according to my sources that occur in these hundreds of conversations. It really does give you pause, especially that specific example. What we see in your reporting here as you talked about a little bit off the top is not just his treatment of those strongmen but his treatment of other World Leaders that the president thought he could bully them. That he could, you know, somehow use his charm to get what he wanted, but not when it came to women. With women it was all about the bullying and the berating. Well, the women the best examples of it are theresa may and Angela Merkel, the chancellor of germany, whom he not only berated but called them stupid, like Angela Merkel saying she was in the pocket of russians and theresa may, called her a fool and went after her because of the way she put together a plan to execute brexit. One of the themes of the conversations is trumps grievances about our closest western european allies, canada, australia, not supposedly paying their fair share of supporting nato. But instead of going about it as a matter of normal diplomacy, he attacks these foreign leaders but particularly the women in very personal terms. You can see in the story where the people in the German Government have responded to this story and in the case of merkel in saying that it was extraordinary the way that the president of the United States aggressively attacked her. That they have to isolate in the records of the calls so it would not become well known because they did not want this to become so well known either. The extent of the president s aggression and cruelty toward Angela Merkel and she handled them very well, like water on a ducks back according to some cases. Its not just women. According to our discussion, you pointed to the fact that the people raising the concerns are important. Bolton, mattis, tillerson, kelly and the list goes on, to the extent, john bolton wrote a book on it and some are coming out publicly and saying they dont feel like the president is fit to serve. To what extent do you think theyll raise their voices further . How much are they willing to say on the record before the election . Im not able to see because what we have seen from those people they have been craven through three years of the Trump Presidency in talking about what they knew publicly. Had they spoken out earlier in addition to talking to reporters off the record and to their colleagues, we might not be in the situation were in right now with the president of the United States whom they all and many others in the National Security and the intelligence bureaucracies all the way up to near the top believe that the president of the United States is up fit for office thats what this story is about. Its a consensus of Foreign Policy and intelligence advisers concluding he is up fit as evidenced by the way that he dealt with the most important foreign leaders in the world including our allies who he berated, derided, repeatedly, very personal terms, scolded as if they were schoolchildren, was sadistic in the words of one of the sources, and then again in our case of our adversaries approached these strongmen with great respect, honor and also there too gave they have concessions that have his closest security aides concerned that the United States has been weakened as has the western alliance. With more than 4. 8 million Business Owners tapping in for 519 billion in loans, but the lawmakers who created the program acknowledge the scale of the pandemic driven downturn simply wasnt expected. And even with the federal assistance, the hit has been devastating. Between february and may, companies with fewer than 500 employees lost 11. 6 million jobs or 18 of the work force. The structure between the period that the money needed to be used to the inability to ask for a second loan has left restaurants in dire straits. We drive to work, lets be positive, but we are seeing awnings coming down. Reporter and the problems that it encountered to strict limits on how funds could be used chilled the effectiveness in recent weeks. In fact, the program will shut down on tuesday with more than 134 billion funds untapped. The lawmakers have committed to redeploying the unused funds soon in the next round of stimulus, but soon may not be enough for some Small Businesses. Theres a lot of hard work from people asking somebody not to solve their problems, but were looking for an opportunity to continue to fight to get to where we want to be. So phil its not the most important question, but i would like you to send me some of the beer. Look, i personally know maybe half dozen people who run businesses or organizations that have been saved or at least sustained by ppp. Its made a huge, huge difference. What is Congress Going to do . What do you think will happen the next month . You know, the interesting thing is if theres anything where theres bipartisan agreement it is on more money for Small Businesses. I think the structure is still an open question, how they utilize that 134 billion thats left over is a good question. They are getting hammered by Small Businesses in the community, regularly. They seem to grasp the scale of this program and in fact the vieiras had a role in one of the bipartisan proposals up here on capitol hill. They went to the up to hall with their senator, Michael Bennet and he has a bipartisan proposal. They would expand the scale and the scope of how people would get loans. I think the big issue right now, john, is is there a sense of urgency here on capitol hill. Yes, they grasp it and understand it, but they arent moving to reconcile the next stimulus proposal before the next couple of weeks and weeks as you know as well as anybody matter when youre a Small Business. Weeks are the definition of whether you remain open or you close for good, john. The hundred billion dollars left over, not an indication that it wasnt needed. Just an indication it might have been too hard to get their hands on . Its a combination of a lot of different things. The shifting rules, kind of we addressed it in the piece a little bit. For the Business Owners able to tap into it, it was crucial and changes need to be made not only because ppp not being effective enough but this is much deeper of an economic crisis than anybody expected when it was drafted. Lawmakers recognize that and how they reconcile that is an open question. Thank you, phil mattingly. Violent crime is increasing as Police Budgets are shrinking and calls grow to defund the police altogether. A man whos led two Big City Police departments joins us next. Breaking news, protesters clashing with Police Outside of new york city hall. This comes ahead of a vote today on the mayors proposal to cut 1 billion from the nypds budget. Cnns Brynn Gingras has more. Good morning, brynn. Hey, erica, good morning to you. We have heard the rallying cries across the country to defund the police. You can see in new york, the protests in street have turned into the outright encampment in front of city hall where they clashed with police just this morning. Well, this group is demanding that at least 1 billion cut be from the nypds 6 billion budget and soon, they may know the results of their efforts as the city meets to vote on the budget today. Defund the Police Reporter the demand echoing across the country. Defund the Police Reporter through voices, signs and murals and in some u. S. Cities the call to defund the police is happening with swift momentum. From seattle we are going to focus our greatest efforts on reimagining policing itself. Reporter to baltimore. This round of cuts that came with these hearings demonstrated the will of the people. Reporter to philadelphia. We move money from the Police Department, some money that frankly shouldnt have been in the Police Department. Reporter according to local progress an organization formed by local elected officials to focus on racial and Economic Justice leaders in at least 19 cities or municipalities are calling for cuts to Police Budgets or to reallocate funds. The nypd may lose 1 billion. It would redistribute the departments revenues in part to the citys youth. We want to shift resources more and more into young people, into youth centers. We want to shift resources more and more into public housing. Reporter the mayor insists that the proposed cuts arent punitive. The nypd brass acknowledges theres room for savings but says they cant afford fewer officers on the streets. The number one thing that the Community Members want is more Police Officers. Reporter in minneapolis defunding may turn into dismantling. In the wake of calls for change following the murder of george floyd, the City Council Officially moved to replace the police force with the department of Community Safety and violence prevention. It still needs to be approved by voters. Our commitment is to end our citys toxic relationship with the Minneapolis Police department. To end policing as we know it. The only consequences im seeing is that an immediate spike in Violent Crime around the country. Reporter Maria Haberfeld says drastic cuts specifically to the departments personnel could be catastrophic. Defunding Police Departments doesnt take into consideration the fact that theres real crime, Violent Crime, shootings, rapes, breaking and entering this is not going to be handled by social workers or other professionals. Reporter and there are a number of cities all across the country whose new fiscal years begin tomorrow, so we really could see the slashing of Police Budgets in many areas. Keep in mind, john, there are many cities like new york who are dealing with a serious budget deficit caused by the coronavirus and also this National Reckoning for police reform. Look, as these discussions take place to reduce funding for police, we are seeing in this summer already a rise in certain Violent Crimes. Here in new york city alone, the number of shootings this year 503 compared to 350 last year. Now, look, there could be a number of causes here. It could be cabin fever from the pandemic, could be the warmer weather, it could be the social unrest. Is there a way to identify how connected the rise in violence is to the calls to defund . Well, i mean, there is a way of finding out, but it may too soon to really do that analysis at this point in time. I think what people need to realize with defunding the police and i cant speak to nypd because i have never seen their operating budget, but from the three departments i have worked in 90 to 96 of the budget is about personnel costs. Benefits, salaries. Things like that. Theres no way you can significantly cut budgets without impacting personnel. During the recession in 09 for example, mayor nutter and i decided we wouldnt lay off policemen but we wouldnt hire any new Police Officers so we allowed attrition to take its toll. It takes a long time to recover from that. At a time you have rising crime rates, not only new york, but philadelphia is pushing 200 murders for the first of july. Milwaukee and l. A. Is up. I dont know if theres a relationship at this point in time, but its very, very important that we keep our eye on the ball here and not let crime get out of control. It is also important that if money is going to be taken where is it going to go . Cities are facing tremendous deficits right now. If it goes to social services, make sure it goes there. The responsibility for responding to those calls for service that people are talking about now will not go away. New york city and again, i know you say you didnt work in new york, but were seeing it play out over this 24 hour period, 1 billion budget cut, a big chunk of it will be from canceling the hiring of new officers which you talk about right there. About 1,600 new officers and then shift some of the spending for School Officers from the Police Department to education spending. Its a little bit of just shifting the funding there. What do you make of that . Well, i mean, theyre doing that in philadelphia too. There was a 33 million cut i believe from the philadelphia budget, but a good chunk of that was moving crossing guards and Public Safety officers over to the managing Directors Office instead. So i mean, the little smoke and mirrors there in terms of the announcement of the initial cut and thats fine. As long as those responsibilities go with the money, my concern is that, you know, the money will go but the response to those calls for service and one of your guests earlier had mentioned, robbery, rape, social workers wont respond to that. There could be danger with the Mental Health cases. So people need to sit down and carefully think about this if cuts are necessary, which is fine. But make sure that those cuts make sense and do not put Public Safety in jeopardy. We are seeing this rise in retirements. 272 new york Police Officers file for retirement in just that onemonth period. You know, i think the feeling among some people they said we have had enough. Well, you know, i used to track my rate of attrition, you can x number of retirements a month but when you do over that you get concerned.
