Pence, the head of the Coronavirus Task force, published an oped tuesday, that doctors say is riddled with misinformation. Here are facts. This morning, 21 states are reporting an increase in new cases. Ten of those states are seeing a spike of 50 or more. Florida, texas, and arizona setting records for the most cases in a single day. Arizona and texas also reporting a spike in hospitalizations, meaning more people are getting seriously sick. We dont know the number of hospitalizations in florida or oklahoma because their reporting is not shared in the same way. But local officials are concerned about what theyre seeing. Folks, listen to the numbers. The facts. A senior cdc official that the Vice President is, quote, cherrypicking data to fit his and the president s narrative. The American People need facts. The last white house Coronavirus Task force briefing was more than seven weeks ago. Dr. Anthony fauci admits in a new interview that he has not talked to the president in two weeks. Something that happened a couple of weeks ago, as well. Also developing this morning, we are hours away from Senate Republicans unveiling their Police Reform bill, as protests continue across the country calling for real and lasting change. Lets begin our coverage with cnns rosa flores. She is live in miami. So walk us through the numbers, rosa. Because the facts are cases are going pup sharply in florida. Is that changing the state governments response . You know, jim, its not. Governor ron desantis digging in his heels, saying that he is not going to shut down the economy, but as we look around the country, like you said, 21 states are showing upward trends of coronavirus cases this morning. And despite that fact, the Trump Administration continues to downplay the pandemic all while medical experts say that the crisis is far from over. Here in florida, Governor Ron Desantis is continuing to reopen the sunshine state, despite seeing its highest singleday increase of confirmed Coronavirus Infections since the start of the pandemic. No, were not shutting down, you know, were going to go forward. You have to have society function. Reporter florida will now host the Republican National convention and could be the temporary home of the nba and the wnba. But as crowds return to public spaces like restaurants and malls. A warning from one woman who says shes one of 16 friends who tested positive after visiting a recently reopened bar in jacksonville. At the time, it was more, out of sight, out of mind. We hadnt known anybody who had it personally. Governor, mayor, everybody says its fine. We go out, its a friends birthday. It was a mistake. Reporter at least 21 states are seeing an uptick in daily new coronavirus case over the past week. This as Vice President mike pence made stops in iowa without wearing a mask. The leader of the Coronavirus Task force downplaying the severity of the disease. Pence writing in a wall street journal oped, the media has tried to scare the American People every step of the way. And these grim predictions of a second wave are no different. Weve slowed the spread, cared for the most vulnerable, weve saved lives, thats a cause for celebration. The problem sis that the pandemic is not done with pups unfortunately, its still in the early days. If we do not want to end up with hundreds of thousands of deaths across the country by the time this whole thing is all over, weve got to change course and really move towards suppressing this virus. Reporter on a call with governors monday, the Vice President making this claim. In most of the cases where we are seeing some marginal rising numbers, thats more a result of the extraordinary work youre doing expanding testing. Reporter but according to harvard researchers, the United States needs to do at least 20 million tests per day to safely reopen by late july. The current rate is roughly 500,000 tests daily. And with the president still set to hold a Campaign Rally in tulsa, pence falsely claiming that numbers in oklahoma are on the decline. Oklahoma has really been in the forefront of our efforts to slow the spread and in a very real sense, they flattened the curve. Reporter the truth is, oklahoma has seen newly reported cases increase since late may. A senior cdc official slamming pence for selectively choosing data to highlight, telling cnn, you can cherrypick a handful of counties and use that as a way to say things are not as bad as they look, but thats not the reality. Now, process this with me for just a second. If its important for a president to communicate, to be briefed by his top Infectious Disease expert to make informed decisions during a pandemic, according to dr. Fauci, he h hasnt talked to dr. President trump in two weeks. That was very interesting to hear and concerning. Rosa, thank you very much. Joining us now is dr. Zeke emanuel, a former Obama White HouseHealth Policy adviser. Hes also the author of the new book, which country has the worlds best health care . He is also part of joe bidens Public HealthAdvisory Committee and safety task force. So youre basically the perfect guest, dr. Emanuel, to have this morning. Lets just start with everything that you just heard rosa report on the Vice President and what hes saying. Is almost 117,000 americans have now been killed by coronavirus. Is that a success story, as the Vice President seems to be suggesting . Hardly. Were way up there in terms of the number of deaths and the number of deaths per person, well more than china, where it started. Well more than taiwan, well more than japan. There are many countries that have done a much better job than we have, germany, a few other cases. It does seem that the administration wants to move beyond coronavirus, but the virus isnt going to cooperate. And we have increased the number of cases and deaths were going to see. And what about the conflict between where were seeing cases spike and Vice President suggesting to governors that the story that they should tell is their success in testing. Are these spikes in arizona, in texas, in oklahoma, in florida, is that because theyre doing more testing . Or is Something Else happening . So lets make two points. First of all, we still have roughly the same number of cases we had in march and april and in may, 20,000 new cases per day. Its just moved from new york and new jersey and connecticut down to the south and the west. Were not seeing a increase nationally in number of new cases. Were seeing a slight decrease in deaths because doctors are handling the cases better and understand not to put patients on ventilators. You can have a small percentage increase because of testing in terms of number of cases, but when you see 50 or 150 increase in the number of cases youre seeing, which is what we are seeing across the south, thats not testing. Thats new cases. Thats Community Spread. The other thing the Vice President s like to say is, these are just embers. Theyre not embers when you get 20,000 per day, which is the consistent number or even 50,000 per day. Theyre Community Spread and your interview with that woman who went to a bar just demonstrates how it happens. And so what happens next in florida, in oklahoma, in arizona . I mean, i remember well what happened here in march, in new york. And it was a scary time. And so what is going to happen in these states where theyre seeing some 50 spike . Youre going to see it spike in the number of cases and a few days or a week later, youll see a spike in the hospitalizations. And a few days later, youll see a spike in the deaths. And unless you actually implement these Public Health measures, physical distancing, wearing masks, avoiding crowds, not going into bars. You are going to have that. It is inevitable, despite all the happy talk coming out of the white house. What great do you give the United States right now for its handling of coronavirus . Im a professor, so im used to grading. Probably somewhere close to a c minus, d. We have not done a good job. Our testing is still, as you pointed out, 500,000 per day. All of the experts, myself included, think we need 3, 4, 5 million at least per day. Were just not getting it. Your book is called which country has the worlds best health care . And i know you had to scramble to rewrite the cota, because coronavirus hit just as you were putting the finishing touches on it. So when you ripped up your old cota and rewrote it to include coronavirus, what was the urgent message you wanted to get out. You have to actually Pay Attention to this virus. One of the things i said, its mainly a Public Health problem and we have not invested in our Public Health structure as we have spent so much money on health care. You know, right before the coronavirus hit, the president proposed a 19 cut in the cdc. It tells you all you need to know about how not committed we are to Public Health. And places that were committed to Public Health, and i say taiwan in the book, they have a health card that they track people going to the doctor. They were able to merge it with their immigration system and find out who had been to china, who had respiratory symptoms without a positive influenza test. They have had 500 or fewer cases of coronavirus and 7 deaths among 24 million people. So its possible deep deaths way down, but we didnt do a very good job, and i pointed out, having a health card as part of your Health Care System would be a big advantage in terms of fighting coronavirus. So which country did the best in fighting coronavirus . Was it taiwan . Oh, taiwan is definitely the standout best, because its less than a 100 miles from china, a million taiwanese work in china, millions of flights between the two countries, but less than seven deaths. Their ministry of health did a fantastic job. What about the premise of your entire book, which country has the worlds best health care . Whats the best answer to that . We evaluate countries on 22 measures. It depends on what you really care about. Do you care about universal coverage, then its not the United States and almost any other country actually does it better. Do you care about waiting times . Then germany, switzerland, france are probably at the top of your list. Do you care about not paying anything when you go to see the doctor or are admitted to the hospital. You have to then think about britain, canada, germany lead the list there. So it depends really what you care about. Do you care about choosing doctors and hospitals. Americans usually say choice is really important to them. Turns out many other countries have much better choice of doctor and hospital than we do. Germany, switzerland, france lead that list. So, you know, it really depends on whats top of mind for people. And theres not going to be one country that is excellent at everything. In your book, you point out that we need to get the coronavirus, tackling it right, not just for now, but for the future. You give an ominous warning. Ill read this portion. Coronavirus is not a oneoff or a black swan event. We should expect emergency Infectious Disease outbreaks. Well, thats scary, zeke. When should we expect these . Whats your timeline here . Well, if you just look through look at, you know, sars started in 2003, 2004. Since that time, weve had h1n1 influenza. Weve had zika. Weve had a couple of bouts of ebola, weve had mers. There are lots of infections out there and as we do more with the environment, we encroach on spaces where the bats are, for example. We can predict that we are going to have more Infectious Diseases. We need to monitor the world better. We need to prepare our Public Health system better. And we also need to educate the American Public about what to do when we have these Infectious Disease outbreaks. We cant be shocked. We have to be prepared. You know, lots of experts are worrying about an influenza pandemic. We dont know when that might happen, but the reassortment, the je net k changes of the virus are happening all the time and we need to be much better prepared than we are now going forward. House democrats and Senate Republicans are kbeeri inggearia clash on capitol hill over their competing Police Reform proposals. In a couple of hours, Senate Majority leader Mitch Mcconnell and senator tim scott will unveil the republicans bill. This one aims to incentivize states to take certain actions, not require it as the democrats bill does. Joining us now, aaron haynes, editor at large at the 19th, and david gregory. Erin, if i could begin with you, if you look at the differences between these two proposals here, the big differences are, and we could put this up on the screen, really whether you require or incentivize. The republican proposal incentivizes through financial means a ban on choke holds, except when a police life is in danger. Democrats require it. On tracking police misconduct, and this is a real issue here, because if a cop is accused of something wrong, he or she could move to another jurisdiction that doesnt follow them. That would be maintained by the states on the gop proposal. There would be a National Registry under the democratic proposal. Give me your sense of what makes a difference. Well, david, good morning. Its good to be with you. And i think what youre talking about is just as you said. I mean, incentivizing versus requiring. Listen, we heard senator tim scott, which we know is someone who has worked on these issues for the past five years, as one of two black men in the senate. And a black man who has experienced, you know, interactions with the police that have been less than i deal, even as a sitting u. S. Senator on capitol hill, this has happened to him. And so hes trying to come at this from a personal perspective, but at the same time, a lot of the activists that im speaking to who have been working on these issues say that the republican plan does not go far enough. They are calling for things like, you know, getting rid of qualified immunity, which the president and other republicans have signalled is a nonstarter for them. But really, i think what youre seeing from democrats is wanting to build on a lot of recommendation s and findings that came out of the obama biden administrations 21st Century Policing task force that were looked into. And so obviously with the senate being republican controlled, theres going to have to be some type of compromises between these two pieces of legislation to move forward. But i think that there does seem to be a call for some sort of action coming from both sides. And so bipartisanship is going to be required to make some sort of progress on Police Reform. Yeah, Mitch Mcconnell was saying we could expect something as early as next week, david. So the incentive that the republicans in the tim scott plan want to use is withholding federal dollars for the states that dont implement these reforms. Thats powerful incentive. I mean, is that powerful enough, you think, for states to adopt this . I think theres just got to be such an emphasis on demilitarizing a lot of these Police Departments and on really dealing with the rules of engagement, which are playing out in these cases of brutality. And i just think that legislation that doesnt look at that in a very serious way is going to fall short. You know, theres strategy here, because theres a need for speed. Theres a desire for speed, which is remarkable to get this done before july 4th. So i think democrats, as erin suggests, want to push, try to amend, want to strengthen, get to a ban on choke holds. Theres going to be some difference there. You have ooh pretty united out on this. It could be more difficult in the senate. And both sides are sensitive to the idea that if theyre taking tough votes or if theyre standing in the wife some legislation moving forward, that theyll be blamed for it. So theres not a lot of room to maneuver, to get to reconcile some of these differences. So, yeah, i do think some of those incentives are strong for states, but i think not going to a place of outright bans is going to cause a fight. You know, erin, weve seen the president wade into issues like this before. I think gun control might be a comparison, where there was public outrage, there were demonstrations. The president says hes in support of something and then calculates that it will damage his standing with a abortiporti his base and backs off. Im wondering if youre seeing the same thing here with the executive order yesterday that didnt really do that much subpoena the president more concerned about angering police and supporters of the police who support him, or does he want to see actual change . David, i think what we saw at this point, we have President Trump not acknowledging either of the pandemics that are currently ravaging this country. Not acknowledging really the seriousness of the pandemic of coronavirus and now not seriously acknowledging the pandemic of systemic racism that has been laid bare during this Coronavirus Crisis and exacerbated by the inequality around policing in minority communities that we are seeing with the deaths of brionna taylor, ahmaud arbery, george floyd and others. So what we saw in the rose garden yesterday was a speech that was remarkable, but unsurprising given the president s history on addressing race. It was a speech that i think really kind of spoke more to his base and not to the moment in our country where we are having a National Moment on race. He was flanked by Law Enforcement officers and family members of slain black americans, and yet you heard no mention of racism, but you heard him touting his numbers on school choice, touting those things, criminal justice reform, even as opposed to speaking to peaceful protesters, he was emphasizing a law and order message that he has really been speaking even before he was elected president. And so, you know, i think that the message that that is sending is not a message that is meant to show africanamericans that he understands this moment. But really was more looking ahead to november and trying to remind people of, you know, what hes done on race headed into the fall. David, very quickly, we only have ten seconds left, but i wanted to get your take on how the Vice President and the president are trying to downplay any concerns or fears about coronavirus as they approach this rally, the president s rally in tulsa, oklahoma, this weekend. Yet, theyre quite concerned about their legal liability of people who go to this rally and theyre making them sign waivers. How do you square that . Well, its striking. I think theyre just putting a lot of faith that somehow theyll come out of this rally unscathed. The data is going to lead us here. Every Public Health official being lead by dr. Fauci is saying, this is the kind of environment you should avoid. Its very simple. Its not a safe thing to do in the name of politics, which is the priority here instead of keeping people safe. In a new letter overnight, new york citys Police Commissioner told all of his officers, some 55,000, that they will need to quote fight crime differently, given the current climate. This comes as the nypd reassigns some 600 plainclothesed officer, effectively ending its controversial stop and frisk policy. Joining me is the commissioner of the new york city Police Department, dermot shea. Good to have you on the program. Thanks for having me. I want to quote a little bit more from your letter overnight to the officers. You say, in the current climate, we have to fight crime differently. We will do it with less street stops, perhaps exposing you to less danger and liability, while better utilizing data, intelligence and all the technology at our disposal here. So youre going to fight crime differently. I as opposed to, first question is, can you . Can your officers do that effectively in light of the changes that youre imposing . Well, we have to, jim. Ultimately, we come to work every day, what we worry about first and foremost is keeping new yorkers safe. So we have to. We are an organization that adapts. We change. Attitudes, laws change. Law enforcement, in my opinion, is never static, its always fluid, and this is one more change. We will adapt. But gym, i think the real question here, and i dont want to hijack the interview by any stretch, but people need to come to grips that at the best of times, we have a broken criminal Justice System. We have a lot of people calling for less people incarcerated. People are getting shot on a daily basis in inner cities across the country. And its happening here in new york city. And with the pandemic, a broken system is even more in a state of chaos. So the answer to the answer to a broken system, jim, cant be, go out and hurt more people. Its hurting trust. We need people who have open gun cases, many of them indicted, to be taken off the street. And when that happens, we can get to a place where less incarceration, safer for everyone. But this system right now of less incarceration, driven by advocates, and terms such as, you know, increased supervision and supervised release is like a unicorn. That is a fact. It is fake. Lets look at the numbers go ahead, jim. Lets look at the numbers, if we can. Because you and i have talked about this. And this proceeds the current climate with the protests postgeorge floyd issues of less incarceration. But murders are up, shootings are up. Burglaries, car thefts, rapes, and robberies are up, but kbrag larcenies are down. Is that what youre saying is behind this rise in crime . Thats exactly what im saying, jim. And i said it in january and i was called out for it. Theres a lot of different agendas by a lot of different people. I have an agenda, too. My agenda is keeping people safe in new york city. And anyone who doesnt have to go very far into looking at the numbers. Weve cut our former touch in new york city over 40 . But there is a Tipping Point. And we are past the Tipping Point in my professional opinion. Okay. So you have new changes that are coming in addition to those incarceration rates, et cetera, such as disbanding this plains clothed unit. So im asking you, are these changes youre imposing in the wake of the George Floyd Killing and other events around the country, are you saying thats impeding Police Officers ability to do their jobs . No. And this is a complicated situation. A lot of people this takes a long conversation on specifically these anticrime units. I can tell you going back over a year, ive been looking at how we deploy these teams, should they be in plain clothes . I have had conversations that are documented with my executive staff. And this is not a unilateral agreement, but its my decision and i make the decision and i stand behind it. But ive been speaking about this internally for well over a year. I think it was needed. I think it was time for a change, for a lot of different reasons. I think it goes a long way to Building Trust in the community i think it protects officers as well, quite frankly. And i think that we can do it. We can continue to fight crime by being more strategic. Right. You say that the criminal Justice System is broken. And i wonder, when you look at policing, do you believe that policing or parts of policing is broken, particularly when it comes to racism. Youve heard, some contend that there is systemic racism in policing. Youve heard the president and others and the attorney general contest that. You run the largest Police Department in the country. Is there systemic racism in policing . Listen, if im going to say that policing doesnt have problems and isnt at times broken, i think i would be lying. I also, though, point out and im talking general terms now. But ill talk specifically about the new york city Police Department. When you look at Law Enforcement in general, of course theres problems. But i also am in close contact with leaders of the Law Enforcement profession, jim, across this country and we recognize this. I think the key point here is though when you have People Holding preferences and announcing reform, i think its well intentioned. I dont think its the way true reform has to come. True reform, wii think, comes fm internal. And if you have laws imposed, but you have resistance internal, i dont think its where we want to be. I could speak to the Police Department out here. We have been reforming for the last six years. Weap we recognize things that we have to change. We havent always identified every problem. Some of it has been identified for us. And weve worked collaboratively. But whether its training, deescalation training. Impartial bias training. Whether its or policies and practices, whether its releasing body camera footage and being more transparent, this is a Reform Agency and it has been already. Yeah. Listen, dermot shea, you get. This is a complicated issue. There are no simple solutions. Certainly a press conference is not going to do it. But i hope we keep up the conversation to talk about the depth of the changes necessary and whos going to do them. An active Duty Air Force sergeant has been charged now with murder and attempted murder in the shooting death of a federal Security Officer outside a courthouse in oakland, california last month. The fbi says that steven corilla used protests there as cover to attack Law Enforcement. And this is key. He is linked to the extremist antigovernment boogaloo movement. This is a rightwing group that wants to start a civil war in this country. Cnns drew griffin joins us now with more. And drew, the president , the attorney general, have tried to place all blame for violence in the protests on leftwing groups, antifa, et cetera. How do you describe the people behind this killing of Law Enforcement officers . Well, i can describe this person, jim, and this is disturbing on so many levels. This guy is in the air force. A staff sergeant. His job to protect air force planes in very dangerous places. Kuwait, afghanistan, iraq, syria. But they say on may 29th, while protests were going on in oakland, steve carrillo, 32yearold father of two drove into oakland with an accomplice in a van, plotted, krodrove by killed a Security Guard at the oakland federal courthouse, wounded another one, and eight days later, shot and killed a santa cruz sheriffs deputy who was coming to arrest him. Jim, this was all done with a homemade ghost gun. This is a gun with no serial numbers, described as a machine gun. And when they finally did make the arrests according to the indictment, they found on his social postings messages that were connected to this boogaloo movement. He had a patch on his clothing that identified with the boogaloo movement, which has kind of a hawaiian flare to it. And on the carjacked car that he had carjacked, he wrote some boogaloo messages in blood on the hood of that car. This group, as you said, is preparing for civil unrest. Its more of a movement, not a group. Some of them are extremely liberal. Some of them are extremely conservative. What is disturbing, they are showing up heavily armed at protests all across the country. Ive talked to some of these guys. Theyre very hard to pin down on what their actual beliefs are, other than they very much believe in the power of their guns, their loaded firearms, and as you said alisyn, as jim said, they are calling for civil unrest, a civil war, or theyre preparing for one, just unclear against whom. Alisyn . And as you say, drew, its disturbing on so many levels. Thank you for your investigative reporting on this. Returning now to the coronavirus pandemic, 21 states seeing cases increase this week. 29 States Holding steady or going down. Joining us now is cnn contributor, erin bromich. Shes a biology professor at the university. You see the status report of this week as a good news bad news story. So lets start with the good news. Where you seeing good signs . Yeah, so were down about 30 off our peak in regards to daily cases. So thats great news. Even better is the number of hospitalizations, the icu bed use. Nationally, were down quite significantly from where we were in the middle of april. So thats the really great news with this. The bad news is weve plateaued out at about 20,000 cases a day. And were seeing these flareups, these hot spots now popping up in a number of states, particularly texas, florida, arizona really have my attention right now, because those case numbers are really going up fast and more importantly, the number of hospital sedations in those states is increasing, which usually lags a few weeks behind the number of new cases. So they have my attention right now. And they have our attention, as well. Particularly since some of their elected leaders, im thinking of Governor Ron Desantis, says, were not closing again. Were not going to be in shutdown mode. Life needs to go on. So if you have spikes in hospitalizations and cases, what happens if you dont take any kind of shutdown measures . Well, if you dont take any shutdown and it potentially doesnt even need to go to a shutdown. They just need clearer messaging to guide their poeppulation abo what to do. Get masks on the population. We know that that helps. Reinforce the physical distancing between people and slow down this race to reopen, because if you dont, we know that these spikes in cases, if they keep increasing the way they are, always proceed really large cases in hospitals. And i know some states, florida, has capacity to hold more people, not that we want it, more people in hospital. But when you look at arizona, theyre getting really close to their Surge Capacity right now. And that just spells trouble. Professor, i know that you have looked at a study out of japan that you find interesting. And it is how this virus clusters. What causes these kind of cluster events. And heres a graphic of some of the things that we have found. In japan, they looked at i guess 3,000 cases. And they broke into it where it was clustering. They found that the largest majority of the clusters was health care facilities. Then ten of the clusters linked to other facilities like day care centers. Ten clusters in restaurants or bars, eight work plauss, seven of the clusters in large concerts or chorus group rehearsals, even karaoke parties, five linked to gym, and two linked to ceremonial functions. And whats really interesting is that they found that those clusters were not spread through coughing, they were spread through other things. So what did you find interesting in that study . That study was great. This shows you what happens when you have good data and great contact tracing. So they were able to see these clusters. This is where more than five people became infected. The interesting thing about this is more than half of those situations that you described appear to have started from a 20 to 40yearold person. People in that age group appear to have more contacts, theyre more mobile. But they also show fewer symptoms, if any at all, when they are infected. And so theyre more likely to be bringing it to new places and starting these new clusters, when they dont know that theyre sick. Were seeing that same type of data in regards to whos being infected i was looking at the data from florida last night. Were seeing the largest number of cases are in the 20 to 40yearold age group. Thats part after the reason why we are not seeing the high mortality, but now were seeing a virus with lots and lots of mobility because of the people infected. Thats very interesting. 20 to 40yearolds need to be careful because its also the singing they were doing at the karaoke clubs and the shouting they were doing at clubs so these are things we all need to be mindful of. Even when you dont feel sick those things can be happening. Yeah. And the heavy breathing with being in a gym. What protects the virus out in the air and can infect lots more people.
