The president did indicate that he will sign an executive order on policing, but the big takeaway from the white house this morning isnt while many localities around the country, even some members of the president s own party up on capitol hill appear to be embracing broad change, the president appears to be putting on the brakes and, in the process, could endanger himself and make himself irrelevant in the larger conversation about systemic racism in the u. S. And i wont forget reporter President Trump dismissing the challenges of combating racism in the United States, telling this to a dallas roundtable. We have to Work Together to confront bigotry and prejudice wherever they appear. We have to get everybody together. We have to be in the same path. If we dont did that we have problems. Florida is seeing a spike in covid19 cases. More than 1,000 new cases have been reported almost every day for the last week. Cnns rosa flores is live near orlando, florida, with more. Rosa, whats the latest . Reporter alisyn, good morning. According to ron desantis, the uptick is due to out breaks in agricultural communities in counties like collier and palm beach. They have seen up to 50 of people there test positive for the coronavirus. Now, despite that upsictick, a portion of the rnc will be hosted here. And the governor is saying that schools should reopen in the fall. A reporter asked him yesterday how he was recommending that and how he expected to reopen schools safely given the uptick, and the governor said that hospitalization in florida are flat and that risks to children are low. And then he said this. Take a listen. The majority of our fatalities may, late april, may, and into june have been longterm care. The number one age cohort for fatalities have been age 85 and above. Reporter and we checked and according to the Florida Department of health, of the nearly 2900 deaths, more than 50 are linked to nursing homes. So when we look around the country, 19 states are reporting an upward trajectory, including some of the first states to open around the country, including texas. Seeing an increase in hospitalizations for the past two weeks and also in arizona, but the governor there saying that despite the uptick, he is not recommending the reinstating of economic restrictions. Officers made the decision on monday to evacuate this area, to leave their own station to try to deescalate some of the tension that had existed between protesters and officers. So this morning the National Reckoning over americas racist legacy is growing, but President Trump seems to be digging in denying the existence of systemic racism and voicing opposition to the removal of confederate symbols. Joining us now, angela ryan, errol louis. Angela is the former executive dricktor of the black caucus. The president is in a different place than america is right now. When you see the cultural shifts that have happened over the last 24 hours and we listed off a few, when you see the policy shifts in congress including among republicans, in the Senate Republicans calling for the removal of confederate names from military bases, the president stands in opposition. Errol, you say he risks something even more. Which is irrelevance. Explain. The ground is shifting underneath the president. The race for reelection that he was expecting to run has gone in a different direction and hes going to have to adapt. The reality is, day after day, night after night, including on the president s favorite cable station which happens not to be this channel, they are not talking about donald trump. They are not talking about his reelection. They are not talking about the things that he thinks will make him look good and help his reelection. In fact, theyre talking about something completely different, something unprecedented. Theyre talking about things like the North Carolina legislature where the upper and the lower house are actually passing unanimously criminal Justice Reforms that they had not even considered in a year. Things are moving. It happens once in a while. This kind of crept up on a lot of us. Nobody expected 1968 to kind of break out in front of us in the middle of this pandemic, but here it is. And the president is no longer dominating the news cycles. The president is no longer sort of taking the lead when it comes to figuring out how to get out of this major crisis. So just as he sort of faded to the background when it comes to response to the pandemic, hes no longer in the lead when it comes to this response and this National Conversation on policing of which hes really not a part. And so it doesnt work for anybody whos running for reelection to not be part of the main National Conversation. For this president in particular, its a relevaal challenge. Hes behind in the polls and hes got to get back into the game. I think he feels a little frustrated that hes not able to do so right now. Angela, have you been surprised by what weve seen over the past weeks that republicans breaking with the president s messaging . The idea that the house leader Kevin Mccarthy would be willing to say outloud that hes willing to consider changing the names of army bases after President Trump explicitly and it seemed passionately felt that, no, they should never be changed because theyre such a great part of americas heritage, these that are named after confederate leaders, have you been surprised by the shift in republicans stance . You know, alisyn, i wish that i could say that i was surprised. But sometimes the people speak louder than donors. Sometimes the people as a whole speak louder than this countrys racist white supremacist past. And what i would tell you is the shift in republican leadership, the shift in the senate and the house is not significant enough. So i am so pleased that they are finally breaking with the president , but i think that they have no choice. This is an era that we find ourselves in that is so unique where people cannot turn a blind eye to white supreme sacy, to oppressive systems in the ways in which they have in the past. To errols point, it does feel, im sure, at least from everything that ive seen, from everything that ive heard from my parents and my parents friends that this is very similar to 1968. But i hope one of the things that will be different about this moment in particular is that we have to do something broad sweeping that will last for generations as well. That we understand this is not a time just to pass, as you just talked about Kevin Mccarthy at least in passing. Its not just the no chokeholds bill, its not just, you know, turning on a body camera moment. This is actually a moment, alisyn, that calls for congress and the house and the senate that calls for the people to really consider sweeping legislation like a civil human and economic rights act, because the systems that have held us back are not just one, they were root and engrained into this countrys history and we see it every single day. So it has to be Something Big to change it. It seems to me whats happening is that the silent majority which people have always referred to, this invisible hand of what the public really wants, 30 years ago, 40 years ago, maybe it was law and order. Maybe it was. But now if it exists its a silent majority that wants change, that wants reform, that is calling out for forms of racial justice. And you see all these political figures acknowledging that and you see culturally it happening too. Look, i dont happen to be a giant Country Music fan, but i know who lady ant bell lum is, the group, and that may seem like a small thing, but i think its a big thing because of what it represents. They changed the name. I just put up the statement quickly if you can. I read part of it, i cant read print that small. But basically when what they said was that their name conjured up and literally refers to the period before the civil war and theyre embarrassed by it and they want to be known as lady a now. Thats a big deal. That is a big deal. And the reality is there it people like this group that have it is their business to have their finger on the pulse of where the culture is going, of where the young people are going. And people are going to ratify that choice every day by downloading and streaming and purchasing concert tickets and so forth. And this is the ground thats shifting that you really cant change with a couple of policies, right . This is not something that is going to be fought out on the floor of the senate or the house of representatives. This is the whole culture changing. And its in some ways analogous to what weve seen with same sex marriage. It was impossible, it was impossible, until it was normal. And the shift like these dont come along very often, but when they do, it puts a politician like donald trump in a very difficult position. You can fight against an opponent, its very hard to fight against a movement. Its even harder to fight against a cultural shift. And, you know, thats the task for him. We should mention, by the way, as we talk about 1968, the winner in that president ial year was richard nixon. So this movements give rise to countermovements, so we should expect a lot more turbulence between now and the end of the year. The way in which things have moved, angela, the Louisville City Council in kentucky last night, 260 voted to end no knock warrants. I dont even know if many of us knew that there was such a thing as a no knock warrant until breeiana tayl Breonna Taylor was killed. Its heart breaking that this special young woman lost her life, but now this is a household word and they did the right thing yesterday. So, yeah, i think with the backdrop that just last week rand paul refused to vote in favor of an antilynching bill in the United States senate speaks volumes. Its an amazing thing that this law was passed and so quickly in louisville, kentucky. But the flag that i would offer you all is that as we celebrate that progress, Breonna Taylors killers are still on the streets. They have not been arrested. They shot 20 times into her home. She received ast thoeight of th bullets and was killed. Under any other circumstance if there was a citizen that did that, they would be arrested. So we have to remember that as times are shifting, as change comes, that we still need justice, that we still need to be from under the thumb of oppression or as reverend sharpton talked about, its time for america to get its knee off our backs. We have to have that safety and security. This under the backdrop the donald trump talking about law and order, which when i hear i hear shoot to kill. Heres a snapshot of where coronavirus cases are in the country this morning. 19 states, the ones that you see in red and orange there, are seeing an increase in new cases. 23 states, those in green, that you see are seeing a decline. Joining us now is the dean of the National School of tropical medicine at Baylor College of medicine. You in houston, texas, doctor, we should say, because texas is one of the states that is seeing a spike right now. And you think that it may be a second wave that is already under way . So thanks for having me back, alisyn. Yeah, theres been a pretty sharp increase in the number of cases here in texas, particularly in houston where were seeing not only a big increase in number of cases, but its backed up by the fact that were seeing a lot of hospitalizations and intensive care unit admissions. The reason i say that is it tends to make this debunks the idea that this is due to increase testing or something else. This is for real. I think what happened was we began opening up texas throughout the month of may, and even though the models said we should keep it shut down until early june, we opened it up about a month early and now were seeing this new spike. I dont know that its a second wave so much as version 1. 2, meaning, that we never really finished the first wave but now its on the increase. Im very worried were seeing this rise in dallas, were seeing it in houston, were seeing it in austin. So i think this is going to be a very tough next few weeks for the state of texas as well as some of our other states nearby, arkansass pretty bad and arizona where the projection theres look positively apocalyptic. So im really concerned. Just so people can see a mike micro level, where he can show people Dallas County where the number of new cases, thats the stiff houston and dallas are, you can see the number of cases rising very quickly. As you say, though, it isnt just about new testing. This is about more people in the hospital sick, so sick that they need to be hospitalized. And it isnt even reflect yet, doctor, the demonstrations we saw. People out on the streets protesting, not social distancing necessarily, so we could see even more from that. Whats to be done . What can be down slow this down . Because im not sure youre going to see cities reenacting stayathome orders. Well, so you put your finger to on it, john. This is the big issue. Will anybody from the political appetite to reimplement social distancing. But that may what we have to do. We can certainly expand our Public Health infrastructure a lot more than we in terms of contact tracing, in terms of testing. We also need to implement some systems where we can identify spikes in fever cases and using an appbased system. So theres definitely some wiggle room to improve our Public Health infrastructure. But the bottom linesy still thi linesy think those numbers are going to increase. We saw that they rise after the memorial day weekend. And we have july fourth weekend coming up too soon as well. I dont see how this gets better, other than we implementing social distancing. I think by next week if these numbers continue to show this same intensity and acceleration, were going to have to do something. We just cant let so many people parish in intensive care units in our Texas Medical Center and elsewhere. Is there talk of doing that . Is there talk of enforcing new rules there in texas . Well, certainly among the scientists and among the physicians theres a lot of discussion about that. How much of that filters up, you know, ive been having discussions with the mayor, mayor turner, youve had him on a few times. Hes terrific, and the county judge, shes really concerned especially in the low income neighborhoods where its even more difficult to practice social distancing and we have higher rates of diabetes and hypertension. Theyre the ones that are going to disproportionately wind up in the intensive care unit. Well see what happens next week, but i think anything son the table rig is on the table. So, professor, political rallies. The president is going to host one next week. Campaign is asking people who go to sign a waiver saying if they catch coronavirus at this rally, they cant sue the campaign or the venue. What does that tell you . Well, i dont know the legal aspects of it, by can tell you about the virus. Ive had a conversation with the virus and it turns outer the virus doesnt care if youre a republican or a democrat or anything else. Theres going to be risk anyplace where you have congregations of large numbers of individuals. This is not a time to be holding ral lives any ty rallies of any type. And then the Republican Convention which i think now is going to be in jacksonville, if you look at the heat map using that surveillance system, the county of jacksonville is bright red. So unless that subsides, i dont see how you hold a convention under those types of circumstances. Do you think that the mayor or governor should also have people sign waivers that are going to go promising that if they get sick they wont use the emergency room . They wont show up at the hospital . You know, i dont know how you enforce Something Like that. I think the bottom line is if you hold these types of rallies, people will get exposed, people will get sick, and thats the reality. I think weve got to have leadership at federal, state, and local levels to protect our population. And to have good discussions with our Public Health leaders, weve got some good county, state Public Health epidemiologists throughout the country and they have to be consulted. Yeah. Even if Derek Chauvin is convicted of killing george floyd, he could be eligible for a salary benefit of more than a million dollars. Now, of course, he was fired quickly from the Police Department where he served since 2001. He was eventually charged with Second Degree murder. But he still stands to benefit from a pension partially funded by taxpayers that could stretch into over a million bucks. And this boils down to state law. In some places if youre convicted of a felony you would have to forfeit your pension. Thats unfortunately not the case, thats simply not the case here in minnesota. Now this reporting has been done by my colleagues blake ellis and medically higgin. They found that chauvin would be eligible for annual payments in the ballpark of 50,000 a year starting at the age of 55. Hes 44 years old right now. This was calculated by a cnn analysis that effectively looked at his tenure, payroll data from 2019, as well as minneapolis Police Departments sclaealary schedules. That showed he could get up to 1. 5 million, and that doesnt take into account cost of living increases. I should note that less than half of states in america have laws on the books that would require a Police Officer who was convicted of a felony to forfeit the salary. Less than half states in america. As we have these growing calls to defund the police and divest that many into social services and other parts of city budgets, this could become a growing flash point. This huge plunge came amid concerns of a resurgence in coronavirus. Romans, it was fascinating yesterday. The market seemed to realize, you know what . This pandemic is not over. The economic challenges are not over. The fed chief doesnt think its over. And maybe we should begin to take account of that. A big ole reality check. One economist this morning qual u calling yesterday brutal and i ef vit able. You inevitable. Youve got hospitalizations rising in states that have reopened. Big concerns about big numbers of people dying from this virus as we head into the fall. And the stock market had been oblivious to this it looked like for weeks. Some averages were at 40 from their marleau. Yesterday was a big selloff, a reality check that were not out of this. A recovery starts to begin in the third quarter, but it will take time to recover. Main street certainly wasnt feeling all that joy that wall street was over the past few weeks, so coming back to reality, i think, here. One of the things thats been interesting that Christine Romans has been pointing out, julia, is that as confidence goes up, chances of new stimulus go down. As confidence goes down, chances of new stimulus go up. So all of the sudden, the markets got nervous yesterday and in washington they may get serious again about pumping more money into recovery. I think thats why what j. Powell said was so important. He held the line here and said nobody should be getting compla complacent. Dont mistake the optimism were seeing in the stock markets with so much cash from the Federal Reserve sloshing around here for whats going on in the underlying economy. And if i just pick two stocks out of the market, because i think this tells the story. Weve spoken about this before. Amazon is up 35 yeartodate. This is one of the real winners here. Then take a look at one of the banks like jp morgan. Thats down 30 . And that reflects the risks for the real economy, for the pain, for individuals paying things like mortgages and credit cards. Even within the optimism in aggregate of these stock markets, the stories beneath them tell a very different story. And i think this is important too. Its interesting, christine, because the treasury secretary in talking about the weapons that the United States has in dealing with the pandemic seem to draw a line. Listen. We cant shut down the economy again. I think weve learned that if you shut down the economy, youre going to create more damage and not just economic damage, but there are other areas. And weve talked about this of medical problems and Everything Else that get put on hold. That might be a bit of a false choice, stay at home doesnt mean shut down the economy necessarily, but he does seem to be drawing a line. Absolutely. And, look, the only tool that we really have that we know that works is our own behavior, and that behavior is staying home. Thats really what works. And we know that that works. So hes declaring this, i think, for the benefit of the markets and Market Participants who dont want to see the economy shut down. But if you have another snap back wave, you could have consumers retrench, worker retrench, businesses retrench, and that might not be a choice that the government makes, it could be a choice that the people make.
