Now, this really doesnt mean there will be no Law Enforcement or no policing per se. This does follow a growing push to Defund Police departments across the country. Today democrats in congress are expected to release a Sweeping Program aimed at curbing excessive force. In just hours the fired Police Officer who knelt on George Floyds neck will make his first court appearance. A public viewing takes place for floyd today in houston. Joe biden will meet with the floyd family today. And john, this comes as a new cnn National Poll shows biden with a 14point lead over President Trump. Our poll also shows an overwhelming majority of americans support the peaceful protests and disapprove of the president s response to the unrest. Large mostly peaceful protests were held across the country, including in new york, where a curfew was lifted this weekend. New york city is finally reopening also from the coronavirus pandemic, mayor bill de blasio will join us in a few minutes to talk about all of the challenges ahead and while every state is reopening in some manner, 22 states this morning are seeing a spike, sometimes a significant spike in cases. We have a lot to talk to but lets bring in van jones, cnn political commentator. Van, great to see you. Good morning. Lets start with minneapolis. So minneapolis is, their city council, they have a vetoproof majority, where they want to dismantle the Minneapolis Police department, not reform. They made it clear, this is not justcy none news with cy noc c. They want to dismantle. What are your thoughts . The messaging here may be off for people who are trying to figure out whats going on. I think most people, you know, want police and they want policing. What they want is lawful policing. The problem is with that department in particular, this department is kind of fallen between two chairs. They have a horrible clearance rate when it comes to murders, when it comes to rape, i mean horrible, abysmal, so theyre not doing their job of Public Safety and at the same time they have this long track record of brutality and especially a horrible relationship with the black community, and so when you have the Police Department that is neither keeping you safe from crime nor is it, you know, abiding by the law and treating people with respect and following civil rights and Civil Liberties, then neither side can come to the rescue of this department and so theyre going to need to really restructure it. I would rather say they are restructuring it, theyre upgrading it. I think that they hand people who may be enemies of Police Reform rhetorical weapon when they say theyre going to dismantle it, essentially saying destroy t just like when they say theyre going to defund the police, when you look at what they talk about, the black lives Matter Movement and others, all of the reforms that theyre talking about are very, very popular, rebalancing some of the funds so that it the cops dont have to do so much of the social work in our communities and that more social work could be done by social workers, thats popular but when you say defund the police that may sound like youre saying eliminate the police. Were going through this period now where people are trying to put forward Real Solutions so the police can do their jobs in a lawful manner, with the tools for accountability in place, but the way that were messaging and talking about it may alarm some people who are not following this closely. Just so people know, camden, new jersey, they closed down the Police Department there once and replaced it with a countywide Police Department. Now i dont know if they literally used the word dismantle there, but thats what happened. So the words being used now mean Different Things to different people. The goals may be more universally shared, van. Yes, i mean again, its a marketing and branding issue. Its interesting, over the longterm, defund the police, dismantle, you know, the police may seem less ominous to people who are alarmed by it, as people start understanding what theyre talking about. Again, dont forget, Law Enforcement, in case nobody asked them, they dont want to be going into communities either where social services have been stripped out, Youth Programs have been stripped out, schools have been stripped out, and then they have to take on as police the jobs of being therapists, counsellors, social workers, marriage counsellors and Everything Else and theyre 23 years old and its their first job and under tremendous stress. So Law Enforcement itself when you present it the right way they would not mind a rebalancing of some of these city budgets so they arent going into stressed communities with so much responsibility. Its really not their job. Its just as you have a new generation coming on and thank god theyre coming on, the way they see things, the way they say things, the way they tweet things, you know, can create some real confusion. What are you talking about . I think people look at the actual agenda, beyond the tweets, beyond the hashtags, beyond the sound bites and beyond the labeling, i think a lot of people on both sides of the aisle and including Law Enforcement would actually support a lot of what theyre talking about. Nobody in america and no Law Enforcement person in america is proud of this department. Everybody understands the department in that city is failing both on Civil Liberties and on civil rights and on Public Safety, something needs to be done, whether you call it dismantle, upgrade, improve, change, something has to give in that city and thats what you see. The question of course is if voters are going to take the time to educate themselves and dive into the details and as you know, van, President Trump doesnt deal in details or nuance, he deals in slogans and so this morning, we had this new cnn poll that shows joe biden with a commanding lead over President Trump and so do you as a democrat, worry that rhetorical weapon you just talked about will be handed to President Trump and he can make hay of it in this time of unrest . Well listen, youre 140some days from a National Election which should be a referendum on President Trump and theres a lot to hold him to account for, if youre a voter. How do you feel about the economy . How do you feel about the handling of the pandemic . How do you feel about his response to the protests, which you know, he gave positive comments about the family but the comments about the protest have been more negative. Smetimes i worry democrats never miss the opportunity to miss the opportunity by moving forward with stuff that may be confusing. There is this kind of tendency or this desire among the left on the left of our party to socalled expand the overton window. Youll hear that, expand the overton window. What does that mean . Back in my day we called that setting a left poll, going out there with a demand that may sound extreme but it pushes the debate forward. The question is, do you want to expand the overton window 140plus days before an election when you may fall through that window and onto the floor and have four more years of an administration that you dont like. So these are the debates that are going on behind the scenes. What you want to look out for today as a Congressional Black Caucus comes forward for the democrats with a package, with a bill, how do the lawmakers in the community at the National Level see this issue . How do they language it . Do you see the Congressional Black Caucus come forward and say dismantle and defund the police or do they come forward with a different language, that would give you a sense there may be a split between the grassroots forces driving forward with the change who are on the front lines in minneapolis, who are leading this conversation on twitter, how they see it and how they message it versus how the people who are elected to office at the highest levels want to have this conversation with the american public. You want to look for that split or that unity and that will give you a sense of what you can expect from a joe biden and a National Democratic party on these issues. Van jones, thank you. Thank you. Theres a new national cnn poll just out this morning, taken shows a sevenpoint decline in President Trumps Approval Rating in just the last month and former Vice President joe biden opening up his widest lead thus far over President Trump, 14 points. Joining us now to break down the numbers we have cnn political director david chalian. Tell us what you see. The overall approval number 38 , at the lower end of the range that donald trump trades in over the course of his presidency, disapproval 57 . As you noted, down seven points from last month. Where did that Movement Come from . Look at it by party. Look at approval by party and youll see that donald trump lost among republicans, independents and democrats but notably independents nine points down among that Critical Group of voters, look at his approval by race, alisyn, he is 10 approval among africanamericans, 30 among latinos and 45 approval among whites and we also like to always put the president in his historical context. Look at Donald TrumpsApproval Rating the 38 where he is now in his presidency, five months before his reelection date, hes in the territory there with jimmy carter in 1980, george h. W. Bush in 1992, two president s who lost their bids for reelection and only served one term. You see his twoterm counterparts, bush, obama, reagan, clinton all much higher at this point in their presidency than donald trump is. We also asked, alisyn, about how americans are perceiving these protests that theyre seeing. Are these peaceful protests justified . 84 of americans dont agree on anything, see these protests as justified, that is much higher than when we asked that even a few years ago. Also Donald Trumps response to the protests we asked about has it been harmful or helpful, 65 , twothirds of americans in this poll say its been harmful, alisyn, and you noted that 2020 horse race number. I mean, the president ial election is clearly advantage biden at this snapshot in time, 21 weeks to go, thats a life time in politics but 55 for joe biden, 41 for donald trump among registered voters. Take a look in the last few months youll just see this has been a biden advantage race for its entirety, different margins and bigger one now at 14 points but you see that joe biden has had the edge since hes emerged as the democratic nominee and finally this issue of Race Relations is coming up to the top of mind for voters in terms of extremely important in their vote for president. Its up there with the economy and health care, 42 calling Race Relations extremely important. Who is better to handle some of these very important issues . Well on Race Relations its not even a contest. Joe biden has twice as much support, 63 say hes better to handle Race Relations to 31 for trump. On coronavirus handling 55 for biden, 41 for trump. That mirrors the overall race and on the economy, this is the one Silver Lining in the poll for donald trump right now, 51 say the president is better to handle the economy, 46 say joe biden. David, really interesting numbers. As you say its a snapshot at this moment but a really interesting one. Thank you very much. Thanks. So new york is reopening this morning and new york citys mayor joins us next. Happening this morning a big moment for new york city, the city begins its first phase of reopening right now. Some 100,000 workers are expected physically back on the job today. Sunday saw the lowest number of new Coronavirus Infections here since the beginning of the pandemic. Joining me now is new york citys mayor, bill de blasio. Thank you for being with us. What is your message to the thousands of people coming back to work physically in new york city today, what do they need to do now to get to the next phase . John, it is literally a Beautiful Day here in new york city. This is a triumphant moment for new yorkers who fought back against this disease. This was the epicenter and folks did the hard work, they sheltered in place, did the social distancing, the face coverings and got us to this day. My message, john, is stick to it, come back to work but remember to stick to those smart rules that got us this far and if we keep doing that, and i think, john, theres real sense of discipline and purpose here in this city, because of what weve been through, because weve lost a lot of people. Theres a lot of pain and created a sense of were all in this together and weve got to get it right. So were going to have city inspectors out at work sites to make sure people are following the rules but i think everyone is clear they got to keep using their hand sanitizer, do the smart things to stay safe and if we do that right, then we keep moving forward. Also, we create a huge test and Trace Program and this is crucial, john, thousands of city workers who will be out engaging folks, making sure once they test positive, we track all the people in their circle that theyve been in close contact with, get those folks tested, get folks who need isolation or quarantine, free hotel rooms, whatever it takes to stop the spread of the disease, and i think thats a huge kind of counter offensive thats going to help us keep this disease in check. Mr. Mayor, youre in the middle of a bunch of stories right now. You have announced that you are going to divert funds from the police into social programs. New programs. You dont know exactly how many but explain how reducing funds for policing will make people safer. John, here is the thing that weve known for decades. If we address the needs of young people, it actually makes the entire community safe. If we help keep young people away from negative influences, away from gangs, away from crime, its best for the community and the police and a lot of Police Leaders have believed this for a long time so were going to do more and more to give our young people those positive avenues and options. We have a big, strong Effective Police force. Were going to be able to take money out of that police force, put it into Youth Programs and still of course keep new yorkers safe but this is preventative, this is proactive. Our Police Commissioner dermott shea spoke about this eloquently. The nypd needs to reorient young people and stop problems before they start and be part of the solving of problems in their lives. Thats his aspirations for the nypd. All rumors about a shakeup inside the new york city Police Department. What is the truth . The truth is that we have great leaders who are doing a great job. Dermott sheas vision is to make policing more about youth. I support him. Terry monahan our chief of department helped to peacefully disperse a protest and the protesters said show respect and take a know with us. The chief of the department highest ranking uniform officer in the Biggest Police force in america took a know with respect for the protesters. That didnt get the attention it deserveded. I gave them a lot of credit for that and the way he handled these protests. There are problems to address, john. There are full investigations going on the way the protests were handled to see if these things need to be addressed and done better. There are individual officers who did not do the right thing, their discipline has already begun and accountability but when you look overall, john, biggest city in america, no National Guard, i wouldnt let them in, did not make sense to bring military in, we had thank god no loss of life, few major injuries. We had some Property Damage but we stopped it quickly, no Police Precincts burned, no mounted units, no tear gas, no rubber bullets. Nypd kept the city safe with a lighter touch than i think people are realizing but that being said, there were still mistakes, there are still things that must be addressed and there must be faster discipline for any officer who does the wrong thing. And you are ware of this, youve been criticized from both sides, criticism when there was the looting and that a physical destruction that took place in the city and there has been criticism from the other side which said youve been too supportive of the police, including this letter that im going to read a little bit of now from some 400 people who worked for the city including for you over the years and in this letter it says we have joined together in writing this letter because we could not remain silent while the administration we served allows the nypd to turn our city into an occupied territory. Our former boss, thats you might not hear the cries for justice from black and brown new yorkers but we do, we are demanding radical change for the mayor who is on the brink of losing all legitimacy in the eyes of new yorkers. Well, ive been all over this city in recent days, john, and the vast, vast majority of new yorkers have the intelligence and the subtlty and the practicality to want both safety and justice, and thats what weve been doing in this administration. We ended stop and incarceration. We have the lowest number of people incarcerated since world war ii in in city, brought down crime, simultaneously healing the relationship of the police and the community, 180,000 few ear rests than the last year of the previous administration. This is so much, john, thats been in the direction of change and reform and more is coming, and ill tell you, neighborhood people, i was out in Southeast Queens on saturday talking to the neighborhood people and what they said to me was they want to see change in the nypd but they also need safety and they need to work with the nypd cooperatively. Thats what everyday new yorkers working class new yorkers want to see. Mr. Mayor, as we say, you have a lot going on right now and wish you the best of the luck for reopening today. Ive been so focused on getting judgment and this newfound leadership role that fell in my lap but its going to be its a crazy day for the city. Just dont feel it in the neighborhood where he grew up at, because ive been there the last two days but the city is feeling this type of way and theyre ready to put him to rest the right way and the city is supporting him. Just sucks that all the people that really knew him and really from the city and really grew up in the third ward wont be able to attend but the love will be there. You said youve had this, coming to terms with the new leadership role you find yourself in. What are you going to do with it . Well, hopefully i continue to lead the right way. I honestly feel like i have more power than biden and trump to be honest with you, because i have so many people following me and im standing for everybody. Im the guy that told everybody from every race that i love them and they know i mean it and vice versa, so i didnt ask for this role. They didnt expect george floyd to have a celebrity famous friend who was going to stand up and ride for him like i am and the world is following, all 50 states, 18 countries are protesting at the same time. Its never been done. Its a blessing to be leading that and its so much more we have to fight for, Breonna Taylor and we have to get justice for the brother. With this role im thankful, didnt ask for it but embracing it. Its also a responsibility i know as well. You mentioned both former Vice President joe biden and donald trump. Let me ask you one question about each. The former Vice President joe biden is coming to houston today to meet with the family. Whats the significance of that . I dont know. I dont know. I love the fact thats meeting with the daughter and the daughters mother because i have a special love for roxy and gigi. Thats the main ones i want to see do well but i dont know. I really dont know his intentions. I hope theyre good but you know, me, i dont know who to vote for because i dont know who has the best interests at heart for us and i am not a political guy. I stand for whats right i stand for all the humans in the world because love for all who have love for all. I love everybody. I think thats why the world is standing together because everybodys tired of so much hate being spread around. We need to stand together for love. I understand you did not like it, though, when on friday, the president invoked your friend George Floyds name at the white house, let me just play that moment. Hopefully george is looking down right now and saying theres a great thing thats happening for our country, theres a great day for him, its a great day for everybody. So why did that bug you so much . Just his choice of words, like the way he say stuff and we know its not genuine. Why dont you go out and say how to handle these protests and how to handle these National Guard and how to handle human beings, like youre not speaking up and saying the right things. Im not the person to say vote for donald trump or not to vote for donald trump, vote for biden. Im into the a political guy. I have a heart. I no he whats right and i know how to treat people and the world the lost common sense and a lot of things he say shows hes not using his common sense especially as a president. What do you want him to say . Well i would rather him say we need to, first thing we need to do is get control how the police are treating people and find ways to help build that relationship, not tear it down. When you tell people when you put them in the car to move your hand and make sure they hit their head, thats the stuff you shouldnt hear from a president , not showing too much intelligence. Me im not the smartest person in the world but i know not to go on tv and say things like that. It time even with drew brees. I respect drew brees but the time of saying things, you got to be sensitive to certain situations, i guarantee you if it was a white man that got killed by a black man with a knee on his neck i guarantee you Donald Trumps response would have been different. I think im just embarrassed as a white person to know that that can happen to actually watch a lynching. Its been roughly two weeks since we saw people packed together on beaches and parties for the memorial day weekend. Is there a correlation . Lets ask cnns chief medical correspondent dr. Sanjay gupta. Some states, florida, georgia, south carolina, if you look at the map, i think texas, these are seeing spikes and so are they able to trace the root of some of these cases . Is this about memorial day partying or Something Else . Yes, thats a good question, alisyn. That is the assumption, but its hard, unless you have adequate tracing to go back and say for certain it was these events, it was at this time that led to the spike in cases, you need lots of Contact Tracing to be able to do that and thats laborious work. Some have suggested we would need hundreds of thousands of contact tracers in the country to make those sorts of correlations and you have a couple other things happening, memorial day weekend was two weeks ago. States are obviously reopening as you mentioned. Theres also been increase in testing in some places, so thats going to drive up some of the infection rates, but just over the last 24 hours, alisyn, some 30,000 people confirmed to have the infection, 700 people have died. So thats sort of the baseline rate that were seeing right now. The question really is whats going to happen over the next couple of weeks . We dont know and again, it might be hard to trace it back to specific events. Lets talk about remdesivir. What is the current data and thinking in the medical community about whether its an effective treatment and whether we have enough of it . Yes, so remdesivir people may remember is this medication it was an existing medication, so it was brought off the shelf to see if it would work against this new coronavirus and the answer was, yes, it did seem to have some impact. It shortened hospitalization from 15 days to 11 days, about 30 . It was pretty significant in terms of that impact. It wasnt clear that it actually saved lives, that it decreased mortality but it was the only thing that seemed to work and had emergency use authorization. Right now, if nothing else changes, the amount of remdesivir available will sort of run out by the end of this month. So theres all these conversations that are ongoing right now, do you need more raw material to make more remdesivir . How do we amp up production in some ways. Those conversations are happening. What youre hearing from gilead is by the fall, they should be in a significantly better position, but alisyn, this is a good time to remind people as much as we focused on, you know, medications like remdesivir and hydroxychloroquine and talking about a couple of vaccines, theres 160 or so vaccine candidates out there, roughly a dozen that are in human Clinical Trials and as far as therapeutics, medicines go, theres over 230 or so that are now in some sort of clinical trial, so theres all sorts of candidates out there that they ha have, we have been keeping an eye on. Some gain steam and have impact, the antibody therapy looking at antibodies from people who have recovered and seeing if you could use those to help treat or prevent disease in others, so were keeping an eye, alisyn, on lots of Different Things out there. We know you are. We know the doctors and scientists are working overtime to try to crack this medical mystery but thank you very much. Its always great to check in with you for a status report. In brasilia and sao paulo they held up signs by george floyd and many civilians killed by police. This is the largest demonstration ive seen in piazza del popolo in some time. Earlier one of the persons making a speech listed all of the victims of Police Brutality in the United States and this is just one of several such demonstrations being held in italy and of course across europe as well, where theres been a massive outpouring of solidarity with the black lives movement in the United States. A show of force in madrid, these demonstrators in solidarity with american protesters demanding justice in the death of george floyd. All of this outside the American Embassy in madrid, normally heavily fortified, this day much more so. Demonstrations called this day not only in ma trid bdrid but i barcelona and several other cities, signs in favor of black lives matter. These demonstrators also against racism in spain. I thought what was most important was sending out the message that the players my black colleagues have said this past week, this past season, the past few years and just through listening to that message found it was so important to make sure that those voices were lifted up and heard. And jerrick to you, last week, this is before Roger Goodell made the statement, history will look at the Roger Goodell statement it was midwestable. It wasnt. There was a long period of time last week it wasnt clear what the nfl would do and you were on the phone as you were saying with everybody and you couldnt sleep. Why . I really wanted to know where my company, the nfl stood on the matter and you know, i felt that it was my duty to make sure that i did whatever i could to have the conversations to make sure that we were going to say the right thing and im grateful that everyone that i reached out to, everyone that i tried to speak out, speak with was open to me. And ultimately the commissioner did make a statement. Lets play a little bit of that. The National Football league admit we were wrong for not listening to nfl players earlier and encourage all to speak out and peacefully protest. We at the National Football league believe black lives matter. To hear Roger Goodell say black lives matter and to say we were wrong, what was it like, jarick, to finally hear that . It felt special, to be honest, i dont think ive told anyone this story as soon as i saw the video i got up and was walking in circles dancing around my living room and accidentally threw my hand into the fan, but it was okay. The pain was worth it. It was so special to see and yeah, it was exhilarating. Ive done that. Ive actually done that when watching the patriots which is sort of funny in the context of this, i jump up and down and hit light fixtures and hit fans. So bryndon, do you feel as if your video made a difference . You know, i think that this video made a start. I dont think that anything has happened yet. I think there were words that were said and those were powerful words and as far as actions go, this is a start and im looking forward to change. Its interesting to me and if we can put up on the screen here, President Trump, who obviously has put himself in the middle of this discussion for years now, he responded to Roger Goodells statement. He said could it be remotely possible that in Roger Goodells rather interesting statement of peace and reconciliation he wasity mating it would now be okay for the players to kneel, or not to stand, for the national anthem, thereby disrespecting our country and our flag . I think the commissioner would say yeah, thats exactly what im saying and it does seem as if really the discussion has shifted with drew brees apologizing for what he said last week. It seems the president s corner is getting smaller and smaller on this subject. Yes, im going to leave it at that and you know, im excited to see kind of what happens next but no comment respectfully. No comment but you dont think it will drive the commissioner to act any differently or behave any differently . It does seem the league itself has staked its ground. Definitely. Im excited, as bryndon said this is a huge start. I feel the machine has moved and now we have to hit the gas and head into this new direction and im excited.
