So far about 200 arrests overnight, and that number is likely going to go up as people are being processed. There was a lot of violence. I want to play that video again, and, again, it is disturbing. This is an incident that happened about 12 45 in the bronx in the progress of a burglary, which they believe was part of the looting, which they saw across the city last night. Police responding to that looting, was hit by a car first incident against police that we have seen in new york city throughout the course of these protests. We know one happened just the night before in the west village where an officer was struck as well. And thats some of the violence that we have been seeing all across the city, in really pockets. You can see here, another incident of looting, were in soho last night, this is in midtown, manhattan, were by the flagship macys, heralds square, macys is boarded up, there were protesters or looters who were able to break down that wood, get inside, we know Police Arrested about five people inside. More than 200 arrests so far overnight, and, you know, one of the one of the things ive been asked is how, with more cops, there were 8,000 cops on the street, how were they able to get away with this, were learning there is a lot going on here with looters basically breaking off from protesters and causing this violence in small pockets across the city, playing cat and mouse with police, were expecting possibly that happening again, john. But the curfew tonight is at 8 00 instead of 11 00. Well see if that makes any difference at all. John . Brynn, keep us posted throughout the morning, thank you very much. Military helicopters patrolling the skies of washington, d. C. Overnight after the violent crackdown that we all saw on Peaceful Protesters outside the white house, all so the president could take a picture. Boris sanchez live in washington with the very latest. Boris . Reporter good morning, john. Yeah, were seeing a very different scene at the white house this morning. First, i want to show you the fence installed overnight, at least an eight foot fence blocking access to Lafayette Park right outside of the white house. Were also seeing Law Enforcement earlier in the day than usual, at least two fbi agents, secret service in this area, we see local police as well. Theyre blocking traffic to this area and directing foot traffic away from here. Theyre clearly trying to mitigate what we have seen over the last few days, also having protesters stay off the street and on the sidewalk. Last night about half hour before the curfew in d. C. Was set to begin, Law Enforcement pushed back on protesters violently forcing them out of the way. The president then walking out here to st. Johns church, standing outside, holding a bible, posing for a photo opportunity. These are not acts of peaceful protest. These are acts of domestic terror. Reporter right before President Trump addressed the nation from the rose garden, police dispersed Peaceful Protesters with tear gas, flash grenades, and rubber bullets just outside the white house gates. President trump threatening military force in any city or state that he feels isnt under control. If a city or state refuses to take the actions necessary to defend the life and property of their residents, then i will deploy the United States military and quickly solve the problem for them. But moments before trumps speech, military vehicles were seen near the white house, and as the president spoke, bangs and helicopters could be heard in the distance, as Police Officers in riot gear broke up the demonstrations before the d. C. Curfew was to take effect. The reason, a photo opportunity so the president could walk across the street to st. Johns episcopal church, which had been damaged by a basement fire the night before. He stood outside the church and held up a bible before posing with Administration Officials. The bishop who oversees the diocese outraged by the president s actions. The president just used a bible, sacred text, and one of the churches of my diocese without permission as a backdrop for a message antithetical to the teachings of jesus and everything that our churches stand for. I just cant believe what my eyes have seen tonight. Reporter trump threatening to deploy military troops, using the insurrection act of 1807, but some governors feel that law does not apply. My understanding is that they cant do it without the approval of the governors and i can also tell you that it is probably not going to happen in a lot of our states. Reporter many governors upset by the president s calls to send military to states and feel his language is just further stoking fears and tensions among americans. In a heated teleconference monday, trump blasting governors, calling them weak. You got to arrest all those people. You got to try them. If you dont dominate your city and your state, theyre going to walk away with you. Hes been a miserable failure. What i talked about on the call today is the fact that his rhetoric is enflaming passions around the nation, he should be calling for calm. He should be calling for bringing the temperature down. Hes doing the exact opposite. Reporter so, alisyn, the question is why the president wanted this image, sources inside the white house tell us that the president was upset over reports that he spent part of the weekend in a bunker underground at the white house as police were clashing with protesters just outside. Senior Administration Official denies to cnn that what we saw yesterday was an orchestrated photo opportunity. Nevertheless, the deputy chief of communications for the white house, dan skou vigneault, a short time ago, tweeted out a video set to rage against the machine, the president walking out of the white house in slow motion, standing in front of the church and walking back. They may not call it a photo opportunity, but theyre certainly treating it like one. That is really important context for us, thank you very much. There is relative calm in minneapolis last night after an appeal from George Floyds brother at a makeshift memorial. He told antiviolent protesters to stop. An independent autopsy and county medical examiner say floyds death was a homicide. But they differ on what caused it. Cnns omar jimenez is live in minneapolis with the latest. So, explain that, omar. Reporter two different autopsy reports, both of them say what happened to george floyd was a homicide. But where they differ is the independent autopsy commissioned by the family saying this was due to asphyxiation, while the medical examiner for Hennepin County, their reports saying this was due to heart failure. Now, those dual reports, the summaries, came out as we continued to see protests here in minneapolis for a seventh day in a row, since George Floyds final moments played out in an intersection behind me on camera. Protests were largely peaceful, even at this location. We had a curfew going to effect at 10 00 p. M. Through 4 00 a. M. People sat here throughout the night, in peaceful protest, of that curfew and, of course, what happened to floyd and it is those type of protests that the family has said they wanted to see. Specifically terrence floyd, George Floyds brother, stopped by this very sight over the course of yesterday, met with supporters offering strength in this time, and here is a little of what he had to say. My family is a peaceful family. My family is god fearing. Join us peacefully. Please. My brother moved here from houston. I used to talk to him on the phone. He loved it here. I know. He would not want you all to be doing this. Reporter and moving forward we do expect to see a memorial for george floyd on thursday here in minneapolis, a funeral for floyd set in his hometown of houston and all of this as we continue to wait and see whether the other officers will face charges in this case, alisyn. Thank you very much, omar. President trump is threatening to use the u. S. Military to clamp down on protesters. Can he do that . Well ask a former attorney general next. Where will you go first . Attorney general loretta lynch, under president obamas administration. Madam attorney general, thank you very much for being here. Lets start there, what happens if President Trump sends in active u. S. Military troops into cities where governors and mayors dont want them . Well, alisyn, first of all, thank you for having me and thank you for having this important discussion. I think it is important to put this in context here. We are are in a situation where we are talking about how to help Police Officers deescalate tensions in their cities. And police them safely and constitutionally. So we really need to have the rhetoric all the way at the top of the administration focusing on how do we manage these issues and situations without increasing the violence. There has been a lot of legal analysis about the insurrection act of 1807, you dont have any governors calling for it now, you do have the national guard, they are the exceptions to when it can be used are fairly rare. But i hope that this does not take away from what the focus should be, which is the tragedy of pain in this country that have led to the peaceful protests. Yes, we have seen violence break out, unfortunately and sadly and frankly tragically we see it happen over and over again when we have protests of this nature. We dont condone the loss of life for anyone, protesters and certainly not the police. But the issue here should be deescalation. It should be how do we listen to people, how do we hear their concerns . And then how do we focus the appropriate Law Enforcement response on those who are trying to hijack these peaceful protests and engage in looting and violence for the sake of violence. We have governors actively engaged with the national guard, we have Police Actively engaged in that. And, again, we have seen some tragic results, but were not at the point of having the army train his guns on civilians. What did you think of President Trump and his advisers and some of his family members last evening having the peaceful protests cleared, clear a path, using flash bangs, and tear gas and even batons so that they could walk across the street to pose in front of a boarded up church with his attorney general, bill barr, at his side. What did you make of that moment . Well, you know, im not sure what went into the decisions there. But i think if the president is going to leave the white house, and walk into the area where people are trying to express themselves, it is a missed opportunity not to listen to them. You dont have to agree, you dont have to accept what theyre saying, people are saying loud and clear we want to be heard, we want our governors to bond to us, not walk past us, and take a picture. So i think it was a tremendous missed opportunity. Again, i dont know that were into that decision, i dont think it was helpful at all. Do you i understand, we dont know exactly what went into it, do you think that if the white house sent a message that the peaceful protests needed to be cleared from that area, so the president could walk across, should the attorney general have done Something Different than stand next to him . You know, again, i dont know what went into it, i dont know what message got sent out to the protesters. I do think the attorney general is the chief Law Enforcement officer of the country, and it is always best when the chief loft officer of the country listen to people when people have concerns about Law Enforcement. Thats the posture that i think would have been helpful and would be helpful in these difficult times. Not just not just this one photoop. This is a situation where people feel that valid concerns are not being heard. You go back to the original incidents about the death of mr. Floyd, you have Police Officers acting with impunity, arrogance and with no fear of retribution. And i think the world has now seen that this is how most minorities, particularly africanamericans, perceive their relationship with the police. And so the issue is what are we doing about that perception . What are we doing about those very, very real issues . We see Police Officers with a variety of responses depending upon the issue. We have seen some Police Officers put down their batons and march with protesters. And the thing is, alisyn, you cant walk with protesters if you have not first been talking with protesters. If you have not first built that relationship with the community. And you cannot also have a situation where officers feel safe to kneel with protesters if they have not reached out to the community and tried those connections as well. Those actions, we hear you, we may have different ways on how to get to the end, but we at least know your concerns and were willing to work with you. Thats whats i want to ask you, because you were president obamas attorney general about the statement he put out on media yesterday, let me read a portion. Yes, we should be fighting to make sure we have a president , congress, u. S. Justice department and judiciary that recognize the ongoing corrosive role that racism plays in our society and want to do something about it. But the elected officials who matter most in reforming Police Departments and the criminal Justice System work at the state and local levels. And im just wondering, because you worked with president obama, would you like to hear him more public during this time of crisis, during this time of tension . Do you think he and possibly even former First Lady Michelle Obama have some role to play in speaking out at this time . I think theyre playing it. I think both president obama and mrs. Obama have put out statements, first, about the death of mr. Floyd, i think president obamas statement that you just quoted from recently was frankly spot on. And i think it is exactly what the country needs to hear. And so we try to work on during the administration, i spent months traveling the country on policing issues, you have got to get out of washington and talk to people on the ground who are living these issues every day. Community members and Police Officers who want to make things better, who want to have a safer community. So that protesters are safe and Police Officers are safe. And president obama is absolutely right. When you think about how Law Enforcement it is primarily at the local level. Law enforcement is more than who the attorney general is. It is who your mayor is, it is who your police chief is, it is who your Police Leadership is. It is their relationship to the community. Do you know who your police chief is . Do you have access to the Police Academy . Can you go in and get a tour . Can you do a ride along . And you see how theyre trained. And when you have concerns, is there someone there that will listen to you . All that happens at the local level. And the goal that we to empower police and communities to come together and face these issues, difficult conversations, hard conversations. You got to hear some things that are painful if youre in the Law Enforcement community. And i talk about things that are painful here in the community. Well but hes absolutely right about the importance of supporting both Law Enforcement and Community Members to work on this issue. Joining us now is the bishop of the Episcopal Diocese of washington, d. C. , Mariann Edgar budde bishop, thank you for being with us. You were not there at st. Johns yesterday during this, but you watched along with the rest of us and your reaction was i cant believe what my eyes have seen. Why . Well, you set the context to illustrate the use of the symbolic power of our sacred texts and a church that is dedicated to the nonviolent teachings of jesus. The president , after insisting that he would use severe military force to quiet the agony of our nation cleared a nonviolent protesters with tear gas and riot police so that he could coopt the symbols of our faith to undergird his message. And i felt that i needed to disassociate us from that gesture in no Uncertain Terms and refocus our sights on the true issues that we are grappling with as a nation right now. What did it feel like at that moment when he was standing before that church with the bible held high . Well, its a combination of feelings. Lets not forget the real pain that is spread before us every second of every day in these last weeks. And so thats the real pain. This was a charade that in some ways was meant to bolster a message that does nothing to calm, to calm the soul and to reassure the nation that we can recover from this moment which is what we need from a president , and thats what the faith communities stand for and so it wasnt one emotion, it was a series of emotions. And, again, i dont want us to lose sight of the real agony here, which is the the injustices and the heartache of our people. Is the president a frequent visitor to st. Johns . No. No. No, hes not. Hes not a man of prayer on sunday morning. We know that. And he has not one to worship at st. Johns regularly or any of the churches of our diocese. My friend terry moran posted a bible verse from matthew. It says, and when you pray, you must not be like the hypocrites, for they love to stand and pray in the synagogues and street corners so they may seen by others. When you pray, go into your room, close your door and pray to your father who is unseen. Now, admittedly, im more of an Old Testament guy than an Old Testament guy, can you tell me the meaning of that verse and how it pertains to what we saw yesterday . Well, jesus was very clear that god is far less interested in the in the show of our prayers than god is in the ethical way that we live our lives and how we treat our fellow human beings treated in gods image. That was a sharp rebuke for all of us, people like me in leadership, who lead prayers. Anyone with privilege and authority, anyone who would dare to substitute the trappings of religion for the actual practice of it. And so that is what i believe jesus is speaking to. And i think it applies for all of us whenever we attempt to hide behind our words when our deeds do not follow what we pray. I should also note, as far as we can tell, the president didnt pray there at all. He did not, he didnt. Let me be clear, he did not come to pray. He did not come to express remorse or consolation, he did not come to share the grief or to provide hope to the thousands of young people who are gathered in the park that day. He did nothing to say to them that your future is before you and i will protect you and do all that we can to make this country worthy of you. All the things that we need and deserve from anyone who is in leadership, spiritual or political, at this time. A Church Rector who was there had said that the church yesterday, the patio of st. Johns had been holy ground over the previous 24 hours, a place of respite and laughter and granola bars and fruit snacks, a vivid description. Yes. But the president turned it into a battleground. Thats what the rector who was there said. How are your people doing today . Have you heard from them . Were they hurt . Well, i heard from several people who were there, and who witnessed it and who experienced some of the, you know, the effects of the tear gas and the just the chaos of that moment. I can tell you that today we will be back, well be back with those granola bars and prayers and Water Bottles and the presence to say we stand with you and for you. We are committed to a nonviolent expression of our deepest aspirations for justice and Mutual Respect and love among all of gods people and people of this land. We will not let our eyes be taken off the true issues. We need to get off of this story and back to the real one as soon as possible. But i couldnt let them on the pass. St. Johns was burned, there was damage to that church. There was. There was. What is the status of the building . It is fine. Im not im sorry that it happened. I grieve the violence that will set back peoples lives for unfold amounts of time. The church sustained a fire in one room in the basement, thanks to our first responders, it was quickly extinguished. We will rebuild, buildings can be rebuilt, lives cannot be brought back from the dead. I dont know what the situation is in Lafayette Park this morning. Our reporter on the ground there says there is a big fence being put up, a barrier, i dont know if people will be allowed back on the streets to demonstrate and protest. Do you hope they will . Will you help make st. Johns available for protesters if they are allowed to be in the area . Well, you know, st. Johns is not federal property. They can close off the streets, but if people want to gather, then, yes, of course they can gather. You see young people especially idealistic people of any age, they cant they will rise to this and they will respond from the emotion and idealism of their hearts and we we need to meet them there. We need to meet them there and to say that the the god who put those aspirations in your heart is with you and we are with you. And that we need to step down the intensity of the emotions that can lead to violence. We need to put a boundary around opportunists who would use this moment for personal gain or to insight further agitation. We need to stop all of those things. We need to we need to walk alongside those who have dedicated their lives to Public Service in any uniform. And i just well do whatever it takes. But there is no substitute on the part of the citizenry when our elected leaders fail us. And we have to find and elect the leaders who will stand for the best of what our nation is and can be. I should note this is a distraction for you. We were in minneapolis, in minnesota, for 18 years of your career. You yeah, this is oh, yeah, i know this street like i know the street better than yeah, i love minneapolis. And i and my heart breaks and i also understand some of the deep embedded tensions and racial divides that have marked that city for all of its history. And were all on a tinder box right now. This has been such an intense spring. Everyones emotions are running high. The killing of george floyd was just such a travesty and it was the event that triggered and unleashed all of the pent up emotion that we are all experiencing, witnessing. And it is both it is both inspiring and devastating at the same time. And those who have our wits about us have to have to show up and do what we can, do what we can. Curfew last night, but about 25 minutes before that deadline, a crowd of Peaceful Protesters were dispersed as you can see with tear gas, flash bangs, and even batons by police. Thank you very much for your time. What did you think of what unfolded there last night . We were very shocked and quite frankly outraged that people who were not violating the curfew, and who did not seem to have provoked attack, were attacked in a move out by the federal Law Enforcement officials who were directed to clear the way for the president. Why do you think police did that . I think thats the direction that they were given and certainly we imposed a 7 00 p. M. Curfew last night. We wanted to make sure that our metropolitan Police Department could ensure that people could exercise their First Amendment rights, but also protect our city from damage and destruction that we had seen the night before. But at no time do we think it was appropriate that people who had not violated the curfew or anything else receive that treatment. So were those d. C. Police doing that . No, the federal government was is responsible throughout the last days of protecting Lafayette Square and the white house. Why do you think President Trump felt the need to go extreme measures of clearing that path and having federal Police Officers use batons and tear gas on protesters so that he could go in front of a church that he then did not go inside, he stood in front of. Why do you think those measures were necessary . I cant really comment on that and what made the federal authorities think it was appropriate to clear the way for that purpose. Certainly we want our demonstrations in washington, d. C. And every part of washington, d. C. To be safe for the demonstrators, but also safe for d. C. Residents and d. C. Businesses. And i think it just shows, and it shines a light for a lot of americans who are asking questions about washington, d. C. That washington, d. C. Is not a state, and thats why we have been fighting for statehood for washington, d. C. And we will continue to do so. A lot of people dont know that there are federal police here each and every day, and largely our metropolitan Police Department works hand and hand with u. S. Park police and the fbi and the secret service to make sure that federal properties are safe and secure and so that is a largely cooperative experience and sadly yesterday we saw what could go wrong in that case. I do want to ask about those hand and hand agreements between d. C. Police helping out federal authorities and federal police because yesterday the Arlington County police chief who said he also has an agreement, an arrangement like that with federal authorities, chose to pull his Police Officers out and bring them back across the bridge and says today theyre rethinking those agreements because they felt that they were being used in a compromised position, that they werent comfortable with, with having to hurt those protesters. Would the same be held true of d. C. Police rethinking that arrangement . We didnt request any assistance, d. C. Police did not request any assistance from our neighbors. And we do have throughout the National Capital region arrangements to assist each other if we if there is ever a mass event that requires additional policing. We havent taken the step of requesting that assistance from around our region. And we havent requested assistance from other states. And so what we what we know, there are legitimate reasons for d. C. Police to request assistance from our neighbors, but we havent done so in this case. The president is threatening to use active military troops to quell the violent protests. And so do you need that help in d. C. . Last night after curfew there are still some reports of some looting, i know some officers were hurt, do you need some assistance . We dont think the active duty military should be used on american streets against americans. Why . It is an inappropriate use of our military. And we have police in washington, d. C. , we have federal police in washington, d. C. To focus on the federal properties and that is an appropriate use. Police have policing power. And bringing in the military to police work is inappropriate, in any state, in the United States of america, without the consent of the governor and it will be inappropriate in washington, d. C. D. New information this morning on the two autopsies of george floyd. Experts hired by floyds family and the county medical examiner, they both conclude the death was homicide, but they differ on what caused it. Cnn chief medical correspondent dr. Sanjay gupta joins us now. Sanjay, what do we know about the differences here . Yeah, there is some key differences here. Let me show you the specific language, first from the Hennepin County and you remember there was sort of a couple of lines that were released initially on friday. This is still a summary, so it is not the complete report. Manner of death, which is in the middle of the screen says homicide. Thats the thing in common between this official report and the independent one. But the top line cause of death says cardiopulmonary arrest complicating Law Enforcement subdural restraint and neck compressions. Their saying mr. Floyd had a cardiopulmonary arrest while being restrained. They list other significant conditions including arterial sclerosis, hypertensive Heart Disease, fentanyl intoxication and recent meth use. They dont say those are contributing causes, they say theyre significant conditions. Let me now show you the independent report, this came out yesterday as well, dr. Michael baden who does a lot of these types of examinations, along with dr. Alicea wilson from the university of michigan who runs autopsy there did this independent one and manner of death, homicide, common thing there, cause of death they say here is due to mechanical asphyxiation due to compression of the neck and the back, in other significant underlying problems here including underlying disease of the heart. There are some distinctions here. I will say, i listened to the entire briefing by dr. Michael baden and dr. Wilson and it was quite detailed and not equivocal. They say there were two points of compression on mr. Floyd, one on his neck, one on his back and they say they both contributed to his death. They say that mr. Floyd became unresponsive, three minutes and 50 seconds into that expressicon as well and there was physical evidence this caused a problem, he had significant abrasions on his face, things like that. And in the end, they also say there was no other underlying cause here. They say that he did not receive cpr at the scene, but when he got in the ambulance, cpr was attempted, one shock was delivered to his heart, but after three minutes and 50 seconds they say there was no evidence that mr. Floyd was responsive or regained a pulse at that point. It was quite detailed. There are some points of distinction here, but homicide is the common denominator. Sanjay what about that fentanyl, the evidence of fentanyl . Thats a powerful drug. Do we think that it will be revealed that that somehow contributed . It is interesting, i asked about that as well. So the independent one they said there was no other contributing cause here, including any kind of intoxicants or whether or not the Heart Disease actually played a role. Obviously youre seeing Something Different here, but it is saying significant factors, it is not saying contributing factors, it is not saying causes. I dont think so. I can tell you as well that the initial results that come back from the labs usually are just do you have it or do you not have it . It takes a while to validate those lab tests and to determine the quantity of the substance someone had in their body. I dont think they know that part of it yet, alisyn. So we will see. There may be more information still forth coming. Sanjay, you know, you cant help but watch these protests and think we are still in a pandemic right now. There are a lot of people out, awfully close to each other, at length. When might we or how might we see some of the impact of that . Yeah, i mean, this was the topic of conversation yesterday, certainly among a lot of Public Health officials, i mean, recognizing obviously these protests and the need for them in some way, but also the Public Health concern. A few things sort of came out. We talked with the distance that people are between each other, you know, we talked about six feet, we talk about the environment being outside is going to be helpful, the duration people are next to each other, 15 minutes counts as a close contact. We dont know. There is lots of different environments. People may not have been spending that much time in close proximity even though they were clustered together. It will take a few weeks, john, as you know, between time of exposure to the time that people may get tested, time that theyre going to get sick. That they will get sick. So we may not see the impact of this for, you know, three, four weeks still in terms of overall infection rates and hospitalizations that people do need hospitalization. Were keeping an eye on it. I think it is also it is one of the weird things because were going to learn a lot from this as well. Masks may make a bigger difference than we realize here. A lot of people were wearing masks.
