President of the United States himself rolled out a few weeks ago. But what is happening is the pressure is getting to donald trump. You can see it in the nonsense tweets this morning. So he as his poll numbers decline, he feels the need to rapidly push for a reopening, even though many states are not meeting those guidelines and you still have a significant death toll, significant case numbers. Now, some good things are happening. Testing is increasing. The Positivity Rate is declining. But this hearing today is going to make an impression on the American People in two ways. One, theyre going to hear the words that anthony fauci, the warnings that fauci, robert redfield, stephen hahn of the fda will offer. It is the form of the hearing, it is going to be chaired by lamar alexander, republican from tennessee who is going to be asking questions from self isolation. One of the Staff Members has the coronavirus and the three top scientists, hahn, redfield and fauci, are also going to be testifying from isolation because of their exposure to aides within the west wing who have been tested positive for the coronavirus. That is going to deepen the numbers that we saw, in the new cnn poll, 80 of the American People are concerned about reopening too fast. It is striking that america will actually get to hear from the person they trust on coronavirus today. According to the new cnn poll, we asked americans who they trust when theyre telling us what is going on with this pandemic, and dr. Anthony fauci outranks the president , you know, gets twice the level of trust of the president. 67 , the president is at 36 . So i guess my question, john, is how much of the attacking the press yesterday at the news conference, how much of these tweets, how much of the look at china stuff were seeing is to distract us from what dr. Fauci will testify to this morning . Reporter well, i think there is some distraction, but it is also a reflection of the angst that the president is feeling about his political prospects and the sense of censure hes feeling from the American People. You see those numbers, majority of the American People think that hes done the federal government has done a poor job in handling this pandemic. Only 36 of the American People in the cnn poll say they trust the president. Thats consistent with other issues. A majority of americans have said throughout Donald Trumps presidency they believe hes dishonest. Now that the stakes are really high with this pandemic in both Public Health sense and economic sense, that is all the more damaging to his reelection prospects. Sanjay gupta and cnns Senior National security analyst lisa monaco, we should note lisa serves on joe bidens presideVice President ia vetting committee. I know you have over the past couple of months parsing dr. Faucis words as he has sort of tried to thread the needle between being diplomatic and giving us the facts. And so the idea that this morning he is going to issue this warning, hes going to say that if we open too soon, there will be needless suffering and death. What does that tell you about how he is sort of breaking with the white house message . Well, you know, if you look back at going back to middle of last month, they released gating criteria, for reopening the country, and he was sort of saying the same thing back then, one thing about him is hes been consistent, youre right, alisyn, hes careful, sometimes to not directly contradict the president. The fact of the matter is hes contradicting the president. With what he says. And one hand you know youre hearing the country, we have prevailed, with regard to testing, dr. Fauci is saying, no, were not there yet. If you start opening it up, because you havent gotten to where you need to be with testing, you know, things could happen that are going to be very negative. People could get infected that otherwise wouldnt, be hospitalized that otherwise wouldnt and even die. I think dr. Fauci is going to get some tough questions today about all sorts of things with this response over the last several months, but i think, you know, his message if you go back and look, and, you know, i listen to every single one of his speeches that hes given about this, he has been consistent with regard to why the gating criteria exists. There will be new cases. We got to prevent them from going into exponential greth ow and heres how we do it. I think that it is also alarming to hear that if we reopen too soon, and the majority of states are reopening this week, that it will take longer to get back to normal. States are hoping that by reopening they can get back to normal. Of course they need to revive their economies. Of course they need to have their people get paychecks. But the idea that dr. Fauci says that it is actually going to have the reverse consequence and it is going to keep us from getting back to normal, i mean, that really got peoples attention this morning. And it should. Look, i spent hours in the situation room with dr. Fauci when i was Homeland Security adviser, dealing with ebola and zika. Hes driven by science, by facts and thats what hes going to look at. As he looks across the United States and sees states opening up, even as theyre not meeting gating criteria, that was set out by the white house as sanjay points out, over a month ago, of course thats going to concern him because why . It means that if theyre not meeting gating criteria, they may not have the testing and tracing capacity in place to identify the virus, to isolate those who are positive in their communities and thereby ensure that were not going to slow that spread, which we have been working so hard over the last six, eight weeks to do. So im not at all surprised that dr. Fauci is going to deliver a very clear candid and factbased message. We have seen him do that before. It was weeks ago testified that the and acknowledged what is palpably true that the approach to testing by this administration, particularly at the early stages, was a failing and he said it quite plainly and quite clearly. Sanjay, President Trump, as you heard in the previous report, has been on something of a twitter roll this morning. He appears trying to he is either distracted or trying to distract us because hes not talking about the pandemic, hes talking as we heard, hes retweeting about rose mcgowan, hes trying to concoct some new accusation against president obama, hes tweeting about his campaign, and, you know, when you compare that to the new cnn poll that is out showing how americans are are feeling about this pandemic right now, it doesnt you dont get the impression they feel as though they are in good hands. There is nothing more important in the country, in the world right now than dealing with this pandemic. Youre about to have three of the Top Health Officials in the country who are going to be testifying from quarantine, the top Infectious Disease doctor, the head of the fda and head of the cdc. It is an extraordinary moment. And there is going to be some tough conversations that happen today, that need to happen. What happens with testing. We improved but why did we get into this so late. Why do we look at models that dont seem to reflect the reality of what is happening in this country. Where are we with therapeutics. Where have there been back and forth with respect to cdc guidelines. Why could the cdc guidelines that could help people decide whether or not their kids can go to school this summer, what is going to happen with just life in general, why arent we seeing these guidelines from the epidemiologists that are widely regarded as the best in the world at doing this sort of stuff. There have been a lot of you talk about the response overall, but when you start to look at the tentacles and facets of the response, there is a lot of open questions that have not still been answered. Even going to remdesivir, showed some effect against the coronavirus. We still havent seen the data on that study. Should that possible that still after so many weeks we havent seen the data on things . My point is, there is a lot of really important stuff happening. And today is a very, very important day, Everybody Needs to be i dont think there is anything more important in the world right now than what is happening here. Lisa, last night, senator Mitch Mcconnell said something that i am sure made your head explode. He basically sort of rewrote history, based on everything that you have told us, about your time in the Obama Administration and how the administration attempted to prepare the Incoming Trump administration for what this would look like. Let me play for you senator mcconnell. We want to be early, ready for the next one. Because clearly the Obama Administration did not leave to this administration any kind of game plan for Something Like this. What is senator mcconnell talking about . I dont know. Look, because the statement was made by the republican leader, in in we did leave a plan it was called a playbook, it was 69 pages long. It was developed by the career staff in the National Security council, asked i asked along with the National Security adviser, we asked our staff to prepare that playbook for the next team. Why . We wanted them to have the benefit of the lessons we learned during ebola and zika. 69 page playbook, it was pretty much a paint by numbers aapproach to how in the National Security council, in the white house, you should respond to a pandemic outbreak. We also that playbook, by the way, was, of course, ignored. The Obama Administration left a preparedness office, staffed by career professionals whose job it was to spend 24 7 thinking and planning and preparing for exactly the scenario. What happened to that office . It was disbanded in 2018. We left a program called predict. Yes it was called predict. Its job, out of the cdc, was to Work Overseas including in china to stop epidemics before they become pandemics and to stop them before they get here. What happened to that program . It was defunded. And finally, alisyn, the fact is i spent hours in an exercise during the transition along with my colleagues in the Obama Administration, sitting side by side, with the Incoming Trump Administration Team walking through a pandemic scenario. Going step by step to say, here are the things youre going to see, here are the issues youre going to confront, here are the things you should be thinking about. We didnt give them an answer key to deal with this really incredibly challenging set of events. But we did say here are the things you need to be dealing with and thinking about. So, yes, we left a plan, it was a playbook, we left a whole infrastructure that unfortunately has been ignored and dismantled in response to this pandemic. Im so glad youre spelling this out for us. I think Everybody Needs to hear how you try to prepare the Incoming Trump administration, and this wasnt just for fun. This wasnt just an interesting academic exercise. We heard that president obama was particularly anxious. Kind of personal anxiety about the idea that there would be a Global Pandemic and so you all tried to button this up as best you could. And, again, lisa, just one more time, at the time were they receptive to what you told them or did you get the look, there were some people, my successor who came in as Homeland Security adviser, tom bossert was very focused on this issue, he worked on these issues in the bush administration. And had been part of preparing a Pandemic Response plan. He was very focused. He of course was fired in 2018 and that office, the job i used to hold, was basically erased. There were others in that room during the transition who i think were focused on these issues or taking in at least the discussion we were having. Thank you very much for being with us. You called on dr. Fauci to, quote, let it rip. Okay. We are told this is what hes going to say. Hes going to say, if we skip over the checkpoints and the guidelines to open america again, we risk the danger of multiple outbreaks throughout the country. This will not only result in needless suffering and death, but would set us back on our quest to return to normal. How does that align with your notion of letting it rip . I think thats pretty good. It is a sharp and direct contrast to what President Trump has been trying to tell people, which is just go out there. Fauci has a huge amount of respect. And it seems at times hes muzzled by the president. The president is always lurking over his shoulder. This is the first time we get to hear him without the president looking over his shoulder or cutting him off or cutting the reporter off who asked the question as he does frequently as you and cnn saw yesterday. And so what do you need to hear from him . What we need to hear from him is how careful should we be . He seems to indicate in his Opening Statement we have to be very careful. You know, they dont have adequate testing. They say they have, you know, yesterday the president got up and he said hes accomplished his mission, not soe at all. The white house has adequate testing. Everyone in the white house gets tested. We will not get back to normal until we have enough tests not just for those who have a high fever and trouble breathing, but for everyone. In new rochelle, the first town, city, that went into quarantine, i called the mayor, i said, what do you need . He said if i had enough tests to test everybody, i could give each person in new rochelle a test, those with corona would stay inside for two weeks, the others could work, shop on the streets, thats what we need in america, thats what other countries have done, thats why theyre much more quick, theyre back on the path. Fauci needs to tell us that very directly. He needs to tell us the fact that we have to be real careful or this will come back with a vengeance and wont go away as quickly as it would. And i hope he will import to the president , in a gentle way, thats how he does it, to get more testing done. We dont have enough tests and fauci by all indications in his body language and Everything Else agrees with that. I think prevailing on testing, are you suggesting we test everybody . 350 million tests. Dr. Fauci doesnt say we should do that and no nation has tested everybody. The koreans have tested close to anyone who needs a test, anyone who is going into an area where there is contact with a lot of people, in very many more occasions than we do. It is estimated that for instance, canada has more tests per capita than we do, a country like us. I am saying that there have to be many, many more tests available so that people feel safe. We can open our small businesses, but if people dont feel safe, theyre not going there. Preliminary indications are georgia, a state where the governor just said everyone can go everywhere, no one is showing up, very few people are showing up, we need much more testing to give people the confidence that they can go out, go back to their normal lives without and that means not 300,000 tests a day, but it means millions. It does. It does. Just to be clear, we are testing more per capita at this point than south korea, that does not mean at this point. I understand, i understand. When south korea had the virus at its peak, they were testing many more per capita than we did. Now their testing has gone down. If we have enough tests and get to that stage, ours could go down eventually too. In a way it is impossible to fix can you hear me okay . Now i can, yes. What is the difference i want to move on after this, what do you think the difference is twenty messa the message were getting from dr. Fauci and the message were getting from the white house. President trump has been like an ostrich in this whole crisis. He thinks by saying something, it becomes true because he wants it to happen, not that it will happen. He said it was a hoax. He said it will go away soon. He said warm weather. Two months ago said everyone who wants a test can get a test, that clearly wasnt true. Dr. Fauci is a truth teller. Thats his reputation. It seems he has sort of muted the truth some in the presence of the president to maybe admonitions privately from the president , he has to tell the whole truth here. The president does not like the truth. He likes a story that helps his own ego on the day he tells it. And that had severe consequences for this country. I want to ask you about the plan were going to get from democrats in the house of representatives for a new round of relief. What do you want to see in this plan . What do you need to see in this plan . I think this plan will see from the house will be big and bold, to match the crisis we have. We have more people unemployed than at any time since the great depression. We have businesses closing up, minute by minute, even second by second. We have people not able to feed, those lines and long lines of people in cars going to food banks, people who never had to show up at a food bank before it very touching and moving. And so we need a big, bold plan. And when President Trump says, oh, hes going to sit back and wait, when leader mcconnell says he doesnt see a real need at this moment, theyre behaving like Herbert Hoover before the great depression. The stock market crashed, Herbert Hoover, blinded by his ideology, said let the private sector take care of this. And his inability to move big and bold greatly deepened the depression. We need a big, bold plan now and if President Trump is not going to lead us, i think that Speaker Pelosi and democrats in the senate will do just that. What do you say to senators like rick scott and others who say we dont want to bail out democratic states or cities that have problems outside of coronavirus . Maybe with their pension plan. That is such political cheap talk. A fireman in new york who gets laid off because his government doesnt have enough money is no different than a fireman in florida who gets laid off because his government or her government doesnt have enough money. When you talk about government, it is not an abstract concept. It is local government, state government, the police men who protect us, the firemen who keep our safety, the food inspectors, the bus drivers, day to day people, had they awhen they are theyre hurting, themselves and their family and it is hurting the economy. Of course we have to help every state that needs help. And if some state ofs are blue and some of the states are red, so be it. It is an awful way to look at it in a partisan way. Thats what the American People want us to avoid. President trump does it and senator scott seems to be repeating it. Were seeing something unusual in addition to this testimony from dr. Fauci, the Supreme Court will hear arguments about whether or not congress should be able to see the president s taxes and criminal investigators should be able to seat president s tax returns. What are you going to listen for from the Supreme Court justices today . The tax returns have something in common with the coronavirus. That is President Trump wanting to hide the truth. I think for 40 years every president has released his tax returns. What is President Trump hiding . The American People have the right to see this, hes not an ordinary citizen anymore, the president of the United States and people have a right to see what he invests in and what he doesnt so they can see if hes making impartial decisions. I hope that the Supreme Court will step up to the plate. I hope they wont be political. I hope they will say that these tax returns belong to the American People because we need, on this issue, like on so many others, truth, not what the president wants us to believe, but the truth. Why are we not at halftime as so many people seem to feel . Yeah, well, what is happening right now is were focused on this moment of reopening, coming off what is the first wave f. U if you look at the historic wave of the pandemic, they last for months and months. Currently we estimate that somewhere between 5 to 20 of the u. S. Population already has been infected with most of the country closer to that 5 range. This virus will continue to transmit very effectively until get to 60 or 70 of the population infected and then will only slow down. So with all the pain and suffering and death that we have had so far, i think were only literally in that very, very early innings of this and what is really concerning to me is were not planning for what could be a large wave of cases later this summer, this fall, or the ongoing number of cases for months ahead. And so to hear this proclamation of victory is very short sighted and well pay a price for not being better prepared even in the months ahead. The historical analogy that people use, of course, is the 1918 spanish flu. And do you see this covid19 as following that same trajectory because 50 Million People were killed with that. Yes, and we put out a document several weeks ago from our center which laid out a series of scenarios, were not sure if this is going to act le like a flu virus but it has so far. We saw very, very large numbers of illnesses and deaths in cities like new york and chicago. And yet we had cities like minneapolis, detroit, baltimore, boston, philadelphia, that had no activity at all. Much like we have seen in this country and around the world. Italy wasnt hit, northern italy was, southern italy had very few cases. What were concerned about is that then in that 1918 situation cases more or less disappeared after that early first wave of several months. Only to come back with a vengeance several months later. My biggest fear right now is cases start to go away. Not that we want anyone to become infected or get really sick with this virus, but it would suggest to us that maybe we are just getting ready for the opening round of a very large wave this late summer or fall that could be much, much larger than anything new york had seen or many other places around the world. Thats a concern to us if 1918 holds as a model as it has so far. It must cause you great anxiety to see so many states and so much of the country reopening, given all this, but what is the answer . You cant ask people to stay inside for the next year, people need a paycheck, so what is the answer given what you know about how these things travel . You hit the nail right on the head. What we have to do is understand we cant live with the guardrails, the guardrail on one side is we lock down for 15 or 18 months and hope we get a vaccine. That then can get us to the 60 or 70 level from vaccine protection. On the other side, we have, well, lets just go back to life as we know it, and i promise you we will bring down our Healthcare Systems in this country many, many, many hundreds of thousands if not millions of people will die, the Healthcare System will not be there for people who have heart attacks, strokes, any other conditions also and unfortunately many healthcare workers get sick and die. Thats not an acceptable guardrail either. So what we have to do is find that middle ground. I call it threading the needle with the rope. How do we release into every day life those people who are younger, have a much lower risk of having serious disease and dying, and at the same time help protect the population that is at risk. Which is a challenge. But the bottom line ignoring this discussion is not going to get us anywhere. This virus is acting on virus time and it is acting on virus gravity. It will infect us and we have to understand our plans have to account for that. What is our hospital preparedness today if we saw a peak in new york city, not what we saw, but one three times higher. What is our capability of handling that. And were not having that discussion right now. Thats what we have to have. Developing story out of georgia this morning, cnn affiliate wsb is reporting new details of the autopsy report in the shooting death of Ahmaud Arbery, shot and killed while jogging in georgia. Cnns Martin Savidge joins us now from brunswick with all the details. What have you learned . Reporter good morning to you, john. The autopsy of Ahmaud Arbery was conducted on february 24th, one day after the day he died. What it shows is that he was hit three times by shotgun blasts, twice in the chest, one in the upper area, one in the lower area and also grazed with one arm and shows that there were no drugs or alcohol in his system at the time at which he died. So this is all consistent with a video that we have seen, but when is tru what is truly amazing is what changed in this case in just one week. This is the video that changed everything in the Ahmaud Arbery case, the one showing his death. From the moment it becomes public, the investigation that for ten weeks seemed to be going nowhere takes off, shock and outrage bring protesters to the streets. Arberys family calling their son a victim of hate. He didnt bother nobody. Always minding his own business and thats what he was doing when he got killed. When he got lynched. Thats what he got, lynched. Reporter the governor offers to send in state Law Enforcement. The next morning, Georgia Bureau of investigation agents are in brunswick, and in two days they did what local authorities did not do in two months. Agents from the Georgia Bureau of investigation affect waiting an arrest on two individuals, greg and travis mcmichaels, charging them with both felony murder and aggravated assault. Reporter ironically, the case that early on moved at the speed of molasses started because Ahmaud Arbery loved to run. Ahmaud had amazing speed. I mean, just straight fast speed. Reporter his family says the 25yearold was in the neighborhood february 23rd jogging. This newly revealed Surveillance Video shows he stepped into a home under construction, looks around, leaves and begins to run. Some residents say the neighborhood has seen a string of break ins but cnn found one Police Report for theft. In the last four months. Arberys presence triggers calls to 911. Someone is breaking into it right now . No, it is open. It is under construction. Hes running right now. There he goes right now. What is he doing . Hes running down the street. According to the initial Police Report, Gregory Mcmichael is standing in his front yard and sees arbery, quote, hauling down the street. Mcmichael who is former Law Enforcement and his son travis grab a handgun and shotgun, jump into their truck and begin following arbery. Police report says Gregory Mcmichael stated he and his father tried to cut arbery off twice and mcmichael said another man, William Roddy brian, in a separate vehicle, tried to block him, but all were unsuccessful. Eventually, father and son used their truck to block his path. Travis mcmichael is on the Street Holding a shotgun as arbery approaches at a joggers pace. Roddy brian catches video of the encounter. After three shots, a wounded arbery stumbles and dies in the street. Brian shares the video with police that day. The first or the second officer on the scene, you know, he invites him to sit in his car. And they watch the video together. According to jay peter murphy who has spoken to officers who were on the scene that day, police call the District Attorneys Office for advice. The same office where Gregory Mcmichael had worked for years. I believe there was direction from the District Attorneys Office to not execute arrests. Reporter that all changed may 7th. But even with the arrests, public frustration continues. Many want those responsible for handling the case in the beginning to either resign or be fired. He was robbed. Reporter there was also demands for a third arrest, of William Roddy brian, the man behind the video who arbery supporters accuse of working with the mcmichaels to capture arbery. If he had not videotaped that incident, the only person who really could speak to what happened is dead and well never have that opportunity. So that video is the prosecution. Reporter last night, brian is speaking out to cnn. Yes, sir. If it wasnt the tape, we wouldnt know what happened. And how do you feel about that . We all wouldnt . I would. I hope that it in the end brings justice to the family and peace to the family. Reporter cnn made repeated attempts to reach the mcmichaels and their family but has not been successful. Even with the recent events, supporters of Ahmaud Arbery and their family say theyre on the first steps on the road to justice and theyre in it for the long run. Recapping that breaking news now that we started with, the autopsy report that is out with Ahmaud Arbery showing he was struck three times, which coincides with the video where you hear three shotgun blasts, two into the chest and one grazing his arm. The gbi is say it is going to investigate this case, not just the case itself, but how it was prosecuted as well. There are many questions about potential conflict of interest. John and alisyn . Well, you know, if you back up even one step further, you know, the Vice President should be in quarantine. Which is, i know, a jarring thing for people to hear, but one thing to keep in mind is that the person who tested positive is someone who is his press secretary and who he had, you know, probably significant amount of contact or was in close enough proximity. We know that dr. Fauci, dr. Redfield, and dr. Hahn were all part of the Coronavirus Task force and had what they called low risk exposures to katie miller, the president s Vice President s press secretary, decided to quarantine themselves or have some sort of modified quarantine. Thats significant. These are obviously three of the top docs in the world with the Coronavirus Task force. The Vice President needs to be doing the same thing. Like, even if they know the specifics in terms of six feet away and they know that people should be isolated, isolation means you now have been diagnosed with the virus, you need to isolate yourself. Quarantine is for people who dont necessarily have the virus, but are at some risk and because they have come in contact with somebody people are understanding these terms, i think, better than before, but still in many places maybe not taking it seriously because were not seeing other places or other people take it seriously. I mean, i will say this now, at the white house, theyre doing really robust testing. There are people getting tested every day. People should Pay Attention to that. Look at what is happening to the white house and ask is that happening where you live or could it happen where you work or whatever the question may be. Theyre doing aggressive contact tracing. Figuring out all the people that came in contact with the people who were infected and then suggesting they quarantine. Again, three of the nations top doctors are in quarantine right now. Just let that settle in for a second. And then theyre doing this, you know, this maintaining the physical distancing, which is what we heard so much about. Thats whats happening there.
