Heres michigan. This is where hundreds of protesters stormed the capitol. Some of them carrying guns. They demanded an end to the state of emergency that the governor just extended through memorial day. Then over in georgia, there was this mock funeral procession outside of the State Capitol. They were protesting the governors order to reopen because they think that that puts their lives at risk. John . This morning, cnn learned the white house is now reviewing a draft document from the cdc. It details how businesses, schools and others should handle reopening. Dr. Anthony fauci said that states face a significant risk if they reopen too soon, especially where the cases are still spiking. A new report predicts the pandemic could continue to spread for up to two years. This report says we would need 60 or 70 herd immunity to get it under control. That means 60 to 70 of us need to get it and recover from it to get the pandemic under control. On the hopeful side, dr. Fauci suggests a potential vaccine could be available by january, if, if everything goes well. We want to begin with professor of the Infectious Disease at Vanderbilt Medical Center and lisa monaco. Lisa serves on joe bidens Vice President ial vetting committee and his pandemic advisory group. Dr. Schaffner, i want to start with you. This is no longer a debate about if the United States and states are going to open up. They are. More and more every day. The question is, how at this point. How do you assess that . Well, john, youre exactly correct. Its no longer a matter of if, its whether and how soon how soon and how. This is a little like a tightrope walker. Youre walking across the tightrope holding that big pole trying to balance the medical side with the cultural and financial side. Incidentally, those tightrope walkers walk very slowly. I think thats the way we need to go. We need to maintain social distancing activities while were slowly opening up and seeing how things work. Because dr. Fauci is exactly right. The virus is out there ready to be transmitted and if we go out and about and try to turn the clock back to what was the old normal, we will have more cases. So slowly and carefully, please. Hmm, i hope people are heeding your warning. Im not sure that this sort of haphazard piecemeal approach is following all of that. Lisa, i want to talk about National Security. Weve talked about the Public Health crisis that this is and certainly the economic crisis that this is. But yesterday was the first time it dawned on me, im sure it dawned on you months ago, this is a National Security crisis. Because you start to see in these pockets of places, michigan and georgia just two examples, the simmering stress that people have been under is now kind of coming to the fore. In michigan, armed protesters, a small relatively small group showed up and went inside the capitol because theyre so angry that the governor there is extending the stayathome orders. These are people who want to get back to their lives. In georgia, there was a quieter protest of hearses. Theyre angry that the governor is reopening their state. What do you see from a National Security point of view . Well, alisyn, youre right. The pictures and the clashes really show the chaos that weve had to endure and the patchwork approach that the states and the governors are taking as they do this balancing that dr. Schaffner rightly pointed out. Look, what it cries out for is leadership and clear guidance. Thats what weve been lacking. Now, look, a couple of weeks ago the white house did issue a set of modest guidelines about reopening america. And it set out some gating criteria. The question really should be from a Homeland Security perspective, Public Health perspective, how do we open up responsibly . How do we resume responsibly . It seems to me theres two factors to be considering. How do you do so while giving confidence to people that they can go back and go about their daily lives safely and how can they do that while minimizing the spread of the potential for resurgence. Questions like should be asked by governors and by Public Health officials and frankly by citizens. Have you met those gating criteria . Has there been a sustained decrease in new cases . Is the number of deaths on a daily basis going down . Do states have the capacity to test, to trace and then to isolate those pockets of resurgence . If those questions cant be answered affirmatively, weve got to wonder whether you can open up safely and resume and give people confidence. Thats what its about. Otherwise, youll see these boiling protests and thats really concerning. Both from a security perspective and of course, from a Public Health perspective. The 14 days of declines in new cases and deaths and things like that, they arent they may be a gradual, general decline, but when you look at these, its pretty clear to us that theyre not meeting relatively vague guidelines. Dr. Schaffner, the things im looking at are the daily death counts here. Still higher than 2,000 people, new report of deaths in the United States every day. Thats been the way for 14 days. New cases hovering around 30,000 new cases every day. I do wonder, again, as the states and the country is making the decision to reopen, have we decided just to accept 2,000 deaths a day Going Forward . What does that mean . John, you are stating the issue very, very clearly. Most people dont want to state it in such stark terms. But i think there is an undercurrent that accepts that notion. Namely, were actually owe blienged to start returning obliged to start returning to commercial activity because there are so many people that are hurting who are without any kind of income and were just going to have to deal with the collateral damage. Thats a very harsh statement, but i get a sense of some of that. Thats why i caution, please maintain the social distancing because otherwise we will see a second wave, another surge of cases as we start to interact with each other. Keep the mask, keep the mask, keep the sixfoot distance. Keep your hands clean all the time. Dr. Schaffner, i want to ask you about that daily death toll. Because we have been staying at home for the past month. People have begun Wearing Masks outside. I know that the death toll represents a lag time and that these are people who got critically ill or just sick three weeks ago or two weeks ago. But we were already staying inside then. We already had the guidelines about hand washing. Why do you think the death toll is staying so stubbornly high . Well, as you say alisyn, first of all, it is a lagging indicator as they say. You become infected and then i have to say this. It takes a while for you to die if youre going to. However, although many of us have been staying home and being careful, all of us havent. This is such a communicable virus, its so contagious that if we let up in any way in our social distancing activities, were going to see another surge. This virus has continued to be transmitted in our communities. Lisa, to what extent do state leaders and the national government, federal government need to be nimble here . It probably is too much to ask for a governor to come out and say weve accepted that hundreds of people are going to continue to die. I dont expect that level of brutal honesty. But if they do see the numbers spike, what happens then . How much do they need to level with the people and what level of public trust is necessary . So they absolutely need to be leveling with the American People. The first thing you learned when i started as Homeland Security adviser in the white house and worked through the ebola crisis, one of the things we learned is youve got to communicate clearly, consistently and credibly with the american public. Because youre asking them to do a lot through a crisis. You need their confidence. The only way you get that confidence is by communicating clearly and credibly. So i think the governors do need to be being transparent and being very clear. Yes, indeed, they need to be nimble. I go back to those guidelines that were issued a few weeks ago. We talked about the gating criteria. It also talked about if those gating criteria arent met or if theres slippage and a resurgence, having to go back through the gates. Absolutely there needs to be nimbleness in the response and youre going to need cooperation from the public to do that. And that means being transparent and being clear. Dr. Schaffner, i want to talk to you about something dr. Fauci said at the cnn town hall. Weve heard there could be and in fact we should expect a second wave in the fall and winter. I think that dr. Fauci put a slightly different spin on it. More optimistic one where he said he didnt think it had to be as ferocious as this current wave because it might not kind of spread with the same wildfire quality that it has this time around. Your thoughts on that . Well, i hope dr. Fauci is right. I find myself more conservative than he is, which is surprising. You see a very large majority of the United States population remains susceptible to coronavirus. Were not going to have socalled herd immunity, which interrupts the transmission or reduces the transmission of the virus until a very large proportion of our population is immune. So this virus still has much opportunity to spread. We need that vaccine. I hope dr. Fauci is correct and optimistic that we will get a vaccine soon. Im not sure it will be available quite as soon as he hopes. But nonetheless, the deployment of a vaccine will start to reduce the transmission. He says by january of 2021 maybe. As we all know, its hard to get everything perfect. Lisa, not to be too grim here, but is the issue now that weve proven that 2,000 deaths a day, 30,000 new infections oent overwhelm our Health Care System if the goal in staying at home was to create capacity in the Health Care System. Have we created that capacity. Are we now deciding that you know what, we can handle this level of death and infection without overwhelming the system . Im not talking about our hearts and souls here. Thats a different matter. Im talking about the system. Well, i think it really remains to be seen, john. It really depends on where youre talking about. We know, for instance, that different Health Care Systems and different hospitals, different localities have faced different pressures and im sure they wouldnt all say that theyve got everything they need today. On the testing front, we know that even as testing and lab capacity has come has increased and come online, youve had supply chain concerns with the ability to actually take those tests. So i dont think this is a situation where weve determined weve got all that we need and that we should just accept our current level. That would be quite a grim statement in my view. This is yesterday. These are protesters. Some of them had guns. And youre allowed to bring those into the State Capitol in michigan. What was it like while that was happening inside . Quite a scene in lansing, michigan, inside the capitol there. Protesters shouting about that states stayathome orders. Some of them are armed. They clearly want the stayathome orders to come to an end. Michigans governor extended it to the end of may. Joining me, two people who were there. Michigan state senator, dana mull hanky and ann i want to start with you and post a tweet that you put out yesterday. An image of what was going on inside the capitol. You can see the armed men above you. You said some of your colleagues were actually wearing bulletproof vests. What was it like for you yesterday. I was for about 20 years before i became a state senator. I am no wimp. But what i saw at work yesterday at the michigan State Capitol, which was a bunch of men in the balcony of this chamber carrying rifles, im not embarrassed to say that i was afraid. One of my colleagues who is a did not feel safe because the day before she introduced a bill banning the Confederate Flag on michigans capitol grounds. So she was wearing a bulletproof vest. I want to note, it is legal for people to carry firearms inside the michigan State Capitol. So they werent breaking any laws there. You cant carry signs. But you can carry guns. Anna, youve covered a number of protests over the last six weeks in lansing. What did you see yesterday and how did it compare to what youve seen before . Yesterday it was an angry protest. Michigan is pretty tired of stayathome orders. Were all tired. Over a Million People have filed for unemployment. People want to get back to work. Ive seen a lot of threatening signs. There was a lot directed at Governor Whitmer. Tyrants get the rope. Witchmer, all sorts of things. That was the protest outside. They had to signs are not allowed in the capitol. Once it got into the capitol, it was a yelling match outside the chambers. I understand you got hit in the head with a rifle . What happened there . I did. I believe it was an accident. But i got in the thick of things. I was standing next to someone. I also looked at footage of them swinging around the whole time on their back. It had a strap. But yeah, i was just in the wrong place at the wrong time. I wasnt being careful with their weapons. Senator, michigan has the third highest number of deaths in the country from coronavirus behind new york and new jersey. Obviously, its having a big, awful impact there. But there is also pressure to reopen. So how do you juggle this . You know, i understand peoples frustrations who want to get back to work. By far the most calls we get to my office are calls pertaining to unemployment claims. But Governor Whitmer is right to look at facts, data and risk analysis as she makes her decisions about how to safely open michigans economy. I have complete trust in her leadership. Of course the big stick, right . Do you need to do things differently in different areas, for instance, the Detroit Metro area, does that have to be under a different set of guidelines as opposed to the u. P. Where i have family. At the university of michigan and shes consulting them as she makes decisions about how to roll out a safe economic opening. It could be regionally starting with detroit or ending with detroit. I dont know. Anna, it is interesting. You have noted that yesterday and the pictures grabds a lot of people with firearms inside the State Capitol. Actually a smaller protest than the one a few weeks ago. These are just a smattering of people and when we look at the polls lets take the pictures down. I dont want to mislead the point im making. As we look at the polls, i assume its the same in michigan, the vast majority of people, in some cases between 60 and 80 of people say they would be nervous going back to work right now. They respect the stayathome orders. So in some ways these pictures misrepresent whats going on across the state . Yes, i would say they misrepresent whats happening across the state. I think as much as michiganders are tired and tired of not being able to do, most of them approve of whitmers approach to covid mitigation. That doesnt change the fact that we want to get back to work. I love my job. We all want to get back to work. We dont want to see a new group of people, the same three people. It gets old fast. Youre laughing like you have something to hide there. I dont know. I dont know whats going on at your house. I appreciate you both being with us and telling us what happened in lansing yesterday. Thank you. John for the second time this week, new york police had to disperse a funeral for the hasidic rabbi in brooklyn. Police say many were not respecting social distancing guidelines. As you see in this video, officers had to escort the hearse away after a big crowd formed. Police can be heard shouting at dozens of people to get off the streets. A 17yearold was issued a summons for disorderly conduct. Earlier this week, new york police dispersed a large crowd in the same general area. That was a move that ignited tension with the mayor of new york. The Trump Administration is working on a plan to punish china for the Virus Outbreak in the u. S. But at the same time, they kind of go forward with the same contradiction. That is to say, they will throw back at the u. S. But they do not attack President Trump personally. Strategic in that. Theyre going after mike pompeo. We have seen that ramped up in recent days coming straight from state media and the broadcasters. Cctv, the government controlled med media. They will put out a propaganda message about their concern with mike pompeo that hes spreading a political virus as they put it. This is a message they will continue to hit as they see the u. S. Continue to politicize the origin theory in particular. You got to remember, the real concern from the chinese perspective is that the blame is being placed on that lab at the wuhan institute. One of the origin theories theyre looking into is it started there. Intel sources say its not likely it was man made. However, theyre still evaluating that theory. China pushes back against that and say its not likely to be the case. They believe it to be natural. They go back to the seafood market. All in all, you can see the kye niece are really chinese are trying to push against this and use the lag time that the u. S. Had and when they first issued that travel ban back in early february and say, well, why wasnt the u. S. Using that time to prepare properly and they put that again back on the u. S. As a whole. I think its a very different prospect when you start or escalate a trade war when Economic Growth is okay, when you have to low unemployment. Doing this now when 13 million americans are asking for government help, when spending has collapsed at the fastest rate in 40 years is a really bad idea. So it may be a Campaign Strategy that resonates. It may be a distraction from the governments own man handling, mishandling of this crisis in many peoples eyes, i think. But it will have economic consequences that will escalate a path to economic depression. Thats what the president is risking here, i think. There were about three or four days i dont remember anything. Literally i dont remember anything. Losing my taste buds, losing my smell. And here i am today. I think i have survivors guilt because each after 9 11 when i got hurt and i spent 11 weeks in the hospital and now this, just makes me want to do more for others who are less fortunate. Youre doing that. Youre out there now or in there. Where can we go . Where is out there now . Youve been busting your ass to get supplies and gear to these First Responders. Tell us what youre doing. You know, we keep calling these men and women the essential workers the front line. The American People are the front line. The doctors, the nurses, the firefighters across the country, military, theyre our last line of defense. As frontline workers like us, we have a responsibility to ensure that that last line of defense stays intact against this virus. Thats my mindset. We need to make sure that they have the proper ppes, we need to make sure theyre fed. The American People need to put aside their differences and come together so we ensure that the last line of defense people are taken care of. Its that simple. John, after 9 11, you remember it, you remember 9 11 and it wasnt 18 and a half years ago. If it wasnt out of sight and out of mind, more people would remember how we came together on september 12th. It didnt matter our political affiliation, our genders, we came together. Thats the true spirit of a human being. Not the american, not the republican, not the democrat. To give and not accept anything in return is the best feeling in the world. A mask doesnt have a Political Party neither does a coronavirus test. Its a vulnerable community. They have a lot of underlying conditions. Since then, how has this community handled the coronavirus pandemic . Just like 9 11 has decimated the 9 11 community, which is a fragile community, covid19 is starting to show its ugly face. Weve lost about 3 dozen 9 11 responders. Many of them are cancer survivors or had cancer. Now theyve been taken because of covid19. A week before i got sick, i did a tape, a video, posted it on facebook and i told the nech community to heed the advice of the professionals. Youre at a higher risk, youre compromised. You will get sick and can die from this illness. That video over two months ago now [ inaudible ] john, i want to ask you about something in your uniquely qualified qualified to weigh in here. So many people are dying to coronavirus, but we cant be there to say goodbye. We cant even be there to mourn. You cant do a funeral right now. You cant do a wake. Youve been to what, 185 funerals for 9 11 First Responders, which is an astounding number. So whats your advice . How do we deal with this loss without being able to mourn in person . You know, youre going to make me cry. Mourning, when we mourn, just means we love so much. Means we dont want to let go. And anybody who lost a loved one to covid or anything, keep loving them. Dont stop loving too much. While this is an inconvenience that they cannot be with their loved ones and they cant physically all be there together to mourn and lend a shoulder and a hug to each other, there will be a time when we can do that again. I hope and i pray that theyre able to give their loved ones a proper sendoff. But right now, right now, which is important, is that we maintain that social distance. That we maintain the experts advice on how to get past this. Theres another wave coming, more people are sadly going to die. American people. You know, john, we talk about religion, about politics dividing us. Its geography in this country that divides us. In new york and missouri and utah oregon or and california, we live our lives and we conduct ourselves so different the way we eat, the way we think. We all need to come together. This is the United States of america. And if this disease and this pandemic cant bring us together, then im afraid that whats going to happen for us in the future. I dont care about anything other than helping people. Thats all i know how to do. Thats all were going to continue to do. I got were going to continue to get ppes and continue to donate food and candy and Energy Drinks and whatever we can do. Because if this is the least i can do, then i havent done enough. So growing concern this morning for workers at Meat Processing plants. 92 new positive tests have been announced at one processor in st. Joseph, missouri, alone. The Georgia Department of Public Health announced a total of 388 poultry plant employees in that state tested positive. In iowa, the governor is easing pandemic restrictions just as President Trump has ordered Meat Processing plants reopen nationwide. Reporter yeah, so in town after town as you mentioned, those meatpacking plants, they get infections in there and that leads to community spreads here in nebraska, across iowa and other places. Not only do employees work closely to each other in these places, but up until recently they were sharingfeterias and l. Now some employees are speaking out. Dakota city, nebraska, across the state line, tysons beef Processing Plant there, massive, one of the countrys largest, 340 employees, the person im speaking to is one of them. When you hear the number of people getting sick every day, they say, you wait your turn. Out of fear for losing their job, we are not identifying this person who says it was clear something was wrong at the plant for weeks. How many have gone missing in the last several weeks . Three, four, or 500, they say. Tyson has now tested everyone at the plant, but this person says the company could have done more earlier. They only started giving you masks a couple of weeks ago, only masks, yes . No other protective gear . No gloves, no face shields, no gowns, they say. So well into the crisis over covid19, this was the only protection offered to employees at the plant in dakota city. It is something that we also heard from officials at another tyson plant in waterloo. We walked out of the plant knowing we had an enormous problem. Reporter Blackhawk County sheriff Tony Thompson and Health Department officials inspected tysons waterloo, iowa, plant on april 10th. A third of their staff was Wearing Masks at that point. Some of them had masks but they were dangling around their necks. Reporter Thompson Says his county is now in a full on health crisis. Blackhawk county has more confirmed covid19 cases than any other county in the state. Reporter in that tyson employee in nebraska, also has a message for the president. I just want him to know, they say, we are human and we have families that care about us and we care about them too. Now, we called and emailed tyson several times to ask them about the allegations, they never got back to us, but the Union Representing the workers here and at least one Health Department official in waterloo, iowa, says they believe that tyson and meat packers now understand that the risk here and are taking steps to prevent further infections. The meatpacking plant behind us here in dakota city, it is shutting today and they will clean over to the weekend and start production next week.
