Reopen this morning. Ed lavandera joins us live from dallas with that. Reporter good morning, john. 31 states across the country will begin the process of partially reopening here in the coming days. But it is a patch work of rules, regulations, standards, guidelines that and businesses in the economy have. It is like baby steps. The economy learning to walk again. The question is, will it fall down . After seeing packed beaches in Southern California last weekend, governor gavin newsom will announce the closure of all state beaches and parks indefinitely, starting friday. According to a California Police Chiefs Association memo sent to cnn. As california completes its sixth week under stay at home orders, newsom reminded residents why it is crucial to stay the course. What has taken us almost two months to produce in terms of getting stable numbers could be unwound in a period of just a week or two. Why put ourselves in that position. Reporter it is the last day under stay at home orders here in texas. Tomorrow, malls, Retail Stores, theaters and restaurants can resume business at 25 capacity. Floridas governor is giving the green light to some businesses too. Unless you live in miamidade, broward or palm beach counties. We do have hope. There is a light at the end of the tunnel. Ill outline the steps that well be taking going forward. This new phase will start on monday, may 4th. Reporter but as federal guidelines on social distancing end today, some states like arizona are extending stay at home orders through may 15th. Yet allowing Retail Stores to offer curb side and Delivery Services starting may 4th. Were going to bring back a small step in terms of revival to main street with a partial reopening to retail. Reporter meantime, despite state leaders saying they need to ramp up testing, President Trump continues to downplay the need for a Robust National program. We have done incredible with the testing and youll see over the next coming weeks, but over the next coming weeks youll see some astonishing numbers. I dont know that all of that is even necessary. Reporter but it is necessary according to members of Trumps Coronavirus Task force. And many state leaders are evaluating whether it is safe to restart certain sector of the economy. Every state in the country needs testing to be able to double or more than double the testing were currently doing to protect people as we reopen our economy in a phased kind of way. Reporter los angeles is becoming the first major u. S. City to provide free coronavirus testing to all residents with or without symptoms. We all know this is a silent killer, that moves quietly through the population. It is still not enough tests as you heard. But it is a great and bold step forward. Reporter just because businesses can reopen doesnt necessarily mean they will and were hearing anecdotally many businesses who are concerned and worried about reopening. At this particular location, trinity groves, poply ar lular restaurants, businesses do plan to launch and relaunch tomorrow. Okay, good to know. Ed, thank you very much for that report. Joining us now is cnns chief medical correspondent dr. Sanjay gupta. Sanjay, great to see you. Lets start with the news about remdesivir. So are you in the this is very exciting camp or the lets pump the brakes camp . Well, it is exciting. There has been nothing else out there that has done anything for this. So, you know, there is not a lot to compare it to. It is not, you know, pick whatever Sports Metaphor you want, home run, knockout punch or anything like that, it is an existing drug that has not been approved for anything in the past. Ive been following the story of remdesivir since 2014 with ebola. There has always been promise around this drug. Since the beginning of this outbreak, alisyn, as well, the World Health Organization has been optimistic about remdesivir, this antiviral being able to show some effect, but this is the first time we have actually seen the proof of concept as dr. Fauci put it that it can work. When you look at the numbers in terms of what it can do, youre not likely to be blown away by it. Youve seen these numbers already, we can show them again, but in terms of overall recovery, it did decrease the recovery by 31 , in 15 days to 11 days. The mortality rate trended downward, but the reason they say thats not significant is because basically the study is not large enough to say that the difference in mortality between 8 and 11 was because of the medication itself. It could have been other things. But, yeah, im not one of these guys who likes to jump up and down about things, im a realist. But we havent had anything that has shown any promise. So for that reason, i think it is exciting. Dr. Fauci is a realist also, sanjay. There is some breaking news this morning. Moments ago, dr. Fauci suggested that it is possible that there be a vaccine by january. Now, he also noted hes been saying all along, it can take a year to 18 months and he was saying starting in january, so he said, you know, if it is january 2021, thats not far off from what i originally said. But january 2021 would be very, very soon, and at least allowed for the possibility, given where we are with the pfizer trials or oxford that something could happen by january. Yeah. He has been striking more optimistic tones the last few days. There is no question. This is an accelerated timetable, i think, by all accounts. 12 to 18 months i think sort of people have been saying. And thats also to make sure that we can manufacture enough of this vaccine as well. I think what dr. Fauci is saying is when you start to see, if you start to see signals that this is effective, and you start to see some what they call efficacy signals in the population early on, definitely seems to be causing a decline in infection rates among certain groups of people versus a group of people who are not receiving the vaccine, then you go ahead and start manufacturing at that point. I think it is what dr. Fauci is saying. If you wait for all the results to come in, the manufacturing process, which can take a while, will, you know, end up being the rate limiting step here. So hes basically said, he said this before, that he started seeing the signals, just go ahead and start making it. It may be that it doesnt work and it may be that you lose all that manufacturing, you know, the money you spent on that. But unless you do that, you get so far behind that it is not going to have the impact that you would want. So still optimistic, i think. But well see what happens. I feel like dr. Fauci has been more optimistic ever since the brad pitt thing. Am i right . That was your idea, wasnt it . I wasnt going to bring that up, sanjay, but thank you for mentioning that. Okay, lets talk about whats happening in l. A. I need you to help explain this. So mayor garcetti has announced that anyone who wants covid19 test in l. A. County can get a free test. How are they able to administer that amount of tests, how do they have the swabs when it is so hard it has been so hard for other states to do this. Im not sure theyre going to be able to keep up. I think there may be a lot of demand for these tests. A lot of people are curious, do they have it, do they want to start having the psychological confidence. I think they may have a hard Time Starting to keep up with the demand there. I also think that, you know, until we have widespread testing, we probably do need to be a bit more strategic. Im not saying they should cost anything, but be more strategic in terms of who should be getting the tests, at least initially. I think the idea that there are still high risk populations, not necessarily populations that have symptoms, but just high risk populations, people who live in nursing homes, people who live in areas of housing where they simply cannot maintain physical distance with other people, those should be prioritized in some way. But i do think the idea of whatever strategy you use making it more widely available is going to be the key to reopening as we have always said. So it is a strategy, it is a good start. Yeah, it is free, which means people might be more likely to go try and get tested right now, it is so jammed with requests that you cant get an appointment on the website. But, you know, they will try to get there and thats important. More news out of california, cnn reported overnight that today we expect the California Governor Gavin Newsom to declare all beaches closed in the state as of tomorrow. Why . It was these pictures. I know the pictures drive you crazy of people over the weekend who crowded the beaches, not social distancing there. The governor is going to close them. Thats hard, though, obviously on people who want to be outside, particularly as it gets hotter out there. Yeah. These are tough choices, i can imagine. But thats the right choice. You know, john, we have been talking about this for months, this is a serious virus and it is a contagious virus and i know that people want to be outside. And theyre still looking for the loopholes in order to allow them to get outside and do that, but thats not the way we should be approaching it, to say, okay, here it says i can absolutely do this, and therefore im going to go ahead and do it. Were all in this together. I mean, you know, we said that so many times, it is not a euphemism. If People Choose to do these things, theyre taking a risk and the risk theyre taking is not just for themselves, it is for everybody else. They could contain that virus, harbor that virus in their body and spread it. Everyone knows that at this point. They touch surfaces that other people may touch, one bathroom, whatever it may be. It is just very hard to stay as safe as we need to stay right now by, you know, engaging in the images we just saw there. Okay, sanjay, thank you very much for all the info as always. So cnn has learned that President Trump erupted in a phone call with his Campaign Manager, the president is reportedly fuming over his sliding poll numbers. And growing criticism of his handling of the coronavirus pandemic. So cnns jeremy dimon first broke this story, he joins us live from washington. What did you learn, jeremy . Thats right, alisyn. President over the last week has grown increasingly unnerved by his reelection prospects. Three sources familiar with the matter telling me that on friday evening the president s frustrations and concerns about his 2020 reelection prospects boiled over in a conversation with his Campaign Manager. Im told the president berated Brad Parscale for his own slide in the polls and threatened to sue him. It is not clear what the president would sue his Campaign Manager over or how serious the president was about that threat. But, again, it just underscores the extent to which the president s state of mind about the 2020 campaign. Beyond that, of course, we know that it came at a time when the president was facing a ton of criticism for his comments last week about ingesting disinfectant in order to cure the coronavirus, something that is in the true and even dangerous. One source close to the white house telling me the president knew he had messed up at those briefings and was lashing out. So is he upset about the polls that we all see from time to time, or is this internal polling . Well, two days before the president s outburst at his Campaign Manager, alisyn, im told the president was briefed on internal rnc and Trump Campaign polling, that showed him heading for defeat, really in some of these key battleground states. It also showed that the president s briefings were really rubbing swing voters the wrong way, the combative presence, the comments, sometimes outlandish comments he made at those briefings. Keep in mind, those internal polls really reflect what were seeing in the public polling, in some battleground states, like michigan, pennsylvania, where the president is trailing the former Vice President by a significant amount. Now what we have seen from the president is not only in private as hes talking to his aides, but even publicly in an interview with reuters yesterday and on twitter this morning, the president saying i dont believe the polls. And that has been, of course, a consistent theme for the president is whenever the polls show something he doesnt want to see, he doesnt believe them, but, of course if the polls show hes leading in a state, youll bet hes going to be touting it. So now we hear that he will be going out, because he wants to get back to doing big rallies, and so obviously that may affect his poll numbers, who knows. Some restaurants are struggling to rehire their workers, some of whom might make more money being unemployed. Vanessa yurkevich explains this. It is a surreal experience to try to create something with somebody and just feels incredibly powerful to have to shut it all down. Reporter it has been over a month since kurt huffman closed 20 restaurants, furloughing 700 employees. I apologize. Reporter his emotions still raw. Clearly still it is still weighing on me a lot. Reporter covid19 wreaking havoc on businesses and employees, tens of millions of americans already filed for unemployment, millions more are expected. But as some states reopen, businesses are starting to rehire. Once the 600 federal money started arriving, we noticed it was almost impossible to get people to come back to work. Reporter the federal stimulus gives unemployed workers an extra 600 a week through july. Unemployment now pays equal to or more than average weekly wages in 38 states. Including oregon where huffman owns restaurants. Our employees are confronted with the decision which is do i want to go back into work, an environment im not exactly positive is safe because there is no testing available, and make less money . So the obvious answer is no way. Why would you do that . I wouldnt do that if i was them. Lots of low wage workers, front line workers who lost their jobs quickly due to social distancing measures, in some cases those workers can earn more on unemployment than they were in their old jobs which does just highlight, we had a wage problem in these jobs before this crisis ever happened. Reporter in minnesota, christian opsendorf owns five dunn brother coffee shops. Revenue is down 85 and he furloughed 46 of his 60 employees. But slowly hes coming back online. We have been trying to bring people back on, especially our key employees. Because it costs us about 3500 per employee to train them. Reporter but employees face new challenges beyond health concerns. Like home schooling kids or taking care of loved ones. And with limited and uncertain work hours to offer, he says rehiring has been more challenging. That would be like any other employer that is paying more in wages, where would that employee go . Theyre going to do whats best for their family. Reporter minnesota plans to lift its stay at home order next week, while oregon continues to evaluate. Do you expect even if your restaurants may be able to open at a greater capacity that youll still have trouble bringing people back . It is like do i want to reopen in a context where i have to ask my employees it come back to work and take a pay cut . I dont think it is fair to ask people to come back when there is no testing available. Reporter several states, including iowa and texas, are warning some employees that if they refuse to take their old jobs back that they will be cut off from unemployment. But, alisyn, the question is how many hours can Restaurant Owners and Small Businesses really afford to offer employees at this point. Several states are not lifting their stay at home orders, so restaurants dont even have that opportunity to reopen. And so that is why, alisyn, were going to continue to see the millions of americans applying for unemployment, just a short time, were going to get a new set of numbers from the department of labor and it is looking like that number is going to continue, alisyn, to be in the millions. My gosh, such a great point. There is no playbook for how employers are supposed to do this and it is this pandemic, thank you very much. Com prepare. All right, a lot of new questions about coronavirus this morning, and our chief medical correspondent dr. Sanjay gupta back to answer some of them. All right, sanjay, here we go. This comes from karen fry from missouri. Since coronavirus is now affecting Meat Processing plants and it really is, there is a tremendous amount of suffering going on there, could this have been transmitted from the unknowing ill meat processor handling the food to the meat itself . So transmitting from one worker to another on the meat. That is unlikely. It is possible, but unlikely. Most likely the infection was probably through these respiratory droplets touching a surface. Someone else touching that same surface, and then touching their eyes, nose or mouth. Was that surface the meat . Perhaps. But that would be less likely. And also keep in mind, i think most people probably know this by now, that the virus itself, if it is in your food, and then you eat that food, thats not the way youre going to get this virus. This is not a foodborne illness. So the processing plants, we look at these images, it is hard for people to maintain physical distance and also, you know, the distance and the duration, sometimes people are in proximity for hours on end, that seems to be a factor as well. Okay, this comes from a viewer in california, if a person wears a mask to protect others, then is everyone then is everyone protected when everyone wears a mask . As such, isnt it sensible to suggest that mandatory mask wearing is the simplest and cheapest way to prevent another full blown outbreak . Yeah, i mean, there is places around the country that are now mandating these masks. I think based on this very rational. I think it is important to remember how does this virus sort of likely transmit. It does seem to be primarily through respiratory droplets. So that is where the six feet or two meters sort of comes from. Unlikely for droplets to be spread through normal breathing, talking, more than that. If you are coughing, sneezing, they can be spread more than that, hopefully Everybody Knows if you have those sorts of symptoms, you should certainly be staying home. You should not be out and about. So, yeah, you know, i think this is going to be a discussion point that keeps coming up. As you know there is places around the world that have mandated masks. They have mandated masks in wuhan, for example, as they were starting to get into this outbreak. So there is probably real value in it, especially in situations where youre not sure you can maintain physical distance. If youre outside, and there is no one else around, i dont think you need to wear a mask. If youre in your car with a window rolled up, you dont need to be wearing a mask. In situations where you cant maintain the physical distance, you should have one to protect others around you. I think also to let people know youre serious about this. That youre not being cavalier and you can put the mask on if youre going to end up in one of those situations. Sanjay, this question from john berman. By that, i mean me. It has to do with density. If you look at the United States, obviously new york city and the surrounding areas had the highest number of cases, spread a lot further here. There are more people, theyre living closer together. But there is also some indication or some question about whether people are actually getting sicker here as well from coronavirus. And there are some people suggesting it has to do with density and viral load. You get more of the virus. What does that mean . Yeah, i think that when you think about the dose in this case, the dose being the virus, does it correlate with, you know, the severity of illness. I think there is pretty good evidence now, john, of that. We started to get an indication, we were following this in china, trying to understand why younger healthcare workers were getting sick and some even dying. And that didnt make sense because what we heard in the beginning, remember, was that it was elderly people, primarily with preexisting conditions. So what was going on here . It could be that younger people also had preexisting conditions, but it seemed to be the dose. And we also see that if people have a higher exposure to the virus, theyre more likely to get sick, possibly, and also more likely to develop these antibodies or more of these antibo antibodies. There is a whole dose relationship that people are still sort of understanding and that goes back a little bit to the masks as well. These masks, these cloth masks arent perfect. But you can start to reduce the amount of virus youre putting into the environment, thus reducing peoples exposure, the amount of virus they take into their system. Sanjay, thank you very much for all the answers to those questions. We are getting some breaking news right now because the numbers are in. First, ill tell you two quick programming notes. Eastern. John, get us to our breaking news. This is cnn breaking news. All right, this is the breaking news. The Labor Department just released new unemployment figures for last week. Cnn chief Business Correspondent Christine Romans has the details. Another devastating number, john. 3. 8 Million People filed for Unemployment Benefits for the first time, that brings the six week total over the past six weeks to about 30 Million People out of work. When you look at the size of the labor market at the beginning of march, thats 18. 6 of the American Labor market filed for Unemployment Benefits in just the past six weeks. This was another devastating number. These numbers are slowing, but, i mean, theyre awful, every one of them. Every one of those numbers is a person who has rent to pay or mortgage to pay tomorrow, may 1st, and may still be waiting for their Unemployment Benefits. It has been very difficult for the states to coordinate just this massive wave of people who have been put out of work by the coronavirus, john. You bring up a good point. I want to bring in julia chatterley here. People might look at the figures, 3. 8 million and say, oh, thats less than it was a few weeks ago when 6 Million People were filing. If you had told anyone two months ago that 3. 8 Million People filed jobless claims in one week, their hair would be on fire. That is an enormous number of people still filing six weeks into this crisis. Were talking one in five workers in the United States in the space of six weeks. Now out of a job, furlough heed or frightened for the future of their jobs. And, yes, that trend rate is coming down as you quite rightly mention, john. But it is still millions of people and the expectation is that there is still going to be millions more, even as we get to the end of this week and we have states beginning the process of reopening. We know how complicated that is going to be. We know that workers are frightened, consumers are still frightened. We dont know what reopening looks like. I think as much as were seeing the numbers coming down, expect millions more and expect when youre looking at these numbers, and Unemployment Rate in the United States that dwarfs anything we saw in the great recession, were talking between 16 and 20 unemployment. I mean, i can say that again and still wont believe it. 30 Million People in six weeks, again, it is almost beyond belief. I have a question about going forward, as states begin to reopen in some ways, and presumably in some cases people start going back to work, how will that be reflected in the numbers that we see starting next week . There are some real challenges for people who have lost their jobs here or have arent looking for new work. They have been furloughed and asked to come back. What if they have somebody in the family with a preexisting condition, kids who are still out of school, what if they fear for their own safety going back to work, they have some really Big Questions to answer here. And some people quite frankly are getting Unemployment Benefits that might be better than the pay they had when they left. Theyre going to want to take as much time as they can for a safe working environment to go back to. So i think that were going to have a kind of murky situation here going forward, so we try to get people back to work. In iowa, john, the governor just recently said that, look, if youre invited to go back to your job and dont want to go, thats a voluntary quit. You dont get jobless benefits. Before some people receive their first unemployment check, theyre confronted with this problem about when youre going to go back to work and will you be safe . You should not have to be forced to choose between your health and your job. That is a moral equation that people shouldnt have to deal with right now. Julia, what is the latest on the ppp laws . Next round of money available to Small Business. Anecdotally i have heard from some companies that have been able to get their hands on money where they werent before, but overall i understand it is still rocky. It is still rocky. Yesterday, banks that had an asset value of above a billion dollars were told they simply couldnt access the system. I was getting calls and texts from people saying is that even legal . It is an effort by the Small Business administration to try and continue to level the Playing Field here. But christine and i both know Small Businesses that went to some of the bigger banks for a desperate lifeline and they are still waiting. This cuts to the heart of what were seeing and why were still going to see and i think millions more people asking for help here because it was tough to achieve and it is failing at this stage. Were not saving the jobs we intended to. The breaking news just in, 3. 8 million more americans filing for first time jobless claims in the last week. That puts the number over 30 million in six weeks. Julia chatterley, Christine Romans, thank you very much. Joining us now to talk about this and more is House Speaker nancy pelosi. Good morning, madam speaker. That was the breaking news we had moments ago. These are jaw dropping numbers. 30 million americans in the past six weeks, 18. 6 of the u. S. Workforce has now filed for unemployment. I mean, so thats basically the Unemployment Rate. What when you hear the numbers, when do you think that those numbers of jobless people will start going down instead of up every week. Well, if i knew that, that would be a great thing if any of us knew that. But the fact is we have to do everything in our power to make a path for that to happen. I myself think the path to our reentering the economy is testing, testing, testing. It all comes back to science and the health and wellbeing of the american people. So were talking about peoples lives and the jaw dropping figure of over 60,000 americans already lost their lives to this to the coronavirus. And now we have these numbers, which are only increasing by the week. Hopefully if we have i believe that we have to have a path that is about testing. So that there is confidence for people when certain opportunities open up are there, that they have the confidence that they can join the workforce because other people there have been tested as well. You cannot you cannot turn the economy around without the scientific leadership on it. And, again, testing, testing, testing, contact tracing, isolation, treatment and the rest, so that people will go forward. Because god bless the american people, this is about workers and their families. And if you want to go into the workforce and take a risk, and then bring that home to your family, you have to think many times over about that. I also want to ask you about states. And about the federal aid, you can call it federal aid, call it a bailout, whatever you want. But what the governors say they need and as you know, a week ago, Senate Majority leader Mitch Mcconnell basically suggested his preference for to allow some states to go bankrupt over bailing them out. Let me quickly quote him. He said were not interested in solving their pension problems for them, were not interested in rescuing them from bad decisions they made in the past. It sounds like he has softened his rhetoric since then. So are states going to get federal money . Yes, indeed. Let me just say that what the distinguished leader said was an excuse, not a reason to do something. Everything we had done in the four bills we had passed, all of which had been strongly bipartisan and im very proud of that has been about the coronavirus. It is not about one thing or another, it is about the coronavirus. So when were looking at the states, and municipalities and counties, and the assistance that we give them, were looking at what are your outlays for the coronavirus . And what is your revenue lost because of the coronavirus. Has nothing to do with anything that went before. Same thing with the hospitals. It is about what have you spent on the coronavirus, and what have you lost on the coronavirus . All of that. So when he says that he references illinois, all the troubles in illinois came by a republican governor. Hes making it look like there is some blue state, red state thing here that were bailing has nothing to do with any other issues of the budget of any state. It only has to do with the coronavirus. And the governors are united. Democrats and republicans, the mayors are united. Democrats and everybody is united in saying in order for us to survive, we need to have these resources and they will. And how much money will they get, governors want 500 million billion. Thank you. So, i mean, im talking about the we could do that in a second. Im looking to them for the assessment they have about the expenses that relate to outlays for corona, and revenue lost. Were not going to be able to cover all of it. But well be able to enable them to have sustainability. But understand this, that 500 billion, should that be the number . It is not for one year. Thats more like three years, over a threeyear period. Same thing with state and local municipalities and counties. Want to have a separate account for them because many of them dont get get what they need from the state, sometimes the governors are not inclined to do that, other times they just fiscally are unable to do it. And so we want to have separate direct support for townships, even as low as 50,000 and below. This is a very big change. But, again, coronavirus revenue lost and were waiting for their figure. It is approaching 500, but, again, over a at least three, perhaps four years. But, again, we want it to be based on the numbers. And very clearly relate to revenue lost and expenditures made. I mo hiknow him, i was proud to endorse him on monday, very proud to endorse him. And so im satisfied with that. I mean, he hasnt, to be clear, he hasnt addressed it, his campaign has addressed it, but he has not directly addressed it. Should he directly publicly address it . You know, it is a matter that he has to deal with. But i am impressed with the people who work for him at the time saying that absolutely never heard one iota of information about this, nobody ever brought forth a claim or had anybody else tell them about such a claim. But, again, we have an important election at hand, one that is, i think, one of the most important ones we had, we say that every election, but i think this is the most crucial and i supported him because hes a person of great values, integrity, authenticity, imagination, and connection to the american people. He understands the Kitchen Table issues of americas working families, his father lost his job when he was a boy, he knows what that feels like for a family, how theyre going to pay their bills, their health bills, education of their children, supporting seniors and their families and the rest.
