Two associates of Rudy Giulianis were arrested while trying to leave the united states. They have now been charged with illegally funneling money into campaigns. The sovietborn pair met with giuliani at the Trump International hotel in washington hours before they were arrested at dulles airport. These pictures are from a different time, to be clear. But yes they were lunching hours before the arrest. They are subpoenaed to testify. As you would imagine. In hours the u. S. Former ambassador is scheduled to speak before congress. We dont know if that would be blocked. The men and Rudy Giuliani worked to get her fired from her post or at least recalled back to the u. S. And the president ultimately removed her. So were waiting to see if she is blocked from her testimony is going to happen this morning. Lets bring in Maggie Haberman and david gregory. Maggie, as we have said, these two guys these two guys who have been implicated in all of these dirty deeds now charged. Between starting opening a Shell Company so they could funnel foreign money to different trump packs and try to enlist Pete Sessions in getting Marie Yovanovitch recalled, it is as dirty as the day is long what theyre being charged with. And they are clearly friends with rudy or Close Associates with Rudy Giuliani there. So the most interesting thing that i learned in the last 24 hourings was that those two when attended his september 11th annual dinner he holds with former aides. They were around all of the time a number of people giuliani had urged him to distance himself from them. Supposedly not knowing the details weve just discussed but just concerned because they didnt necessarily seem on the level to giulianis friends. Now i think the question becomes what this means for Rudy Giuliani in terms of working for President Trump. We saw President Trump yesterday do the beginning of a distance weve seen him do with any number of people over the years. Which is start to distance himself. Its generally been described as saying i hardly know the guy. It got close. Youll have to ask rudy. I dont know those people. He was asked is giuliani going to be indicted. His answer was i hope not. I dont know where this goes. Lets play that. Might as well. This is what she described as the i hardly know the guy moment. I dont know those gentlemen. Now, its possible i have a picture with them because i have a picture with everybody. I dont know them. I dont know about them. I dont know what they do. But i dont know. Maybe they were clients of rudy. Youd have to ask rudy. Youd have to ask rudy. One of the things we could ask rudy, david gregory, is why one of these men was at his meeting with kurt volker the special envoy to ukraine where all these things about investigations in the meeting with the ukrainian president were being discussed. Another thing is why these mens were central in the effort to dig up dirt in ukraine about joe biden and why they along with giuliani and the president were working to push out the u. S. Ambassador to ukraine. Theres a lot of things to ask rudy. Hes the live wire who wanted to be secretary of state, was passed over because of all his connections and some questions about security clearances in the very beginning. And now he seems to have this unlimited passport through the white house and the administration and overseas to do the president s bidding and to pursue his own agenda that seems to be closely linked with the president s agenda. So theres a lot of questions here and a lot yet to learn about giulianis role in all of this. The primary problem right now is how much this affects the arguments the white house is making. The president s primary concern in ukraine was to root out corruption and to chase down that corruption that he has said baselessly joe biden and his son were involved in. And yet this is the growing sphere that is around the president , a group of people trying to undermine the bidens, trying to dig up dirt to try to challenge the basis of the mueller probe. Thats what everybody seems to be up to. I mean, its just so dirty, maggie. Thats what weve been talking about. To enlist these two guys who have now been charged with these crimes all for political dirt digging about today two hours from now. Is there any chance to Marie Yovanovitch is actually able to show up or is she blocked by the state department . Theres a chance. Weve all been checking our phones waiting to see if theres going to be a decision to pull her from testifying. A, if she is allowed to, i dont understand why they wouldnt let Gordon Sondland testify but will let her testify. I think the difference might be that Gordon Sondland was having direct conversations with the president a fair number of times. Im not sure she can offer that perspective. She can offer more of a perspective about her understanding of what was being done in efforts to recall her from her role in ukraine. But look. The white house posture as you know has generally been to deny any witnesses. And you dont know. No reporting at this point. Let me play with the president said yesterday on the lawn as he was heading to the helicopter about whether or not he would allow yovanovitch to testify. [ inaudible question ] all right. I dont think that was right. Ill read it. I dont think youre running a country, i dont think you have all these people testifying about every conversation youve had. It wasnt a complete linear thought, but the point he was making there was im not sure you let these people testify. One question i do have, david, is that now as all of this spreads and there are more and more questions raised, whats to keep yovanovitch from quitting . If the situation is that she wont be allowed to testify because shes still a state department employee. If she cares enough about getting her version of the story out, couldnt she just quit . I dont see why she couldnt. I dont know if that necessarily clears the way for her to testify if administration lawyers assert some kind of privilege. If its executive privilege, i suppose thatd have to be litigated to prevent her from testifying. But, you know, the president s nonlinear thinking here is pretty clear on one point which is that congress should have no Oversight Authority over what hes doing. Because he has to run the country. Its precisely how hes trying to run the country that they are entitled to exercise oversight over. So again, as more of these details become public as corruption around him becomes more clear with indictments unsealed here, you know, i think it becomes more untenable. But we have to wait for republicans and leadership to start to apply that pressure. Why is Rudy Giuliani going through all these hoops . Is he so polluted by the crack pot far right websites that we know he peddles in and reads, that he thinks that thats where he should be putting his energy . It all seems to be so crazy to be traveling to europe to be associating with these two guys who are now charged instead of just staying at home and helping with the reelection campaign. I think david hit on a point thats really important in terms of trying to understand what Rudy Giuliani has been doing not just in this instance but the last nine months. He was passed over secretary of state for a number of reasons. His International Work was one of them. Theres a reason why people around him think there is a part of him that is basically trying to play that role in shadow form. The unstated goal of that would be to prove donald trump wrong for not choosing him. I think thats a big piece of it. Listen. Giuliani loves a fight. I mean, one of the things that keeps getting said is this is totally different than the mayor that we knew. And the mayor that we knew had a huge body of impressive accomplishments. He also was very controversial. But he was also somebody who went after a radio show callin guest who was talking about ferrets. He was somebody who read aloud the lyrics of captain jack to criticize her from playing it at a rally. Weve got to run in a second. Z. They wont answer that question. This is something that deserves that utmost privacy. It is noteworthy they were having a meeting in the middle of all of this. It is noteworthy its at a moment when the president has been critical of fox news and that they have been critical of him. How about the fact that the attorney general would be the envoy to fox news . We dont know thats what he was doing, to be clear. We dont know. But the fact if they were meeting, i think its again, i think that barr is really emerging as exactly the attorney general that donald trump wanted all along. It looks like it. Not only about what happened last tuesday when he was at that rally and needed to ask for a chair to sit down. What happened after that. But also as we learned, alisyn, in the weeks prior to this, the symptoms that hed been having. I was more tired than i usually have been. Had more trouble sleeping than ordinarily. Occasionally id be up there at the podium and feel a little bit unsteady. One time i was literally holding the mic up to my mouth and my arm hurt. I should have paid more attention to those symptoms. So i hope that people learn from my mistake. Reporter its such an important point. The symptoms youre describing might not be sort of classic symptoms. But some of the stuff were indicators. In retrospect, how long had you had symptoms, senator . I think probably its hard to say. You know, because as i said, when youre running around the country and working hard, youre tired. What else is new . Youre going to be tired. But id say several weeks. I should have paid attention. Reporter during this whole process, nine days now, was there any point you said, you know what . I think the best course of action may be to drop out. No. Because, you know, i dont know how again, you know, when you hear the word heart attack, youre thinking of somebody lying on the ground in terrible pain. Wasnt the case. The day i woke up after the procedure, no pain. Zero pain. No pain right now. I feel really good. So, you know, my feeling was once i assessed the situation and learned what happened, that given my whole life struggle i dont mean to be, you know, overly dramatic here, but ive spent my entire life trying to fight the justice not only against homophobia but for workers rights to create an environment that is not destroying our water and our air, climate change. All of those issues. And weve had significant success in kind of transforming the dialogue in america. And many of the issues that i talked about four years ago are now, you know, that were considered radical then are mainstream today. Many of my democratic opponents today are saying what i said four years ago. So weve struggled really hard to get to where we are right now. Bring millions of people together in the fight for justice. And im not a quitter. Sanjay, first of all, we applaud his candor there in talking about his symptoms and what he was feeling. Because as he points out, there are misconceptions, so many misconceptions about a heart attack. But in terms of his future, you know, there was some confusion. As first we heard he was scaling back his campaign. Then we heard no hes not at all. Did he address that with you . Reporter yeah, he did. I asked him directly. Did you misspeak, what is going on . And the way he answered it basically was to say next week, for example, hes not going to be doing his more typical four rallies a day which is kind of what hes known for. But he plans on getting back to full pace. Thats what he said. Its more theiss going to be sort of ramping it up over time. Am i dialing it down a little bit right now . Yes. But the expectation is thats not going to be the status quo. Im going to get back to that full pace. He looked good, alisyn. I think when you restore blood flow to a muscle, in this case that muscle is the heart, no matter what you often feel better. I dont want to read the indictment to you, but these men are charged with funneling foreign money into the u. S. Elections system. Broadly speaking, what laws did they break and why do they exist . Thanks, john, for having me. I dont want to talk about the specifics of this case. But i am happy to talk to you about the law. There are laws against individuals or groups funneling money through other groups in order to hide the source of the money. Its a law against contributions in the name of another, and theres another really important law against foreign contributions. And both of these laws are laws that are fundamental and really important protections to make sure that the American Public know whos behind the money, who is funding our candidates, where that money is coming from, and whether it is legal. Ive been concerned for a long time about the potential for dark money hiding foreign interference in our elections. I testified about this before the National Subcommittee at the house earlier this year. I think weve not done enough. I noted on twitter the other day, you reposted something saying is this thing on. Let me make something 100 to Anyone Running for public office. Its illegal for anyone to accept or receive anything of value from a Foreign National connected with a u. S. Election. I will note that you reposted that tweet the day that the president asked china to investigate joe biden. I know you will not address that directly. And i respect that. Thank you. But broadly speaking, why is it illegal to ask a foreign country to intervene in a u. S. Election . Well, the laws against foreign interference in our election, really that principle goes back to the founding of our nation. We want to make sure that this democracy is our democracy. Its for american citizens to decide who our leaders should be and what our policy should be. Thats why we dont want foreign interference in our elections. Its part of my job as a federal Election Commissioner and now this year as chair to make sure that everyone understands what the law is. The American Public, and indeed the candidates and the political actors who are involved in our election. Everyone needs to understand the law clearly. We have great Information Available on the fec website. But i know not everyone spends a lot of time on the fec website. So i am willing to use twitter, of eds, coming on shows like this to get the word out to the American People any way i can. Its a technical question, but one that has become important in the Mueller Investigation and even know when it has to do with the research and Opposition Research and knowledge has value. Correct . Well, again, the law is pretty clear that it is illegal to accept anything of value from a Foreign National in connection with a u. S. Election. So the question of what is a thing of value has come up before. And it doesnt have to be something that is tangible. Obviously money is a thing of value. A tangible thing you can buy in a store is a thing of value. But the commission has also looked at other instances of less tangible things. Opposition research, voter lists, mailing lists, contact lists. Campaigns generally pay for or that individuals or groups spend money in order to produce or acquire. And theyre all things of value. Is asking a foreign country if a foreign country investigating a political opponent, does that have value . I dont think im going to answer that one. I thought id try. I will note that republican congressman rodney davis of illinois has not been happy with the statements youve been making on twitter or in interviews including with cnn. He has asked the federal Election Commission to investigate you and what you said among other things. He says this investigation is not about silencing anyone, its about protecting the dignity and respect the commission has worked towards since its obsession. Whats your response to congressman davis . Well, i think its exactly about trying to silence me. And this trick has been tried before. A couple of years ago, a front group that was funded by the Koch Brothers filed pretty much the same complaint with our office of inspector general. And the office completely cleared me saying there is nothing wrong with a public official speaking to the public as an Election Commissioner, everything that concerns the integrity of our elections is something that i am concerned about and that i speak to the public about. He was the First Mission Police Officer killed in the line of duty in more than 40 years. Now the department is going beyond the call of duty for his family. Cnns ed lavandera explains. The kurds cant trust us and that sends a message to our allies in afghanistan and around the world. American troops everywhere are jeopardized if our allies cant trust us. Who is going to stand next to an american troop and put their butt, their life on the line, their family on the line if tomorrow theyre gone. People who can call air strikes, force multipliers. 200 of our green berets are better than thousands of other troops. Youre hearing reports from inside, this is their job. They take pride. They want to stand by our allies and make sure were respected and can be trusted. When you hear almost 300 people have been killed this week since this began, turkey, of course, calls them terrorists. We see them, i believe, the who knows who has been killed yet. Elizabeth warren is the Spring Chicken coming in at 70. Age is not a disqualifier. We want experience in our leaders. Some stability would be nice as well. They say that with age comes wisdom, but also a few miles off the fastball. Jimmy carter said he couldnt have done the job if he was 80. Consider this. When eisenhower was elected he seemed ancient but he was just 62. Jfk was a generation younger at 4 3. Weve had two president s in their 40s. Bill clinton and barack obama. In fact, the average age of all president ial nominees since kennedy is 58. 53 for democrats and 63 for republicans. But whatever metric you look at, were fielding the oldest crop of toptier candidates ever. I know weve got an aging population, but this is ridiculous. It felt really good until it crashed into the reality of the american electorate and nixon won 49 states. Always a danger the democrats play to their base and reinforcing reflexible republican attacks on campus radicals, liberal elitists and socialism. It worked on a war veteran like George Mcgovern. A lot of news to get to. First, the breaking news. An explosion of wildfires in Southern California threatening lives and homes. Winds gusting over 60 miles per hour. Fanning these flames, forcing mandatory evacuations north of los angeles. We are now told 100,000 people are affected by these fires and thousands have been ordered to evacuate. Many people as you can imagine were asleep when these fires were ignited overnight. More than 4600 acres have burned so far. Dozens of homes have already been destroyed or at least burned. The fires are spreading so quickly that two major freeways remain shut at this area at this hour. And you can imagine what that means for the Los Angeles Area. So its just what were were just watching them grow. They started as a 60acre brush fire. Nick watt has been standing by.
