For our u. S. Viewers we do have some breaking news. Announcer this is cnn breaking news. Good morning and welcome to your new day. It is monday july 29th. It is 8 00 in the east. Were in detroit ahead of the cnn president ial debates. They take place tomorrow night but we do have breaking news for you. Overnight a mass shooting at a fair in california. This happened at a popular Food Festival in gilroy. You may have heard of it. Three killed, 11 injured. Witnesses described chaos when the shots rang out. Police say the gunman used an assaultstyle rifle. One of those killed was a 6yearold boy named stephen ramiro. Theres his picture on the scene. He was there with his sister and grandmother who were also wounded. They have identified the gunman, though they have not released his name yet. Authorities are searching for a possible second suspect. Joining me on the phone is christian swain. His band, tin man, was doing an encore on stage when the gunman opened fire at this festival. That you thank you so much for being with us. I want to ask you what you saw overnight. Before we do that, i know this has been a difficult night. Just tell me how you are doing this morning . Well, as you can imagine, john, i havent slept a wink. Its a terrible thing to have to see, be a part of, read about, see over years and years and then to actually experience it yourself. I just dont know what to think. This time it happened to you. You were with the band doing an encore about 5 40 p. M. Tell me what you saw. Well, as you said, we were doing an encore. We were the last band to lay at the festival. We were closing it out. We heard a couple of pops. First i thought it was firecrackers. My guitar player actually saw the gun mman. There was a pause. And jack says that the guy was messing with his rifle. Them all of a sudden it was mayhem. A lot of shooting. More than 20. We ran the opposite way. The shooter apparently was just several yards off the of lefthand side of the stage. We ran to the other side of the stage, dove underneath it, laid low. We knew we knew that the police would arrive instantly. There was security and enforcement all over the park. Sure enough, within a minute or so, it seemed it was over. We stayed down until the police came and said, hey, theres people under the stage. We said, its the band. We came out and they escorted us out of there. In fact, it really did just happen a minute only lasted a minute before police arrived. Thank god. But a minute can seem like an eternity. I know it can seem like an eternity for anyone who has not heard shots fired in anger, that minute seems like forever. Youre just not sure whats going to happen. We smelled the gunpowder. We smelled the gunpowder. We knew it was that close. You didnt get a look at the killer. No. No. You mentioned the guitarist did. What did he say he looked like . He said he had a green shirt on, a gray scarf around his neck, a baseball cap, some sunglasses. He said that he definitely saw a rifle, or an assaultstyle rifle. Jack doesnt have a lot of experience with firearms. But you know, after carefully piecing it together and talking about it, he said, no, it was not it wasnt a pistol. It was definitely something more extensive than that. You know, everything happened so fast. Yeah. Of course we know one of those killed was a 6yearold boy. 6yearold kid. Ive seen the picture. Its awful. Its awful. I dont know how many times we have to go through this. This time it happened to you. Tell me when was going through your head in that minute. Connect your feelings then to what you know has been going on in this country for years now. Well, you know, in the moment, youre just in the moment. Youre trying to stay out of it thinking that the police would come and do their job, and they did. I cannot say enough about the gilroy Law Enforcement there. They were completely on it. You know, by the time i got home, i saw there were Law Enforcement from all over the bay area that were sent down to help out in this crisis. One thing that i took away, you know, the cost. All these resources that now have to go to this single event, and not doing their local job they get paid to do every day. That just seems crazy to me. You know, luckily, myself, my bandmates, our sound crew, were fine. We were unharmed. But you know, there are several people that are going to have to live with this for the rest of their life. This is not right. Its not fair. No. It is not right. It is not fair. You talk about the cost. You cant even put a cost on the life of a 6yearold boy. Christian swain, were glad, so glad youre okay this morning. Were so sorry you went through that. We hope you get some rest today. Thank you so much for being with us. Thank you, john. Alisyn. Okay, john. Lets bring in cnn Law Enforcement analyst josh campbell. Josh, we now know that Law Enforcement have identified the subject but have not released identity to the public. Now what . Were expecting to hear from Law Enforcement later on today. This is important. What we heard from Law Enforcement officers yesterday is they are imploring the public to come forward to provide information, provide video, any photos from the scene behind me, which was the festival. The key part of that will be the identity of the suspect, getting that information out to the public, so anyone who knows big about the person can get in contact with Law Enforcement. Having talked to Law Enforcement offices familiar with the investigation, were learning what we already knew. That is there appears to be no Community Safe from the scourge of gun violence. Weve seep it in schools, now Food Festival, Agriculture Community southwest of san francisco. A very lengthy investigation going on. Two parts, forensic side, a number of officers and vehicles moving in just about half an hour ago to continue to process that scene. Also were hearing they are looking outward and possibly the address of the person they have identified, trying to gather information there to get to the bottom, was this person acting alone and what was that motive. And josh, as an investigator, how much stock do you put in the setting . The idea this was a Food Festival, the idea this was a family festival where grandparents were known to take grandchildren. One of the victims was a 6yearold little boy. An agriculture area, large hispanic population. How much does that go into investigators trying to figure out a motive . More questions than answers right now. For Law Enforcement officers they are orbiting all those sets of facts you provided. Trying to find out what was the motive or commonalities here. We do know based on what Law Enforcement officials told us yesterday this subject apparently came to this location and cut his way through a fence, bypassed security protocols in place, which might suggest he put eyes on this location to determine what are the ingress and egress points and bypassing those metal detectors to get in with weaponry for loss of life. The question we dont have answered is why. Was he coming to target . Kill indiscriminately. All that part of the investigation Law Enforcement officers are conducting right now. Josh campbell, thanks so much. We always appreciate getting your analysis and having you close to the scene for us. Thank you. So rat and rodent infested, disgusting. Of course the stakes are incredibly high but this morning we turn our attention to President Trump and his continued racially charged attacks. The president again using the word infested to describe a majority africanamerican citizen. David gergen, senior political analyst and former advisers to nixon, ford, reagan and clinton, is that all . Malika henderson, cnn political reporter, david axelrod, cnn political commentator and host of the axe files and pharmer commentator and executive director of black caucus. The president is continuing to tweet this morning about bot and about congressman Elijah Cummings. Angela, isnt the president of the United States the president of all the cities in the United States or only the ones he likes . Rhetorical question. Its sort of rhetorical but it isnt. He thinks he couldnt do anything about baltimore . If he thinks baltimore is so bad, he thinks hes power respect to do anything in baltimore . No. I think he thrives more on sowing seeds of discord as hes done since long before office. Those are the facts. What weve seen is the president in some way experienced some carnal benefit to attacking people of color. Last week he started with the squad. This week congressman Elijah Cummings, who has done a task helping us to understand all the responsibility to be chairman of oversight reform committee. The other thing disgusting thats gone beyond congressman cummings but now attacking reverend sharpton. Anybody that has a base of support from africanamerican people, you now have a target on your back and its dangerous. Its dangerous. I think the big picture here is its not just about baltimore. It wasnt just about the four democratic members of congress. Its not just about Elijah Cummings. Its about a larger choice the president has made, david, to send a message and governor and run in a certain way. Hes cast his lot with polarization and racist appeals. He thinks this is the ticket to getting reelected. He was told in the last campaign, dont do those things, it will jeopardize yourself. Im sure hes sitting there saying im going to do things the way i want to do things instead of the way these geniuses tell me to do. I think well get a steady diet of this. At what point do people say in is exhausting. We cannot wake up every single day with a president of the United States who divides the country on purpose and who in flames with tweets and tantrums and starts gratuitous fights. I think that is a potential Political Risk for him with that small segment of voters that still isnt sure. Is that what were hear tomorrow night from the debate stage . Will all 10 say this is exhausting or be more specific. The question always is for democrats how much to dive into all this stuff. I think so. If you listen to anything bannon said about identity politics, race and racism, they squarely feel like it basically benefits donald trump. Some of the data actually show it has two benefits. One of which is it riles up and engages trumps base but in some ways around the edges depresses the black vote, too. People get so fed up, like david is talking about, but its a pox on both houses and are exhausted about it whole system and being disengaged. Some of the focus groups talk about that with africanamerican voters, younger africanamerican voters. If youre a democrat its very challenging. Its destabilizing. We havent had a president talk about race and cities in this way and govern to a small segment. Obama when asked often about black issues, he said im not just president of black america but all mirns. If youre on the stage tomorrow you have to turn away from the negativity but have a vision for the whole country, inclusive vision for the country. There are people comparing him to george wallace. Ive been around for a long time, since the early 70s and theres no one he resembles more than george wallace. Hes a complete racist. Its unclear if trump is playing us in order to play to his base. We have someone who a very strong candidate for reelection who is playing the race card every day, every week that he can. It destroys something it destroys the fabric that holds us together as a people. Im actually surprised it would drive down the black vote, i would think it would drive up the black vote, that people would be so angry and want to get out there and say we cant deal with four more years of this. I think the challenge we have is donald trump is bringing to the surface things that have been packed away but not necessarily gone. The reality, talking about russia hacking hexes, whether or not we could win if they turn out. Thats what youre dealing with, people who never felt like they were represented by this countrys government and feeling systemically oppressed. I dont think we should be apathetic and stay home but i think its a challenge prosecute of do you think it will . I think it could. For example, the party which i vote for has not spoken to these issues in ways that are satisfying to me. Its like oh, you know, he hasnt dup enough to talk about impeachment. Whats at stake . You somewhere members of the congress, maxine waters, ilhan omar, you are experiencing death threats. Im trying to figure out what will it take. If youre not satisfactorily addressing these issues because you live in a ballots ground state, i have a problem with that. Not just black voters, some are energized, some are exhausted. The political argument, theres a price for the exhaustion, a price for side show of bitterness and racism, and that is you cant get anything done. You cant get anything done if youre divided every day. I think theres a body of evidence that this is a good argument for democrats and because it has the virtue of being true. So joe biden entered the democratic cam paper on this issue. He staked his entire entry into the race around charlottesville. So it does beg the question when the candidates are here on the stage behind us tomorrow night and wednesday night, how much do you focus on this, on the division that the president is sowing, how much do you focus on other things . I think the president has set the stage here. I cant imagine this wont be part of the discussion. If biden has a smart strategy, i think he will try and reclaim that mantel and not get dragged down into side fights and minutiae. There is a huge thing at stake. John, you point out thats how he started the campaign. He has to pick up the threads of that argument in the debate tomorrow night. This is a sidebar, malika, but what irony of this attack in baltimore, baltimore happens to be the place where his top adviser and soninlaw Jared Kushner and his companies own 9,000 rental units. When propublica and New York Times looked into it they had 200 Code Violations for mice and maggots. His rental units are infested, Jared Kushners with mice and maggots. Maybe at some point the president will have a sidebar conversation with Jared Kushner about the dilapidated state of some of these buildings. Im sure that will happen. Its also, baltimore i used to live in baltimore. I worked for baltimore sun. Some of the global effects weve seen in some of these american cities, the same in baltimore. This was a proud city. Manufacturing was there. It had been gutted by a lot of things that donald trump likes to talk about, right . Tariffs and trade and working class. You know, we lose all these episodes because they come so rapidly. This is the same exact attack he launched at john lewis. The same language, same attack, same lack of truth because both those districts have median incomes above the national average. Briefly, one other things about this, john and alisyn, what we forget here is that cities are where a lot of progress is made in the country. Thats where the innovation is. Thats where you have people, mayors, well connected with their communities, and take on the cities in general where so many people of color live. It just compiles not just the racism but misunderstanding of whats going on in this country. The hope of a lot of people is in our city. But the base of trumps voters is not. Polarizing twr rural and urban is central to his theory. Its it, but its all america. Im not making a value judgment, im just telling you what hes doing. One of the things that concerns me about elections in general and had you we frame our discussions around Electoral College we frgts a pers forge person in baltimore is every bit as american. Somehow when you divide people up like this it doesnt achieve the progress we need. Weve never seen the president of the United States make this his project, dividing the country. Weve never seen it before. Thank you all very much. Terrific discussion. Be sure to tune in for cnn democratic president ial debates. Two big nights, 10 candidates each night. Tomorrow and wednesday night at 8 00 p. M. Eastern live from detroit only on cnn. All right. The president again is continuing his attacks on baltimore this morning but people in the city are fighting back. Baltimores mayor joins us next. Welcome back to the special edition of new day. Were in detroit this morning ahead of the democratic president ial debates tomorrow and wednesday. This morning the president s attention remains on baltimore. The president continues to stoke Racial Division with an attack on the majority black city and congressman Elijah Cummings. Joining me now on the phone is baltimores mayor Bernard Jack Young. Mr. Mayor, thank you very much for being with us this morning. The president is still at it this morning. What would you like to tell the president of the United States as he continues to go after your city . I would like to tell him stop tweeting. No president in modern history of the office of the president has done any childish behavior like this president has exhibited. If he really wants to, he needs to send us federal assistance, not only to baltimore but cities around this country, that are in the same situation that baltimore is in. If hes so interested in childish tweets. Youve been mayor since may 2nd. Go ahead, mayor. Hes the most powerful man on the face of the earth as president of the United States of america. This is below a president to do these kind of things. He should be uniting this country instead of racially dividing us. A president has never in my lifetime exhibited this type of behavior. Hes alienated our allies around the country. What else is he going to do . The president claims hang on, mayor. The president claims hes talking about the conditions in the city of baltimore. Let me ask you, youve been mayor of the city since may, has he reached out to you once since youve been mayor to talk about conditions. No, he has never reached out. He had a pledge he was going to do infrastructure. Were still waiting on that. We have an aging infrastructure in the city of baltimore for Unfunded Mandate by the epa for us to correct it, and we have to constantly raise water rates on the poor people of the city of baltimore. Were a poor city. Do we have, you know, problems . Yeah. We have problems with crime and everything else, just like any other major city, just like the city that his person Mitch Mcconnell represents has these problems. Given hes not reached out to you given that hes not reached out to you sips youve been mayor and you began in that role the beginning of may, do you think these attacks are even really about your city or about Something Else . I think its about dividing this country. If you look, he attacked four minority women and didnt even do the research to find out three were born here and one is a naturalized citizen now. Then he attacked one of the most powerful congressmen in the country, Elijah Cummings, who represented baltimore as well. He has a pattern of attacking people of color. If you want to help us, help us. Dont talk about us. Send the resources that we need to rebuild america. Hes talking about he wants to make America Great again, put the money in the cities that need it the most. Thats where you can make America Great again. What hes doing is, hes making america the laughingstock of the world. Our allies hes alienated our allies. Coen on, no president has ever done anything like that. Our country is in turmoil under his leadership. Now, baltimore does have its challenges. You would acknowledge that, correct . I said that. Yeah, we have our challenges just like any major city in america. Its because of the constant reduction in funding for cities like baltimore. Have you heard from chairman cummings over the last couple of days . No, i have not. But you know, im planning to call him. You know, i did put a call in to him. Ive been not been able to reach him, because im sure hes busy with his committee. I normally talk to him at least once or twice a week. Now, there has been some criticism the governor of maryland, larry hogan, he came out and suggested again that baltimore has challenges but is a wonderful city. Do you think the governor needs to come out more forcefully against the president . I think so. Im going to be honest with you, the governor has been a good partner with me in the city of baltimore. I would like him to be a little more forceful on President Trump and his attack on the largest city in maryland, which hes the governor of, yes. All right, mayor. The mayor of baltimore, Bernard Jack Young on the phone with us this morning. We thank you for taking the time to join us. Thank you, sir. Alisyn. All right, john. What do the Democratic Candidates need to do or so to win over voters in michigan. Michigan voter joins us next with her suggestions. Limu emu and doug. Hmm. Exactly. Liberty mutual customizes your car insurance, so you only pay for what you need. Nice. But, uh. Whats up with your. Partner . Oh. Well, we just spend all day telling everyone how we customize car insurance, because no two people are alike, so. Limu gets a little confused when he sees another bird that looks exactly like him. [ loud crash ] yeah. Hell figure it out. Only pay for what you need. Liberty, liberty, liberty, liberty so, every day, we puts aour latest technologye. And unrivaled network to work. The United StatesPostal Service makes more ecommerce deliveries to homes than anyone else in the country. John and i are here in detroit, michigan, for the big cnn democratic debates this week. Democrats are desperate to win michigan voters back after they went for donald trump narrowly in 2016. Joining me now is democratic senator from michigan who has ideas how to do that. Senator, great to have you here. Good morning. Welcome to detroit. Thank you. Were having a great time already. I know youve been advising 2020 candidates, what are you telling them about how to get michigan voters back. First of all in michigan were hard workers and make things and grow things and we love the great lakes. So i tell folks to focus on that. The great news is every Single Person on your stage for two nights are people has care about health care. They want to increase and lower the cost of health care. They want to take on Drug Companies and lower the cost. Theoretical, smart, care about the future of the country and keeping us safe. Its exciting to see them all here. Do you worrisome of them in their effort for health care will be too progressive for michigan voters. I think its going to all work out. I think everybody understands we have a lot of hardworking folks that gave up a wage increase to get Good Health Care under a union contract. Weve got to recognize those folks who want to keep their insurance as well as the fact we need to have broad universal coverage. I think most importantly is the picture of donald trump going to court right now to rip apart health care, to take away coverage for everybody with a preexisting condition. On the stage will be people, every one of them wants to increase Affordable Health care, take down drug company prices. Some of them are willing to have private insurance go away. There are differences. Im happy to debate that. Donald trump wants to take everybodys health care period. He wants to take away health care by taking away the ability to get coverage for preexisting conditions. Hes already taken away Prescription Drug coverage as an essential service by putting junk plans onto the marketplace, so im happy to have that debate. Just to be clear, lets say Bernie Sanders becomes nominee, you think medicare for all, free tuition, those types of progressive plans will sit well with the majority of michigan workers. I think all of that will work its way out. Bernie was at the ambassador bridge taking a group of folks over to demonstrate differences in prices between the u. S. And canada. Ive taken that trip with seniors many times. I can tell you all of our candidates focusing on those issues for people, bringing down costs, everybody on the democratic side understands how care is personal, not political. So im happy to have that debate with this president and the republicans who have voted over 100 times to repeal the Affordable Care act and take away coverage. I want to talk about what the president is tweeting this morning. Thats more attacks on baltimore and Elijah Cummings. Are you surprised that your republican colleagues have not come to Elijah Cummings defense . Its very disappointing. I wish i could say it was surprising. From my perspective, this president is going to continue to do this. Hes got to put out poisonous, racist comments. I think we should stipulate thats going to happen every day. Look over here at this outrageous thing i said but dont look over here at taking away health care. Dont look at russia intervening in your election and im not going to do anything about it. Dont look at him making us less safe by having a very respected republican head of National Intelligence agency stepping down for someone who is very political. This is going to go on. I think you guys should just stipulate, okay, thats the one for today and then go back and talk about what people in michigan care about, which is having one job instead of three to take care of your family, be able to afford your health care and Prescription Drugs, protect our great lakes, which this president has attacked over and over again. One of our great reporters went out and spoke to a michigan reporter. I think he captures a sentiment we hear a lot. Here is an independent michigan voter. He says ill take progress over a few blank words. He said an expletive. He says a few things. As long as things are going good, i could git two blanks. Until he says a literal n word, i might be missed but going well for me. Unemployment rate ticked down. He might say some stuff i dont like but im going to go with it. What do you say to that . I appreciate the fact for some folks in michigan things are going very well. They got a big tax cut. For the majority of people, not so much. They are still working two or three jobs. When i talk to construction worker who had his Tax Deduction for buying his tool or going from job to job taken away, yet the republican wont take away Tax Deduction for moving jobs overseas. We had a lot of folks in michigan, may be going well for folks on wall street, not going well for me. By the way, my cost of health care and Prescription Drug is one of the things im concerned about along with cost of college for kids. Senator stabenow, thanks for rolling out the red carpet for us. We are so happy youre here. Its great to be here in the 313. Right. You need a tshirt. Ill take it. Nearly half of all democrats, nearly, are in favor of starting impeachment proceedings for President Trump. What is the Tipping Point for democratic leadership. But first a former new York City Police officers opioid addiction almost killed him but now hes taking control of his life and helping others do the same. His story is todays turning points. I wanted to be a new York City Police officer from the time i was a kid. I was never able to really apply myself to anything because id rather party. I used marijuana. Ive used adderall, cocaine. Didnt get into Police Academy until i was 28. I went cold turkey from using painkillers. I didnt touch a pill for a couple of years. Then i got hurt. I was chasing after a few guys at a subway station, got thrown downstairs, busted up my knee and back. Before i left the hospital they gave me a prescription for 10 vicodin. By the time i got home i was through that prescription. I wasnt aware i was addicted until way after i retired from the police department. I was constantly buying and selling pills, up to 5,000 a month. My wife force med to go into treatment. Ive been clean and sober five years. I currently work at a residential treatment facility, young men between the ages of 18 and 30. I like to share i was a police officer. It could be anybody. Theres no face to this addiction. Turning point brought to you by Cancer Treatment centers of america. Care that never quits. When i was diagnosed with Breast Cancer, there was no hesitation, i went straight to ctca. After my mastectomy, it was maddening because i felt part of my identity was being taken away. When youre able to restore what cancers taken away, you see that transformation firsthand knowing that she had options that she could choose, helped restore hope. My team made me feel like a whole person again. Cancer Treatment Centers of america. Appointments available now. Cancer Treatment Centers of america. Take prilosec otc and take control of heartburn. So you dont have to stash antacids here. Here. Or, here. Kick your antacid habit with prilosec otc. One pill a day, 24 hours, zero heartburn. This melting pot of impacted species. Everywhere is going to get touched by climate change. Thats what happens in golf nothiand in life. Ily. Im very fortunate i can lean on people, and that for me is what teamwork is all about. You cant do everything yourself. You need someone to guide you and help you make those tough decisions, thats Morgan Stanley. Theyre industry leaders, but the most important thing is they want to do it the right way. Im really excited to be part of the Morgan Stanley team. Im justin rose. We are Morgan Stanley. My personal view is that he richly deserves impeachment. Hes done many impeachable offenses. Hes violated the law six ways from sunday. Thats not the question. The question is can we develop enough evidence to put before the american people. Thats house judiciary chair jerry nadler, sort of straddling a fine line on impeachment arguing its too soon to begin formal impeachment against President Trump but filing a lawsuit stating the committee is considering it and also suggesting in some way this is part of the impeachment process. This comes as nearly half nearly half now of House Democrats now back starting an impeachment inquiry. Joining us, joe lockhart, cnn political comment, cnn political commentator and democratic strategist. The numbers have moved. Not a tidal wave but they have moved. Three more democratic members of the house, all three from Washington State joined this list. 103, 104, 105. They are almost at half the caucus now calling for an impeachment inquiry. Does it matter . It matters but thats not the matter that matters. 218 in the house and 67 of the 100 senators. Were not close to that. Were not anywhere near that. We have almost half of the democratic members of the house. You need half of all the members of the house. Thats just constitutionally. Politically i wanted to see members from districts donald trump carried, members of Donald Trumps party saying this is such a big deal we have to overturn national election, cancel votes of 62 million americans. You cant do that on a strictly partisan basis. Yeah. That means impeachment is off the table . Yeah. Its not realistic. When my oldest son was little, he built a spaceship out of our garbage can and spare wood. That was fine but it wasnt actually going to go to the moon. With all due respect, your sons spaceship isnt in the constitution and impeachment is. It says, high crimes and misdemeanors. It says the congress and house is one place the president can be sanctioned. If you have jerry nadler saying he richly deserves impeachment and has done so many misdemeanors hes violated law six ways from sunday. How can you be consistent on that. The constitution left it to the politicians to decide. Not the courts. Not some outside body, the politicians. The politicians are making political decisions which is what the framers thought they would do. Putting a fine line on the numbers paul was talking about, i think theres only one member of congress who won in a trump district thats for impeachment. So i think nadler is straddling the line. Theres no doubt he would like to move forward and his committee would like to move forward, the vast majority of his Committee Supports impeachment but pelosi is looking at a bigger game here, which is how does this impact the politics of the country, because the worst result for democrats and for the country, in my opinion, is impeachment backfires and donald trump is reelected in 2020. So thats the goal. The question is do you remove him through impeachment or do you remove him at the ballot box. Right now its like as i asked some of our legal analysts the other day, would you take a case to court knowing in advance who the jury was. The jury is the republican senate. The answer is thats a hard question. Yet some of the top line findings Robert Mueller emphasized, reiterated during hearings last week, the president welcomed help from russia and then lied about it. His written answers to Robert Mueller and prosecutors were generally untruthful. He was not exonerated, and he could be charged after leaving office. Are you supposed to are americans and people in favor of impeachment supposed to unhear those things . No. People need to know the president is a liar and a crook. He is. Im sorry, its true. His election is tainted. He is president in part because russians, our enemies, intervened to put him there. Im just dealing with the reality, though.
