Parts of bourbon street, look at that, under water. Hundreds of flood gates have now been closed. Okay. There is also other breaking news to bring to you. This morning, nationwide i. C. E. I raids on thousands of undocumented immigrants are scheduled to start on sunday. This is according to the New York Times. The Trump Administration is going after migrant families in at least ten cities with deportation orders already in place. And agents might even detain immigrant who is happen to be on the scene even if they were not the target. So well have more on that in a moment. But lets begin with Tropical Storm system that is threatening louisiana. Natasha chen is live in new orleans, whats the situation there . Well, the concern is how high this Mississippi River is going to get. So the Flood Protection Authority is in the process of closing dozens of flood gates including one here at the port of new orleans where we are. Thatll be closed by 5 eastern today. Theyve been closing pedestrian gates as well. Places like the river walk. These are really popular Tourist Spots and were seeing a lot of tourists in town. Some of them saying they want to stick it out inside their hotel rooms. We also saw some people getting in a car really early this morning headed straight back for the airport. They just want to avoid the whole thing. The worst, of course, yet to come on saturday. And so the governor and the mayor of new orleans have both declared states of emergency. City hall was closed yesterday and remains closed today. You wouldnt be able to tell with this gorgeous sunrise behind me, but yesterday around this time, this place is getting pummelled with rain. A lot of morning commute drivers dealing with that intense rainfall. Were going to continue to track and see if that type of event continues to happen in the next couple of days. Okay. Still looks like scrambled eggs to me out there. Little tabasco on top. This is not a developing storm right now and thats the great news. Hurricane hunters are out there looking for winter not finding circulation yet to give it a name which will eventually today be barry. Right now winds are only 30 miles per hour. The forecast is for it to go to the west of new orleans. But the cone does include new orleans and heres why. Two of the models now are right over new orleans as we work our way into saturday morning. Heres the model for today. This is what the rain should look like for the day. There are more showers on land away from the storm than here in new orleans. But all of the rainfall off shore for now. And that will change. This storm will rotate around and the rain will get into southern louisiana, mississippi, alabama, and even into georgia. And some of that rain, guys, could be 15 inches deep. The new models, slightly farther to the east including new orleans. But for you up there in new york, theres a severe potential for wind damage here. I dont want to kind of put this by the wayside. Later on tonight, youll be hearing thunder and lightning and maybe some trees could be down as well. All right. Chad, stand by. Keep us posted on that. Meantime, we have this breaking news from the New York Times. Immigration raids, raids on undocumented migrants now apparently scheduled for sunday. This in the New York Times published overnight. Joining us to discuss, sara isner and bianna golodryga. Let me read you two graphs from this New York Times story overnight. Raid to arrest thousands of undocumented families have been scheduled to begin sunday. This is according to to two current and one former Homeland Security official. And then the raids which will be conducted by i. C. E. Over multiple days will include collateral deportations according to the officials. In those deportations, the authorities might detain immigrants who happen to be on the scene even though they were not the targets of the raids. Now bianna, weve been told for weeks these raids have been coming. The new information from the times overnight is it is sunday. Targeting some thousands of families including children. What do you see here . Itll be interesting to watch how the democrats respond to this. Remember, the president held off on the initial plan for the raids is few weeks ago as you just mentioned. Also be interesting to see what happens locally on the ground. Youve seen many mayors in many of these cities say they will not be cooperating and talking to their Police Department saying not to cooperate with these i. C. E. Officials. So i think whats going to happen over the next 48 hours is going to be critical here. Heres whats different than what weve been seeing at the border. These are people with deportation orders already. In other words, theyve been adjudicated. They are here unlawfully. Opposed to people who have been showing up and seeking asylum which is legal. Okay . However, optically, im not sure what the difference is. Because we have seen for the past month that these Deportation Centers are full. Theyre full. Theyre beyond capacity. People are being kept in overcrowded cages in inhumane conditions. So im not sure first of all how the Deportation Centers are going to accommodate more people from these arrests, and just in erm thes of the public trying to digest all this, optically what the difference is. I think thats right. Weve seen this reporting before and delayed before. Well see if this moves forward. But again, what these 2020 democrats do with this will be interesting. Because donald trump is getting to skip the primary and go straight to the general. What weve seen in two polls out this week is the majority of general election voters find immigration to be a top issue. And tend to side that its a crisis thats happening here. And you have jeh johnson from the obama administration, their secretary of Homeland Security, advising democrats not to move too far to the left on this issue. But i think theres no question that this will remain a top issue going into the next debate and for those top tier candidates to have to grapple with how to talk to their primary voters about this without alienating general election voters. So interesting. Both bianna and sara, one of the first things they bring up is the politics here. Is this a base play by the president . Is the timing a week and a half before the cnn debate, does that play in here . But theres a flip side as well on the New York Times. This quote. Agents have expressed apprehensions about arresting babies and young children. Officials have said. Theres still concern about how to pull this off. And theres still concern about people who might be affected. Yes. The optics of this have the threat of being really bad for the administration. We saw the family separations just about a year ago and how bad that was for the administration. You saw both democrats and republicans come out to condemn that. Now you have the president sort of pushing forward with what could be a pretty harsh looking Deportation Force going in and deporting people who havent committed Violent Crimes while here but they have deportation orders. That may include families that are also going to be separated because maybe the children are here and theyre american citizens and the parents happen to be undocumented immigrants. If that happens and that is shown publicly in local communities, it could really present bad optics for the president showing himself to be someone who continues to separate families who even though they have deportation orders arent necessarily causing crime in the community, arent necessarily violent criminals. Weve seen previous administrations try to focus on deporting people who have committed additional crimes after getting here. It seems like President Trump is looking at deporting families who havent necessarily committed additional crimes but are, you know, adjudicated to have been deportation worthy. Itll be interesting to see how that plays out. That brings us to the Citizenship Question for the census. President trump has long wanted to do that. Though the Supreme Court shot it down or at least sent it back to the drawing board. This morning he is tweeting about it. Whats he saying . Hes got an event at the white house today. He says the conclusion of the event, we will all go to the beautiful rose garden for a News Conference on the census and citizenship. Now, we dont know at this point. Were trying to find out and do reporting at the white house as we speak. Is this going to be an executive order to try to get a Citizenship Question on the census . How would that work legally . Might he just back off and say hes not going to try to get the question on the census right now . Were not sure. But bianna, one thing we are sure about is talking about this at all again seems to be a base play. I dont think him announcing this on twitter is him backing off. Usually if he backs off, he just stops talking about it. Thats not the case here. He cant let this go. He believes he has bill barr on his side. He believes he can pull out an executive order as well. And obviously we saw the additional setback from the judge here in new york just this week saying that they cant just arbitrarily switch attorneys and lawyers. The maryland judge said the same thing. Right. Without giving a plausible explanation which could unleash a lot of embarrassment on the administration. Sara, are republicans comfortable with that . An executive order going around the court system including the Supreme Court . I think they would be. Again, the polling on this shows one with 52 , one with 67 support this question on the census. Again, you want to look forward to that democratic debate in a week and a half. Joe biden had protesters at his headquarters yesterday who were protesting deportations during the administration and wanted him to apologize for that. Its a different issue for primary voters than it is for Republican Voters going into this. And so i think its a really interesting question of what exactly the president s going to say here and where that lands for these democrats how they respond. Typical fashion, the president announced hes making an announcement on twitter. We might watch what the courts have to say about it as well. Alexander acosta trying to explain his role in this sweetheart plea deal for Jeffrey Epstein, sexual predator, more than a decade ago. Epsteins began charged again with sex trafficking and abusing minors. Acosta basically said i got the best deal i could. He blamed the state of florida for bungling it before. And the question today toluse, is acosta safe in his labor secretary job this morning . It seems at this point. We know this is a president that can sour on his cabinet officials quick will i. But it seems this morning he is not out the door. You can expect the News Coverage of this continue because there are a lot of holes that acosta made yesterday. Those holes are getting to be poked by the local officials down in south florida saying they have a different recollection of what happened back in 2007 and 2008. And some of the arguments that he made dont really hold water about how things have changed over the last ten years and how victim shaming was all envogue back then. Now it doesnt happen anymore. Its not very clear that he really made an argument to explain himself and explain why he was able to give this sweetheart deal to epstein and why the prosecutors now in the Southern District of new york. Able to bring a much harder set of charges against him. You can expect the News Coverage of that to continue. As that continues, that could impact how his standing is with the president and follows the news and media closely. Ten years went after perpetrators of child rape. Right . They went after pedophiles. He was making this seem this was so many decades ago and times were so different. I think he was trying to equate the me too movement with what epstein has been charged with. Not to take away anything from the me too movement, but youre talking about child rape and pedophilia. You cant suggest that, oh, ten years ago things were entirely different. They werent. The one question i do have is whether or not the president s affiliation with epstein will help or hurt acosta. Even if you believe his rationale and things have changed, why did you conduct it all in secret . Why did you leave your office and travel miles away to a secret meeting with the lawyer of Jeffrey Epstein . Why did not never tell the victims . Thats illegal. His rationale doesnt wash. And just quickly, you never heard an im sorry there, correct . No. I thought that if i were advising alex acosta, i would tell him to look at the Pete Buttigieg answer on the shootings. Someone able to own up to a mistake. These women, these dozens of children were let down by the state system and the federal system. And we did not hear an apology for that. All right. Thank you very much. This morning, new tensions in the persian gulf involving iran. Five armed iranian gun boats tried unsuccessfully to seize a British Oil Tanker. Our Barbara Starr live at the pentagon with all the details here. What happened . Reporter good morning. This happening yesterday as a British Oil Tanker tried to move through the strait of hormuz. We are told it was approached by several iranian small armed boats who tried to make that British Commercial tanker go into iranian waters essentially seize it and take it into iran. What happened next, however, is a Uk Royal Navy frigate that was escorting the tanker came up alongside very quickly, trained its cannon on the iranian boats and issued a warning to back off. I might mention that cannon on that british warship is especially designed to drive off small boats. So this morning the British Government saying the iranians were trying to impede the progress of the tanker through the strait of hormuz. But the u. S. Adamant that the iranians were attempting to seize this british tanker. Tehran saying no such incident ever happened. The u. S. Letting it be known that there was a u. S. Military aircraft overhead at the time of the incident and it was recording video of what happened. Well see if that video becomes public. Alisyn . Lets start with this announcement. So undocumented immigrants here in the country with deportation orders, the administration has said they will begin arresting them this weekend and then i guess my question is where will they be put . I mean, the president has told us for months now these Detention Centers are completely overrun. They are overwhelmed. They cant handle a Single Person more. So where will these people go . That is a good question. First and foremost, this is, again, the president sowing fear. Heres terrorizing these areas where they live because hes going to spread a wide net in multiple cities across the country. Its all part of his plan to continue to do everything he can to portray these people as the other and that they deserve all of our cruelty and hatred. Well, to your point, the New York Times says in those deportations, the authorities might detain immigrants who happened to be on the scene even though they were not targets of the raids. We just wont know, senator, until it happens exactly what it looks like and exactly how it goes down. But you know what republicans will say. These are people with deportation orders. Theyve been adjudicated through the system. This isnt just people just showing up with an asylum claim. If youre not going to ento rs the law, then democrats are for open borders. Youre not for law and order because there are deportation orders in place for these folks. I hardly think this is law and order where you go in and terrorize neighborhoods and communities with these kinds of raids. So, yes, a lot of these people do have supposedly deportation orders. We also know of cases of people who he did poratiae diad deport. Nonetheless, the bottom line is President Trump has no problem doing everything he can to terrorize undocumented people saying they shouldnt come because its ill loo eegal. No, it is not illegal to seek asylum. Meanwhile, Vice President pence is going to mccown texas tomorrow far site visit to see whats going on there. Are you going to go . I am not. I dont want to participate in what is basically the trump pence show. What are they going to see . You have a president saying everything is just fine. These Detention Centers are just being run great. Yeah, thats what theyre going to see. But we know from all of the reports that things are not great. Things are not great. And so i want to see, you know, id love to be able to go to these facilities unannounced, but believe me, when any of us visit, they will make sure that we see what they want us to see and thats not real. I want to ask you about whats happening in the strait of hormuz right now. As our Barbara Starr just reported, there was this British Heritage tanker. It was sailing out of the persian gulf, crossing the strait of hormuz when it was approached by iranian boats. They ordered to change course and stop in nearby iranian territorial waters. A u. S. Aircraft was overhead and recorded video of this incident though cnn has not yet seen the footage. What do you know about these conflicts and tensions happening between british ships and iranian ships in the strait or hormuz . Weve created an environment where miscalculation can happen. Theres no question in my mind and not just my mind but it all started when the president s just on its own withdrew from the Iranian Nuclear deal. And also put in this was we dont necessarily get our allies to say everyone lets come together and ease the tensions. Lets resolve the situation. And instead, whats happening is as i said an environment where miscalculations can happen. The last thing we need is another war in the middle east, a war with no end. Okay. I want to ask you about what the president Just Announced hell be doing this morning. Hes going to be in the rose garden making some sort of announcement about the census. And we assume about a Citizenship Question on the census that various judges including the Supreme Court have already struck down or sent back at least for them to provide a better rationale. Our reporting is that the president is going to announce some sort of executive action on this. Your response . This is a president who doesnt think the rule of law applies to him. The Supreme Court has said your rational for this census has nothing to do we the Voting Rights act but has everything to do to try to suppress the votes by basically minority populations. So hes going to keep doing it. It will lead to yet another core challenge. Just about every action this Administration Takes including most i would say of his executive orders to get around the law results in legal challenges. This is the kind of chaos and the kind of fear sowed by this president. And of course i completely disagree with him doing an executive order to get around what the Supreme Court has applied. Well, the latest information is this. We got the noaa Hurricane Hunters out there right now trying to find where the Center Location is, trying to find those winds. Then the air force Hurricane Hunters going as we speak. Trying to see where the center is. A big point we have to make, regardless of development, regardless of whether this will become a Tropical Storm or hurricane, a lot of rain on the way for portions of the gulf coast. How much and where . This is the problem. Look at this rainfall amounts. Weve got storm surge. The rainfall amounts could be a large area of 6 to 10 inches. And some of this rainfall could get up to 18 inches of rain. Just a lot of rain. Not just in that core but the mississippi, alabama coast stretching over to texas, some of these areas could get incredible rainfall amounts. Now, you personally have been working with communities along the gulf coast to prepare for situations like this. Baton rouge, new orleans, some of these gulf coast towns with so many water issues. Are they prepared for this much rain . Weve had this before. We get ready. The hard part is even outside of flood zones when you have situations like this, you dont have to be in a flood zone to get incredible rain. For the viewers out there, we have to realize its not just along the coast. It isnt just along those rivers and bayous. Even outside of that, if you get these type of rainfall amounts, you could get flooding and some dangerous conditions. Its amazing. Last three years, 83 of fatalities in the tropical systems has been inland flooding. Half of those in cars. I think talking about it now getting ready. Are they aligned as to where this could make a direct impact . Yeah, they seem to be. Theyre getting closer and closer with time. Theres some variability, but were really trying to focus. You look at the cone we have. Its quite a large area of louisiana. But these impacts are going to stretch way outside. The models are coming together on this. Again, whether it becomes the Tropical Storm or a hurricane just before landfall, either way were going to get flooding rainfall. I know this is the official hurricane season. Still it feels early to talk about a storm of this potential impact. Does this give you any idea of what the season might be like . Its hard to correlate any early activity with the rest of the season. Theres so many conditions that go into this. Its not just the water temperature. We have that. The gulf is warm. But the upper level conditions have to be perfect. That comes into play throughout the season. So theres no real bearing on the rest of the season. The peak is still to come. We get into august and september, thats the peak of hurricane season. So this is getting ready now. Weve got to get ready for the entire season. Weve got a ways to go. I do too. That seems really open and shut, that cactus case. His wounds were not serious. I assume he got minor scratches on his right arm. Police say an illinois mother took the term carpooling to literally. Dixon Police Arrested Jennifer Yeager after she inflated a pool at a friends house and had her daughters ride inside of the empty pool to hold it down on their drive home. Thats not what carpooling is supposed to mean. No. Yeager faces a number of charges including child endangerment and reckless conduct. She was released after posting bond. I heard she was trying to protect the inflatable pool. Im glad she kept that safe opposed to her children. Is this going to be one of the things where people said we used to ride in inflatable pools on top of cars all the time. This is the nanny state acting again. I miss those days i would ride in an inflatable pool. I dont think so. Ive never heard of that before. Meanwhile, why did labor secretary alex acosta give Jeffrey Epstein that shockingly light sentence on federal sex crimes against minors . Well, our next guest says much of acostas explanation is simply not true. The Investigative Reporter whose work has been central to cracking this case is next. That was labor secretary al Alexander Acosta trying to defend his judgment on the plea deal he made with Jeffrey Epstein a decade ago. Joining us now is julie k. Brown. Her investigative work at the miami herald has led to major breaks in this epstein case. Julie, great to have you here. You are the sort of foremost authority on because youve looked back at the records on what went down. So when he talked about the history of this case yesterday in that press conference, was he telling the truth . Well, he i guess thats the truth the way he looks at it. But it doesnt square with what the records say. You know, he mentioned something about facts become facts because theyre in the newspaper. The reason they were in the newspaper is because they were based on a public record. We have a story today in the miami herald that reiterates what was in my original piece that there was a paper trail, so to speak, about this meeting. This didnt just involve, you know, one piece of paper that he signed. There were emails back and forth between him and epsteins lawyers. Including one right after this meeting in which jay lefkowitzs epsteins Attorney Says thank you for the commitment you made with me at that meeting. The secret meeting away from the office they went to a secret location to have. What was that commitment they made . One of the things referenced in that email is that we agreed, by the way, that we are 23409 going to tell the vinctims abou this, right . So, you know, that says it right there. You cant try to rewrite the fact that thats in the public record. He tried to say yesterday part of the reason they couldnt prosecute this is the victims were afraid to come forward. Let me play that moment for you. She talks about the challenges faced. The talks about the victims being scared and traumatized. Refusing to testify. And now some victims actually exonerated epstein. Most had significant concerns about their identities being revealed. The acts that they had faced were horrible and they didnt want people to know about them. The she hes referring to there is the federal prosecutor. Is that true . Yes, part of it was true. Of course there were victims afraid to testify. There were victims who were in love with epstein. He groomed them that way. He took care of some of them when they were homeless. But there were 36 victims. And there were quite a few of them who wanted to go to trial. And were calling the Justice Department and calling his office and calling his prosecutors and saying whats going on with the case . I gave your fbi agents all this information. I want to go forward. You dont need every single woman to cooperate in this case. You know, you really only need one. And then mention the fact, by the way, we have all these statements by all these other women that corroborate this. And we have other evidence. We have other witnesses. There are ways to treat minors, you know, underage young women in court. Theres a blueprint for this. This has been done before. But they decided not to do that. And they also decided not to notify as youve discussed the victims. Which is illegal. They didnt tell the victims about the plea deal. So heres what he said about that yesterday. Listen to this. When it was finally clear that epstein would comply with the agreement, she talks about how she made efforts to notify the victims. How that was at friday afternoon at 4 15 and that she learned that the state had scheduled the plea for 8 30 the following monday. And she talks about how she made ever effort to notify the victims at that time. Is it true the federal prosecutor, the she in this case, couldnt connect with any of the 36 victims to let them know about this in that 72hour period . I dont believe thats true at all. This was coming down the pike for quite a while. Even if it was true, why wouldnt you postpone the hearing . Its not like they didnt have the power to say, look, lets do this they did it first thing on a monday morning. They called a couple of people who were, like, wait. What is this about . That was the other thing. They didnt even tell the people that they did reach exactly why epstein was going to be in court. So some of the victims attorneys were under the impression that he was pleading to a state charge but that the federal investigation was still continuing. And the judge ruled in this case that they did prosecutors did mislead the victims in thinking they were Going Forward with the case. Obviously all this begs the question why. Why did acosta do this . Why did he seem friendlier to Jeffrey Epstein and his attorney than to the victims . Why did he break with convention in this case . So radically . And that hasnt been answered yet. Reporters often have a lot more information than they print or than they broadcast. And im just wondering if you know if there will be more coming out on the back story . I hope so. I think whenever an investigative reporting does this, you hope that youre going to find the i got you thing. And i really didnt find that. You know, theres a lot of Different Things you can surmise from the emails that went back and forth. He had a real history with these lawyers. He was shrewd. He hired lawyers acosta looked up to. Has the white house given you a response . We havent received a response yet, but we will continue to work with the white house and congress to make sure d. C. Taxpayers arent left holding the bag for federal agents. What does it mean the deficit in this fund, and what does the fund do . Sure, this Emergency Planning and Security Fund is a fund set aside in our local Homeland Security department to support federal events. The inauguration, for example. Every four years theres a federal allotment made for inauguration expenses. Our local Police Department, mpd, supports crowd control, First Amendment demonstrations, the movement of officials. And its a lot of man hours used as well as equipment used to support these events. We are happy to host the federal government in washington, d. C. And host these events, but theres a cost. And that cost must be borne by the federal government. And in some cases you brought the inauguration, youve had issues getting paid for it. 7. 3 million for the inauguration, is that true . We do. And were going to work with the congress and the white house not only to recoop the costs from the last inauguration but also to prepare for the next inauguration. Regardless of administration, the d. C. Government works with the white house to make sure that we have the expenses that we need. Now, in the last inauguration we had extraordinary First Amendment demonstration activities which accounts for more than what was allotted. So its critical in the upcoming 21 budget, that the federal government accounts for these extraordinary costs. But we have to get through 2019 before we can even do that, and we already believe that through the end of 2019 we will be short if those funds are not replenished. What will happen who pays, i should say if the federal government doesnt reimburse you for the inauguration or the july fourth celebration that the president just hosted on the mall . We will be able to provide less support for Upcoming Events or we would have the d. C. Taxpayers pay. And my job is to make sure our local dollars are used for local needs. All the while these fourth of july activities were happening we still have a city to protect and keep safe. And so thats very important. Now, our experience in working with the white house over several administrations is that the white house pays its bills and were going to ask President Trump to do that as well.
