Biden became president elect, and President Trump is still refusing to admit defeat. Yet thousands of his supporters gathered in washington, d. C. , to protest the election results, and last night those demonstrations turned violent. Officials say one person was stabbed, and at least 20 others were arrested. So listen, the president is in denial. He has no path to victory. But he continues to push these baseless conspiracy theories, these false claims, and President Trump has chosen his personal lawyer, Rudy Giuliani, to lead the several longshot legal challenges. And while trump focuses on his efforts on an election that will not be overturned, the coronavirus pandemic is surging in the united states. Take a look at this map. Yesterday there were more than 166,000 new cases, and it is the 12th consecutive day that the number has been above 100,000. Listen to this from the chief of disaster medicine at George Washington University Hospital he predicts there will be an unprecedented surge in new cases after thanksgiving. But lets begin with cnns Sarah Westwood over at the white house for us. Sarah, this has been going on for many days now. Is there any sign at all that the president is even considering conceding in the coming days . Reporter yeah, theres really no sign of that right now. President trump has remained largely out of sight for the now more than a week since the networks projected that joe biden would be the winner of this election. We saw him emerge yesterday to go golfing. And on friday, he held his first public event, a rose garden address, where for a brief moment acknowledged at least the possibility that he has been denied a second term. But by and large we havent seen the president acknowledge the reality of his loss in any substantive way. In fact, he has vowed to continue fighting against the election results. As you fenmentioned, he asked president s personal attorney, Rudy Giuliani to spearhead the voters underway in key states. We cant stress enough, there is no chance the outcome of the election will change even if the challenges were to prevail. Joe biden has a pretty substantial lead, thousands and thousands of votes in these states that he won, that President Trump lost, that blocked ultimately his path to reelection. This is causing some discomfort politically for republicans who are starting to mount some pressure on him to concede, to begin the transition, Congressional Republicans, for example, were pressuring the white house publicly to at the very least start giving president elect biden access to the same classified information that trump is briefed on every day. There are transition offices here in washington sitting empty. People at various federal agencies from the state department to the Treasury Department really twiddling their thumbs as they wait for the signoff from the white house to initiate contact with the Biden Transition Team. Reporter well, we know that many thousands of Trump Supporters flooded the streets of washington yesterday for a series of protrump events. There was the million maga march, somethings called the stopthesteal gathering, a false movement that has gained steam on line thats pushed misinformation about voter fraud. The Trump Supporters clashed with counterprotesters who had come to push backing on some of the farright elements that had joined with the protrump crowd. President trump was responding on twitter, i want to read you that, radical left antifa scum was easily rebuffed today by the big d. C. Maga rally crowds only to return at night after 99 of the crowd had left to assault elderly people and families. Police got there but late. Mayor is not doing her job. There were more than 20 people who were arrested in the skirmishes, and two Police Officers sustained injuries in those fights. Really incredible situation unfolding in washington last night. I wonder as Congressional Republicans watched what happened yesterday, watched although they say they do not the president s twitter feed, kind of egging this on, are they prepared to inherit and oversee this fomenting, this provocation when the effort to overturn the vote will fail in about 65 days with the inauguration, what are they going to do with this . Any indication . Well, this is the bargain that theyve made with President Trump over the past few years. Theyre willing to overlook his tweets, theyre willing to overlook his undermining of democracy in order to get some of the policy wins they believe theyve gotten under this president. Now President Trump is a lame duck. He does not have the ability to deliver any more policy wins for the Republican Party. But theyre continuing to stick with him. Theyre continuing to overlook some of the things that hes saying, pretend like theyre not seeing his tweets. In part because they are fearful that he is going to come back in 2024, that hes going to continue to lord himself over the Republican Party. Though its more out of fear that these republicans are not speaking out, not necessarily out of some sort of deal that they have with the president. So i dont expect that to change. As long as the president continues to have twitter, as long as he continues to hold sway over the party as he will even after he leaves office, its going to be hard for republicans to speak out against him even as a few realize that whats happening is completely out of the norm. Its not in line with what we do in a peaceful democracy where the transfer of power is a bedrock of our system. A lot of these lawmakers are realizing that they just to stay silent because if they say anything, the president is going to train that abusive twitter account on them. And theyre going to be the next target. Were seeing the lack of political courage from most of these lawmakers knowing whats right but not speaking out about it. And theres no question thats probably worsened by the two senate races in georgia coming up in january. It seems like the president is not only doubling down, but his lies about the election are accelerating. Hes now talking about Voting Machines and spinning con spirits theories. Hes put giuliani in charge of the legal effort, and giuliani himself has been spinning lies about about voting that have no basis in fact. What do you think is really the end game here given that people close to the president seem to believe that he knows that this is really over . Yeah, there really is no end game. Thats the issue with this president. They dont have a broader strategy other than just sort of surviving the day, continuing to live in denial. The number of cop conspiracy theories has grown. Theyve had two weeks to prove some theories and allegations of voter fraud, and say that have come up with absolutely nothing. That shows that there is no broader strategy. The fact that someone like Rudy Giuliani is in charge when he does not have expertise in election law, when hes not been able to prove that he has any evidence of election fraud, it shows that the president has a dwindling number of avenues to try to keep this effort alive, try to keep himself in power. Other than just sort of trying to survive the day and keep his base rallied and angry, theres not really much of a broader strategy here. The president has been talking to some of his advisers about maybe running again in 2024. If he continues to fight the 2020 result, that may give him the impetus to run again in 2024, that the Campaign Election was stolen from him, that hes running a campaign of vengeance against all of the people conspiring against him. Other than sort of trying to keep his political fortunes alive and deny reality, there is no broader end game or strategy. In a matter of weeks it will be clear that the president s avenues have run out and he has no choice but to leave office. Let me bring in the coronavirus pandemic into this conversation. And the last two days, friday and saturday, there have been 350,000 new coronavirus cases confirmed in this country. The president did tweet yesterday about wanting a new Coronavirus Relief bill. But thats the extent of his involvement. We know that nancy pelosi wants something thats broad, broader than what Mitch Mcconnell and Senate Republicans want. Is there any indication of if a President Biden would stick with the line of Something Big and broad in a relief bill with nancy pelosi, or will he any hints thus far that he needs to get money to people quickly and will be willing to push toward a compromise that weve not seen thus far . Thats one reason that these two georgia races are important. If democrats win both races they can go big. Democrats in general are behind having a big stimulus package to inject some energy into the economy as we wait for a vaccine. Now if the democrats are not able to win both of those races, then biden will have to show that he is a negotiator who can work with republicans, that will be his first big test about whether or not his presidency can deliver big policy wins working with republicans. Now the package would have to be much smaller because republicans are not on board with the idea of a multitrillion dollar package now. Theyre looking at something much smaller. That would have to be what biden would have to compromise with a Republican Party that all of a sudden is worried about deficits and debt and does not want to spend too much money. Biden would have to tailor his expectations and try to put together a smaller package to try to get money to people as quickly as possible after hes sworn in. Yeah. I mean, that seems like an urgent situation. On top of that, the virus is surging right now. I mean, do you have a sense that in the white house theres any desire to have the president really take more leadership over what is going on with the virus in the next several months even though he is a lame duck president until january 20th . The effort seems to be more about focusing on burnishing the president s legacy when it comes to the virus. We saw the press conference over the last couple of days where he talked about operation warp speed and talking about a vaccine. And hes pushing back against the idea of any lockdowns. He is really trying to burnish his legacy and make it seem like he did a great job with the pandemic even though it seems to be one of the main reasons why he suffered defeat. It doesnt appear that the president s reengaging other than a tweet saying, you know, there should be more us . More stimulus. It doesnt appear that hes trying to get hold of this pandemic. Some of his advisers seem to be board with herd immunity, so theyre not too concerned that the virus is spreading rapidly. It doesnt appear the president s going to be doing anything over the next coup of months to try and get the pandemic under control or reduce the number of cases that we have. Instead, hes going to be focusing on, you know, fighting these election fights, pushing forward these conspiracy theories about potential voter fraud, and really ignoring his role as commander in chief to protect the country from the virus. That seems for the most part, hes moved on from that. Burnishing his legacy on the virus while the virus is also surging. Tolu, thank you so much for joining us this morning. But for most people, things really havent changed dramatically. No broad lookdowns, no massive new mask mandates. Do you think that the restrictions that weve seen over the last 12 days that 100,000 or more has been the reality are commensurate with the growth and spread of the virus . You know, unfortunately what this virus has shown us is that its capable of moving a lot faster than we in our politics are. The thing about covid that people have to understand is that once you have these spiking numbers, youre already behind. This is the kind of disease that doesnt just increase a little bit more every day, it can double in 2. 5 days. That doubling time means weve got to get ahead of it. Unfortunately, when it comes to the sfipike that were seeing ts fall, our politics have not been there. Were not seeing the restrictions that we see in place that we saw in place earlier on, and unfortunately, people are really tired. And so im not advocating for one way or another. But what i am saying is that this is an extremely important circumstance that we have to respond to. It means that we in our own homes have to change the decisions we make about the exposures that we take on. It means that we have to be a lot more thoughtful about making sure that were putting on masks. It means that we have to be more thoughtful about hand hygiene, and we may have to foreknow it the social interactions that the Holiday Season tends to bring with it. Thats one. Then you have political circumstances. To encourage people to do that and sometimes weve got to enact the kind of mask mandates and restrictions on exposure that worked so well in the silver spring. This in the spring. This is an allhandsondeck scenario. More people in hospitals than any point in the pandemic. Still no sign of any compromise on relief for people from congress. Let me switch to the vaccine candidates now. Moderna and pfizer are maybe a couple of weeks out from applying for an emergency authorization use for their candidates. Whats the difference between them do we know . Each of the vaccines works in a different kind of way. They meet different restrictions. For most people, theyve got to think through what is going to be available for me and what are local officials offering. Im worrying about the situation where weve got multiple different vaccine candidates that finally making it to vaccines that people can take, and then we start squabbling about the differences. What the public needs to understand is that when a vaccine candidate makes it through a study that indicates that it is safe and effective, then thats a great vaccine candidate to vaccinate yourself and your family with and know that youre going to have some increase in immunity that can tamp down the virus. Most important things to folks need to watch is when are local officials indicating that people like me or people like me and my family ought to be getting vaccinated. Are there typically, again, im a novice here in talking vaccines, just learning this together. Are there is there typically one thats better than another for an age group, a person with a heart condition, or any other medical concern . There can be. But most of that gets figured out in the Clinical Trial process. So what were waiting for is what those trials show us. You know, in theory there shouldnt be much of a difference. Some of these vaccines are more oldfashioned, meaning that they take a piece of a virus and then inject it in your body, and your bodys immune system recognize thats virus and then ramps up an immune system to protect from the real thing when it sees it. Some of the vaccine thats were seeing coming forward now are mr a viruses, meaning that instead of sending a part of the virus, were sending a part of the virus genetic code. Mr a, what the dna codes for. And then it generates, your body generates part of the virus, and then the same immune response happens. There shouldnt in theory be a difference in how these how your body responds or who may be better served by one vaccine or the other. However, as we look at Clinical Trial data it may be that some of these are better for certain kind of patients than others. But we have to wait until that trial data comes forward and doctors and scientists interpret it and put out a public call to physicians and Public Health officials. Realistic timeline now. And lets say we are on the scientific head of operational warp speed, were on his timeline that by December States will be able to start administering this program to vaccine 20 million and then another 20 million per month after that. The average person who isnt elderly, who is not in the health care industry, 42yearold peggy working in payroll, when will she be able to get this this vaccine potentially . The most likely estimates that ive seen are starting into the summer months and into next fall that peggy from payroll is going to be looking to get vaccinated. Ill say this peggy from payroll is going to be benefited not just by getting vaccinated herself, which she needs to do if and when its indicated, but also as soon as people around peggy start getting vaccinated, as well. Then shes going to have some benefit from that because the number of people that she might bump into even with physical distancing in place, who are vaccinated and, therefore, immune, and therefore, cant pass on the virus to peggy, thats going to increase. So thats a good thing for peggy, as well. The most important thing people have to recognize here is that this process is being led by science rather than politics. That youve got teams of people who are looking at the safety and efficacy of these vaccines, and that when they come forward, they are trustable, and they and their family when a Public Health official in their Community Says its time, should get vaccinated because it benefits them and benefits everyone, as well. Now it is clear that the biden team is doing everything that they can to prepare for the transition despite the constraints that trump is placing on them. Theyre publishing policy papers, theyre putting together lists of potential personnel, biden is doing foreign leader calls. The president elect is supposed to get funding, supposed to get more office space, and his Agency Review times or art teams, for instance, are supposed to get access to federal agencies and departments so that they can start meeting with people there about policies, personnel, and budgets. At the same time, the president elect and his senior team are supposed to get access to intelligence. You know, you raise the 2000 election, president elect bush did get access to Intelligence Briefings while the election was being contested. Finally, a key part of the postelection transition process is the ability of the Incoming Administration to formally finish the vetting process for their key political nominees. The 9 11 Commission Found that the delay in that process led to a series of vacancies in the National Security apparatus in the runup to 9 11. The biden team is hard at work. But absent this ascertainment by the gsa, we are going to be unable to see the Biden Transition Team fully complete the transition process. What about the coronavirus pandemic . I mean, weavve been talking abt the absolutely dire situation that this countrys facing over the next several months what we are in this transition. Do you think that this delay is affecting the Biden Campaign biden transitions ability to prepare to take over the response to that crisis come january . Well certainly it is clear that the Biden Transition Team cannot meet with the current Covid Task Force personnel in the white house and elsewhere throughout the federal government absent this ascertainment from the gsa.
