Urgent update, amanda has been found. She got lost, stuck and slightly injured in the forest. Way, way out, somewhere between twin falls between two water falls and a deep ravine and creek bed. You can cry now, man, thats awesome. Reporter a photo on the facebook stage showed eller, surrounded by the search team. And this picture at the ravine where she was found. I was crying with tears of joy. Reporter her mother, said amanda used water source, and ate the berries she found, strawberries and gauava and othr items. I never gave up. Even though i had moments of despair. I knew we would find her if we just stayed with the program. Stayed persistent. Reporter Authorities Say eller, a 35yearold Yoga Instructor disappeared may 8th. Her car was found in a parking lot. Her last image was captured on video buying a mothers day gift date before she was reported missing. A 50,000 reward was being offered regarding her experience and possible oabduction. But now theres an ending that some are calling miraculous. Unbelievable. If you brief in prayer, folks, thank god, because this is miraculous. The lead rescuer, listen to how. Were in an open air helicopter. Were all hanging out. Right now, a coast ride, seven miles east of where her car was found. But if you walked it would be more like 25 miles because of up and down terrain. Were flying up this gulf and his ravine. Were looking down. And were passing waterfalls and the river continues up. At the same time, we all look to our right. Its like a movie, a doubletake. Were like, look at that hiker. Out of the wood work, you see amanda, my friend, waving her hands, were about 250 feet up in out of the cancanopy. It was often believable. Just the cheering, the crying and laughing. He went out there, javier said he knew she would be there. He knew she would be okay. We understand manda spent the night in the hospital. Receiving treatment for her injuries to her legs there. A great story, she has been found alive. Turning to politics, President Trump landed in japan overnight for what is being billed as a mostly ceremonial state visit. And president intends to play golf with shinzo abe and attend a sumo match. But its also happening as the u. S. And japan are in the middle of a trade negotiation and a trade war with china rattling markets. The president took a shot at the fed reminding their host of their trade imbalance with the u. S. And urged Japanese Business leaders to invest in american businesses. Lets go live to cnn correspondent Boris Sanchez who is in tokyo. Boris. Hey there, jessica and victor. Yeah, plenty to discuss between President Trump and japanese Prime Minister shinzo abe. Mainly focused on security and trade. Clearly, the two men have a close relationship. Abe, definitely one of the World Leaders who have made numerous overtures to President Trump. Remember, President Trump recently blamed that abe sent him a very nice letter and nominated him for the nobel peace prize. On a security front both men have a lot to discuss regarding north korea and the recent aggression on the north korean regime testing those ballistic missiles. And the top of china on discussion. And on trade, both sides very far apart. On a brl trade agreement, President Trump wants abe to open up Japanese Agriculture markets to american businesses. Conversely, abe wants President Trump to step back from the threat of tariffs on auto parts and other japanese parts that could be devastating to the japanese economy. We should point out, a big part of this trip isnt really about settling that trade deal. It has to do with elections that are coming up in july. And abe wanting to prove to the japanese people that hes extremely close with President Trump. A big part of that has to do with the economy here in japan. Listen to what President Trump said about the state of relations between the two nations. If you join in seizing the incredible opportunities now before us, in terms of the investments in the United States, i think youre going to see tremendous return. On your investments. Its my sincere hope that the reiwa era, the economic ties between the United States and japan, continue to grow deeper and stronger, if thats possible. I think right now, we probably have the best relationship with japan that weve ever had. Again, white house officials have told us not to expect any breakthroughs on a trade deal here. This is really, as you said, a ceremonial trip. One thats designed to demonstrate the strength of alliance between the two countries. Boris sanchez live from tokyo, thanks so much. So, the Prime Minister, Prime Minister abe, has fully embraced President Trump and not just, you know, this is the full bear hug. First to fly to new york to meet with the president elect. They played golf. This rollout now. Has this been beneficial for japan, for the Prime Minister . Well the Prime Minister has had a lot of opportunities to make his case to President Trump over the past couple of years. The japanese officials often tell reporters that theyve spoken or met 40 times since President Trump was elected. Its not clear that Prime Minister abe has been able to get a lot of policy wins with this white house. But that close relationship is something that he values. And hes able to get the president on the phone when he needs to. Hes able to get the president to come to japan and show that there are tight relations between the two countries. Its something that is helpful for him politically, as hes looking towards the real election. But President Trump has not, you know, relented on putting tariffs on japan. Other countries have gotten some exceptions, but japan hasnt. Trump has continued to threaten auto tariffs on a number of countries including japan. And hes continued to complain about the trade deficits that exists between the u. S. And japan. Its not clear that Prime Minister abe has been able to win on policy, because, you know, due to these close ties that he has and all of the red carpet rollouts that hes provided for the president. But it is something that he values in having that close relationship with President Trump. And well have to wait and see if hes able to get some sort of policy outcome over the next couple of years. Lets talk about the policy outcome over this trip. Now, this is mostly ceremonial, this is a state visit. But with so much on the taken that you described so well. Whats the white house explanation for not having substantive talks at least publicly on the schedule, about trade, about north korea, about china . Yeah, our understanding is the president wanted to do this trip, when he was told by the japanese that he would be the first leader to meet with the new emperor. And the event in japan in the words of President Trump is a hundred times bigger than the super bowl. Society president s ego is being stroked here thats part of the reason why he decided to go. And our sources are telling us showing that relationship is especially important when we have trade skirmishes with china, and the north korea issue as well. Theres likely to be some policy talk even if there arent any deliverables out of this trip. Including with iran. The japanese are seen as a conduit between the u. S. And iran. The japanese had a close relationship with iran. And they are opposed to some of the actions that the u. S. Has taken, including pulling outside of the iran nuclear deal, in other words, sending troops to the middle east. The japanese see themselves as potentially as an ally that can stave off a war when it seems that the drum beat of war seems to be beating now. How does japan, how does abe line up now with where President Trump and the u. S. Is on north korea . Described it earlier as a 270degree turn here, because we started with little rocket man. And 31 was the aboutface of, you know, we fell in love, the president said last year. And now with the shortrange missiles there may be some hybrid of that. Where does japan line up . Those shotrange missiles go into the sea of japan, right . Those shortrange missiles are a threat to japan, not so much the u. S. . Thats right, victor. The japanese were never comfortable with the love phase between trump and kim jongun of north korea. We often heard from japanese officials that the u. S. Should be careful about sort of listening to the words of north koreans and showering them with praise, given the fact they have not gotten rid of their nuclear weapons. They have not really taken any steps to show that theyre serious against denuclearization. The japanese has been the excepts cal party. Theyve been respectable of the president. Giving him the space he needs to negotiate but behind closed doors theyre very much concernconcern ed President Trump may get played by kim jongun. And the shortrange missiles continue to be a threat to japan and other countries in the region. And the japanese are also concerned about the issue of abductees. North korea has been accused of abducting, you know, a lot of japanese citizens. And the japanese have called on President Trump to raise this issue with kim jongun multiple times. A federal judge has ruled President Trump cannot use Defense Department funds to build parts of the southern border wall. But from, i think, a point of view for our viewers to think about is that none of those president s had the same contempt and demissive view towards congress that this president does. Not only that, if you look at his choice of what country, who hes sending the arms to, it also reflects his Great Attraction towards authoritarians. And heres, despite our intelligence gathering that the saudi prince was responsible for the mirurder of the Washington Post journalist, President Trump tends to ignore that. That point were you just making, the president ignores this loophole. Telling the wall street journal here, that it sets a dangerous precedent that future president s can use to sell weapons without a check from congress. It seem like you agree with that. Is that right . I do agree with that. With a system of checks and balances it is a system of checks and balances. Not an existence of one authority for one branch of the federal to override the other. Thats what the problem is with this present administration. Theres no sense of this balance. Therefore, these loopholes which exist for valid reasons can be abused. Thats the concern there. Youre saying there is a high threshold to be able to invoke this. How do you impress that the president is going to justify this to use this loophole . Or will he have to . He may not have to. Its almost like one of his favorite term, declaring emergencies and he likes to use that as his rationalization for it. Because that does exist in the act, he wont probably have to justify it. Congress could ask him to justify it. But it would be contested in court. That is an uphill battle. So, really, Congress Hands are tied on this . On this particular version, yes, i dont have too much recour recourse. I want to talk about the federal funds, a federal judge has blocked those funds for the use of a border wall. Heres what the judge said in is that order. He said the case is not whether the challenged border barrier construction plan is wise or unwise. It is not about whether the plan is the right or wrong policy response to existing conditions at the southern border of United States. Instead, this case presents strict legal question regarding whether the proposed plan for funding border barrier construction exceeds the executive branchs lawful authority. Does it do that . Yes. I agree with the judge. And thats an example of good tight legal analysis. The judges opinion playing out, this is not about the broader question of do we have an issue with immigration, is a wall the right solution. Hes focusing on something very specific which is how should it be funded, what can the president do. And is the president usurping Congress Funding powers. And thats what hes saying that the president is doing, by trying to use these funds in a way that congress did not intend for them to be used. Of course, the president always believes that hell win in the courts. He certainly believes hell always win in the Supreme Court. I think hes likely to be mistaken on these issues. The sun is coming up, really an all too familiar scene for people here in oklahoma, and that is the flooding. You see behind me, we were actually able to drive through this extract spot two days ago with no problem and no water. You can see that has changed dramatically. You can see off in the distance, that is the Arkansas River and there is no difference between that river and where youre standing right now. That river 22 feet, a little bit off the record, but still well in the major flooding category. Of course, its not just tulsa affected. Its places all across the state. Weve passed through Oklahoma City since weve been here here. North of that city, we saw homes list really hanging on the edge, jut inches away from falling into the cimaron river. And thats because the soil was eroded away from the homes literally before our eyes it is collapsing. This is on the tail end of what has been a week full of deadly tornadoes and severe flooding as well. People are really just trying to cover from the latest round of Severe Weather. Statewide state of emergency is extended. To all 77 counties by the governor. Here in tulsa county, there are thousands of residents affected. The prognosis is how much water is coming from the keystone dam which controls the flow here. The army corps of engineers has slowly had to increase it. Where they are right now, 255,000 cubic feet per second of water is passing through. An easier way to put that, in laymens terms about 1,000 school buses per second of water flowing through the dam. Things are expected to be sunny over the course of the day which is great but deceptive because there are so many rivers and tributaries that feed into the Arkansas River here. The army corps of engineers says whatever happens upstream definitely will flow through and quiets literally create a Ripple Effect in tulsa. Those are the things well continue to monitor over the next few days. Just so destructive. Omar, thank you. As the flooding in oklahoma continues, another round of severe storms moves in later today. That means more than 40 Million People are under Severe Weather threat from the great lakes to the plains. Lets go to cnns meteorologist allison chinchar. This has been going on for days now. Looks like were getting another one. Absolutely. That is unfortunate. When you look at the reports coming in, 11 tornado, that now marks the ninth straight day in a row. Heres the thing, though, for a lot of people, we say may has been absolutely crazy because youre thinking of the last few days. Lets put this in perspective. In the month of pay, we have after the 268 tornadoes but so far, 327. Now, thats a preliminary number before they verify the tornadoes. Last year, we only had 170. I think for a lot of folks, it just seems like its been a lot, because of comparison to other years. The unfortunate part is, that 327 number is likely to go up. We are expecting more Severe Weather in the forecast. Not just today, but for the next several days. The focus today is from texas all the way to portions of pennsylvania and upstate new york. The main threats, however, are going to remain the same, which is damaging winds, large hail and the potential for tornadoes mixed in. We already have storms that will gradually push east into the great lakes region. Another section will develop later on this evening for places like texas, oklahoma, as well as kansas. Another concern we talked about is the rain. A lot of it is expected to fall. Widespread, 2 to 4 inches. Heres the thing in places we just dont need to see it. You saw omar just a few minutes ago talking about all of the rivers. Take a look at this, 400 river gauges at or above flood stage. And a lot of those dots line up with where we expect to get additional rainfall. You may be saying it seems like a lot of these places are getting Severe Weather. Youre not crazy. This is the truth. Theyre all developing along this ridge that is bit. South of that ridge, though, the main concern is actually going to be the record heat. Not just for one day, but for multiple days.
