On monday china imposed tariffs on 3 billion of u. S. Goods in retaliation for tariffs on steel and aluminum imports. On tuesday the white house fired back, threatening to impose tariffs on 50 billion worth of chinese goods because of allegations of intellectual property theft. On wednesday china retaliated, threatening to impose tariffs on 50 billion of u. S. Goods, and then on thursday, the white house announced, President Trump announced threats of tariffs on another 100 billion worth of chinese goods. China is running out of u. S. Exports to slap tariffs on because of the trade imbalance here, but a lot of experts say there are other levers that china could use to try to put pressure on the u. S. President trump for this latest threat, he accused china of trying to hurt u. S. Farmers and promised he would try to protect them. Some of the threatened tariffs target soy bean production which is a big export business for the u. S. There are signs that some of the president s allies are getting worried. Republican senator ben sasse said that the president s measures threaten to light u. S. Agriculture on fire. Going on in a statement to say, hopefully the president is just blowing off steam, but even if hes half serious, this is nuts. Lets absolutely take on chinese bad behavior but with a plan that punishes them instead of us. This is the dumbest possible way to do this. The white house has said it still could be months before some of these threatened tariffs go into effect, but the more the rhetoric heats up, the harder it will be for the leaders of the two Worlds Largest economies to negotiate a way out of this looming trade war. The president is doubling down on these controversial tariffs in spite of concerns raised by republicans, the industries said to be hurt and the markets. This morning in an interview with wabc the president talked about the shortterm pain that the u. S. Might sustain and said he had no choice but to do it. Take a listen. Weve already lost the trade war. We dont have a trade war. Weve lost the trade war. The easiest thing for me to do would be just to close my eyes an forget it. If i did that, im not doing my job. Im not saying there wont be a little pain, but the market has gone up 40 , 42 , so we might lose a little bit of it, but were going to have a much stronger country when were finished. Reporter so the president reiterated that message on twitter this morning, talking about the fact that a trade war with china isnt really a trade war because the United States, according to him, has already been losing with billions in a trade deficit with china. This issue is not going away for the president as markets open this morning. Well see how they respond to him, indicating hes willing to double the amount in chinese goods hes willing to put a tariff on. Meanwhile, the white house is also still dealing with the fallout over the Environmental Protection agency at straighter scott pruitt and some of the scandals unfolding around him. Sources say President Trump is naming pruitt as a potential attorney general replacement for Jeff Sessions as recently this week. Listen to what he said yesterday about what he thought of this controversy surrounding pruitt. I think scott has done a fantastic job. I think hes a fantastic person. Reporter it seems very much that as the days go on there is scandal after scandal involving pruitt. The president is standing by him now in part because he likes what pruitt is doing at the epa. He thinks of pruitt as someone he can slide into a different slot if he gets rid of a different cabinet secretary. These conversations are annoying folks in the white house. I went to high school with wendy wilson, she was in our home room class. Weve got to hold on for one more day, david. Hes so good. What i heard the president say that i think is significant for the first time is saying, look, there is going to be pain with this. You might be part of my political base, but were going to feel some pain in the United States, in the marketplace, the rattled financial markets. We may lose some of the gains but its worth it to really take on china. Its the first time i really heard him in more detail say were going to do this. Its also one of the first times youve heard him actually acknowledge that not every solution comes with no consequence, right . If you were going to make some of these hard choices, and he ran on the idea that politicians prior to him, democrats and republicans, had simply either not negotiated well, not been willing to do the hard thing and he would be willing to do so. Now, he also campaigned on the idea he would do these things and they would all be simple. Lets see if he carries through on it. Whats difficult for me is the president keeps saying theres no trade war, but we impose sanctions. China imposes sanctions. We say, oh, yeah, were going to impose more sanctions. It starts to look like a trade war. Julie, that is the question, right . Which is this still a big setup as larry kudlow suggested, to a big bargain here . We remember that the president started off currying favor with china to try to get leverage on north korea and then decided, oh, yeah, were going to ramp up our trade discussions with them. At this point were just talking about rhetoric, pretty heated rhetoric and rhetoric that, if theres follow through on both sides would have Enormous Economic consequences. Were in the space where there is still time and both sides behind the scenes say there is still time to dial this back. Every day it seems like a question of who is going to blink first, who is going to come to the negotiating table first. It will be fascinating to see what the markets do today. A few days ago when trump announced what he wanted to do and larry kudlow came out and said, hold on, we still have time to walk this back, the markets responded positively. The markets may not have patience forever with this back and forth. Its very interesting to watch the president gin it up, his advisers tamp it down. Its also interesting to hearing conservative republicans in the midwest, lawmakers talk about howe they dont like that. We have some examples. Congressman steve king of iowa says they are not as concerned about trade deficits as they are about this emerging trade war, talking about his own constituents and voters. Senator pat roberts of kansas, i just think its a very unfortunate outlook that we have protectionists advising the president and it seems he has a an intrinsic believe in protectionism. Senator joni ernst, i need the president to understand were hurting in the midwest and this is not helping. Senator roy blunt in kansas, i dont think were headed to the right place on trade policy. What does the president do about that dissension . I dont know that he knows. Normally hes relatively reactive. I think julie makes the right point which is that this is rhetor rhetoric. Its pretty strong, but its rhetoric. Im going to take my ball and go home. Is he influenced by some of these people . Joni ernst, roy blunt, these are not people who have been outwardly critical of the president. Theyve been broadly supportive. But things like this reaffirm that all politics is in some way local and that these tariffs are going to make it more difficult they believe for their constituents to prospect. Does he listen to that . Theres a lot of politically speaking, theres a lot at stake in that sort of middle of the country in november. Does that impact how donald trump makes a decision on this . I honestly i wish i could tell you. No one really knows how he goes about making decisions because its very much all a negotiation, and it feels very zigzag gi. Hes all for one tling and then all against it. Go back to immigration. I feel like the path toward where we are now on that is incredibly up and down. Julie, when were talking about holding on for one more day, with each day there are revelations about these ethical lapses. You have a guy who is a hero for conservatives because of how hes rolling back environmental regulations that came from the obama administration, but getting awfully shiny, a lot of negative attention and we know the president doesnt like that. What happens . Exactly. You see a split in the public rhetoric from the president who says he has confidence in pruitt and thinks hes doing a great job. What were hearing privately from Administration Officials where theres enormous frustration over the fact that day after day theres another controversy involving scott pruitt. You feel like it could reach a point where the good of scott pruitt in the president s eyes, on the policy front and the implementation of his environmental and genda no long outweighs the bad. I dont think public assurance from this president carry as much weight as they might with a previous commanderinchief because hes willing to change his mind so freely and quickly. Theres nothing worse than being called a good man by donald trump. Thats what you do right before the sword falls. Absolutely. Thats like dont let the door hit you on the way out. But what about this New York Times reporting that five of his staffers who tried to sound the alarm or tried to talk to him about his spending and that it was running afoul perhaps of ethics concerns, that they were reassigned. I dont know how he survives, candidly, in any sort of basic political analysis, it feels as though the bleeding has not been able to be stopped by scott pruitt. We know that donald trump hates nothing more than negative headlines he himself does not caus cause. I dont know how he makes it. After he made that comment, i spoke to two women from this caravan and asked them that very question, have you been assaulted, has this been an issue . They both said thats not the case at all. On occasion or in the past rather, you hear of immigrants who do have that fear, who are concerned about assaults, be it physical or sexual along the way. That is why this caravan is so important to so many women and families and children who are trying to make their way north. They believe, if they are in this caravan, theres strength in numbers. Where does the caravan start right now . Yes, President Trump is correct. It is breaking down. They are going into smaller groups, but that, david and alisyn, is actually something thats pretty normal during these annual events that actually started as sort of a religious pilgrimage that many use to make statements. This group making statements about conditions in Central America and making their way north. Organizers are still saying they believe at the entd of this about 200 people will make it to the u. S. I fully support President Trumps use of our military to secure the border against invasion by foreign nationals. Recent highly publicized cara n caravans of thousands heading to our borders. Its past time for congress to reform laws that entice foreign nationals to illegally invade america. Congressman, why are you using the word invasion and illegal invasion there . Because thats the word that applies. If you go to websters dictionary, it absolutely fits that definition. But isnt this the process for seeking asylum . Dont people show up on our shores and border seeking political asylum . Well, if you want to get into the legalistics of what is asylum and what is not, thats one thing. As often happens, these folks come into the United States of america illegally when they cross our borders. They dont do some kind of legal formal application process from another country to assert asylum to come into america. Often what you see is they cross our borders illegally, then theyre advised by lawyers to say the right things to be able to stay in the United States. The effect is its costing us 116 billion a year in net tax losses at the city, county, state and federal level. We dont have that kind of money. Its also costing our american and lawful immigrants jobs and theyre suffering from wage suppression because of the huge surge in the labor supply. Whatever name you want to call it, refugees, immigrants. Thats debatable. You know there are all sorts of numbers on the other side that show that immigration has helped this country and theyre the backbone of our economy. Thats neither here no there are youre talking about immigration which is different from illegal aliens. Lets make sure if youre talking about lawful immigration, we have the most general lawful immigration policy on the planet. Nobody is as generous as the United States of america. What were talking about right now is illegal aliens over and above lawful immigration. Were also talking about this caravan. This is what has prompted the act from the president. This got the president s attention, and as you just heard from our reporter, theres Something Like 1,000 people from Central America, and they say theyre fleeing persecution, fleeing violence in their home countries and trying to make it here for asylum. This is the process. This is the legal process. There are literally billions, billions of people who could make that same kind of argument. But the bottom line is, as much as we might want to have compassion for people around the planet that under these circumstances, america cannot afford it. The congressional budget office, Government Accountability office, comptroller general, theyve all warned us that the current financial path is unsustainable. Translate that into the United States government is going to go insolvent and bankrupt unless we change our ways, and this is one of the ways in which we can change our ways. We cannot afford to be the planets orphanage, the place where everybody comes and lives off the hard work of americans and lawful immigrants who are already here. Are you saying our doors are now closed to people who are fleeing persecution . No. Well, okay, when you say theyre fleeing persecution that is, of course, a judgment call and something that has to be decided in a legal format. Theres a process for that. We dont have the physical ability to harbor and house all those people. I wish we did. Compassionately we want to help people but you have to recognize, alisyn, our limitations. Of course, congressmen. Were not talking a billion. Were talking a thousand. Where is the rest of the world its hundreds of thousands, but the caravan is symbolic of the problem. But the caravan is what the impetus was to send the National Guard. I want to stay focused on the caravan. We do have enough room for that thousand. But the last time they did this, we took three. When they went through the process of asylum, filling out the paperwork, being vaeted, that months long process, the u. S. Toork three. That was from 2016 or 2017. So we wouldnt make room for the thousand. It sounds like youre saying we dont have room for any. People should no longer come here to our shores if they are fleeing violence and persecution in their home country. We have limitations on how many people we can absorb at any one point in time. If you look at the wages of people in america, lawful immigrants and american citizens, they have been relatively stagnant for decades now after you adjust for inflation and the biggest part of that problem is the huge surge in the labor supply we have caused by illegal aliens coming into the United States of america. You can also add to it in an argumentative way there are pros an cons on this, the huge numbers of lawful immigrants we allow into the United States of america. If you want to suppress the wages of americans and lawful immigrants who are already here, if you want to deny Job Opportunities to americans and lawful immigrants who are already here, fine, be an open border society. That seems to be what youre arguing for. Congress passed a law i think in 1967 saying there is this protocol through the u. S. Immigration law, the United States has legal obligations to provide protection and certain rights to those who qualify as refugees. Im not making this up. This is the law, the 1967 protocol. Well, in my opinion, in my opinion none of those people from Central America are legitimate asylum seekers. How do you know that . This is not a war zone. How do you know that . Because i read. There is nothing in Central America that suggests to me that there is an Armed Conflict going on between rebels and Government Forces or that there are invasions, the kinds of things that happen in an area that needs asylum. So just fleeing violence in their home country it has to be a war zone . No. But these are people who are decideding are for economic reasons they want to leave the countries where theyearty way will pay them money when they get here, in the form of health care, services, in form of transportation, in form of education. Were just getting this from senior Administration Officials, they have now sanctioned seven russian oligarchs, 12 companies they either own or control and 17 senior government officials in russia for various reasons. That means their assets in the u. S. Will be blocked and u. S. People will be barred from doing business with them. What raises eyebrows, weve known about this list of oligarchs the administration designated months ago. This was in january. They didnt impose sanctions then, although they did say they were coming. Today we are seeing those. Of the original list of more than 200 officials and billionaires and people connected to putin that they designated, were now seeing 38 of them actually sanctioned. What we saw, these are high ranking people. One of them ol lig dare pos kof. Hes connected to former Campaign Chairman paul man ford and his partner rick gates, both of whom indicted in the Mueller Probe looking into potential collusion of the Trump Campaign with russia. The fact that he has been singled out and now sanctioned shows that we dont know the exact reason why he in particular would be, but Administration Officials listed the expanse basically of russian activity in the world including connections to syria, including benefiting from corruption in russia, a number of these people are also connected to highlevel oil and Gas Companies there. This shows the administration is serious about targeting at least some of the people that are high ranking in russia and some of the people that are connected to russian president Vladimir Putin. There has president been any real deterrence provided by this administration or this country to stop russia from continuing to meddle in our elections as we go into a little more than seven months another Important National election in this country. We will be selecting our senators and our u. S. Representatives in every state of the union. This is important. And i think these sanctions are a step in the right direction, but there has to be a lot more, and there has to be accountability for russias involvement in 2016, and weve got to stop them from getting involved in 18, 20 and those elections going forward. Does the administration not deserve credit for doing what critics like you and others have called on him to do . David, i was trying to make the point earlier that i think the administration is taking a step in the right direction. There is still so much to do. We know from listening at the folks at the nsa and National Security and federal Law Enforcement that this administration has not made der deterring russia from getting involved in the election a priority. It looks like theres some consequence from meddling in 2016. We need to do more to deter russia from bad behavior in our election and other parts of the world going forward. A step in the right direction. We need to see more going forward. Lets switch gears and talk about the border. All the news this week, the president talking about deploying between 2,000 and 4,000 National Guard troops along the border with mexico. President obama did it. President bush did. I heard colleagues say this is a good idea. Where do you come down . In 20 of when george w. Bush deployed the National Guard we had about 10,000 Border Patrol agents on the border. Today we have double that number. Ap hechkss at a record low. The border has never been more secure or safe. We should support the Border Patrol agents who are there. Make sure they have the resources and the support. We have their back. U. S. Military is trained to go to war. I want to make sure they have the best train iing. Make sure theyre focused on their training and their readiness. Theres an opportunity cost if we send them to the border where we dont need them, where theyre not trained to do that work. 20 years ago, a suchlt s. Marine shot someone because the marine was deployed to do a job for which he was not trained. We can make the border safer. Part of that is making sure we treat people with dignity and respect in border communities, whenev everyone feels safe reporting crimes or testifying or serving as witnesses in trials, trying to scare this country about mexico and mexicans and our connection with the rest of the world is not a strategy. It, in fact, will make us less safe, not more safe. Youre talking about scare tact tactics, youre running in a race to oust senator cruz who said you and others just describe it as scare tactics. The leadership of your party apparently believes theres enough need for security that they were prepared to fund a border wall with mexico which the president called for. Do you support the leadership of your party, and do you recognize that need for some enhanced wall . I dont. With all due respect to nancy pelosi or chuck schumer, neither of them understand texas nor do they understand the u. S. Mexico border. We dont need walls. Those walls will be built on the private land. Well have to use imminent domain to build walls miles in the interior of the United States at a time we dont need it and it will not do what its intended to do. Instead, we need to fix our immigration laws and make sure those laws reflect our values, our interests and look like texas, the most diverse state, the most defining immigrant experience. We dont need walls. We dont need to militarize the border. We need to move forward with our basic fundamental strengths and success which is premised in large part upon those who want to come to this country, contribute to our success, make us a stronger and safer and, yes, more secure country. Congressman, before i let you go, as i mentioned a couple times, youre taking on senator ted cruz, raised a record amount of money. Theres clearly a lot of enthusiasm around the country, a lot of energy in the Democrat Party against President Trump. Part of the reason trump gets away with all this stuff, theres this sense that the economy is okay. So that buys him the space with his base to do all kind of nutty shenanigans. They say the stock market is a little erratic but moving in the right direction. This is a worrying sign, when youve got 4. 1, 4. 2 unemployment, youve got to worry about inflation, but youve also got to worry about things starting to sputter out, going in the other direction. Both are significant. But this jobs report will get a lot of attention. It will get a lot of attention. I think one of the things that americans are underestimating is the longterm damage of this level of erratic behavior from the white house. Youve got trading partners, military allies who dont think its smart to bet on america. Long term no, long term this is all very, very bad. You can sometimes juice up the stock market with reckless deregulation. You can have a really sugar rush to the economy with some tax cuts. But then long term youve got bridges falling down, allies walking away from you. Thats what we dont talk about enough. Listen, apparently after a year and a half when they destroyed our confidence in our elections, when theyre poisoning our allies in their home country youve got somebody, a diplomat, a former spy and his daughter almost murdered in broad daylight in the uk, were going do something. Well, listen, thats great. I think if they want a big cookie and a glass of milk and pat on the head for doing what every other country is doing, i dont think thats good enough. Were the country that had our election disrupted. Thats still not been responded to appropriately. This is being responded to the point is, theres not really the deterrent piece in place.
