We have located the 25minute recording where he talks about what he has done. At this point, we dont know what the motive was. Our biggest concern is to make sure nobody else gets hurt. This is new day with chris cuomo and alisyn camerota. Welcome to viewers in the United States and around the world. Al sip is out on assignment. Erica hill joins me. What a week of news. We begin with a cnn exclusive. Facebook Ceo Mark Zuckerberg breaking silence about their massive data breach. What he now says he is going to do to safeguard your privacy and whether he will volunteer to testify in front of congress. Congress is considering regulating social media giants like facebook, the house is poised to vote on a 1. 3 trillion spending deal today. You will hear today the omnibus deal. 2,232 page spending package that you can almost guarantee almost none of your lawmakers will have read in its entirety. Can they avoid another shutdown tomorrow night . Well see. Cnn is learning about four topics Robert Mueller wants to ask the president about. It comes as President Trump defends his call to Vladimir Putin. And police finding a 25minute videoc confession on his cell phone. A lot to cover this morning. Live in San Francisco with an exclusive interview with Mark Zuckerberg. Lori, good morning. Reporter good morning. I think for a while we are all wondering where is Mark Zuckerberg. I came to his office to talk about what has been a rough year and incredibly rough couple of days for the company. You know what, guys, he sat down with me and he started out by saying what a lot of people wanted to hear him say, which was im sorry. Take a listen. Im going to start with just a basic question, mark. What happened . What went wrong . So this was a major breach of trust. And im really sorry that this happened. We have a basic responsibility to protect peoples data. And if we cant do that, then we dont deserve to have the opportunity to serve people. So our responsibility now is to make sure this doesnt happen again. Facebook asked is us to share our data, to share our lives on this platform and wanted us to be transparent. And people dont feel they have received that same amount of transparency. They wonder whats happened to their data, can they trust facebook. One of the most important things we need to do here is make sure we tell everyone whose data was affected. And were going to do that. Were going to build a tool where anyone can go and see if their data was part of this. The 50 Million People that were impacted, they will be able to tell if they were impact bid this. We are going to be conservative on that. We may not have all the data in the system today. So anybody who might have had data affected were going to tell. Going forward, when we identify apps that are similarly doing sketchy things, were going to make sure we tell people too. That is definitely something looking back on this i regret we didnt do at the time. And i think we got that wrong. Were committed to getting that right Going Forward. I want to ask about that. When this came to light, and you guys knew this a long time ago, that this data was out there. Dont you think users have the right to know their data is being used for different purposes . So yes. Let me tell you what actions we took. In 2015, journalists from the guardian told us that they had seen or had some evidence that data that this Aleksandr Kogan who built this personality app had sold that to Cambridge Analytica and a few other firms. Thats against the policy. You cant share data in a way that people dont know or dont consent is to. We immediately banned kogans app. Further, we made it so kogan and Cambridge Analytica, we asked for formal certification that they had none of the data from anyone in the facebook community, that they deleted it if they had it and they werent using it. And they all provided that certification. So as far as we understood around the time of that episode, there was no data out there. So why didnt Facebook Follow up . You say you certified it. Why wasnt there more followup . Why does it take a big media report to get that proactive approach . I dont know about you, but im used to when people legally certify that they are going to do something, that they do it. But i think this was clearly a mistake in retrospect. Was it putting too much trust in the developers . It did. Thats why we need to make sure we dont make that mistake ever again. Knowing what you know now, do you believe facebook impacted the results of the 2016 election . Oh, that is hard. I think it is really hard for me to have a full assessment is of that. The reality is that well, there were so many different forces at play. The organic posting that people did, the vote campaigns that we did. The pages that both candidates ran, the advertising they did. Im sure that all of that activity had some impact. Its hard for me to assess how much that stacked up compared to all the Campaign Events and all the advertising on facebook and all the other efforts. And i think its also hard to fully assess that. The organic activity, which we are quite proud of. And the bad actors. And also the bad stuff. I think its hard to fully assess. If you told me in 2004 when i was Getting Started with facebook that a big part of my responsibility today would be to help protect the integrity of elections against interference by other governments, you know, i wouldnt have really pwhraoefld that that was going to be something that i would have to work on 14 years later. That that was going to be something that i would have to work on 14 years later. Im going to challenge you. Do you believe you have done a good enough job yet . I think we will see. Its clear in 2016 we were not on top of a number of issues we should have been, whether its russian interference or fake news. But what we have seen since then, a number of months later there was a french election. There we deployed some ai tools that did a better better job of identifying russian bots. I can hear commitment. Do you think they are meddling right now with the u. S. Midterm elections . Im sure someones trying. And im sure there is v2, version 2 of whatever the effort was in 2016. Im sure they are working on that and there will be new tactics we need to make sure we observe and get in front of. Speaking of getting in front of, do you know what they are . Yes. And i think we have some sense of Different Things that we need to get in front of. You hear him talking quite a bit about this. Now, facebook right now is under a tremendous amount of pressure financially and legally with lawmakers around the world asking Mark Zuckerberg to show up, to testify. I asked about this. I said there are for you to testify. Will you show up . Listen to what he said . The short answer is im happy to if its the right thing to do. Facebook testifies in congress regularly, some high profile and some not. We will send is a person to facebook who will have the most knowledge about what congress is trying to learn. If thats me, then i am happy to go. You know, i followed up and said i think people want it to be you. You are the brand name of facebook. Mark zuckerberg is facebook, facebook is Mark Zuckerberg. Thats why so many people wanted to hear from him in this moment of crisis. Off times when there is a moment of crisis in the tech world, maybe it is not the ceo that always comes forward. But the difference here is that mark zucker board, Sheryl Sandberg are brand news. This is so incredibly personal to us. We have seen so much happen in the last year that i think people really want the leaders to step up, show up and give us a little transparency, guys. You would flip the reality and say point me an example when you had a Major Corporation like facebook where it was called to the carpet and you didnt see the face and the head of the organization there. I think you will have is a short list. Laurie, stay with us. Lets bring in cnn political analyst david gregory. Okay. So this is an unusual position for the zuck, and he is clearly uncomfortable with it. Took a lot of time for him to come forward. His answers leave a lot to be desired. What is his political future in terms of facing some kind of congressional testimony . I think youre going to see him in washington. He is going to have to face down these committees. It is frankly laughable that whoever knows most about these issues is sorry. Hes accountable. Its Mark Zuckerberg. He will be dragged before capitol hill. You know what, these Tech Companies generally dont like this level of accountability or scrutiny. They have enjoyed a much cozier relationship with the government when they felt they were Kindred Spirits with more progressives who were in government. Now they are had he saying things have changed. The same progress ifs will crack down on them, especially in the way that the site has been compromised and that this open platform that can bring people together all over the world can also be corrupted. So there are questions of regulation that they face, that they will bridle against. And a fund memory question of what is facebook and what is it going to be in the future . Is it a journalistic organization . Does it have a responsibility to monitor content, factcheck content . All of these are very difficult questions. I dont know the answer. But they have to face down this reality and understand they have to face questions. Not to boil this down to just a pr response, but it is telling of the culture of Companies Like facebook that they took so long to respond. That it took them so long to formulate a response to a huge story like this. They have been behind the fact that they have data has been breached, privacy has been breached. And they are is responsible for it. Whats fascinate to go that point, and laurie i will send this to you, this is not the first Time Facebook has had an issue. The fact that this story broke last friday and he didnt sit down with you until last night. The statement they put out prior to your interview was lacking in many ways and was criticized almost as it came out for what it was lacking. What is going on in terms of management when we look at not only the response but the lack of action . You know, its really interesting. Before we sat down i was hearing from folks at the company. There was really some frustration with the highlevel executives saying mark needs to be out in front of this there was this idea he was not getting his hands dirty enough. He was in his own bubble. It is more people looking out for mark, not the company. So i think we kind of reached the boiling point. He had to talk. Anyone in crisis management, pr would say it is better to get out in front of these early. It is not just this specific situation. Its looking at the last year. I think users are fed up. People are looking at facebook and wondering what they are had he looking at. Are they being manipulated by ads in who is advertising for them . For folks behind the scenes they are working on incredibly important issues that impact all of us, that dont have easy answers. One person said were not allowed to talk about this because its not black and white. We crack down on fake news. These are great area topics that we need to be able to talk about and theyre not sound bites. But i will also say on my end they are also not blog posts or quick facebook lives. They need to be a quick public discussion. These need to be put out a little bit more. Even though they are challenging topics. This is a challenging time in what is happening to facebook and what happens with their reach is incredibly challenging. These platforms are in the business of having big numbers. If you want to now start cultivating and cure ating numbers, getting rid of fake accounts, different deceptions, they are worried about their numbers. This is a numbers business. They have been free from regulation. Will that change . This isnt just aboutface book. Theyre the biggest. We are working on a documentary about online dating. I have a guy who has spent years trying to get facebook, with some other people, to take down fake profiles of his face. Hes in the military. People love to steal the identities of military people in different scams. He has a 50 50 success rate. Years of dedicated effort. What does that tell you . They act out of consequence, not conscience. Leg raters arent on their ass. Thats the difference in this industry. Do you think that changes . Well, i think its going to change. Lets remember during the debate over government efforts to secure data in the fight against terrorism how a lot of these Tech Companies were at the forefront of saying this was government overreach and so inappropriate. That was a convenient dodge for what they do in terms of gathering up all of our private information to sell to advertisers which is why you can be on a website. This ere it is. We were talking about the lawsuitest soft sandal for the Summer Season and then all of a sudden they are all of these ads. I think there is a lot more regulation on that. The question of how you control information when in a free marketplace of information it can be compromised. They cultivate information when it works for them. Will they control information when it helps everybody else. That is the question. Laurie segall, thank you for this information at such a critical time. It was great to hear from him, especially after all of this time. Laurie, david, always. Robert mueller is eager to question President Trump about four main topics. This of course as the president is defending his congratulatory call to Vladimir Putin and slamming his predecessor. Abby phillip is live at the white house with more. Abby, good morning. Reporter good morning, erica. President trump is growing increasingly frustrated that despite what his aides have told him, the Mueller Investigation appears to be nowhere near an end. While the details of a potential sitdown between President Trump and investigators are still being worked out, we are learning more about what mueller might want to ask him about. As the president s lawyers prepare for a potential sitdown between mr. Trump and special counsel Robert Muellers investigators, cnn learning that the special counsels team has shared four main topics they want to discuss, including the circumstances surrounding the trump tower meeting between donald trump jr. And several russians in 2016 and what role crafted the leading muss statement on air force one which suggested it was about russian adoptions. The president weighed in as any father would based on the limited information he had. Reporter it was later told he took the meeting because he was promised dirt on hillary clinton. The bulk of the intervew will focus on the firing of Michael Flynn and the firing of fbi director james comey. And in fact, when i decided to just do it, i said to myself, i said, you know, this russia thing with trump and russia is a madeup story. Reporter based on these topics, a source says the president s legal team has written dozens of questions that the mueller team could asked. On tuesday he suggested meeting with russian president putin. We had a very good call. And i suspect we will be meeting in the not too distant future. Reporter according to the post, there are no calls for trump and putin to be in the same country until november. Trump is preparing for a summit in may with kim jongun. President trump defensing his phone call to congratulate him on his reelection, attacking his predecessors and insisting that getting along with russia is a good thing amid criticism from his party. I wouldnt have a conversation a criminal. Reporter his briefing Materials Included a warning a in capital letters, do not congratulate. Some republicans on the hill echoing that frustration. Do you know what im going to do to him. We say, we dont talk like that to each other. Thats not the way you took. Before you dish out that advice, listen to what the president of the United States tweeted out this morning. Crazy joe is biden is trying to act like a tough guy. Actually he is weak both mentally and physically and yet he threatens me for the second time with physical assault. He doesnt know me but he would go down fast and hard, crying all the way. Dont threaten people, joe. Thats the level of discourse that we have going on in the country right now. And we should all be telling our kids it aint acceptable. Okay. So back to news in a way from crazy joe and all the crazy, period. Cnn has learned there are four main topics that special counsel bob muellers investigators wants to talk to the president about if they ever interview him. This is what sources tell cnn they are. The circumstances surrounding don jr. s june meeting in 2016 with russians at trump tower. The president s role in crafting the resulting statement about that meeting on air force one. And the firings of fbi director jim comey and National Security adviser Michael Flynn. Chris cillizza. It is embarrassing. He should be embarrassed. But he he isnt. So lets move o. Of these four questions, the big question is will they encourage involvement by the executive, namely the president . Or do you think this chills the chance that we see any type of formal confrontation . Well, i mean, i think the president is still at some level itching to have a oneonone with mueller and his team because he is so confident he has nothing to hide and he has done nothing wrong. And he is probably the best witness on his about half. Lawyers probably feel differently because of the legal jeopardy is that he could be in. I think whats clear from these topic areas, of course, is as we have been suggesting all along, objestruction of justice is something they are looking at once the investigation is under way. And i felt for the longest time that the president has done is so much to bring these difficulties on himself because he doesnt like the fact that the investigation was accelerating and where the investigation started. But as youve pointed out many times, the idea that this is heading toward a potential indictment of the president is off base. This could certainly be fodder for information in a report that is passed on to congress for an impeachment proceeding if it ever gets to them. It could be fodder for a political process rather than a legal process. It is obviously interesting. It focusing on in this area what the president either knew about it directly or did himself with the investigation. And to davids point, the president is itching and wanting to sit down. We do know he wants it to move forward. He wants it wrapped up. He wanted it wrapped up months ago. We have seen him this week take the reins in terms of his legal tea team. Were learning these overtures were made to ted olsen. It will be interesting to see whether that pushes anything up in terms of getting him in front of Robert Mueller. I think, erica, what you have seen with the legal team, what you have seen with Donald Trumps approach such as it is the last five, six days, is a move toward trying to win the post Mueller Investigation probe release, which is that donald trump was under the false impression for a long time, well, well just this is going to be over soon. His lawyers told him that. He came out and realized its probably not going to be over soon. It is probably not going to be good. It doesnt mean it is bad for him personally. He is working now. Joe i did generskwre digenova i to frame, interesting word choice by me, but go out and frame what this is. He is on the record saying this is a framup job. Donald trump is being framed by the cia and fbi. I think he is prepared for the postmueller report to win the pr battle. Can i make one point about the tweet . Please. Go ahead. It is important amid three thrauts for groping, sexual assault, amid the ongoing Mueller Investigation, amid the leaked phone call that i think speaks to the dysfunction in the white house and the lack of respect, lack of trust that this, this is a comment made by Miami University democrats we used to take bullies behind the school and punch him in the nose. Not the first time he said it. He was referencing what he perceived saoefs as tperceives o be the way donald trump treats women. Of all things this is the thing he chooses to focus on is telling. It is telling in that it speaks to what he is focused on and what he cares about, which out of all the things i just listed, joe biden saying something about donald trump shouldnt be on that list. Yet thats where his mind is. That should worry you if youre a republican. Theories theres the thing. He looks at every day of his life as a street fight. It goes well before he thought about going into politics. Though he considered it a street fight in the 80s when he was reeling against ronald reagan. By the way, if youre trump and looking at all of this, the fact that you can have is a special counsel who is just out there investigating and then you have to get deposed in these lawsuits, we have seen this movie before. Right . It was the clinton impeachment story. He could get dragged into that. There is no question as to why he feels and why he is flailing around so angry about the fact that this is moving forward and other things could be drawn into this. You know, the piece about whats happening internally at the white house is really interesting. We cant behave like these things have never happened before. Theres all kinds of leaks by the way, this leak about the russia phone call could have come from staff, it could have come from the hill who were briefed about how this cool was supposed to go. It could have come from dod. The government does this. People have different points of view who have different information. Even during the bush white house, the iraq war and some real disagreements about that, you saw leaks. But you didnt see being undermined by staff in this way. But that speaks to the kind of white house that this president is running. Very quickly, Pressure Cook her. Donald trump under increasing pressure, increasing ly. Twitter is his release. This is what the leadership tells us and why they need to vote for it. It shows you a little bit of the dysfunction in the process. Lets discuss whats in this bad boy and what it means for you. We have cnn analyst david gregg skpreu re gregory and a. B. Stoddard, real politics. One of the loudest voice is Susan Collins from maine, republican. She has been trying hard across the aisle for cost sharing payments back from the federal government in essence to lower Peoples Insurance premiums. They wasnt able to get it in this bill. Why and what does it mean Going Forward . Well, look, there was a lot of tradeoffs in this bill that everybody had to accept. Even the president was tweeting that he got some money for Border Security and for paying for the wall, although it was discussed differently about using existing technology to pay for more border reinforcements. In exchange for more domestic payments, more funding for domestic programs democrats wanted. There is something for both sides, which is how these bigger agreements come out where both sides have to say, yeah, its not perfect. But we were able to get enough priorities to keep moving. And that is part of what we heard. We are seeing from both sides, there are obviously parties that are not happy with the way this turned out. You are seeing positive spin from both sides this time around. Chuck schumer saying, hey, you know what, we made compromise. There are things good for children, middleclass families. A. B. , is that the way it is going to play out . People need to understand that this 2,232 pages is for six months. We dont know exactly how everything is going to play out in terms of the promises making a big difference. But certainly there is by part is san praise about the fact that there is 3 billion more for National Institutes of health. There is 21 billion in infrastructure. 4. 6 billion for opioid treatment. And it really is those are bipartisan issues. There is a lot for everyone. Whats interesting, though, is that they did not tackle either the dreamer issue or the health care stabilization. What chris raised is interesting for republicans. This bill is the last train leaving the station. They wont be doing anything else this year, and they admit that. The fact that they refused after is six months to deal with this obamacare stabilization issue when senator alexander, republican, has been begging the president , thought he had his word about this over the weekend to include this. So did senator collins is really in the end a political problem for republicans. Theyre not watching the polls where health care is the number one issue, not sanctuary cities, not building a wall, not ives, not anything. It is health care. Those prices are going to skyrocket. It is interesting you say that just as word as this came out about what was and what wasnt, eu79 w wasnt, it is going to be what hits their pocketbook. One of the reasons were public with this is it is all about goodies. So lawmakers can say look what i got you. David, i think we need one more thing on what they got done. It was a great headline for President Trump because it became symbolic of the hostility towards the aca. But there was a difficuvot. There is more risk, less people in the pool. So they are going to start raising rates. And we are seeing that happen. This was a way to he get away from it. Collins said i couldnt get it done because of the democrats. All right. Now, what was it that the democrats wanted that made them not go along with collinss ask on this . Youll have to ask a. B. I dont know in particular what the democrats wanted. But whats important about this is the structure of how the aca works and the fact that what people are going to feel, to your point about people going to the polls is premiums rise. In the end what we always talked about, Insurance Companies have is to be taken care of if theyre not going to pass on the raising rates to consumers. So you cant partially dismantle the architecture of obamacare and think it is going to be shored up. It has to be shored up somehow to avoid it really impacting consumers. A. B. , what is that other piece . David gives us the right analysis of it. What was the pushback . It usually comes down to abortion and planned parenthood funding and insurance. Mark meadows, head of the freedom caucus, saying this funds obamacare, sanctuary cities, too expensive, doesnt fund a wall, and not what the forgotten men and women voted for. So he has been telling trump all week not to support this. Thats usually what happens. So who was right . , no, no. Republicans also didnt want this to shore up obamacare. That is a huge political hot button. They dont want to be seen with their base to repeal and replace looking like they are shoring up obamacare. And there are some things not addressed. Whether its gun legislation. Whether its the dreamers. Whether its health care. Again, the president the v. A. Right. The president will have to go to voters and say i can get deals. I can get things done in a way no one else could. Yet he has had to avoid even areas where he could have had these deals, the most difficult things, because he cant force the agreement, which looks a lot like his predecessors. Still a lot to hash out. Interesting to bring up what voters care about. They actually care about dreamers as well too. They want that addressed and nothing has happened with that.
