Paul ryan needs to step down as speaker of the house. Reporter the white house is insisting trump didnt know the host would make the comments. And at the commander in chief is standing by the speaker. He doesnt blame paul ryan. He thought paul ryan worked really hard. Reporter republicans also gearing up for another fight. Over Supreme Court pick neil gorsuch with democrats vowing to filibuster his nomination. I applaud the republicans obeying the rules that exist and not changing the rules. It is designed to make the government leaner and meaner and adopt practices from the private sector in order to do that. Chris. It is not clear the president s necessarily blaming. You are talking forprofit certi versus politics. They are not interested in the blame exercise as much as they need to do Going Forward for the team for the results for the american people. I see that is a little misguided. He is doing that. It is coming out of the white house. He in a tweet went after the caucus. Thats different than your report. I dont think he is blaming Reince Priebus or speaker ryan. He is in general say the Freedom Caucus was an objestacle to getting the reform bill passed that he and speaker ryan wanted. That is fair to say. Im talking specific blame. You run an organization and the worst thing you can do is sit around the table shooting at each other. He would not be president if he did that. He would not have the Trump Organization if he did that. The Freedom Caucus did block that bill, chris. If he is pointing out that they blocked the bill and the result of conservative things could have gotten done had the bill passed that are not now done. He is pointing that out. He finds that ironic. Is this why he should leave twitter alone, but says Jeanine Pirro has a great show. The first thing out of her mouth is ryan has to go. Coincidence . It is a coincidence. Jeanine said it on her show. It shows how he is spending his time and how it comes back to bite him in the behind. It is a wonderful mechanism for him to reach over the Mainstream Media to the american people. People want to be told the truth. Thats the commodity is the tru. Where does he get a win . I think he is adapting as the executive and commander in chief. I think he recognizes and the chief of staff priebus said that yesterday. They will try to build a coalition with the moderate democrats. We are in the least Competitive Position we have been in the last 35 years. We have the highest Corporate Tax rate in the land. There are moderates that are business friendly that want a simplified tax. Is it more targeted because of health care . That is a good question. I dont know the answer to that. I know the president plays big. He will be big and bold and make it broad base. That is a good question. They will probably if they had to go for that sort of win because i think were both in agreement to prosecute his agenda and execute it properly. He has to put a couple of points on the board. The concern will be if you ask for too much in terms of tax cuts, the conservatives and definite hawks come forward and say you have to cut entitlements. He doesnt want to mess with medicare. He promised he would not touch social security. It is hard to pay for a tax cut. On the campaign trail, i heard him say many times he doesnt want people in the street. I heard him say we are a healthy country. We have to take care of the people indigent in the country. He is a very compassionate person. I dont see him necessarily going in that direction. On the infrastructure piece, the last piece with john, i think there are privatepublic Partnership Ideas we could use that would be non deficit hurting if you will. A number of interesting ideas and initiatives the president s cou president could put in place that is not impactful to the deficit and get the Multiplier Effect out. Why didnt he start with Infrastructure Infrastructure . The democrats want it. You can argue they are jobs. Good question. Referring back to the last segment. Democrats and republicans are necessarily reforms needed for the Affordable Care act. Look at Insurance Premiums for Small Companies like the one i used to run. Skybridge capital. 80 in the last three years. That is longterm unsustainable. The president is looking at that and saying okay, this could quote unquote implode or explode. This is super important to the american people. They did not get the win. They didnt do that. They had repeal and replace on their mind. If they said forget about repeal. Lets fix this, they may have had a different outcome. That would be probably more the way the democrats would have thought about it. The way the republicans thought about it is they want to repeal and replace it. Put something in that was not a tax. Not necessarily had that governmental mandate on the insurance side. So listen, it did not work for now. I think the president was clear on friday that i didnt promise repeal and replace in 64 days. My guess is maybe in 364 days, hell have a plan in place that will be real reform. We need the reform. I think we can agree on this. People can agree in a bipartisan way that there are flaws in the through need adjusted. Anybody that is paying Insurance Premium knows there is something wrong in the system. Lets question our premise about all of this. He needs points on the board. He needs momentum. You think that is 100 true or should he focus on policy that is most existential to his heart . Dont worry about the win or optics. When i say he needs points on the board or hear people say that. It is not that he needs points on the board. He is only two months into the presidency. I dont mean it like it is not necessary, but what the president likes is delivering results for the american people. My guess is he is looking at a list of initiatives right now. He will pick two or three that are very winnable. He is adaptive. My guess is he is jaw boning with members of his own party, republican party, but he will make an outreach to democrats who he thinks share his ideas. Ideas on infrastructure and tax reform and other initiatives that are important to the american people. Although it is only 67 days . He came in with such a blast out of the cannon. Are you surprised this far in and cant point to a major an keefement . Im not surprised by the Affordable Health care act. He sat with his team and went with the House Initiative on the Affordable Care act. They said lets give it a try in the washington way. When the washington way didnt work, they went to the hill and said lets have a vote. That is a business way. Lets be accountable. Washington is not used to that, chris. They didnt want that vote. The president said we wont have the vote. I think the message now is the washington way is sort of dysfunctional. Lets try Something Different. I think Something Different and creative will come out of the Trump White House that will deliver results. On the investigative front what we saw with nunes which was objectively a nightmare for the president. What do you think of the idea of the president setting the standard and saying you know what . Im going to talk to nunes and say you cant hold any independent. You heard urt me and myself. You and i were on the topic last week. I thohad to bring it up. The point is at the end of the day, i go with the president still. Also chief of staff priebus. I go with them. They think there is something there. You saw Reince Priebus hold up the New York Times article yesterday. I think there may be something there. The president has great instincts. You want to focus on nunes. I understand why you want to do that. What i want to do is the same thing i said last week which is lets give it more time. Lets see what happens. You havent learned anything from nunes thing . You havent learned anything. What did you learn . This was a naked attempt to go around the investigative process and deliver what nunes thought was good information for the president s narrative. It blew up in his face. I think that is objectively exactly what happened. That da and i hear what yo are saying. He had it and went around his committee. I think there is something there. We can talk about nunes and his strategies and tactics and communication. I really want to talk about the president and president s instincts and the reason the president would send a tweet out. We can parse his words and syntax. I think the president feels there were people surveyed by the Obama Administration. Lets give it more time. We can focus on nunes and say he made mistakes last week. I want to focus on the president and what i have seen in him you dont think he did it because he was upset about Jeff Sessions . Im not a psychiatrist. Maybe you have people on staff that are psychiatrists. I cannot evaluate that. I can evaluate i observed him and worked closely with him. The white house wants to move on to tax reform, but that is no slam dunk. Joining us now is republican Congress Member charlie dent of pennsylvania. He is co chair of the moderate caucus of the gop. Dent found himself at the center of the Health Care Debacle and President Trumps ire. Good morning, Congress Member. Thank you, alisyn. Thank you for having me on the program. Good to have you here. It was reported that when President Trump found out you were a no vote, he said you were destroying the republican party. What was your response . Well, just another day at the office for me, i guess. Let me say this. I had two meetings last week with the president. Center right group met on tuesday. I expressed my serious concerns and reservations. I told him i was leaning no. I came back on thursday and said i was against the bill. He did not take it as well the second and third time i said no. I get it. Emotions are running high. They are saying things they shouldnt. I did raise concerns about the bill with the president. Specifically the medicaid provision. I expressed to the president that made kedicaid provision wa inadequate. I presented the plan by kasich and schneider and sandoval. Republican governors that need to be brought in the process. It didnt provide adequate resources for people on medicaid. And when you told him your concerns, what did the president say . I raised it on tuesday. They took it under advisement. I think they were reaching out to some of the governors. On thursday, i mentioned it again and it did not go as well. Bottom line is i raised the planned parenthood issue. I always felt that should not be part of the discussion. That should be separated from the under lying Health Care Bill. I raised that issue. Bottom line. People had their idea of a bill. They were going to force it through. I said all along. The problem with the Health Care Debate is we the republicans shouldnt make the same mistake the departmemocrats did. They muscled obamacare through. We should not make the same mistake. We need a sustainable reform. You should not make the same mistakes and the Health Care Bill failed. Who do you blame . Look, the white house was making concessions to the hard right elements of our conference who will not vote for the bill anyway. In the process, they picked up very few votes. They ended up losing votes from center right members who had very serious concerns about the changes to essential Health Benefits and other issues. The bottom line is we need a durable sustained to health care. It can only be done in a bipartisan manner. That is the way we should move forward. You say Everybody Knows that. That is blasphemy to the Freedom Caucus. They dont want compromise. They dont want to work with democrats. Guess what . This is a democracy. You know, we live in a republic. This system to get any bill through the United States senate, let me explain the math. Outside of reconciliation, you need 60 votes to do anything. Including a bathroom break. You have to figure out you need eight Senate Democrats to pass a bill. Thats the basic math here. Ive talked to democrats in the house. They all know the individual Insurance Market is a mess. It has to be repaired. Republicans, we dislike a lot of the taxes in obamacare. So do the democrats. They hate the cadillac tax. We can find areas of consensus. That is what we should do. You are willing to work with democrats on it. Do you think the Freedom Caucus will do that . I guess do you blame them for this falling apart and not having common ground. Yes. I would have to say that over the years and ive been in Congress Since 2005. What i witnessed since we came back in majority since 2011, we have a difficult number of people getting back to yes on a number of issues. On all the tough issues, passing an appropriation bills and debt ceiling. I have been part of the hard fault agreements. I have been criticized because it is bipartisan collaboration. If we cant get the fundamentals right, it will be harder to deal with tax reform or health care. We have to do the basic blocking and tackling of governance before we throw the ball downfield. We have to get back to that. The issues that drove john boehner from the speakers job, the dynamics still remain and creating problems for paul ryan. He is doing the best he can. What does this loss mean for donald trump . I think you move forward. If i were giving advice to the president and they want my advice, i recommend they move to infrastructure now. That issue has the best opportunity to develop some Bipartisan Coalition in the house and senate. Thats what i would do if they were asking my advice. In terms of his deal making, do you feel he was effective in trying to hatch a deal with you . He who . The president . Yeah. Look, i believe the president probably learned something in the process. I dont take this personally. I have been around a while. I have been in heated discussions before. I think he learned something. He and the white house were making concessions to the hard right elements of the conference. I knew they would not vote for the bill anyway. In the process, they ended up alienating the center right members. I said earlier, the essential al Health Benefit pros vision was a big deal. That was a policy that was put in at the last second with enormous ramifications of coverage and potentially premiums. And being asked to vote within 24 hours. That is a bridge too far. Repeal and replace of obamacare. Tax reform. There will be contentious issues. Infrastructure will require bringing democrats on board. He has begun certain overtures with those regarded in the 2018 midterm elections. At this particular moment when he is demonizing democrats and they are to blame for not rep l repealing a democratic bill, he has to change his tune. Robert, why did they think this would be an easy lift . Health care hit various administrations for decades. Why did they think it would easy . Clearly the president thought it was being led down a primrose path. It has been nearly seven years since the passage of the Affordable Care act, they could have had a sense of what to replace it with. That was not the case. Michael, interesting, those eight or so senators who are in states that trump won, they are being helped by trump. They are regalvanizing the base. What is the leverage . I think his leverage is the fact he was elected by such significant margins among so many blue collar working class white guys who arent used to voting for republican president s. If he can energize them to come out in the mid term election, that is a stick he can wield against the partisans. I dont think he is the problem. It was not President Trump who was the issue this past weekend. Its those recalcitrent members of the Freedom Caucus. You had charlie dent. You can work out a deal with charlie dent. He is a reason able guy. He is there to accomplish things. The same cant be said in my opinion for many members of the Freedom Caucus. The president has a choice. Either all the republicans come together to get things done or he cuts losses and tries to work with the likes of chuck schumer. Robert, what is the course correction now . After the Health Care Debacle. Is steve bannon not as powerful . Does he rely more on ryan or trump rely on himself . First of all, alisyn, that this was not going to be a difficult thing. Replacement of obamacare. Yes, charlie dent may sound like a reasonable guy. Charlie dent wanted to preserve Medicaid Expansion to the states. That is a deal killer for conservatives. Going forward, the president will find just as president obama did. It is difficult dealing with conservatives and moderates at the same time. When it goes to infrastructure, some suggested that Congress Member dent said it would be a good course of action. That will require bringing on board conservative republicans who do not want to spend a lot of money. On tax reform, President Trump endorses the border adjustment tax that is favored by steve bannon and speaker ryan. There are a lot of people on k street who will push back on that. The koch brothers. As to what the problem is inside the white house, i think steve bannon is there for as longs he wants to be there. He has the president s ear. Reince priebus is on the hot seat. If he doesnt come through on tax reform, he will not therebe there. Michael . I think it depends what it says for the middle class. If it is perceived something that caused great benefit to the wealthy, it will be a stone cold loser much like the Affordable Care act was. Difficult to achieve, but you try to bring all gop members on board and i dont think you can bring the moderates and conservatives in at the same time. The way to achieve success and grow that pie is attract democratic support. If i were President Trump or whispering in his ear in the tweet he sent suggests he is thinking in the same terms. You cannot do business with the Freedom Caucus. Keep the dents ams and moderate together. Robert, with the president s mood and temperament, he seems fairly tempered. He, as you know, prides himself on being the ultimate deal maker. Is it you win some, you lose some . I think that is it. I think the people around him, alisyn, under stood this was not his fault. Democrats are to blame. It was a failure on the part of spe speaker ryan. Tax reform, they told him will be much easier. It is something frankly that the president s heart was in all along. He never really cared much about the particulars of obamacare replace and repeal. That was mopup work for him. This is something he understands a little better. This is something he believes he faces tailwinds on because republicans are all for tax cuts and that will be a centerpiece of Corporate Tax reform. The initial meeting he had with the russian maggie, you are breaking up a bit. This is about an initial meeting he had with the ambassador . Correct. Two additional meetings the white house is acknowledging. One was a second meeting with the ambassador that Jared Kushner sat in as adviser instead of himself. They suggested kushner meet with a russian banker. He worked for the largest stateowned bank. He had also worked for a Different Bank which drew sanctions from the Obama Administration after Vladimir Putin annexed crimea and meddling in ukraine. This is the highest person to be touched by the investigation so far. The person closest to the president. He is the only person so far still serving in the administration. With exception of Jeff Sessions now he recused himself from investigation. Kushner represents the highest profile person so far. Meetings all by themselves are meaningless. It is all about what they are about. The Russian Ambassador asked for a second meeting to deliver a message it says in quotes. According to hope hicks. Mr. Kushner sent a representative. A white house aide and associate at the session. The ambassador said he wanted mr. Kushner to meet the russian banker. This is according to hope hicks from the white house. That is where the intrigue leads for the committee. Not that you met, but why did you meet and what happened as a result of the meeting . Thats right. One thing that is worth noting is when Jared Kushner had the meeting with the banker in question, his company, which he had not yet stepped away from, was looking for additional financial help for one of the overleveraged properties. The white house says there was no discussion of that property or anything related to that meeting. To your point, a meeting on its own is not a big deal. No suggestion he did anything wrong. It is yet another in a series of drip, drips of the questions of the trump team and russia that have been a low grade fever for the white house. There you go. What are the broader implications of this for the administration that obviously wants to move on and past this. I think that is the big question. The ultimate question is when does this happen . How much tension does this get . What questions does he get asked . Do the answers spark a further inquiry or any kind of a different interview and does it lead them to anything else . To chriss point on its own, nothing wrong. Nothing wrong with Administration Officials meeting with foreign opfficials and meeting with people who work at entities that are not in the u. S. Jared kushner was in charge of most of the policy and meetings that related to International Issues during the transition personal before secretary of state in place. On its own, there is no issue. It is just yet another touching of the administration of the russia question. The dove tail. You have another issue which is more real than the russia want. That is conflicts. People misunderstand this all the time. Maggie is helpful throughout the campaign. It is not will there be conflicts. There are conflicts. Kushner is the business guy. Early start anchor dave briggs has the look with the big cuts and potential problems ahead. What do you see . This is a big question, chris. First up, will the Trump Administration push for a total tax overhaul or targeted tax cuts . Regardless, a political battle lies ahead. Lets talk about the cornerstone of either plan. This will be three tax brackets depending on income levels. Currently in the code, there are six. The main criticism among tax experts in the brackets give huge cuts to the wealthy. Small relief to the middle class. The president has said he is thinking of a fourth bracket. 0 . Lower income americans would not pay taxes at all. As you know, that is already the case in the current tax code because of the standard deduction. 45 pay no federal tax. The other big piece is reducing the Corporate Tax rate. You heard trump rally about that. It is currently 35 . The Sticking Point is that is the highest among developed nations. Few companies actually pay that due to deductions and credits and other tax moves as well. Those are the potential cuts. Reform a much bigger under taking. That would involve rewriting the tax code. That could include coverings elements with the border adjustment tax and changing deductions. Special interest special Interest Groups are at the heart of this. Wait until they get their hands on tax reforms. Tax reform has not been done since the mets won the world series. Its a monster to take on. True. Dave briggs, appreciate it. People are losing those who they love. This is a population who have already suffered through 2 1 2 years of isis, waiting to be liberated, only to find themselves victims of the process of liberation.
