The idea is the democrats choice to figure out from day one how to oppose every single one of these individuals is completely sad. Democrats claim eight of the nominees have not submitted required materials, including financial information, the kind of materials they need to review before the hearings. Chuck schumer warning, if republicans quickly think they can jam through a whole slate of nominees without a fair hearing process, they are sorely mistaken. The reality is democrats dont have a lot of recourse to block the president elects cabinet picks. Most of them are very likely to be confirmed just because of the republican majority on capitol hill. It something that under scores the power republicans really have now in washington. Obviously, they hold the senate, the house. They will be sworn in a couple hours. Trump tweeting it wont happen. Trump continued, china has been taking out massive amounts of money and wealth from the u. S. In total onesided trade but wont help with north korea. All the while, trump continuing to cast doubt on the u. S. Intelligence communitys conclusions on russian hacking. The president elect crypt tickically promising to reveal inside information on russias alleged election cyber meddling today or tomorrow. It can come in a tweet, in a press conference, in a statement. And new this morning, donald trump announcing the nomination of Robert Leitheiser as u. S. Trade representative. He does have experience serving in the Reagan Administration as deputy u. S. Trade representative. Hes also worked for the past few days as a law partner at scadden and arps. The Republican Congress conference doing something thats certainly controversial. Apparently gutting the office of congressional ethics, saying that they can no longer investigate things. They have to turn over every complaint to the House Ethics Committee and that was the problem in the first place, as you know, congressman, it was that congress didnt seem that willing to want to investigate its members, so they created the oce. How do you feel about this move in light of all the pledges to drain the swamp . You know, i dont have the van stage point of having been investigated by the oce but what i can tell you when it pertains to draining the swamp is you come up here and you make decisions based on whether those decisions are right or wrong, not whether those decisions are politically expedient, and i think it is very haunting to many of the members that they have an office thats going out on political witch hunts after them, and i think thats why you saw this move largely. It plays as what do you have to hide . Why would members of the Republican Congress not want to have an entity that takes a look at congress with fresh eyes without any politics as part of that practice . Well, im sure its being confused a little bit. You know, there are certainly members on both sides of the aisle that want to see this entity go away because of the very farfetched investigations that have gone on that they have had to spend literally hundreds of thousands of dollars as individuals to get rid of these investigations, that had no merit whatsoever. But beyond that, as you talked about it, its about draining the swamp. Thats the mandate that were trying to fulfill, and in the end i think, you know, this move to send a number of incredible veterans up to washington, d. C. , i get the opportunity to serve alongside a navy s. E. A. L. , a threestar general, a onestar general, a couple other military officers all sworn into this freshman class. Its an incredible opportunity. In fairness, you werent part of that vote last night. You get sworn in today. Veterans affairs obviously very important to you. Part of the criticism from your brothers and sisters of the Incoming Administration is for all the meetings that president elect donald trump has had either down in florida or at his offices here in new york, he has not met with a lot of veterans groups about what to do about va, whats your take on that . I had very specific conversations with president elect trump about the va, about, you know, some of the choices, are those being considered to head up the va. I know that he is taking it very seriously. Im not here to defend him on that point but i do like some of the picks that he has out there. Ive been a proponent for representative jeff miller to fill that hole. I think theres probably very few people out there that have had as much experience as he has on literally hearing firsthand those grievances that veterans have. What do you know that lawmakers often dont because of your experience of having not been in congress and having had a lot of experience personally with the va . What needs to be done . Well, you know, for every veteran that walk into the va, they need to be treated as though they are the most important veteran to ever walk inside of that door. When you consider what the commitment is of somebody that goes out there, puts on body armor, carries a rifle out there on the battlefield, that willingness to give their last beat of their heart in service to this country, they deserve the best possible care every time they walk into that door, thats quite frankly not what they have been getting for decades, to be placed on wait lists, to have their claims to go on lists that take years to get off. This is not the treatment that they deserve. Whether you are talking about them waiting in line simply to get a blood draw or waiting for something more serious, they need to receive the best care that exists out there, the most cuttingedge care and its something that unfortunately they havent seen in decades and we have to fix it. Its going to be one of my top priorities. I know that you are not just someone who has experienced the service. You are also a student of the service there and you are making that a big part of your agenda as an incoming congressman. Part of the quick fix mentality when it comes to the va, weve seen it in different iterations over the last several years is privatize, privatize, let these men and women get Different Services through the private sector. Are you worried about taking anything away from the va . Do you think the fix is to make the va better as it is or to do a publicprivate deal . I think thats exactly how you make the va better is make the va compete for the care that they want to provide. I think both of us know theres no Government Entity out there that inherently says they want to shrink in size or lose funding. You have to make the va compete for the dollars. Those dollars that follow each veteran as it pertains to their care. Make them compete for that. Give every veteran the choice to go be seen, whether they want to be seen at the va or at a private entity because they feel they will get better care there. Give them that option and the va will be made better because they have to fight and provide better service. How does your experience as one of the men who had to carry out the words of politicians abroad inform your feelings about our president elect going at north korea or china in tweets, making provocative statements . How do you feel about that method of Foreign Affairs . Well, i can tell you this much. You know, when we go out there on the battlefield, what allows us to do what we do, what makes it possible is that were serving the greater good of the United States of america. We look at the world through the lens of do our decisions make the United States of america stronger or the United States of america weaker and its what allows us to go out there without any regret and i think its important that we have a president that recognizes there are World Leaders out there in russia, in iran, north korea and china that are looking at their countries through that same lens. We need an american leader who is going to look at america through the same lens. Does his decision make america stronger and thats what i think were seeing by donald trump. What did you make of Donald Trumps tweet that it wont happen when it comes top north koreas ability to have a warhead that would reach the u. S. . When you hear it wont happen, one of problems with the tweet is very often, they can be nuances lost. Do you think that means that he thinks that they dont have a missile like that or that the United States would do something to stop north korea . I dont want to get into the minutia of Nuclear Defense but i can tell you the best way to defend against any Nuclear Attack whether it be from an icbm or whether it be from sort of radio logical device is to make sure it never gets off the ground. When i see a Statement Like this from president elect trump, i think its the right line. You want to make sure that an attack like this never has the ability to get off the ground. Hes fulfilling his responsibility to protect the American People, to make america strong, and thats what i want to see out of my president elect. Talking the talk is easy. Walking the walk with that one can get very complex. One of things you have to deal with as a freshman will be the hack we saw during the campaign. At this point do you have a question whether russia was involved . Not their motives in being involved but their actual involvement. Ive worked with a number of intelligence agencies. Theres great men and women there. I give them the utmost trust having worked alongside them. I think it would be very naive to think i dont necessarily call russia an enemy but i certainly think it would be naive to think that they are not an agressor. They are certainly an agressor. We need to treat them as such. I think we can certainly vouch for the fact that they will do what they can in order to meddle in american business, whether it be in terms of cyber technique or anything else. Thats been their m. O. So what would the repeal of the Affordable Care act mean for millions of americans. Lets bring in dr. Ezekiel emanuel. He is chair of the department of medical ethics at the university of pennsylvania and one of the architects of the Affordable Care act. Thank you for joining us this morning. Happy new year. This must be a disheartening start to your new year knowing that the First Priority of the Republicanled Congress is repeal the measure that that you spent so much time on. What are they going to replace it it and is it going to be a bipartisan replacement . I think they are going to have a hard time replacing it unless they do a bipartisan replacem t replacement. Im not actually not as disheartened as many people might think. Weve spoken on this program to many republicans who say there are some Good Measures in it. The preexisting conditions being covered, the children being allowed to stay on their parents plan through 26. So it sounds like what they plan to do is to do it more piecemeal, so is that a good compromise . Piecemeal replacement without a i mean, piecemeal repeal without a replacement is not a good deal. That will create havoc in the insurance markets. The question is what is the replacement look like and if you are going to have a replacement in america you do have to have some mechanism of covering people. Typically they propose a tax credit, a refundable tax credit so people can buy private insurance. Then you need a way for people to go and buy private insurance which looks like an exchange or Health Insurance pool and i think how those things are structured is where the details are and, again, i think there could be areas of bipartisan compromise if they are structured in the right way. As you know, republicans say hey give us a chance. Were just starting today but they do have something of a vague blueprint for what they want to do. Some of it is what you just touched on. Ill pull it up in terms of a full screen for our viewers. The republican plan to replacement obamacare, they say, tax credits instead of subsidies have a high risk pool for the sick, medicaid block grants, bol sterg the Health Savings accounts, capping employersponsored plans. What do you quibble with there . The first thing is if you block grant medicaid, that creates a serious problem. That is not a solution to anything. Its mostly just a way of cost shifting. Taking off the federal expenditures and putting responsibility on the states and one of the Serious Problems of block granting is say the economy like in 2008 and 2009 goes into a tailspin, lots of people become unemployed, more people need medicaid coverage, and yet the state has no more money to provide them with coverage because the federal government has block granted it, that creates a huge problem and a huge burden on states precisely when they can not deficit finance. Thats a terrible idea. There are other ways of giving states more money and leeway that could be, again, bipartisan, but state block granting is not one. Secondly, those refundable tax credits. Everything is in the details. What percentage of an insurance policy do they actually allow you to buy . Is it the 3,000 that many republicans are talking about . That doesnt get you an insurance policy. That actually makes most americans who need to buy insurance spend more than the Affordable Care act. That is not more affordable than president obamas Affordable Care act. So again a lot of this does depend upon the details and most of the details in like congressman ryans plan even by his own economists assessment throws poor people off of Health Insurance. Thats not a step forward. Lets talk about that. Most estimates are there are somewhere between 22 million and 30 Million People who if, if their first order of business was to repeal obamacare, the Republican Congress, they would lose their coverage. So what happens to them . Well, if you dont fund the medicaid expansion, the 10 plus Million People who got medicaid through the Affordable Care act would lose that coverage. If you have no mandate and you eliminate the subsidies as part of this repeal, then you create havoc in the individual market, and that actually will mean millions of people, both people getting subsidies and people who use the individual market, with all of their own dollars, will not get insurance. Because Insurance Companies are going to withdraw. They are not going to stay in a market thats ending in 2 or 3 years and a market that they are insure of who is going to be in that market. Insurance companies would withdraw and a lot of individuals would not have insurance. The last point i would make is that republicans want to repeal some of the taxes used to fund the Affordable Care act. If thats true, how are they going to refund their replacement option . That is also very unclear. Yeah. This whole idea of repeal and delay will repeal it today and tell you what well put in its place in three years is not a recipe for a terrific system that president elect trump claims he wants. So dr. Emanuel, i only have 30 seconds left, but if you were in charge right now still, what would you do to fix with obamacare . Well, i do think we need to have some longterm cost control to make sure premiums dont rise. Thats very, very important and there are some very promising avenues out there to change how you pay doctors and hospitals. Second of all, you can create better insurance exchanges. Some of the ideas out there of creating a national exchange, making Insurance Companies cover a wider swath of the country, i think that could be an area of bipartisan agreement, but i think those are some of the places where we need to focus rather than, you know, were just going to block grant it, take it off the federal governments ledgers and shift a lot of the financial responsibility to states or individual americans. That is not a solution. Thats simply a cost shift. Yeah. Dr. Ezekiel emanuel, no one knows more than you how complicated this will be. Thank you for helping us understand it. Pleasure to be here. President elect donald trump and his team are continuing to cast doubt about whether russia is behind the election hacks in defiance of everything that the u. S. Government intel agencies have put out on the issue. The Intel Community now says it has russias digital finger always over the cyber attacks. Woolsey because weve discussed this before on new day to say that youve never expressed any doubt about whether or not russia was involved. You say that its just a more complex picture. Who was involved, who else was involved, what trickery is involved, why they did it, that all of those are separate considerations, but i dont remember you, to my recollection, ever questioning the intelligence reports that russia was somehow involved here. Your comment. Well, the intelligence reports usually Say Something more than somehow involved. But i want to go back to your initial use of the word behind who is behind this. This is not an organized operation that is hacking into a target. Its not like taking a number at a bakery and standing in line to plit politely get your dozen cookies that you want to buy. Its more like of a bunch of jackals at the carcass of an antelope. Is it russian . Probably some. Is it chinese and iranian . Maybe. Who knows . Somebody may be getting more information about it. We find out more from mr. Trump coming up today and we may find out more from people in the Intelligence Community, but it shouldnt be portrayed as one guilty party. Its much more complicated than that. If it is, just a couple followup questions for you. The Intelligence Community has not communicated it the way you just did. They dont say we think its russia and so, so, so. When clapper came out in early october with his assessment of this, he included nobody else. He talk about russia and what the president elect may or may not say as you know, it is reported that he was going to come out with what he knows. What can he know that the intelligence communities dont know . We do know that theres a mixed signal from his own team about whether or not hes gotten any intel reports about the hacking specifically but what could he know that the intelligence agencies do not . Well, he could have people talking to him from within the system. Ive had a couple talk to me, and when Something Like this drags on for a substantial period of time, people in the system sometimes will call you in and say heres what i know, i think the possibility that theres more than one country involved is really there, and i dont think people aught to say they know for sure that theres only one. I dont think they are likely to be proven correct. Mr. Priest, weve had bob bare, and phil mudd, nobody has heard that it could be anybody other than russia. The question of motive gets very muddy very quickly. Im not going there. Im just talking about these digital fingerprints and the ownership of russia as a motivator of these hacks. What is your understanding . This is the kind of thing that would appear fullout assessment in Something Like the president s daily brief and you wouldnt just have the tweet or the headline of russia responsibility. What a full piece of analysis does is it gives the bottom line judgment and it gives the reasons for that judgment. The evidence from all sources of intelligence, top secret, to give the reared a sense of why the Intelligence Community believes what it believes and in that piece there may be nuance, there may be alternative explanations. The bottom line judgment has been put out there publicly. We have not seen the full page or the full couple of pages where all of those details are laid out. That may be part of this full assessment thats coming within the next couple of weeks, but surely in the president s daily brief in the last several weeks there have been these assessments that have that level of nuance in them. Do you have any reason to believe that the intel agencies would be talking about russia and neglecting the fact that it was also china . It would surprise me if the intelligence analysts looking at this have not looked at every alternative given the state of the issue and the ethics of intelligence analysis. This is their job. This is what they do. They look at the situation. They look at the facts that are known. They look at what is unknown but what is likely based on past history. They put it altogether and they use some of the best intelligence collection in the world to do it. The assessments that are put forward to the president and the president elect now, if he chooses to receive the briefings, that is serious analysis and not just somebody winging it one day. And when it comes to winging it, there is something about this woolsey that smacks of politics, that the president elect is using this as a device somehow either to shield russia or to cast doubt on the legitimacy of our Intelligence Community. Hes gone as far to say about what the wmds in iran and iraq. Do you think thats fair . You know, they were wrong about one of the weapons of mass destruction, but the other two, chemical and bacteriaal logical, those were in fact in is a dams hands. He used the chemicals against the kurds. So when people say there were no wm cht d wmds in iraq, they are talking been nuclear but they are not talking about the other two out of three wmds. Its not people. Im talking about the plelkt. He says as part of his rationale for questioning this intelligence, he says the Intel Community gets things wrong. Look at those wmds and he goes very hard at protecting russia apparently by not saying what the rest of the Intel Community says. It looks like they got the Nuclear Weapons side of it wrong. Let me say, chris, every day in the president s daily brief there are often dozens of intelligence assessments. Thats every day. One judgment from 13 or 14 years ago that was not perfect is a very thin read to hang this criticism of the Intelligence Community on because nobody learns better from their past mistakes than the Intelligence Community. When i spoke with all the living former president s and Vice President s, they talked a lot about how they felt that the president s Daily Briefing and the intelligence that they got better over time because of the selfreflection in the Intelligence Community. Even if you talk up to the Intelligence Community a failure on the iraq wmd question, theres a whole lot of learning thats gone on since then to make sure that the assessments coming out now do not make the same mistakes as before. If anything, there should be more confidence in the assessments coming out of the Intelligence Community now. Well, mr. Preiss exthank you for your perspective and of course, mr. Woolsey. I appreciate your take on these and we await to see if the president elect does in fact know something that the Intelligence Community has not communicated. You have to wonder if they had been running last fall on a platform that says on day one they were going to not repeal the Affordable Care act, not come up with an infrastructure bill, not work on the priorities that the American People want them to work on, but if they had campaigned on the idea that they are going to end the office of congressional ethics, what do you think the citizens of the United States would have done . It was dishonesty for them to do in the middle of the night and to try to bring it up without any debate at all, and unfortunately it looks like this will probably pass. Its a terrible moment for congress and its something to be ashamed of. The nighttime behind closed doors vote does give it an air of something secret, some sort of, i dont know im struggling for the word because i dont want to cast aspergses, maybe this was totally on the up and up, but why did they do it behind closed doors . Well, i mean, obviously they dont want to have to answer questions or have a real debate. I assume they thought they could get this done without much notice, but its just beyond me. Do we really think that what washington needs, what the congress of the United States needs, is less ethics . Is that draining the swamp . I guess the question really we have to ask ourselves is why is the environment in washington that allows this sort of thing to take place . Have we seen the standards lowered this far that the office of congressional ethics can be eliminated without a debate . And a rules package . This is really incomprehensible. But dont decide that the independent nature of the office of congressional ethics needs to be completely eliminated because there are maybe some problems. Now, you know, im open to suggestion that there might be ways to improve any aspect of government or any aspect of oversight, including ethical oversight, but to simply say that because there have been some problems, perhaps. Were going to eliminate the publics avenue to blow the whistle on misconduct by a member of congress. Its just a bridge too far and it is not a good start for the 115th congress and for complete republican control of government. If this is the way they intend to govern for the next couple of years, we better fasten our seatbelts. What are democrats going to do . Well, this government belong to the American People. Well take our case to the American People, and im confident that there are enough republican members of congress, if they begin to hear from their constituents exactly what they feel about this, that perhaps they will have to make an about face on this. Well, obviously what the republicans are suggesting is to repeal the Affordable Care act with no idea how to replace it and it speaks to how difficult this is. Look, obviously, there are ways to improve any law and there would be ways to improve the Affordable Care act. I just heard dr. Emanuel on your show suggesting some of those ways. We ought to be focusing on that, but the Republican Party and republicans in congress are suddenly now in a position where they dont have a president ial veto to prevent them from their own decisions. They had the freedom to vote 50 or 60 times to repeal the Affordable Care act knowing that president obama would not let that come to pass. It wouldnt become law. They are going to have to explain to 20 million americans why they are taking their Health Care Away from them, why a 26yearold or 25yearold can no longer be on their Parents Health care, why you can be kicked off your insurance if you get sick, why you cannot get insurance because you have diabetes. They are going to have to explain that. This is about real people, and this is not going to be some sort of he is sew ter rick political conversation. This is about the health and lives of americans. Dmitry, why is there so much gun play and murder in chicago . There are three problems that are causing these types of issues. The economics, the education, and the community not being thoughtfully engaged by not just the police but being under resourced and underutilized. Again, these are issues that are not just going on in chicago but these are issues that are going on nationally. So where we have a solution here is putting the resources back in the community. Again, folks like donald trump using his office not to put forth messages from twitter but to lead this country and to help lead our communities in a real thoughtful way by putting the resources where they need and thats back in the communities like on the south and west sides of chicago. Help us understand because, look, those problems exist in philly where ramsey was, new york, and l. A. , a lot of big metropolitan areas have that trifecta of problems that you identified. They dont have these numbers. So what is going on in chicago thats different . Well, you have underresourced communities that have been largely overpoliced. But also, that have not utilized its Community Members in the right way to help them address these tough issues on their own. So again, where do we have a solution here . We can look at the economic divide, we can look at the cultural differences that are there. And when i say cultural i dont mean race i mean behavior. And when you change behavior you change lives. You save lives. I know these things very well from living on the south side and then working in those same communities also. But these things are very personal to me. I take these things very seriously. And where we do have a solution is by resourcing the folks can really do some help and do some good in our communities. Charles, what do you see in your comparative analysis of what you dealt with in philly versus whats going on in chicago . Well, you know, im from chicago originally. I spent 30 years of the member of the Chicago Police department. Historically chicago has a deeply engrained gang culture that dont hesitate to use guns in order to resolve issues. Thats historically been a problem in chicago. Now, im not familiar with everything going on in chicago but i do know that in light of some of the controversies and so for the thats had an impact on some of the officers. Now, i think that the leadership there is very good. And moving toward trying to find a solution to the problem by adding some centers to a couple more troubled districts and trying to get a handle on whats going on. But youve got a community there thats really traumatized by the violence and has been for so long that its almost become normal to them. And thats very, very unfortunate. The mayor is the one who seems to want to get his hands around this, certainly the one taking the political heat for this 60 jump in years of sustained problems. Rahm emanuel. Lets put up his response. As the president elect knows now, remember, donald trump put out, hey, they need federal help there. As the president elect knows from his conversation with the mayor we agree the federal government has a strong role to play in public safety. We are heartened he is taking the issues seriously and is looking forward to working with the new administration on these important efforts. Thats a i dont want to fight statement from rahm emanuel, probably the right one politically. Federal help, what would that mean in this situation, charles . Well, you know, one of the things everybody goes to the federal help and certainly federal help is always welcome. But dont overplay that card. These federal agencies are not that large. They rely very heavily on task forces made up of local, state, and federal agencies. U. S. Attorneys office is also not equipped to handle the volume of cases. So its not an easy fix. We need their help. They need to do it at the state level with the states attorneys but chicago right now is going through a very interesting period of time. You know, the Housing Developments were pretty much all torn down. Many of those gang members that were in those complexes have been put out in neighborhoods. These gangs that were once very organized are now fragmented and theyre fighting amongst themselves. So youve got a lot of things going on in chicago and its not going to be cured overnight. You know, dimitry, im older than you. I was back there with brother bill watching this white man and these ragged jeans look like a monk holding his arms up trying to stop the Gang Violence and the promise that as you move poverty out of concentrated conditions like green, these problems would abate and yet the gangs are still there and 60 increase year over year. This is after they thought they found the right solutions. What does that tell you . Well, what it tells me is a couple of things we can focus on. We have to focus on sensible solutions now. And because people are losing their lives. What i think rahm emanuel has done well is hes put forth programs like mentorship, like one chicago where hes putting youth to work over the summer where we know violence fights. So im not imes pred with donald trump leading from his twitter account. What im looking forward to is seeing where donald trump is going to put resources in areas like chicago and really address these issues. So again, what can we unify behind . We can unify behind sensible solutions that regardless of what side of a hashtag you come from or what side of politics nobody wants to see any more killing in these communities. And what i can say is the mayor, the city officials, the folks here in the city of chicago dont want to see these issues playing out in their communities no more than people around the country. So what can can we do . Lets unify. We have a real opportunity here to make a difference. But we have to put forth sensible solutions now. Thats the only way that we get this done. And further, last thing i will say, chris, is this, donald trump doesnt have the right to criticize the mayor. The Community Members that are losing their lives, the Community Members that are in this city that are fighting this fight every day, those are the folks that can criticize the mayor. I can criticize the mayor, not donald trump. I welcome president elect trump to come here to chicago and look at these issues at the ground level and then put some real resources behind them once he gets into the oval office.
