Mark his historic win. All this has the president elect is narrowing his field for the key cabinet positions. The Incoming TrumpAdministration Still has thousand of appointments to make before he is sworn in. Trumps inauguration now just a short 50 days away. Lets begin this hour with cnns Jessica Schneider live outside trump tower in new york. Good morning, jessica. Good morning, john. It seems job interviews and meetings and cabinet picks are on the back burner today as president elect trump keys up for that victory lap. Hell leave trump tower around 10 00 this morning and head to indianapolis and then tonight in cincinnati, ohio, hell hold one of those rallies that propelled him to an election win. President elect donald trump heading back into Campaign Mode embarking on a thank you tour in swing states that won him the white house. Trump will hold a rally in cincinnati tonight after taking a victory lap in indiana, celebrating a deal with carrier to keep at least 1,000 manufacturing jobs from moving to mexico. Carrier offering limited details on terms of the deal run by trumps vp mike pence. This as trumps cabinet continues to take shape, the search for secretary of state narrowed down to these four candidates. Close trump adviser Newt Gingrich hammering mitt romney after his highprofile dinner with trump tuesday night. Never ever in your career seen serious adult who is wealthy, independent, been a president ial nominee suck up at the rate that mitt romney is sucking up. Reporter trump facing blistering crit s. Over his newly appointed economic team. Elizabeth warren slamming trumps pick for treasury secretary Steve Mnuchin who headed a firm that made big money off the 2008 housing crisis. He promised when he was running for president that he would break the connection between wall street and this congress. And then what does he do . He turns around and picks a guy who had actually been one of the people who helped do all of those lousy mortgages. Reporter the president elects team defending the pick. It takes someone like steve who understands how the system works, how we can go and make it more fair and how we can go help American Workers and get in there and actually change it. Reporter capitol hill also reacting to trumps announcement with no details as of yet that he will separate himself from his billion dollar empire. You have to be very, very careful on conflicts of interest. Sooner or later this had to happen and i suspect hes probably not very happy about it, but just one of those things that had to be done. Reporter the office of government ethics sending out an unusual series of tweets applauding trumps pledge and encouraging the president elect to devest his assets. Trumps Transition Team telling us we probably wont hear any more personnel picks or cabinet picks this week, however, several names have emerged on a short list for director of national intelligence. They include senior indiana senator dan coats, as well as former Homeland Security adviser fran townsend, as well as admiral mike rogers. And another name that has surfaced, sarah paline. She has been mentioned for possible secretary of affairs. She would be happy to serve whether its in the public or private sector. Jessica, thank you very much for all of that. Lets discuss it now with Michael Smerconish and james briggs reporter for indi indianapolis star. He has been writing about those jobs saved at the carrier plant. James, i want to start with you because there are questions this morning. Everyone is excited, obviously, that the jobs. Those 1,000 jobs have been saved for indiana. In terms of what the incentives were that mike pence and donald trump may have offered carrier, what have you learned about that . Yeah, sources are telling us that this deal has a lot more to do with carriers Parent Company relationship with the federal government than it does with incentives. Utc the Parent Company is a federal contractor and does billions of dollars a year with the federal government and has exports that depend on the approval of the federal government. So, were hearing that that played a much bigger role than any incentives did. The state incentives from indiana were hearing are fairly in line with what the state does for other companies. Theyre not going to blow anyones mind when we finally hear the numbers today. This was much more about maintaining a strong relationship with the Incoming Trump administration. Michael, if you have that kind of leverage, why not use it. Absolutely. I think its great news. Lets give credit where credit is apparently due. Im not questioning it, im a little surprised because right now donald trump is without portfolio. What really can he promise . Maybe some executive action, but he cant make commitments on behalf of the congress and the house and the senate. I had anticipated that more would have come from governor pence. It would be very interesting to see the details when we know more about this. I would say its not often an air Conditioning Company gets this kind of good, free press for a number of days. That could be a little incentive there. What role do you know that governor pence played and why was donald trump able to make promises when he isnt yet in office . Well, a lot of people are pointing to the possible incentives that might be at play here. There are state incentives. But at the same time carrier gave up incentives when it decided to move to mexico. Paid back the city of indianapolis 1. 2 billion and i think i would be shocked to find out if they got that much money in incentives this time around. The state does not offer that kind of incentive, i think it will be in the hundreds of thousands of dollars. Carrier deciding to stay in indianapolis. Jamses, just to be clear, ths doesnt stop the hundreds of thousands of manufacturing jobs that left indiana since the year 2000. It doesnt stop the flow of economics, but, you know, it does give jobs to 1,000 people who would have lost them, correct . Absolutely. Hundreds of people who spent the last nine months thinking that they were going to lose their jobs and now finding out theyre going to keep them. You have to feel really good for those people. Obviously, that doesnt speak to the broader manufacturing sector. The theres still a lot of struggles there and i dont think that targeting one factory at a time with economic incentives is a Sustainable Economic Development strategy. Those hundreds of people will keep their jobs. You have to feel good for them. Michael, what big question do you want to have answered when donald trump goes to carrier today and does his victory tour later this evening . At what cost . I mean, it all comes down to the money. What is the Taxpayer Burden for maintaining those thousand jobs . Again, my glass is half full. Im thrilled to hear that 1,000 people will continue to be employed but what to extent is the taxpayers going to be funding directly those salaries. Thats the issue. Well find out if this is a longterm strategy that he carries out past january 20th or not. One thing well see tonight is the rally. A Campaign Rally in cincinnati. Da donald trump going to some of the states that flipped. What do you think well hear from him on that stage . His campaign events, you know, were these blistering attacks on Hillary Clinton and the status quo. You cant really attack any more when you now are the status quo. But, you know, john, i think much of what weve seen from president elect trump thus far is very similar to what we saw from candidate trump. Weve all given up awaiting the pivot. The pivot never came. He is what he is. Take a look at that twitter feed. I think youll see it carried out on stage tonight. He thrives on the adulation that he gets from those enormous crowds. He hasnt had that kind of a reception since election day and im sure he wants to go out and feel good about this achievement with regard to carrier. Probably talk about some of the picks he made and the way in which his government is coming together. And continue, frankly, to rally the hard core support that he has in half the country. James, what about your reporting in indiana. What are people looking for . Was this all about jobs . What are indiana voters hoping for now from president elect trump . Yeah. I think the Trump Supporters that ive talked to in the last few weeks have really talked about an economic message. People that even though the economy has been steadily producing jobs under president obama. People here say they just have not seen the results of that. They say they havent seen the kinds of jobs theyre looking for and theyre looking for more from donald trump. You know, michael, since alisyn is sitting right beside me but we just saw that fascinating interview that she did with New HampshireTrump Supporters. What they think of the transition and what theyre expecting from donald trump. What struck me is he has incredibly wide birth right now from these supporters who are willing, not necessarily to hold him to his Campaign Promises because they support him. I wonder what struck you from that interview. In a word that they were unflappable. There was nothing that alisyn could raise and nothing she could present to them that surrounds the president elect that was going to cause them to second guess their support. That is the exact same way those supporters were all throughout the course of the campaign. When donald trump said he could stand in the middle of fifth avenue and fire a gun and shoot somebody and still get elected, i think he was probably right with regard to those folks. The more troubling aspect for me is how theyre so reliant on fake news and how everybody today with a laptop and an Internet Connection regards themself as a journalist. Therefore, you can go out and you can find whatever news information youre looking for that reinforces the beliefs you already have. The irony, john, is that we never had so much choice in society among Media Outlets and yet people seem to be so limited in where they go for their news and information. Its almost pavlovian. Look, as journalists what we have to do, what were tasked with is following the thread of a story, maybe a story that sounds outrageous or unbelievable to the primary source. But as readers and as viewers, you dont have to do that. So, when something crops up on your Facebook Page sent to you and it is a fox Business News clip, you believe that. And thats what, as you heard, those Trump Supporters. They watched a report. They thought that president obama had said something that was later debunked, but they didnt follow those bread crumbs back to the original source. Thats what we do as journalists. But, as you know, thats not whats happening out there, michael. Not a day passes that i dont receive multiple emails usually with a subject line that says you must read this. And those that begin that way usually cause me to find out where the real truth lies. Many too many, maybe theyre busy, just tend to real the initial headline and accept it as gospel and, worse, share it with others. Gentlemen, thank you for sharing your reporting with us. James, we appreciate it and, michael, always great to talk to you. Thank you. Thank you. Nancy pelosi dodged a challenge and shes won another term to lead the democrats in the house. Congresswoman nancy pelosi has been reelected as House Democratic leader after winning twothirds of votes in her fight against congressman tim ryan. Joining us now is congressman Brendan Boyle a democrat from pennsylvania who is on the House Committee of oversight and government reform. Good morning, congressman. Good morning. Good to be with you. You supported Nancy Pelosis opponent, tim ryan. Why do you think he didnt get more votes . Well, thats actually not exactly, not exactly correct. But i would say that did you, im sorry. Ill let you correct it. Who did you support . I voted for nancy pelosi. I think that the larger issue was some reforms that needed to take place in our caucus to make it more open and allow for more of an opportunity for some of us who are a little bit on the younger side of the spectrum to have a say in the direction. I think that were moving our way towards th that. But i also mentioned a couple weeks ago coming out of our first caucus election to confuse any one leadership election with something that is a much broader problem going back eight to ten years in our party. That is the tremendous challenge and decline that weve had among blue collar voters and blue collar americans. That was it tim ryans messa message. I have a large portion saying you supported tim ryan. Ill be firing someone right after that. I was elected to create jobs, please dont fire anyone. Fair enough. But that was his message. I mean, so, why do you believe that nancy pelosi, who as he pointed out has lost seats for democrats on her watch, why do you think that she is the voice of working class voters moving forward . I think that it would be a mistake to either look to one person to totally blame or look at one person as the complete solution. Its much more broad than that. For example, a younger colleague and i just formed something called the blue collar caucus as a way to try towards working on the specific anxiety issues of working class americans. The sort of family that i come from in a neighborhood that i still live in today. The fact is, this is the case in pennsylvania, ohio, michigan, wisconsin, throughout this country, even though the Unemployment Rate, the stated Unemployment Rate is pretty good, weve had a 20 to 30year period of complete stagnation among middle class americans. So, the idea that, frankly, both parties need to do a better job of paying attention to the hardpress working class in this country. Voters basically said in electing donald trump that they dont believe your party will help them and has their back. I tend to think that in this election they look, im still amazed that donald trump was elected. I did not support him. And very worried about some of the things he may bring about. However, democrats should take note that he stole what had been our message on infrastructure, jobs and also trade. Making sure these trade deals are actually fair for American Workers. And look out for American Workers first and wall street second. I think thats a message that our side needs to learn. Well, about that, thats interesting you say he stole your message. Lets zero in on infrastructure. Thats what president obama started with. He said there was going to be a stimulus bill and all these Shovel Ready Projects and you were going to work on infrastructure. Why is it that when donald trump said it, it resonated more and there wasnt the opposition and fight as there was when barack obama said it . Yeah, it is pretty remarkable. Some on the conservative side of the aisle who thought it was awful and terrible when president obama eight years ago proposed an infrastructure bill. Half of that money ended up being for tax cuts and not infrastructure. I wasnt here as a member but observing this. Today, we have somewhere between 1 and 1. 5 trillion worth of infrastructure needs that need to be met. Roads, bridges, transit and water and our electrical grid and gas lines in my city of philadelphia that date back to the 1800s. The fact that we have in donald trump a republican who is actually taking a more democratic position and there are democrats on my side of the aisle, including myself, who may disagree with him and vote against trump on a number of issues. But we have said we are willing to be bipartisan and work with him to vote on Real Infrastructure bill that rebuilds america. If he can bring along some of these conservative republicans who are saying how awful it was when obama was doing it will now support it just because its a republican president. Then thats their own hypocrisy. But i would rather have them ultimately voting for the right thing. I want to ask you because youre on the Oversight Committee, this letter that you took part in. Elijah cummings is leading it and sent it to Jason Chaffetz and you all are asking the chairman of the Oversight Committee to look into potential conflicts of interest of Donald Trumps. Why do you think Jason Chaffetz thus far has been reluctant to do that . Its incredible, chairman chaffetz who i happen to like personally and the republican majority on the committee kept investigating and reinvestigating Hillary Clinton and were already gearing up for investigations assuming shed be president elect. But now when donald trump has enormous conflicts, especially those that involve entanglements between his private businesses and foreign governments. Suddenly you hear a lot of quiet from the chairman and from those who are on Oversight Committee. They need to do their job regardless of party. Im deeply concerned that one example, the gsa bans any person with the federal government from having a business stake in that lease on pennsylvania avenue for the trump hotel. Trump is going to be the ultimate federal employee. Hes going to be president of the United States and yet hes still going to be owner of a hotel that now foreign governments feel they need to send their people to in order to stay. Thats wrong. And this is a very serious issue. Our constitution, you know, back when we were a poor country at our founding. Our Founding Fathers were very concerned about this. Thats why that clause is in the constitution. Its still an issue today. Well see what congressman Jason Chaffetz does with your letter and your plea to him to investigate some of this stuff. Congressman boyle, thank you so much for being on new day. Thank you, alisyn. A grave humanitarian crisis is unfolding in syria. Aleppo is turning into one giant graveyard. Up next, well speak with cnn Senior Correspondent just terrific reporters who have been in the warravaged country. Well talk to them about what they have seen and what we all need to know and do. Rs disease is out there. And the Alzheimers Association is going to make it happen. But we wont get there without you. Visit alz. Org to join the fight. You dont want to ride the 13l checkiforever, do you . Ore . Credit karma huh . Yeah, its free. Credit karma. Give youself some credit. Its one of the worst humanitarian crises unfolding in recent memory unfolding in syria and right now were all seeing it happen. Thousands of people are fleeing aleppo as it gets worse by the day. No more functioning hospitals there, food there, very scarce. Joining us what is happening there and also in iraq right now in the battle against isis in mosul Cnn Senior International correspondent Nick Paton Walsh and arwa damon. They have all been everywhere but inside syria and iraq, as well. We are honored and overjoyed to have you all here with us safely here in the studio. Thanks for being here. Were so happy to see you guys and so awe struck by all your reporting. You should see us back in all the studio every morning when youre on the front lines and we are just truly inspired. I mean, awe struck as are the viewers and were so happy you guys are there and were so happy youre safe back here. The reason youre there is to report. You guys all do a terrific job. We want to know what you have seen there. Arwa, you have just been very recently in mosul, literally, the battle to retakein both iraq and syria right now, so, what is the status of the battle . Well, heres the problem is that the kastatus of the battle the Iraqi Security forces are slowly making gains and slowly gaining territory inside mosul. That is significant, but if we look at the Bigger Picture to a certain degree, its irrelevant because the fight against isis is not about gaining territory. Its about fighting an ideology. Its about fighting those fundamental thoughts and beliefs that allow an entity like isis to emerge and thrive. Briefly, just look at the history of isis only in iraq. It started off back in 2004, it quickly became al qaeda in iraq. It morphed every single time the u. S. Military or Iraqi Government declared it defeated and became this entity we call isis. More formidable than anyone the u. S. Military faced and the iraqi is fighting against isis in a heavily populated city. If you look at the reporting, the most Haunting Images are those of the civilian population hiding inside their homes because the front line is the wall of their house. Yeah. You, i mean, that was just on such a stark display with your reporting we just showed a moment of it where you were trapped inside a house for more than 24 hours as the war was going on around you and maybe we can pull up some more of this. We can see that it was just happening out there. But, clarissa, you have been there, thats what the generals say, you have to deny them territory because otherwise the caliphate will grow and if you deny them territory that is somehow connected to detingui distinkuishing them. Isis is in a worse position and diminishing territory is the only caliphate and that was a huge recruitment tool. Theres no question that they are in a much worse position than they were. At the same time, what arwa is saying is very important. All the geo and political components this intense feeling that sunni muslims have that they are being oppressed backed by the russians and iranians, but also by the west. As long as you have that strong sense that sunni muslims feel they are oppressed and they feel they are marginalized youll continue to see this pattern repeating it itself over and over again. Another thing to consider that the caliphate is moving into a virtual territory right now. There is a virtual caliphate. You have been watching these people go from syria to greece to france to belgium and terrific reporting on that. Nick, if we can, i want to turn to aleppo because i was speaking about this the other day when you were there. Al assad now seems like they are poised to retake aleppo and this could be just a major Tipping Point in these years long struggle there. Its hard to look back at the moment as the rebels being kicked in aleppo. The fact that theyre able to hold on to half this commercial hub for so long in syria is a huge thorn in the side. Now they seem to have the manpower to move in quickly. What is so chilling about it, i dont know how many people are in there. You saw last time i was there probably tens of thousands and the u. N. Say 200,000. I simply dont know how people are trapped in that area. Thats the key thing for the weeks and months ahead. How many civilians are really trapped in there and how many have to flee for their lives . The rubble there is skeletal. Its shocking to observe how little to sustain life. The idea that were seeing people on foot walking eight or nine kilometers. This is most chillingly something which people are looking. I think in the 90s this were occurring, wed spend hours talking about this constantly. The world is in such a state of crisis the fact this could occur and a war that has gone on for so long where the images are so draining and so repetitive, doesnt make it any better. But were seeing a moment where potentially tens of thousands of people could be losing their lives and its hard to i think bring the global focus to it. And never again, never again, never again after rwanda. I think that aleppo promises to be the greatest stain on president obamas legacy. He has said himself that it keeps him up at night. He has many gray hairs because of it. And on our legacy, too. Humanity. We said never again and yet we have allowed ourselves to lose our moral compass, globally. This is on all of us. Those deaths that happened on aleppo and iraq because of isis. This rise of radicalism and isis are able to rise and thrive, thats on all of us. Every person out there need to recognize that they have a role to play in this. Its not just happened but it is happening and will happen going forward. This is happening right before our very eyes. We just saw the pictures right there that have been taken from aleppo. We know aleppo could fall at any moment. This desensitization to the suffering and the images that are coming out and i, as a journalist, do not know how to present the story any more. In a way that is going to make people care. Because the most drastic of images are out there. Children lying on a beach dead because they drowned. We have children shell shocked inside buildings. We have image upon image of suffering and devastation. What do we do as journalists at this point in history to make people care . And i dont know that its desensitization, although i hear you, arwa its the enormity of it. We turn away because its so overwhelming. This is my theory because its so overwhelming and we feel helpless. All is no solution we can be talking about. No leadership either. You need to have more leadership on an issue like syria. The reason syria is not more prominent in the lives of most americans because the u. S. Politicians have been dodging it as a policy issue for some time now because there arent any easy answers. I always try to work out if i was in obamas shoes, what was the thing i would do tomorrow . I would not allow hundreds of thousands of civilians to be slaughtered. When lines are crossed if youre going to draw a red line and it gets crossed, you stick to your narrative. Or hand the region over to the russians. You dont give people false hope. That may be what happens next with the Trump Administration coming in. Guys, stick around, obviously. We have a lot more to discuss in just a moment. If any of you at home are feeling helpless and you want to help, arwa has a charity. Its called International Network for aid relief and assistance. Provides medical care for children in conflict areas. You can go to inara. Org to help. We have big elections coming up in europe, this on the heels of the u. S. Election and also on the heels of brexit. Whats next . Are we seeing a wave where well see big changes in one nation after another and what impact will it have here in the United States . Our team of the best reporters on planet earth back in just a moment. The wave of populism that led to brexit could move through europe. It already is. Key elections coming up in austria and france. A vote in italy this weekend. The results could have major implications and could collapse what we know of as the european union. Lets talk to our phenomenal panel of International CorrespondentsNick Paton Walsh, cl Clarissa Ward and arwa damon. What is happening in europe . Essentially, i think youre seeing these moments like in italy is purely a vote on constitutional reform. These moments in which perhaps the electorate who have seen the choices they have in front of them for elections being pretty much about shades of gray. Ive always seen the last two years of choices being a slicked back hair in a suit. Go along with your sort of choice of pr spokesman depending on your mood that day. These choices like brexit a lot more sweeping. As we saw, i think, large numbers of people in britain who felt disenfranchised and live in rural areas and broader part of that sweep of reform in urban areas want to trash the train because they didnt understand many of the people on the train with them and thought now is the time like with Donald Trumps vote. A chance to actually change the nature of the game. See that in italy and austria, potentially, and a lot of that is finding voice in more troubling far right parties. Ive been away from the uk for 15 years and come back more increasingly in the last few months. I find it quite hard to recognize a lot of time the country you go back to because the Sweeping Change in the cities are enormous. How do you see it in london . When you go back, what looks different . Its immigration to some degree. Difficult things to address. But my parents live in a rural area where theyve seen huge changes themselves in the past five to seven years. That is an area that voted for brexit. None of it is competent its a bit jarring. Values i held for years. Failed to recognize it. A substantial change in urban environments. London is unaffordable to people like me half the time because the price of a cup of coffee. I think a lot of that is being unspoken because it hasnt been a comfortable part of the political debate for the past five to ten years. Its there, its very real. People are finding in the privacy of their voting booth a chance to big a big, nasty crayon mark. One of the things we may see in france where the most consequential election in europe will take place this viewpoint in france which, for decades, has been people have turned their nose up at it. They have known its there but never had a real chance to come into power. Serious contender. Also by the way in just the primary we saw in france. This was supposed to be the former french president Nicolas Sarkozy his big comeback and he was roasted, basically, by someone who is something of a newcomer and a maverick. I think thats the idea. And everyone was completely shocked and this is what were seeing again and again and again. Which is i guess we should stop being shocked at a certain point. We dont want to accept it. We dont want to accept the rise of the right to a certain degree because of the values that nick is talking about. Some of the ideas put forward are just so shocking to us. We dont want to accept that europe is putting up barriers or not necessarily being welcoming to immigrants. Never mind refugees who are desperately making this crossing time and time again. We want to hold up these images of a europe and even an america that is welcoming to all. A place where you can have dreams and if you work hard, those dreams can come true. We want to hold on to that notion of these places and its gone. What about the United States now. You guys travel around the world. You know, spend so much time in europe and the middle east. We had a big election here in the United States. Have you . You may have missed it while you were gone. Who won that . But we know that people watch the u. S. Election like no other election around the world right now. What is the view of the United States right now . What is the view of the future . First of all, people are more interested in u. S. Politics as the leader of the free world, the u. S. Is always sort of the center of interest. Particularly with this election i think it took on a whole new life. Whether i was in aleppo with Syrian Rebels and whether i was in france or egypt or africa, everybody wanted to talk about this election. Everybody wanted to talk about donald trump. Because i think as were all basically saying here that everyone understands there is a ground swell movement. There is a shift and the u. S. Embodies that and epitomizes that. I think what frightens people internationally about donald trump, and make no mistake about it, they are frightened. Especially when you talk to World Leaders or people in politics, its less about the ideas that he represents and its more about the fact that he is dispensing with the rule book. Dispensing with protocol and dispensing with tradition. He is behaving in ways that no one has ever seen from a main stream politician and the europeans specifically who are very much like doing things by the books and this is how we do this and they dont know how to respond. They dont know how to get their arms around it. A president of 140 characters half the time on twitter. Its incredibly hard to understand what his detailed thoughts about syria or isis may be. He may make statements with a better relationship with russia. Remember that reset button, that lasted about a month. Everybody wants that but the geopolitical balance never really feeds it. Thats the problem. You look at these 140 character messages that are being put out there or or one sentences that get shared over and over again. And this antimuslim rhetoric is like handing isis a big bowl of candy. These things reverberate over and over again. Something the european leaders and leaders all around the world are going to have to deal with now every day starting on january 20th. We will see how it plays out. Guys, great tasee yo see you he thank you for all the insight and reporting. Donald trumps Washington Hotel is a clear conflict of interest. How is he going to separate himself from his businesses . Time for cnn money now. Donald trumps pick for treasury secretary already laying out his plan for our taxes. Jeff Business CorrespondentChristine Romans is in our money center with more. Issue number one for the Incoming Trump economic team, cutting taxes. Our First Priority is going to be the tax plan. And the tax plan has both the corporate aspect to it, lowering Corporate Taxes, to make u. S. Companies the most competitive in the world. Making sure we repatriate trillions of dollars back to the United States. And the personal taxes where were going to have the most significant middle income tax cut since reagan. Lets start with the personal taxes. For the richest americans mnuchin says tax cuts will not be across the board for the rich. Its a departure from what donald trump has proposed through the Campaign Trump promised tax cuts for everyone and said millions of americans would not pay any federal income tax at all. The rest would fall into these three brackets. Now tax scorers said the biggest tax cuts would go to the richest americans, less dramatic tax cuts for middle class and lower income families. Mnuchin promising the middle class will get the most limited relief. But the biggest tax cuts may come for business. The trump team wants to slash Corporate Tax rates to about 15 from the highest Corporate Tax rate of any developed nation on paper 35 Many Companies as you know already pay well below that. Because of tax loopholes and the like. All that part of the negotiation with congress. John . All right. Christine romans, thank you so much. President elect donald trump vous that he will leave his business to focus on the presidency and says he will not have any conflict of interest when he takes office. So how will he do it . Or will he, in fact, do it . Here to discuss, steven schooner, chief of Government Procurement law at George WashingtonUniversity Law school im sure its a very popular class. Professor, thanks so much for being with us right now. Lets talk big picture that i want to narrow down to small picture. Big picture, let me read you what donald trump said on twitter yesterday. He said, legal documents are being crafted which take me completely out of Business Operations. The presidency is a far more important task. Out of Business Operations does not mean out of ownership. So does he still, if he still has some ownership, have a potential conflict of interest . The fascinating thing about his tweet storm is that it doesnt resolve any of the conflicts that he has. As you indicated, Business Operations arent ownership as well talk about im sure in just a moment. One of the concerns is that he benefits from his relationship. But, you know, the other thing thats really important to keep in mind is hes talking about turning over his business to his Adult Children and basically that resolves none of the conflicts that he had to begin with. So this first of all, doesnt mean anything. We havent seen any of the details, and it doesnt resolve any of the problems whatsoever. The details here that will matter. For example, there is this trump hotel that just opened up in the Old Post Office building new hotel just down the street from the white house. This is a building owned by the government which the Trump Corporation has a lease on, it has this hotel. But as part of the contract, let me read you some of the language right now. It says no elected official of the government of the United States shall be admitted to any share or part of this lease, or to any benefit that may arise therefrom. Now, im no lawyer here, but when you say any elected official, the president is an elected official. That seems to be a problem, professor. Well, first of all, it is a problem. Second, im ecstatic that you read the language and frankly i wish more people would read the language because in any contract class normally one of the things that we begin with, and all of my students will joke, that the folks in the front of the room say when in doubt, lets read the contract. And here if you read the contract, the language you just read, its what we refer to as pretty clear and unambiguous. So theres not much wiggle room in there. Its pretty clear what the words say. Its pretty clear what the intent of the parties was at the time they entered into the contract, and so, the manager of the building didnt make donald trump the tenant run for president. He took a position, he took an act that materially breached the contract. I think its time for gsa to end the contract, and they need to do so before the inauguration. But to be clear, even as clear as that contract language, thats just one of many problems with the president elect holding this lease. But the words of the contract are dleer, the president elect is going to be in breach and gsa needs to end that contract as soon as possible. Or he needs to, right . Or he needs to sell his interest in it. Of course. Isnt that a possibility, as well. Of course. Nobody is surprised that this happened. I mean this lease was signed in 2013. Donald trump announced his candidacy more than a year ago. And, there should have been a contingency plan. We have no idea what gsa was thinking, and the fact that they didnt have a contingency plan or work out a solution is frankly stunning. Gsa and the Trump Organization could sit down with any other hotel manager, you know, as many of you know, marriott is headquartered in the d. C. Metropolitan area, and they operate Numerous Hotels in the area. If they could simply work out a simple transfer, or as we say in government contracts, if they could novate the entear agreement there would be nothing to complain about whatsoever. But the clear outcome is a simple one, the president elect of the United States needs to totally divest himself of any relationship or benefit from this contract whatsoever. And again, the microcase here, the small case here illustrates the larger point, because if for instance the president of the United States makes a profit from a hotel down the street from the white house people would stay at that hotel because they think it may give them and in, if youre paying the president , essentially, to stay down the street from him, that, in a way, is a conflict. Correct . Weve already heard foreign dignitaries saying that that is what theyre doing, and its their intent, and the government of bahrain has already scheduled a Massive Public celebration at the hotel. So, the optics are terrible. Its a its an actual conflict of interest. Its an apparent conflict of interest. As the constitutional law scholars will tell you, its a problem with the emoluments clause of the United States constitution. But let me also make sure we dont lose sight of the larger issue. Its imperative for gsa to end this contract not just because hes breached the contract. But everyone is watching. The United States government spends more than 400 billion a year in contracts with the private sector. The government contract sphere is one of the most highly regulated, oversight is taken very seriously and the punishment for missteps are staggering. The message here, the message that if the rules dont apply to the president of the United States would be devastating for the integrity of the public procurement system. We need gsa to do the right thing. Professor schooner, your class sounds fascinating. Thanks so much for sharing some of your insight here. We really appreciate it. Lets get to the news. A victory lap for donald trump. This is a great first win without us even taking the job. You have never seen serious adults suck up at the rate that mitt romney is sucking up.
