They believe it was a bomb on board, a terrorist act, a bomb with at least a kilo of tnt or the equivalent contained inside it. That would account from the fact that the debris from the fuselage was spread across such a wide area this again, the first time its been confirmed that it was a bomb that caused the crash of that metrojet airliner in sinai at the end of last month. Vladimir putin was swift in his response speaking on state television saying of the culprits we will search for them everywhere no matter where theyre hiding well find them in any place on the planet and punish them. Also talking about russias military campaign in syria, isis wasnt directly blamed for this by the russians in name but they have said they will now step up their air strikes against isis in syria. Our operation in syria will not just simply continue Vladimir Putin said. It will be intensified so that the criminals understand that revenge is unavoidable. The department of Homeland Security raising red flags about this alleged mastermind earlier this year and cnn confirming that western authorities were determined to kill the 27yearold but were unable to track him in syria over the past few weeks. Lets bring in our cnn chief National Security correspondent, jim sciutto. Yet more missed warning signs in effect. Abdelhamid abaaoud, thats the picture were seeing on the screen. French believed he was the mastermind and tied to the isis leader baghdadi. They warned about him six months ago in may for being not only involved in a plot in february to Kill Police Officers but for working on the capability for some has casualty attack in europe. Lo and behold we saw what happened here on friday. Just one more note another plot that they believe he was behind remember that attack on the highspeed train thwarted by the three brave americans just a few weeks ago. Yes. Hes also tied to that plot as well. Thats what i was going to ask you about. Knowing what he does knowing who he is is very different than figuring out where he is and how to get him. No question. To be fair again, you talk about missed warning signs. Listen you or i, would we do a better job in that . They have great surveillance capabilities but they also have renormous volume of suspects and leads on any given day. Imagine whats coming across their desk. This one of dozen, hundreds of leads they have to follow. I will say this though, that the number of leads and connections and warnings they had about this plot is at least worrisome. It lets you know despite all the assets being focused on europe right in you dont, including with american help on surveillance and the warning signs they had, this managed to go ahead under that radar. Thats worrisome. As the director of the cia said yesterday, there are more plots in the pipe lane. What confidence do we have that theyll be able to prevent those. And the belgian Justice Minister told me that in fact some of the suspects in the attacks had been on a kind of belgian watch list, they believed they were believed to have gone to syria to be volunteer fighters and then that some of them smuggled themselves back into belgium and were effectively living underground. So the authorities missed these people before they engaged in the operation. Of course theres that other Belgian NationalAbdelhamid Abaaoud at large, from the neighborhood im in molenbeek, the same neighborhood one of the bombers and the fugitive at large are also believed to have come from. Associated press now reporting that theres a 50 million reward offered by russia for the people responsible for bringing down that jet. That figure seems meaning behind that. Usually the top u. S. Reward is 25 million. Its interesting to see russia double that. It does show the real focus they have here. And look at this as we look at this regionally and globally youll remember the president s lets say, unfortunately timed comments about isis being contained. It was notable to me yesterday that dianne feinstein, the ranking democratic member on the Senate IntelligenceCommittee Said in fact the opposite. She said its not contained, its expanding. We have that evidence here. You have them bringing down a passenger jet. These bombs in beirut and these attacks here in paris in the span of just a few days. Showing that regional global scope of this organization. It really is i mean theres a lot of rhetorical talk about were at war, you hear it from the president. Thats not hyperbole at this point. There is substance to that. There are many fronts to this war, iraq, syria egypt, the streets of paris and beirut. War has many different fronts also. Yes. On the one hand you have militarily on the ground going on in syria, in what theyre calling the levant. Theres meaning to that. Then what theyre dealing with here the more raids they do the more were getting feedback from french intel saying we are overwhelmed. The biggest challenge is prevention. How do you put the pieces together in what they call a Cohesive Strategy . The bottom line is you cant stop every one. You cant. They only have to be successful once. For instance the british announced yesterday they have stopped thwarted seven plots in the last several months. Youll hear this from u. S. Officials. They dont it the like to advertise their successes. The fact is they do have many successes but the volume is so great. We cant emphasize enough that the volume here in france is an order of magnitude bigger than the number of threats you have in the states and frankly, they have fewer resources to try to control those. The figure we talk about this 11,000 spoke to a senior French Security source yesterday. The figure is 201. You need 20 people to keep you under surveillance 24 hours a day. You cant do that. Youd need 200,000 agents. Ivan weve heard jim just say the order of magnitude here is so much larger than the u. S. This country has the dubious distinction of being one of the largest supplies of foreign fighters going to syria. Its got a population of only 11 million people. Why is brussels in particular a recruiting ground and specifically this neighborhood of molenbeek . There are a number of reasons and theories raised. One of them has to do with political divisions within belgium, you have a frenchspeaking community here a flemish speaking community and at least six Different Police forces in some cases divided by language. We have top officials saying we have to do a better job on coordinating them better. You have a large immigrant, large Muslim Population skyrocketing youth unemployment 40 in this neighborhood alone. Thats led to a sense of alienation from part of the population here. The Justice Minister telling me that this neighborhood has problems with falsifying documents, fake passports. And weapons trafficking as well. And that has contributed to what has clearly been a problem of militant violent islamic idologist, islamist ideology thats taken root in places like this neighborhood a big challenge for the Law Enforcement groups here who have not clearly been working well enough together. So obviously youll be fighting on many fronts for a very long time. He contributed to the recruitment and travel of several hundreds of belgiums to syria. We know he was heading a Training Camp inside raqqah that was targeted by the french airplanes in october. He tried to kill him in october already. And we know he was in contact with most of the plots that were uncovered, carried out in europe including a plot in brussels. And including the train attack that we know so much about in the u. S. Because the american heroes thwarted it. Of course of course. That seems completely different in terms of sophistication. That was one terrorist with a gun who seemed sort of haphazardly trying to do something and three americans were able to take him down. This the organization of what happened here friday night is fight different. We see this organization is adapting also to the security measures. They try everything they can to target including the its different in size but the modus operandi is different. The intention is the same. Its comforting to hear they were attempting to get him and attempting to kill him before this. Its not just now theyre connecting the dots and he slipped through their fingers. They were actively trying to get this mastermind but werent able to target him. We discovered the men now. All of the members virtually of this network were known by the french intelligence or belgian intelligence or other services abroad. That means we have no problem identifying those people. We have a problem to follow them put them under surveillance it raises legal issues here in our country. Theres also some measures that need to be taken to really increase our ability to trace these individuals once they travel abroad. This needs still to be done. One of the interesting things about this mastermind is that he was featured recently in this islamist magazine called dabiq where he was bragging. There were pictures of him. He was hardly flying under the radar. Exactly. It was clearly appearing in different propaganda videos. He was interviewed by french tv. So yes, he was not hiding. He was acting in plain view and this is also part of the strategy. I mean they want to again, by this they want to raise more attractiveness to this Islamic State and have more youngs coming to reach syria. One of the confounding things about whats happened here is that theres this eighth attacker who is on the loose. Theres this now global manhunt for him. Thats just one person. Weve heard during the course of this there are possibly thousands of people in france with suspected terror ties. Were focused on this one person but that may not be the most dangerous. There are other people in paris who may be here and planning something. We are 5,000 individuals in our watch list but theres nothing we can do against them because we have no evidence, otherwise they would be prosecuted. Theyre simply on the watch list simply because we have nothing on them. We try to get more information through the borders, through the various controls that we impose to them. But virtually we cannot do anything about that. President hollande had a big speech yesterday in which he said france is at war. So what does that change . How does that change what the strategy is to go after them . I think well increase the strikes on the ground and weve already seen that in the past hours. When you say the strikes on the ground you mean the air struks . The air strikes, unfortunately, not on the ground. The air strikes, of course. This is what has a lot of republican governors, especially very very upset in light of whats happened in paris. Lets take a look at the map that gives you a breakdown of what staytes are declaring what. 27 states say they are opposed, the latest to come on board against taking Syrian Refugees the state of nevada. It was the governor of texas in his letter to president obama saying he doesnt want to say Syrian Refugees. That governor said neither the president of the United States nor could any federal official guarantee that Syrian Refugees will not be a part of any terroristic activity. Youve already pointed out there was one state that politically kind of bucked the trend and that is new hampshire. They have a democratic governor. It should be pointed out there are seven states that have said they are still willing and allowing Syrian Refugees to come in. But many people have asked, can they do that . And the state department came out yesterday, was rather noncommittal. There are legal experts that have said no. Essentially when it comes to saying who does and does not come into the United States, thats a power on the federal level. However, many states would provide the services that Syrian Refugees would likely need. Since the governor control the Purse Strings of those services with they can make life difficult. They have to go to states that are still willing or there will be real negotiating on the part of the state department here. Lastly it should be pointed out that new york are among the states that are noncommittal here. Thats understandable given the sensitivity to terrorism and the past history. Chris . Absolutely. That is exactly the point, chris. According to the fsb, the Russian Security services they say it was roughly a kilogram explosive explosive, tnt. Fairly basic bomb but they found traces of explosives on the wreckage of the aircraft. This in many ways is exactly what everybody has been waiting for. The egyptians have refused to go anywhere near it was a bomb. Saying they had to wait until the last possible moment they would admit it. Russia has said it was a bomb and there is now a 50 million reward and they say they will search indefinitely for those isis people responsible. It does raise the very serious issue of how isis was able to pull off two daring dastardly deeds in such a short period of time bringing down a plane and the attacks in paris. Richard, what is the understandable explanation of why russia took time in saying this was a bomb and why egypt is so slow to coordinate the understanding of the same . Russia wanted the proof. Whatever else we may say, they needed the hard evidence. They needed literally to find the residue. Only once youve got that because at the end of the day youve got to be able to have a peg to hang your coat and hat on. Now they say they have it. Egypt, on the other side of course this is disastrous. At all sorts of levels for president el sisi its disastrous because he came in as a strong man. Now you have to question how this was able to happen. He has isis in the sinai able to pull off such an act. And secondly economically the tourism industry. Remember right up until a few days ago, they were saying it was not possible for a terrorist to put a bomb on a plane, Sharm El Sheikh airport. Now the reality is there. In terms of the Aviation Industry chris, you really do have to look at all those airports worldwide where there can be vulnerabilities. Now weve had ceos of airlines like emirates and easy jet and frankly, every airline ceo that i have spoken to privately says the same thing. There are dozens of airports around the world which now need to be looked at where there could be security questions and vulnerabilities. The issue is whose responsibility is it . The airlines can only go so far. The west is going to clearly have to provide the resources, the money and the impetus for many of these airports to beef up the security. Because if they dont, chris, airlines will simply say we are not sending our planes there. Make no bones about it the fact that this is a confirmed bomb has changed the scale and stakes in the Aviation Industry at many airports around the world. Richard quest, thank you very much. What would have happened if your father was trying to get from cuba to the United States and the political leaders here said nope we dont think so. Who knows, maybe you could be somebody who could, you know, commit crimes against america. Thats why its important to define what it is were fighting. If my father were part of a thee krat thee crowocratic ideology it would have made sense. What about muslims who are victims of the radical terrorists taking their religion and hijacking it. What about protecting those people . There is no doubt that millions of people are suffering from the rise of radical islamic terrorism. Christians are suffering, jews are suffering and other muslims are suffering. Muslims shouldnt be allowed in the u. S. Syrian refugees should be reseted in the majority east muslim countries. We need a commander in chief who says we will defeat if you were in commander in chief right now, what would be your clear objective . If i were commander in chief or if im elected president , as commander in chief, i will say we will defeat radical islamic terrorism. President obama is launching between 15 and 30 air strikes a day. Ive described this as a photoop foreign policy. What ive said is theyre launching bombs for cnns credit to show them on tv but not actually designed to take out isis. We need to use overwhelming air power. What about american boots on the ground in syria . You know i think there are far too many politicians when it comes to boots on the ground that are eager just to commit to boots on the grounded to show how tough they are. I think the objective should be destroying isis and the question of the military tactics and strategy should be driven heavily by the expert judgment of our commanders and generals and admirals. Ive met with a great many both active duty and retired commanders. And i believe that overwhelming air power plus arming the kurds is sufficient to take out isis. Now it may well take some embedded special forces to direct some of that air power. But i dont think you should have politicians basically playing risk and saying i want to send in so many troops to show how tough i am. Thats not how we should make these decisions. Some of your competitors have said the best thing to do right now is to invoke article 5 of nato convene nato allies and deal with it as an act of war on the coalition. Do you agree with that . Listen, nato may well go down that road. President obama recently said we dont need american leadership. We dont need to talk about america winning. What utter nonsense. Theres also terrorists take advantage of sew sigh tall institutions. They take advantage of the infrastructure to plan their plots. This is just going to be part of the way why does not okay. You tell me. Do you believe in the research youve been doing . Is Law Enforcement as aptly prepared and as savvy as say, the bad guys quote, unquote . You know it seems we always have to stay a step ahead of them or are we generally playing catch up. Its always a case of catch up. Communications migrate with terrorism, especially communication migrates to places theres less surveillance. Wherever as the facts emerge in this case i think the intelligence communities will have to relearn how they do gather their human intelligence. Now, we are also learning that russia has launched several air strikes, targeting isis in syria. What do these attacks on russia and france mean for the war on isis . The head of the Russian Security sources, head of the fsb, the former kgb, telling Vladimir Putin, the russian president on state television that traces of foreignmade explosions were found in parts of the fuselage and in the passengers luggage. We also have breaking developments now in the paris terror attacks. With the suspected mastermind on the loose in syria. We are learning the u. S. Homeland security raised red flags about this socalled mastermind six months ago. Lets get to cnns chief National Correspondent jim sciutto. Youve been tracking all of this what have you learned . This is one yet more missed warning sign. We reported yesterday that Abdelhamid Abaaoud was believed to be the mastermind. Hes in syria, a Belgian National. Now we know the department of Homeland Security knew about him six months ago in may and sent out an alert, in effect, saying they were looking for this guy. They pinned one plot on him at that point, a plot in belgium that was thwarted to attack and Kill Police Officers. There was a shootout involved. Since then they tide him to other plots, including, youll remember this the attack on the highspeed train thwarted by the three brave americans. Abdel abaaoud behind that as well. Sadly, in greater magnitude, the attacks in paris. It is telling, it speaks about how many leads theyre trying to follow but also something that has to be analyzed now, how such a complex plot in the streets of paris where so many of the pieces and so many of the players were aware, authorities were aware of them before. Several of the attackers and now we know the mastermind not just here in europe but also in the u. S. So troubling. Jim, thank you. Of course the understanding of the global war is informed by each specific attack. Thats why the manhunt is so important right now. Lets go to our correspondent ivan watson hes in belgium. Thats become the focus of the manhunt for the believed eighth attacker two men to be believed at large. What do we know now, ivan . Well, 26yearold Salah Abdeslam hails from the neighborhood of molenbeek where im standing right now in the belgian capital of brussels. Now, the police have looked into three brothers from the same family salah, who is at large and a car that he was believed to have been traveling in from paris after the attacks was actually found here in this neighborhood by belgian investigators over the course of the weekend. His brother, ibrahim one of the suicide bombers, who died in the paris attacks carrying out the attacks and another brother, mow ham was mohamed he was briefly detained and released. He was speaking out in defense of his brothers. Listen. In spite of the tragedy my parents are in shock. We do not real eye yet what has happened. My family and i are affected by what happened. We found out by tv just like many of you. We did not think for a moment that one of our brothers was related to these attacks. Mohamed abdeslam speaking from the family house which is about 100 feet from where im standing now. Another resident of brussels a French National known as balil had fy hafdi. A lot of the logistics are said to have been carried out here. Abdelhamid abaaoud also a resident of this neighborhood of molenbeek and at large at this time. You have belgian officials who have arrested two people here and charged them with terrorism over the course of the last several days. We do not know their identities yet. But the threat levels have been raised here in belgium with the belgian Justice Minister telling me that some of the suspects were on a watch list but had evidently smuggled themselves back into belgium after being volunteer fighters in syria and escaping belgian officials, the belgian authorities have canceled a soccer match planned tonight amid security fears. Whats russia doing . Very swift. Similar to the retaliation from france of two nights ago, a series of air strikes in raqqah home base of isis and the mastermind of these attacks here in paris. A mix from russia of sea launch cruise missiles as well as longrange bomber strikes. This was a significant operation. One thing i should add, im told by a u. S. Defense official that the u. S. Was alerted in advance. They were given prior notice. Thats not coordination were not attacking together. That was to help avoid accidents. It does show you how many players are there now. Strategically, what was their response . Russia announced it was a terror attack they drop moreple bos. France has an attack on the streets, they drop more bombs. Theyre technologically savvy. They dont just use cell phones casually. They use secret shots on telegrandmother and theyre street smart. Its important to remember many of them have criminal records. These are guys who many of them were street kids back at home. They know how to avoid the police, go under the radar and they know how to buy weapons. That gives them an edge. Youre seeing a hybrid between a common street criminal and radical jihadi. When you put those two things together, you get a toxic brew. Prisons are often where theyre radicalized. Absolutely. Sure spot thats a widely available encrypted communications app. Those are the ones john brenner, the cia director reiterated this yesterday. Encrypted communications that the u. S. Does not have capable surveillance they effectively are dark dark communications. To even the great power of the nsa. We even talked about how they use gaming systems, play station 4, all sorts of technology that we dont think of and they speak in code, alisyn. I spoke to a president ial candidate here yesterday, conservative party, saying of those 11,000 we talked about so many times, they may have committed petty crime but not acts of terrorism yet but they are considered risks. Hes raising something thats controversial, frankly illegal, preventative detention, put them on house arrest before they do something. Weve been talking about that the last 48 hours. Its fascinating how youve been able to communicate with the jihadis use something of the systems they do. We can assume that Law Enforcement can do that as well. But they dont seem to be tapping into it as much as they should be. We dont know honestly. I think we can all assume there are plenty of Law Enforcement officials from various countries posing as journalists, as wouldbe recruits out there and talking to these guys. Theyre also pretty smart about, even ill talk to someone from isis. Theyre not going to tell me this is what we do every day in raqqah. What do they share . They share they want to talk a lot about the ideology. They want to make you whats interesting, alisyn they really want you to buy into their ideology. They want you its frustrating to them that you cant see what is so clear to them. They believe fundamentally theres a war between muslims and the rest of the world. Thats their story and theyre sticking to it. Its hard for them to get it because they dont see anything else. Am i right . A big part of dealing with the intelligence of this is that theres such a closedmindedness, within you take somebody who has the assets to be violent and not the understanding to go beyond their own experience. Thats what they prey upon in radicalizing people. They look for people who are physically capable. A French Security official told me something yesterday that i found alarming. He said in the past it would take months to radicalize someone. Now it takes as short as one to two weeks. Youre talking about how the leads pop up. One to two weeks you turn a kid from the south of paris into a potential terrorist. Thats almost impossible to keep up with. You go to Training Camp. Its less about learning to use weapons than it is being inculcated with this ideology day in and day out. By the time you leave that camp you are buying wholesale into the ideology. Its not different than what every other country does with its military. You have so first learn and understand why youre doing it and then teaching you what to do is more easily facilitated. Something were also hearing, this is a big problem for us alisyn you have to be on the grounded to combat these things not just with weapons but counterinsurgency, counterintelligence. That leads to a question who do you put on the ground . How many what happens one theyre there . Theres an argument youll hear from the president , you go on the ground and that causes more to join the fight. I mean, you have that battle, too. Its difficult to find a way to extinguish it. He said no well fight back and the strategy is working. I said have we underestimated who they are . Theyre not just terrorists. Terrorism is a means. These are people with a totalitarian ideology. He admits these are modern day fascias. He said we have a coalition, of course no acknowledgement that there needs to be boots on the ground and then he also said that he had a lot of hope in the political process that theyve started with the russians and he hoped that in syria within a few weeks there would be at least a ceasefire as a start. What about jihadi John Mohamed Emwazi do you confirm officially that the United States did kill him in a drone attack. I can confirm officially that hes been targeted and we have been after him and that weve, in recent days taken some efforts to try to eliminate him from the battlefield. I cant confirm the consequence. You cant tell you whether hes dead or not. I cant confirm that at this moment. All right. Mr. Secretary, the president yesterday said that the strategy is working and were going to continue with more of the same and that isis is contained, however, in the last ten or so days 352 civilians have been killed by isis whether in the russian plane, whether in beirut. Sure absolutely. Now in paris. The question is then is this the new normal . Is this what we as citizens are expecting from our leadership that this is acceptable Collateral Damage . Absolutely not. No. This is not normal. It will not be normal. It will not become normal. It is an aberration. It is a reflection of what foreign fighters have been able to do going to syria and then coming back and being able to spread their vial ideology to other people or even through the social media. But when the president says that isis daesh, better name for them daesh, is contained, he was talking about and we are talking about within iraq and within syria, their territory has been reduced. They are now operating in 25 less territory. We have liberated tikrit 100,000 sunni have returned to tikrit. Weve liberated the bayji refinery. Were in the process of fighting to liberate ramadi with iraqis leading that effort. Weve liberated sinjar were currently moving on other communities nearby which will cut off the supply route from mos toll raqqah. Raqqah is under increased attacks from the french from the russians and the entire border of northern syria, 75 of it has now been shut off. We are entering an operation with the turks to shut off the other remaining 98 kilometers. So theres a major effort taking place. The president has put additional American Forces on the ground in terms of special forces to enable some of these operations. We are engaged in thickening our presence in incirlik. More people flying more missions. I believe the pressure is mounting on daesh. I am convinced that over time and the president always said this will take some time. Now, weve always said theres also a threat of these attacks elsewhere in the world until we have gotten further down the road in this process and that is a risk. But more troops on the ground are not suddenly going to i mean more the invasion of the country or something. It is not going to solve the problem because you need something underneath it, coming in thats going to secure those areas. Thats going to show that the local population is invested in kicking out daesh and helping to keep them out. Thats what were working on right now. The liberated territories that you mentioned happened with Ground Forces, mostly indigenous indigenous. Correct. While you say it is contained its in fact spread to libya, the sinai. Weve seen it here in europe. Im asking you. Well yes. Yes. Were working on the libyan situation. In fact very much preoccupied by it and engaged with various parties to try to bring people together and see if we cant get a governing entity in place that will allow us to begin to focus on daesh there. But what i think is happening is that theres a new awareness, people are coming together in this coalition which we built. I mean the coalition has only been in existence for a year. One year. One year ago we didnt have a coalition. One month ago we didnt have a political process in place which we now have. With rurn and with russia at the table, which gives us an opportunity to perhaps, get a ceasefire in place within the next three, four five weeks and then be able with the political process, to work with other parties to again, squeeze harder on daesh. So i think that the strategy is in fact real. Its several fold. Its one focus on daesh. Two, stabilize the countries in the region and, three, get the political process in place and move to get assad transitioning, because hes magnet for this terrorism. And then begin to focus on daesh itself. Im convinced ultimately were going to eliminate daesh as a viable entity thats daytoday terrorizing people in the way that al qaeda did previously and cant today. Mr. Secretary, terrorism as you know better than i do is a means, its not actually an end and many are now saying that daesh, isis is in fact the 21st century eastern version of what we saw in the west in the 20th century, that is totalitarian fascists and extremists. Do you think that weve got it wrong so far, that were waging this socalled war on terror but we havent mobilized to defeat an ideology as poisonous and as vial as naziism and totalitarianism . Ive said this myself many times, that this is a modern form of medieval fascism coupled with modern fascism. Its a very dangerous and volatile cocktail thats been mixed together there. At the same time its a barbarism without a real ideology or real platform or real future. I mean what they do is kill the yazidis because theyre yazidis. They have totalitarian utopian and imperial goals they want to spread. Is our response up to their aims . We are going to defeat daesh and were going to eliminate daesh as an entity that is threatening people the way it is today. Im convinced of that. Every country in the region and in the world is opposed to daesh, to what daesh stands for, to what daesh is doing. What we have to do now is mobilize the capacity which is what weve been doing to be able to systematically go after them and eliminate them. And im convinced we will. When you have iraq iran turkey lebanon, jordan egypt, saudi arabia all of the major countries in that region and russia and the United States and europe all united in this effort i would not want to be daesh. And i believe daesh is going to feel that pressure increasingly over the course of these next weeks and months. Every country is gearing up to do more and president obama, you know its important for people to know, he didnt wait for paris. To up this. He decided himself several months ago that we needed to do more because he saw what was happening with daesh in libya and places. So thats when he ordered his own review. Thats when he decided to put special forces on the ground and announced it. Thats when he increased our strike capacity. Thats when we put the operations together with the turks. Thats when we invited more countries to come in to incirlik and fly. And thats and have pressed i might add, on a number of other lines of effort that people dont see. Were cutting off financing on a global basis. Were going after the ideology. Weve created a center in abu dhabi thats on the social meter in arabic instantaneously responding to their lies and discrediting them. Were taking the stories of disaffected, former daesh fighters who have come back and said life is nowhere near the paradise and the, you know easy life and great life that they said that theyre a bunch of lies. And they have killed people who try to leave. And they i mean this is a group that is so ferocious in its barbarism, that i believe, we all of us are going to band together and ultimately were going to prevail. You can fight over whether one thing or another is being done fast enough but you cant fight over the notion that we are committed to doing this and that each day our capacity is growing to be able to have a greater impact and to protect people. And i believe, look you know the terrible thing is that if some individual in life wants to kill themselves we have seen it in nonideological events in the United States in a theerater or somewhere else. In a shopping mall. If somebody wants to do that they can do that unfortunately. But i think the ability for you know, its much harder for governments who have to get it right, not that one time you try to do something bad. They have to get it right every single day, 24 hours a day, seven days a week, 365 days a year. Frankly, weve done an enormous amount of stopping many plots before they have been hatched. We have interrupted people in midstream. And i think weve done a very significantly increased effort of being able to penetrate and find out whats going on and act ahead of time. That i think, now will only grow even more. Youve been here to offer condolences. What are you doing for the french . Any stepped up Security Intelligence . And also your comments on the reports that it was actually a bomb that brought down the russian jet. With respect to the french we are working very closely with the french. Weve had intelligence exchanges in the last days we are increasing the exchange of information. We are already planning some military activities. Weve helped the french with respect to their targeting that theyve undertaken in the last few days in their increased strikes on raqqah. There will be other things. President hollande is coming to washington to meet with president obama. Well talk further about our joint plans. Theres no question there will be stepped up increased cooperation and joint military effort and other efforts between the United States and france. And the bomb that brought down the russian jet . You know i guess what president putin said is theres evidence of explosives on the airplane and weve had some indicators of that for some period of time. Its been important for the rugs and the egyptians to announce their conclusions because they are the formal investigators. But i have no doubt that that will elicit a ferocious response from russia also, against daesh. Assessment of the intelligence suggested that isis was developing more sophisticated attacks in the west. So how is so much crucial information missed . Theres a lot going on to discuss. There are still many people fighting for their lives in Critical Conditions in area hospitals. What can you tell us . Yes. You know during this black friday around 500 parisian people were injured, around 250 are still in hospital. What was incredible within two hours 500 people. Oh, my gosh. Two hours they took in 500, many are still fighting. 30 people within one hour. It means one injured people each two minutes. It was very difficult. We can only imagine. Think about 250 of the injure ready still in the hospital. I know youve spent the past three days going from hospital to hospital six or eight different hospitals. Can you tell us about them . Their injuries are they in Critical Condition . Whats the status . We havent heard enough about the injured people and the victims. Yes. There was really 90 were injured by bullets. 90 were injured by bullets. Yes. We have an emergency plan. We never imagined that 500 parisian people could be shot by gun. Its incredible. We faced, our hospital faced, our professionals were incredibly efficient. Before we started with the plan the emergency plan professionals went to the hospital to provide care. Its incredible. In some hospital seven, eight, 15 arrived at the same time. The situation was very difficult, our hospital faced. They took charge and hopefully saved many lives. Unfortunately 30 parisian were killed. Weve been told to be careful of reporting about how many lives were lost because its not known yet. There are so many fighting for lives, so fragile that that number could still change. Is that the reality . Yes, yes, yes. At this hour 132 people died. I hope no others. Some of them are sitting between life and death. They are fighting. And so we know that you are involved in the health the deputy mayor of health. In terms of security for paris, what do you think changes now . How is this city changing . We see police everywhere. How do you think the mayor will handle nothing like this happening . The response of the mayor and elected is to protect our population. This is the first of our responsibility. And, of course with government we will take all measures to protect our population because these terrorists have an infinite imagination. You know . We dont know if next time they want to target to attack our school school. We protect our population. We will not change our way of life. If you ask parisian people today, they are sad but theyre angry and they want to resist. I tell you, next friday at 9 00 p. M. I will go to a bar to show the terrorists that the parisian people will not change our way of life. We love to go with friends to a bar. We love sport. We love to be together. Well continue. Assessment that was done of what isis was capable of did lead them to the person whos now seen as the planner of what happened here on fridays terror attacks, that he was already on the radar of u. S. Homeland security. France tried to take him out in a strike at an isis Training Camp last month but were obviously unsuccessful. President obama is defending the u. S. Strategy to fight isis while french president hollande is urging a Global Coalition to stop the terror group by stepping up the measures to do so. What will it take to defeat isis . Are air strikes enough . The consensus is no. What else is needed . Retired general wesley clark joins us now. Good to have you, general. Thank you. Secretary kerry just laid out the best solution which is also perhaps the greatest challenge, getting the world to unite on all the different fronts necessary to take on daesh. What do you think of that . How close are we to that solution that capability of being united globally against isis . Well were probably at least weeks away and maybe months away. But unfortunately, for isis the more they do the sooner the world will unite against them to crush them. Isis has no idea the power that its provoking bringing down on itself. Whereas it may have gotten away with what it considered a few nuisance strikes by the United States perhaps, where we were striking at welldefined targets and doing our best to avoid collateral casualties. The action such as taking down the Russian Airliner and especially the horrific tragedy in spain, when the world comes against isis we can cut off the flow of fresh fighters going into that region. We can prevent isis from selling oil abroad or largely prevent it and we can certainly bring military power to bear against isis. Lets be clear. The major Ground Fighting has got to be done by the neighbors in the region and that means turkey iraq. It means the free syrian resistance army. It means saudi arabia because they speak the language. They can go in and actually identify the fighters. The United States france britain, other western countries, perhaps russia can help. But the actual on the Ground Fighting has to be done and then there has to be a structure for governance for bringing normalcy back to these regions and that has to be thought through before the Ground Troops go in. Lets discuss this general, because this is often overlooked in the need for military might. You have points of ideology and practicality that you touched on. How important is it for this to come from the region both in terms of definition and cultural ownership of what islam is and is not, and of how to truly stabilize this region in a way that you can have success over time. I think you put your finger on the two points. You had it has to be defined by the rightful proponents of islam. This is an ideology that were fighting but its also fighters. Its people fighting mixed amongst a population. Unless theres wholesale slaughter of innocence, you have to be able to identify the fighters and go after the fighters. So that cant be done by western armys with the best of intent. The western armys can only shoot at those that shoot at them bomb identified targets but they cant sort out men, women and children who are innocent from the ones who are actually fighting. Think of it this way, the west can provide the firepower but the west cannot provide the ontheground leadership to sort this out. And afterwards weve seen as we saw in iraq that you cannot put a western army in an occupying status and expect it to reconstruct a society. Now in syria, there are the vestiges of the Assad Administration in most places they have got to be preserved. Maybe not bashar al assad. He has to go. Thats what president obama called for. The administrators the people who Service Health and provide electric power and regulate Traffic Control and fix highways all those people who have been paid by the assad government, they have to stay and work. And that is what complicates this situation so much. In a vacuum of opportunity and services extremism can take root. The peace is only as good as it is sustainable through the system that remains after the war on the ground. Thats the point youre making about what happens after the military aspect of this being just as important as the military aspect itself. Its more important. As always, thank you for the perspective. Weve been in Constant Contact with federal partners and getting updated briefings. Everything is real to us. No matter the threat and how credible it is team we take it as credible and act that way. I get that. But what im asking is that what have you been told in terms of areas that you are more sensitive to or capabilities that you are paying more attention to . Is there any preference that you have in terms of responding to what weve learned . Obviously the, you know, shift in attacks has been to more soft targets and more populated area with theres a different atmosphere. And nothing can be left out. You have to have broad security that includes all of those potential targets and that is what makes it so important that you dont too narrowly focus on the last attack. Really it is being prepared for any eventualities. So you cant focus too much on the last attack but you have to take into consideration all of the details that we do know about the last attack. What progress has been made in information sharing . Obviously the intelligence sharing is always so important in prevention. And in terms of Community Policing the see something, Say Something initiatives put in place . Just in the last several years weve made tremendous strides in terms of information coming in from the community. I think our communities are very very sensitive in reporting things to the police and that is critical in this time. But we also have a great relationship with our federal partners. We were in Constant Contact on friday actually as the attacks were unfolding, phone calls and information going back and forth. And weve been doing this a long time now. Unfortunately our wake up call was more than ten years ago. So we have a lot of practice now and things just happen automatically. And just to be thorough has anything been detected . Anyone been detained because of recent threats . The community does increase sensitivity when Something Like this happens, so weve had significant up tic for calls and suspicious activity and packages and we respond accordingly. But that is exactly what we want. And i think that is the direction we want to keep going. The use of technology out here today in conjunction with the work in the community is going to be key for keeping the city safe. Understood. But to this point you havent had to make any arrests, nothing has been detected and foiled . Theres been no arrests, no. Chief, thank you very much. It is a big job. More than half of this countrys governors are now saying they dont Syrian Refugees in their states. Many f of these refugees are the victims of terrorism themselves. They are being purse cuted. Shouldnt be allowed in the u. S. To combat isis. I would anticipate this is not the only operation isil has in the pipeline. This is cnn breaking news. Chris and i are following new leads in the terror attacks here in paris. But we begin with breaking information about the different deadly isis attack. This one the russian officials confirming that metro jet flight was brought down by what they call a home made bomb. The russians promising vengeance and already delivering with strikes on targets in syria. Russian president putin says he will find and punish who is responsible for this. They put a 15 million reward on information leading to it. We have all angles of whats going on with Russian MilitaryFrench Military the investigation here in paris. The reverberations at home. Lets start with Matthew Chance in moscow with the big news. They are now saying what brought down that plane. That is right chris. For the first time. Weve got confirmation from the russian of all people that it was a terrorist attack. It was a bomb according to the Russian Security services at the fsb. About a kilogram in weight. A homemade explosive device as it was described. And that accounted for the fact that the debris from the fuselage of the metro jet airline was spread across such a wide area of the sinai desert and why investigators have been piecing together the debris over the past month. Putin the russian president swift in his response vowing revenge saying well search everywhere. No matter where they are hiding well find them any place in the planet and punish them. He didnt name isis of course overtly but he said the air strikes in syria would not just continue. They will be intensified to show that the criminals to show the criminals so they understand that revenge is unavoidable. So the revenge against isis Vladimir Putin clearly putting the finger of blame at that group and vowing to strike even harder at the rebel group inside syria in the days ahead. Thank you. So discoveries on the russian front here in france. What did the violence on friday is known. Who planned it is also a big focus of the investigation and now they believe they know the man who was the planner of the paris massacre. They know his name. They know hes planned other plots in the past. And they believe they know where he is in syria. However cnn has learned that ugh russias intelligence were determined to find this man and kill him and couldnt get it done in the last few weeks. It is so easy to say they should have got him but that last piece of actual identifying and striking is huge. It is huge, chris. And what we know now is that french authorities as recently as a month ago had tried to track down and locate the master mooind of these paris attacks. Hes a 27yearold belgian of moroccan origin and believed to be responsible for other plots as well. He was able to escape. He was able to get back to syria it is believed and we know now the department of Homeland Security in a report as far back as may was saying they believed he was a risk that they believed the group was developing capabilities to possible carry out complex attacks here in the west. Now we are also getting more information about what these attackers were doing into the days leading up to friday. According to a french weekly news magz they were staying in a budget hotel and in those hotel rooms they have found pizza boxes and also syringes. Those now being tested for possible traces of explosives and meanwhile of course the main focus here on the ground in paris and across the country is on finding that eighth attacker. Overnight another 128 raids. Frances interior Ministry Announcement announcing soldiers are fanning out across the country to provide protection for the french people but also to try to drill down on the location of this eighth attacker and the network that likely would have been needed to help facilitate and ork straight these attacks. A lot of attention on the eighth attacker and that vest they believe is it still at large. Belgium has become a hot spot where the man hunt is focused now. Ivan watson is there. Whats the latest . Reporter chris, i just got off the phone with the belgian federal prosecutor and hes given much more details about some of the suspected attackers in the paris attack. Notably three suspects that he says belgian authorities had spoken with, had been monitoring prior to the paris attacks. Two of them being the abdul salem brothers ibrahim and salah. Salah is the subject of a International Man hunt right now and is now at large. The belgian federal Prosecutor Says ibrahim first caught the attention of belgian authorities the beginning of this year after he apparently tryied to go to syria and was returned by turkish officials. He was then brought in for questioning in february of this year and eventually released when told when he said that he did not any longer want to go to syria. And the missing brother salah was also questioned at that time and eventually released. Now the federal Prosecutor Says they do not have the manpower here in belgian to monitor all of the hundreds of people who want to go and fight and join the jihad in syria. That they have their hands full just following around 130 belgians who have actually gone to syria and then returned back to here that they are the highest priority to be monitored right now. Now, a Third BrotherMuhammed Abdul was brought in for questioning this weekend and released. There are no criminal charges against him. And hes come out defending his family since his brief detention. Take a listen. Translator you also need to understand that in spite of the tragedy, my parents are in shock. We do not realize yet what has happened. My family and i are affected by what happened. We found out by tv just like many of you. We did not think for a moment that one of our brothers was related to this these attacks. Reporter the belgian federal prosecutor confirms the car he was traveling in that was briefly stopped by french authorities did show up here in press brussels. Though he is still at large and considered to be a real danger. A third suspect lived in brussels. Blew himself up in paris, he was also known to the belgian authorities as having gone to syria to fight. What they didnt know was that he had come back to europe. They did not know that he had smuggled himself back into europe. And that is a major concern that the authorities have now. Back theo you. All right. You have given us a lot of information to try to talk about and dissect. Lets bring in Clarissa Ward. Shes back with us. And also cnn terrorism analyst, paul crookshank. Paul you have even more information. Ab del hamid, he was Close Friends with a guy on the run, the eighth attacker. They were both part of the same street gang in belgian. They were both defendants in the same trial for robbery in 2010. They go way back. That is one of the circumstantial pieces of evidence pointing perhaps to his involvement. But hes also been responsible and suspective for a host of terrorist plotting against europe most notably against belgian in january. But also according to lemond hes suspected to have been connected to and communicating with the guy who launched the shooting attack in the Jewish Museum in brussels in may 2014. And also suspected according to lemond having links with the train attacker the thwarted train attack right. Also the guy who plots against churches in april in paris of this year. And in august according to lemond there was a french isis fight who are came back to frons. He was arrested. And he told interrogators he had been recruited to launch a attack against a concert hall in france and more attacks were in the works. He claimed to have backed out of this plot. So there is significant intelligence pointing to organizing a string of terror attacks a campaign against france and other european countries. And there is real concern this is not over, it is just beginning. We knew so much. Knew so much. Knew who it was. And then the last space is most important. Well then why didnt you get him . How much more difficult is this space than Everything Else wear hearing . I think it is always easy to say why didnt we connect the dots with hindsight and why didnt they put this together and realize based on all this . But there is one key thing. That abboud was in street gangs before. He was essential a street guy back in belgian and that is something thats really changed the face of terror as we know it. Many of these young guys have criminal backgrounds of varying degrees. And what does that mean . I used to talk with ab american subsequently killed by drone strike. He told me back in the u. S. He had actually killed somebody. Not in the name of allayh or god but because of a drug deal gone awry. This makes them that much harder to catch. They are savvy. They are street smart. They have dealt with the police before. They know how the system works. They know how to fly under the radar. They know how to avoid protection. And perhaps most frighteningly they know how to build weapons. To amplify what clarissa was saying. Basically there is a super street gang going from belgian from all of these neighborhoods to syria. They all know each other and Work Together. Why are they doing it . Well the violate ethos of isis is appealing and they already have this violent ethos of the street in belgian. These people are essentially radicals who have become islamized. Gangsterism, petty crime. All kinds of contacts to get all sorts of weapons easily. Right and were getting new information. We had been reporting thisnt just about france. News comes of three arrests in west germany related to whats going on here. That speaks to what investigators are telling us that these raids have sent people scattering all over the place. And were in the european union. In the schengen zone. There are no borders here. They are open borders. We ask how could french authorities not be following every person that comes back from syria . The answer is they dont know. They dont fly back to france. They fly to another eu country and make their way here by land. And back to paul about the motivation. For many of these young bank manman, it is the same thing that motivates them to join a street gang. They want power. And the brothers from the Charlie Hebdo, they wanted to go down in history. This is that classic diseffected youth to make your mark to have everybody know your name. And russia says definitively today that that metro jet was brought down by a bomb. They have connected it to isis. So now isis seems to be in a different category. We now know they can bring down a plane with a bomb. They can plan a coordinated attack in a city like paris. They can according to at least one infiltrate a refugee refugee population previously unknown. They control all that territory in syria and iraq. And also lets not forget in places like libya just on the southern you know, of the mediterranean. And also they have an expanding presence in yemen and in the Sinai Peninsula. Lots of places to plot attacks. And all these westerners coming in. So if they decide to pull the trigger, and nothing close to that yet. Then i think we have a severe problem. Needs to be much more urgency from political leaders. We keep hearing recognition of reach. And we just saw it again. Breaking develops here in the investigation. Not just france and belgian, but germany. Three arrests. And also getting efforts of information in italy. So this effort is expanding. And i can imagine that will further expand. And said the political process as well he felt was working or potentially could provide fruit. I was quite surprised by his prediction of quick fruit that might be born. Listen to what he said. There is a new awareness. People are coming together in this coalition. Which we built. The coalition a has only been in existence for a year. Now we one with russia and iran at the table. And now we can perhaps get a cease fire in the next few weeks and get assad transitioning because hes the magnet for this. And then get focused on isis itself. And obama and put vn to Work Together now. There was that amazing picture of the more huddled. And to be frank the u. S. Administration other western governments were pretty angry with russia when they started bombing and frankly started actually taking control of the skies and saying to the u. S. Hey were in the neighborhood keep your planes away from ours. Now after what happened to their civilians in the metro jet crash they are hoping that will focus russia more working with the u. S. And to that end russia apparently today according to the Russian Defense ministry launched a massive strike on isis targets as the french are as well. Here is something the u. S. Authorities certainly dont like to talk about as much. But this war is felt by many to be something that islam and countries with their populations being largely proportionate to islam needs to own. This is their battle for the soul of what their faith is. Because you know very well and teach us all the time dont call them muslim they are not. But they are muslim. And that fight, how much has to be owned by the region . Zblel, you know, what . Many say yes, we also have to stand up and say not in our name. And you can see going on all over social media right now. Groups from the United States around the world saying not in my name. So that is one thing. But and i think this is really important to focus on right now. There are more and more people saying to me listen this is not about a religious war. This is not about just terrorism. That is just the means. This is about a fascist totalitarian ideology with grand ambitions. Istanbul rome damascus. Baghdad. All of those things, if they can get that is what they want. So the question is is the west is the coalition really responding in a way like, for instance the last time they did to 20th century fascism under the nazis during world war ii . Right. And will they go beyond air strikes. They are saying no Ground Troops at the moment but talking p about building up capacity and presumably local forces. That is the key. There are plenty of Ground Troops. It is just who trained and that it should be people from the region especially the turk even the egyptians, before even americans or french or russians that that would be more meaningful in stabilizing the area. Martin savidge joins us. Good morning. This is the majority of state governors that have come out opposed as you point out to these syrians locating into their states. The latest count nevada was the most recent coming in overnight saying no to refugees from syria. There are a number of states saying just the opposite. Seven in fact. There is broken down along party lines. New hampshire being the exception. They have a democratic governor and they too are saying no. There are a number other states still undecided on this matter. Is it legal . Can they do this . Well the state department is a little on the fence but legal experts have said no. It is not a state authority to be able to say yes or no to anyone coming into this country. That is a federal power. However states can make it difficult because once the refugees are here many of the state governors control the Purse Strings of those various agencies that would help those refugees. So that is the real problem here. They can make life pretty difficult. You can bet there is going to be a lot of negotiation back and forth between the state department trying to convince states to get on board that are opposed or they may decide to take all of those that are coming and put them in states that are willing to accept. Well you frame it the right way. It is not just about law or politics but about culture. Defining who america wants to be. We have republican alabama governor robert bentley. The first to formally announce hes refusing to relocate Syrian Refugees to his state. Make the case for your action. Well it is my responsibility as the governor of alabama to make sure that the people of alabama are safe and secure. And we have too many Unanswered Questions related to the refugees. And when we have those Unanswered Questions, via the federal government we cant take the responsibility on a state level to bring people in. They only have to be right one time terrorists do. And we have to be wrong one time. And so we cant take that chance. And that is why weve made this decision. And the pushback would be well then you wouldnt let anybody in the country from anywhere because you never know with full certainty that a population is going to be harm free and the vetting of these refugees is not only layered and extended but is exhaustive as any. Well i have been told by my Law Enforcement agency by Homeland Security that there have been some major threats against the United States after 9 11. And all of those individuals came out of refugee programs. You have been told that all of the people who would want to harm the United States have come from refugee programs . Is that what you are saying. Major threats that have o occurred since 9 11. Not necessarily all but the major individuals that have been stopped are those individuals that have come out of refugee programs. That is what ive been told. So that informs your position that the refugees are the exact group that you want to target in terms of whom to keep out of country . Well right now. We just have to make a decision on each individual situation. And right now the situation is that we have to protect the people of our states. Do we have the authority . Yes we have the authority to do that. Well the authority that is going to be a separate conversation. Obviously immigration is federalry done. This comes down to what funding you can provide or not. You then have the complication that even if they are not allowed in alabama but they are allowed in florida or mississippi they have rights of movement so they could just move into your state. All of that could have to be dealt be w. But this main question of whether or not to allow them at all is worth more focus. The numbers show that this perception that what you are letting in in this refugee population are warrior age males kind of doesnt get supported by statistics. It is 50 50 male female. Most of the refugees want to come in are really young boys girls, women and young adult men. Does that change your opinion . Well, you know my heart says that we should let these people in simply because they are fighting isis and have been displaced by isis just like, you know isis is our enemy also. So my heart says that we should let them in. By head says that i have to protect the people of the state of alabama and keep them secure. In reconciling your heart with your head does your head tell you that this is essentially a religious test that you are putting on this population . Is that simply because they are muslims fleeing syria that you dont want them here even though there is all this layered vetting and considerations of whos getting let in and it is a relatively small slice of the overall population . Well let me say that the vetting is not done very well. Because the head of the fbi himself said that we cannot vet these people completely. And we just cant take a chance on it. Right now. We need to be protective of the people of your state and that is what im doing. I understand that. Kolmy said if they havent made any mark where they are, if they are not recognized as a threat in the system no amount of vetting could change that. But isnt this a major decision to make to say that this entire group of people some four million fleeing for their lives cannot be considered to enter the United States because of the concerns you have . Think about the implications that that might reverberate across the world . The message america would be sending that we wont accept any of these people who are literally running for their lives . No. And i said in my heart i feel that way. I feel that we should look into allowing them a place to go. But just like Condoleezza Rice said yesterday when i was with her. Where they need an area is really in the region where they live. It is not here in the United States. And as, you know the overwhelming majority are going exactly there. They are either in turkey or in a regional entity. We are dealing with a very small slice passed along by the u. N. To the u. S. For consideration. But obviously this is a debate about what is going on. Because it is definitional about what the country wants to be about. How can the president make that obviously hours later that was proven tragically wrong. Why did he make that claim . Good morning. And this is such an unconventional enemy that i think you cant think of it in the context of so called containment. As we saw with this horrific attack in paris this was something planned and executed in a place far away from the war in syria. What i am amazed by is how few people actually understand whats happening in syria. The reality is that the United States right now is waging two wars in syria that have opposing goals and opposing objectives. The first war is the war against isis. Against al qaeda and these islamic extremists working in consort with coalitions on the ground and weve seen this to be very effective in places like iraq and syria. The second war that has an objective completely opposite to the first is the one saudi arabia turkey and the United States are waging against the Syrian Government of assad. Working towards the exact same objective as these other groups in syria. This second war is illegal. Congress has not authorized us to go to war against the government of syria. And it is counterproductive because it is strengthening these groups and helping them to achieve their objective. And that is why i feel so strongly that we have to stop that war against the government of assad and harness our resources and focus our strategy and execute it well and effectively to defeat isis and defeat al qaeda, our enemy. Congresswoman, thank you for spelling that out. It is so complicated and there are so many alliances. Now that russia and france have said that they will provide a more robust response to isis and in fact weve seen that over the past few nights with their air strikes on isis targets in syria, what do you think happens now with the u. S. And this alliance . I think we need to work with them. We need to work with other partners and focus solely on defeating isis . We need to work with partners on the ground and partners in the region again solely to defeat isis. But we cannot accomplish that objective if we are simultaneously working to oppose it by strengthening our enemy and the overthrow of the assad regime. And that is where while there is a lot happening in the region while there is a lot of different groups at play here weve got to remain very focused on what our mission. Is our mission should be to defeat our enemy, the perpetrators of these attacks. And all of these other groups working on the ground towards their goal of removing the Syrian Government of assad so they can take over all of syria. If that is allowed to occur we will see a humanitarian disaster unlike anything else and will see a greater threat not only to the region but to the world so weve got to stay focused on our mission and stop this illegal counterproductive war to overthrow the Syrian Government of assad.
