It was matt who had sexual relationships with the former prisoner. He and matt found a sledgehammer in the passageway possibly inadvertently left behind by a construction worker. Once on the run sweat told investigators the two initially got along but sweat soon grew frustrated that matt was physically out of shape and had trouble keeping up. Then matt began drinking after breaking into a cabin sweat says he became so upset they split up. In the final day, sweat pushed ahead getting closer to canada after hearing matt was killed. The former fugitive now recovering from two gunshot wounds to his torso at a lockdown. The director says inside two guards watch each patient and inmates are often shackled in their hospital beds. How confident do we feel this patient is not going to escape from the hospital . I feel very confident. A seventh shark attack in the last few weeks being reported in North Carolina. This time the 68yearold man in waistdeep water injured and is in the hospital. Security being stepped up over this Holiday Weekend as isis called on supporters to carry out new attacks. Cnns justice correspondent pamela brown is here with that. Reporter theres more concern this fourth of july among counterterrorism officials and heres why. The symbolling holiday falls during the same time as ramadan and they are encouraging supporters to launch attacks during this time and be awarded even more. Also Officials Say that isis has a major impact on social media. That was not the case the last fourth of july to this extent. Its also becoming harder to detect attacks before they happen. And adding to concern are these near simultaneous terror attacks around the globe that happened the past few days. Many Police Departments are stepping up security across the country. And the nypd says it has the most complex counterterrorism plan in place ever. Heres what john miller had to say about that. They are following the isis call. Meanwhile, back to the lead story, investigators are taking a closer look at the Clinton Correctional Facility in upstate new york where security concerns were they ignored before the two prisoners made their escape . Joining us is dennis bacco, thank you for being here. Good morning. Thank you for having me. Its a pleasure. I want to start off by showing you and our viewers the changes that today are being implemented at Clinton Correctional Facility as a result of all of this. New things will be happening. For instance now in terms of what is going to happen in the cells, Correctional Officers will make weekly cell integrity inspections. That means like checking to make sure theres no hole in the wall a prisoner can climb through. Next they will triple the random cell searches. Random prisoners wont know when it is happening and triple the number they are doing. Number three, unpredictable nightly bed checks. That makes sense. Prisoners shouldnt know to expect the guards every night at 11 00 p. M. Why werent these happening before today . Well, you have to understand that the department of corrections, which is a state agency sets these policies sets these parameters and pushing the guidelines out to the field to the various correctional facilities. So the Corrections Officers in each facility are reacting to department of corrections policies and procedures. Sure enough. So why wasnt the department of corrections doing this until now . Well, look the thing that we constantly have to keep in focus is that these facilities are very dangerous facilities. Assaults are up even though prison population is down by over 20,000 over the last ten years. Assaults are up at a pace for record setting in 2015. These are still very dangerous places mostly because the people that remain even though the population is down by 20,000 many of those that remain are the most violent. So the policies have been designed in the past to try to control the population so that the population is under control, which is why, for instance you have the outer block. That was not a reflection of how the inmates reacted on the outside. The outer block was incentive to get them to act appropriately on the inside. Now the department has decided to change the policies. The Correctional Officers that i represent are very happy to see this. These are hard working men and women who are an i didntntegral part of Law Enforcement and their safety is on the way and they embrace these changes. No one doubts they have a dangerous and important job, if but im interested that you see a dangerous population inside the prison. Do the Correctional Officers do what they can individually also to control the population . Do they . And we just heard from a past correctional officer who said sometimes they will give an inmate a sandwich to make sure the inmate has tv privileges if they think they can get something, like information out of that inmate in order to keep the peace. Well, exactly. We have to keep in mind the relationships behind the prison walls are not real or geneuine. So the inmates are playing the staff, we saw that in the context of Joyce Mitchell who was played by the two inmates, much to their detriment and now hers. But that went both ways the Correctional Officers in order to keep peace and control and to trade information, for instance they will give a sandwich to an inmate if the inmate is willing to be able to provide information about contraband in the facility. So theres a variety of techniques that are employed. But all of it is designed to maintain order in the facility and to keep the Correctional Officers safe. And let me show you a couple other security measures that as of today are going into place. The honor block that you just mentioned will be suspended. It is now under review whether they should have an honor block. Monthly tunnel checks. Previously those happened twice a year. And there will be an executive who reviews inmate counting at every shift. Do you think that these things will make a significant difference . Absolutely. Quite frankly, the Correctional Officers have been long in favor of the imposed changes. Again, we have to keep in mind this is not a statement trying to scapegoat anybody. I think theres no time for scapegoating. Scapegoating we have to fix this problem and get to the bottom of what happened here. And the Correctional Officers want to be an integral part of fixing the problem. They want a seat at the table to help reform the system and come up with procedures such as the procedures that were talking about here this morning that will make them safer and make the facilities more secure. The do you think that gene palmer now charged with aiding and abetting the prisoners for getting out, do you think that he will be convicted . Oh i dont know. I mean it is way too early to say. I think its important to find out however that david sweat, although i heard the early reports, theres question to whether hes believable or not, and thats a healthy skepticism but even he told investigators that palmer didnt have a direct role in the escape. So i think theres a lot more facts that need to be developed, a lot more information that is going to come to light. And it is way too early to speculate on what the outcome will be. And how concerned should we be . Tom fuentes is our cnn Law Enforcement analyst and former fbi assistant director. We came to you for the goods, my friend. Because i think none of you want to be afraid, we dont want to live in fear because as they say, then the terrorists win, but why so much concern right now, tom . I think the biggest problem they have now is that you know years ago with al qaeda and al qaeda central, you had a more tightly controlled system of generating attacks around the world, if you will. There was more micromanagement from overseas which then enabled tracking from overseas intercepting phone calls, messages and tracking international financing. But now you dont have that. You have isis central putting out these messages to everybody and all the ships at sea to kill to do an attack and you dont have to be coordinated. You dont need permission. You dont have to communicate back and forth. All you have to do is do it. We are seeing the communication back and forth when they are setting up logistics to travel to syria, lets say to join isis. But for the individuals that are here that become radicalized, they dont need anything more. All they need to do is go online and order hunting knives or if they can get a gun or figure out how to make a Pressure Cooker bomb wonderful for them. But they can use a knife, like i said a ratchet, a car, anything at their disposal to kill people. And if they kill one person thats a major terrorist attack and claim they were doing it for isis and all the terrorists are happy about that. But thats the problem, is that when they put a message out like that to everybody out there, you dont know it only takes one to get it in his head okay im going to do that and do it today. We saw a couple weeks ago in boston where the fbi had a wiretap and we are able to intercept the warning where he calls his partner and says im going to do it today. They already knew he received a hunting knife and had to intercept him at that moment. If they didnt have a wiretap on him and didnt have the surveillance on him, they wouldnt have stopped him. And possibly a Boston Police officer would have been killed that day. We heard from congressman peter king hes on the House Homeland Security committee. Listen to what he had to say. Theres great concern. Going back to dealing with the fbi, Homeland Security over the last two or three weeks, i would say this is the most intense level of concern i have seen maybe since 9 11. Tom, is it at that concern, post 9 11 . Yes. The concern is that an event is going to happen. I think theres very little concern, frankly, that they could pull off another 9 11 for the reasons i said. And even bin laden himself couldnt top 9 11 because, you know once the International Intelligence and Law Enforcement community as well as our own clamp down and tracked financing and messaging back and forth, and once he had gone into seclusion in pakistan he was not going to be able to oversee command and control over an attack like 9 11 by courier. We know one of the challenges for Law Enforcement, even in the boston case you say, it takes dozens and dozens of people on the ground to look after the surveillance of somebody that is suspected of being radicalized, a potential lone wolf. We have seen all the arrests that have happened just in the last month alone. Even this week there have been arrests here in new jersey nearby. How does Law Enforcement get their hands around this problem, especially given the uptick and the threat . Ill tell you, to be honest they cannot completely get their hands around it. Baa us the messaging of the ideology cannot be stopped. It is uncontrollable at this point. And as long as that messaging goes out, as i said to everybody around the world and people receive that message sitting in their basement or wherever they are, its going to be hard to stop because unless you can read peoples minds and figure out who might do something, you just dont know. You hope the public you hope a Family Member turns them into the authorities to say, this is what they are thinking. But if they dont and you really truly have the lone individual that is going to do this its just about unstoppable. And we have been so fortunate. You see the arrests almost daily. And i know the hundreds and hundreds of agents that it takes to do these cases in every state of the union. So this is not just something that is going to happen in new york city or washington, d. C. It could happen anywhere because they have these cases everywhere. Hopefully Family Members will be alert. The public will be alert with these fourth of july celebration. New this morning, rising concerns that security troubles at the Clinton Correctional Facility go back farther than the escape from richard matt and david sweat. There were security concerns raised along clinton years ago. What was done about them . Well, by the documents uncovered by the times union, we found there were a number of issues that the staff was having and had reported to the administration including what to how to pat down employees and what they could and could not bring in. There were also some issues with the staff being allowed into facilities such as the tailor shop where Joyce Mitchell had workeded with the inmates about an hour or so before they were actually to begin this escape. And now there are issues can how was contraband smuggled through the metal detectors . Is that why this is raising red flags right now . Yes, definitely. I think the escape raised the red flags but there were a number of issues going on before an inmate had and it probably led to their ability to escape so easily. Daniel you have a little bit of a dimmer view of the concerns at clinton. What you say is that whatever concerns they may have had about what was going on there, that exactly goes on in prisons everywhere . Everywhere. I have visited 12 of them and you can find identical documents for them. Security wants more its their nature they want it safe and want the prisoners in. They always ask for more. So there are, though new security measures being put in place at clinton, thus the honor block, as of now there is no honor block. Fortunate thing. Theres going to be more bed checks and checking the tunnels more often. Do you think this will change anything. Absolutely not unless the human nature changes with it. Human beings see each other as human beings and not numbers. Thats the real problem, not tunnel checks and destroying honor block. That actually will end up kicking a bunch of very old people into regular population where it might be a little unsafe. So you think despite the fact of the honor block being abused it was not an honor block abused it was human nature. Youre suggesting human nature is to try to escape from prison. Im suggesting human nature is to fall in love and do things for it. And actually the guard as well. We saw them as friends. He was a bit naive bringing tools that is beyond the pale. Bringing in a snack to somebody that has not had one in 20 years, thats not that uncommon. The concern is breaking down thele with as and tunnelling through the walls. What do you stop it where the snack becomes a manhole . The problem would be solved by security being less in touch with the prisoners. Its a problem of people and not measures taken. Because nothing that they did could have happened without joyce and without gene. Nothing. They could have been nothing without the friendship and relationships that were involved. So to create a level of separation there. Its a very hard thing to do. Obviously running a prison like this is an incredibly hard thing to do. Keisha the question a lot of people are asking this morning is would this escape could this brazen breakout and could the somewhat twisted relationships that existed there, do they exist at every prison or was something inheritly wrong with what was going on at clinton . Well, i think that is really the question. And the administration will be addressing that by having a lot of the outcomes of the investigation here go across all state prisons from what im hearing. So whether it was unique here or whether it is going on at other prisons across the state, i think it will be addressed and hopefully wont happen again in the future. What is the feeling among the people there . You know its a small town that revolves to a certain extent around this correctional facility. A number of people 12 people including the superintendent taken off the job temporarily. The people who are still there, do they feel victimized . What im hearing from locals is that theres a lot of fear amongst Corrections Officers. You know it seems to be sort of a lackadaisical culture that was going on. And people with human nature fall into that whether they think it is right or not, if everyone else is doing it it seems to be okay. So i think i have heard there are a number of officer who is have just put in for retirement and are just trying to get out and hopefully start over with new staff. So well look at the numbers. In our new National Poll clinton, 57 . Thats still great. Bernie sanders at 14 up from 10 . The National Poll you see momentum but theres a new quinnipiac poll out in iowa this morning. Bernie sanders is now at 33 . Hillary clinton at 52 . If you look at the strawtrajectory 5 in may. 33 now. Are you going to have to spend money if youre Hillary Clinton attacking Bernie Sanders . No. This is real though. Theres energy there. You know theres enormous energy in my party on the populist left. Bernie sanders is tapping into that. She saw the whole proelizabeth warren movement beforehand so how has she not been able to get out ahead of it . Because you never i have said this from the beginning and ill say it again, youre never going to have a coronation in my party. Never. Never. Senator sanders tapped into something real. I think it is actually a good thing in my party that we dont im all for hillary and work with the pac trying to elect her. But its better for the party to have a tougher primary. I say this from the beginning, you are right to ignore the National Polls. We dont nominate the president nationally. You begin with iowa that went from 5 to 33 in two months. In eight weeks or so. It doesnt mean it has to be negative. So hillary has as good as claim as bernie to the populist message. Im old enough to remember when the clinton camp used to call them bolshaviks. If you are joe biden and youre saying im going to think about this in august. Do you look at that and say, theres an opening for me that i can make the case that im more of a president than Bernie Sanders . Or so you say this is unique to the populist left and dont want to get involved in this mess . It depends on how long it takes to recover from that assignment. But he remains popular in the party and polls decently. And youre right, if he really wanted to and continued to be vulnerability, he could step in almost immediately start syphoning up support. I still think part of this with sanders is progressives who are out there curious to see somebody realize that hillary will probably be the nominee, but they want to hear it and pressure her to move a little more to the left much like were seeing on the republican side with these conservatives. But this is the wisconsin a lot of us are familiar with. And its no surprise that he can get 10,000 to show up there. If she manages it right, he could bring new people into the party, exciting them. But then what happens if he beats her in iowa . Lets move to the republican race and ask you to behave as we move on to the republican race. Donald trump has infather rated the republican establishment. It is a fact. The republicans have a huge problem with latino voters in the last two president ial elections. One of the reasons, president obama won the two big electorates. The state of florida is critical to winning the presidency a lot of latino votes there. We could go on to six other states where the votes matter. But donald trump saying the comment about this and he talked to don lemon last night and said hes not backing down. Don, all you have to do is go to see what is happening. All im doing is telling the truth. Ive read the Washington Post and read the fusion and the huffington post, thats about women being raped, not criminals coming across the border ore entering the country. Somebody is doing the raping don. I mean somebody is doing it. Women are being raped. Well who is doing the raping . Some people laugh about this some people roll their eyes most people who do politics for a living think this is going to flame out in some fabulous way. But you spent a lot of time covering the bush campaign. Donald trump is second in the National Poll second in New Hampshire and iowa. Scott walker is going down in the polls as trump goes up. Hes having an impact on the race. Yes, it is only july but it matters. Especially in a crowded field where a lot of credible candidates are going to disappear like that if they cant win in the early states. What is the conversation inside the campaign about whether to take him on or step back . I think it is more that. Theres concern about becoming the guy that ends up in some kind of a boxing match. We saw a little of this yesterday with George Pataki the former new york governor trying to get everyone to sign on to the pledges to denounce them. And what does trump do . He suddenly disparages their character and suggests this on the paper they are printed on. They dont want that to happen. Hes clearly drawing hard core conservative support right now from republicans who are being a little cathartic. But the damage is done. Anyone who says he has a risk of ruining the party, it has been ruined. Read the Spanish Language newspapers. This is dominating the conversation. The damage has been done. And if youre are a republican candidate to be the nominee and to win, be worried about this. Hes gone from 3 in the National Poll in may to 12 in second place. Again, the trend is clear. You dont like the message. But if you do Campaign Strategy for a living and are advising the other candidates do you hope for a flameout or seek the opportunity to be the guy, david, who takes on goliath or the guy to take him on . I think they need to take him on. Especially jeb bush. Hes married to a woman who happened to be born in mexico his children are mexicanamerican. He could do that. You know he loves his family. But will that be a problem with the Republican Base by sounding like, if he says this anyway he wants legal status for the undocumented immigrants. But does he hurt himself with places like iowa and South Carolina if he takes on trump on immigration . But if he doesnt he cant be president anyway. This is ed is right, its dramatic the damage being done. Which is why theres populism on the right just like in my party. The difference is in the Democratic Party right now its not ugly.
