Weve been in the rain for the past 30 minutes or so. Early this morning it was more off and on. Now were experienced more ready rain as the bulk of the storm pushes on shore. It is going to make land fall just to our southwest over the next few hours. The winds should stay sustained like this at 3540 Miles Per Hour for the next couple of hours. Where were standing on galveston island is the seawall. It protects the city. We just reached high tide in the last half hour. Theres no beach. This is normally a public beach. You could see the stairs that go down. Not the case today. The water has come up a little bit more. But yesterday there was no beach over. So a lot of beach erosion will be going on. Theyve ordered those voluntary evacuations for the peninsula on the east side of the island. Its a very lowlying area. Water is already covering the road. Officials said we cant get to you if theres a problem, so get out while you can. Flooding is the major concern with this. Yes, its windy, yes, there will be a higher tide but flooding is the major concern. Houston received so much rain as well as the red river valley. Be careful out there and keep us posted throughout the rest of the program. Tropical storm bill not only being felt in texas, as jennifer said but surrounding states as well. How bad will it get. The models say that the ground is already saturated and that any rainfall that comes down is going to run off. And thats what were going to see with this eight to maybe 12 inches of rain as the storm lumbers toward dallas. Its going to take almost 36 hours to get to dallas from here. You could drive there in about five or six. Heres the center of circulation heading to port lavaca. Heading to san antonio and usa before it turns back off to the right. This is an area called the hill country. Thats an area where the land ramps up to the west. Thats whats going to catch the rain. The rain is going to get into these River Valleys and wash straight back down into the communities that were already so hard hit. Dallas youre 36 hours away from the center but youre only six hours away from the rain because the rain shield spreads out. Its going to go to st. Louis, cincinnati. Its going to rain in indianapolis as all of this rain spreads eastward even into parts of pennsylvania. A series of dead ends frustrating ones as Police Search for the two escaped inmates. New details emerge about the relationship between the two in inmates and prison worker Joyce Mitchell. Reporter its an interesting question was Joyce Mitchell forced or threatened or pressured in some way. And its certainly a question that investigators are asking, but it doesnt seem to bring them any closer to finding the two fuj tygitives on the run. The concentration of the search effort is still in this area. And officials close to the investigation say they havent seen a clear sign these men could still be around here since last week. Closely monitored behind bars this morning, Officials Say former prison employ Joyce Mitchell is calm and cooperative. As we learn more about heralleged deep involvement with the fugitives. Shes trying to be as truthful as possible. Reporter a source with detailed knowledge about the investigation said mitchell had a sexual relationship with matt. And in the past she had been investigated for having an inappropriate relationship with sweat. Theyll use whatever they can to befriend them. Reporter Officials Say she had been sneaking both men certain supplies like glasses with lights on them over a year and a off ago. She claims she had no idea the tools were going to be used to dig out of the maximum security prison. She was told they were using those to stay up late at night to paint pictures or to read. Reporter sources also say the escapees planned to kill mitchells husband. And she was aware, but its unclear if she knew the exact details. Investigators say the possible murder of her husband lyle was one of the reasons she got cold feet and backed out of being their getaway driver. To then rely on one person to get them out of town and that they may have always had a better plan. Just last week blood hounds hit on a scent that made investigators think they were on the right trail. They also found food wrappers. As this search continues, were hearing from more people involved with the investigation who are raising the possibility that these two fugitives could be well outside of this area that they could be just about anywhere. That being said, chris theyve still got this roadblock set up behind me and theyre looking at every car passing by. And were told this checkpoint will be here at least through today. And well have the Clinton County sheriff on. There is a lot going on. Were going to talk to him about the latest details. We also have breaking news for you this morning. Five people have been killed eight others injured as a balcony collapsed in berkeley california. This happened overnight. A fourth floor balcony collapsed at this apartment building. Police say the survivors injuries are really bad, from serious to life threatening. Police also confirm irish citizens are involved. An air strike took out a high ranking terror leader in libya. Reporter good morning, allison. Al qaeda in yemen, announcing their leader killed. It was a u. S. Drone strike. The u. S. Still not absolutelily confirming it but already a successor to him has been appointed. Top of the u. S. Get list because that group has vowed to attack the United States. They have succeeded in trying to put bombs on board airliners. So this is a big get for the United States to deal this kind of blow to al qaeda in yemen even though already they are trying to regroup with a new leader. Raises some really interesting questions. We have this attack. Just yesterday we were talking as you said another intelligence success by all accounts. An air strike in libya taking out Mokhtar Belmokhtar. The u. S. Hasnt officially confirmed it but they were responsible for the air strike. They knew he was in libya and they went after him. And a couple of weeks ago we were talking about u. S. Army delta force got abu in libya. We had a drone strike in pakistan. The u. S. Didnt know he was there. And two hostage operations also didnt work out. An attempted rescue of u. S. Hostages in syria and another one in yemen. Back here at home, the teen severely injured in the shark attacks off the coast of North Carolina are recovering. They both lost limbs. People understandably are on edge. Tom is in oak island. Reporter all up and down this beach people are thinking about those two teenagers and theyre wondering about what is out in the water right here. The attacks happened just a short distance from where im standing right now. The authorities have been on high alert watching the water to see if theres any sign of a rogue shark out there thats attacking human beings. They dont know what kind of shark was responsible for these attacks. They dont know if it was the same shark possible for attacking both teenagers, although they think it might be. Piers along here where people fish nothing in the world wrong with that but there is some concern that overtime as people have thrown bait into the water it has drawn more sharks into this area that is naturally prone toward sharks. One of the big surprises in all of this is authorities saying shortly after the attacks when they flew over with helicopters they saw two seven to eight foot sharks in the water not far from the attack sites. The sharks were seen separately. They dont know if those sharks were responsible for it but they know theyre out here. And a lot of people are hesitant to get into the water. Rachel dolezal says she considers herself black and takes issue with critics comparing her look to black face. Are you an African American woman . I identify as black. You identify as black. Let me put a picture up of you in your early 20s, though. When you see this picture is that an African American woman or a caucasian woman. Thats not in my early 20s. 16 in that picture. Is show a caucasian woman or a African American woman . I would say visibly she would be identified as white by people who see her. At the time were you identifying yourself as African American . In that picture during that time no. Your parents were asked this question this week and they didnt have any trouble answering it. They said shes clearly our birth daughter and were clearly caucasian. Your father said shes a very talented woman doing work she believes in. Why cant she do that as a caucasian woman which is what she is. How do you understand that question . First of all, i really dont see why theyre in such a rush to whitewash some of the work that i have done and who i am and how ive identified. And this goes back to a very early age with my my selfidentification as a black experience as a very young child. When did it start . I would say about five years old. You began identifying yourself as African American. I was drawning ingdrawing selfportraits with the brown crayon instead of the peach crayon. When did you start deceiving people and telling them you were black when you knew their questions were pointed in a different direction . When someone said to you back then are you black or white and you said im black, you didnt say i identify as black. Youd say im black. When did you start deceiving people . Well i do take exception to that. Its a little more complex than me identifying as black or answering of question of are you black or white. I was actually identified when i was doing human rights work in idaho as transracial. And then some of the work same forward and the next newspaper article identified me as being a biracial woman. And i never corrected that. Why diplomatdnt you correct it . You knew it wasnt true. Because its more complex than being true or false. What a fascinating conversation. I mean, this is mind blowing and provocative stuff. Isnt it interesting, chris, to live in a time when people are identifying themselves i think of bruce jenner with transgender issues. And now her with racial issues. I think theyre very different. Listen. They identify themselves as different than we see them. This is the first time weve heard her say that. Because i dont know that to be true. Id like to know more about that. To a lot of people its as though shes just appropriating a lifestyle, a culture, a racial identity identity. And the fact is shes told a lot of lies about other things. Bruce was dealing with something very openly as a man that he didnt feel he wanted to be different, he wanted to be something else. This is about subterfuge and hiding. And saying i was transrace, whatever that means. We are more accustomed to what bruce as gone through. Clearly this is a young woman struggling with identity. And it does make me terribly sad and i hope she finds some answers. It doesnt come only out when theyre caught. Maybe. But this is the first time weve heard her speak. There hasnt been an awful lot of physical information indicate wlg ing whether theyre here or outside the area. One, in hopes to be able to capture them locally before they get outside. And secondly, that we provide the most secure community we can for our local people. We have Law Enforcement counterparts in other parts of the state and country to be ready to deploy assets on any possible lead that will take us outside this area. Youre basically 5050 on whether theyre still in the area or not. Thats reasonable when youre not working on any leads. Do you believe that the coordination between the marshals and the troopers and the local deputies is that working or is there some infighting going on . I dont think infighting is an appropriate term for that. Theres some areas that need to be improved yes. I do believe there are. Those are discussions we should have after we get these two back in custody. The people in the road and in the woods, the people who are doing the handson work are doing a wonderful job. Everybody is putting 100 effort into this manhunt and investigation. Theres always things that need to be improved as with this. And im sure those will be discussed at an appropriate time. Youve got Joyce Mitchell in custody. What is your take on her involvement here . Do you think it was her being in love with these guys . Or do you think it was them drawing her in and scaring her into helping them . That would have to require an awful lot of speculation and theory. Everybody is different. So to get inside the mind of somebody and know exactly what they were thinking she probably doesnt even know at this time what the plot was. I honestly dont think she was plan a. Theres been a lot of people that said well if theshe didnt show they probably went to plan b. I think she was plan b. They didnt put this much time and effort into an elaborate escape and take song to plot this this together without having a plan. Do you think her husband was involved . I havent had any direct contact with him. And i havent been informed by any of the investigators that they have any information regarding the involvement. And how about the last big question which is it couldnt have just been Joyce Mitchell. So many are saying they had to have others helping them inside outside. Does that seem likely to you as well . It certainly does. All bits of evidence and information and logic would point to that direction. I cant conceive how these two people could put together such an elaborate escape route and have the understandings and thoroughly follow through with the mechanics of this elaborate escape without having other people involved. Three top terrorists killed. What this means for the fight against terror, next. Okay. Tropical storm bill now on shore in texas. The storm is the potential straw to break the camels back putting the majority of the alreadysoaked Lone Star State under a flash flood watch. Also a threat of isolated tornados. Lets get to cnn meteorologist Jennifer Gray in galveston. All morning behind you it started as beach and now it looks like real crashing waves there. You bet, chris. We have had steady rain and steady winds for the past hour or so. Like you said this is normally a public beach behind me. No beach. The tides are running about four to five feet above normal. The high tide occurred in the last half hour or so. You can see how high the water is. This sea wall is a 17foot wall that protects the city from storm surge. You can see with the tides running about four to five feet high, its definitely coming high up on the wall, but still a good six or seven feet protection there. Galveston got batdtered in 2006 by hurricane ike. Flooding is the biggest concern with this storm. Houston got 15 inches of rain in may. Could see an additional foot from this storm alone. In fact highway 87 to the east of galveston island ordered voluntary evacuations. Thats a very low lying area one road in one road out. Flooding already occurring along highway 87. Officials said if something happens, we wont be able to get to you, so get out while you can. Schools are closed. Obviously the beaches are closed. If this thing is going to push inland for the next several hours, should be downgraded to a tropical depression later today. But the flooding is going to be the main concern with this chris. The creeks the rivers all filled to capacity with the flooding during the last month. Allison, we are going to see any additional water. Bad news for texas. This is not only going to wreak havoc across texas, its going to mean the same thing for missouri and oklahoma and points north. Also some news this morning that al qaeda has confirmed that their number two leader was killed in a u. S. Drone strike al wuhayshi was killed in a drone strike. And he wasnt the only one. Let me pull up where these three top terrorists are believed to have been killed. Let us start in yemen with al wuhayshi. What do we know about this guy . Hes been around like some of these other guys for decades. A long time member of al qaeda and of the organization that armed al qaeda in yemen. The interesting thing about these cases is when you look at the al qaeda leadership since we really accelerated operations in 20012002, the number of people who had historic relations with al qaeda and bin laden, that number is getting smaller and smaller and smaller. Its almost like in places like iraq syria, yemen, were going to the post bin laden generation of leadership. Lets talk about the guy in north africa. This is in libya. And this isis Mokhtar Belmokhtar. What do we know about him . Hes been around too since the 1990s affiliated with al qaeda well before the isis revolution started to hit libya and north africa earlier this year affiliated with al qaeda since the 1990s. Hes had some breaks with the organization. An isolated leader i think a difficult leader but extremely effective. Like al wuhayshi he stayed out of the site of american intelligence. And the fact that youre using Remote Intelligence from the air to locate these guys and kill them is incredible when you dont have a physical presence on the ground. Is that really right that were just using air intelligence thats it not some seals or somebody on the ground to pinpoint exactly where they are . When you look at the type of intelligence it takes to find fix and finish a target youve got to look at this as sort of a constellation of intelligence. Human intelligence that st do you have an informant in the area to give you indication of the village they might be living in. Thats why its important to have a physical presence on the ground like an embassy, because you want to talk to the local Security Service about what they know. What are you getting off email and phone . There is a new revolution in the intelligence business since 9 11 and that is the ability of analysts to take all this technical information, combine it with human intelligence and focus on one specific individual so you can determine based on pattern of life where hes going to be tomorrow. Its a whole variety of stuff you throw into the pot and the informing information allows you to put a drone on somebody. Andhow big of a get is this . Again, going back to the story of how you finish an organization like this youve got to think of an organization of a digital network. Its just remarkable. The last thing id say on this is the Important Note if you look at syria, if you look at yemen, if you look at north africa the attack on Mokhtar Belmokhtar is interesting. We have come as kauntcountry into a place where were not only taking out temperature terror leaders. I think its interesting how aggressive the government has been and saying if we find a terrorist somewhere, were going to take them out. Thank you. He hasnt been giving the best speeches. He worked really hard on this. I thought he was emotional. I thought he was humble. He was genuine. And frankly that moment was a very good moment for jeb bush. I think they staged it. I think they paid those protesters because jeb did so well in responding. He didnt get rattled. He shows maturity and at addressed them in exactly the right way. The next president is going to pass legislation, not do it by executive order. I thought it was a great moment a great speech. And frankly a very emotional day for a lot of us who wanted to see him do well for a long time. Legal status is not enough. They want citizenship. What do you think about how he handled that moment . I would maybe tone it down from an 11 to an eight or something, but i thought he did very well. Hes very reserved. Hes not barack obama. Nobody in this field is. But he gave as good a speech as he could give. I thought it was terrific. That moment is telling, how you react in the real moment not reading off a he was going to challenge his party. The antiimmigrant hateful side of the republican party. Jeb was going to challenge them. He didnt do that. He left it out of the speech. It came out briefly when he abandoned his speech. I admire that. Youre shaking your head. Even though he didnt mention the know nothing aspect of the party by name what was the plan yesterday in terms of what he wanted to show in terms of bringing people together versus his points of attack. Let me just remind paul that jeb bush has probably answered about a thousand questions since he began the exploratory committee, whereas his candidate after launching her formal campaign i think she answered maybe 20 questions, one which was how do you feel being back in iowa . Jeb has been addressing the immigration question head on. He gets asked this question at every event he is. Hes taking unfiltered questions from an unfiltered unhand picked audience and they ask him and he answers it every single time. Certainly he has addressed it in the last six months a lot. If thats how they find them thats where youre going to find them filing for a republican primary. At cnn were doing this new thing now where were going out and talking to voters, trying to sake take this out of the insiders sphere. They were all about what are you going to do . Yes, you have to own a little bit of what your brother did, but what are you going to do what are you going to do . Stop talking to me about your family. Is that part of where his head is as well . You know its funny that way. Voters can be very pragmatic and actually care about their lives and their futures much more than they care about the semantics and the last names. I think that makes all the sense in the world and i think that jeb bush and every serious candidate must understand that that what they have to offer is an agenda a vision specific proposals on how theyre going to make it better for the average american and the average voter. All of a sudden this pandemonium broke out. It was like a scene from jaws where everybodys yelling get out of the water, call 911. Next thing i noticed somebody was carrying in this poor girl that was losing a lot of blood and had these rather shocking wounds. It was something to behold. Was she conscious at the time sir . Yeah. After they put her down there were a lot of people hovering around trying to help. I was trying to help myself before i started taking pictures. They were constantly asking her questions to make sure she was conscious. I think there was some quick thinking people there they were able to apply a tourniquet. Were paramedics able to get there quickly . They came quickly. In that kind of situation it always seems like it takes forever. But the fortunate thing and i think what may have saved the young ladys life was there happened to be a woman that i could tell knew what she was doing, turned out to be a paramedic. Shes barking orders to everybody. Thank goodness. How quick thinking that she was there. We hear that less than two hours later a teenage boy is bitten on that very same beach. Such a rarity that this kind of thing occurs. In your lifetime have you ever seen anything like this . No. Ive never witnessed one much less two. Occasionally we might see a dorsal fin. Maybe its a dolphin, who knows. But for Something Like this especially considering how shallow the water was, that the shark came into its pretty shocking. Youre telling me its going to be 100 degrees there, a good day to attract beach goers. And the beach is not closed. Do you agree with that . Yeah. I was just talking to people. One woman said im never going beyond ankle deep. And a guy said if youre in a car wreck, that doesnt mean youll never go out in a car again. Im going to be out there swimming as usual. Are you going back out in the water any time soon . I think the ankle deep thing will be for me. They say the kids were in an area about waist deep. And that is an area where sharks are known to be feeding. That little girl is said to be in fair condition. We obviously send our prayers and thoughts to her and her family.
