But he was saying the real problem lies with the leadership of the Iraqi Security force and this was, again, an army that the u. S. Built up alisyn. In fact they vastly outnumbered the opposing force. So peter what do you think of his comments saying they lost the will to fight . I think the larger problem is a political problem. Right. You have a shiadominated government in iraq and you have sunni forces we are relying on to fight against isis. Those forces themselves dont have faith in the Iraqi Government they are fighting for. This is a heart of the military problem. Meaning they dont have the per convenience because philosophically they are fought aligned . Right. They may not like isis but they dont believe the Iraqi Government actually represents them and the Iraqi Government which is dominated by shias has also not been willing to support to give a lot of support to these sunni forces we are relying on. So ash carter can talk about this as a military problem lacking the will to fight. Its basically at the root a political problem that iraq doesnt have a National Unity identity right now that can ban together against isis. What do you think of that theory . Peter is exactly correct, alisyn. But there is more to it in the ramadi situation. They have actually been fighting pretty hard out there for the last 12to18 months the iraqi Security Forces along with some of the tribal members, but what i saw out there from reports im already seeing is it was just a disaster. You have a variety of forces all fighting under different commanders. You have an insertion of a Golden Division which is a very elite division out of baghdad to assist in the proping up of some of the cities. You have poor communication, bad Coordination Coalition airstrikes that arent being hit on the right location. So its a series of things. I mean if we saw aun one of these Army Training centers, wed say hey we got to train them. There is some military problems there, too. I just say one more thing. That is that the iraqi sentence ive fought with them. They are very good. Theyre courageous they will fight if theyre led properly and feel like the government is behind them. And general, i want to stick with you for one more second. What about what arwa damon reported tehran out of bullets. That seems like an easy if you have fix. Im not sure thats what happened. You certainly see a lot of isis forces taking on the weapons and the ammunitions left behind. I think its a distribution problem. Again, thats a part of command and control. You have to take the logistics you receive and make sure the soldiers get them. I dont know what exactly happened on the ground ifn that particular case. But bullets werent enough for cars driving into the cities even the bulldozers you cant fight those off with aq47s. You have to have larger caliber weapons. That a part of the problem. So its an operational, strategic and certainly a tactic am issue there. Peter, its also a political issue. So whats thenceer if. I think we will see more of people to have the u. S. Have spotters on the ground. One of the problems is although we have aircraft. A lot of times theyre not hitting anything because they dont have good targets. The only way to hit targets is to have americans on the ground to call in the strikesful thats what some of the iraqis want. The Obama Administration has been resisting it. I think the pressure is likely to grow. What would the spotters look like . How many would we need and will this turn this around . I keep hearing this we need more special operators, those could help if they were coordinated the right way. You cant truthfully put an air force spoter on the ground with a force not able to coordinate their activities. What will happen is the guys on the ground say hit that target over there. You have to clear that target before you bring the airplanes in. Thats a part of the problem. You dont know who the friends and enemies are out there. That has to come from the command and control once again. Same thing with special operators, dumping a bunch of special operators sfloo theinto the mix isnt going to do much. How do you coordinate better than what weve seen . Again it goes to peters point, you have to get the government together. They have to put iraqi commanders who are competent on the scene. That will be very difficult. Although there are some out there. There are some that will coordinate. Then you have to get the political leaders to say hey you cant have the shia militia going one place. The army ganl third the sunni another. Thats happening because theyre in a crisis. That heightens an awareness by the Police Officers these guys got a gun. Is it that similar, a backfire and a gun . It shouldnt be. Thats the thing that concerns its different. It depends on how you heard it and where the sound came from. And if you are predisposed to thinking that this person is a lethal threat. Thats what concerns me is that for black people unarmed black people in particular is there is always a sense we have guns and even though we have been shot we are coming for you. Thats what concerns people here is a disproportionality. Another thing, too, is this officer was allowed to wave his right to a jury trial, he opted to have the judge decide his fate. I understand its law in that state. Does that need to be readdressed. Do you think either of you have an issue with that . I think this is what the law says we choose to do. This is the regular criminal Justice System in ohio. Therefore, that officer is afforded the same rights as anyone else. Im sure hes not the only one that ever asked for a judge trial . Although typically, the Police Officers want jury trials juries are sympathetic to Law Enforcement. Its interesting in this climate if that will start to change . You also look at the fact in cleveland if you look at the racial makeup, 53 black, 37 white. So maybe he thought his odds were better if he was dealing with the judge. If its a rule of law, myself as a Police Officer, if i know i did something and everything i did was a rule of law, i dont want a jury. I want a judge. Thats like suggesting every Police Officer that won a jury trial is guilty. Its a rule of law. I dont want anybodys emotions getting, you know, involved in finding me guilty or not guilty. I would argue all these things are ultimately supposed to be questions of law. Juries arent supposed to move on emotions. You know its in favor of release. We know the Justice Department last year did find an unreasonable and unnecessary use of force pattern within the department in cleveland. We know some stems have been taken, 72 officers suspended without pavement one supervisors fired, others demoted. What else would you like to see done there . We understand there is a Consent Decree negotiated. We need rehiring. We need retraining. We need federal oversight to continue to make sure this is done. There is not just a cleveland problem. According to report gm has responded only by saying quote we are cooperating fully with all requests. We are unable to comment on the status of the information. Well that will depend upon ultimately whether they turned up. They being the u. S. Attorneys office in manhattan with their investigators. You as a former employee you come in you talk to me about what you do and when you do it. You get a limited immunity. When you say limited immunity then you cant be prosecuted ever or at that moment . It depends upon the nature you tell them how forthcoming you are, what you know. Usually what happens is they can still prosecute you in the event you change your story from what you said that day. It cant be used in their case in chief against you, should you testify and you tell Something Different from that it becomes problematic. There was a lot gleend from that remember the melakos report a former federal prosecutor who put together a 375 page report and gave the government a blue print who they should look for, who knew what and when. What came out in that report was they found that there was a Corporate Culture at gm that was more comfortable with quote looking away than taking action. It depends on what the doj says. You know im glad you say that because this is technically a criminal prosecution, really when you prosecute a company, you cant put a company in jail. The only thing the doj can do is find them and monitor them. Its very much like going to an individual in a civil lawsuit and saying hey, we got you dead agreement, well monitor you. You pay a gazillion dollars and well move on. You dont have to defend yourself in criminal or civil court. But they will be defending themselves in civil court. That what makes it different. Remember toyota paid 1. 2 billion. Thats certainly significant in terms of detering other operations. How about the charges he just put up on the screen . The charges are charged General Motors as you say not a person charge individuals who work or worked at General Motors gp could enter into a prosecution agreement. What about individuals . Why not be however high up this goes might they go to jail . Absolutely because the doj has expressed that they are going to start going after individuals and request that or demand that the company disclose information about those individuals. Its a new direction the doj is going in to not only rear these companies to plead guilty instead of offering them the more appealing deferred prosecution agreement and secondarily to disclose information about individuals who may be responsible. Jobs versus justice as danny laid out. Are they mutually justice . Can you hurt gm so badly that thousands of jobs are lost. Its tough to do. If you want accountability you have to do that by way of doing something that has teeth in it. You know General Motors employs lots of people. But to allow them to put ignition switches into machinery that people operate, should 100 or more people be. Gov as a result of that, if they knew and engineers now it and didnt disclose the full extent of the problem to what extent do you hold them accountable . What do you want to do here . Do you want other companies to know the federal government because they value job, because they value Economic Opportunities and people working, theyre going to take it light on you. You are going to make no mistake the families and those who died here they see justice in the form of being prosecuted and held accountable. The faulty ignition switches did. But these paragraphs and their attorneys are watching closely what the doj does because they can always benefit from the discovery that the government does for them to use in their case or claims against gm. I think people are, you got to look at this from two different perspective, huckabee is saying show me the direct stop because of metadata. Others say a timeout this is to help terrorist networks and people talking to one another so we can figure out who these people are when we find one showing up on our list then to connect the dots to that person to other individuals. I think what you see from mike rogers perspective is you got to look at what the intent of the program is about. It is about helping us find the people talking to a possible suspect. We cant do that if we dont have the data to go back and look at when we get a good number when we get someone that shows up on a list. When we find that person we want to go back in time and see what they have been dock and who they have been talking to. So do i think its going to directly stop a terrorist attack in real time . It was more about when we do find that suspect, do we know who they talk to and can we connect those dots quickly instead of having it go to a judge and look at forward what theyre doing in the future. This incident happened as thousands gathered for a memorial day concert in front of the Capitol Building. Rosa flores is here with more. What do we know . It is. The Pressure Cooker was found in a quote suspicious car west of the Capitol Building. Now, officers on routine patrol noticed the unattended vehicle smelled of gasoline and found it contained a Pressure Cooker. Thats within they called the in the bomb squad. Authorities blocked local roads and warn the public of what was happening. We are investigating a suspicious vehicle on a nearby street. In the next few minutes, you may hear a loud noise as part of that process. After that nearly three hours later, the bomb squad succeeded in detonating the Pressure Cooker. Now the vehicles owner has been arrested and charged with driving the revoked license. Authorities say the search and investigation turned up nothing harmful. Well you cant help people understand if they dont have an open mind and an open heart. And you have to be intellectually honest. Everything done in this case was done on the record in open court on video. Individuals have their own opinions and sometimes the facts dont matter because of their own agendas and animosity, so if anyone wants to spend the time to find out what happened all they have to do is read the judges opinion. Its on the record. In essence, the case came down to the qui as to causation which bullets caused the death to the two decedants, the major issue is justification, that pursuant to law officer brillo as well as the other 12 officers were legally justified in force they use. There are mr. Supreme Court Decisions that talk about number of shots not being relevant. So you get into these emotional issues again at the end of the day the issue is what are the facts and what is the law . It is hard to be cool headed and unemotional in cases like this. They feel knowing how many shots were fired each victim was hit 24 hour times to find out they were unarmed and it sounds as though michael brillo as you know was focused on by the prosecutor because he jumped up on the hood of the car and was firing through the windshield as you say the judge determined he could not figure out it was Michael Brelos bullet that killed the two victims be you do you understand why the protesters feel if you look at that scenario, it feels like Excessive Force . Listen my whole life people that know me i was a public defender not a prosecutor. I have defended poor people my entire life. I came up in a single parent household at the end of the day its in one heart and mind. There is no doubt in my mind there are some individuals in our society that are just closed minded. They dont want to be honest of what happened because of their own agendas and or because of their failure to roll up their sleeves and do work. What exactly do you believe . Where is the ronnesty here . There is radio dispatch tapes of the 22 move minute pursuit. There are excited utter rance statements of officers seeing the occupants of the vehicle allegedly with their arms extended as if they had a weapon pointing it at police . There are Radio Broadcasts. Im sorry, just to be clear, there were also radio dispatchs to say wait, theyre not armed. Not armed. No there was one officer that road up and saw the passenger had a pop can in her hand. Again if that officers statement in open court on the record he testified that did not preclude the fact that he still believed that they were armed and 96 to that there were Radio Broadcasts not only by a Police Supervisors but other officers that the passenger appeared to be reloading a weapon. So thats what the officers had to act on or respond to. So we are in a situation where they under the law are permitted to listen to what they hear on the police radio dispatch and respond accordingly, again when brelo pulled into the parking lot. He didnt know that car would come barreling at him. Which it did. He and his partner back after delivering the baby who fired 19 shots, they fired through the windshield of their car. Then they got out of the car. They didnt want to get out of the car. This all unfomdled in 18 seconds at nighttime after a High Speed Pursuit where the driver was clearly using his car as a deadly weapon. If people dont want to look at the record and understand what happened. Again they have a closed mind. I can stand on my head there is nothing that will persuade them otherwise. There is a factual record here about what really happened. Everyone wants to make the police to be the buffoons barney fife. They were firing at each other or something worse tan that. Again, it could have been someone elses son or daughter in that situation. 18 seconds at night. Sirens going and lights flashing and these two people freak, science shows they tested positive for res do you on their hand and the interior of the car and on the ceiling, it tested positive for gunshot residue. But they were unarmed. They did not find a weapon in the car after the shooting stopped. But that does not preclude the fact that they could have had a weapon and discarded it at some point during tear pursuit t. State Attorney Generals Office noted that. And that says to me and i think to most of us that we have an issue with the will of the iraqis. Well the iraqi Prime Minister quickly pushing back on those comments this morning. Can the u. S. As president obama is set to remember the nations Fallen Soldiers on this memorial day, his plan for dealing with isis is coming under increasing scrutiny. Asked about defense secretary ash carters very candid comments about the Iraqi Militarys will to fight, the white house is not walking away from those comments. An official pointed out to me that the president also said just about the same thing last week. That the iraqis have to fight for their own security and that the u. S. Cannot do that for them. Not only are republicans criticizing the president s strategy, a few democrats said the white house needs to rethink its approach. I was talking to House DemocratChelsea Galbraith yesterday, shes also an iraq war veteran echoing secretary carters concern that the iraqis just dont have the will to fight. Saying you cant train that into them. Keep in mind relying on those iraqi forces on the ground while the u. S. Provides air power support has been a key part of the president s plan, i talked to two top Security Officials under president obama yesterday. The under secretary of defense Michele Flournoy told me now is the time to do more. Michael lighter said the administration is underestimated isis. So well be listening to hear what the president has to say about the battle against isis. I dont think hes going to comment on what secretary carter said but he may make some comments about this battle against isis as he lays a wreath at the tomb of the unknown soldier later on this morning at Arlington National cemetery. We do expect him to make some remarks during that ceremony. Michaela . And cnn will be taking those comments live of course. Jim acosta, thank you. So how are ash carters comments being received on the ground in iraq . Cnn senior International Correspondent arwa damon is in baghdad with that part of the story for us. Arwa . Good morning. The sense here is that this is the u. S. Effectively trying to distance itself from any sort of responsibility that it may have for the failures on the battlefield. Distance itself from perhaps the iraqi Security Forces that it was so ininstrumental in training and did declare to be combat ready when the u. S. Did withdraw its troops. And also distance itself from its failed strategy when it comes to dealing with isis, and iraq. And the iraqi Prime Minister did react to those comments in an interview with the bbc. Take a listen to what he had to say. Im surprised why he said that. I mean, he was very supportive of iraq im sure he was taken back. He was fed the wrong information. Nevertheless, ramadi was a disaster, wasnt it . It makes my heart bleed because we lost ramadi. I can assure you we can bring it back soon. Reporter we also spoke to an iraqi has lost a force after recapturing key towns from isis. This force is not just made up of conventional army and police units. In fact the core of the reliance when it comes to fighting in the battlefield, that is with the Iranianbacked ShiaParamilitary Force that has proven to be quite instrumental albeit highly controversial. Also part of this force, the sunni tribes. And up until now we have not really seen such a significant level or degree of incorporating the sunni tribes. Of course this is very unique to Anbar Province itself given that these are individuals from these various areas. They are, however, being used in more of a defensive position because they lack the weaponry to take on isis at the front lines. But the iraqis most certainly seeming at this stage to be trying to push isis back in to ramadi awaiting, we are being told, from a number of senior officials, the final go for zero hour alisyn. Okay arwa thanks for all that information. We want to talk more about it now and turn to our cnn military analyst, Major General james spider marks. Good morning, spider. Hey, alisyn good morning. So is defense secretary ash carter right that the iraqis lack the will to fight . Well its been demonstrated that theyre certainly not going to show up in combat. Will is not kind of reclaimed overnight. It really has to deal with the belief that what youre doing is for a greater good. And when you depart your brothers and sisters in combat you abandon your objectives. Thats a challenge that goes very very deep. I would suggest that they probably have the capacity. But as the secretary of defense indicated they need something much more. Thats whats called leadership at multiple levels in order to achieve a fighting force thats going to be able to show up in combat. Well the head of iraqs Defense Committee would disagree that they have the capacity. He has very different take on what went wrong. He says here. Ill read it to you. The iraqi army and police did have the will to fight i. S. Group in ramadi but these forces lack good equipment, weapons, and aerial support. Whats your response, spider . Well the United States has agreed what they will provide is intelligence theyll provide some logistics support. They probably are providing some degree of medical support, and certainly intelligence to an extremely large degree as i indicated. But the primary kinetic force that were providing right now is air power. Air power is only as good as you can engage targets. In order to engage targets in a very tactical upclose fight is you have to have spotters. Guys on the ground that are marking targets so that you can trip those things very aggressively. The number of sorties weve been applying have been more businesslike than accessbly aggressive and what i would call overpowering and suffocating to isis. That just hasnt happened yet. Primarily because of that disconnect between marking targets and being able to go after those targets. What he says goes even further. He says that they dont have the airier support. He says they also dont have good equipment and weapons. Is that part accurate . The United States i would say youve got to look at yourself in the mirror here gents. A lot of your kit has shown up in the hands of isis because you couldnt hold onto it. They overran certain positions and theyve taken some equipment away from the iraqi forces. So the United States has a very fulsom Foreign Military sales Cooperation Agreement with the Iraqi Military so the United States and iraq has over the course of years been able to kind of work through the details of what they need to show up in combat. The problem that the Prime Minister and the secretary or the minister of defense has indicated is that theyve lost some of their kit. Theyve lost some of their capability. Through the through the efforts of isis and the fighting thats been going on so far. Spider youre not alone. Weve heard other military experts say that we do need those spotters on the ground in order to provide intelligence and exact locations with precision. Senator john mccain went further than that. He believes that we need a force of about 10,000 actual troops on the ground. Senator Lindsey Graham feels exactly the same way. Here is what john mccain said on a sunday show yesterday. We had it won. The surge had succeeded. I called for the resignation of Donald Rumsfeld my own president s secretary of defense because i saw we were losing. Then george w. Bush at least had the guts to reverse and and sponsor the surge and which we eventually then succeeded. I wish i pray that barack obama would do the same thing. Spider he wants another surge. Is that the answer . Well the challenge, alisyn right now is that we the challenge were in right now is that we left iraq in 2011. The capacity was not sufficient. The leadership was not sufficient. The military in iraq became shia dominated, and essentially it lost its professionalism. Consciously lost its profession professionalism, which is shameful. I mean its criminal in its base. So what we have right now is weve got a challenge of not sustaining capacity which is what happened during the surge. We had a foundation where we were able to build upon it. We would be building capacity from essentially a very very very shaky base a foundation of the Iraqi Military. And now we have to build upon it. So frankly, what senator mccain has indicated is 10,000 would probably be a start, and then wed have a very long this is intergenerational, a very long relationship with iraq in order to try to rebuild this professionalism, and get a force that can get back into combat. So i would say our National Security council has said as long as we hold baghdad were going to see the balkanization of iraq and thats okay. Thats half a loaf its sad but that might be okay. Lets not lose baghdad and the United States and its ally iraq is going to lose territory to this caliphate and we have to hold and contain what exists until the Iraqi Military and a coalition hopefully can show up. On high alert following a major Security Threat. A bomb squad detonating a Pressure Cooker that was found in an abandoned car on the National Mall this all happened just hours before thousands of people were set to gather for a memorial day concert in front of the Capitol Building. Cnns rosa flores is here with more. What a way to start the week. I know michaela just think about it. Very tense moments in d. C. Thousands of people gathered. And then police figure out, they identify a suspicious vehicle that they say smells of gasoline and also has a suspicious object inside. A frightening scene at the nations capital. Authorities blowing up a Pressure Cooker found in a quote, suspicious car. It all happened around 5 00 p. M. Just west of the Capitol Building when officers on routine patrol notice a suspicious vehicle parked between jefferson and madison drives. Further investigation revealing a Pressure Cooker coupled with the smell of gasoline. Thats when officers called in the bomb squad. Authorities locking down third street between independence and constitution avenues. Amid the annual memorial day concert on the National Mall. The bomb squad worked the scene. The u. S. Capitol police are investigating a suspicious vehicle in a nearby street. In the next few minutes you may hear a loud noise as part of that process. Then nearly three hours later, this no one was hurt. Police have arrested the owner of the vehicle, a virginia man, charged with driving with a revoked license. Pressure cookers have been used as tools for terrorists like in the 2013 Boston Marathon bombing that resulted in the deaths of three, and debilitating injuries of hundreds of others. Now heres the good news. According to investigators, nothing harmful was found inside but, of Course Police and authorities have to take these threats seriously. Just think about it. Thousands of people gathered for this concert. Highly televised. Some of the big names in the crowd, Gloria Estefan, and also former secretary of state colin powell. Over 900 of the nations young military members who fell on the battlefields of afghanistan and iraq this is their final resting place. Of course so many buried in towns and cities across this country. But arlington, of course on memorial day has come to symbolize that long line of service. This is the place where you see the brotherhood of arms really unfolding every memorial day. The cemetery opened really just about ten minutes ago. And i think behind me you can already see a line of cars people coming in. People already walking amongst section 60 visiting their family members who are here. We see relatives, we see battle buddies coming here. I want to show you just for a moment the final resting place of maureen corps Sergeant Major joseph ellis. Already perhaps his family perhaps his battle buddies, have left some memories of him, his favorite beverage a bit of chew and of course some flowers. I must tell you that we are, with the cemetery open just ten minutes ago, we are already seeing this part of arlington filling up with families friends, and military personnel, coming here to pay their respects on memorial day, 2015. In hayes county texas at least 350 homes have been swept away. The threat of more rain today means that more homes are in danger. When you walk through some of the hardesthit areas you see the debris littered everywhere. Downed power lines. Severely damaged homes. All the product of this historic flood. Oh, my god. Reporter ravaging floodwaters and Severe Weather across Central Texas and oklahoma. Forcing more than 1,000 people to stay in shelters this morning. Right now is not the time to try to return to your home. Oh, my gosh stop stop stop. Reporter vehicles and hundreds of homes destroyed. Swept away by the deadly deluge. This flood is the largest ive seen in a 25 years. Reporter waters continuing to rise through sunday in Central Texas. The floods height swelling one river to a recordbreaking 43 feet in san marcos according to officials. At this point its mainly an operation of rescue. Reporter emergency crews scrambling to pull people from the floodwaters. Bridges washed out. Unable to handle the force of the rising tide. Roller coasters at the six flags Amusement Park near dallas texas, submerged in water. In wimberley many residents returned to homes unsalvageable. Weve seen houses that have been knocked off their foundations or tipped over like this one over here. Just by the sheer force of those rising floodwaters. Theres no electricity at the complex now. Reporter in houston hundreds are now homeless after an ef1 tornado packing winds of 100 miles an hour slammed into their apartment complex. The severe storms turning deadly in oklahoma. A firefighter swept away from a dramatic rescue just north of tulsa. Captain jason farley a nearly 20 year veteran, died while trying to rescue ten residents from the flood. The waters so high the firefighter never saw the storm drain that carried him under. I would suspect that he drowned, got caught in the storm drain itself. Its something ill have to live with for the rest of my life. Now there is a possibility of again, more rain today, and the ground is already saturated so this could spell big problems for this area alisyn. That would be terrible alina. Please keep us posted. After a judge acquitted a Police Officer involved in the Fatal Shooting of two unarmed africanamericans in a car. Officer Michael Brelo remains on unpaid suspension while the Police Department continues its investigation. Cnns ryan young is in cleveland with the very latest. It looks quiet there at the moment, ryan. Reporter very quiet. This case happened back in 2012 and twelve officers fired shots into a car. 137 shots, and something that people in cleveland talked about often. Talk about those protests. So far we have just one man walking in front of this Justice Center at this point. Of course over the weekend we saw people going through the streets of cleveland. In fact 71 people were arrested on saturday. But it did remain peaceful. Only a few fights not a lot of property destruction. You can see what they did in front of this Justice Center by leaving messages here in front of it just to show some of the signs, and some of the things they wanted to say. But once again, you heard all weekend long talking to pastors and civic leaders, they did not want this to be a baltimore or ferguson. That was Ohio Governor john kasich discussing protests in cleveland this weekend following the acquittal of officer Michael Brelo in the shooting deaths of two unarmed africanamericans. Officer brelo was charged with two counts of voluntary manslaughter following a lengthy car chase and shootout. Back in 2012. Want to discuss this this morning with patrick oliver. He spent almost 28 years in the police in the state of ohio. In fact the former police chief of the cleveland pd now a professor of criminal justice at cedarville university. Chief oliver really a pleasure to talk to you especially in search of answers about what we can do to fix some of these challenges that is facing Law Enforcement. Thanks so much for joining us. Thanks for having me. I have read some background and you have talked about a couple of of problems that you see that that you look at as sort of paramount to whats going on right now. Youve talked about the fact that you believe police hire their problems and that departments need to hire people who are compatible with policing. That seems to be one of those, of course. But what do you mean by that . And what is the ideal personality trait of a Police Officer . The most effective decision a manager can make in policing is to hire a great employee. There are five key things that Police Officers should have that get hired in a Police Department. Okay. One, they should have high moral character. Mmhmm. Two, they should be service oriented. Three, they should have good human relations skills. Four they should be combatible team members. And five they should be performance driven. Okay. That seems to make sense. But are you seeing that that is not necessarily being adhered to in police stations across the country . Eu think when you look at these High Profile Police shootings, the key issue more than policy procedure, training and tactics is the character of the individual involved in the shooting itself. We know that it is getting more and more dangerous, seems to be more dangerous to be a Police Officer these days. Do you think that that might be driving some people away from signing up to be an officer . Yes, a little bit. But policing is still highly desirable profession. So a lot of people still want to be a Police Officer. Because they know they can do a lot of good. We also talk about the need for constitutional based policing. Obviously it sounds simple enough. That officers should follow the constitution. But it isnt always. Talk to us about that. The constitution of the United States protecting that is the primary responsibility of every peace officer. The constitution not something to get under or around. The constitution is the primary purpose of the job. So Police Officers have to support and defend constitution of the United States. Did you find that that wasnt happening when you were a police chief . In some cases. But Police Officers i think, need to understand that that theyre there to protect the constitution and support the constitution and not violate it. I want to get more of your perspective of being i former police chief. When you were in the position that you would be called on to handle potential scenarios like the ones that were seeing play out one of the things that we learned in cleveland was that the judge decided to announce his verdict on a saturday of a holiday weekend. As a former member of that community, do you agree with that decision . Do you think it was wise . I think that was a good decision. That was very strategic. Kids are not in cool. People are on holiday. And so theres going to be less crowds and less potential for violence and injury and harm. What if brelo, officer brelo was irofficer . How would you have dealt with the situation . What would you say to him . Well i think officer brelo is being handled properly by the cleveland Police Department. They put him on administrative leave. There was a criminal investigation. There was a prosecution of him. Now that thats over theres going to be an administrative hearing for him, and the other officers involved. So i dont think you try to talk to him personally in this situation. You handle it administratively. We also know the Justice Department found a pattern of unreasonable and unnecessary force within that department. What is your sense of why that is occurring there in cleveland . Theyve outlined those issues that they have with the cleveland Police Department. Theyre going to be negotiating stipulations and theyre going to go into a Consent Decree. Right. And that Consent Decree cleveland will have to address all those issues. What do you think is the problem there in cleveland . I think they need to deal with use of force issue. They need to deal with training. They need to deal with their pursuit policy. They need to each and train the constitution. They need to manage those issues i think more effectively. And they would recognize that. Chief williams and his command staff they want to get better. They want to improve the department. They want to improve their relations with the community. Particularly the africanamerican community. Do you feel hopeful . I feel very hopeful. I think that theyre prepared. Theyre interested. Theyre willing to make a difference. Well lets hope that is the case. Because certainly there are many that agree that things need to change. Weve got to better that relationship between our officers and the black community and communities of color. Chief oliver thanks so much for joining us today and giving your perspective. Sure. A deadly weekend in baltimore. Police now working to investigate more than a dozen shootings. At least 18 people shot. Six were killed. Between friday and sunday. Police have not announced what is behind all that violence. A person has been arrested after a Pressure Cooker was found in an abandoned car in washington, d. C. The bomb squad safely destroying the cooker and the cars owner was arrested and charged. It is memorial day today as the nation honors soldiers who gave their lives to defend our freedom. Also democrat and former Maryland GovernorMartin Omalley planning to announce his campaign in baltimore. Joining us is cnn political commentator and jeb bush supporter ana navarro. We cant believe you get us all to ourselves. But shes in miami so life is good for her. Totally. Right. Im not vacationing on the beach because i live on the beach. Right. Your lifes even better than those of us who go on vacation. So ana lets talk about this new field. Rick santorum jumping in. George pataki as you heard on new day. Martin omalley. How do any of these move the needle . Well lets see, Rick Santorum joins an already very crowded lane of candidates competing for the social conservative vote. Lets remember Rick Santorum ended up winning the Iowa Caucuses when they finished the recounts in 2012. And he really was the one that dragged out the primary until way into the calendar and took on mitt romney until almost the very end of the primary calendar. So you know i think those things make him feel like hes entitled and should be running. George pataki . Uhhuh. Okay. Some people get hobbies. Some people run for president. I i have a hard time figuring this one out. But you know its well land of the free right . And he qualifies to do it. So you know some people just want to get their voice out there. Okay. Well heres what he told us on new day which is that he was a republican who won the blue state of new york. And hes one of only two republican governors ever to have served in new york. So he thinks that he can sort of tread that middle ground that isnt in that could be bipartisan in that way. Okay. So the that thats his i guess path to victory. I think theres already somebody in that lane. His name is Chris Christie. Lets just face it okay . Some people are actually running for president. Some people are running as business development. It makes you more relevant. It gets your voice out there. It makes you more marketable. Your speaking fees go up. Maybe you get a good cable gig. Maybe theyll be on this network. We dont know. So you know or maybe theyll catch lightning in a bottle and theyll be stars in the debate. Problem is im not even sure George Pataki gets into the debates with the poll numbers that he has. But look, its a free country. Everybodys got a right who qualifies to run. And, and you know well just ride this one out with 15 16. A Football Team worth of candidates starting off. I can hear you just sort of saying good grief in all of this. The deep pauses and trying to find the politically correct way to say it. But it is actually on a serious note it makes you wonder with a field that is so diluted, you know diluted with so many candidates its got to be hard for the gop to sort of say, look we need to garner support after a couple of really strong candidates to potentially face off against the frontrunner in the democratic part . The field will narrow down quickly once this starts in earnest. Of course. All the names being batted around now, its still going to be a very big field. And so weve got two ways to approach this. Either we say whoa is me its going to be a crazy circus or you say you know what . This is great. Its going to be a vigorous debate. Youre going to hear an enormous amount of diversity of thought on that debate stage and from the different candidates. And well narrow it down, and republicans will have a very wide choice. Whereas on the other side youve got what looks like an anointed candidate. Youve got an arranged marriage and youve got basically one choice. Because, yeah i mean i might be poking a little fun at pataki but lets just face it Martin Omalley and Bernie Sanders are almost you know just as laughable when it comes to the democrat side. I mean we all know that there is one candidate. But do they make Hillary Clinton have to modify her positions or her campaign somehow by getting in . I really dont think so. I mean i think theyre i think theyre i dont think that they move the needle as far as hillary. I think that they serve a useful purpose, frankly, because at this point, if it wasnt for Bernie Sanders and maybe Martin Omalley who is supposed to get in later this week who would she debate . Hillary 2008 . You know i mean at least at this point it gives them a fig leaf of a reason to schedule six debates. It gives the dnc a fig leaf to schedule six debates which i think is important because youre going to have an enormous amount of activity on the republican side. Events, fun, yeah it will be cringe worthy at times. But it will also be a vigorous debate. And a very heated competition. All right. Well look at it on the other side its kind of boring. People dont like boring. No we certainly dont. Lets look at this other Leadership Conference straw poll that was held over the weekend. We know none of the three frontrunners including jeb bush had a major presence at that Leadership Conference. But, that put the results ben carson coming out on top. In that straw poll. What is his appeal with the southern republicans . You know ben carson has a core group of supporters who are extremely enthusiastic about him, and who are just you know all about ben carson. I think they like that he has taken on president obama. He really came on the scene when he spoke at a National Prayer breakfast, spoke against obamacare as a doctor and with president obama sitting there. That really turned him into a star and hes got a group of supporters who just love ben carson. Now, straw polls are not scientific polls. And even scientific polls dont matter that much at this stage of the game. A lot of times straw polls and events like this can be you know easily controlled. You pay tickets so that your supporters go there. Im not saying dr. Carson did that. But im saying hes very well liked and this is a straw poll so lets put it in perspective. All right. Retired Lieutenant General friend of the show thinks about the soldiers who gave their lives under his command every single day. He keeps a picture of these 253 men and women in a box on his desk. Lieutenant general hurtling joins us now. Good morning, general. Good morning, alisyn. So this is very personal to you and this isnt just about memorial day. You do this every day. Can you just let us in a little bit on the ritual that you go through . Well this box is something that three of us share, general dempsey who is the chairman of joint chiefs general Mike Scaparotti all have this box and it initially started during our tour together in baghdad in 2003 and 04. When we started having soldiers who were sacrificing their lives for that fight, general dempsey, our chairman started a really unique tradition of getting each soldiers picture printed the date and time of this or her death, and on the back of it you have how the individual was killed, and their next of kin. So every day, truthfully i still have this box in my office where i work now, im retired as you know but i open it every morning when i first start work and just pick one or two pictures out, take a look at them and constantly remember these young men and women. I can tell this is a moving thing for you to share with us. General. I know what it matters to you, we know you personally and know what a heartfelt human being you are. A military man first and foremost. But tell us maybe a little bit about one or two of those people. I understand you have the box with you there. Yeah i do. Its right here alisyn. Its right next to me if you can see it. Youll see on the front weve engraved it with make it matter. That was an expression we always used the three of us whenever we went to a Memorial Service in iraq we would kind of come together afterwards and say, hey, this death has to be for something. Yeah ive got a couple that i pulled out from the very top. Yeah tell us share their stories. Yeah well theres captain rowdy inman, who was a young captain who served with me in my third tour in iraq in 200708. And he was killed in mosul, which is a contested area now. Theres private first class rachel boswell, a young military placewoman who was killed in baghdad. And it was interesting her story because we were getting ready to give her a purple heart, we actually thought she was the first female that was going to be awarded the purple heart in our unit when she was killed the day before the ceremony to present that. So she, in fact got two purple hearts. And it will always lost in our memory. Have a young corporate by the name of luke runyon. My Sergeant MajorRoger Blackwood and i were on patrol one time with luke. We met him just a few days before he died. Was killed in action by a snipers bullet near tikrit. Im sorry, in diyalah province near baqubah. We actually talked to him a few days before he was killed by that sniper and he was talking about reenlisting in the army and he was talking about taking care of his young wife courtney and his newborn daughter brianna, who is now, i think, a graduate of kindergarten so its been seven years. And that reminds you that even though these pictures show these individuals today, they remain ever young to us while time passes. And then the final one that i have that i pulled out, the fourth one was command Sergeant Major eric cook, who was killed about 200 yards from me in baghdad, in 2003. Actually on Christmas Eve. It was a tough, yeah that affected his entire brigade. Because he was the senior enlisted adviser of the brigade. A great individual. The soldiers loved him and he was killed in an ied blast on Christmas Eve and his wife dagmar still lives in germany, and you know all the families in europe kind of gathered around her as they always do around the families when a loved one is lost. General, its so important to remember that every single one of the fallen has a sorry. A family story and loved ones and you helped us remember that. Can you quickly tell us general, why you dont want to be thanked for your Service Today . Yeah well today is memorial day, alisyn. And today is the day we remember those who paid the ultimate price, whove sacrificed their all. You know when they joined the military they wrote out a blank check to its okay go ahead. Yeah that gave their life if need be for the United States. Thanking the living isnt good enough. You know were thanked on veterans day, or you know and even some of us dont like to be thanked at all because we chose the profession of arms. And we fight to defend the country. But these young men and women, all we ask is that you remember them as youre going to your car sale or the beach or cooking out today, just take a couple of seconds, and remember all the ones who died for us.
