[ gunshots ] breaking overnight, two Police Officers in st. Louis county shot outside the Ferguson Police department. A night of protests in ferguson winding down when shots rang out. Acknowledgement nine months ago would have kept that from happening. Witnesses report hearing multiple shots and seeing one officer down. Bullets went right past my head. It was kind of traumatic, im still kind of in shock because of it. The injuries are in serious, one st. Louis county officer was shot in the shoulder. Another officer, a Webster Groves officer shot in the face. These Police Officers were standing there and they were shot. Just because they were Police Officers. Earlier, police drew their guns during a scuffle between protesters. Police making multiple arrests. Some protesters cheered at the resignation of police chief tom jackson. For others it comes too little too late demanding the entire Ferguson Police department be disbanded. The chiefs resignation is effective march 19th 2015. His resignation comes on the heels of a scathing report from the Justice Department slamming ferguson officials. And targeting africanamericans. Jackson now one of six city officials gone after the dojs damning report. Some are calling for mayor knowles to be next. He says he wont budge. A nationwide search for a new chief of police is under way. We have more information were just getting in. I want to give you details about the officers the st. Louis county officer is a 41yearold, a 14year veteran of the force and the Webster Groves officer is 32 years old and a sevenyear veteran of the force. Both as were told by the st. Louis county Police Department are in serious condition. Back to you guys. Sara thank you very much. Webster grove, ten miles away. Outside policing forces being brought in to control ferguson. Lets bring in an eye witness and someone who knows the situation very well from that community standard. Marcus lore the i witness to the shooting. Chris king is managing editor for the st. Louis american. I thought we were going to check back in with you about progress being made in the community. But its not to be. What are you hearing about what caused the shots, the hill where they came from . What should we know . I dont think its really connected to the protests as far as we know. I think the protest was probably a cover. And im speculating of course. But i think the protest was a cover for someone that wanted to shoot a cop. Now when we were there in ferguson on one night in particular there were shots from that hill. Another time that we were in ferguson there were shots from that hill is there something about that hill in that community, who lives there, is it known for violence . Nothing like that its just opportunists saking opportunity. It was a secluded place, at some remove from the protests and from the police line. If you wanted to shoot a Police Officer, that would be a good place to do it. Because the police are standing there for hours at a time. And youre at a high ground point. Marcus you were there, why were you there and what did you see . I was there just exercise mig free rights like i have since august 13th when i first joined ferguson. I was just coming back to my car after charging my battery. No more than 30 seconds, i got within 300 feet of the group remaining before the shots rang out. Having been at many many protests before gunshots in the background werent too uncommon. I mean theyre uncommon but i had actually thought they were fireworks at the beginning. As soon as there was an erie erie silence. What was the protest there like in terms of size, energy, intensity . The energy was fantastic. We had activists who were leading the chant back in august two revolutionary women who recently got married, alexis and britney, fantastic chant leaders and organizational leader from millennial au. We had new chant, great, great energy and its a shame that somebody had to take advantage of this this great group to do something so despicable. This happened toward the end of the protest. Were told that people were starting to break up the group was getting smaller, is that true . Yeah. At the height think we had about 60 to 80 people. And the end, at least when i was walking back towards the group, there was no more than 20 to 30 people. Let me ask you, you said you thought you heard fireworks, but then you saw the officer go down. What was the understanding of where they had come from . Does it line up with what were hearing, that it didnt come from the protest itself but it did seem to come from this hill area across the street from the Police Department . Definitely. I mean. The reaction of the people in the protest area i think flies in the face of the Immediate Police reaction was that the shots were embedded within the protesters. Which i found quite offensive to be honest. But yeah the sounds to my ear came up you know i was walking down to the protest from probably the northeast end of the parking lot, and they sounded like they came from the northwest, from up tiffen away from the protesters. But you know well see how the police want to spin that. Was anybody else hit sparse you know . Or was it just the two Police Officers . The Police Officers as far as im aware. That was it. And when the Police Officers went down what happened . Who came to their assistance . The other Police Officers because aside from the Immediate Reaction of everyone to either flee or hit the ground i know i hit the ground. So the first 20 seconds after you know or actually the first ten seconds after it happened. I was on the asphalt before i regained my senses. But as soon as i saw what was going on there were four or five Police Officers at one of the downed Police Officers. And the rest you know who had only 20 minutes before been pushing us back and arresting us or harassing us had drawn their weapons, and viewing the footage. It seems like they drew their weapons almost immediately. It was kind of shocking to see this armed phalanx of officers immediately pull their weapons and aim that right at my friends. Its very frightening for you, very frightening for them. Gunfire, two of their own go down it makes them panicky. Chief belmar he was outside giving the condition of the officers. He said ive said this is unsustainable for us it was only a matter of time before Something Like this happened. Give us some context. This really started before august 9th when Darren Wilson killed Michael Brown junior. Now that weve read the doj report and the grand jury testimony, you can see that there was really already a war between the community and the police in ferguson. And the doj pattern and practice report shows you why there was a war. Because its basically a predatory Police Department driven by the courts to raise revenue for the city. So there was already tension on the streets there were already to be frank, people that would like to kill a cop and there were already Police Officers that looked like they were ready to beat down some people in the community. So the tension between the police and the community is not new. Its very very unfortunate that a Police Officer, two Police Officers were shot last night. But the tensions between the police and the community were there on august 8th. Had you been telling me from the beginning, part of the things thing that were you making sure we understood was that hands up dont shoot isnt just about Michael Brown. It came out of that, but it was about the culture there. Has the doj report about the Michael Brown shooting has that done anything to put peoples feelings to rest about what happened in that incident . I dont think it has. I read every word of it and i must admit that i was persuaded that at least the doj did not have a case. My conscience really rested that the doj had enough witnesses that corroborated wilsons testimony. Really based on the forensics inside the Police Vehicle. Which we were told bay federal official back in august they found that. Now the problem with the protesters people suspicious of the police is that the Police Vehicle was in Police Custody so it would be possible of course to plant forensics in it. But the presence of Michael Browns blood, the doj did not have a case against Darren Wilson. I wish the protesters would read that report and realize thats the case. Markus its not simply that the doj said based on this investigation weve concluded that Darren Wilsons actions do not constitute prosecutable violations. They would have had to show that Darren Wilson didnt just murder Michael Brown, but that he did it because of his race. But they say multiple witnesses corroborate every material aspect of wilsons account and are consistent with the physical evidence. Thats a petty open statement of them saying they believe Darren Wilson upon investigation. You made you didnt you had a negative reaction to that when i suggested it to chris king before. Why . Well honestly i didnt think that was going to be part of the interview. Honestly my opinion of that report and everything that came out, i guess i have to say that im one of those people is incredibly cynical of anything that the Police Department puts out, whether its the fbi or the county Police Department. The fact that Darren Wilson was left alone in the Police Station for 25 35 minutes before he was brought to hospital with his girlfriend. The fact that she handled the evidence. The fact that the officer, the supervisor that responded to the Darren Wilson incident was the very one that sent the racist email out. Im sorry, if these arent the facts that line up with the doj but theyre the circumstantial facts that make me think this is a little bit more racial than we think the facts line up to say. So the doj report hasnt put it to rest for protesters like you, thats for sure. No because every 28 hours another black man dies. So mike brown dies eric garner dies the young man in atlanta dies the young man in wisconsin dies. Its going to keep happening. Unfortunately until we put a stop to this triggerhappy police attitude. But you know the doj can clear Darren Wilson but that wont clear Darren Wilsons conscience and i damn well am sure that it wont clear gods conscience with Darren Wilson. Look all we have in this society is fairness under law, the doj came in there to do its investigation. It certainly worth a read but youre right theres a lot of healing that has to happen in that community. Another developing story this morning, theres a black eye for the secret service, two senior agents including a top member of the president s protective detail accused of crashing a government car into a white house barricade reportedly after a night of drinking. Cnn National Correspondent sunlan surfati joins us with more. The department of Homeland Security has launched an investigation, this incident happened last wednesday when allegedly these two highlevel secret Service Agents were drinking at a Retirement Party of a colleague here in washington, d. C. When they got into their government cars and got into an altercation outside the white house. Now these allegations certainly are embarrassing coming especially at a time when the agency is trying to clean up its image. Another scandal for the Embattled Agency responsible for protecting the president. This time claims two of its top officials, including a second in charge of president obamas own personal security detail went out drinking at a party, got behind the heel of a government car and plowed into a security barricade at the white house. The uniformed officers at the scene wanted to check the officials sobriety and make arrests, but an official at the scene interfered and let them off. Our sources said to us that the uniformed officers believed these two individuals very likely to have been drinking and thats a violation of being in a government car for the secret service. And that they were told to stand down when they were talking to about a test. The secret service says the agents in questioned have been reassigned to quote nonoperational positions and now the administration is investigating the incident. Chairs on the House Oversight committee is calling for quick action saying the fact that this involved seniorlevel agents is not only embarrassing but exhibits a clear lack of judgment in a potentially dangerous situation. Its not the first time agents have gotten in trouble. In 2012 a dozen agents were accused of kbriing prostitutes back to their hotel rooms in clom beia and last year three agents sent home in the netherlands, after they went out drinking, one found passed out drunk in a a hotel. During my 29 years here in the senate i never heard of nor even heard of it being proposed anything comparable to this. The chairman of the committee, republican senator bob corker upbraided kerry for making what amounted to prepared speech during what was supposed to be testimony before the committee. Republicans say they were trying to strengthen the president s hand in Foreign Policy negotiations. Its a little difficult to see how that works. I wrote an oped when president obama appointed Joseph Clancy as the director saying these fiascos are going to continue under this director mr. Clancy. This incident shows that the culture within the secret Service Management of covering up and condoning negligence continues. And clancy comes from the same culture. Hes a longtime career agent. You can see when he testified on the hill that he was obfuscating on key issues. And that he was not armed. And clancy said well that was just an error. And that he was asked well how do you know. And he said i really dont know. I dont know because it was a lie. And press about the fact that clancy has gotten rid of several top managers within the secret service. But the inside story is that hes replaced them with managers who come from the same culture. So president obama really is fooling himself and the public by claiming that clancy is going to shake things up. And ron, lets talk about that. Because you know department of Homeland Security panel after the embarrassing prostitution scandal suggested, urged even president obama to put somebody in as director not joe clancy. A new person new blood to shake up the organization. But he didnt do that. Why didnt the president do that . Well i think the president is deluded into thinking that clancy who was in charge of his detail is a guy who could be trusted to change things. Its colossal lack of judgment. Colossal lack of management judgment to ignore obamas own panel, not to mention my own book which recommended an outside director for example a former fbi official would be ideal. Theyre going to have one calamity after another. Thats what i said in my oped when clancy was appointed. In this case you saw not only these highranking management agents engaging in this outrageous behavior crashing into a barricade, drinking using their flashing lights when there was no emergency. But a secret Service Supervisor in the uniform division overruled his own officers who wanted to arrest him. Which is what would happen if you or me after we crashed into a barrier and were drinking and to give them a sobriety test. Overruled them and said no let them go home that is the culture thats led to all these problems. That part in particular is gone. They were not given a sobriety test. Were sent home. Are these two senior guys going to be fired . I dont know if feel be fired. They certainly will be severely disciplined. But they could be fired. But you know its not going to change things to take action against offenders, including the agents who hired prostitutes in colombia the story that i broke as you mentioned. Because its this culture punishes agents who report problems report threats, promotes into management agent who is pretend that the secret service is invincible. And ignore the problems. Thats the culture that led to all of this. Thats the culture that mr. Clancy is going to perpetuate. Agents i talked to say its a miracle there has not already been an assassination, given all of this cornercutting mentality. And the hill goes up into a neighborhood. People disburse that way. They come back and forth from there. Its not like its so far away that its not conscionable that somebody came down that hill decided to do something and ran back up we dont know who did it. Police are looking for suspects we know that two officers have been shot one in the arm, one in the face. Were getting more information from st. Louis county who was out there. And the reason why they were out there as you all know is because the Ferguson Police department has asked for help in some of these times when the crowds get very large and this time the crowds were quite large. You can hear from this video sort of the yelling and the screaming. And the protesters themselves tell me that they were scared. You can see some of them running away and trying to dodge and get down. Because they heard the sound of it. Two of them saw the flash of the muzzle go off. They knew this wasnt fireworks, this was gunshots. There were issues earlier. You can see in the video, theres a fight that got under way, a tussle between protesters not between police. But ultimately that is not what caused this issue. There was something away from the protest that ended up coming towards the officers turned out to be gunshots. Both of them have nonlifethreatening injuries. Theyre expected to be okay. But theyre in serious condition. One of the ironies what happened last night is the protesters got what they wanted the police chief resigned. So it should have been a sort of championing that they got what they wanted. And then this terrible tragedy happens. And we still dont know who is responsible for this. Was it someone who was opportunistic . Who decided look theres a protest out there, the police wont be looking at me and im going to target them and i have a beef with the police. We dont know if it was someone targeting someone else. Although police say they believe police were targeted. What we do know is there are two officers that are hurt and there are a lot of people who are now scared. They see this growing, the problem should be shrinking in a lot of peoples minds, the problem is not going away. Some protesters have said we want the city to clean house. The police chief is gone thats fine. A judge is gone fine. Two other officers gone thats fine. They want to see a lot of the city leaders gone and the mayor has said himself. Im not going anywhere, someone has got to run this city. Having been there a long time there are residents there that do want their Police Station to stay that did like the chief. Nobody should want to see the officers being hurt in any way. Absolutely correct. Sara sidner thank you so much. Can you make the case to me about why this letter was helpful. Thats what the republicans say this was helpful. In a certainly strange way i think it was helpful to the Obama Administration. It so outraged democrats it makes it harder for republicans to get democrats on board in trying to pass legislation that will undermine these negotiations. I dont think it was meant to be helpful. It was meant to try to make negotiations harder. But it may have backfired. They say they were explaining the constitution to make sure everything is right and that iran understands the role of congress its not just about the president. Right, but when they tell the iranians that this deal will not be upheld after obama is president , what theyre basically telling the iranians is any concessions the u. S. Makes wont be continued once obama leaves so why on earth would you make concessions in return . They know that there are politics in iran. There are some in iran who would like to deal and some would not. They must know that this letter strengthens those people in iran who dont want to deal. This tactic is getting pretty fairly condemned by people. However, hilary there is liability on the side of president obama when it comes into his relationship with congress and how this negotiation has been handled. Yes, i mean clearly what the republicans are doing is a pretty pernicious tactic to undermine the commanderinchief say Hillary Clinton said in her press conference. Here is the failing of president obama that needs to be addressed very quickly and decisively. He has not made the case to the American People why a fundamental change in u. S. Policy toward iran is so important. I believe that and thats why i wrote my book going to tehran that its critically important for u. S. Interests to have a fundamentally different relationship with the Islamic Republic of iran. But president obama has not made that case. And i think the republican letter almost feeds into a sense of that maybe he hasnt made the case because hes sympathetic with them and cant really explain it to the American Public in strategic terms. Think thats wrong. He needs to make the case in strategic terms, decisively and pretty quickly because were getting down to the wire. Let me ask you something. Certainly theres the feel to that that the 47 senators have somehow become the embodiment of the angry outside of america, right . They dont know whats going on. Theyre angry. They should be more sophisticated, but thats a separate discussion. When you say the pernicious tactics, theres a line in that letter that says iran know that any deal will just be between president obama and Ayatollah Khamenei. Now do you think that that line is a suggestion in and of itself . And if so of what . I mean its certainly very difficult to read into anybodys intentions or motives, but i think there is a pernicious atmosphere here in washington that feeds into this sense that obama is not really american. And that hes muslim which you know in this kind of pernicious narrative, is not really american. So he wants to have a deal with them because he likes them. Instead of having the strategic case there, why ten years of war in the middle east has only america and we need a fundamentally different relationship with the middle east especially iran. But there is this pernicious atmosphere here that i think the letter feeds into. And unfortunately the Obama Administration does seem to be a bit in the corner. Theyre not making the case. Theyre just saying its the president s prerogative to make Foreign Policy. Of course it is. But we the American People need the case of why the strategic relationship needs to be different with iran. And on the point of a letter as a tactic peter you point out that over 50 of republicans in a poll said they thought president obama is muslim. Thats neither here nor there, but it does feed what the environment of this is. Even though they got the constitution wrong in terms of what Congress Role is in the treaty. They have to know its not just president obama signing this that its the p5 1 and they have to know that the Ayatollah Khamenei wouldnt be signing on to this right . This is part of the reason of the argument is that the next president could easily withdraw is wrong. This will be a deal signed by many of the worlds major powers and they will go to the u. N. Overnight iraqi forces taking back 75 of the key iraqi city of tikrit from isis. Isis hitting back hard elsewhere. Launching a fierce assault in the city of ramadi and in northeast syria, isis has launched a largescale offensive in a strategic town on the border with turkey. I want to break it down with cnn military analyst Lieutenant Colonel Rick Francona. Good to have you with us. Ive got a map up on the wall since you know this region so far and know the players involved. Youre the man to break it down with us. All right lets begin with tikrit. Weve been hearing about the great progress that the iraqi forces are making. 75 of the city taken back by iraqi forces do you think its a matter of time before this falls entirely . I do. The iraqis have dedicated the right force structure to do this theyve got almost 30,000 people. The majority of the fight something done by the shia militias theyve got iranian leadership on the ground with them. Theyre doing a good job there. But this next 25 is going to be very very difficult because now were into the real street fighting. This has been going block by block, house by house, street by street. It will be slow going, very difficult. They will get it done. So i think tikrit is just a matter of time before the iraqis are back fully in control. Then the question will be what do they do with tikrit once they have it. Theyve got to make sure they bring the sunnis back into this. We know there have been fierce fighting in ramadi south of tikrit. A serious and fierce assault isis has launched. I want to move to the border of tirky and syria. Key strategic town here. Its a very difficult set of challenges when youre talking about syria and iraq is it not. When you move into syria a whole set of factors involved the. Youve got the free syrian army. Isis the al qaeda affiliate there, plus the syrian army. A whole bunch of players involved with the competing alliances and it changes. Now this area up in northeastern syria, ras al ayn, its a border town and isis wants to control that entire border. Theres only a very small portion that they dont control, this is one of them. This will almost completely seal off that area. The population in this area is mostly kurdish and assyrian. So its not the normal population that we see. They will probably be successful up there in taking ras al ayn. Further to the west you see kobani another border town. Weve watched the situation there over the last few months and we know kurdish fighters have been successful getting some aid from some u. S. Air strikes there earlier this year. Is there any other sign of progress in syria . Not much to speak of. Were seeing a lot of infighting between the different groups and theres so much conflicting information about the al qaeda affiliate going to join isis and then we hear its not. Weve seen some moderate elements the ones that the United States was supporting actually be completely destroyed by the al qaeda affiliate. Others have defected. So were seeing this shifting the Shifting Sands in syria. If you will and its very very confusing. Whereas you can kind of see whats happening in iraq is on the Positive Side on the syrian side very confusing. We talked about the air strikes that are effective in some areas. There have been 13 or so in the last 24 hours, tuesday into wednesday. 13 u. S. Led air strikes in iraq. Weve seen two in syria. Mostly around mosul. Not in tikrit or ramadi were noticing here. You talked about this ground offensive. Can you dig down a little bit further to us about the urban warfare that would have to happen there . Yeah urban warfare, it really negates the use of pair power. Because air power. This is going to have to be done by infantryman and Armored Vehicles going street by street. And remember that isis has had six or seven months to fortify that city. So theyve set up sniper positions, theyve premeasured everything. Ieds, bobby traps, you have to worry every house you go into is it going to blow up in your face. And the isis fighters are very good but the shia militia are very good at this. They came out of the slums in baghdad and theyre good at street fighting. You might think weve got on the Coalition Forces the numbers outweigh the isis fighters especially when you have the kurdish fighters. But the fact is youre talking about a different idea in the mindset of the isis fighters. Speaking about that as an Intelligence Officer who has worked in this area i wonder if youve ever seen anything like what were seeing an aussie teenager reports are that a young man, jake blardi was killed in a suicide bomb attack in iraq. Have you ever seen anything like this that kids from around the globe are being radicalized and brought into this message of violence and barbarism . Not on this scale. Its amazing to those of us who watch this the number of recruits that are still signing up for isis its in the thousands. And we thought that after the brutality got so bad, it would hurt their recruiting efforts and its exactly the opposite. People are flocking to join isis now. Their recruitment is up. They need the recruits. Its what drives the organization because theyre taking horrendous casualties. If you look at whats left in tikrit theres only several hundred left out of the initial fighting force. They almost refuse to be taken prisoner. Its going to be very difficult. Now youve got the foreigners who are willing to die for the cause. And its amazing when you watch the social media, the guys that drive these suicide trucks will actually do an interview on their way to their death. And you dont see any fear. You see them actually looking forward to sacrificing their lives for the cause. It is it is troubling and as i said very confusing to those of us who watch this for a living. Very upsetting. And important not to be underestimated the draw it has for some of the young men and women. Lieutenant colonel Rick Francona thank you so much. Good morning, Everyone Welcome back to your new day, we would like to welcome our viewers from across the country and around the world. Breaking news out of ferguson missouri. Overnight two Police Officers shot as protests there reignited. One officer hit in the face the other in the shoulder. Police at this hour searching for the shooter. All of this happened across from Police Headquarters hours after the Ferguson Police chief announced he would step down in the wake of reports suggesting his officers targeted minorities in the community we haven cnns sara sidner she spent months covering the situation in ferguson with the latest developments specifically that these shots may have come from a hill that you and i are familiar with. Correct. And this is across the street from the Police Department. Up into a neighborhood. Thats where the hill goes. Its the only hill thats sort of in the area looking down towards the Police Department. And thats where witnesses say they saw the flash of a muzzle from a gun go off. And they saw an officer go down. Now we know that there are two officers who were hit, one in the arm, one in the face. They are both in serious condition. They have nonlifethreatening injuries. Which is the good news of this morning, a lot of people were going in the face my goodness whats going to happen . So it looks as though they will both survive this. We do not know the extent of the facial injuries. But a lot of people worrying about the fact that this is another bit of violence after all that has happened here. Especially since the police chief just resigned. Breaking overnight, two Police Officers in st. Louis county shot outside the Ferguson Police department. Another protest in ferguson winding down when shots rang out. Acknowledgement nine months ago would have kept that from happening. Witnesses report hearing multiple shots and seeing an officer down. Bullets went right past my head its kind of traumatic, im still kind of in shock because of it. The injuries are serious. One st. Louis county officer was shot in the shoulder. Another officer, a Webster Groves officer, shot in the face. These Police Officers were standing there, and they were shot. Just because they were Police Officers. Earlier, police drew their guns during a scuffle between protesters. Police making multiple arrests. Some protesters cheered at the resignation of police chief tom jackson. For others it comes too little too late. Demanding the entire Ferguson Police department be disbanded. The chiefs resignation is effective march 19th 2015. His resignation comes on the heels of the scathing report from the Justice Department slamming ferguson officials for widespread racial bias and targeting africanamericans. Jackson now one of the six city officials gone. After the dojs damning report. Some are call for mayor knowles to be next. He says he wont budge. For now, a nationwide search for a new chief of police is under way. So we now know some details about the officers who have been injured here. A st. Louis county officer is 41 years old, a 14year veteran of that department and the webster grove officer is a 32 years old, a sevenyear veteran on the force, both in serious condition. It appears theyll recover from this. Lets add on to our reporting with somebody who was there, we have an eye witness to the shooting. He flows the protests well. Youve spent a lot of time there, duray. Take us through it. Yes, i heard about four shots. I was at the base of the hill. I looked over and i saw an officer fall. And i saw officers surround that officer and call for an ambulance. Immediately after the shots rang out, the officers fled the officers broke the line and they immediately got behind anything they could. Whether it was the wall or car. And especially into everybody drew weapons. Like it was rifles machine guns every weapon was drawn. Protesters were disbursing when shots were fired. People were going home it was like the end of the night. Like when the shots came out. Duray, you obviously understand why the officers drew their weapons when there was active gunfire going on right . You say there were four shots. Anybody else hit . Or was it just the officers . No it appears to have just been the officers. Just the officers. I do understand why the guns were drawn after they were shot. The idea of where the shots were coming from that hill sara sidner obviously familiar with gunshots from there in the past. I have seen gunshots come from there in the past. What was the setup before . Were the officers advancing up that hill . Was there any altercation around that hill . Any setup for this . No nobody was around the hill at all. Like i said the protesters were disbursing the Police Officers were forming a line protecting the entrance to the Police Department. Driveway. And then the protesters were across from them at the street. There was nobody close, no protester remotely close to the hill at all and i was at the base of the hill in my car. And i was close to the hill. And i saw nobody. Like when i looked up. I didnt see anybody drive away. I didnt see anybody run away. Duray, turn down your television or whatever is in the background so we hear you a little bit more clearly. Because this is Important Information youre giving us. So what were trying to figure out here is you know theyre investigating it actively to find out who did the shooting. You dont want to falsely blame the protesters but you say it was breaking up. So people were disbursing, its hard to know if this was just an opportunist or some bad apple who had been among the protesters you cant know what group the shot came from right . I do know that like the hill is not a place that protesters park right . Like its far from where the protesters protest. So i dont have any indication to lead me to believe this is a protester who do it. It doesnt really matter who did it. It was horrible these men and now their families have to deal with this and obviously it doesnt help the community this hill do you think its just a high ground opportunity for people to shoot down . Is that why weve seen it several times . Is there anything youve learned from being in ferguson about the community up that hill or who may hang out up that hill . You know think its just an opportunity. Think the people have been looking to discredit the protesters for a long time. I dont know we have not, we do not protest on or near the hill right . Were at the base of the hill. Firmly in the lot across the street. So you know it is important that we talk about this not being protesters because belmar suggested that the shooter was embedded with the protests. And that just isnt, no indication that that is true. Its one of those tricky situations with light facts, duray. You say theres no indication that its true theres no indication that its not true. I prefer no speculation, especially from a police chief who did not see any evidence talk to any witnesses when he made that statement. You dont want to fuel discord, right . All we know is the absolute. That officers were hit. Who did it someone in the area on that hill were they in the protest, does that mean theyre part of the protest. All that will come later and is somewhat beside the point. What you want there is progress with this community. We keep showing video of a fight that broke out. Do you know anything about that fight. Did it come after the shooting . Was it any way relevant to any disagreement within the protest . What was it . It came well before the shooting. Last night was the 215th day of protest. You know people are starting to work out some disagreements that they have. Yesterday was one where people in the community needed to talk through some things and it happened in a way that wasnt as productive as it could be. Im hopeful that those people will get together on the side of the protest to work through their issues. It had nothing to do with anything related to the rest of the night there was at least like two hours, the shooting came like at least two hours after that. So as far as you know that could have just been locals who had beef with each other. Who got into a fight. It wasnt some conceptual thing. We do see people who look more like part of the organizing principle of protesters trying to separate them and move both men away. Yeah. It was definitely people who have like some internal other issues to work through. What does this mean to the community . Do you think youll see outrage by the protesters . For this violence against Police Officers . It does seem as though the cops were targeted right . If you heard four shots, but only cops got hit. You just said that this is like too early to speculate, right . I do know that officers were shot. In terms of what it means for the overall protest that we remain consistent in our nonviolent approach to protest. And its not changed. Its not clear that the person was a protester. We dont advocate violence from the police towards unarmed people. We can live in a world where people arent getting killed. Whether the police are killing them or people are shooting at the police. I think thats important to emphasize. We did hear a voice pick up when this happened saying hey if there had been an admission nine months ago, this would have never happened. Whats your position as a protester who wants change in that community, about whether or not any violence against police is ever warranted . So its not warranted, right . Violence in and of itself doesnt need to exist. We think about st. Louis, theres a place where seven people have been killed by the police since august an average of one a month. Thats wild right . And thats the context in which we protest that violence shouldnt exist, either right . Theres like no reason for that to happen and no we dont advocate violence towards Police Officers. We would have been home tonight, we would not have been in the street if mike brown had been alive. If vondera had been alive, if antonio had been alive. We are protesting for a reason. We wouldnt be there if they had not been violently killed by the police. Everybody should be in agreement that violence towards Police Officers is nowhere near an answer to the situation. Have the protests died down and last night erupted again . What has happened in the past week . There have been protests that have gone on they have not been every sing the day as large as they were for more than 100 days after august. So from august through november we rarely saw a protest on a daily basis youth side a Police Department. But kind of all over the place in st. Louis, in clayton. So we saw the protests every single day. Those have died down. Not big crowds. This one was a lot bigger. But there was something that precipitated it. Something that happened. And any time something happens, whether the protest agree with it or dont agree with it they go out to the department and make their voices heard. The police chief resign something what precipitated this last night. Yes. The thing thats so interesting is one of the things that protesters have been asking for is change in the structure of ferguson. So that is whats happening. Maybe not the timeline or the heads rolling that they were asking for, we dont know. One of the things i want to know is the face of the protesters changing. Has the group changed significantly, the makeup of the group of people . I wouldnt say that i think there are some very core people who help organize. And it is very much social mediadriven. I get texts, so i knew there were going to be people down there. Because people were texting saying everyone meet down at the Police Department tonight. This is going to be big, we want to make our voices heard. We want to Say Something about the chief going so they are very organized in that way. But its not as if theres one person thats a leader and thats the only person and everybody follows that. It is very social mediaorganized. So i see a lot of these people coming because theyre on these lists and next texts and emails and twitter. I want to say we cannot say overall that the entire community wanted to see the police chief gone. Thats not true. And ive talked to both black and white citizens in ferguson who have said actually i dont have a problem with the Police Department. And so we need to make that clear. There are some people that are are like we want to keep our department the way it is. We know theres a problem, but we dont want to see it dissolved. There are a lot of outside factions coming in and are using it as an opportunity for good bad, otherwise. The news this morning, two Police Officers in serious condition after being shot in ferguson sarah, thanks so much. Another public embarrassment to tell you about for the secret service, two senior agents suspected of crashing a car into a white house barricade after a night of partying. One of those agents is a member of the president s personal protective detail. Lets get the latest developments from cnns National Correspondent, sunlen surfaty, live at the white house, what do we know . This is the Agency Responsible for protecting the president , they are two highlevel agencies. One holds the number two position at the president s personal security detail. It unfolded last wednesday when allegedly the two agents were drippinging at the Retirement Party of a colleague here at a bar in washington, d. C. They got into their government vehicles they had an altercation here on white house grounds. And crashed through a security barrier. Now at the time a Uniformed Police officer on the scene wanted to make some do sobriety tests and potentially make some arrests. But thats when a supervisor stepped in he intervened and let these two agents go. Now the secret Service Tells Us that now these two agents have been reassigned to nonoperational positions. And the Homeland Security department has launched an investigation. The chairs of the House Oversight Committee Says quote the fact that this event involved seniorlevel agents is not only embarrassing but exhibit as clear lack of judgment in a potentially dangerous situation. Administration Officials Say that president obama has been informed of the incident. Hes in support of a full investigation. But all of us of course comes as the agency is trying to clean up its image after a long string as you know of many scandals. Not the black eye that the agency needs right now, sunlen thank you. Irans Supreme Leader lashing out at the six nations negotiating the deal with iran. Ayatollah khamenei accuses the p5 1 of backstabbing and trickery. Secretary of state john kerry reacted to the letter from 47 republican senators forcing to stop any deal. Saying he was in utter disbelief. Lets get straight to joe johns. Another real indication this morning how the relationship between the administration and republicans in congress could get worse before it gets better. The secretary of state appearing before a Senate Committee, talking about the president s request for authorization of use of force against isis. But the dialogue about side issues the regional checkerboard the strategy iran kerry said a Nuclear Agreement with iran would not be legally binding, but would have Enforcement Mechanisms when kerry asked about the open letter to iran signed by 47 republicans, he issued a blistering critique of it. Claiming the letter told allies seeking agreement with the United States would have to negotiate with all members of congress. Listen. It in my reaction to the letter was utter disbelief. During my 29 years here in the senate i never heard of nor even heard of it being proposed anything comparable to this. The republican chairman of the committee upbraided kerry for making what amounted to a prepared speech during what was supposed to be testimony before the committee. Good morning, senator. Good morning. This is not the first embarrassing incident for the secret service. Whats going on with that agency . Well what makes this so troubling is that as you stated this involves at least one senior officer, someone that was very close to the president , as part of a disturbing trend. Weve got to get to the bottom of this and recommend some wholesale changes. One of the things that makes the secret service so strong is their reputation right . The people dont attempt to try to get to the president , to try to breach White House Security because of this reputation that the secret service has built up over years. A reputation that is winnowing away. Every time that we see one of these new scandals. We clearly need wholesale changes. Theres a review happening both at the department of Homeland Security and in the House Oversight committee. Think weve got to speed up those investigations and reviews to get to the bottom of whats happening over there. The department of Homeland Security already did recommend against making joe clancy the director. Because he is oldschool, hes been part of the secret service for years. They recommended bringing in a director with new blood. But president obama didnt do that. Why . Well i cant tell you exactly why this choice was made. But what i do know is theres something unique about the culture and the protocol within secret service. So it may be that it is difficult to bring someone in from another Law Enforcement agency to run the most exclusive and one of the most unique protective agencies in the world. I trust that president obama is on top of this. And these choices that hes going to have to make about leadership and the coming days are going to be some of the most important of his presidency. Its about his protection and the protection of the next president. You were part of a Senate Hearing yesterday in fact you asked secretary of state kerry, about this open letter that 47 republican senators sent to iranian leaders and he gave a pretty passionate response. Lets play that. My reaction to the letter was utter disbelief. During my 29 years here in the senate i never heard of nor even heard of it being proposed anything comparable to this. If i had, i can guarantee you no matter what the issue and no matter who was president , i would have certainly rejected it. Senator murphy whats the feeling on capitol hill about the letter sent by the senators . He used probably the perfect word which is disbelief. When this letter came out, i just think our jaws dropped. Because weve never seen anything like it at least in the time ive been here. A large group of senators writing to a foreign leader right in the middle of negotiations with the simple clear intent of undercutting the president. I wouldnt have been surprised if there were five or ten senators on there. I mean there are people you know like ted cruz and tom cotton who seem more intent on just embarrassing the president. But there was a wide range of republican senators many of them who are traditionally very reasonable on Foreign Policy. Who understand the difference between what the executive branch and what the legislative branch is supposed to be doing. Surrounding dell indicate negotiations like Irans Nuclear program, who sign on to this letter. In the end it probably is going to have the opposite effect. Because i think its rallying a lot of people in washington and across the country to support the president. Because they now understand that republicans dont seem to have the best interests of the country in mind. They just want to try to scuttle anything good that the president is trying to do initially. Heres what the former secretary of state madelineeine albright said she said its unprecedented and fairly outrageous. If somebody had written a group, members of congress had written a letter to khrushchev during the cuban missile crisis and prevented some agreement to be made. Im surprised its even legal frankly. Now of course your republican colleagues in the senate say that they had no choice but to right this letter because they feel theyve been cut out of the negotiations and they didnt want some deal to be a done deal before they had their say. Listen the secretary was getting lectured yesterday about the constitution from people like rand paul. Well the constitution is pretty clear. That the executive has the power to enter into agreements with other countries. And if they rise to the level of a treaty then the senate has the obligates to way in and approve those agreements. This is not going to be a treaty and theres nothing in the constitution that disallows this president from entering into an a agreement with a country like iran. Theyve been up on capitol hill over and over again briefing us on these negotiations and everyone to a person here says they would rather have a diplomatic solution to divorce iran from its Nuclear Weapons program, rather than have to resort to another war in the middle east which would be disastrous. So i have no idea why republicans would want to prevent these negotiations from happening. So that they could at least see the final product. Congress does have the ability to take away from the president the power to implement the agreement. But that shouldnt be a discussion until we actually have the agreement before us. We dont yet and so this is way too premature. The hearing that you were holding yesterday was actually about the war on isis. And the authorization for war. Where is congress with this . Is Congress Going to vote soon on the aumf . Well we have to because for many of us this war that were fighting against isis which i argue is absolutely necessary, is also extra constitutional right now. In that it is not been declared by the United States congress required by the constitution. So weve got to have a vote or frankly abdicating our constitutional responsibility. But to be quite honest were struggling with this. Because many of us dont want do repeat the mistakes of the iraq war and the Afghanistan War and just give an openended commitment to the president. To say lets fight isis, but with a strategy that doesnt allow this president or the next president to put another 100,000 Ground Troops in the middle of the middle east which would hurt us rather than help us. Weve got to find a way to authorize the war in the coming weeks that gives the president the ability to carry out the strategic hes using today. And limits the ability of this president and the next president to put tens of thousands of Ground Troops in the middle east. Two Police Officers are in serious condition after being shot during protests in ferguson missouri. Cnns sara sidner reporting on the unrest joins with us breaking details. Do any police have any leads about who was responsible . Not yet. The investigation continuing. There were several departments that were involved in trying to deal with the protests. And now we know that an officer from st. Louis and from websters grove was shot. One shot in the shoulder one shot in the face. They are expected to survive. But in serious condition. Youre listening to the video there, thats a live streamer who was out taking pictures of a lot of folks, streaming all of this live. Thats been happening for many months. And you can hear the sound of the distress you can hear the protesters. Being afraid and running. You see the officers running and trying to take cover to figure out whats going on. Clearly, two officers hit. Both of them have been take ton the hospital. We understand that were going to be getting more information in the next coming hours, the st. Louis county Police Department is going to having a press conference. In the next couple of hours we should be getting more information, but theres a manhunt under way. We dont know if its one person or more but they are searching for the suspect and they have not said whether it is any part of the protest or just somebody with a beef with the police but they do believe police were targeted. You can hear somebody yelling on that video is acknowledgement months ago would have kept this from happening. Even though the police chief resigned and thats something protesters were calling for and they wanted its still a tinder box there, they feel it was too long in coming. Right, but theres absolutely no excuse to even say Something Like that. Lets be honest theres no reason why anyone should be shot. Hurt killed or otherwise, whether its the police are out there trying to deal with the protests the protesters are out there trying to talk about the issues that they feel need to be fixed. Theres no excuse for violence to erupt this way. And some of those comments you know i talk about this before some of the people a small few of the people in the protests use very words that are very inciting they tend to spark a lot of angst among the Police Officers and sometimes they sort of get everybody else going. We have to be really careful with that thats just unfair. Theres agitators and they dont represent the majority of the protesters. Thats true. Certainly the energy of the situation has been going on in this community. But it was the case of Michael Brown that brought this into sharp focus. Lets go to benjamin crump, the attorney for Michael Browns family. What is the community saying about violence directed towards police. Everybody is waking up to this terrible news. And Michael Browns mother and father are continuously saying they condemn any acts of violence and whoever committed this heinous act of violence is no supporter of Michael Brown. Theres nothing to help heal the community. It does nothing to help them get the justice that they seek. It takes, lets take it a step further. Were hearing a lot of equivalency from people involved in the protest and the situation, that hey you know if blacks who are unarmed got, werent getting killed all the time you wouldnt have this violence towards the police why is there an equation between those two things . Theres no question theres a problem. But theres less question as to whether or not violence towards police is any part of a solution is there in. Violence is never the solution. Thats why Michael Browns mother and father have done psas in the past trying to tell the community to please control your emotions. We want justice and we want the rule of law. We dont want to see anybody else have to get hurt or their families have to deal with any sense of loss. And so they condemn this outright. As the majority of the Peaceful Protesters protesters. There may be a few people who are misguided or confused. But in large part the majority of the protesters the majority of americans want justice and they want peaceful resolutions to issues that are very very crucial. Nobody wants to lose their family members. Theres no question that there are bigger trends at play with communities and policing around the country. I think everybody is on board with that. How to fix it is an open question. This did start for the major media at least in ferguson with, Michael Brown. When the doj came in when eric holder went there, people said okay this well listen to. Because we dont believe the local cops rightly or wrongly. The report comes out. It doesnt just say we cant prosecute them because the bars too high for us on a federal level. They say multiple credible witnesses corroborate virtually every material aspect of wilsons account and are consistent with the physical evidence. Why isnt that enough for people to say what happened with Michael Brown is terrible but Darren Wilson it was not hands up dont shoot. It was not just him preying on a black kid. Well chris, because people are intelligent. They look at that report and they say that the shooter of unarmed teenager in broad daylight has never been crossexamined by anyone. You know nobody has challenged his inconsistent statements. So people still are frustrated when you have the department of justice continue to sanitize the killers, just like the local government of unarmed people of color. Were saying that at some point we want the law to be equal and fair for us as well. And so i think with that report about the killing, but also with the report about all the terrible findings of pattern of discrimination a pattern of Excessive Force against africanamericans, people are saying we want to make sure we prevent this and fix this problem. Well report the numbers, we report the cases. It cant be a coincidence every time. Theres no question about that. But saying that this is sanitizes, is that fair . You have the doj they go in there, you know how exhaustive their research is you know they did their own autopsy. Eric holder says you should believe what Darren Wilson said. And you say thats sanitizing. I didnt hear him say that what i heard him say is the bar too high. You can read it in the report. Go back and look at report and look at how they questioned the supporters of Michael Brown versus the supporters of Darren Wilson. And remember the police and the prosecutors, they all work a lot together. And you have to say when do we get to challenge this credible story, of Darren Wilson on three different occasions. Theyre not consistent. But theyre calling this is a credible story. And all Michael Browns family is Say Something when is anybody going to ask him the tough questions. That assumes they didnt ask him any tough questions and i get the desire for a trial. Youve explain it before. And you got the reports, chris, you got the reports. Can you look at them for yourself to see if hes been asking the tough question. Youre intelligent. Were all intelligent. A lot of this is simple in terms of the fact analysis but a very complex situation. My question goes to this counselor, i understand your desire for a trial and seeing that as the exercise the best form of fairness under law. But dont you have to be careful about undermining government as well and saying local cops, cant trust them. Fbi, cant trust them. Doj, that came in here cant trust them because they didnt say what we want . No not at all. This is america and we can agree to disagree. But we can also agree to have our voice heard. The shooting came hours after the Ferguson Police chief announced hed be stepping down in the wake of a report suggesting that his officers targeted minorities. Cnns sarah sidner spent months covering the conflicts in ferguson. Shes following the latest developments for us this morning. Sarah, what do we know what happened. Look so far theyre looking for a suspect or suspects so far were not sure. We know that these two officers will recover according to the st. Louis county Police Department. Both of them shot one in the shoulder one who was shot in the face. They are in serious condition but they will survive. Reporter breaking overnight, two Police Officers in st. Louis county shot outside the Ferguson Police department. A night of protests in ferguson winding down when shots rang out. Is witnesses report hearing multiple shots and then hearing officer down. Bullets went past my head. It was traumatic. Im in shock. Reporter the injuries were serious. One was shot in the shoulder another officer, Webster Groves officer, was shot in the face. The two Police Officers were standing there and they were shot just because they were Police Officers. Reporter earlier they drew their guns making multiple arrests. Some protesters cheered at the resignation of police chief tom jackson. For others it comes too little too late demanding the entire Ferguson Police department be disbanded. The chiefs resignation is effective march 19th 2015. Reporter his resignation comes on the heels of a scathing report from the Justice Department slamming them for widespread racial bias and targeting africanamericans. Jackson, now one of the six city officials gone after the dojs damming report. Some are calling for mayor knowles to be next. He says he wont budge. Now a nationwide search for a new chief of police is underway. In the next couple of hours we are expected to get more information. A press conference has been called. Well first the old lie, that Michael Brown was gunned down in the street as he was attempting to peacefully surrender. We now know that was a lie. What i do have to say is that the people that i know who were on the streets peacefully protesting were absolutely dismayed and shocked by the fact that any individual were they shouldnt have been, they were part of this senator, just like you were. Senator, specifically what is it that mr. Roorda said that was so incendiary. First of all, he doesnt even represent ferguson Police Officers he represents Police Officers that are in st. Louis city. St. Louis county Police Officers. I represent slouts county Police Officers and one of my friends of 20 years was shot last night so dont tell me who i represent, senator. Absolutely not. Dont tell me who i represent. Youre not a Police Officer today. The reason why youre not a Police Officer today, why dont you tell the public that. Senator, hold on. Hold on. I your personal attacks and senator, hold on. I do want to try to avoid hold on. I want to avoid the attacks because what were really talking about is whats going on in ferguson. Now, mr. Roorda you say that the protesters are all agitators and that they have been pouring kerosene on the fire, however, it was the department of just a second. It was the department of justices findings that came out and further incited the unrest there. Some of the findings let me just report to you what they found. Lets just start with jay walking. Sounds innocent enough but the report found that 95 of all of the manner of walking in roadway charges are filed against africanamericans. Lets go on. They found that there were all sorts of offensive who were doing who were doing exactly what Michael Brown was doing, walking right down the middle of the street just and he deserved to be killed for that . You do not deserve to be killed for walking down the street, period. No, he deser fsz to be he got killed because mr. Roorda hold on, senator. Mr. Roorda the point is that justice was dolled out differently to blacks and whites. Whites im sure jay walked in ferguson occasionally but they arent the ones who were arrested. It further found out that there were all sorts of offensive emails sent. I dont have to go through them and show them to you. The point is thats whats incited the most recent unrest. Do you agree with the department of justice with their findings . Yes. They replaced an old lie with a new lie. We now know what happened in the street between Michael Brown and Darren Wilson. Now were going to pretend that traffic tickets and court profit tear profiteering which was wrong, somehow justifies the violence against police. This isnt new. You guys should have reported on this. Police officers have been shot at frequently in august and in november and now last night. Lets stop pretending that something is happening in ferguson other than whats really happening, which is zsh which is organized attempts to kill and injure Police Officers. Okay. Senator, was this an organized attempt, even by opportunists to use this protest as cover to try to shoot and kill these Police Officers . First of all, i dont remember opportunists i only know Peaceful Protesters so everyone has stated again and again, we do not support attacking Police Officers nor do we support attacking Peaceful Protesters. What jeff represents is current day jim crow. Lets just face it. He ignores the facts. We know that africanamerican males have been targeted systematically again and again. We also know in the last three years revenue in ferguson has increased exponentially. In fact Police Officers have joked around talking about pregnant women and Crime Stoppers and terminating pregnancies. Are you kidding me . Do you not support life . I support life. And to even demean the africanamerican community. You know this community is treated worse than people who are on the mexican border. Thats a shame. Now, senator, i do want to ask you about the protests last night, because the police chief resigned. Thats something that the protesters had been calling for for months. So that should have been a victory for them. Why did the protests in that case turn violent . Well again, for the people who i communicate with which are hundreds of people they were quite satisfied. Now there are some out there who say, including myself that the chief of police should have resigned long long time ago. And so because there is so much anger and frustration in this community, we have found ways including using the legislative process, to figure out how are we going to build bridges. Thats whats important at this point. We want to have a strong missouri. In order to do that everyone has to come to the table. We have to speak honestly and you know what frank bely im actually thankful to jeff roorda because in the past we have been friends but he and i need to come together and we need to sit at the table thats true. And we need to move forward because as ferguson becomes the embarrassment of the nation this is injuring our entire state and we dont need that right now. Yes. Today im talking to students about the situation, and we need to move on but we need to be clear about the injuries that have occurred systematically for decades. Mr. Roorda is that possible . Can you come together and somehow try what would you try to resolve if you were sitting at the same table . First of all, i would gladly take up senator chappellenadals offer to sit down. Ive sat down with senator nasheed and talked about these matters several times. I think there is a way forward, but i think i think this is all a misstep this concentration on some of these distractions distractions. We really need to get to the core issue which is why are kids like Michael Brown living in such a hopeless situation that they think that they have no future and that they make mistakes like this . Lets lets give them a future. Thats what we need to be working together on is giving some hope to kids like mike brown who were living in despair and thought that they had nothing to lose. Senator, do you think that the protesters will be satisfied or not until the Ferguson Police department is shut down . Is that what theyre calling for . Many people do want to disband the Police Department. I have called for that. Senator nasheed has called for that and what we need right now is an approach where people can trust Police Officers. Every day i am talking to many of our Police Officers in our State Capitol and on the streets on how to build bridges, and there are people who included rank and file in st. Louis city who agreed with me. It has taken years to build trust among communities that look like the one that i represent and because of this one incident because of ferguson it has destroyed really good quality relationships that the community has had with Police Officers. At the end of the day Everyone Wants to have safety. They want to be in their neighborhoods and be able to go to their neighbors home and not be approached by any strangers and not be confronted with any kind of disturbance. Mr. Roorda can the Ferguson Police department and the mayor survive . First of all, on the senators last point, we agree. We want people to live safely. We want cops to be safe out there and thats not happening for either side right now. Ferguson cannot survive. Their Police Department is going to be disbanded. Cities like albuquerque and seattle and new orleans can barely survive the weight of these federal court orders. A 53man department cant survive. The interesting thing is theyll come under the control of where tom jackson came from. Some of this is just a case of people not knowing what they want. Yeah. We have another scandal to talk about this morning the secret service. This one may set a new standard for stupid. Two senior agents suspected of crashing a government car into a white house barricade after a night of partying. Cnn National Correspondent Sunlen Serfaty has the story. I wish i had part of this wrong but are they the facts . Reporter they are, chris, this is the agency that was in charge of protecting the president. They were high level. One of them had the number two spot of the president s own safety detail. The two agents allegedly went drink willing drinking at a bar, a Retirement Party of a colleague. They got in their government car and had an altercation on the grounds and drove through a security barricade. At that time this is an important point, a uniformed officer, they wanted to conduct sobriety tests on these agents possible whether i even make arrests, but thats when a supervisor stepped in and he let these two agents go. Now since the secret service says these two agents have been repositioned into nonoperational positions. And the department of Homeland Security has launched an investigation. Now reaction coming in already from capitol hill. The chairs of the House Oversight committee, they say in a statement, quote the fact that this event included senior level agents is not only embarrassing but exhibits a clear lack of judgment in a potentially dangerous situation. Now the Administration Officials tell us that the president has been informed of this and he is in support of a full investigation into this. Of course michaela as you know this is a long line a long string of scandals. Dont they have uber in d. C. . Seems like a simple solution. Good question. Thank you for that. We turn overseas. Lets talk to jen psaki. Lets take them one at a time. The iran letter the 47 senators and many other republicans say this should help the situation, this letter. Others say it is treason. Where do you come down on it . Well chris, i have to say i think were on the side of this is an unprecedented, outrageous act by 47 senators who are trying to impact and interrupt the negotiations. Theres a long history, 200 years, hundreds of years back to when members of congress were riding horse and buggies to get to work where executives were negotiating deals with executives executives. This is a clear effort to impact the negotiations. Their main push back will be you cut us out of this process even though the white house and the state department runs the negotiations you cut us out. This is too dangerous, theyre too bad, iran. We have to get in. Were desperate because you wont let us in. Is it your fault . Chris, nothing could be farther from the truth. There has been more briefings. The number i heard was more than 30 for members of congress to have discussions, keep them updated. They absolutely have a role. Theyll have a role if theres a deal and at the point some time from now where we need to roll back and pull back sanctions, but theyve been consulted, they have an important voice here. Thats the appropriate place to have this discussion. They say this deal stinks. Theyre going to get a nuclear weapon. The only question is when so your premise for negotiation is going nowhere. Well chris, first of all, theres no deal yet so i dont know what deal theyre referring to. The primary objective of any deal is to prevent iran from acquiring a nuclear weapon. That is our goal here. The alternative, the status quo is they would keep taking steps forward without the japoa. If we had not pursued a comprehensive agreement iran would be taking steps forward. Is that what members of congress prefer and what they want . Let me ask you something about one of the tactics that may have been employed in this letter. Theres a line in there that says any agreement thats made would just be between president obama and ayatollah who hekhamenei. Do you think they know that it wouldnt be just the president and that the eye yeahayatollah would sign on . I cant say why they would put things in the letter. There were inaccuracies and theres some clear misunderstanding of how International Negotiations happen but the president of the United States represents the country and its not just the United States its five countries. Its france its germany, its russia its china, the e. U. Were all a part of these negotiations so its not a deal with just iran its a multilateral deal to try to prevent iran from acquiring a nuclear weapon. Thats in the National Interests of the United States and the global community. Do you think that was a political point pairing it with Ayatollah Khamenei. Nothing could be farther from the truth. Its a laughable comparison. We get to the emails. Forget about hillary and her emails, this report that came out from the oig, an investigation that was being done before any of this has some really bad sounding numbers in it jen. 61,000 recorded emails out of more than a billion sent. Are you guys doing what youre supposed to do there in the state department in collecting emails . Well chris, first what the report is a reference to is the Smart Program of archiving and keeping track of records. Thats only one component. Also this is a constantly evolving process. I think we can all agree that the use of email has increased dramatically over the last 5, 10 years, even more for government officials. Even when we came into the state department when the secretary came in we put new policies in place that were consistent with the national standards. Were continuing to update what we do how we archive emails. The secretarys emails are archived through an Automatic Process as are many senior staff. This is something thats been evolving over time not just at the state department but across the government and across, you know Many Companies and agencies in the United States. But these numbers are uncharacteristically bad. This doesnt read like progress it reads like a problem because its about selfreporting and discretion and its not just about im not talking about hillary again, im saying thats the way they say in the oig report that the whole state department is set up and theyre supposed to be collecting anything that goes to the organization functions, decisions, processes procedures trans it sounds like everything and yet theyre saving almost nothing. Is this why we see the problem with hillarys emails, because everybody there is doing it wrong . Chris, first of all we will naturally respond to as we always do any ig report with our response with our recommendations, with what we are going to do to implement steps. Weve already taken steps as ive just youtdalready outlined. Email and the question of email has been evolving over the last several years. Right now you have to spend a lot of manpower Energy Effort going through hillarys emails to see if theres anything in there thats classified or shouldnt have been in there. Thats not what the review is for. The review is to make them public. Shes been clear she didnt use this email for classified purposes. Obviously well be reviewing it to see what can be released publicly using foia standards but the redactions are like things that are whats in our National Security interest trade secrets. Clearly were not going to releasing lease an email about greeg practices. You know nobody is some might be. The suggest has been why dont you ask for her server so that the unknown gets taken out of the equation. You can say, we have everything were going through everything. Well chris, theres ample past precedent of past secretaries submitting and going through and determining themselves with their teams what is government responsive and what is not and that is what the process was done here. In terms of secretary clintons personal emails, thats a question best directed to secretary clinton, but as i mentioned, there are also new processes put in place having nothing to do with this but in an effort to better archive emails, better track the secretarys emails that was put in place for secretary kerry and will be precedent moving forward. Thats a relief to many people worried about whats going to happen with these officers. We do know one shot in the shoulder one shot in the face. There was a lot of people wondering, oh, my goodness what happened . Well clearly theyre going to survive this. Now the question is who did this . Who was behind this shooting . And thats where the investigation is right now. I know that they are looking sending out a number. Crime stoppers trying to get tips and leads from people. They are taking trying to take videos because there are a lot of people out there taking videotape of all thats going on. You are seeing pictures from when the officers were crouched down after the shooting happened, after the officers were hit. This all happened as the protests were disperseing. It was around midnight and the protests were dispersing. You can hear the sort of yelling and people running and theyre very concerned for their own safety and you, of course hear there the sound of the shots going off which people thought at first were fire crackers and realized no these are gunshots get down. People get down. Theres cell phone video. Theyre working out where the shots came from believe it came from this hill. No idea of a suspect, who was involved. Any leads so far . If they have them they are not telling us. They are saying we are in the midst of this investigation. A manhunt is underway. We dont know if its one, two, three, how many were involved. We know from witness statements that there were at least three to five shots that went off and we dont know how many for example, hit the officers. So what we know right now is that theyre still looking for suspect or suspects and these two officers are expected to survive. Theyre injured and families are worried for them. Two senior agents under investigation for reportedly driving drunk and hitting a White House Security barricade after a night of partying last week. Thank you for being here. You know these two secret Service Agents absolutely. Who are in trouble and accused of driving drunk. What are they like . These two individuals are phenomenal managers. As i said to you earlier, both of them i saw as the future of the secret service so i find it really you know disturbing that they would be caught up in an incident like this. I mean obviously an unfortunate incident can happen after leaving a Retirement Party which is what they did. The real scrutiny here is on how the secret service has handled it. Were only finding out about it now and it happened last week. Reportedly they were not given a sobriety test as you or i would be and they were allowed to go home. Well i think that you know one thing we need to remember lets not let the let rumor outweigh the facts. Unfortunately, we dont know what the actual facts are in this case. But to your point, we need transparency. Joe clancey needs to come out and he needs to get in front of this issue. Hes the director of the new director of the secret service. Correct. And what do you i mean some people thought that he should not be named director because he was from the old guard. They thought that new blood should be brought in. What do you think he has to do to prove himself now . This is his first litmus test. In the past joe clancey is driving this bus here. With management he wants to come up with a comprehensive program on how to right the ship of management of the secret service. This isnt the first embarrassing incident. Let me show you the latest greatest hits in april of 2012. A dozen agents as you know solicited prostitutes in colombia. They got in trouble. In march 14 three of them drunk in amsterdam. September a white house fence jumper that wasnt stopped, also in september an armed man on the elevator with president obama that they didnt realize until after the fact and now what appears to be a dui crash into the white house. You worked there for 13 years. Correct. What is the culture there . All right. Those are incidents that you know are embarrassing quite frankly. Theyre inexcusable, but that is not the culture of the secret service. Thats why im here today is to let everybody know that that is not indicative of the secret service and is not indicative of Uniformed Division officer. These are the most dedicated men and women every single day and incidents like this really distract from their job. I mean the agency was formed in 1865 and since then they have had dedicated men and women protecting president s, foreign dignitaries every single day. These incidents that youve pointed out, theyre an embarrassment. Theyre a black mark on our agency. Hopefully joe clancey will be able to bring the agency and let them rise above the issues. The majority of the secret service are brave men and women and we value all of their work for the president , however, what i hear you saying is that there is a Common Thread to all of these embarrassing incidents and its bad management. Correct. So what does that mean . Meaning that they just sweep things under the carpet . Management issues have plagued the service for a little while. What the what joe clancey and his team should be doing right now is looking at really the three tenants, looking at your people your process and your technology and really compartmentalizing what are the issues with each of them. With your people its your manpower. How are you managing them . How are you training them . Do you have sufficient staffing . Thats one issue. The process. Is the process of being a secret Service Agent in the secret service officer, is it right in todays world . We have to look at our dual mission as being investigators and providing protection. So how are we doing those processes . And then fundamentally, are we keeping up with technology to do to support the people and support the process. Look its not a good sign. This is not a good sign that this happened a week ago and were only finding out about it now so it suggests the transparency the calls for transparency are not necessarily being heeded. Well you know we dont know the facts of this case and we dont know this is only being reported after, you know, the Washington Post article. It will take a little bit of time. Joe clancey did the right job. He made the right call going to dhs and saying because of the severity of this dhs oig needs to take a look at this. Should these two agents lose their job . Secretary of state john kerry heading to switzerland on sunday for the next round of Nuclear Talks to iran. Kerry did not mince words. He said that he is in quote, utter disbelief. Cnns dana bash joins us now. Good morning. Great to see you here on new day. You, too. It seems like you were in utter disbelief because it was unprecedented. It was. Ive covered congress for a long time. When i saw senators were sending another country to like iran to specifically say they were intending to undermine the president , i really was in shock. It seems to me that republicans, even those who signed it not all of them most of them are standing by it some are saying we should have thought about this a little more. Oh, is that right . They are expressing to you some regrets. A little bit. A little bit. A little bit. I think the regret is not so much in writing the letter its because the fallout has been so stark. And it really has polite sized a lot of traditionally bipartisan issues. I mean you say the fallout has been stark. Such as . Are there some sort of issues that theyre trying to deal with on capitol hill that are not getting done because this has poisoned the well . One example is on iran itself. There has been a real bipartisan effort to do exactly what these republicans were saying in the letter but do it legislatively, to say to the president in a piece of legislation, we are going to not approve this or were going to have to approve or disapprove this. Again, pretty bipartisan. Democrats were on that. Some democrats are pulling back now saying wait a minute youre making this partisan. A Human Trafficking bill is on the senate floor. Very bipartisan to fight Human Trafficking. Whos not for that . And its sort of devolved into some partisanship. Its because the well has really been even more poisoned. Its hard to imagine. It is hard to imagine. Because of this letter. Dana bash thanks so much for all of that. Lets go to chris. Lets bring in robin wright middle east analyst and joint fellow. Shes the author of the islamists are coming who they really are. Thank you for being on the show. The letter what do you believe the impact is on the perception of the United States around the world . Well i think one of the Big Questions is what will our allies who are part of this diplomatic process going to think about the letter and what impact it might have two years down the road . They may be getting a little bit nervous about the potential for the deal unraveling. Then of course theres always what the iranians are thinking. The problem has always been what the Supreme Leader might think about doing a deal. Would he be willing to go that ultimate step and do a deal to trust the United States . And he has said today that this was a backstabbing letter that undermined the diplomatic process. Well know a lot more over the weekend when the next round of talks began, but there are some serious questions, i think, about is this deal durable if we get one. What does it mean to you that khamenei who hadnt said much about this once being mentioned in the letter now comes out and says he doesnt trust the United States . What do you think that means . Thats always been the issue, whether he trusted the United States. He has always said that the United States was duplicitous, that it would promise one thing, say one thing and do another. Thats happened actually throughout recent history with between washington and tehran. But i will say that the diplomatic process is actually fairly sturdy. Were now 18 months into it. Whats been very striking is that nobody has leaked the details. We know only by deduction from some vague statements by whether its the president of the United States or the iranians what it might look like in terms of ten years as an outline, but these are people now who know how to deal with each other. Theyve developed a dialogue, and i think everyone is intent on trying to see where they can get. Now the big question obviously is even if you get a deal is it enforceable because there is such opposition inside the United States. Thats where it puts this extraordinary diplomatic effort unprecedented really sings the 1979 revolution at stake. So you say the letter was a destabilizing force. The senators say, too bad. You cut us out of this process. This deal stinks. Iran is too dangerous. We need to be included. You wont do it the easy way, now you have to do it the hard way. Is that justifiable . Obviously not. The congress has been a part of this process. The United States the administration has briefed congress over and over and over and it is clear that the president did not intend down the road to exclude congress from this process. In fact some of the sanctions, not all of them some are by the white house executive order, some are by laws imposed by congress that eventually down the road congress would have to repeal some of the sanctions. So congress is not being excluded at all. Thats what makes this whole process so baffling. Yesterday senators rand paul and marco rubio protested the idea that iran could have any Nuclear Capacity at all at these isis hearings that were about the authorization of use of military force. It shows how the letter is bleeding over into everything. Do you think that that is a realistic outcome . Thats the push back . They cant get a nuclear weapon. Any deal that allows them to get it is a bad deal. Is that realistic . Well look there may be a sunset clause in this deal thats what we one of the Little Things we do know but that doesnt necessarily mean that the day after a deal expires that there wont be an extension of the deal that a lot of things politically may not have happened on the ground and that the iranians are going to race to try to pursue a bomb. The fact is that it is in their interests to comply because that lifts sanctions and allows the economy to reintegrate with the International Global market. Thats in their interests long term. They know if they tried this process again that new sanctions would be slapped on them. So i think, you know were jumping to the congress anyway was jumping to an awful lot of conclusions of what might happen ten years down the road without giving this diplomatic process a chance. Its really opting for a war and that doesnt solve the core problem from getting iran to give a weapon. I get why theres a problem with what they did. Has there been a good enough job been done about selling this to the people and the congress. When you deal with iran not only do they have obvious and nefarious intentions but they have plenty of gas, they have plenty of oil. What do they need nukes for except to build a weapon . They want a weapon. They want a weapon. Thats what this is all about. Remember the uranium enrichment process, which is whats at the core of the dispute, really is also the way to get Nuclear Energy peaceful Nuclear Energy. The iranians are at the point because their population has grown so much that they will run out of oil by 2025. So they actually do need Nuclear Energy. Thats a legitimate concern. The question is how do you make sure they dont have a capability that can also be used for a bomb. Now the president will have to do a major selling job if they get a deal. The challenge, of course is that because the terms are secret he cant do much of a selling job until we know actually what it may involve. Last question. The idea that now the u. S. Looks fractured, that makes you lose credibility at the table how big an impact how big a factor do you believe this letter is and the message thats sent to these negotiations . I think its a very powerful muss saej message, but i think whats really interesting as dana bash pointed out, the push back whether its the editorials of the republican members of the senate that public sentiment in a poll this week shows that the majority of americans do support a deal. That the final word on this letter has not been played out yet, but i think there are distinctly two sides emerging and the tragedy is that those two sides have been deeply polarized and polite sized.
